After a series of experiments covering a period of about three years, extending from the spring of 1912 to the spring of 1915, a 2,000-ton leaching plant for the treatment of the accumulated copper concentrator tailing was built and put into operation. During the experimental period, the first step was that of laboratory experiments or beaker leaches. The results on this small scale were so satisfactory that a small operating plant, capable of handling 5 tons of roasted tailing per day, was installed. At the meeting of the Board of Directors held Tuesday, Feb. 18, 1919, there were present nineteen Directors and the Secretary of the Institute. The following officers were elected for the year: A. R. Ledoux, first vice-president; George D. Barron, treasurer; Bradley Stoughton, secretary; and the following committees: Executive Committee, Finance Committee, Library Committee, Committee on Papers and Publications, Committe on Membership. The personnel of these committees will be published in the Year Book. A vote of thanks was passed to each officer and member of the several committees that arranged the New York Meeting of the Institute. The meeting dates for the Board were arranged for the year. The instrumentation, monitoring, and prediction of a major slope failure at the Chuquicamata mine are described. In December 1967, preexisting tension cracks on the south end of the east wall of the mine began to open. Various forms of instru¬mentation were installed for continuous monitoring. These systems included tension crack stakes, crack extensometers, linear extensometers, tape and transit lines, sliding wire contacts, and a seismograph. From the information obtained, the failure date was accurately predicted some five weeks before failure, enabling the mine to reroute truck and rail access; hence, causing a minimal mine shutdown of 21/2 days and preventing any injuries to person or damage to equipment. The shape and form of the sliding mass are analyzed, as are possible modes of failure.

Most existing impoundment ponds and dams leak effluent into the soil or rock upon which they are constructed. However, proposed environmental legislation will require very stringent control of the release of toxic effluents such as cyanide. More exacting investigation, design, and construction techniques than have been used in the past will be required to satisfy these new regulations. The types of field and laboratory investigations required to develop the data for the design of an impoundment system containing toxic effluent are discussed, together with the technical considerations necessary to design this system. Design topics include reservoir sealing with natural and man-made materials; embankment sealing; embankment design considering stability, surface hydrology, capacity, and downstream catchment basins; and special implications of cyanide effluents.

Colorado School of Mines The, forty-first annual commencement exercises of the Colorado School of Mines were .held at Golden, Colo., on Friday, May 28, 1915. Dr. Lucien I. Blake delivered an address on Epochs in Science. The degree of Engineer of Mines was conferred upon 30 men, and the degree of Master of Science on one man. At the recent annual meeting of the Mining Engineering Society, Massachusetts Institute of Technology, officers were elected as follows: President, K. M. Sully; Vice-President and Treasurer, D. M. McRae; Secretary, H. Solakian. The Student Auxiliary Society of the A. I. M. E. at the University of Kansas, Lawrence, Kan., has elected officers as follows for the year 1915-16: President, Harry E. Crum; Vice-President, Leland E. Fiske; Secretary and Treasurer, Ben A. Sweeney.

Eight members of the Board, the Secretary of the Institute, and eleven guests were present. Vice-president Henry S. Drinker presided. The President was authorized to appoint delegates to a meeting, on May 16, of the League to Enforce Peace. The Joint Conference Committee reported that the American Institute of Metals had accepted the invitation to form the Institute of Metals Division of this Institute. The Committee on Publications of the Institute of Metals was added to the Committee on Publications of the A. I. M. E. Exchange of one volume of Transactions of the A. I. M. E. at reduced price to members of the British Institute of Metals was authorized, in return for the reduced price given to our Institute of Metals Division on the annual proceedings of the British Institute.

Dolomite-fluxed pellets of various compositions were made from magnetite concentrate, hematite concentrate and a concentrate containing a natural mixture of both. Physical properties and reduction test results were used to ascertain proper compositions and firing temperatures. These pellets were subjected to physical tests and to reduction tests. Petrographic and electron microprobe examinations were made to evaluate the effect of composition and fining on the phase assemblage. We interpreted our test results in terms of chemistry and microstructure and related these to properties. This approach enabled w to determine the composition best suited to each of the three concentrates. Compared with acid pellets, dolomite- fluxed pellets of the optimum compositions had similar physical properties but swelled less, softened at a higher temperature, and reduced faster and more completely.

A list of publications will be sent upon request Still available are: Bulletin 18, Mining laws, state and federal (1921), 19, Mineral hot springs of Wyoming (1926), 20, Atlantic City-South Pass gold mining district (1926), Circular 5, Operating regulations to govern the production of oil and gas on state and patented lands (1929). The last two Biennial Reports, issued 1928 and 1930, are still available. The bulletins and reports listed are distributed free.

The petition for the formation of a Tulsa Section was granted. The final budget for the year 1917, and the tentative budget for the year 1918, were adopted. The Secretary was instructed to continue to send the Bulletin to all members whose dues have been remitted on account of their being in the war service, but to hold the Transactions and send them on request to the address furnished for the purpose. The issues of the Bulletin were presented to the Federal Fuel Administration, at its request, with the compliments of the Institute. Fifty-nine Members, five Associates, and fifteen Junior Members were elected. The resignation of one member was accepted. The clues of four members who are on active duty at the front were remitted. An extension of time for the payment of clues was granted to four members, upon request.
