COMMERCIAL strip mining of coal was first begun in the state of Illinois in 1911.1 The annual tonnage of coal produced from coal strip mines in the state was very small until 1924, when the strip mines shipped 1.68 pet of the total state shipping mine tonnage. Since then, strip mines have gradually come into their own by producing a sizable percentage of the coal produced in the state. Table 1 shows the coal tonnage shipped from both underground and strip coal mines in the state of Illinois for selected years. The table illustrates the major role that strip mines play in the state's coal industry. Today, strip mining is generally conducted in areas where the coal seams lie so close to the surface of earth that a stripping method of mining the coal seam is cheaper than an underground method. Strip mining not only recovers 100 pct of the coal deposit, but may also be used as a method of mining large acreages of coal abandoned by the closing of underground mines.

(written discussion?).-The author of the paper has given an excellent description of the appliances used to cool parts of an open-hearth furnace, and some of the reasons why the refractories fail in service. Personally, I favor water-cooling, but to a limited degree. At one time I advocated more universal cooling than is now practised, but believe I must change my mind. Water-cooled, thin-lined blast furnaces have not proved as satisfactory as anticipated. While this may retard the building of many such furnaces, it will not prevent the use of regular tuyere- and bosh-cooling appliances. Water-cooling any furnace may be easily carried to the extreme. In an open-hearth furnace, excessive port or roof cooling, or cooling the working floors may preserve the lines of the furnace, lower the cost of refractories, acid to the comfort of the workmen, and necessitate fewer shutdowns for repairs, but it may not be good economy on account of the high first cost, the cost of cooling water, maintenance of cooling appliances, and the immediate reflection in a higher fuel cost. The question becomes a financial one, and is answered by using water-cooling devices up to the point at which they cease to show true economies. Open-hearth furnace bulkheads, roofs, and ports fail rapidly in about the order named. If they could be made to last indefinitely by water-cooling, the furnace would still have to be shut clown periodically for cleaning the slag pockets, regenerator chambers, and flues. Extra, or spare, pockets and regenerator chambers have been advocated to permit of continuous operation, but the space required, the cost of installation, and the fuel required to initially heat such cold chambers will largely prevent their adoption. Some particular fuels, as high-ash powdered coal, require frequent stoppages for cleaning, but for this particular fuel a special provision can' be made.

In attempts to correlate mechanical properties with microstructure, it is desirable to determine the effect of ß grain size. Determination of 6 grain size is not a problem where a has precipitated at ß grain boundaries. However, in alloys which have been processed to produce an equiaxed a +ß structure the ß grain size is difficult to determine because ß grain boundaries do not etch. The ß grain size can sometimes be laboriously determined by searching for grains which have some a! outlining the 6 grains. This difficulty of ß grain size determination in equiaxed a + ß alloys can be overcome by heating below the ß transus temperature for a short time and water quenching. Fig. 1 shows the starting equiaxed a + ß structure of the Ti-5.25A1-5.5V-0.9Fe-0.5Cu alloy used in this investigation, and Fig. 2 shows the microstructure of the same sample water-quenched after heating 1 min at 1675"F, which is 25°F below the 0 transus. THE investigation of domestic tales was undertaken by the Bureau of Mines, Department of the Interior, in cooperation with the University of Alabama, at the request of the U. S. Army, on Dec. I, 1941: "Considerable concern has been expressed by the Supply Arms and Service over maintaining continued availability of supplies of the necessary raw materials. These ceramic products are used by the Signal Corps in all army radio equipment, and to a greater degree in the new ultra-high-frequency equipment. The Air Corps has become a user of large amounts of radio-grade ceramics for aircraft spark-plug covers required for high-altitude operations. In addition, the use of this material is essential to the proper functioning of the radio air-navigation aids of the Civil Aeronautics Board." HISTORY The use of steatite and talc in ceramic bodies goes back a great many years. If pure, tales shrink little under heat-treatment and are very resistant to heat shock. The massive form, commonly called "steatite" by the trade, cuts and works easily, and this was naturally the first method used in obtaining articles of talc. When gas was in general use for illuminating purposes, a large business was carried on in the manufacture of tips for gas burners.1 With the development of uses for electricity, low-tension insulators were made in a similar manner; and, in fact, the forming of shapes from massive talc continues. However, as the business increased, cuttings and waste became more and more of a problem. In the twenties, one of the larger producing firms had a cooperative agreement with the Bureau of Mines at its Columbus station to work out a body using the finely powdered material. Somewhat earlier, manufacturers of spark plugs used the finely ground talc as part of the body and to some extent in wall-tile bodies. Somewhat later it came into use for kiln furniture and similar products and still more recently it has been used in some dinnerwares. With the development of the radio and the high-frequency fields generated, it was found that a dense steatite porcelain was far better than even high-tension electrical porcelain, which is a clay-flint-feldspathic type of body. Until the war increased the demand, the several pioneer steatite-porcelain manufacturers were able to furnish adequate supplies. When war began in Europe and Asia, three important foreign sources of raw material were cut off; i.e., the French, Italian, and Manchurian tales. A Nere record of Emmons's professional career would very inadequately represent the man. That he was eminent mc know, and our successors will realize in due time; but they must depend upon us for knowledge of a singularly ~vholesome, modest, unselfish personality, and of a character that did honor to a profession in which trustworthiness is indispensable. Those members of the Institute who met Emmons are his friends, and I never knew .one of these who was not the better for that friendship. Emmons was born in Boston, Mar. 29, 1841, the son of Xathaniel H. and Elizabeth (Wales) Emmons, and was named Samuel Frankliri after an ancestor who was of the sarne family as Benjamin Franklin. He took the degrcc of Bachelor of Arts at Harvard in 1861, and soon afterwards went abroad to complete his education. From 1862 to 1864 he attended the courses at the fieole Impkriale des Mines at Paris, Elie de Beaumont arid Daubrke being among his professors. The year 1864-1865 he spent at Freiberg under Cotta and other famous teachers; after which he spent another year in traveling through Europe. Like many other renowned geologists, he approached his ultimate profession from its economic side, and was thus from the first imbued with a sense of high responsibility in the promulgation of scientific opinions or conclusions. With hypotheses which were interesting merely because they were ingenious or even plausible, he would have nothing to do. In 1867 he joined the Geological Exploration of the Fortieth Parallel at its organization under Clarence King, serving at first as a volunteer, but soon receiving a regular appointment. This expedition was the first one of purely geological character sent out by the United States government. When in charge of the Glen don Iron Works, the importance of good methods of filling was forcibly brought to my attention, and it occurred to me that the first step toward the discovery of the best plans was the accumulation of exact information as to the distribution actually effected by various chargers; also, that something could be done in this direction by careful measurements in the furnace, to be afterwards recorded for comparison on drawings. The figures shown herewith have been prepared from such measurements, and nearly all of them refer to Glendon, where the fuel used was anthracite and the ore-mixture about threequarters of New Jersey magnetic ores and one-quarter of brown-ores from the vicinity of the works. Every occasion furnished by the blowing-in of furnaces was utilized, but the data accumulated rather slowly in this way; and, opportunity oEering to make special trials at no great expense, the figures from 2 to 7 were thus obtained. The trials were made by dumping a hopperful (6 barrows) of material at once into the furnace, and, when all the fuel of a round (12 barrows) had been put in, the profile of the upper surface was obtained by stretching a steel tape across the top on a diameter and at a known height. By measuring down from this with a graduated rod, the profile was easily obtained with sufficient accuracy, especial pains being taken to get correctly the crests of the ridges and the bottoms of the hollows, as many intermediate points being included as seemed necessary. This was repeated on another diameter when there was occasion. The same course was followed for the limestone and ore.

Recent developments in iron alloys containing nitrogen have indicated that this element may exert a considerable influence on the properties of the metal. This influence is not always in an undesirable direction and the indications are that nitrogen should be regarded as an alloying element, the amount of which should be subject to control, rather than as an inherently deleterious impurity. In controlling this element in liquid iron to the best advantage, it is necessary to have a reliable background of fundamental data pertaining to solubilities, rates of solution and chemical reactions of nitrogen in liquid iron. Obviously, the first step in such an investigation is the determination of the solubility of nitrogen in pure iron, and this has been the object of the experiments described in this paper. The solubility of nitrogen in solid iron has been measured by Jurich,' Sieverts,2 Martin,3 and Iwasé4 and the agreement among the first three inspires confidence in their results. No accurate determinations of its solubility in liquid iron have been recorded though several investigators have obtained approximate results. The surface and subscale oxidation reactions were followed by means of continuous weight-gain and metallographic techniques over the range 1600" to 2200°F (871° to 1204 °C) for up to 400 hr. Full identification of all scale and subscale reaction products was obtained by electron and X-ray diffraction. At or below 1800°F (982°C) a linear rate of reaction (QL = 46.0 kcal per mole) governed the oxidation process, extending for up to 100 hr at 1600°F (871 "C). During linear oxidation the surface scale consisted of an amorphous SiO2 film overgrown with Cr 2O 3 and NiCr204. This initial linear process was followed, and above 1800°F completely replaced, by two successive parabolic rate laws (Qp = 60 and 57 kcal per mole). This parabolic reaction involved the formation of a complex scale consisting of Cr2 O3 and smaller amounts of NiCr2O4. Parabolic oxidation appeared to coincide with the disruplion of the silica film present during linear oxidation and was followed by subscale (internal) oxidation of crystobalite and NiCr2O4. The balance between the subscale and surface oxidation reactions controls the oxidation of this commercial alloy. The amorphous silica film appears to result in the linear rate and diffusion through Cr2O3 is the more likely rate-limiting step during parabolic oxidation. THE oxidation of a multicomponent composition is a complex phenomenon not presently amenable to a rigorous classical interpretation. Nevertheless, even a qualitative understanding of the scaling and subscale reactions that occur in a commercial composition can illuminate the reactions that limit its high-temperature stability in an oxidizing environment. This study of the oxidation of Hastelloy Alloy X presents the first of a series of studies with the above approach in mind. Hastelloy X exhibits one of the best combinations of strength and oxidation resistance available in a wrought, solution-strengthened, nickel-base alloy. Although during long time exposure some precipitation of M6C and M23C8 carbides as well as a complex Laves phase occurs, the amounts are probably small enough to have no appreciable effect on the chemistry of the matrix. Radavich has identified the oxidation products on Hastelloy X oxidized for 5 min to 10 hr at 1115°F as NiO and the NiCr2O4 spinel. Oxidation for 5 to 15 min at 1500°F produced a scale of spinel, NiO, and a rhombohedra1 phase, probably Cr2Os. Sannier et 2. have reported continuous weight-gain data for Hastelloy X at 1650" and 2010°F and internal-oxidation measurements after 150 hr at 2010°F. In addition, much of the data on binary Ni-Cr alloys recently reviewed by Kubaschewski and okins' and Ignatov and Shamgunova4 as well as studies of binary Ni-Mo alloys5 are also pertinent to the oxidation of this composition. EXPERIMENTAL Continuous weight-gain measurements and metallographic measurements of subscale reactions were the main experimental techniques used in this study. X-ray and electron diffraction backed up by a limited amount of electron-microprobe analysis served to characterize the nature of the scale- and subscale-reaction products. Two heats of commercial sheet of the composition given in Table I and identified as A and B were used in the bulk of this study. Internal-oxidation measurements were made on a third heat of material in the form of a 0.5-in.-diam bar. In order to assure homogeneity, all heats were reannealed 4 hr at 2175°F prior to sample preparation. weight-Gain Measurement. All specimens (1.5 by 0.4 by 0.03 in.) were abraded through 600 paper, electropolished, and lightly etched in an alcohol-10 pct HCl solution. An electrolyte of 150 cu cm H,O, 500 cu cm HsPO4 (85 pct conc), and 3 g CrO3 at a current density of 0.9 amp per sq cm or a solution of 10 pct HaW4 in alcohol used at 4 v and 0.3 amp per sq cm was used for electropolishing. The resultant surface exhibited a finish of 3 ± 1 p rms. Continuous weight-gain tests were made at 1600°, 1700°, 1800°, 1900°, 2000", and 2200°F on auer' type balances capable of recording a total weight change of 110 mg with an accuracy of k0.1 mg. THE transformation, in a sample of levitation melted iodide titanium, has been studied with a Leitz hot-stage microscope. The specimen was etched in HF:HNO3: glycerine, (1:1:2) giving a structure shown in Fig. 1, and was then heated at approximately 5OC per min. At 870°C (±5OC) the etching product disappeared, the a-grain boundaries showed in relief, and some new grain boundaries (presumably of ß) appeared (Fig. 2, see arrow). Some evidence of ß-grain growth is indicated by the apparent longitudinal movement of a ß-grain boundary shown in Figs. 2 and 3 (see arrows). The specimen was later heated to 1000°C and then cooled at 2°C per min. At 845°C rumpling of the surface was first noticed, Fig. 4, and continued at constant temperature. The photomicrograph reproduced in Fig. 5 was taken 6 sec after Fig. 4, at 845°C. Fig. 6 shows the structure after cooling to room temperature. The room-temperature structure, showing a rumpled surface has been observed by previous investigators.' These structures presumably indicate a sheer transformation ß - a, athermally nucleated, but capable of isothermal progression.

FRANCE will be given a large portion of the Marshall Plan funds for relief, reconstruction, and industrial development in France and in her colonial possessions. At present that country is not in position to export any large tonnages of the mineral products needed in the United States. However, if, through Marshall Plan aid and private capital investment, production of these products can be largely increased, agreement should be made by which the United States is to get a substantial portion of such increased output in part payment for the material and technical aid they receive. France issued a decree, published in the "Official Gazette" on Feb. 3, 1948, which permits conversion into dollars of dividends derived from dollar investment in Government-approved projects and will agree to a scale of capital amortization to be determined in each individual case. This decree is to encourage private capital to cooperate with local capital in industrial undertakings. An investigation has been made of the ß(fcc) — a(hexagonal) transformation which occurs in lanthanum using both electrical resistivity and transmission electron microscopy techniques. It has been shown that the ß phase can be retained below the transformation temperature by rapid quenching but that the sample immediately begins to transform to the a phase. The transformation is observed to nucleate in the vicinity of inclusions. Based on the above observations, a detailed model of the transformation has been advanced which involves the nucleation of an extrinsic stacking fault bounded by a pair of Shockley partial dislocations in the vicinity of some heterogeneity, i.e., an inclusion. The stress field of the resultant dislocation pair acts to nucleate extrinsic faults in adjacent planes and leads quite naturally to the B-a conversion with a minimum of strain energy induced in the crystal. LANTHANUM possesses an fcc structure ß) (8) upon cooling transforms to a hexagonal modification (a) in much the same way as cobalt. The one exception, however, is that the stacking sequence of the closest packed planes in a La is ABAC ABAC, and so forth,1 whereas in cobalt it is ABAB, and so forth, i.e., hep. Mainly on the basis of transmission electron microscopy techniques, there seems to be little doubt that the 0 — a transformation in cobalt involves a dislocation mechanism2 although its exact nature still remains obscure. Although the ß - a transformation in lanthanum is somewhat more complex than that occurring in cobalt, it was thought that its very uniqueness would be helpful in understanding fcc — hexagonal transformations in general. Such a general understanding of these transformations is important since they represent what are perhaps the simplest of the martensitic class of transformations. The experimental techniques used were those of electrical resistivity and transmission electron microscopy. EXPERIMENTAL PROCEDURE The lanthanum used in this investigation was prepared by the calcium reduction of lanthanum fluoride in a tantalum crucible under an argon atmosphere as described by Spedding et al. The residual calcium was removed by vacuum remelting in a tantalum container. Portions of the metal were then analyzed by emission spectroscopy as well as vacuum fusion. The amounts of the various impurities that were found are listed in Table I. A portion of the lanthanum ingot was swaged at room temperature into 0.030-in.-diam rod for the resistivity samples while the remainder was rolled into 0.010-in.-thick sheet for the transmission electron microscopy phase of this investigation. In order to eliminate the plastic deformation induced in the samples during fabrication, they were sealed in evacuated tantalum lined quartz capsules and annealed for 1 hr at 700° C. Specimen resistances were measured using the conventional "four-wire" technique described by MacDonald, 4 employing a type K-3 Universal Potentiometer and a standard 0.001-ohm resistor, both manufactured by Leeds and Northrup Co. By taking into account all of the possible errors in the apparatus, it was felt that the absolute resistivities of the approximately 0.87-in.-long specimens measured are reliable to 3 pct. Resistances from room temperature to 700°C were measured using a vacuum furnace. In order to avoid sample contamination by the thermocouple, chromel-alumel leads were spot-welded into a tantalum shield which in turn was welded to the lanthanum specimen. Resistances below room temperature were obtained by transferring the sample to a helium gas-filled quench tube and slowly dripping liquid nitrogen into a surrounding dewar flask. A steady reduction of temperature to about —190°C was completed in about 23 hr, and the resistances were measured at various temperature intervals. As will be shown shortly, rapid quenching from above about 350°C was sufficient to suppress the B -a transformation initially but subsequent annealing at lower temperatures leads to a partial ß --a conversion. The consistent upward trend in crude oil production prevailing in California throughout the greater part of 1929, was effectively checked in November by a curtailment program instituted by mutual agreement between operators in four of the major fields. This program artificially reduced daily production to approximately the same daily figure as prevailed in December, 1928. The large amount of deep drilling during the later part of 1928 and during 1929 has established a potential, however, which is far in excess of refinery needs in the state. Low prices for crude oil which prevailed in California during 1928 continued during 1929. General curtailment continued in the older fields in San Joaquin Valley. The number of wildcat and exploratory wells drilled throughout California was materially increased, but no major field was discovered unless the recent bringing in of the Ohio Oil Co.'s Recreation Gun Club No. 1 well, near Venice in Los Angeles Basin, during the closing days of 1929 results in such a field. Significant developments during 1929 were: (1) The discovery of three deeper zones in the Santa Fe Springs field known as the O'Connell, Clarke, and Hathaway; (2) Kettleman Hills development and unanimous agreement to restrict production; (3) developments along the Santa Barbara Coast and the drilling of tideland permits; (4) extensions of some of the older producing areas in the San Joaquin Valley; (5) the Lawndale and Santa Barbara Mesa structures, the former discovered in Los Angeles Basin in 1928, the latter in Santa Barbara County in 1929, proved to be failures; (6) intensive exploration throughout the state and the drilling of a large number of deep wildcat wells; (7) discovery of oil by the Ohio Oil Co. in the Los Angeles Basin at Venice; (8) Long Beach and Ventura Avenue fields maintained steady production throughout the year. As a natural sequence to the discovery of high-gravity oil fields in Kettleman Hills and at Elwood in 1928, a tremendous amount of exploratory work was done in 1929 in areas underlain by rocks of lower Miocene age, particularly along the Santa Barbara Coast area, the San Joaquin Valley, and the Salinas Valley, where the Vaqueros and Temblor sands were considered to hold possibilities for production.

Prior to 1916, thickening was an art, and any accurate decision as to what size of machine to install to handle a given tonnage of a specific ore must have been one of those intuitive conclusions, based on both intimate and extensive acquaintance with thickners and ore pulps. Then in 1916 "knowledge of acquaintance," became "knowledge about" with the publication of the Coe and Clevenger paper.' The unit operation of thickening had graduated to the status of an engineering science. The fundamental similitude relationships for the two major phases of the operation were defined so clearly that batch tests on models as small as liter cylinders could serve to specify protypes as large as 325 ft in diameter.

The ore treated at the reduction plant (called Yangdei) of the Chiksan Mining Co., Korea, is brought from four of the company mines, and from the small tribute mines. The largest shipments come from Sajunkohl mine, situated about a mile and a half from the mill (Fig. 1). The ore is quartz of medium hardness. The average assay value in gold is $6.95 per ton. At the mine the ore is put into bins, and is then trammed over an 8 per cent, grade to the tipple bins above the mill, where the ore is drawn through the mill holes as desired. The capacity of the tipple bins is about 3,500 tons. Ore from Moonsukohl, Chung Tarrie, Yang Chun, and the tribute mines is brought in by bulls and bull wagons. The bulls carry from 350 to 800 lb.; the average wagon load is about 1,200 1b. (Fig. 2). One shovelful of ore out of every ten is taken as a sample. Rotary kilns are adaptable to many fuels, but this paper deals principally with the use of powdered coal. The observations and conclusions presented are based on rotary kilns used in the manufacture of basic refractories for steel furnaces. Solid fuels are pulverized for two principal reasons: (I) ease of control, and (2) rapidity of combustion. By the use of pulverized coal, the operator can increase or decrease the fuel supply by small increments and with very little time lag between the change of control and the resultant change in the flame. This is extremely important in this type of furnace, as the temperature range for maturing the clinker is very narrow. By fine grinding, it is possible to increase the rate of burning of the coal, thereby liberating great quantities of heat within a small space in a short time. Under given conditions, temperature is a measure of the heat liberated per unit of time. To attain the temperatures of 2950° to 3150ºF., which are encountered in the manufacture of various steel-furnace refractories, it is estimated that it is necessary to liberate 125,000 to 175,000 B.t.u. per cubic foot of the burning zone per hour. The manufacture of dolomitic refractories is a ceramic process and, as is true in most such processes, the material must be subjected to a certain critical temperature for a certain length of time in order to complete the reaction. If the time of reaction is reduced, the temperature must be increased; in other words, if the rate at which the material flows through the hot zone of the kiln is increased, the temperature of the hot zone must be increased to compensate for this shorter exposure to the flame. Firing with Pulverized Coal Fig. I is a line drawing of a rotary kiln with the attendant equipment indicated in their relative positions. The kiln proper consists of a sloping, refractory-lined steel tube rotating slowly about its longitudinal axis (0.75 r.p.m.), and is countercurrent in operation in that the raw feed is introduced at the stack end and gradually approaches the zone of highest temperature at the lower end, where the fuel is introduced. Before 1930, the usual method of firing a rotary kiln was to store the coal in the pulverized form and then feed from this storage to the kiln as needed. ROTARY kilns are adaptable to many fuels, but this paper deals principally with the use of powdered coal. The observations and conclusions presented are based on rotary kilns used in the manufacture of basic refractories for steel furnaces. Solid fuels are pulverized for two principal reasons: (I) ease of control, and (2) rapidity of combustion. By the use of pulverized coal, the operator can increase or decrease the fuel supply by small increments and with very little time lag between the change of control and the resultant change in the flame. This is extremely important in this type of furnace, as the temperature range for maturing the clinker is very narrow. By fine grinding, it is possible to increase the rate of burning of the coal, thereby liberating great quantities of heat within a small space in a short time. Under given conditions, temperature is a measure of the heat liberated per unit of time. To attain the temperatures of 2950° to 3150°F., which are encountered in the manufacture of various steel-furnace refractories, it is estimated that it is necessary to liberate 125,000 to I75,000 B.t.u. per cubic foot of the burning zone per hour. The manufacture of dolomitic refractories is a ceramic process and, as is true in most such processes, the material must be subjected to a certain critical temperature for a certain length of time in order to complete the reaction. If the time of reaction is reduced, the temperature must be increased; in other words, if the rate at which the material flows through the hot zone of the kiln is increased, the temperature of the hot zone must be increased to compensate for this shorter exposure to the flame. Data concerning the actual net energy required for pulverizing coal are lacking from the literature on coal pulverization. Power data given in the literature concern gross power and frequently include the power expended on the air blast or product-conveyor system, as well as power lost through friction in the pulverizer itself. Consequently, such data supply no information regarding the net energy consumed in pulverizing or the relative grinding resistance of various coals. In the study of coal pulverizing much work has been done on what is known as " grindability-index numbers," but grind-ability tests have seldom considered the energy input (that is, the "cause" part of the system "cause and effect"). There are many records of the effect, but even these have questionable value because the "grindability" tests did not make a pull'erized product by a method comparabLe with- commercial pulverizers. In many of the tests, only a selected part of the coal was ground, and the remainder continued to be an unknown factor. Furthermore, none of the grindability tests provide the balanced circulating load common to all modern commercial pulverizing. In order to obtain better understanding of the fundamental principles of coal pulvcrizing, the Bureau of Mines is investigating the "cause" phase; that is, the net energy input or net power excluding friction between the moving parts of the machine. As a first step in the investigation,it was necessary to design and construct a laboratory machine in which no friction-loss corrections are involved, which could grind and finish a minus-¾-inch feed, which could be emptied rapidly and completely, which could operate with a continuous feed and finish in an air separator; and, most essential of all, which would be equipped with a measuring device for recording only that portion of the total power consumed in actual pulverizing, hereafter referred to as "net energy input" or "net horsepower-hours." The channel-roller pulverizer hereinafter described is believed to meet these requirements.
