The transportation of solids in pipe lines is a matter of deep concern in many fields of engineering. Much experimental and theoretical work has been done in an effort to devise means of designing pipe lines that will satisfactorily transport given solid loads, but there remain many unanswered questions in this field. The present discussion will be confined to a rather narrow portion of this field and will endeavor to point out certain factors that may well be considered when comparing the relative economy of various installations. The data have been presented previously but a new interpretation was prompted by a suggestion in a paper by Professor O'Brien,1 of the University of California, that the friction work per pound of dry material should be considered in determining the relative efficiency of various installations. This method of considering relative economy in various pipe lines leads to some rather unexpected conclusions, especially with reference to the economy of large pipe sizes. A previous suggestion by the writer3 concerning the economy of a rather peculiar type of installation is strengthened. It is not believed that the considerations set forth herein apply directly in the case of dredge lines, where economy is largely a matter of a high rate of pumping in order to reduce the unit overhead charge. However, it is believed that some value may be gained from these considerations in cases involving the disposal of a fixed amount of solids per unit time with a minimum expenditure of energy and at a low cost for replacement of worn pipes. Such situations are not uncommon in the disposal of mill tailings and the disposal of solids deposited from irrigation waters. It was found that data leading to general conclusions for various pipe sizes were not available but certain definite trends are indicated and methods of analyzing available data are presented in the hope that they may be of assistance in preparing engineering estimates on designs of pipe lines of the type described above. THE constancy of calibration, and to a great extent the life, of a thermoelement is dependent on the suitability of the primary protecting tube in which the wires are mounted, particularly when used at high temperatures. An ideal thermocouple protecting tube would be com-posed of materials that would not contaminate the thermoelement wires contained in it-one that would remain absolutely gas-tight ,it all temperatures of usage, that will not be attacked by gases, or other surrounding agencies, that is not destroyed by heat, that withstands sudden and extreme temperature changes, that affords a high degree of mechanical protection and does not deform at high temperatures, that is a good heat conductor and obtainable in small diameters so as to keep down lag factors. It has not yet been possible to produce tubes of any known mate-rials that will meet all of these conditions. In selecting protecting tubes, therefore, one should be chosen the characteristics of which best fit it to the particular conditions of usage. Frequently conditions are such that two tubes have to be used, a primary gas-tight protecting tube inside of a secondary protecting tube, because certain agencies will attack the primary gas-tight tube unless it is guarded by the outside tube.

THE determination of the orientation of metal single crystals and the studies of plastic deformation are greatly facilitated by the use of the stereographic projection. To draw a standard projection of the crystal it is necessary to have a tabulation of the angles between the various crystal-lographic planes of the particular crystal studied. Bozorth' has published such a table for the cubic system which can be found in many reference books; such convenient tabulation for the hexagonal metals, however, does not appear to be in the literature, although scores of workers have calculated these angles. Therefore, Table I of angles for magnesium, zinc, and cadmium has been compiled. Since the c/a ratio is different for each of these metals, three separate calculations are necessary. The angles 4 between (HKIL) and (hkil) were calculated by means of the formula: Hh+Kk+½(Hk + hK)1+~3aLl cos The c/a ratios were calculated from data given in the 1948 edition of Metals Handbook. Fig. 1 is a typical (0001) standard projection of zinc. For all practical purposes, it serves for cadmium as well, as can be seen from the table. The sharp drop in world phosphate demand that took place in 1975 due to temporarily high prices, now seems to be reversing itself. And prices for both phosphate rock and phosphate fertilizers, which declined dramatically from their 1975 highs, now appear to be bottoming out. This recent price weakness has delayed new mining ventures that had been planned for completion by around 1980. While there is ample capacity to supply near-term rock needs, the stage seems to be emerging for a better supply-demand and price environment in the late 1970's and early 1980's.

The extremely valuable papers and discussions on coal-cluat explosions by Bache,' Eavenson, Shurick, Mannakee,* and Raymond are of unusual interest to me, since it has been my duty to carry on investigations on this and allied subjects for the Technologic Branch of the United States Geological Survey during the past year, and to make a series of coal-dust tests in the explosion-gallery at Pittsburg during a short periocl when its use could be diverted from the pressing work of testing explosives. In several of the discussions mentioned, it has been assumecl that the Technologic Branch of the Survey mas not paying attention to certain phases of the general problem, or to the specific question of temperature and humidity of mine-air in its effect upon the explosibility of coal-dust. This assumption is not correct, since from the time of the establishment of the " Mine-Accident Division," with its subdivisions of explosives, rescue-work, and mine-investigation, the mining engineer.; of the last-named section have made the subject one of chief consideration. Their general duties, including mine-sampling for governmeilt purposes, emergency-calls for rescue-work, and esplosion investigations, have prevented undivided attention, but all of them have been supplied with instruments for such determinations, and special report-forms have been in use and a great many observations made in mining-districts to which the mining engineers have gone. With the idea of obtaining a uniform system of reporting these data, and in the hope that the work may be of service to mining engineers in the field, the collecting blanks in use are shown in Forrns 1 and 2.

Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. At the New Mexico legislature of 1977 supporters of a moderate tax were repeatedly confronted with some variant of the statement, "You can't expect me to believe that a

A computer program has been developed which will locate the economic limits of an open-pit mine and also designate which ore and waste blocks to remove per period (years or quarters) to maximize the discounted cash flow over the life of the mine. A set of operating constraints was carefully selected so that the following functions are controlled: (1) the removal of overburden by preproduction and production stripping exposes a fixed amount of ore; (2) a constant manpower and equipment usage is insured (except for trucks); (3) the tons of mill ore, concentrate, and stockpiled ore are regulated; (4) the number and extent of shovel moves are minimized; (5) the grindability of the rock is considered as well as the variable haulage cost caused by variable haulage distances and depths; and (6) the size of the shovel working area is regulated. As many as 50 alternate schedules can be produced per computer run. They are arranged in descending order starting with the best solution.

Several different equation forms were studied to determine the extent to which each particular equation type yielded an accurate representation of a given set of first-stage creep data. Specially developed least-squares computer programs were employed to obtain unique solutions for the creep-equation constants. In studies of creep data for lead at 14.5"C, nickel at 70OCC, and arc-cast tungsten at 2400°C consistently good representations were afforded by a third-degvee polynomial in t113. Other effective correlations were obtained with the Andrade, Cottrell-Aytekin, and de Lacombe equations along with a third-degree polynomial in t112. A newly proposed creep equation involving a hyperbolic-sine term in t1'3 was also found to yield very satisfactory results. This appears to be the first use of such a functional relationship in the analysis of transient creep behavior. In general, the deformation behavior of a material subjected to a tensile load is described in a strain-time plot. Experiments have shown that, following the instantaneous elongation which results on loading, the instantaneous slope (i.e., creep rate) of the strain-time curve decreases gradually with time and approaches what appears to be a constant value. Equations, therefore, which are proposed to provide an analytical representation of such first-stage or transient creep behavior must be consistent with these observations. In other words, at time zero, these equations must yield a finite deformation value corresponding to the elongation on loading. Furthermore, the first derivative of these equations must exhibit a fairly high although finite value at time zero, and then values which decrease with time. It is also preferable, in general, that the derivative eventually assume a constant value at high time values. Although many studies of first-stage creep behavior have been made and numerous equation forms have been proposed for expressing this type of deformation behavior, it is still not possible to state with any assurance which functional relationship will be adequate for a given set of measurements. Parabolic relationships have been employed most extensively although logarithmic expressions have been shown to be applicable in some instances. Combined forms1 have been studied in considerable detail and have on occasion been found to be very effective. One such expression is that of iXndradea and involves a modified parabolic expression: where 1 is the instantaneous length, lo is the length immediately following load application, t is the time, and p and k are constants. Another combined form has been proposed by weaver3 as follows: where E is the instantaneous strain, is is the linear creep rate, t is the time, and a and b are constants.

THE manufacture of optical glass is a process that demands careful regulation and control at all stages in order that satisfactory results may be obtained. The product, to serve its purpose, must meet stringent requirements, which can be assured only by careful procedure in manufacture. During the greater part of the time that a pot of glass is in the furnace, temperatures should be kept within certain rather narrow limits; a departure on either side is likely to be detrimental to the glass and may result in total loss. If the temperature during melting and fining be low, the melt is likely not to fine properly and the glass will contain quantities of bubbles, or "seed," or it may become milky and unfit for use; too high a temperature, on the other hand, is severe on the pot and may cause it to leak or cast stones, or the increased solution of pot material in the melt may acid to the color of the glass and decrease its transmission. Moreover, variations in the working temperature will mean variations in the amount of selective volatilization and, consequently, variations in optical properties from pot to pot. Furthermore, in the closing stages of furnace treatment, the melt is cooled until a certain degree of stiffness is attained, when the pot is withdrawn. The quality of the glass-its freedom from striae and bubbles-will depend in large measure on whether the temperature to which cooling has been carried is suitable. For each type of glass there is a narrowly restricted range of temperature to which each pot of the given type should be cooled before withdrawal. A quick and reliable method of measuring temperatures is, therefore, of the first importance. In the optical-glass work conducted by the staff of the Geophysical Laboratory during the period of the war, much attention was given to the clatter of determining what methods would meet the requirements. This article will deal with these investigations and with the application of the results to actual practice at various plants. As a preliminary, consicleration is given to the conventional definition of relative permeability and to the conditions governing the simultaneous flow of oil and gas through porous media. For the conditions of flow prevailing throughout most of a gas drive reservoir, the oil and gas can reasonably be supposed to be in capillary equilibrium with each other. Under these conditions, and these conditions only, the relative permeability to liquid can be expressed as a function of saturation. The relative permeability to liquid in that case is dependent upon the distribution of fluids which itself is shown to be related to the capillary pressure, and, in turn, to the saturation. As a consequence, relative permeability to liquid can be expressed in terms of the volume and surface area of a network of liquid channels bounded by the rock and the gas phase. While the volume of this network can be evaluated accurately, the surface area cannot. However, for any such volume, maximum and minimum values of the corresponding surface area can be calculated from capillary pressure data. It is then possible to establish for any saturation the limits within which the value of the relative permeability to liquid must lie. As a consequence of the theoretical development, the validity of an experimental method for measuring relative permeability to liquid which utilizes a stationary gas phase is demonstrated. In this method capillary barriers are cemented to the ends of the core sample to permit the maintenance of capillary equilibrium between the two phases. At the same time, this procedure eliminates undesirable secondary phenomena such as end effects, fissure effects, etc., the presence of which adversely affect the results of other laboratory methods. The results obtained by theoretical calculations, and experimentally, are discussed. In view of the overall precision that can presently be obtained in reservoir calculations, the agreement between the calculated and measured relative permeability to liquid data can be considered satisfactory. In conclusion, for reasons of economy and simplicity, the procedure of calculating limiting relative permeability to liquid curves from capillary pressure data is indicated for general engineering purposes. It is shown that the above procedure can easily be extended to the cases where connate water is present. Its use for reservoir studies is particularly recommended in conjunction with the method for measuring relative permeability to gas' which simultaneously yields the capillary pressure data necessary for the calculations. It may be seen that Equations (1); which appear to be a direct generalization of Darcy's law, correspond to the assignment at any given time of a set of "local" permeabilities to each point of the porous medium, and represent in a differential form the two fluid flow system as a simple superposition of the individual single flow systems. Preplaced cable bolts - fully grouted old hoisting cables or stress relieved steel strands - have been used succesfully to pre- reinforce ore contact zones and pillars in sublevel stoping at Outo- kumpu Oy mines for ten years. The purpose is to make open stoping methods possible even in "poor'' conditions and to decrease waste rock dilution. Since 1971 more than 120 km cable bolting has been done, and plans for this year in five mines amount to 33 km. In order to understand the function of cable bolt, pull-out tests have been done both in the laboratory and in situ. Bond strength between cable and cement is highly dependent on cable structure and cable surface dirtiness. Steel cables with steel core and rough surface structure have highest bond strength ( 6 MP~). A cable bolt is a friction bolt. After losing its peak bond strength - after starting to move - a cable bolt still has a high loading capacity due to the friction caused by the uneven surface of the cable. Cable bolting is done before actual stoping from existing drifts, sublevel drifts, e.g. or from special bolting drifts. In general stress relieved steel strands are used; 2 x 15.2 mm dia per hole. FEM or BEM calculation is utilized in cable bolting design. Bolts 2 are in fan shape, 10 m ... 50 m long and are spaced 1/20 m ... 1/50 m2 at stope walls. Pretensioning of cable is not needed, when bolting is done before rock deformations. Bolting costs vary between 0.3 USD ... 1.0 USD/ore ton. In the beginning only manual cable installing technique bras used. Now bolting can be done as fully mechanized with the developed cable bolting machine; i.e. drilling of the hole, installing and cutting of cables and grouting of hole.

A theoretical discussion is presented of the behavior of the interface between two fluids of different physical properties when displacement is occurring along a thin tilted bed. An approximate equation of motion is deduced for the motion of the interface, suitable boundary conditions are derived and the conditions necessary for the approximation to be valid are determined. Steady-state behavior and the circumstances under which a steady-state interface can develop are discussed. Finite-difference solutions of the equation of motion for two characteristic water-drive problems are presenled. The theory of displacement in a thin bed may be regarded as being the porous-medium-equivalent of the classical "shallow-water wave" theory of hydrodynamics. INTRODUCTION The solution of moving interface problems are important in predicting the behavior of oil reservoirs under various conditions of production. Kidder4,5 has obtained analytic solutions for the fingering problem and for another particular case of the motion of the interface between two immiscible fluids of unequal density in a porous medium. In the present analysis, we analyze the problem of the motion of an interface along a slightly dipping bed whose length is long compared with its thickness. The requirement of a thin bed is necessary in order to give a simple differential equation for the motion. The two fluids are of unequal density and mobility. In the derivation of the equation of motion, it is assumed that the lighter fluid is being injected at constant rate at the high end of the porous layer, while heavy fluid is produced at the low end of the layer. The analysis applies equally well, however, to the reverse procedure in which the heavier fluid is injected at the low end of the tilted layer. It will be shown that the behavior of the system is critically dependent on which fluid has the higher mobility and that the interface can in certain circumstances achieve a simple progressive steady-state shape. The fluids may be considered to be immiscible or miscible. It is assumed, however, that the thickness of the interface region is negligible in comparison with other dimensions of the system, and that the strength of the saturation or concentration discontinuity remains constant during the motion. In conjunction with Buckley-Leverett theory and areal sweep-out calculations, the tilted interface problem is one of the fundamental problems of reservoir engineering; it defines the very important underpassing and overpassing phenomena associated with water-drives, gas-drives and secondary recovery operations. The tilted interface problem has been dealt with previously by Dietz.2 In the present paper, we endeavor to derive the pertinent mathematical results more rigorously, and in doing so we obtain modifications in both the differential equation and boundary conditions for those given by Dietz. We also attempt to show the connection between these results and some of the recent work on the stability of interfaces. Finally, we attempt to demonstrate the practical importance of the thin bed theory by showing the difference in behavior of two characteristic waterflood problems. In the favorable mobility case recovery is improved by increasing production rate, while in the unfavorable case undercutting or overcutting is minimized by reducing the displacement rate. PROPERTIES OF THE EQUATION OF MOTION Fig. 1 illustrates a porous layer of constant thickness H and tilt 8 with Fluid 1 of mobility ?l and density pl below Fluid 2 of mobility ?2 and density p2. The fluids are incompressible and flowing with volumetric flux q along the layer. Both the slope a of the interface with respect to the bed and the curvature of the interface are assumed to be small. Flotation is now commonly practiced in alkaline ore pulps, yet little is known regarding the action of the alkaline solutions on the ore particles beyond the fact that films of oxidized material form. We wish to chronicle our discovery of the presence of soluble reducing agents in alkaline ore pulps of the United Verde, and present some data on lime consumption. During the grinding and flotation of a pyritic ore containing small amounts of ferrous sulfate and other soluble salts, an excess of lime was added to precipitate the salts, and filtered samples of the solution were titrated with standard permanganate solution. Even in pulps of high causticity an appreciable permanganate titration was always obtained, in spite of the fact that the solutions were shown to contain little iron. Investigation of the cause brought about the discovery of several previously unsuspected compounds in flotation pulps made from pyritic ore. Not only the reducing agents present had to be identified, but also the amount of dissolved oxygen, and a survey was finally made of the free oxygen content and reducing agents of the mill pulp in the concentrating mill at Clarkdale. A great many compounds might form, caused by oxidation of pyrite or other metal sulfides or by reaction between a lime solution and pyrite. The most probable compounds considered were calcium sulfides, polysul-fides, thiosulfates, and polythionates. Later it was discovered in the literature that in alkaline pulp polythionates do not exist and if introduced are decomposed into sulfites and thiosu1fates.l Any precipitated sulfur is changed by alkali into thiosulfate and polysulfide. Sulfites and sulfides react to form thiosulfate, so that in the end it is possible to have in an alkaline solution only thiosulfate and an excess either of sulfide or sulfite. An efficient storage plant contains a known available volume of bulk solid, and feeds it at the required time, the prescribed rate and without degradation of the product. A storage bin may also perform other functions, such as blending different grades, degasifying aerated powders and isolating different gaseous media. A contact bed of particles flowing by gravity in counter-current with a gas or liquid may be used as a continuous reactor. In order to design an efficient storage plant or contact-bed reactor, it is necessary to be aware of the problems which can arise in flow and storage. The typical problems are no flow, erratic flow, flushing, insufficient flow, lack of designed capacity, segregation, degradation of the product and level control.

The structures formed when austenite is quenched to subcritical temperatures and allowed to transform isothermally have been the subject of intensive study since the work of Davcnport and Bain.' Isothermal transformation diagrams summarizing the results of many of these studies have become widely familiar to metallurgists. Of particular interest to metallographers are the dark-etchingl acicular products of transformation formed by isothermal reaction below the temperature of maximum velocity of the austenite to pearlite reaction. These products, the bainite structures, can he formed in a wide variety of steels. However, the constitution of bainite is not well understood and divergent views have been expressed as to its mode of formation. In this investigation a combination of dilatometric, microscopic and X-ray methods has been brought to bear upon the problem in the hope of some elucidation of the bainite reaction as it occurs in hypo-eutectoid steels. Mechanism OF Bainite Formation Davenport and Bainl considered the mechanism of bainite formation to consist of two steps—an allotropic transformation followed by precipitation of carbide. The separation in time of the two processes was considered to be very slight in the upper temperature range and very marked at temperatures just above the martensite range. This concept has been restated by Vilella, Guellich and Bain2 in the form of a definition of the acicular mode of transformation as: The successive, abrupt formation of flat plates of supersaturated ferrite along certain crystallographic planes of the austenite grains; this supersaturated ferrite begins at once to reject carbide palticles, (not lamellae), at a rate depending upon temperature In effect, this is the acicular mode of transformation, even though the temperature be such as to limit the actual life of the quasi-martensite to millionths of a second. The investigation of isothermal decomposition of austenite in certain alloy steels (notably those containing chromium or molybdenum) has revealed that there may be a range of temperatures between the pearlite and bainite reactions in which the austenite decomposes at a relatively low rate.3-6 Further, it is characteristic that in the second region of fast reaction the decomposition of the austenite is incomplete by one reaction but goes to completion by a second reaction. These observations led Wever7 to a description of the bainite reaction as follows: I. The reaction takes place by initial precipi. tation of a martensitic intermediate structure. 2. LIBRARIES are universally recognized as essential to modern civilization. In a world that gets most of its learning through the printed word, storehouses of print are a vital necessity. In this regard engineering differs in no way from the other learned professions, but until recent times the library needs of engineers have received rather scant attention. When the engineering profession was more of an art and less of a science than it is today, when each problem was solved more through the results of experience than by applying scientific principles, literature was less helpful. The engineer of today, however, is aware that his activities rest upon a scientific foundation and consequently comprehensive books dealing with more limited fields are now being published. Another difficulty for the operating engineer in the past was that the published works on engineering were written chiefly for use as college texts. A third obstacle to the development of engineering libraries has been the lack of librarians with experience in engineering.
