When the Seeley W. Mudd Memorial Fund was established in. 1929 the donors mentioned certain types of projects to which preference might be given in selecting those to he financed by the income from the Fund. One suggestion. was that the projects "be of particular benefit to young engineers." This modest little book meets this specification most aptly. It seeks to guide the engineer-particularly the young one-with the least loss of time and effort to the most convenient source of authentic information regarding any topic in which he may at the moment be interested. Knowing the best place to find the literature on a subject is almost as valuable-and far more practicable-than maintaining a library of one's own large enough to provide the information.

Our moment of truth is in the offing. When the SME Directory is published in this July issue of [8:] we will know how good or how bad our system is for this computerized Directory. At this writing we have not seen the printout. The SME Directory is designed for maximum utility by the membership but this, of necessity, makes the job complicated. In the alphabetical section, names are listed last name first, followed by codes indicating the class of membership, year of election and divisional interests of each Member. This information is followed by job title, company division, company name and address complete with zip code, or simply by the mailing address of the Member in cases where he either has no company or has not supplied the company information.

In our investigation of the Behavior of Calcium Sulphate at Elevated Temperatures with Some Fluxes,' we incidentally studied the decomposition of ferric oxide when heated in a current of dry air. We found that at 1,500° C., with 15-min. periods of heating, Fe²,O³, hardly changed in weight, the greatest loss being 0.23 per cent., and we therefore concluded that the compound remained unchanged at 1,500° C. in a current of dry air. In a more recent experiment we heated Fe²,O³, in a current of dry air and found that there was a decided loss in weight. OFFICIAL Washington is gravely concerned over the adverse military situation caused by the all-out intervention of the Chinese Communists in Korea. What the policies of the United Nations and the United States will be in the new crisis is unknown. However, Stuart Symington, chairman of the NSRB, set the general pattern for mobilization in the near future when he said that this country would move from a "light gray to a dark gray mobilization." The implications of accelerated mobilization for the mining industry are particularly apparent with respect to the manpower situation. Revised policies recently initiated for the recall of reservists may be abrogated, in which case key personnel in the mining industry may face calls to active duty with insufficient consideration given to their indispensability to national defense in their present positions.

Wet grinding rod mills have been used for 50 years to grind ores and to make specification sand. The application of wet grinding rod mills is well understood. Until recently, there have been very few installations of dry grinding rod mills. The selection of dry grinding rod mills follows the basic principles established for the selection of wet grinding rod mills. The basic Bond Formulae1 [ ] is used to select mills when using grindability test results as the basis for selection. W is multi- plied by the 1.3 wet to dry grinding factor established from wet and dry ball milling experience, and then by any other applicable inefficiency factors.1 Dry grinding rod mills have also been selected by scaling up bench scale continuous rod mill tests and pilot plant tests.

FOR two days preceding the Colorado Mining Association annual meeting, officers representing all interests of the lead and zinc producers hammered away at remedies for the ills of the industry behind closed doors at the University Club in Denver. For once in the stormy history of the industry, large and small producers alike came to agreement with an automatic sliding scale stabilization import tax. The proposal set forth in full on the following page, is not new being merely an amplification of the tariff arrangement whereby tariffs are imposed when the price drops below ceiling. Its advocates claim that it is simple, automatic, and flexible. It will give stability to the industry without subsidies and since no government bureaus will be required to administer it, there will be no cost to the taxpayer.

Two separate but closely related projects now under construction on the St. Lawrence River- the Seaway and the St. Lawrence Power Project- are providing the impetus for what may become one of the most significant economic expansions in the Northeast. By 1959, or even earlier, electric power will be flowing from the largest single hydroelectric installation east of the Rockies. Simultaneously there will come into existence a great new commercial waterway which will provide cheap transportation from the farm and industrial heartlands of the U. S. and Canada to the markets and resources of the world. When the Seaway is completed, vessels with five to ten times the capacity of those now using the Canadian canal system will be able to move from the Atlantic Ocean to Lake Superior.

CONSTRUCTION of a ground-water supply includes many operations, which do not end with completion of facilities. Evaluations must be made of the quality of water in various areas and the history of production. Following an analysis of geologic, hydrologic, and chemical data there must be an exploratory drilling program and a study of resulting information. When the well is completed a continuous survey of operating records and basic data is necessary, since designs for future wells are varied as more data becomes available for those already completed. As the following discussion must be limited to a single undertaking, the customary procedure will be outlined for development and construction of a ground-water supply in which more than three wells are involved. Parts of this procedure are applicable for all ground-water supplies.

(communication to the Secretary*).-In that hart of Mr. Wilson's paper describing the Gilman cut-and-fill system, a few features do not appear to be fully explained. In what way is the waste used for filling obtained? The text mentions that, if waste is encountered when driving the filling raises, these raises are stopped until the fill is needed; that seems to suggest mining the capping for fill, which might make the backs of the stopes had as the stopes approach the top of the ore. If, on the other hand, the fill is brought to the raises in cars, are the crosscuts that are necessary in ore or waste? Is the cost of this fill included in the stoping costs given?

When ore bodies are faulted or mill feed turns refractory, mining managers and engineers act vigorously to convert imminent failure into eventual success. The recent proliferation of onerous environmental regulations and restraints is likewise a threat to successful mining enterprise, in some ways more insidious and dangerous than the problems presented by natural obstacles. The regulatory burden has become so heavy that a pall of pessimism covers much of the mining industry. In this paper we frankly recommend an approach that does not just "make the best of it" but rather directs the whole environmental process: first, to improve planning, engineering, and operating procedures; and, second, to demonstrate the need for modification of laws and regulations which are intolerably burdensome to both the mining industry and the public.

W: 0. HOTCHKISS, Madison, Wis. (written discussion*).-Mr. George's paper on. "The Wisconsin Zinc District" is a very complete and clear description, which it is a pleasure to read. His discussion of the origin of the ores is the least satisfactory part, and Mr. George correctly states present knowledge when he begins his paragraph on a origin with the words "the general supposition is, etc." There is still much to be learned regarding the details of the processes by which the ores have reached their present situation. In this the Wisconsin district differs not at all from other mining districts. It is my hope that Mr. George and others, equally clear-thinking, who are in close touch with these operations will be able at an early date to give us more information on this subject.

To counteract the spiralling costs of labor and materials against the fixed sale of its product, namely, gold at $35 per oz, Homestake Mining Co. has revised the milling flowsheet once and effected increases in the daily milling rate twice in the past 12 years. During this period the mining department has been able to hold production costs steady by increased productivity through technical improvements and utilization of the most modern mining by CLAUDE E. SCHMIDT and FRANK M. HOWELL, JR. 46-MINING ENGINEERING, APRIL 1963 equipment. The flowsheet alteration occurred during 1951-1953 when the two crushing plants at the shaft head frames were converted to a three-stage crushing system with the third stage closed circuited to produce a minus 5/8-in. product as rod mill feed.

In the sections, Figures 1, 2, and 3, are shown three crucibles that have been applied to substantially the same furnace, all the conditions having been the same except a variation of one foot of bosh, and a slight variation in the angle of the same. The bosh of No. 3 was originally the same as No. 2, the additional foot in diameter being the result of three months' cutting. Beginning with No. 1, which mas 5 feet 6 inches diameter, with tuyeres 5 feet 4 inches high, and cinder-tap four feet from bottom, great trouble was found in holding iron a proper length of time, four hours being the outside limit when working well, and two hours or less if working badly. One of the properties of copper, which has done much to give it its present prominent place among the useful metals, is its electrical conductivity,—a property which has now become the chief criterion of the value of the commerical product. In pursuance of that distinctively American principle that, " the best is none too good," metal of the highest conductivity is usually called for even when such extreme purity is of no advantage ; for instance, in the making of brass and other alloys. IN a recent paper by Servi and Grant,' it was illustrated that the slip band spacing and stress based on creep test data were related by the equation: d =1/ where d is the spacing in millimeters and v is the stress in psi, based on a more complete equation proposed by Orowan. It was shown further,' that for a. given grain size, the slip band spacing became larger with decreasing stress (and was independent of temperature), until such time that the slip band spacing becomes greater than about one-half the grain diam- eter. When this occurred, the mechanism of deformation in creep of 2s aluminum at high temperature changed from slip to grain boundary deformation (sliding). Additional metallographic evidence is now available which confirms this in a most interesting fashion.

EFFECT OF ELEMENTS ON MAGNETIC PROPERTIES OF IRON THE elements aluminum,1 arsenic,2 silicon,3 tin2 and vanadium,4,8 when used in relatively small amounts as alloying elements, seem to have a beneficial effect on the magnetic properties of iron-i. e., they increase the maximum permeability and decrease the coercive force-whereas there are definite indications that boron,5 carbon,6 nitrogen,7 oxygen,8' phosphorus,6 sulfur6 and titanium,4 as well as the metals of and adjacent to the ferro-magnetic group, nickel,9 cobalt,10 copper,11 and manganese,6 have a detrimental effect on these properties. The effects of calcium4 and magnesium4 are small, if any, while the effect of chromium 12 in small amounts is unknown and in large amounts is generally detrimental.

The Mine Planning System consists of two parts: 1. A Sales Forecast (Sales Planning) 2. A Production Planning. The mathematical methods of the sales forecast are the exponential smoothing and a method with Markov-Chains. By these methods the quantity of material (ore, coal) will be calculated for the time planned. These quantities constitute the points in the production-planning. In the production-planning , special kinds of networks are used for calculating the resources-equipment required, labor and costs. A special routine optimizes the sequence of the mining areas within the mine on the basis of the lowest costs. The resources can be limited. The activities will be shifted when the demand exceeds this limit. The basis of the production-planning are computer files, in which the geological data and economical evaluations are stored.

PERHAPS the most widely used dispersants or gangue depressants in nonmetallic flotation are sodium silicates, which vary in silica-to-soda ratio from 1 to 3.75. Typical manufactured silicates in order of decreasing solubility and increasing amounts of silica are Metso, silica-to-soda ratio of 1.00; D, 2.00; RU, 2.40; K, 2.90; N, 3.22; and S-35, 3.75.* References in flotation literature's to the use of sodium silicates are often weak because they fail to mention the type of silicate used. Metso and silicate N have occasionally been mentioned, but when the type of silicate is not mentioned, it is usually assumed to be N, the cheapest of the soluble silicates and the one recommended by sodium silicate manufacturers as a flotation agent.

Since coal is one of the largest cost items in the production of electricity, its analysis for heat value and composition has been the subject of intensive study. Sampling started with crude hand methods, out of the railroad car or barge or from moving conveyor discharge, and progressed to reliable mechanical in-plant sampling systems. The mechanical system takes its sample from a falling stream of coal such as a conveyor discharge or crusher discharge hopper. But this has a disadvantage in that the identity of the coal is lost. Coal is shipped to the user in train-loads, often made up of shipments from various mines. When the cars are dumped into hoppers and the coal conveyed to the power station, the various shipments become mixed because residual coal remains in hoppers and chutes.
