Aging is a term that connotes a slow change in properties under ordinary operating conditions. It can be accelerated by increasing the temperature and by mechanical straining. The magnetic properties of iron and some of its alloys have for many years been known to be subject to such a change. But the cause of the change was not recognized until a few years ago after mechanical age-hardening in non-ferrous alloys of the "duralumin" type had been definitely shown, by means of solid solubility curves, changes in electrical resistance and microanalysis, to be caused by slow precipitation of one or more constituents from the solid solution. The similarity between the solid solubility curves of such alloys (Fig. 1) and those for iron-nitrogen (Fig. 2) and iron-carbon alloys (Fig. 3) below the A1 transformation point suggested at once that magnetic aging of iron might be caused by a similar process; namely, by the slow precipitation of carbon and nitrogen in the form of Fe4N and Fe3C at ordinary temperatures because of a cooling rate that had been too rapid to permit complete precipitation according to equilibrium conditions. This suggestion has since been amply confirmed, particularly by the comprehensive work of Köster1 on the effect of nitrogen and carbon. Typical curves are shown in Fig. 4 for the relationship between aging temperature and coercive force. Previous to the establishment of the precipitation-hardening theory it was thought that the effect of nonmetallic elements like C, N, O, etc., on the magnetic properties of iron was greatest when these elements were retained in solid solution, atomically dispersed throughout the interstitial spaces of the iron lattice2. Based on the theory that magnetic properties are intimately connected with the regularity of the lattice, it now follows quite logically that a greater effect on this regularity may be obtained when the above impurities are precipitated as very fine particles of Fe3C, Fe4N, FeO, etc., more or less uniformly dispersed within the grains. THE bases of the work by the committee whereof I am chairman were (1) the abolition of extra-lateral rights and (2) the preservation of the maximum of the existing laws. The matter of extra-lateral rights had been under prolonged discussion among mining men and up to the time when our com-mittee began its work (in 1917) the expression of opinion in every way whereby it could be made known -and those ways were extensive-was only a little short of being unanimous that extralateral rights ought to be abolished. I have not observed important evidence indicating a change of opinion on the subject since 1917. ABOLITION OF DISCOVERY LOGICAL Now, when it be decided that extralateral rights ought to be abolished, there can not be merely a simple change to that effect, but it is found that consequential changes are necessary all the way through the existing laws. Abolition of extralateral rights implies abolition of discovery as a prerequisite to location, for otherwise there would be no legal means for locating claims on the dip of a vein. Quite apart from this consideration, abolition of discovery as a prerequisite to location is supported by other good reasons. Among these are the occurrence of orebodies with no exposure on the surface and which often are hidden at great depth. A prospector who has reason to suspect the occurrence of such an orebody must have legal means for the location of a claim within which to explore, and obviously he may. not be able to make any discovery on the surface sufficient to locate and hold legally such a claim under the terms of the law as it stands at present. As a matter of fact, discovery as a prerequisite to location was abolished by common consent many years ago, not only for the reasons that I have given here-inbefore but also for others. It is highly desirable to revise the mining law in this respect, so that it will conform to the conditions of practice and not require people to perjure themselves in making locations, even if it be for praiseworthy purposes.

During the past year (1967-68), there have been many instances of either partial or complete failure of a tunnel-support system. It looks like the art is in a pretty sad state, but as long as we permit the field of tunnel design to remain basically an art, that's about what we can expect. The application of scientific principles to tunnel design involves much more than assigning values to a series of factors in an equation. I am reminded of the case where the engineer calculated that steel ribs with struts were required to support a horseshoe-shaped tunnel in firm ground. The contractor had driven several hundred feet without installing the struts when the engineer visited the job. When he was informed that the struts had been left out, he fled the tunnel in alarm. As one authority has so aptly put it, "There is far too much calculating and too little observing." Initially, one might think of a tunnel support as a structural member, such as a strut or arch which is installed in order to support some definite load. Similarly, a tunnel lining might be considered as a treatment of the interior surface of the tunnel in order to produce desired aesthetic, hydraulic, or architectural results, or to serve a protective function. Actually, many linings, such as a concrete lining, serve a dual purpose and support a load as well as satisfy other requirements. Not too many years ago a tunnel, during the driving or excavating stage, was considered to be either supported or unsupported. In recent years, however, several techniques have been developed, which by helping the tunnel to support itself, permit the elimination of separate structural support. Since these techniques in many cases actually become a substitute for the conventional types of supports and linings, a state-of-the-art review would hardly be complete without including them for consideration. Thus, for the purpose of this discussion, we shall define tunnel supports as any system or technique which effectively maintains the integrity of the tunnel opening. The rapid development of the Mesabi range has been a matter of much wonder to those familiar with ore-deposits elsewhere, and much skepticism was shown when " millions of tons of ore on the Mesabi" was first reported. Now, however, with over 8,000,000 tons to its credit at the close of 1896, a prospect of 3,000,000 more this year, and more ore " in sight" than ever before, it is evident that the first claims for the range were not so greatly exaggerated as perhaps even those who made them thought they were at that time. An explanation of the ease with which these deposits have been explored is found in their mode of occurrence. Lying in flat beds and near the surface, and only exceptionally occurring under a taconite " capping," the prospector had only to sink a few vertical test-pits on a fortyacre tract down to the rock to be reasonably sure whether his property contained ore or not. If he found ore in one or more of these preliminary pits, he would then fill in with more pits until the ore-area was entirely outlined by test-pits from 200 to 400 feet apart. In the early days of the range the testing was almost entirely done by digging pits with pick and shovel. When water was encountered, work had to be stopped, unless a steam pumping-plant was put in, resulting in greatly-increased expenses. Latterly, drills have been used with great success in continuing the exploration after water has been struck in the pit, rendering further progress with pick and shovel impracticable. There are several kinds of drills in use. The diamond-drill is largely used, and possesses the advantage of being in readiness to drill rock if thought advisable, the taconite being very hard and almost impossible to drill except by the use of diamonds. Some form of churn-drill has been much used. This may be either a steam- or a horse-power-drill. The principle is the same in each, the cutting being done by percussion instead of by rotation, as in the case of the diamond-drill. A churning motion is given by passing a rope from the top of the

The subject of this paper implies three questions: whether regulation is necessary; if so, what sort of regulation is wise; and, finally, by what government the power to regulate is to be exercised. In the year 1937 emphasis falls on the third of those questions. This contrasts with the situation prevailing a dozen years ago, when the question was whether regulation was necessary at all; and with the situation a few months ago, when the third question seemed answered by the Supreme Court decisions on the National Recovery Act, Agricultural Adjustment Act and Guffey Coal Control Act, and by the ratification of the Interstate Oil Compact. It then appeared settled that the State and not the Federal Government possessed the regulatory powers and, granting that conservation measures are a recognized necessity, the problem seemed to be to develop the wisest kind of regulation that the Constitution would permit. Today, by virtue of developments during the first months of 1937, the oil industry is faced again by the question of whether the Federal Government is to have power to control its operations, along with those of the other basic industries. Developments in Governmental Control There have been three recent developments. The dominating one is the President's proposal that he be authorized to increase the size of the Supreme Court to 15 members. The implications of that plan ought to be perfectly plain to the oil industry. This suggestion is made in lieu of offering an amendment to the Constitution, to reverse the Supreme Court decisions mentioned. In those decisions the Court held that production does not constitute commerce, and hence that the Federal power to regulate interstate commerce does not extend to the regulation of production. These holdings were contrary to the Government's contention that the stream of commerce begins in the factory and ends with the consumer and may be regulated at any point from beginning to end. That position was urged in the Government briefs in Amazon Petroleum Co. v. Ryan, defending the petroleum code, and repeated as late as Feb. 10, 1937, in the case of National Labor Relations

The success of a coal-mining venture as relates to operations at the gob or break-line, such as the drawing of pillars or the working of long-faces, depends upon the control of face conditions. The measures required to control the latter are dependent upon the action of the coal seam, roof and floor at and in the vicinity of the faces, but the manner in which these will act is dependent upon the rate of face movement as well as upon the facc characteristics and upon the forces exerted. Yet the merits of a method of working—the practicability of controlling face conditions and the means required for such control when applied to any particular case—are usually judged only upon a consideration of the characteristics of coal seam, roof and floor, and the manner in which they have been observed to act. Practically every coal-mining man knows that face conditions are influenced by the rate of face movement, but few have appreciated that this is as much of a factor in the control of face conditions as are the face characteristics and the forces exerted. Fewer yet have recognized or taken advantage of faster rates of face movement as one of the principal means of establishing control of face conditions or of securing more favorable face conditions. Seemingly inherent difficulties, particularly in the control of roof conditions, but also in the control of conditions of the coal seam and floor, are frequently mitigated or disappear when the rate of movement of the faces is sufficiently increased. The characteristics of the coal seam, roof and floor and the forces exerted upon them do determine the general trend or tendency of face action, but the manner in which the coal seam, roof and floor will act and be aeted upon and the magnitude of the action during the time the site of mining operations remains at any particular point are very largely determined by the rate of movement of the faces. Undoubtedly other members have given their lives in the Service of the United States and the Allies during the past four years, but the following biographical notices are all that have reached us as yet. Lewis Newton Bailey Lewis Newton Bailey died of pneumonia at Camp Merritt, N. J., Apr. 30, 1918, at the age of 34 years. He was Master Engineer, Senior Grade, in the Fourth Regiment, U. S. Engineers, and although he was offered a commission as First Lieutenant shortly after enlisting, he preferred not to accept it until he had reached France. By those who knew him well, this lack of eagerness for promotion will be recognized as consistent with his whole character. Mr. Bailey was born at San Diego, Cal., May 28,1884, and graduated from the University of California, College of Mines, in 1906. He joined the American Institute of Mining Engineers in 1916. During 1904 he was employed at the cyanide plant of the Buckeye mines, Forest Hills, Cal. In the autumn of 1909 he went to the Coeur d'Alene District, Idaho, and was first employed on construction work of the Bunker Hill & Sullivan Mining & Concentrating Co'., with a short intermission at the Hercules mill, after which. he was sampler and assayer for the Bunker Hill & Sullivan Co. until May, 1910, when he was obliged to return to California to attend to family interests. Returning to the Coeur d'Alene district in November, 1911, he was given charge of remodelling and operating the mill of the Coeur d'Alene Development Co., treating the output of the Ontario mine; this work he performed with credit and complete success. In December, 1914, he returned to the Bunker Hill & Sullivan Co., as assistant metallurgist and mill superintendent, his work consisting mainly in the testing and improvement of concentrator practice, which he continued with great credit until August, 1915, when family considerations required that he again return to the home of his parents at San Diego. Mr. Bailey was characterized by energy, both physical and mental, by devotion to his friends, associates and employer. He was particularly successful in his relations with the men under him and, in fact, was thoroughly well likcd by everybody with whom he came in contact.

LEAD-REFINING practice at the. Bunker Hill differs to some extent from that of other United States refineries using the Parkes process, in that the Bunker Hill-has reverted to a custom used years ago of making two kinds of skims, or crusts, in the desilverizing kettles. Also, this was the first refinery to adopt the liquation process for silver skims as developed in Australia. Both of these ideas were brought to the attention of the operator by H. S. J. Sommerset, in the summer of 1924, while he was visiting metallurgical plants in the United States, when he was general superintendent of the Broken Hill Associated Smelters Pty., Ltd., of Port Pirie, South Australia. Since Mr. Sommerset's visit, United States patents on the liquation process have been issued to George Kenneth Williams, of Port Pirie, South Australia. At the Bunker Hill, the lead bullion is conveyed from the blast furnaces to the refinery in brick-lined cast-steel pots, each having a capacity of 5 tons, by a 20-ton electric crane, to which is suspended a Fairbanks-Morse suspension-type scale on which the gross, tare and net weights are obtained. The bullion is poured from the small bullion pots into either one of two kettles of 105 tons capacity, and when a kettle is entirely filled the heavy dross is removed by skimming it into a 5-ton pot suspended by the crane. The crane operator becomes proficient in the manipulation and a kettle is skimmed in a very short time. After the kettle is skimmed clean the bullion is pumped to a kettle of the same size alongside, where the bullion is cooled until it has almost frozen. By using two kettles for the drossing operation, one to accumulate the bullion where the heavy dross is removed, and then pumping to a clean kettle comparatively free of hangings, etc., it is possible to reduce the copper content much lower than if only one kettle is used in the operation. The average yearly analysis of bullion is given in Table 1.

The developments in the Russian oil industry during 1935 marked a very definite turning point from the time when the industry was being educated to the modern methods of oil-field finding and development, refining, transportation and marketing, to the time when the industry has thoroughly assimilated the modern technique and is now firmly standing on its own feet, as is shown by the remarkable qualitative, if not quantitative, progress in 1935. The oil industry promises that 1936 will be a record year in every respect with both quantity and quality approaching the desired high levels and standards. More particularly the Soviet Government is beginning to be successful in the development of new fields and such new production in geographically strategical points of the country will be in the coming years a factor of great importance in the industrial life of the country. The most notable achievements of the last year have been: the very successful development of the Ishimbaevo oil field in the Lower Oural-Permian Basin; the discovery and development of several promising oil fields in the Puta district of Azerbaijan, while large flush production of Baku area was extended 50 miles due southwest into the Saliani-Aliat district, where a 3000-bbl. well was completed early in 1936 at Pirsagat. Also, an apparently important discovery was made at Zikh, on the Apsheron Peninsula proper. These discoveries, as well as several important strikes in the deeper producing sands in the older fields of the Apsheron Peninsula, have greatly augmented the proven reserves of Russia and made them available either at the points where transportation facilities were already present or at points not too far distant from major industrial centers of the country. Of course, not all objectives were achieved during the past year, and several major difficulties remain to be solved in the coming years, the more important of which are: (1) supply of equipment and of parts; (2) the unavailability of competent technical men in sufficient numbers, which more particularly affects the distant fields; and (3) the problem of distribution of oil products throughout the country, especially the question of handling the needs of small consuming areas, which, while individually unimportant, in the aggregate require huge distribution.

FOR successful electrostatic separation, the behavior of the component minerals of the tested ore under various conditions should be known. In the course of investigation, it was found that these are difficult to measure accurately by the presently available methods. The method used by Johnson1 is handicapped by the fact that particles in the extreme front and rear end of the falling stream are difficult to control or observe accurately. Furthermore, this method is not applicable when the tested sample consists of more than one mineral. The deflection method, as reported by Fraas,' is inadequate to show the differential amounts of mineral particles deposited at the various horizontal positions under the grounded roll of the separator. This weakness is further noted when the tested sample contains more than one mineral. The purpose of this paper is to introduce a new method capable of measuring the behavior of mineral particles under various conditions, and of defining the optimum condition for separation. The main factors which influence the behavior of mineral particles in electrostatic separation are also described. dividing gauge and the two attached collecting chutes of a Johnson separator.~ This distribution analyzer consists of sixty or more 1.0-cm wide cells as shown in part in fig. 1; it has been fully described in a previous article." Except where otherwise stated, the testing procedure used in this paper is as follows: (a) calculate the weight of feed for a l-min run at a constant feed rate of one layer of closely packed particles falling on the grounded roll; (b) weigh and dry the feed at 100°C for 12 hr; (c) place the top of the distribution analyzer level 4 cm below the bottom of the grounded roll, so that the cells are longitudinally parallel to the grounded roll and the zero edge of a suitable cell is directly under the front vertical tangent to the grounded roll (see fig. 1); (d) with the charged roll at a negative potential of 15.5 kv, the dry hot sample is introduced into the feed chute at a constant feed rate; and (e)

MOST illustrious Princes, often have I considered the metallic arts as a whole, as Moderatus Columella2 considered the agricultural arts, just as if I had been considering the whole of the human body ; and when I had perceived the various parts of the subject, like so many members of the body, I became afraid that I might die before I should understand its full extent, much less before I could immortalise it in writing. This book itself indicates the length and breadth of the subject, and the number and importance of the sciences of which at least some little knowledge is necessary to miners. Indeed, the subject of mining is a very extensive one, and one very difficult to explain ; no part of it is fully dealt with by the Greek and Latin authors whose works survive ; and since the art is one of the most ancient, the most necessary and the most profitable to mankind, I considered that I ought not to neglect it. Without doubt, none of the arts is older than agriculture, but that of the metals is not , less ancient ; in fact they are at least equal and coeval, for no mortal man ever tilled a field without implements. In truth, in all the works of agricul- ture, as in the other arts, implements are used which are made from metals, or which could not be made without the use of metals ; for this reason the metals are of the greatest necessity to man. When an art is so poor that it lacks metals, it is not of much importance, for nothing is made without tools. Besides, of all ways whereby great wealth is acquired by good and honest means, none is more advantageous than mining ; for although from fields which are well tilled (not to mention other things) we derive rich yields, yet we obtain richer products from mines ; in fact, one mine is often much more beneficial to us than many fields. THE opening session was held on Tuesday evening, October 23d. Mr. J. F. Lewis, on behalf of the local committee of arrangements, made a short address of greeting to the members assembled, and then introduced Gov. A. H. Holley, of Lakeville, Conn. Gov. Holley addressed the Institute as follows : Gentlemen, we give you cordial welcome to a mining, manufacturing, and agricultural country, of which we are not a little proud. We welcome you as an association, and as individuals. We invite you to an inspection of our resources, and to our methods of improving them. We appreciate the results of your efforts in past years, and we anticipate good from your advice and counsel in the future. You are in the vicinity of some of the oldest mining and manufacturing operations in iron in our country. It will be our pleasure to conduct you to a mine which was worked for more than a half century before our country achieved national independence, and to point out to you the spot where the products of this mine were wrought into cannon and shot during the progress of our Revolution. We can show you also a far larger area of mining country than was supposed to exist in this vicinity at that early day. There are, within a radius of thirty miles from this spot, ten mines at least that have been extensively worked, and there are as many more that have been occasionally worked, with a fair degree of success. All the mines that are wrought to any extent produce excellent qualities of iron, while many of them in various combinations produce as good material for the manufacture of steel, car wheels, axles, and many other purposes, as can be found in any country. The old Salisbury iron retains its reputation for tensile strength unsurpassed, when made entirely from the ore of the old mine. The progress that has been made in the development of these mines since the days of the pickaxe, when the product was transported in pounds upon horseback, to those of the steam-engine, which now moves hundreds of tons per day, presents, indeed, a

The petroleum industry is not peculiar in that it has a problem of stabilization. Economic conditions, not only in the United States but throughout the entire world, are unstable. However, the petroleum industry together with coal mining and agriculture has experienced a longer period of depression than most of the others. It is significant to note that industries engaged in the production of basic raw materials, the primary industries, have not enjoyed as much prosperity since the war as the secondary industries, or those engaged in the fabricating of raw materials and their distribution. The problems of the primary industries are not all the same. Overproduction has existed for several years in agriculture but its causes are not the same as those that have brought about overproduction in the petroleum industry. Unlike agriculture, the institution of property rights and the migratory nature of oil are responsible for the oil man's troubles. Our laws permit the owner of the oil and gas rights, with certain exceptions, to drill when and where he pleases. Since oil is migratory, the adjacent property owner must go and do likewise—drill. This condition spread over a wide area soon brings to the surface more petroleum than can be readily absorbed by the market, creating a condition of overproduction. It is significant to note at this place that when overproduction occurs the complete units in the industry suffer least. A complete unit is taken here to mean a corporation engaged in all the phases of the industry through production, transportation, refining and marketing. In the present depression the complete units in the industry are not in as bad financial condition as those engaged in single phases of the industry. The same thing can be said of the zinc industry, the lumber industry, and the other industries where there are organizations engaged in all the steps through the production of raw materials to the marketing of the finished product. The reason for this is that the complete units are in better position to coordinate all the factors that would work for a stabilized condition than are the units that are engaged in a single branch of the industry.

It is well-established that decohesions occurring at the interface of the matrix and rigid inclusions and second-phase particles are prime causes of ductile fracture initiation. It is not clear, however, how these decohesions occur. The idea that the interface bond is broken in tension is not particularly attractive when one considers the strength of such interfaces and the fact that plastic flow is not restricted under conditions of continuing flow required to initiate and propagate ductile fracture. A suggestion as to the mechanism of decohesion arises if one takes the position that, as the dislocation density increases with plastic flow and reaches some critical range of density, the phenomenon of flow can be regarded as fluidlike instead of the crystallographic motion of dislocations. As the spacing between dislocations decreases, the matrix becomes increasingly disordered in terms of loss of periodicity. At some critical degree of reduction of the periodicity, it is suggested that flow can be regarded as hydrodynamic, rather than crystallographic. Such a state has been referred to by rheologists as the "plasticized state", or the "fourth state of matter", between the liquid and solid state. A similar argument pertains qualitatively with the increase in equilibrium vacancy concentration as the temperature approaches the melting point. Taking the viewpoint that at larger strains the flow may become hydrodynamic in nature, a mechanism of decohesion is suggested. A well-known phenomenon in boundary-layer flow is that of "separation" locally of the boundary layer from the substrate.' Under certain conditions, the flow in the immediate neighborhood of the substrate becomes reversed, causing the boundary layer to separate from it. The exact condition for separation is that the velocity gradient normal to the substrate vanishes there, or It is of interest that blunt particles such as spheres and circular cylinders are most likely to give rise to separations because of unfavorable pressure distributions behind them. The source cited gives solutions for positions of separations for various geometries. In principle, such separations can also take place when metal is flowing over a "dead zone" of stagnant metal. This may explain the initiation of fracture at the elastic-plastic boundaries of plastic enclaves under a notch.

THE purpose of pulverizing coal before burning it is to make available every heat unit it contains. Machinery has been developed which will pulverize coal in one operation, delivering it to bins in front of the furnaces at an expenditure of about 17 hp.-hr. per ton, in a medium-sized plant. The cost of the operation depends upon the amount of moisture that must be expelled before pulverizing, the cost of labor, and the cost of coal delivered at the plant. At a small plant, requiring a pulverizer with a capacity of only ½ ton per hour, the cost per ton pulverized will naturally be greater than at a plant requiring the largest pulverizer, with a capacity of 7 tons per hour. The first step is to reduce large lumps to a size suitable for drying uniformly, before passing to the pulverizing mills; this is done in rolls, at a single pass. The second -step is the elimination of moisture, in order to facilitate pulverizing to great fineness, while also increasing the heating effect and the temperature attainable when the coal is burned. There are other mechanical advantages in the handling of, dried coal. Driers are now manufactured which are able to eliminate moisture without distilling any of the volatile combustible matter in the coal; they are fired by hand or with pulverized fuel. The heat first surrounds the shell of the drier, being confined within a chamber where complete combustion takes place; the heated gases are then led through a duct to the discharge end of the drier and enter the inside of the shell at a temperature not exceeding 300° F. This temperature is maintained by the operator and is indicated by a pyrometer. Volatile combustible matter is not likely to be distilled until the temperature rises above 400° F. On discharging from the drier, the coal is usually passed over a magnetic separator in order to prevent pieces of iron from going to the pulverizer. Two types are used: a magnetic pulley which automatically discharges its collection of iron, and a lifting type, from which the iron is removed by hand when convenient.

The McGill smelter started operations in the year 1907. The smelter furnaces were fired with run-of-mine coal on grates until April 1911, when oil firing was introduced. Oil firing continued until April 1918, when the initial coal-pulverizing plant was started.' Early Pulverizing Plant Various alterations were made to that plant during its operation, one of the more important being in connection with the system for delivering pulverized coal. In order to minimize coal-dust explosions and fires, the return portion of the main delivery line was eliminated in the year 1928. Thereafter coal-dust explosions and fires were greatly reduced. Pulverized coal was prepared at this plant primarily for the reverberatory furnaces, but for several years it was also delivered to the converting plant, roasters and power-plant boilers by a system of auxiliary fans and delivery lines. During the period March 29 to April 8, 1929, one reverberatory furnace was fired with pulverized coal produced by an Aero, type J, unit coal pulverizer with a rated capacity of 5 tons per hour. This machine actually pulverized its rated capacity but the product was too coarse. After certain regulations, a her product was obtained but the pulverizer capacity decreased and this resulted in insufficient coal for efficient furnace operation. Table I gives a comparison of the average screen analyses of the pulverized-coal products from the impact-type unit pulverizer and the regular coal-plant installation. It was definitely proved that this size and type of unit pulverizer could not furnish sufficient coal of proper fineness to give smelting results comparable to that obtained with the regular coal-pulverizing plant. The coal from this unit pulverizer was so coarse that it did not ignite or burn properly and thus did not produce the proper heat for efficient smelting. During the latter part of 1929 and the early part of 1930, experimental work was conducted with a 7-ft. o-in. by 48-in. Hardinge conical ball-mill coal-grinding unit, which was installed alongside a furnace in the reverberatory building. Results obtained from the test run indicated that this unit would furnish sufficient coal of proper fineness for good smelting.

The time is no longer when a man can act as an independent unit; the appreciation of the interdependence of one man upon another has emphasized the importance of the social unit. Epidemics have made us recognize that even a man's health is not distinctly his own to control as he pleases. The physical examination of workmen previous to employment started with an effort to prevent the spread of tuberculosis, for tuberculosis may be detected in its early stages and cured. But it was soon found that many other diseases were detected and the saving of lives made possible. The physical examination does not mean the elimination of the unfit—on that basis it would utterly fail—but rather the measuring of a man's physical fitness and placing the man where he can do the best for himself, his fellow worker, and the company. Industry as a whole cannot expect to live up to the standard of physical examination set for the army, nor should it expect to do so, for in all branches of industry there are types of work that do not require the same amount of endurance as does army work, and the lacing of men with physical limitations in the work for which they are capable permits a higher average of physical fitness for the work requiring physical excellence. Objects of Physical Examination The objects of physical examination are: The early detection of illness, particularly at a time when a full restoration of health is possible; the protection of employees from infection caused by working in contact with contagious diseases; the discovery of a man's physical limitations, in so far as his possibility for rendering good service is concerned; assistance to the safety movement by eliminating association in hazardous occupations with men whose physical condition renders them likely to accident to themselves and others; and the lessening of time lost by sickness. Statistics issued by the United States Department of Labor show that 22.54 per cent. of idleness is caused by sickness, with an average number of 7.71 weeks idle; whereas only 1.66 per cent. is caused by acci-

IN presenting this paper to the Institute I beg to mention, first, the results which I have obtained and the apparatus which I have employed, and to follow this with a brief description of the steps by which I have perfected this process. My present mode of testing is as follows : I obtain, either from the furnace or from the finished product in any stage in which it may chance to be, a small test-piece, usually about 4 of an inch square by 3 1/2 inches in length. I place this test-piece upon the poles of an ordinary electro-magnet, for about one minute, and thus magnetize it to its extreme limit. I then place it upon an indicator (which I will shortly describe), on which indicator there is already placed a piece of steel of similar form which has been magnetized in the same manner, the percentage of carbon of this second piece being definitely known. I then, by means of a scale, which forms part of the indicator, marked in degrees of carbonization, read the exact percentage of carbon contained in the piece under examination. My apparatus consists of an ordinary electro-magnet, connected with a suitable battery of moderate power, by which I magnetize the pieces as before described, and of an indicator which consists of a magnetic needle suitably mounted or suspended, so that it is free to deviate a few degrees only from the zero point, and having a rest, which is used to check the vibrations when in use, and to support its weight when not in use. At a right angle to the natural position of the needle I have a scale about 3 feet long, the zero point of which coincides with the natural position of the needle. This scale is marked in each direction from the zero point in degrees of carbonization. The marking of the scale is in accordance with the following rule: Taking the carbonization of the steel as a basis, I maintain the same proportion between the squares of the distances on the scale as exists between the percentages of carbon in the steel, for instance, if .08 of

The opening session was held on Tuesday evening, October 23d. Mr. J. F. Lewis, on behalf of the local committee of arrange ments, made a short address of greeting to the members assembled, and then introduced Gov. A. H. Holley, of Lakeville, Conn. Gov. Holley addressed the Institute as follows: Gentlemen, we give you cordial welcome to a mining, manufac turing, and agricultural country, of which we are not a little proud. We welcome you as an association, and as individuals. We invite you to an inspection of our resources, and to our methods of im proving them. We appreciate the results of your efforts in past years, and we anticipate good from your advice and counsel in the future. You are in the vicinity of some of the oldest mining and manufacturing operations in iron in our country. It will be our pleasure to conduct you to a mine which was worked for more than a half century before our country achieved national inde pendence, and to point out to you the spot where the products of this mine were wrought into cannon and shot during the progress of our Revolution. We can show you also a far larger area of mining country than was supposed to exist in this vicinity at that early day. There are, within a radius of thirty miles from this spot, ten mines at least that have been extensively worked, and there are as many more that have been occasionally worked, with a fair degree of success. All the mines that are wrought to any extent produce excellent qualities of iron, while many of them in various combinations produce as good material for the manufacture of steel, car wheels, axles, and many other purposes, as can be found in ally country. The old Salisbury iron retains its reputation for tensile strength unsurpassed, when made entirely from the ore of the old mine. The progress that has been made in the development of these mines since the days of the pickaxe, when the product was trans ported in pounds upon horseback, to those of the steam-engine, which now moves hundreds of tons per day, presents, indeed, a
