A LL over our great country I have been privileged to see, during the last six weeks, the manifestation of a new spirit among engineers. Partly under the inspiration of leaders whose influence has been felt not only nationally, but internationally, - partly through the recognition of the service that engineers have been able to render to the nation during the recent crisis, a new self-consciousness has been acquired by the individuals, and now this self-consciousness seeks expression in opportunities for service and participation in public affairs. The engineer . no longer sees himself a mere reservoir of information to be tapped when some one is in need of cold facts, no. more an administrator of mere material things, but a potential administrator of- public affairs, a citizen and a human being, with the responsibilities, as well as the privileges of citizenship.

The electric utility industry is the largest customer of the U.S. coal industry, consuming nearly 50% of present coal production. By 1980, the electric utilities are expected to burn over 500 million tpy of coal or 75% of total coal production. When coal is burned in electric utility plants, ash is produced in one of several forms. These include fly ash, bottom ash and bottom slag. At the present time, approximately 20 million tons of these ashes are produced and must be disposed of by the utilities at a cost of 50[c] to $2 per ton. In 15 years, more than double this quantity will be produced. Only a small quantity of this ash is put to any practical use. Much remains to be done about expanding uses for fly ash and bottom slag.

Reissner's thick plate bending theory has been recast for rocks which exhibit the property of double elasticity: different Young's modulus and Poisson's ratio in compression and tension. The governing differential equation and other relevent expressions have been presented in a form compatible to the applied mechanics results so that they can readily be used. Effect of the ratio of Young's modulii in compression and tension, (Ec/Et), on the maximum plate deflection and the maximum bending moments has been evaluated over a wide range. It has been found that the inclusion of bi-modulus property through a parameter (ß = Ec/Et), changes the sheer deformation of the plate to such an extent that the bi-modular effect of rock cannot be overlooked in the thick plate analysis, especially when ß is expected to be greater than 2.

STUDIES of ground movement and subsidence caused by mining necessarily chiefly deal with causes and effects of making extensive excavations underground with spans beyond the strength of the un- supported or temporarily timbered roof or hanging wall. Perhaps no other phase of engineering is so de- pendent for results upon the assemblage of what may be called "experience data." That this is the case is cot surprising when one considers the number of variables involved in any at- tempted mathematical formula to determine the angle of draw or the angle of permanent slope of the rocks in any particular case. It is not like dealing with construction materials in which, through testing of. small specimens, in conjunction with the tests of large built- up specimens, relative stresses and strains may be deter- mined and formulas closely approximated for still larger constructions.

THE motive for merging or consolidation today is conspicuously different from that actuating business men in the late eighties and early nine- ties. Then they combined to secure added productive capacity and to monopolize their respective industries with a view to exploiting the consumer. So flagrant were some of these cases that they brought about their own correctives via retaliation on the part of the public and the subsequent restrictive legislation and legal curbs. The objective of the present-day merger, writes W. R. Hill in Printers' Ink, December, 1927, is summarized as follows : "In the golden days when an industry was being cut to pieces, the prevailing cure was to combine. The reason for such trusts was to strangle competition and by creating a monopoly, dominate the market, raise prices, regardless of economic business methods, and simply force larger profits.

JOHN HUNTER NEAD, chief metallurgist of the Inland Steel Co., Chairman of the Iron and Steel Division for 1939, a native of Missouri and graduate of the University of Michigan, first taught chemistry after graduating from college and then decided to follow the field of his college specialization and be a metallurgist. In succession he was associated with the H. H. Franklin Co., Syracuse, N. Y., the Watertown Arsenal, the Racine Steel Castings Co., and the Minneapolis Steel and Machinery Co. During the World War he held a commission as Captain in the Ordnance Department and served both overseas and on the technical staff in Washington. Returning to civilian life, Hunter Nead was research metallurgist and then chief metallurgist of the American Rolling Mill Co. from 1919 until 1931, when he went to his present position with Inland.

Now producing 35,000 tpd of coal from a deposit whose estimated reserves total 1.1 billion t, the Navajo mine of Utah International Inc. near Farmington, N. M., is the largest open-pit coal operation in the US. The history of this mine began in 1953 when, foreseeing the growing need for electrical power in the southwest, Utah International obtained a prospecting permit from the Navajo tribe. The lease, now covering 31,000 acres of the 12-million acre New Mexico-Utah-Arizona Navajo Indian reservation, was entered in 1957; in the next 3 years, Utah International negotiated with the State of New Mexico for water rights on the San Juan River, and finalized an agreement with the Arizona Public Service Co. to provide coal for the proposed Four Corners power-generating plant near Farmington.

VERSATILITY is perhaps the outstanding characteristic of the subject of this sketch. He is author, golf-player, musician, public speaker, philatelist, German scholar, and has been a school teacher; but these are incidental. Oliver Ralston's professional forte might be described as beneficiating solid minerals and he has dealt in an important way with practically all of them. To this work he has brought a fertile mind stimulated by keen imagination but kept on the track by a sense of economic balance. An indication of his versatility is evidenced by his career with the Bureau of Mines, which he first joined in 1912, when the Bureau was just one year old. Except for two excursions into industry-Hooker Electro Chemical Co. (1917-20) and United Verde Copper Co. (1928 to 1935)-his entire professional career has been with the Bureau.

EVEN the weather man joined in a friendly conspiracy to make the fall meeting of the Industrial Minerals Division at Rolla, Mo., Oct. 23-25. the splendid surges that it was. Following weeks of rain, the foliage of the Ozarks was still green, merely enlivened here and there by splashes of autumn coloring. In contrast to the tranquil beauty of the School of Mines campus under smiling Indian summer skies, the pace of the meeting was lively. Registration was larger than at any previous meeting and included an unusual number of prominent names and delegates from all over the country. From 125 to 150 were present throughout the three technical sessions, at the Thursday evening smoker, and also at the banquet on Friday; when students trooped in to the technical sessions the audience was augmented occasionally to over 200.

STATE geological surveys have had an interesting development in this country. They first appeared more than a hundred years ago. The fact that they have persisted and are now an important part of most state governments indicates the basic need for state departments con-cerned with mineral problems. The number of state surveys in 1941 (43) is at an all-time high, as is the aggre¬gate appropriation for their support for the fiscal year 1940-'41 ($1,600,708). The first surveys, those of North and South Carolina (see Fig. 1), made their appearance in 1820-'30, but neither survived that period. During the next two decades surveys were created in twenty states, but only three survived. In fact, it was not until the decade 1900-'10, when eighteen surveys were created and only five abolished, that these agencies became firmly established.

NO slackening of research and development in the physical metallurgy of iron and steel was evident in 1943-our second year since Pearl Harbor. Of course, many of the achievements were of a military nature, and could not be reviewed here even if they were known to the authors. It is an open secret that far-reaching investi¬gations have been undertaken in governmental, industrial, and university laboratories, and it is strongly hoped that much of this work will be brought to light when peace comes. However, despite the metallurgist's wartime assignments and the necessary restrictions on his reports he has still managed to publish substantial contributions to the knowledge of iron and steel. This has been particularly true in the United States; foreign papers have been too uncertain in their arrival to permit a comprehensive appraisal of developments abroad.

The Naval Consulting Board is asking the aid of all the members of the Institute in its effort to help solve the submarine problem. Probably every member of the Institute has some suggestion, and while each one of these may be of only slight value in furnishing the remedy, the aggregate may be of great service. Every member of the Institute will soon receive a pamphlet known as Bulletin No. 1 of the Naval Consulting. Board of the United States in which full information and instructions will be given to all of those who are willing to assist. It is hoped when this information is received the members of the Institute will give it their prompt attention and write as soon as possible to the Secretary of the Naval Consulting Board, 13 Park Row, New York, N. Y.

When I presented at the Chicago Meeting of the Institute, in May, 1884, a paper on Hadfield's manganese steel,* which had about that time been brought to the notice of steel manufacturers, I promised to furnish some physical tests of the steel for publication in the Transactions. The fulfilment of the promise then made has been delayed by various circumstances; but I have recently been put in possession of tests of this steel carefully made at the Woolwich, England, arsenal. Messrs. Hadfield & Co. prepared for the arsenal a series of twelve test-pieces, made from the same heat. An analysis of the steel gave the following results: Carbon,.........73 Silicon,.........37 Sulphur,.........06 Phosphorus,. .08 Manganese,...... 9.83 The test-pieces had been heated to a white heat and plunged into cold water prior to being put into the machine. New York was bathed in pale winter sunshine and, surprisingly, coatless weather. The time was the AIME Centennial and 100th Annual Meeting. From advance peeks into the fabulous schedule of events we were well aware that the Centennial Committee, New York Host Section and AIME staff' had pulled out all the stops, laying on the best of everything, but the weather gimmick was the frosting on the cake. The Formal Greetings Session on the first morning, Joe Alford confided, was the greatest AIME experience of his life. Without doubt the honor bestowed on AIME by the greetings and felicitations of the presidents of the world's leading professional engineering societies was the greatest moment in AIME history-save one. That one exception was in 1928, when 1920 AIME President Herbert C. Hoover was elected President of the United States.

OCHRE is a semimineral composed by Nature of earth and a tincture of yellow caused by a fumosity of lead ore. By itself it is a material without any [38] metal, although when it is used in smelting it helps to melt the harsh and sour ores of metals. I do not know that it has any other use, except to painters. Bole is also a red viscous earth which has a very astringent and drying nature. It has no very apparent smell or taste, and I think that the cause of its redness lies in the fumosities of iron ore, for it is a companion to this and is found in its mines. It is an efficacious medicine against any poison and in this capacity has an action like terra sigillata* or perhaps better. In

THE late steel strike resulted in an unusual reversal of field when Brazilian interests shipped steel to the United States to assure completion of a blast furnace under construction in Cleveland for the national Volta Redonda mill. The furnace is one of the key factors in an expansion program scheduled to raise Brazilian steel production by 280,000 tons, bringing annual output to 1 million tons. The first consignment shipped to Cleveland included 500 tons of slab and plate steel, and was followed later by another 300 tons. Brazil wants to blow in the furnace by July 1, 1953, and the restricted allocation system brought about by the steel shortage offered a real threat to the deadline. Volta Redonda, established during World War II by Brazilian and American financing, accounts for more than half of Brazil's steel production.

While assaying some copper carbonate ore from the Frazer claims, Similakameen, B. C., I noticed that on parting the gold button a deep orange solution was formed. The button gave off pink bands in the nitric acid, which became deep orange at a short distance from it; and as it traveled over the surface of the porcelain dish, it left a deep orange track behind. As the button brightened in the cupel, it appeared to have a bronze color; but I have since found that when amarillium is in large excess of the gold, the button is a very dark gray. The button parted easily. To the orange solution I added a salt (NaCl) solution, shook in a silver testbottle, and filtered. With H2S I obtained a precipitate, which I supposed due to platinum. Drilling activity in Ohio increased slightly in 1939. There were 1020 completions as compared to 910 in 1938. During the past six years the number of completions has varied little (Table 1). Oil production in Ohio has been gradually declining since 1896, when the peak production of 23,941,000 bbl. was reached (Fig. 1). Since that date production has slowly declined to an estimated production in 1939 of 3,144,134 bbl., the lowest in 53 years. This total production is divided approximately into the following grades of crude oil: Pennsylvania, 1,185,456 bbl.; Corning, 1,261,615 Flg 1. bbl.; Lima, 578,500 bbl.; Lodi, Based on figures of U. S. .Bureau of 104,740 bbl.; Cleveland, 13,823 Mines and Oil andGas Journal bbl. Table 2 shows the prices paid for the various grades of crude oil.

Herbert Moore Harbach was born in Lebanon, Pa., Apr. 4, 1891, graduated from the Lebanon High School in 1911, and entered State College, from which he received his degree of Bachelor of Science in Metallurgical Engineering in 1915. He was employed by the Lackawanna Iron Co., at Buffalo, N. Y., and was later transferred 'to their Lebanon plant to start up the newly erected benzol plant. He was later made foreman of the coke ovens, which position he held after it was bought by the Bethlehem Steel Co., and until he enlisted in the service of his country in September, 1917. He was stationed at Camp Meade, Md., until the spring of 1918, when he was transferred to the C. W. S., at Niagara Falls, as an expert chemist.
