As part of an effort to provide basic data on the fundamental scientific and engineering principles of minerals beneficiation, the Bureau of Mines is conducting research on the flocculation of mineral fines. This paper presents results of studies using cross-linked starches containing carboxyl, diethanolamine, iminodiacetic acid, and xanthate groups to flocculate hematite, goethite, chromite, manganite, pyrolusite, cuprite, and cassiterite fines. The carboxyl and xanthate derivatives flocculated all minerals except cassiterite; the latter was flocculated by only the diethanolamine derivative. The imlnodiacetic acid derivative flocculated hematite, goethite, chromite, cuprite, and pyrolusite fines. Zeta potential measurements were made to help define the reaction mechanism responsible for flocculation. These measurements indicate that electrostatic attraction probably is not involved, except possibly in the case of the diethanolamine derivative. The separation of hematite from quartz by selective flocculation with chelating crosslinked starches under two pH conditions and with two dispersing agents is described. Best recoveries and grades were found when either the carboxyl or xanthate derivatives was added at the natural pH of the pulp in the absence of a dispersing agent.

Of the natural elemental surfur deposits of the world, volcanic deposits are not only the most spectacular, but probably the most widely distributed. As defined for the purposes of this paper, volcanic sulfur deposits include those associated with all phases of volcanic activity, including eruptive flows, and fumarolic and hot spring deposits. The line of demarcation between the latter and sedimentary deposits is not always clearly defined. Although volcanic sulfur has played an important role for centuries, serving as essentially the only source of sulfur, currently it is considered as purely marginal material. Volcanic deposits were relegated to this position by the advent of Frasch sulfur into world markets, which established sulfur prices and annual production levels with which volcanic sulfur cannot compete, Since early in the 20th century commercial interest in volcanic deposits of sulfur has been high only when premium markets are available. This occurred in the early 1950s and is the case at present. Considerable effort is currently being expended to establish new producers of volcanic sulfur, and to expand current operations or reactivate previous ones.

Herbert C. Hoover, who became a member of this Institute in 1896 and who is now one of its Vice-Presidents, is the man who in 1914 extended a helping hand to Americans stranded in Europe at the outbreak of the war, and who made it possible for many such travelers to return safely to their homes. When his countrymen no longer needed his services, he turned to the Belgians, whose need of food had been presented to him. Engineers have been among his assistants from the first, and it is because we believe that members of his own profession will still be particularly interested in his work that we thus mention it in the Bulletin. A Minute adopted by the Board of Directors of the Institute, in which the Belgian Kiddies, Ltd., is recommended to the consideration of the members, immediately follows the Proceedings of the Meeting of the Board of Directors. Successful miniplant and laboratory testwork has indicated that high purity selenium can be produced from copper refinery slimes. The recovery technique fits into existing unit operations, and the selenium recovery in the new process was close to 99%. This recovery virtually eliminated any selenium being processed through the smelting stage. In addition, miniplant tests conducted at Inco Metals Co.'s J. Roy Gordon Research Laboratory in Mississauga, Ontario, have demonstrated the reliability of the process with respect to extractions, product quality, filtration characteristics, and effluent disposal. Inco's copper refinery at Copper Cliff, Ontario, produces about 500 t/d of copper with the anode slimes fall typically averaging 0.5% of the throughput. Investigations relating to the treatment of slimes within Inco's R&D have been conducted on several occasions since 1959, when the available alternatives such as acid or alkaline pressure leaching, aqueous or high temperature chlorination, roasting, smelting, etc., were considered. Interest in slimes processing was revived recently to meet increasingly stringent environmental standards and to replace equipment of a relatively old plant.

The question of attainment of competitive nuclear electric power is of interest to uranium producers because the rate of attainment of this goal determines the date when there will be a solid, non-political, domestic uranium market. It is a burning question to those of us in the civilian nuclear power business, because our entire business future hinges on how well, and how soon, we can make electricity from nuclear reactions at prices comparable to electricity from coal. For an idea of the magnitudes involved, consider that the first fuel load of the Dresden (Illinois) nuclear power station, plus spares, will be about 90 tons of 1.5 pct UO2. This requires about two-and- a-half times as much natural uranium oxide feed to the diffusion plant, or 225 tons. This, in turn, represents about a month's production from the nearby Uranium Reduction Co. mill. Note also that the 180,000 kw electric output of the Dresden station will be about 0.1 pct of the national electric generating capacity in 1960.

IN 1948 the U. S. Bureau of Mines began a three- phase program to evaluate the extent and quality of U. S. coking coal: 1) a factual appraisal of known recoverable reserves in beds of mineable thickness, 2) a study of preparation characteristics, and 3) a study of carbonization properties. A previous paper presented the methods used in assessing reserves.' Although this investigation is only partly completed, data on coking properties of the Pittsburgh district coals are now available. The results are presented in this article. When coals are selected for manufacture of metallurgical coke more factors must be considered than for any other major use, as no basic industry requires coal of such high quality and uniformity. This is particularly true in the Pittsburgh district, where blast furnace practice is based on use of cokes from high quality coals. Although it is true that inferior coals are carbonized in other industrial areas, both here and abroad, the Pittsburgh coals are the best economically obtainable in the required tonnages, even though they are not the most desirable for metallurgical use.

Twenty years ago, the standard voltage for stripping machines was 4160 v and few people even thought of using a higher voltage. It was adequate for the machines of the day, which seldom exceeded 2500 hp, and higher voltages were considered to be too expensive and even dangerous. Then, in 1956, a 4500-hp machine was placed in operation and it was determined, with some reluctance, that it should operate on 7200 v. The next step, to 14,400 v, was taken in 1964 and the latest, but perhaps not final, step was made in 1967, when voltage was increased to 25,000 v. Today, 4160 v is considered almost obsolete and 7200 v is generally considered standard. However, a few mines are using 14,400 v and some eight machines soon will be operating on 25 KV, indicating that the technical and safety problems have been solved and that there must be some merit to the higher voltages. Thus, it is logical to question, "How do I determine the best voltage for my operation?"

A survey of geological conditions, production and prices in Indiana oil fields. Shows no production and indefinite prospects from the sub-Trenton formation; good production and much untested territory in Trenton formation; and fair production from the Pennsylvanian with fair prospects for the future in both the Pennsylvanian and Mississip-pian formations. THE petroleum industry of Indiana made somewhat notable progress during the year 1923, considering the number of handicaps it encountered. The price of labor and materials continued to have an upward slant while the price of crude oil took a decidedly downward course. In spite of these adverse conditions, the quantity production will closely approximate that of 1922, when it passed the million-barrel mark. The progress of the industry in Indiana should be considered fairly satisfactory as long as the present production is maintained. In other words, if the loss of production from the waning old wells can be offset by the production from the new for a period of 10 or 15 years longer, the industry may have cause for congratulation.

"For his vision, determination, dedication, and leadership in the conquest of the remote and rugged Ertsberg and the technical and human barriers to its development and for his lecture ..." It is a great honor for me to be included among the Jackling Award recipients, many of whom have been close friends and associates. My subject is the development of the Ertsberg, a copper mine located 4' south of the equator, 70 miles (113 km) from the south coast of Irian Jaya---the easternmost province of the republic of Indonesia at an elevation of 12,000 ft (3658 m) in an area which was inhabited by a few "stone age" people when I first arrived there in 1960. Persistence, tenacity, immagination and innovation were all required to bring the Ertsberg into production. The technical, financial and political problems that have been faced over the past 16 years were unique in many respects. I hope that my paper will give some encouragement and help to future developers of mines in difficult and inhospitable surroundings.

Kansas, with its thin seams and tough overburden, may not be anyone's first choice for a coal mining operation. But there are operators making it pay through careful attention to mining techniques and aggressive marketing in the local region. One of the few Kansas coal operators is Bill Patch, who has been in the business for 28 years. Beginning with a single dragline operation near his home in Welch, Okla., Bill's Coal Co. weathered some lean times during the "soft" coal market of the 1950's and 1960's. But his tenacity paid off when new markets began opening up, and the company has grown by leaps and bounds in recent years. In 1975, the Fort Scott mine opened in Bourbon County, Kansas; in 1976, the Porter mine began production in Wagoner County, Okla.; in 1977, the Fulton mine opened near Fulton, Kansas. In addition, the original Welch mine in Oklahoma is still a producer, and this year the company will open a new mine at Chetopa, Kansas.

QUANTITATIVE methods were used to good effect in the earliest days of metallography1-3 but they mysteriously passed into virtual disuse until the important paper4 by Howard and Cohen in 1947. Various devices for the measurements of integrated linear intercepts have been constructed, primarily by petrographers. The hydraulically operated stage designed by the writer5 was satisfactory, but prolonged use caused air bubbles to become entrapped, which introduced back-lash. A new stage has been constructed which avoids this defect and provides better integration when measuring directional structures. This utilizes a circular traverse, and integration is achieved by counting electrical pulses produced by a photocell and a light chopper.* The stage is shown diagramatically in Fig. 1 and in photograph, Fig. 2. It is of simple construction. Mounted on a plate with clamps to fit the stage of a standard metallurgical microscope is a worm and 100-tooth worm gear, the latter supporting the specimen to be measured. WHEN Spain established colonies on the North American continent, some of her land grants, in what is now the United States, reserved to the Crown deposits of gold, silver, and mercury. Later mineral rights were reserved under some of the English Crown charters involving land in the eastern part of North America, with provisions for the payment of royalties thereon to the Crown. Reservation of mineral deposits to the United States Government was instituted by an ordinance of Congress on May 20, 1785, which applied to such deposits in the Northwest Territory, then north of the Ohio River and east of the Mississippi River, and provided that there should be reserved "one third of all gold, silver, lead, and copper mines, to be sold or otherwise disposed of as Congress shall hereafter direct." Little was known then of the mineral resources of the country; the Great Lakes copper region had just come into the possession of the United States by treaty and much of the western mineral land still belonged to France and Spain.

Maintaining safe, yet economical, slope geometries in a mining operation is paramount. When design analysis and engineering judgement have dictated conservative and usually more expensive problem solutions, monitoring has often proven to be a valuable method in dealing with potential slope instability. A well planned and executed monitoring program can allow operation at a lower theoretical margin of safety. Monitoring provides a valuable check on design parameters and can measure effects of remedial improvements. Warning of impending failure can often be established well in advance. The monitoring problem situations in civil engineering works and open pit mining are much alike. Instruments used for monitoring in both industries are often the same. In this paper, geotechnical instruments for measuring deformation and groundwater pressure in rock and overburden are discussed with a broad-brush approach. Results obtained over extended time periods are presented in a graphical presentation for a case history. Descriptions of various types of instruments, mostly used to monitor stability of rock slopes, are discussed, and data analysis and approximate costs are presented.

EXPERIMENTS of previous investigations have indicated that calcium-copper alloy, when used as a deoxidizer for molten copper, results in a sound copper casting of good physical and electrical properties. Bradenberg and Wiens1 have obtained successful results in casting sound copper using calcium for deoxidizing. Masing2 has obtained deoxidized copper of high density and high conductivity by use of calcium. Pratt,3 in 1907, patented the use of calcium for the deoxidation and degasification of, copper. Schumacher, Ellis and Eckel 4 in 1929, conducted a series of experiments on deoxidizing copper with calcium. They concluded that so long as there is only a small percentage of residual calcium the mechanical and electrical properties of the copper deoxidized are not impaired; and the deoxidation is thorough. For this investigation, a, copper-calcium alloy high in calcium and 10 variously deoxidized copper ingots were prepared. The investigation concerns itself with the casting properties and structure of these variously deoxidized ingots, their working and annealing characteristics, and the resulting physical and electrical properties of the worked materials.

Much has been written about the energy fuels including their standing with respect to reserves, their delivered Btu costs, their potential in the electrical generating market and their capabilities to meet a burgeoning demand. Yet, when all factors are placed in their proper perspective, the spiraling electrical energy market alone should guarantee each fuel a better than average market for the foreseeable future. In fact, a study made by the U.S. Federal Power Commission on the spare capacity utilities have on hand indicated that 39 of the 181 major utility systems had less than 10% reserves on hand at the end of 1969. Fuel supplies are critically low in some areas, especially in the Southeast, South Central and Midwest areas of the U.S. In other systems equipment shortages resulting from faulty equipment or delays in getting new equipment deliveries causes power failures during peak loads. In addition, lack of labor curtails the erection of some new facilities and prevents many other facilities from operating at capacity.

I. The Mines THE first discovery of zinc on the property now worked by this company was made by the celebrated mineralogist, Prof. William Theodore Röpper, in 1845. Different claimants kept the property in continual litigation till 1861, when everything was satisfactorily settled by the purchase of the land by the company, who have worked it ever since. The mines are situated in a valley, four miles south of Bethlehem, Pa., in Lehigh County. The valley is from two to three miles broad, and is bounded on the north and south by syenitic hills. Syenite underlies the valley, and upon this is deposited the Potsdam sandstone, then a layer of slate, and, finally, a dolomitic limestone, belonging to the Chazy or Black River formation, in which the zinc deposits are inclosed. The rocks occur in folds, and have evidently been subjected to tremendous pressure from below, the zinc deposit being found in an anticlinal axis, in nearly vertical veins. JUST as I have taught you to refine silver in a small way and to make assays, so now I wish to teach you how to make cupeling hearths in place of these little cupels when you have silver in large quantities. This is done in four ways, as I have seen, but all are alike in the end and differ very little one from the other. There are some who make use of a furnace with a vault built with bricks above the cupeling hearth. There are some others who use in place of this an iron hood like a large cover. There are some others who use only heavy dry sticks of oak or some other thick wood. Others have certain long plates of terra cotta that cover the whole hearth in three or four pieces; the two of these that adjoin have [56] a hole in the middle that leads exactly into the middle of the cupeling hearth, and through this they put in the material and the lead, according to the practice I shall describe.

Gordon, Philadelphia, Pa.: There can be no objection to the use of cross-compound blowing-engines; and when they are condensing they are susceptible of great range of duty with slight loss in efficiency. By those who have use for the full heat of the waste gases, this type of engine is advantageous; but many furnaces are not so located. The pig-iron is their finished product, and the gases are to be employed only for furnace-use. In this case simple engines are preferable, being less expensive and having less parts to take care of. These reasons determined the introduction of the engines, a sketch of which is distributed at this session. There are three of these engines to furnish blast for two furnaces, for a make of abont 250 tons per day, using 75 per cent. anthracite and 85 per cent. magnetic ores; and they are expected to blow up to twenty pounds pressure per square inch. During the last fifteen years the progress made in the science of lithology has been of a very marked character. From being a miscellaneous collection of facts and observations regarding certain mineral aggregates seemingly incapable of systematic arrangement, it has become a most interesting and orderly department of science. The investigators who have brought about this great change have recorded the results of their labors, and placed at our service an extensive and varied literature on the subject. To this I have paid some attention, and partly from studying it,, partly from my own observations, I have wrought out a classification of original or crystalline rocks, which I venture to bring under the notice of the members of this Institute. The practical importance of the subject will be acknowledged when it is considered that rock species are not without their influence on the contents of the mineral veins which intersect them.
