THE most important factors that should be given consideration in valuation of oil land are: (1) the amount of oil the property will produce; (2) the amount of money this oil will bring (based upon the future prices of oil) ; (3) development and production costs; (4) the rate of interest on the investment; (5) the retirement or amortization of invested capital; and (6) the salvage or "scrap" value of the equipment when the property is exhausted. These factors are of varying importance, and some of them may not enter all valuation problems, but most of them should be given consideration in any valuation even though only a rough estimate of the value of the property is desired. The value of a property may be changed over-night by the completion of important test wells, by the sudden water flooding, or by a change in the price of oil. The best a petroleum engineer can give is the value of the property under the conditions existing at the time the appraisal is made with a fair forecast of future action of the wells and of the price of oil. Our experience in the scientific valuation of oil lands is not broad and there is very little published information on the subject; it, therefore, becomes necessary in studying such problems to form comparisons with the factors involved in the valuation of mines-the closest parallel. One of the reasons for the lack of substantial progress in oil-land valuation methods has been the necessity of making an estimate of the future production of the oil property to be valued. Oil men and accountants have not generally conceded that such estimates could be made with any degree of accuracy. It has been shown, however, in several recent publications that with certain data available reasonably close estimates can be made. The accuracy of an appraisal depends chiefly on the accuracy of the estimates of future production and of the future price of oil. The accuracy of the former is sometimes necessarily based on geological inferences. Geology is not an exact science and geological data in connection with oil production cannot always be mathematically evaluated.

The Hog Mountain mine is a pyritic-gold property in the north central part of Tallapoosa County, Alabama, at an elevation of 800 ft. in the southern Appalachian region. It is 13 miles by a good secondary road from Alexander City, a station on the Central of Georgia Railroad. Since its discovery in 1839, the mine has been worked intermittently. The records of past operations are few and are scattered over a long period of time; however, available information indicates a production of approximately 12,000 oz. of gold prior to the present company's activities, which started in 1933. Additional 7844 oz. has been produced under the direction of the present management. The ore from stopes has averaged 0.200 oz. gold per ton; the ore from development, 0.136 oz. gold per ton. Silver, copper, iron and sulphur are also present but to date are of minor importance. The grade of ore in comparatively narrow veins makes necessary extreme vigilance in the methods of mining. Geology Wall Rock.—Hog Mountain consists of a quartz-diorite intrusion approximately 5000 ft. long by 1200 ft. wide. Its resistance to weathering, as compared to the surrounding schists, has led to the formation of a conspicuous ridge rising 400 ft. above the adjacent country. All the mining operations are confined within the limits of this quartz-diorite formation. Except where there is excessive shearing, either parallel or at flat angles to the quartz veins, all the walls of the stopes within the limits of the veins are strong enough to make timbering unnecessary. Where shearing exists, there may be a sloughing off of the walls, especially in the process of drawing the ore. When this occurs, stulls are placed in the stope, either while the stope is advancing, or while ore is being drawn from a completed stope. In general, very little timber is required. Veins.—The quartz veins have been deposited along fracture planes in the quartz diorite. There are 20 principal veins, all of which are roughly parallel and strike at right angles to the long axis of the formation.

isothermal formation of martensite occurs in the range of —65o to —197oC and is always preceded by some athermal transformation. By rapid cooling the isothermal, but not the athermal, component of transformation can be suppressed. Stabilization against isothermal transformation can be induced by cycling from below M. to room temperature. A LTHOUGH the transformation of austenite to XV martensite is generally believed to occur only on cooling, recent evidence indicates that this reaction can also occur at constant temperature. Isothermal formation of martensite was observed in tool steel by Fletcher, Averbach, and Cohen.'. They found that the hardening reaction that occurs during the quenching of a plain carbon or low carbon alloy tool steel does not stop immediately when room temperature is reached; instead austenite continues S. Since only a small amount of austenite transforms in this fashion, isothermal formation of martensite was considered to be merely a "tailing off" effect of the main hardening reaction. Another point of view was advanced by Kurd-jumov and Maksimova"' * who reported that the austenite-martensite reaction could be suppressed by rapid cooling of a 6 pct Mn-0.6 pct C steel in liquid nitrogen and that as much as 25 pct martensite could be formed by reheating to and holding at subzero temperatures above that of liquid nitrogen. These investigators came to the conclusion that martensite is thermally nucleated at certain special regions in the austenite and subsequently grows to observable dimensions. Isothermal transformation of austenite to martensite was cited by Fisher, Hollomon, and Turnbull" as evidence supporting another nucleation and growth theory of martensite formation. According

An etching technique.has been used to investigate the dislocation structure of deformed @-brass single crystals. Isolated single ended pileups have been observed, and it is shown that, in certain cases, the configurations of such pileups agree with theoretical predictions. Many discrete pileups within heavily deformed regions have also been detected and the influence of surrounding dislocations on these groups are reported and discussed. Divergences between the experimental and theoretical spacings in the isolated pileups and the origin of the stress maintaining the pileups are discussed. THE spatial configuration of a linear array of identical dislocations has been evaluated theoretically by Eshelby, Frank, and Nabarro.' Of particular interest is the equilibrium spacing of a series of dislocations under a uniform shear sti-ess when the leading dislocation is held fixed in the lattice; such an array is termed a single ended pileup. Eshelby, Frank, and Nabarro' found that an explicit analytical solution to the problem of n dislocations in a pileup is not possible, but they were able to derive approximate formulae applicable under various limiting conditions. An alternative method of determining the equilibrium configuration was proposed by Leibfried and Leibfried and Haasen in which the discrete dislocations are replaced by a continuous dislocation density. This technique was used by Head and Louat to solve in first approximation, a number of problems of particular interest, eg., single and double ended pileups. Head has also solved numerically a number of specific configurations involving up to six dislocations. Recently Kuhlmann-Wilsdorf has obtained numerical solutions for single-ended pileups containing between three and seventy dislocations, thus making possible a comparison between appropriate experimental results and accurate theoretical values. The considerable use of the pileup concept in theories of plastic flow has stimulated a number of attempts to observe such arrays experimentally. There is of course considerable intrinsic value in revealing an isolated pileup because a direct check on the elastic theory of dislocations then becomes possible. The only technique generally applicable for studying pileups in bulk metal specimens is selective etching of the point of emergence of individual dislocations. This paper describes a short, simple well-testing procedure evolved from unsteady-state concepts to appraise wellbore damage in water-input wells. Input rates are changed at specific intervals over a 30-minute period and the wellhead pressure recorded at the end of each interval. From these data, the pressure drop due to the "skin" can be computed. This pressure drop in terms of psi/B/D of input rate is referred to as the "skin factor". Two of these variable-rate tests are required to determine change of wellbore damage and to evaluate well-treatment techniques. There are several advantages to the variable-rate procedure. The necessary data can be obtained with wellhead gauges and meters. There is little interference with normal operations. The short testing period eliminates many interpretative difficulties that come from interference from adjacent wells. The shut-in period required for standard tests before the plot of pressure vs log of time attains a straight line is often 12 hours or more. Such a time period is incronvenient, especially when a well must be tested repeatedly to evaluate change in wellbore characteristics. This variable-rate procedure has been successfully npplied to water-input wells in three fields. For some of the wells, skin factors were calculated from both the standard and the variable-rate tests. These results show good agreement. THEORY OF THE VARIABLE-RATE PROCEDURE In many waterflood input wells, the pressure in the wellbore differs from the pressure in the reservoir immediately adjacent to the well because of the restriction of flow through the skin of the well. If the true pressure of the reservoir at the well, p,, is that pressure which would exist in the well if no skin were present, and p,' is the actual pressure as measured in the well, this difference, is the skin effect. Fig. 1 shows the change in skin effect with change in flow rate. As the flow is reduced, the skin effect is reduced by an amount equal to the change in wellbore pressure minus the change in reservoir pressure. Recently, areas of abnormal rock pressure have been drilled on the Gulf Coast of the United States. These pressures may be caused by the recent and pronounced raising of some of the structures without loss of the formation pressure that existed when the reservoir was developing and the producing sand much more deeply buried. It is possible also that a permeable fissure may connect a shallow accumulation of gas with the gas cap of a much deeper reservoir of oil, gas and water. The pressures are so great that dependence on blowout-prevention equipment alone is hazardous to life and property. Fortunately, wells with excessive casing-head pressures, such as the Stanolind Oates No. 1 of the South Houston field, an 8700-ft. gas well with 6000 Ib. per sq. in., and the near-by Stanolind Candelari No. 1, and 8100-ft. gas well with 5000 Ib. per sq. in., have not blown out and cratered. A case is on record of drill pipe in a well in Harris County, Texas, (Oates No. 1) rotating for 8 hr. through blowout-prevention rams holding a back pressure of 2900 Ib. per sq. in. at the casinghead after the mud was altered by salt-water intrusion. Such conditions warrant the use of extremely heavy muds having low viscosity, made from galena (PbS) or specially prepared mixtures of hematite (Fe²O³) and galena suspended by bentonite. In some Gulf Coast wells, sodium silicate mixed with concentrated brine is used to drill through heaving shale formations. Such a fluid inhibits heaving remarkably, but it is expensive and costs as much as $10 per barrel. Barite has been used to weight this mixture. However, this mineral too rapidly increased an already excessive viscosity and it was thought that galena might be better for weighting such drilling fluid. The operator was anxious to try the latter, but none was available in the district. The old Telegraph mine lies on both sides of Bear gulch, a short branch of Upper Bingham canon, and nearly in the center of the group of mines called the Bingham Mines, about twenty-seven miles southwest of Salt Lake City. It is considered, by local miners as the most important mine of the district. The geological formation consists of Weber quartzites, with subordinate conformable limestones and shales, alternating with porphyritic rocks. These widen towards and connect with the massive backbone of the Oquirrh mountains, while the quartzite develops itself on the slope broken through by Bingham canon. The porphyry not only runs between the strata, but also cuts across them, isolating large portions near the mountain mass, and again on a smaller scale it penetrates some joints in the quartzite. It is a crystalline felspathic rock, containing variable proportions of quartz, mica, hornblende, chlorite, and iron pyrites as accessories. In places, it takes a less distinct or almost uniform fine-grained structure. It has a gray or greenish, and, when much altered, also a reddish or even white color. The quartzite is a fine-grained or almost compact grayish-white or bluish or reddish quartz-rock, containing in places fine scales of mica and grains of iron pyrites as accessories. The raised, folded, or broken masses show well-defined bedding-joints, and their general dip is 35 to 50 degrees towards north or northwest. In the porphyry occur metalliferous veins with a prevailing N.E.S.W. strike. These are in general narrow veins; their principal contents are not dissimilar from those of the other deposits; but there is considerably less oxidation near the surface and the ore is mostly richer in silver and gold. In the quartzite the ore-deposits generally occur on the joints of bedding. The more important deposits occur either in clearlydefined contact-veins or, more often, in somewhat vaguely-defined mineralized zones, that could be called contact-zones. These comprise several masses of more or less altered or decomposed rocks and the newly-distributed products of their mechanical and chemical decomposition, such as breccia and clay in seams or in more irregular bodies..

THE region to which I have the pleasure of calling your attention, though limited in area, is remarkable for the quantity and purity of its mineral deposits, and in these respects it would be difficult to find its equal anywhere. IRON ORES. The red and brown hematites, pipe ore, and semi-magnetites, from which is made in charcoal furnaces the highest quality of iron for car-wheels, extend through the counties of Giles, Montgomery, Pulaski, Wythe, Smyth, Washington, Bland, Tazewell, Russell, Scott, Lee, Floyd, Carroll, and Grayson, Virginia, and run over into Ashe County, North Carolina. One locality of semi-magnetite, in the centre of the great Giles County basin, has in sight, by actual measurement, 50,000 tons of ore, which, according to Prof. Fesquet, contains 69.74 per cent. of iron and no phosphorus. In the great brown-ore belt, which passes through the counties of Montgomery, Pulaski, Wythe, Smyth, and Washington, there is an extraordinary deposit of more than a million tons. A small section of this very long vein, on Cripple Creek, in the County of Wythe, yields an ore which, analyzed by Mr. James Aumann, gave the following results: Metallic iron, - 58.15 Water, - 12 96 Alumina, - 2.32 Silica, - 1.09 Phosphorus, - none. At one point towards the western end of Red Land Mountain, in Pulaski County, New River section, I measured a body of ore in this belt which will yield, to a depth of 150 feet, over 8,000,000 tons, and the deposit extends far below the 150 feet measured at the upper part. Again, at Rich Hill, near the mouth of Reed Island Creek, these veins show extraordinary surface development, giving an ore of very great purity. At numerous places, also, in the counties of Giles, Bland, Tazewell, Russell, Scott, Wise, and Lee, these brown and red iron ores are exposed in such vast quantities as to baffle both description and measurement. That of Chestnut Flat, in Giles County, back or west of the Angel's Rest Mountain, is an easily reducible ore, blood-red when crushed, of which there are fully 300,000 tons in sight. An economic geologist is concerned primarily with finding deposits of economic value, estimating their tenor and quantity, their shape and position. Thus the primary problems can largely be lumped under three headings: position, character and quantity; and all three are phases of the broader problem of genesis. Distribution, tenor and quantity are of immediate practical importance and are studied constantly by all who exploit mineral deposits. Although the emphasis changes from year to year, the problems of genesis seem more remote and rarely get the serious consideration from the field man that the other three do. Our understanding of the problems of the genesis of mineral deposits has come largely as a by-product of more evidently utilitarian work in the past, and probably will continue to grow in the same manner lor many years to come. However, it might be economically fruitful for the producers to have many competent investigators spending their time chiefly on the problems of genesis of mineral deposits. Many years ago, when first engaged in work for the United States Geological Survey in Colorado, I expressed a conviction which was just then dawning on me by saying that economic geology was turning out to be 80 per cent structural geology, to which Mr. B. S. Butler replied, "Yes, and more than 80 per cent of structural geology is lithology." At the present time there seems to be a widespread feeling among economic geologists that the problems of position or distribution are largely problems of structure and rock types. Types of Research Ptesearch in any branch of geology can be conveniently divided into two types: field research and laboratory research. Ideas are usually dug up in the field, pruned or developed in the laboratory, and taken back to the field for proving. For either the first or last step the field data should he as complete as possible, and the structural geology of nearly all our mineral deposits still needs more detailed delineation. In general, this means mapping on larger seales. The producing formation in the South Field, or "Golden Lane" structure of Mexico, is a buried ridge of reef limestone of Comanchean age overlain unconformably with sediments of Upper Cretaceous, Eocene and Oligocene. The structure extends in a long sweeping arc, with the convex side toward the west, from San Geronimo, Vera Cruz, to San Isidro, south of the Tuxpam River, which it crosses at the town of Alamo. It is 52 miles long and averages 3/4 mile in width. The surface of the producing formation of El Abra limestone consists of a series of minor parallel highs which are separated longitudinally by synclinal troughs and laterally by structural saddles. The presence of these highs has been of utmost importance in the development of the field, especially in recent years when the salt-water level has risen above the synclines and confined the oil to the isolated highs. In many cases, faulty information and interpretation of the subsurface has resulted in drilling costly dry holes and salt-water wells. Development The development of the Golden Lane was started by the Mexican Eagle Oil Co. in 1906. San Diego No. 3, usually known as Dos Bocas, the first producing well on the structure, was completed on July 4, 1908. This well came in unexpectedly for an estimated daily production of 129,000 bbl., and, as the casing was not properly set, the well flowed wild into the Tamiahua Lagoon, causing a loss of several million barrels of oil. In flowing wild the well formed a crater which covers an area of 48 acres, out of which salt water and small quantities of gas still flow. Casiano No. 2, the Huasteca Petroleum Co., which yielded 200 bbl. of oil daily, and which was completed in November, 1909, was the next producing well to be drilled on the structure. In 1910, the same company completed Casiano No. 7, with an initial production of 50,000 bbl. daily, and Casiano No. 1, which produced 200 bbl. daily. In the same year, the Mexican Eagle Oil Co. completed its Potrero del Llano wells 1, 2 and 4, with initial productions of 500, 400 and 100,000 bbl. respectively. In spite of the fact that the percentage of true colloids in an ore grind is very small,' these pulps exhibit many of the properties of true colloidal suspensions. A quartz particle, appreciably finer than 10 microns in diameter, has a settling rate so low that at a dilution of 5:l or over, the capacity of a settling tank to settle such particles would be uneconomical if the individual particle rate prevailed. However, by grouping the finer particles into aggregates or flocs, the settling rate can be increased to an economical value. The colloidal chemistry of pulp thickening is thus chiefly concerned with particles having diameters of between 1 and 10 microns, although particles as coarse as 40 microns in diameter are more or less involved. These particles must be associated in such a manner that they settle at an economical rate and give a clear, supernatant liquid or overflow. The treatment of the subject may be divided into three phases, cach phase having a more or less different colloidal aspect. The first phase is the problem of getting the pulp or suspension into the proper condition of flocculence; the second is the behavior of the flocculent pulp in its initial and intermediate stages of settling; the third is the behavior of the flocs in the find period of settling or thickening stage. Let us look first into the methods and mechanism of obtaining the flocs and then consider their behavior and properties. Flocculation Colloids are merely ordinary substances reduced to a very small particle size, the upper limit being placed by definition at 1 micron (0.001 mm.) diameter by the soil chemists and at from 0.2 to 0.1 micron by various other colloid chemists. The lower limit is reached only when the particles approach molecular dimensions. The term L'colloid" should not necessarily imply lack of crystallinity. Particles as small as 0.01 to 0.02 micron give perfect X-ray patterns, while with 0.005 micron particles the bands on the powder photograph are merely broaderled and diffused.2

The important place in the economic life of the country that is occupied by the United States Geological Survey and the various state surveys is appreciatcd by most members of our Institute. To the public at large, the functions of these surveys are no doubt largely unknown, and taken for granted. Possibly a realization of the value of the work of these government branches is brought home most fully to that group of our members whose duties as examining engineers and mining geologists take them to mines and prospects in many different parts. The examining engineer or geologist is usually seeking for a judgment on the value of an enterprise from the standpoint of the useful minerals that may or may not be present; he must also attempt some prediction as to future market prices. On his opinion rests the determination of the expenditure of money, which rendered into other language means the expenditure of human effort. An opinion on an exploring venture or the reasoning out of the probable extensions of an orebody requires among many other things a background of knowledge covering the geologic horizons not only of an immediate area but of the surrounding area, a knowledge of the structural geology and of the causes that have operated to form the ores as they are. The great storehouses of this knowledge are the statistics, reports and maps issued by the various geological surveys. They supply the groundwork for additional observations. To these, reference is always made when going into a new district. The technique of work in the field and laboratory, and to some extent the hypotheses that underlie our methods of approach, have been formed by men such as Van Hise, Leith, Kemp, Spurr, Emmons and Lindgren, who developed their powers in the service of the geological surveys. In addition to whatever originality of thought, or power to observe facts and analyze them, may be our portion, we require, in the application of the arts and sciences, a knowledge of what has already been done. We stand on the shoulders of those who have gone before, and the extent of our vision often depends upon the thoroughness with which we form earlier work into one whole and make use of it.

SATISFACTORY metallographic sample preparation of very soft metals, such as lead and its alloys is generally difficult. The prime requisite of any technique must be that the result gives an undis-torted microstructure for the microscopist to examine. A small amount of mechanical polishing followed by a chemical or electrolytic polish is usually the most desirable way to obtain an undis-torted surface. Several chemical-4 and electrolytic3-' polishing solutions have been developed for dilute lead alloys. Perchloric acid mixtures (with acetic anhydride, ethyl alcohol, or water) are among the most prominent electropolishing solutions used for lead; however, the presence of bismuth in the alloy precludes the use of any perchloric-containing solution. The other solutions1-7 were found to be unsatisfactory on alloys ranging from 10 to 65 wt pct Bi in lead. With increasing bismuth content, the microstructure shows a lead (terminal solid solution), 0-6 mixture, E (peri-tectically formed hexagonal phase), and E bismuth mixture (eutectic at 56.7 wt pct Bi).9 The metallographic samples were mounted in "Araldite" epoxy (the heat generated during polymerization does not alter the microstructure), ground by hand on well-waxed silicon carbide papers (400 and 600 grit), and polished with 3- and 0.25-CL diamond paste on billiard and microcloths, respectively. The use of the various polishing and etching solutions reported in the literature resulted in the formation of irremovable reaction products on the sample surface when applied to "as-ground" or "as-polished" surfaces. The E phase was the most difficult to clean chemically and in the development of an etchant for this system several solutions which satisfactorily etched the bismuth or a phase were unacceptable because of their reaction with the E. It was found that a mixture of 50 ml lactic acid 30 ml nitric acid 20 ml (30 pct) hydrogen peroxide (Solution #1) was a satisfactory etchant for the a-matrix alloys. The samples were prepared as before and etched after 1 min of polishing with 3-p diamond paste. The etchant was applied by swabbing (light pressure) for 30 sec to 1 min and the sample was then rinsed in running water. The E has a slight stain and the a is fairly bright, Fig. 1.

In making gold alloys possessing certain physical properties, such i~nportant factors as corrosion resistance, color, hardness and melting points must be considered. All of these requirements depend directly upon the composition. It is possible to obtain the same colored gold alloy by using different compositions, but in doing so one may bring in some undesirable property. Other investigations have been carried on in this field by F. E. Carter,' E. M. Wise12 and L. Sterner-Rainer2 To make a complete study of the effect of composition upon these properties, a systematic investigation was carried on involving a range of copper content from 85 to 65 per cent. Elements such as zinc, silver and nickel were used to replace in part the copper content. The gold content in all the alloys remained constant. Only 10-karat gold alloys of those containing 41.6 per cent gold will be considered. All of the alloys were made in an induction furnace. Each alloy was cast in a 3 by 1/4 by 3/4-in. ingot. The method of obtaining the melting points and making color determinations was described in a previots paper.4 The Rockwell B scale with the 1/16-in. ball and 100-kg. weight was used for all hardness determinations. The submersion of test pieces in concentrated nitric acid is one of the standard corrosion tests used in the optical trade. A test piece in the 50 per cent cold-worked condition, % by 2 by 0.045 in., is blanked from a skip using a die, and the weight loss per square inch of surface is taken as a means of comparison. The time for this test is 2 1/2 hr. of actual submersion of the test picce in the acid. This standard test was applied to all of the 10-karat gold alloys discussed in this paper. The tensile tests were made upon strips of the dimensions shown in Fig. 1. The test pieces after blanking were annealed at 1300" F. for 20 min. and cooled in air. Thc "drop of the beam" method was used in determining the yield point, as there was a very marked "drop" when the yield point was reached.

THE use of copper sulfate for improving the flotation behavior of sphalerite is probably at least 15 years old. The original discovery of its activating influence is somewhat obscure. The story goes that in the mill at Mascot, Tenn., its favorable action was discovered by accident, early in 1914, as follows: The original laboratory test work on a sphalerite ore gave favorable flotation results, but after a mill had been built the flotation concentration of the ore was very unsatisfactory. In diagnosing the probable reasons, one fact pointed out was that the laboratory test machine had been constructed of bronze whereas the commercial machine allowed pulp to come in contact only with wood and iron. A plate of sheet copper was hung in the flotation machine and results immediately improved. At first fanciful explanations of electrolytic and electrostatic behavior were given credence, but when the copper plate was removed and a small amount of copper sulfate substituted in the pulp an even more favorable result was obtained. Toward the end of 1914 copper sulfate was also adopted in the acid flotation circuit of the Butte and Superior Copper Co. Just who is responsible for the original discovery the present writers do not know: It seems strange that in that era of flotation litigation this discovery was not patented. While for pragmatic purposes it may be sufficient to know that the mere addition of copper compounds to a flotation pulp is sufficient to activate the flotation of the sphalerite, for scientific purposes it is quite desirable to know more about how the action takes place. It is the purpose of this paper to present certain evidence dealing with the mechanism of the beneficial effect. The description of the effect as activation in contradistinction to depression is now common in both the English and German languages. It makes no assumptions as to whether the zinc sulfide surfaces have been filmed with copper compounds. In fact, the principal differences of opinion expressed in the literature deal with whether there is an actual formation of CuS (or even Cu2S) on the surface of the sphalerite.

ALTHOUGH the exclusion of foreigners and private owners from participation in the development of the Russian oil fields prevents first-hand information being obtained, both official and private news indicate a growing appreciation of the value of the country's oil resources. Notwithstanding the suppression of that initiative and energy which only ambition can adequately stimulate, the industry is progressing and exports of products are assuming an importance that cannot be disregarded as an economic factor in the world's oil business. The following notes and observations must be regarded mainly as the views of one who has closely followed the fortunes of Russian oil, when considering the changes that have taken place in geological knowledge and oil-field technique, which have so profoundly modified oil-fields methods. Russia is fortunate in having retained the services of a few scientists and technologists whose devotion to science has superseded their personal inclination, and to these few men must be attributed the slow, but nevertheless striking, progress that has been made. The productive oil fields of Russia are centered around the Caspian Sea which, with its connected river system, constitutes such an ideal means of internal distribution for products. From the group of oil fields of which the city of Baku forms a center, oil is pumped to Black town, a suburb of Baku, where all the refineries are situated. The next important group of oil fields is located in the Terek district near Grosny, where refineries are erected and the products are piped or carried by tank cars to Petrovsk for the internal Russian market, or sent to the Black Sea by rail. A third oil field is spread over the province of Uralsk, north of the Caspian Sea, the main port of outlet being Gourief, at the mouth of the River Ural. In Trans-Caspia there are two oil-field centers, one near. Krasnovodsk on Chelekan Island, and one in Central Asia at Ferghana. The product of the former fields is transported to Baku for treatment, while the output of the Turkestan field is refined and consumed locally, mainly by the railway.

THE present administration has made sincere and effective efforts to reduce the expense of the Federal Government, but it has reached a point beyond which it seems impossible, or anyway extraordi-narily difficult, to go. This is ascribable to the large part of the budget that is represented as war expense. There is no doubt that this spells high taxation for many years to come. Nevertheless, although a large part of the taxation will be attributable to the war, the paying out of the proceeds of that taxation by the government will not be war expense, except in minor part, as will be hereinafter made clear. It will be useful to explain the economic meaning of this situation, for it has bear-ings upon several open questions, such as a bonus to the ex-soldiers, the foreign debt accounts, etc. The expense of the war on the part of the American people was in the main paid concurrently with its prose-cution. This was necessary. Warfare is not conducted with money, but with materials and labor. Except for such previous production as was represented by stocks of goods, the requirements had to be supplied by coincident production. With the end of 1918 our war expense ceased, save for such production, e.g., of ships, that was allowed to run on unchecked, and the indemnities that had to be paid for cancelled contracts. When those matters have been settled we shall be done, barring one important thing. Of course, our war expense began to contract right after the armistice and shrunk rapidly with the demobilization of the troops in 1919. If we had not been able to obtain all needful material from our own sources and had been constrained to borrow it from foreign countries, incurring a foreign debt, we should have been in the quite different posi-tion of having to repay that material, or its equivalent, during subsequent years. The European countries had to come to us for such supplies. This outlines the fundamental difference between their present situations and ours. We were therefore compelled not only to furnish materials and man-power for our own warfare but also much for the Allies.

Theoretical and experimental studies of the interactions of mineral particles with electrical fields of cylindrical symmetry have been made. Theoretically, an expression relating field gradient and intensity to the force experienced by a dielectric particle was derived in a manner paralleling the magnetic analog. Pauthenier's and Cohen's expressions were considered in the evaluation of coulombic forces. Comparison of dielectric and coulombic interactions of minerals exhibiting a wide difference in dielectric susceptibility revealed the potential significance of dielectric forces in a field of appropriate characteristics. Experimentally, apparatus was designed for the study of forces experienced by a single stationary particle in an electrostatic field. This permitted the separate and precise measurement of dielectric interactions in the field. The experimental results were in good agreement with the theory and with relevant published data. Dielectric forces were found of comparable magnitude with coulombic in the presence of an adequate field gradient. Prolonged exposure of minerals to an inhomogeneous field was found to enhance the dielectric response. Dielectric inter- actions properly employed may thus be important in electrostatic concentration techniques. Conventional electrostatic separation techniques employ forces between charged particles and field electrodes to establish the trajectories which effect separation. Uncharged mineral aggregates, although unaffected by homogeneous electrical fields, should respond to fields exhibiting appropriate orientation and electrical gradients. The purpose of this paper is to establish the theoretical and experimental base for the comparison of the forces due to dielectric-field interactions with those of electrostatic origin. Apparatus and techniques developed for the determination of dielectric interactions are described and data on the dielectric forces experienced by stationary particles in cylindrical fields are reported. Finally, a quantitative comparison of dielectric and electrostatic forces is given. THEORY Dielectric Forces: When dielectric particles, minerals for example, are placed in an inhomogeneous field they experience interactions that give rise to substantial dielectric forces.' The latter were shown proportional to the intensity of the field, the potential gradient, the size of the particles and the dielectric permittivity difference between the particles and the medium. The properties of the inhomogeneous field, E, and the magnitude of the gradient, dE/dl, depend on the geometry of the system in question.

IN the study of reactions occurring in liquid iron, alone or in contact with a liquid oxide or slag phase, it has been found that the experimental data over a limited range of concentration can in some cases be repre-sented satisfactorily by the simple equilibrium expression K - (p1)p1 (p2)p2 . (R1)r1(R2)r2 . where (P) denotes the concentration of a product and (R) the concentra-tion of a reactant in the reaction r1R1 + r2R2 + . . . Some of the reactions for which it holds are listed in Table 1. For others, however, the simple equation apparently does not hold. This has been attributed to an improper method of expressing concentration (for instance, weight per cent instead of mol fraction); or it has been supposed that the solutions are not ideal in the sense that the activity of a com-ponent is not proportional to its true mol fraction, But it may be that the problem has been oversimplified by neglecting some molecular species actually present; that is, by considering only the ostensible simple com-ponents and thus leaving out of account possible compound formation. It is the purpose of the present paper to point out how, in a group of related cases, a reasonable consistent assumption relative to the presence of a compound makes it possible to express the experimental data satis-factorily by the simple equilibrium expression when this compound is taken into account, and to bring into harmony data referring to different reactions in liquid iron. There are several a priori reasons for believing that solutions in liquid iron should not deviate far from ideality, provided that the concentration of solute is not too great and is expressed in proper terms. The factors that commonly lead to nonideality in systems at ordinary temperature as ionization or the occurrence of polar and nonpolar molecules-are presumably less effective in metal and in slag systems at high temperature.
