At the close of 1927 Venezuela was producing at the rate of 205,000 bbl, per day, making it the third country in the world in point of present daily production. For the year, the total was close to 64,000,000 bbl., representing an increase of about 70 per cent. over the 37,000,000 bbl. in round numbers produced in 1926. All of the 1927 production canie from fields opened up before the beginning of the year. While no new fields were added to the list of shippers, the past 12 months' wildcatting yielded a fair quota of new discoveries which, in the light of prcsent results, may be considered likely sources of production in due time. Altogether three such promising finds were made Of first importance, at least for the immediate future, is the completion by the Lago Petroleum Corpn. of the San Matins well, 4 miles north of the present edge of the Lagunillas field. Although rated as only a 125. bbl. well, at 3217 ft., it indicates a probable extension of the field over the intervening 4 miles between the two. The two other wildcat discoveries of importance were the Los Manueles well in the District of Colon, which has in all probability opened up a new field about 7 miles north of the present Tarra oprations; and the Honibre Pintado well of the Standard Oil Co. of Venezuela,. in the State of Falcon, which is considered to be a promising clc~vc~lop~ncnt. Neither of these last mentioned two discoveries will apprcciably affect production during 1928, as the Manueles area must await the carrying out of a general plan for the exploitation of the District of Colon, a problem requiring time. The Hombre Pintado area is being tested further, but doubtless several wells will be put down before. anything definite will be done towards making the pipe line. arrangements that rnust necessarily precede the commercial exploitation of the field. SCIENCE attracts the attention and interest of an individual or an industry in general only in proportion to the apparent direct application to its immediate welfare or benefit. Engineering accomplishments, as applied science, therefore receive more recognition than the scientific discoveries on which they are based. Even self-evident truth needs endless repetition before recognition: engineering as applied science cannot advance beyond the science on which it is founded. Scientific research, and discovery, is sometimes forced by the limitations recognized by those active in its development for the use of society and industry and sometimes results from an apparently superficially illogical curiosity about natural phenomena. Research has received inadequate support except in industries born in the laboratory, the chemical and electrical industries, from which many lessons might well be drawn by their elder associates. The rapid growth of these industries has been largely due to close cooperation of scientists and engineers. Most rapid advance is made when the research worker and the engineer keep in close touch with each other's ideas and problems. Many of the developments of modern industry are based on dis-coveries buried for years in scientific journals because the "time was not ripe" at their discovery. The situation with regard to utilization of coal is quite the opposite. The fundamental facts in regard to the scientific aspects of the problem of developing the energy from coal are scarcely known. The engineer, without much scientific cooperation, has accom-plished much in increasing the number of kilowatt-hours per pound of coal from 0.31 in 1919 to 0.69 in 1934, in increasing the 1000 gross ton-miles of freight hauled from 6.1 to 8.3 per ton of coal in the same period, in fuel economy in production of coke, and in developing the production of motor fuel in Germany and England by hydrogenation of coal. This lack of scientific research on the utilization of our most important natural resource, coal, has been due undoubtedly in large part to the reluctance of investigators to study the interrelationships involved in, the complicated processes in which coal is used. In Monongalia County, West Virginia, the Pittsburgh and Sewickley beds lie west of the Monongahela River and underlie practically all the western end of the county. The average thickness of the Pittsburgh bed is 8 ft., where it is being mined at present, sometimes running up to 9 ft. The Sewickley bed is 4½ to 6 ft. thick and lies 90 to 100 ft. above the Pittsburgh bed. As the Pittsburgh bed had a known value, a large part of it was bought up without consideration of the Sewickley bed. When the Monongahela Railway was built up the west side of the Monongahela River, other interests bought up the Sewickley bed, as it was found to be equal in quality to the Pittsburgh, with slight local exceptions. The two beds, therefore, were owned by different people, and naturally each owner opened his mine and ran it without regard to the working of the other bed. Consequently, considerable portions of the upper bed were seriously affected for economical mining, especially on Scotts Run. In recent years there has been a tendency, influenced by the decision of the West Virginia Supreme Court, on the part of the operators in Monongalia County to try to coordinate their projections in the layout of their mines. A typical geologic section, according to the report of the West Virginia State Geological Survey on Monongalia County, agrees with Fig. 1. It is apparent that the rock above the Sewickley bed and between the Sewickley and Pittsburgh beds is of a rather friable ~lature, therefore it is easily broken in pillaring. About the only difference between this section and the geologic section in the Lowsville district is that in the latter district the rock between the coals is a denser sandstone and contains little shale and limestone and no evidence of Redstone coal. It is a laminated sandstone, and although it makes a harder mass, it is easily broken. While working in the Lowsville district, the author had an opportunity to examine a neighboring mine in the Sewickley bed, which was over a section being pillared in the Pittsburgh bed. J. M. HARTMAN, Philadelphia, Pa.: Mr. Fackenthal can remember some queer things that occurred at Durham, Pa., Aug. 3, 1876, while he was superintendent. The furnace was working stiff, i.e., blast-pressure 10 to 11 pounds, which was high pressure for those days. With this pressure there was some circulation through the stock. At 9 p.m., flushed cinder. After flushing, air was thrown off' for a moment to " bot up "; the keeper turned the lever and threw on air just as the scaffold dropped, which eased up the pressure to 4¼ pounds. The air-receiver is twice as large at Durham as at other places. The air from this receiver, added to the two seven-foot blowers, gave an extra large volume, which, rushing into the furnace, fired the finely-divided carbon, causing an explosion that threw part of the stock in the furnace out into the open air, threw up the bell-and-hopper with the tunnel-head plates, and gave off' a large volume of carbondust. The bell-and-hopper going up first, the stock followed, and, striking the bell-and-hopper, was deflected in a shower over the cast-house roof, breaking the slates. Sitting at the corner of the engine-house at the time, the stock pelted me, when I ran around the corner to get rid of it. Remembering there were two men at the furnace-top, I shut down the engines, and, running to the top, found them sitting in the hoist-house enjoying the fire-works. The explanation of this explosion is simple. There is in the blast-furnace a bed of fuel extending up, say, 16 to 18 feet above the tuyeres; in this bed of fuel some stray pieces of limestone are found, and a few pieces of unreduced ore; but, generally speaking, it is all fuel. On this bed of fuel is the zone of fusion. In this zone the descending stock is liquefied, except the fuel; the iron, melting, drops out of the ore, and the gangue unites with lime, forming cinder. Diffusion between gold and indium at two temperatures below the melting point of indium (155.4oC) was investigated. The major, component of the diffusion zone was determined to be AuIn2; the other, intermediate phases in the system occur in much narrower layers In order of decreasing layer width these are: Au9In4, AuIn, Au4In. Inter diffusion coefficients of the four intermediate phases and the terminal solid solutions lie in the range of 2.4 x 10-l3 to 1.8 x 10-11 sq cm per sec. WHEN two metals which do not form a continuous series of solid solutions interdiffuse, each phase in equilibrium at the diffusion temperature should appear as a separate layer in the diffusion zone. In the Au-In system, diffusion plays a significant part in many commercial applications, particularly where indium alloys are used as solders for electrical contacts with very fine gold wire, for estab- lishing electrical contact to thin metallic films, and for mounting metal-coated piezoelectric crystals. A knowledge of the number, extent, and type of phases which form at diffusion temperatures below the melting point of indium, 155.4oC,1 and the diffusion constants for the system would be useful for these practical applications. Of more basic significance, additional information on polyphase diffusion in a system not previously investigated would be gained. The phase relationships in the Au-In system were determined primarily by Kubaschewski and Weibke1 and are based on thermal, microscopic, and X-ray analysis, Fig. 1. There are five intermediate phases in the system having approximate compositions corresponding to the formulas: Au4ln (ß)—80.0 at. pet Au; Au3In (?)— 75.0 at. pet Au; Au9In4 (d)—69.2 at. pet Au; AuIn—50.0 at. pet Au; AuIn2—33.3 at. pet Au. Solid solubility of indium in gold at 700°C is reported as 12.64 at. pet and at 406°C as 10.36 at. pet. No solid solubility of gold in indium is reported.

During recent years, expanded perlite has found extensive use in a wide variety of commercial applications. Specifications for a range of uses call for aggregates having different physical properties and requiring various types of processing. The mitre scopic examination of expanded aggregates in specially prepared thin sections has yielded important information regarding internal structure and can be a useful aid in evaluation of the product. Perlite is an acid volcanic glass containing from 2 to 5 pct combined water. When crushed and rapidly raised to a temperature of 1500° to 2100°F, the volatilization of the combined water, coincident with softening of the siliceous glass, causes the particles to expand or pop. Expansion of perlite to densities as low as 1-1/2 lb per cu ft has been achieved, although the normal range is from about 2.5 to 10 lb per cu ft. Low-density materials of this nature have found application in cryogenic insula- tions, insulating tile and board, plaster and lightweight concrete, soil conditioners, filter aids after comminution, and a host of other uses. The expansion of perlite may be controlled by a number of variables. Some of these are ore milling, furnace design, expanding temperature, use of preheating techniques, screen size distribution, and feed rate of the crude. For the specific intended uses, the art of perlite expanding has developed to the point that much is known about the effect of these variables on the end product. The requirements, however, for an aggregate to be used in plaster are different from those for an expanded perlite to be used in lightweight concrete or for cryogenics. In the study of perlite, many practical questions remain unanswered. One of the most important is, "why do some perlites make hard aggregates while others cannot resist crushing or compaction?" The usual tests and methods for evaluation of nonmetallic substances have been tried and have contributed their share to our knowledge. But chemical analyses, compaction resistance tests, screen analysis, etc., will reveal only a limited amount of information. The answers to these complex questions may well be found in an examination of the intemal structure of the expanded particle. Such questions and the ex-

Anthracite, as sent to market, comes under three general terms of description: characteristics, source and size. Anthracite is generally classified as white ash, red ash, or Lykens Valley. The white ash coals are sometimes further described as "hard" or "free-burning." Lehigh white ash would come under the former description and Shamokin white ash under the latter. As a rule, it may be said that the nearer the origin of the coal to the western extremity of the anthracite region, the softer and more free-burning it is. Indeed, for many years the coal from Trevorton, at the western tip of the Middle Western field, was classified as "semianthracite" in the shipment reports. Lykens Valley coal is always a red ash coal, with a higher volatile content than the general run of anthracite, and consequently free-burning. The name does not exclusively indicate the neighborhood in which the coal is dug, but rather refers to the beds from which it is obtained. These beds lie, not above the Pottsville conglomerate, as is the rule, but encased in it. The extreme eastern limit of the Lykens Valley beds would seem to be about Tremont, in Schuylkill County, and the Natalie mine, near Mount Carmel. There are, of course, traces of these beds farther to the east, but they do not seem to be workable. There are as many as six of the Lykens Valley measures found in the conglomerate at some points, but to a large extent they are unworkable. Whether this coal is obtained in the Lykens Valley proper, where the beds were first identified, or from the Shamokin Valley, it is always Lykens Valley coal, and it has long been considered a premium coal, especially desirable for domestic use, particularly when a quick, hot kitchen fire is desired. Coals are, of course, frequently marketed under special names—Jeddo, Scranton, Kingston, Old Company Lehigh, Famous Reading, Lacka-wanna, etc.—which, of course, have the trade significance which their producers and vendors have built up. Injection luminescence of single crystals of rare-earth-activated CdS was investigated. Crystals of CdS:Nd, CdS:Er, and CdS:Yb, grown by the vapor transport technique, were suitably etched and hetero-junctions of Cu2S-CdS were fabricated on one side of the CdS substrate by chemical reaction. The device was then heated to 200°C in an inert atmosphere for 5 min. Static V-I measurements show that at low voltages (V < 1 v) the current is controlled by the junction, while at higher voltages the bulk Properties of the CdS substrate effectively control the current. Because of the large thicknesses no negative resistance was found. Reverse breakdown voltage varied from 5 v, for junctions that were not heat-treated, to 100 v, for diodes that received the proper heat treatment. The rectification ratio, measured in the range of 2 to 10 v, varied from 300 to 3000. Capacitance- voltage measurements indicate a weak dependence of the junction capacity on applied voltage. The capacity was found to increase appreciably with room light illumination. The variation of capacitance with frequency is indicative of a p+-i-n structure. An open-circuit voltage of 0.4 v was measured under an illumination of 100 mw per sq cm. Under forward bias, the bluish-green edge emission characteristic of CdS was observed. No sharp rare earth emission line was observed, which is in contrast to our results using ZnS:Tb, where, under high-voltage excitation, the rare earth emission was dominat over the lattice emission. The absence of rare earth emission implies that either the nature of the rare earth ion is different at the het-erojunction than in the bulk or the probability of energy transfer to the rare earth ion is small. RARE earth elements are playing an increasingly important role in the Synthesis of materials for a variety of purposes, e.g., solid-state lasers, color television screens, and so forth. ALTHOUGH the exclusion of foreigners and private owners from participation in the development of the. Russian oil fields prevents first-hand information being obtained, both official and private news indicate a growing appreciation of the value of the country&apos;s oil resources. Notwithstanding the suppression of that initiative and energy which only ambition can adequately stimulate, the industry is progressing and exports of products are assuming an importance that cannot be disregarded as an economic factor in the world&apos;s oil business. The following notes and observations must be regarded mainly as the views of one who has closely followed the fortunes of Russian oil, when considering the changes that have taken place in geological knowledge and oil-field technique, which have so profoundly modified oil-fields methods. Russia is fortunate in having retained the services of. a few scientists and technologists whose devotion to science has superseded their personal inclinations, and to these few men must be attributed the slow, but nevertheless striking, progress that has been made. The productive oil fields of Russia are centered around the Caspian Sea which, with its connected river system, constitutes such an ideal means of internal distribution for products. From the group of oilfields of which the. city of Baku forms a center, oil is pumped to Black-town, a suburb of Baku, where all the refineries are situated. The next important group of oil fields is located in the Terek district near Grosny, where refineries are erected and the products are piped or carried by tank cars to Petrovsk for the internal Russian market, or sent to the Black Sea by rail. A third oil field is spread over the province of Uralsk, north of the Caspian, Sea, the main port of outlet being Gourief, at the mouth of the River Ural. In Trans-Caspia there are two oil-field centers, one near Krasnovodsk on Chelekan Island, and one in Central Asia at Ferghana. The product of the former fields is transported to Baku for treatment, while the output of the Turkestan field is refined and consumed locally, mainly by the railway.

J. C. WRIGHT.-The problem of organizing and maintaining a vocational class for those employees who are engaged in the mining industry depends on several most important factors. The first is the sympathetic cooperation of employer and employee; the second is to find the subject matter that must be presented to these men; and the third is to find the instructor who can present that subject matter. This is perhaps the most difficult, for we usually find a man who knows the material that is to be presented but is not a teacher or does not know how to organize his material. The man must know the subject matter from the standpoint of absolute contact with industry in order to be a successful teacher. I have come into contact with two kinds of schools organized in connection with mining occupations. In one type the instruction leans very largely toward elementary subjects, arithmetic, reading and writing and spelling; it is not of such a character as to help or improve the working man in his occupation in the sense that we are attempting when we speak of vocational education. In the other type of school, an engineer is usually employed as a teacher. He immediately begins to give the things with which he is most familiar and the instruction becomes such as only those who possess a high-school or college education, perhaps, are able to receive. In between these two schools is the school we are trying to, promote, a school that will meet the needs of those employed. MARGUERITE W. This vocational education can do; for it can supply many of those deficiencies in upbringing and. environment that make for the discontent and restlessness of our varied classes of unskilled labor: the Anglo-Saxon mountaineer; the Southern negroes who have crossed Mason & Dixon&apos;s line by the thousands, "searching satisfaction for our minds;" and the still greater number who have sought across the sea America, "the promised land.

The surface-diffusion coefficient for , has been measured on (111) and (100) surfaces of copper from 1000" to 620°C. D,(Ge) on the (111) is two to three times that on the (100) as was found earlier for copper and gold on copper. D, (Ge) on both (111) and (100) is about thirty times that found for gold or copper tracers on the same surfaces, while in the temperature range where both D,(Ge) and Ds(Au) have been measured the activation energy for germanium is the same as that for gold. The apparent activation energy for Ds(Ge) is not a constant, but decreases with temperature. In a recent paper we reported on the application of a new tracer technique to the determination of the surface-diffusion coefficient (D,) for gold and copper on (111) and (100) surfaces of copper.&apos; In this paper, we shall give the results obtained when the same technique was used to measure Ds for germanium on the (111) and (100) surfaces of copper. In addition to providing data on D., for an additional element on copper, the longer half-life of germanium (275 days) meant that Ds could be measured down to a much lower temperature and thus over a much wider temperature range (1000" to 620°C) than was used in our gold-tracer work (1060" to 780°C) or copper mass-transport studies (1060" to 800). The apparent activation energy for D, (Ge) is essentially the same as that found for gold or copper in the same temperature range, though the values of D, (Ge) are thirty times greater than those found for gold or copper tracers. The most interesting new result found is that the apparent activation energy for Ds(Ge), and thus Do, definitely increases with temperature. Such a trend was much more apparent in Gjostein&apos;s mass-transport work on copper than in our own, though in an earlier paper we mentioned the difficulty of fitting all of our points with one straight line:= No real explanation of this is given though experiments done on grain boundary groove growth at various ambient pressures demonstrate unequivocally that vapor transport plays no part in the increase in activation energy with temperature.

Granting that about 600,000,000 bbl. of light oil will be produced in the United States this year and taking the Bureau of Mines&apos; statement that 71/2 per cent. of the total crude production will be lost before the finished gasoline is shipped from the refinery, the volumetric evaporation will be 45,000,000 bbl. of the cream of the gasoline. This is a ConseNative figure and is equivalent to 1,890,000,000 gal. The real value of this liquid is at least 150 per cent. of the value of an equal volume of motor fuel. At only 10 c. per gal., the value lost is $189,000,000; at 15 e. per gal. the loss is $283,000,000. If 750,000,000 bbl. of light and heavy oil are produced here this year and the average price per barrel is $1.333, the gross return to producers will be $1,000,000,000 and the net returns about $200,000,000, if the cost of production is only $1 per barrel. Thus, the evaporation bill is about 20 per cent. of the gross income and is equal to the net income of the crude-oil producers. Two other comparisons with popular phases of the petroleum industry will help give an adequate conception of the evaporation problem. These are: cost of preventing evaporation compared to cost of cracked gasoline and volume of gasoline evaporated compared to volume of gasoline manufactured from natural gas. When gasoline is manufactured from heavy oils by the cracking process, there are two important divisions of the total cost of the product: the manufacturing cost, such as plant cost, operation, maintenance, etc., and the cost of the barrel of heavy oil, from which the cracked gasoline is made. In preventing evaporation loss the cost first mentioned enters into the total cost, but the second cost is eliminated; that is, no charge is necessary for stock from which to manufacture the saving. A detailed analysis of these two costs on a large scale shows that the net income from a dollar spent in preventing evaporation loss from the lease through the refinery is twice the net income from a dollar spent in cracking. THE manufacture of optical glass is a process that demands careful regulation and control at all stages in order that satisfactory results may be obtained. The product, to serve its purpose, must meet stringent requirements, which can be assured only by careful procedure in manufacture. During the greater part of the time that a pot of glass is in the furnace, temperatures should be kept within certain rather narrow limits; a departure on either side is likely to be detrimental to the glass and may result in total loss. If the temperature during melting and fining be low, the melt is likely not to fine properly and the glass will contain quantities of bubbles, or "seed," or it may become milky and unfit for use; too high a temperature, on the other hand, is severe on the pot and may cause it to leak or cast stones, or the increased solution of pot material in the melt may acid to the color of the glass and decrease its transmission. Moreover, variations in the working temperature will mean variations in the amount of selective volatilization and, consequently, variations in optical properties from pot to pot. Furthermore, in the closing stages of furnace treatment, the melt is cooled until a certain degree of stiffness is attained, when the pot is withdrawn. The quality of the glass-its freedom from striae and bubbles-will depend in large measure on whether the temperature to which cooling has been carried is suitable. For each type of glass there is a narrowly restricted range of temperature to which each pot of the given type should be cooled before withdrawal. A quick and reliable method of measuring temperatures is, therefore, of the first importance. In the optical-glass work conducted by the staff of the Geophysical Laboratory during the period of the war, much attention was given to the clatter of determining what methods would meet the requirements. This article will deal with these investigations and with the application of the results to actual practice at various plants. THE present system of competitive exploitation of oil pools results in losses, both of petroleum and of profits. Under a competitive system the owner produces or withholds his product according to the price, which reflects the demand, but in the pe-troleum industry the producer does not have complete control over the expansion and contraction of his out-put. Under a series of court decisions, reviewed in detail in the paper, petroleum is not covered by- the general theory of English common law that the owner of land owns everything from the center of the earth to the sky within the areal limits of his property, but is considered to be his only when he has reduced it. to possession, which he can only do by taking it out of the ground. If A can obtain possession of the petro-leum which is beneath the property of B without tres-passing on B&apos;s property he commits no legal wrong and B has no defense except to get it into his (surface) possession before A takes it. No one would expect an. owner under such a system to forego the possibility of securing some oil from his property in order to in-crease the ultimate production of the pool. The pe-troleum industry. should offer a constructive program, that will eliminate losses and protect the interests of individuals as far as possible. If improved methods of oil recovery can be applied the quantity of petroleum recovered might be double or even treble the amount recovered by ordinary procedure. But increased recovery is not the only benefit from pool development. In brief, the following advantages can be claimed for unit operation: 1. Saving in development and operating costs. 2. Less danger of damage to the fields by defective wells. 3. Development is better gaged to fit market demand and to effect the most efficient recovery of oil. 4. More oil, gas, and gasoline can be marketed. 5. By regulating pressures, recovery .of oil and gas will be greater and the wells will flow longer. Reagan County (Big Lake), Rainbow Bend and Cabin Creek are examples of longer life of pools thus obtained.

Oil-field activities in Oklahoma made 1936 the best year since 1930. Approximately 2800 wells were completed, an increase of about 20 per cent over 1935. Purchasers&apos; reports filed with the Corporation Commission showed a total of 200,240,252 bbl. of oil purchased from leases in 1936. The assembly of a complete table of the oil fields of the state was not achieved, as many of the early records of operators and pipe-line companies are not complete, and data for the older fields will perhaps never be fully tabulated. Table 1 includes all of the new fields and most of the important fields of the State of Oklahoma. The outstanding developments of the year were: the discovery of rich Wilcox-sand production in the Moore pool; the spectacular drilling campaign in the Capitol or Mansion extension in the Oklahoma City pool; the surprising extension of the Olympic pool and the Hunton lime zone in the Fitts pool; and the failure to find more Ordovician production in southern Oklahoma. Wildcat discoveries, which were on a par with 1935, resulted in the discovery of such promising pools as Billings-Wilcox, North Bethel, North Earlsboro and North Lucien. The Fitts-Upper Simpson, Edmond, Jesse, Keokuk Falls and South Burbank pools underwent considerable development. Fitts Pool.—The Fitts area in Pontotoc County was greatly extended during the year and was the leader in drilling activity in the state. The producing limits were pushed to the east and north and the development of the Hunton lime horizon was outstanding. The writer has been interested in determining the mineralogic dis-t,ribut.ion of silver in the base-metal ore of thc Ground Hog mine of the Asarco Mining Co. in the Central mining district of New Mexico.&apos; This ore consists of a varitextured mixture of sphalerite, chalcopyrite, galena and pyrite in a quartz gangue. The average ore contains 14 per cent of zinc, 9.5 per cent of lead, 5 per cent of copper, and 10 oz. of silver per ton. Generally it is accepted that the silver in ores of this type, in which no definite silver minerals can be recognized, is contained in the base-metal minerals. Published assays of pure mineral specimens from many districts show that each of the base-metal minerals contributes in some degree to the total silver content of the ores, and to determine the proportionate amount contributed by each mineral in any specific ore it has been the practice to assay selected specimens of each mineral, the purity of which has been determined microscopically. There being no such assays available for the Ground Hog ore, and it being impracticable to have enough of them made to give average results, the writer resorted to a mathematical attack upon composite assays of large quantities of ore and concentrates. Surprising results were obtained, and it is the threefold purpose of this paper to present these results, to describe the mathematical method used, and to point out the value of using this method even when assays of pure specimens are available. Value of the Mathematical Method The obvious way of attacking the problem would be to separate cleanly large quantities of ore into its component minerals and then to determine the average silver content of each mineral by assay of representative samples. Since an absolutely clean separation is not feasible, it has been the practice, as mentioned above, to assay pure specimens of the different minerals. Much has been written of late regarding the flotation of coal as a means of reclaiming the valuable portion of the fines encountered in nearly all methods of coal preparation. Whether the process be wet or dry, whether the dust be sent through the entire process or removed prior to the cleaning by some such method as screening or aspiration, one of the final products consists of a considerable proportion of — 48-mesh material. The percentage of this —48-mesh material depends upon the mining method, transportation, storage, and method of preparation. The tonnage of this dust material ranges from 1 to 10 per cent of the total output of the cleaning plants. Four methods of disposal are available for this coal: 1. Disposal with the refuse from the plant. 2. Addition, after being reclaimed from the wash water, or dust collectors, without cleaning to the larger sizes. 3. Separate disposal as a pulverized fuel. 4. Cleaning so that addition to the larger sizes benefits the product as a whole. It is also true that flotation in one form or another is the only known way to effectively clean this material. While some processes do a reasonable cleaning job down to and including +l00 mesh, by far the greater majority stop at or short of the + 48-mesh size. Much of the literature on coal flotation passes by the fred pulp density and size by merely stating that the feed varies from 20 to 30 per cent solids and that the size range is from — 1/4 in. or — 1/8 in. to 0. Small wonder then that some operators with entirely different conditions, and not knowing the machine capacity, throw up their hands in despair when flotation is mentioned. Too much parallel is drawn between flotation methods as applied to ores and as applied to coal, to the detriment of the latter. In the flotation of metalliferous ores the feed pulp density ranges from 20 to 30 per cent solids, depending upon the amount of mineral to be floated and upon the size analysis. The problem of eliminating the hazards of hoisting in mines has been with us since the industry passed its earliest stages, when coal and ore could be won from surface working and tunnels. At first, safety devices were introduced as means of decreasing the amount of labor necessary to produce the mineral, or to increase the amount that could be obtained from a certain opening. For example, crude ladders replaced winding footpaths or steps cut into the walls of the pit or shaft, decreasing the distance it was necessary to carry the product to the surface and eliminating, to some extent, the hazard introduced by the precarious footing afforded by such paths and steps. Latcr, instead of being carried from the pit on the backs of men, the product was hoisted in buckets or baskets on a rope passing over a pulley or around a windlass. Thus the capacity of the pit was considerably increased, and the hazard due to making many trips up and down the shaft was eliminated. From such beginnings accident prevention in mine hoisting advanced with the importance of the industry, until at present hoisting compares favorably with other branches of the mining industry with reference to safe practices. As in the other branches, this progress has been accomplished along two general lines—by legislation, rules, and education, and by the installation of safety devices. Though due credit must be given the former, it is not so satisfactory as the latter. Legislation, to be effective, requires a policing and inspection system to guarantee enforcement, such as we cannot hope to inaugurate. Rules may be satisfactory so long as the employer controls the labor market, and dismissal or some other form of discipline is an effective means of insuring obedience to the rules; but where labor demand is in excess of the supply, or where labor organizations are in control, such measures are not effective. An educational campaign will draw attention to hazards and may awaken a desire to avoid accidents by exercising the proper care. It is necessary, therefore, to place our reliance mainly on mechanical devices to prevent accidents, and to depend as little as possible on laws,
