IRving Ariel Stearns died at his home, 60 South River St., Wilkes-Barre, Pa., on Tuesday morning, Oct. 5, 1920, of pneumonia, after an illness of about a month. In his death, the Wyoming Valley loses one oflits most eminent and best loved citizens, and the loss of so strong a participant in the activities of the Valley will leave a gap most difficult to fill. Despite his more than three score and fifteen years, Mr. Stearns, at the time of his death, was president of the Wilkes-Barre City Hospital, Wyoming National Bank, and the Wyoming Historical and Geological Society, chairman of the Board of the Vulcan Iron Works, and a director of the Spring Brook Water Supply Co., and of the Wilkes-Barre Lace Manufacturing Co. Mr. Stearns came of New England stock, a descendant in the eighth generation of Charles Stearns who was admitted freeman in Watertown in 1646. Irving Ariel Stearns was born Sept. 12, 1845, in Rushville, N. Y., a son of George W. and Miranda (Tufts) Stearns. He was graduated from the Rensselaer Polytechnic Institute of Troy, N. Y., in the celebrated Class of 1868. After graduation, he was assistant professor of chemistry in charge of the analytical laboratory for a year, then went to Wilkes-Barre in 1869, as engineer in the office of R. P. Rothwell, at that time the leading mining engineer of the region. From 1871 to 1872, he was superintendent of the McNeal Coal & Iron Co. of Schuylkill County, Pa. and in 1872 succeeded to Mr. Rothwell's business when the latter became editor of the Engineering & Mining Journal of New York. From 1872 to 1885, Mr. stearns was in private practice as a mining engineer, handling a great amount of business in the anthracite region, including the building of the bridges at Shickshinny and Pittston, and the surveying and mapping of many of the individually operated mines. His practice extended throughout the country, with numerous examinations and reports upon mining properties in Pennsylvania, Virginia, West Virginia, Arkansas, Colorado, California, Wyoming, Idaho and Utah; he was responsible for the design and execution of the Lehigh Valley Railroad Co.'s great Tifft Farm improvements at Buffalo, N. Y. including canals, docks, coal stocking plant, etc. He was commissioned Quartermaster of the Ninth Regiment, N. G. P., March 29, 1880, was promoted to Major on May 15, 1884, and resigned Apr. 1, 1885. He always retained his interest in the National Guard and was trustee and president of the Ninth Regiment Armory Association.

DuRing the winter of 1937, the writer visited a West Virginia stone quarry at which the overburden is stripped hydraulically. The quarry is in a bed of limestone, about 200 ft. thick, which outcrops on a hillside above a small river; the quarry face is 175 ft. high. The top of the stone is cut in all directions by erosion channels, which are filled with a tough, red clay. Some of the larger channels are 30 ft. deep and 8 ft. wide. The thickness of the clay overburden ranges from a few inches to 10 ft., the average being estimated as less than 3 feet. The topography of the district is rugged, and the hillside above the quarry face is not suited to the use of the usual mechanical methods of moving dirt. Until hydraulicking was started 10 years ago, the overburden was dug by hand labor, dumped to the quarry floor and transported to the dump in quarry cars. Cleaning deep channels was a slow and expensive process. When hydraulicking was started, the top of the quarry face was over 200 ft. above the level of the river. The pipe line was carried in a semicircle around the top of the quarry about 200 ft. from the face and about 50 ft. above it. As there is no adequate supply of water above the quarry, the water must be pumped from the river. As quarrying progressed the pipe line was moved until the discharge points are now over 300 ft. above the river. Water is pumped from the river by a four-stage centrifugal pump having a 5-in. intake and a 4-in. discharge. It is direct-connected to a 200-hp., 2300-volt, 1760-r.p.m. induction motor. At 1760 r.p.m. the rated capacity of the pump is 750 gal. per minute under a head of 600 ft. The pump is installed in a house of frame construction on the river bank, about 10 ft. above normal water level, which also houses the pump for the mill-water supply. Above the pumps are hoisting bays into which the motors are raised whenever the river reaches flood stage. An 8-in. suction line, equipped with a strainer and a foot valve, takes the water from a concrete sump at the edge of the river. The physical properties, chemical behavior under thermal treatment, and fertilizer value of fluorine-containing pseudowavellite (hydrous calcium aluminum phosphate) that occurs as phosphate clay admixed with quartz sand in an extensive deposit near Bartow, Fla., were determined by experiments in laboratory, pilot-plant, and greenhouse. When the mineral was heated at 500°C, 80 pct of the phosphorus become citrate soluble. The heated product, however, deteriorates markedly under moist conditions such as obtain in the soil. EXTENSIVE beds of a soft aluminiferous phosphate lie in the Bartow-Pembroke region of Florida. Although the extent of the deposit is unknown, it is thought that the equivalent of at least five million tons of material containing 25 pct P,Os exists on one large mine property alone, and soft phosphates similar in nature are known to occur elsewhere in the state. This aluminum phosphate, unlike fluorapatite, is rendered fairly soluble in neutral ammonium citrate solution merely by heating it at a temperature below 600 °C, a property made the basis of a process patent by the junior author.' The possibility of producing an available form of phosphorus from what has hitherto been a worthless natural phosphate prompted the Bureau of Plant Industry, Soils, and Agricultural Engineering to make a brief study of the Pembroke phos- phate during the war years with a view towards determining the optimal temperature for heat treatment and the reactions involved in the process. The results of this study supplemented by data and information furnished by the junior author are presented in this paper. Description of Natural Phosphate: The phosphate with admixed quartz sand and siliceous matter occurs as a low-grade (8 to 9 pct P2O5) clay-like material that can be beneficiated cheaply by making a water separation of the very fine material from the sand, floating off the fine material, settling the suspension to a thick slurry, and finally de-watering the slurry by vacuum filtration followed by drying. The product dried at 100 °C contains about 16 pct water and 25 pct P2O5, about 1/12 of which is citrate soluble. Partial analyses of representative samples of the crude ore and corresponding concentrate are given in table I. The concentrate is light yellow in color and even after being dried at 100°C sticks very noticeably to laboratory grinding and screening equipment. Under the microscope the ground material is predominantly light brown crystalline aggregates with index of refraction near 1.61. The almost universal acceptance of electrical logging by the petroleum industry calls for a critical examination of the physical bases of the common methods. This is particularly needed for the natural potential log. The conventional explanations are based on the phenomena of electrofiltration and electro-osmosis. However, experimental data show that they fail to give a basis that is quantitatively sound. Moreover, they lead to interpretations of details of electrical logs that are erroneous. It was found experimenlally that when a plug of shale is placed in a chain of dissimilar electrolytes, a current flow results. Experiments on oil-well cores and fluids similar to those existing in wells show that potentials are set up which are in reasonable agreement with those encountered in electrical logging. Doubtless other sources of potential are important but this explanation not only accounts for much of the potential but also clarifies some fairly familiar examples of misinterpretations. Introduction The extraordinary value of electrical well logging as a tool for petroleum engineers and geologists is now so universally recognized that it is not necessary to point out the ways in which it can be useful. It is sufficient to mention only the saving that has resulted from the elimination of much coring that would have been necessary under former practices and the considerable additions to reserves resulting from the discovery of sands missed in coring. Paradoxically, the very remarkable success that has resulted from the application of electrical logging to correlation and completion problems has cost some of its most consistent users dearly.' The fact that some operators have placed unwarranted faith in erroneous interpretatioils of electrical logs does not reduce the value of the logs. It should, however, make one pause long enough to ask why experienced users should be misled. The answer to this question is not hard to find. In nearly every case, the fault has been oversimplification. This is illustrated very aptly by the familiar interpretation and theory of the natural potential log. Recording and Interpreting Logs The natural potential log is extremely simple to record precisely enough for all present-day uses. One needs only an electrode, a cable to lower the electrode through the drilling mud, a recording meter and a surface ground connection. The electrode can be elaborate but need not be. A simple brass rod 2 in. in diameter and 2 or 3 in. long is quite satisfactory. The cable need not be particularly well insulated, nor need it have a very low resist-

Francisco, CaI.-A sliding. scale of royalties was proposed to the Department of the Interior in connection with the fixing of royalties to be charged upon oil leases made on the Osage Reservation in Oklahoma. The possibility of evasion and difficulty of enforcement required close inspection to satisfy all interests, particularly in connection with the exemption from royalty on oil to equal maintenance and interest on the junk. Mr. Johnson discusses the block method, the period method, and the cumulative method, and favors the adoption of the cumulative method with a proviso that the wells should be permitted to be pumped until the gross income is as low as the maintenance cost, which would mean exemption from royalty on the smallest wells. He recommends that depth be the variable factor upon which the sliding royalty is based and suggests that on partially developed territory in the Osage, the royalty be one-sixth for oil wells averaging less than 2,000 ft. in depth, one-eighth for wells from 2,000 to 3,000 ft., and one-twelfth above 3,000 ft.; for the rest of the Osage he suggests one-eighth above 2,800 ft. and one-twelfth below that depth. The net result, if Mr. Johnson's suggestions had been accepted in the Osage, would have been to reduce the then existing rate of royalty and considerably increase the cost of administration. The difficulties in determining the size of wells to be exempt and the possibility of obtaining oil at different depths in the same well might lead to complications which are avoided by charging a flat royalty as now universally charged throughout the United States. It is not uncommon to reduce the royalty when the production of the wells becomes unprofitable at an existing rate of royalty, accomplishing very much the same results as Mr. Johnson has attempted to accomplish by the cumulative royalties, and probably in a manner far more satisfactory to the operator and the lessor. A. C. MCLAUGHLIN, San Francisco, Cal.-The net revenue of the well depends, first, on the cost of production; second, on the amount of oil produced; therefore it would be impossible under Mr. Johnson's system to set a royalty which would be fair to all concerned. If it is impossible to set it at the beginning, it is certainly further impossible to do it from day to clay. I think it is entirely impracticable of application.

THERE is a growing demand for pure and cheap material for fine open-hearth steel ; a material not only very free from phosphorus, but from carbon and silicon; so that it may he rapidly converted into steel. Iron and steel scrap are not trustworthy as to quality, and they are often dear. There are three methods of purifying cheap materials for the open hearth. 1. Mechanical puddling, as done at Creusot, which removes 90' per cent. of the phosphorus from the pig iron. 2. Krupp's washing process (the conduct and results of which I fully described in a former paper*), which eliminates 70 to 80 per cent. of the phosphorus and most of the sulphur and silicon from pig iron. Neither of these processes would sufficiently purify, for very fine steel, those very impure pigs which are cheapest in many parts of the United States: 3. The process of producing directly from the ore an iron which is practically pure chemically, although mechanically mixed with the impurities of the ore. This is the oldest of iron processes ; one form of it, the Catalan forge, employed to produce charcoal blooms, is still in use, but its great cost is rapidly throwing it out of competition. Among the modern attempts to produce iron direct from the one, on a large scale and at a cheap rate, several have been in various respects successful. Dr. Siemens's process of treating a ton and a half or more of ore and the coal to deoxidize it, in a rotating gas furnace, and bringing out, in some four hours, a ball of chemically pure iron so soft that the fluid and impure slag may be squeezed out of it, is the most attractive and the most highly developed of all the modern direct processes. I have watched it, from time to time, since 1874, and have noted a steady improvement. It may now be said to have passed the experimental stage, although, like older processes, it must be adapted by practice to special materials. The cause which has been more potent than all others, including the defects of the best direct processes, to bring these processes into disrepute, is the waste-ful treatment of the direct product. With one or two exceptions (when failure was due to other and obvious causes), the direct product has been made into wrought iron (weld iron). Even Dr. Siemens has, at Towcester, in England, and at Park, Bro. & Co.'s, in Pittsburg, set up his apparatus for this purpose. Is it likely that

IN order that you may be expert in every phase of this art of parting, I wish to caution you upon twelve points, all necessary, so that you may know beforehand what may happen to you and what provision you must make to obtain good results. Understand that the gain derived from this art lies in carrying out the work that you wish to do accurately and with profit, which means nothing other than working with certainty and seeing that there is no loss of gold or silver [69v] or substance of anything that is valuable in itself. For, since everything lost is silver or gold, it is valuable however little. it may be, and many little things obviously make one large one; for gain increases gain, and loss, loss. Therefore, you will have as your first task to seek to have the materials that you are to use for making the aqua fortis of as perfect a nature as possible. I tell you this because the saltpeter is often weaker and of worse quality than the alum. For this reason it is necessary to make an effort to have it not only well refined and free from earthiness but also of a nature as powerful as pig [dung] saltpeter, the color of which tends strongly toward yellow. In order to work better, you also refine this again before you put it to use, as I shall tell you in its place. Likewise, see if you can get alum of the red kind that comes from the Levant or from Cartagena, for it costs less and is more powerful. Furthermore; see that you have a good number of well-formed cucurbits of properly purified glass not too large and of, equal content and size. Above all, see that they contain, no indentations, bubbles, folds, or scratches, especially, in the, body or in the bottom, because they break easily and the nature and great force of the acid pierces them by eating away, and makes a little hole. For this reason, cucurbits. are always divided into four grades; one is taken for making aqua fortis, another for drying the waters when they are laden with silver, the third for recovering the acids from the separations, and the fourth are either rejected as useless or dangerous, or are saved for recovering the whites or for some other service. Whoever wishes to practice this art well should remember to keep a large supply of cucurbits, receivers, and alembics. The third is the precaution which one must take in luting them; first, to

INTRODUCTION TO SAMPLING THEORY Before specifically discussing mineral sampling and sampling procedures, let us briefly consider broader and more universal concepts of modem sampling theory. A sample is de- fined as a representative part or a single item from a larger whole, being drawn for purpose of inspection or shown as evidence of quality. In modem theory the sample is a part of a statistical population whose properties are studied to gain information about the whole. The theory of sampling is built around the concept that if enough representative units of a larger overall population are selected without bias, the average value of the units will approximate that of the total population. Modem theory attempts to answer the question of how many samples are enough, given certain limits and constraints, and seeks to apply methods of sample selection and of estimation that provide, at the lowest possible cost, estimates that are precise enough for the purposes at issue. In order to meet these objectives the designer of a sample survey must rely heavily upon statistical theory. Statistics has been defined as the collection, presentation, analysis, and interpretation of numerical data. Statistical methods are primarily concerned with making valid inferences about a population based upon samples taken from the population. For most statistical applications, the total sample is in terms of number of items, attributes, or things; whereas mineral samples are usually in terms of weight or volume of mineral particles. Certain steps are involved in a well designed sample survey without regard to the particular field of application. Because the desired characteristics of an unmined mineral deposit can- not be known other than by sampling, we will consider these principle steps in terms of a mineral sample survey: 1) Clear definition of the objectives of the survey. In the case of mineral sampling this step is so apparent as to be almost ridiculous. However, it is surprising how often the overall objective of a sampling program is overlooked when decisions are made on a day-today basis. 2) Definition of the population to be sampled. The word population is used to designate the aggregate from which the sample is chosen. A sampling program may be designed to determine the grade of a single stope within a mine, the grade of a particular zone within a complex ore body, or the total value and extent of a mineral deposit. I ASK your permission to speak about a matter which is not of a specifically scientific nature, but more of a general-I might even say of an international-nature, and the international character which this city now presents must be my justification for introducing it. The Germans, very often, are thought to be an exceedingly warlike people, but I come to-day in the capacity of a peacemaker. Our German language is an original language; it is, therefore, a language in which it is impossible to change the meaning of a word at will. It may be, perhaps, easier in a combined language, as the English, to associate and to exchange meanings. Now, a word which we hear a great deal at the present day, is "Stahl," in English, "steel." This word means, in the German language, a substance which can be hardened. As the German literature, in relation to metallurgy, is the oldest of the modern world, this circumstance may give the German a right to ask for consideration. But I think, now, when the four languages, German, Swedish, French, and English, compete in rich metallurgical literature, it is very necessary to have uniformity in the nomenclature of iron, which would prove not only useful for science, but equally so for trade. For that purpose I propose to make the divisions of iron so that the word steel shall comprise a subdivision and not a primary division as formerly. Nature furnishes us iron mostly in the state of oxides, and if in any other condition, we must convert the ore into oxide before we can make iron. The oxides are always mixed with certain earthy substances called rock or gangue. The extraction of iron involves, therefore, the twofold process of the reduction of the iron, and im¬parting to it the amount of carbon necessary for technical purposes, and the separation of the reduced and carburized iron from the gangue. The reduction is always effected by carbon or carbonaceous substances (coke, anthracite, carbonic oxide, etc.), and the result is, according to the degree of heat employed, either malleable iron or a non-malleable iron. The process of making malleable iron in this way is called, generally, the direct process-in German, Rennarbeil. It produces the iron in a solid state with a fluid cinder. By this process our ancestors made all their iron, and it has been revived in various ways in modern times up to the process of Mr. Blair, so far as I know, always without commercial success. The

When it became apparent early in 1941 that the United States might be drawn into the war, studies were made of the bauxite situation in Arkansas, principally because 9.5 pct of the known bauxite reserves of the country were located in that State. Bauxite mining was then geared for maximum production to supply ore to meet this country's war requirements and, if necessary, to supply the needs of Canada as well. In view of the comparatively small bauxite reserves, Congress appropriated funds for an extensive exploratory drilling program to be carried out by the Bureau of Mines in cooperation with the Geological Survey. An alumina plant was erected near Bauxite and an aluminum plant near Hot Springs, Ark., by the Defence Plant Corp. The Metals Reserve Co. established a schedule of prices, arranged for stockpile sites and a buying agency. Operators cooperated to step up production and new ones came into the field. Production Record Prior to 1941, the greatest annual production in Arkansas was 562,892 long tons, dry basis in 1918. During the single month of August 1943, 693,596 long tons were mined—130,704 tons more than for the entire year of 1918. In general the Arkansas bauxite deposits are relatively small, irregular in thickness, somewhat scattered and, compared to coal, iron or open-pit copper deposits, are ill-adapted to an expansion in output. Commercial deposits range in horizontal extent from less than an acre to about 40 acres and are usually very irregular in outline. The average thickness of all known workable deposits is between 12 and 15 ft. with a maximum of about 60 ft. The ore bodies are usually somewhat undulating and nearly horizontal although locally some deposits dip as much as IS°. Types of Bauxite Three physical types of bauxite may be recognized: pisolitic, granitic and amorphous. Pisolitic ore is the most common type. It consists of small pebble-like nodules, ranging from the size of a pin head up to several inches in diameter, all set in a fine grained matrix. Transported bauxite is usually- pisolitic. Most residual bauxite is granitic. It is believed not to have moved appreciably from the location where it originally was formed. This is indicated by the fact that it appears to grade into unaltered nephelite syenite, which it overlies. Amorphous ore is the least abundant. It is nonpisolitic and resembles clay, has no characteristic texture, and can be identified definitely only by chemical analysis. LATOUCHE, or the Beatson plant of the Kennecott Copper Corpn., is located in the Prince William Sound district of Alaska about 80 miles west of Cordova and 60 miles from Seward. Ore was discovered and claims located on Latouche Island in July, 1897. The mines were worked in a desultory manner until 1910, when the property was acquired by the Kennecott Copper interests. The first shipment of ore was made in 1904; only the higher grade ore was mined and no attempt was made to treat the ore until it was taken over by the Kennecott, company. Since that time the mine has been developed to produce 1500 tons a day and a mill has been erected for treating this tonnage, using flotation entirely. The orebody is more or less lenticular in shape with a maximum width of about 280 ft. and a length of about 800 ft. The southern end of the lens is split by a horse of waste for about 400 ft. The hanging-wall limit is a well-defined fault associated with a band of pyrrhotite, having an average dip of 60°. There is no defined foot wall, the value of the ore governing the limits of the mining; in one part of the mine, however, it is defined by a minor fault. The orebody is located in a shear zone of the country rock of graywacke and slate. The principal mineral is chalcopyrite associated with pyrite and quartz. The mine is located a few hundred feet from tidewater; the mill is located on the beach and the ore is hoisted direct from the mine through a vertical shaft into the mill bins. Until the past year practically all the mining had been conducted in open pits. During the past two years, the ore above the 200-ft. level has been developed and a system of stoping devised to recover this ore; however, this system has not been in use long enough to give any definite results as to costs or efficiency. It consists, principally, of dividing the orebody into stopes, across the full width of the orebody, 70 ft. wide with a pillar 30 ft. wide between the stopes. Raises are driven through the stopes at intervals of about 60 ft. and all the ore is broken by drilling from these raises; in other words, similar to a shrinkage stope, doing the drilling from the raises instead of setting up on the broken ore as is customary. The charge to be described was made in a seven-ton furnace, with a hearth twelve feet long and eight feet wide, with three gas and three air ports on each side. The stock of the entire heat was charged cold in one hour and five minutes, a part of the pig being first placed upon the bottom to protect it, then upon it the plate-scrap and blooms, and finally the remainder of the pig—some two thousand pounds. In fire hours and twenty-five minutes after beginning the charge the metal was melted down level, and two hundred pounds of hot twelve-per cent. spiegel was charged, care being taken to have it entirely immersed in the bath. In two hours more the bath was thoroughly melted and hot, and began to boil, i. e., the carbon began to be oxidized and evolved through the bath of covering slag as carbonic acid and carbonic oxide gases. Seventy-five pounds of lumps of Republic specular iron ore were added at this time, increasing the action, so that in ten minutes after the metal was in active ebullition. A test of the metal showed it to have about 0.90 per cent. carbon. One hour after the first ore was added a test was again taken, after thorough rabbling of the metal, and it was found to be 0.37 per cent. carbon. One hundred pounds more of lump Republic ore and about seventy-five pounds of limestone were then added, and fifty minutes later, after the bath was thoroughly rabbled, a -test showed the metal to have 0.23 per cent. carbon. Twenty-five pounds more of Republic iron ore were added and the metal allowed to boil for twenty minutes, when a test, after rabbling, showed the carbon to be 0.18 per cent. and the manganese to be 0.01 per cent.; the slag fracture was vitreous and of a very dark-green color. About forty pounds of limestone were added, and, the metal being hot and in a state of quiet ebullition, a hickory pole of twelve feet length and about four inches diameter, was run through the aperture in the centre door and held in a steady inclined position in the bath, with the end touching the bottom, the pole being shoved in further as it was burned away. Assumptions are made of ideal mixing and that the density of silver can be obtained by extrapolating reported liquid density-temperature data through the freezing point back to the temperature range of interest. The results of this procedure using liquid silver density data of Kirshenbaum et al.5 are presented in Table I1 where it is observed that agreement is everywhere within <0.1 pct and generally is within 0.05 pct. Because the Sn-Ag alloys are dilute, the assumption of ideal behavior is, therefore, probably justified. In conclusion, the densities of dilute liquid solutions of silver in tin have been determined. Even for concentrations as low as 0.1 pct, the effect of silver on the density of liquid tin is clearly measurable. This work also suggests that for dilute alloys at temperatures far below the freezing point of the solute metal, densities may be accurately calculated by extrapolation of the pure metal data without having recourse to physical measurement on the alloy itself. plutonium having a grain size of about 100 µ. This paper presents data showing that large elongations of fine-grained a Pu can be obtained by using slow deformation rates. Large plasticity, however, of a Pu in compression has been observed.4 Reductions in thickness of 90 pct have been observed with no edge cracking. These large reductions are accompanied by concurrent re-crystallization. The deformation modes, which are quite complex, have been studied extensively by observing the deformation microstructures of polished surfaces that had been deformed in compression.5-7 Although slip apparently is a predominant mode of deformation at room temperature, grain boundary sliding and concurrent recrystallization become more predominant at high a temperatures.4&apos;7 Although recovery occurs,8,9 no grain growth has been reported in a Pu even at temperatures near the a =ß equilibrium temperature (-115oC), which is 0.7 of the calculated melting temperature of a Pu.10 From studies on other materials, it appears that high elongations can be obtained in alloys when the THE purpose of this technical note is to present briefly some data revealing high ductility of a Pu, which is normally considered brittle. The very low ductility of a Pu in tension has been reported by many investigators.&apos;-3 Gardner,1 for example, reported that the total elongation of a Pu at a testing speed of 0.015 ipm is less than 0.1 pct at room temperature and only about 1 pct at 100°C. AT a luncheon attended by engineering leaders representing every section of the country, Col. Arthur S. Dwight, president of the American Institute of Mining and Metallurgical Engineers, and Charles F. Rand, chairman of the Engineering Foundation, past president of the Insti-tute and its present treasurer, on Thursday, July 20, were decorated with the Croix de Chevalier de la Legion d&apos;Honneur by the French Government for distinguished service in engineering tending to closer and more felici-tous relations between the two countries. The decorations were conferred by Consul General Gaston Liebert. In a speech extolling the war work of the American engineer, M. Liebert declared that Germany had been definitely foiled in her attempt to cripple France industrially for a generation by wrecking the coal mines of northern France. Three-fourths of these mines, M. Liebert said, were in full working order and the remainder will be in complete operation within two years. The Germans thought that it would take from 15 to 20 years to accomplish this. M. Liebert said that reconstruction is going on rapidly in northern France, two-thirds of whose indus-tries are now working. The French Government, he said, is planning water-power improvement on a vast scale, which will soon make unnecessary for France to import a single ton of coal. He urged that French students be sent to America to study engineering. In presenting the decorations, Consul General Liebert eulogized Colonel Dwight and Mr. Rand as personify-ing the spirit and service of the American engineer, which, he said, was a powerful factor in the victory over Germany. He spoke of the growing friendliness between the United States and France and described this ceremony as an epoch in international relations. Calvin W. Rice, secretary of the American Society of Mechanical Engineers, who presided, repeated that international unity among engineers was the dream of Andrew Carnegie, who saw in the efforts of the engineer and the scientist the hope of civilization. Mr. Rice said in part: In the Declaration of Independence occurs the statement that all men are created free and equal. Jefferson was familiar with the writings of Rousseau. In fact, he was a remarkable linguist notwithstanding that he wrote the Declaration of Independence when only 32 years of age. He was one of the very few ambassa-dors in the history of the United States who could speak the language of the country to which they were sent. The interpretation of the passage in the Declaration of Independence is that all men have equal opportunity, not that they are born with equal ability.

The physical properties, chemical behavior under thermal treatment, and fertilizer value of fluorine-containing pseudowavellite (hydrous calcium aluminum phosphate) that occurs as phosphate clay admixed with quartz sand in an extensive deposit near Bartow, Fla., were determined by experiments in laboratory, pilot-plant, and greenhouse. When the mineral was heated at 500°C, 80 pct of the phosphorus become citrate soluble. The heated product, however, deteriorates markedly under moist conditions such as obtain in the soil. EXTENSIVE beds of a soft aluminiferous phosphate lie in the Bartow-Pembroke region of Florida. Although the extent of the deposit is unknown, it is thought that the equivalent of at least five million tons of material containing 25 pct P,Os exists on one large mine property alone, and soft phosphates similar in nature are known to occur elsewhere in the state. This aluminum phosphate, unlike fluorapatite, is rendered fairly soluble in neutral ammonium citrate solution merely by heating it at a temperature below 600 °C, a property made the basis of a process patent by the junior author.&apos; The possibility of producing an available form of phosphorus from what has hitherto been a worthless natural phosphate prompted the Bureau of Plant Industry, Soils, and Agricultural Engineering to make a brief study of the Pembroke phos- phate during the war years with a view towards determining the optimal temperature for heat treatment and the reactions involved in the process. The results of this study supplemented by data and information furnished by the junior author are presented in this paper. Description of Natural Phosphate: The phosphate with admixed quartz sand and siliceous matter occurs as a low-grade (8 to 9 pct P2O5) clay-like material that can be beneficiated cheaply by making a water separation of the very fine material from the sand, floating off the fine material, settling the suspension to a thick slurry, and finally de-watering the slurry by vacuum filtration followed by drying. The product dried at 100 °C contains about 16 pct water and 25 pct P2O5, about 1/12 of which is citrate soluble. Partial analyses of representative samples of the crude ore and corresponding concentrate are given in table I. The concentrate is light yellow in color and even after being dried at 100°C sticks very noticeably to laboratory grinding and screening equipment. Under the microscope the ground material is predominantly light brown crystalline aggregates with index of refraction near 1.61. The principal phosphate mineral constituent was identified as pseudo-wavellite with admixed phosphosiderite.2 Pseudo-

An increasing amount of high-temperature metall~?~gical research is carried out in resistively heated tube furnaces in which a bare specimen is suspended by a fine wire at the midpoint of the tube. It is shown that the assumption of near-blackbody conditions on the surface of the sample may give rise to errors in optical pyrometry of 50°C or more. A number of papers published in the metallurgical literature in recent years have described the use of high-temperature tube furnaces for heat treatments, melting-point determinations, and other work. Typically, the tube is of a refractory metal with open ends, is heated by the passage of an electric current, and has concentric cylindrical radiation shields outside it. In at least one of these,&apos; the specimen is contained within a crucible having a small hole in its lid through which optical-pyrometer measurements are made under essentially blackbody conditions. In another design,* the specimen is inside a muffle which is concentric with the heater tube and which contains a number of washerlike longitudinal radi- ation shields to reduce axial temperature gradients and to give conditions near the specimen closer to those of a black cavity. Yet another design3 employs a wire specimen coaxial with the heater tube. Blackbody conditions are simulated by passing current from a separate supply through the wire until it "disappears" against the background (the inside of the heater tube) as seen through a radial spy hole in the tube. Good agreement with known melting points is achieved when an optical pyrometer is used under such disappearance conditions as the melting point is approached. That this latter method works so well is due, evidently, to considerations such as those mentioned by Dike4 and others.5-8 A more common method than the above, however, has been the suspension of an uncovered specimen by a fine wire in a resistively heated tube with open ends. A radial spy hole about midway between the ends of the tube permits optical-pyrometer observations on the specimen, the inside of the tube, or both. So observed, the specimen typically appears to differ but little in brightness temperature from the inside of the tube. According to De vos9 the radiation from such a spy hole in an empty tube of reasonable 1ength:diameter ratio (e.g., 10 or greater) should be essentially blackbody radiation. For these reasons, apparently, descriptions of work carried out in such furnaces usually include a statement to the effect that conditions surrounding

The Tuscarora mining district, which has been highly productive of gold and silver ores in past years, is situated about 50 miles north- west of Elko, Nevada. The town of Tuscarora lies at an altitude of about 6,000 ft on the west side of the Independence Valley. Precipitation, particularly the winter snowfall, is considerably greater than in many other parts of Nevada, and temperatures are lower. From Tuscarora can be seen-across Independence Valley in the mountains to the east, a distance of about 12 miles, the Freeport Minerals Jerritt Canyon mine, which seems to be-destined to become one of the great gold mines in the western hemisphere. Tuscarora, a gold and silver camp, was active from the early 1870s to 1903 and produced about $10 million in those 30 years. Ten major mines and several smaller ones were operated in an area of about 1.45 square kilometers (one-half squaremile). The deepest shafts were only 230 m (750 ft) but most of the ore came from about the 105 m (350 ft) levels. Mineralization above the water table, at about 30 m (100 ft), was mostly native silver and cerargerite with free gold. Below the water table the ore was rich in sulfides including argentite, stephanite, proustite, pyrargyrite, enargite, arsenopyrite, bornite, chalcopyrite, pyrite, sphalerite and galena. A number of the properties contain sizeable dumps of what was con- sidered waste rock when it was mined. These dumps aggregate over 408,000 mt (450,000 st) with one dump, the Navajo, containing over one-third of the total. A few grab samples taken in the summer of 1978 from some of the dumps indicated interesting silver values with minor gold content. AgAu Exploration Ltd., was organized to explore and develop these dumps into a heap leaching operation. In the fall of 1978 a campaign was started to lease, with front money payments on a royalty basis, three groups of claims on which were located a few hundred thousand tons of dumps. In September and October of 1978, a systematic program of sampling was started on the Navajo dump which was most favorably situated in that it was near to an area which would furnish good sites for heap leaching pads. At the time it was fully recognized that sampling of dumps was a most difficult problem. Because of the topography on which they were situated and the manner in which they were formed, each dump required its own special sampling technique.

The results on the rates of vaporization of Fe-Ni alloys, levitated by an electromagnetic field in a stagnant atmosphere of helium, are shown to be in close agreement with those predicted theoretically. AS shown in Part I of this series of papers, the rates of vaporization of metals enhanced by convection currents are increased further by the process of condensation of metal vapor when there is a steep temperature gradient in the boundary layer. At the time this theoretical work was completed one of the authors (K. C. Mills) had already carried out some experimental work on the rates of vaporization of molten Fe-Ni alloys. The experimental work was done under conditions which make it possible to compare the experimental rate data with those predicted on theoretical grounds. EXPERIMENTAL The object of the experiments was to evaluate the activities in a number of binary metal systems. The details of the experimental technique are given in another paper by Mills, Kinoshita, and Grieveson,2 and, for the present purpose, a brief mention of the relevant features of the experimental method will be adequate. Using an induction coil, the metal weighing about 1 to 1.5 g was levitated by the electromagnetic field in a stagnant atmosphere of pure helium. The helium was freed from oxygen and water vapor in the usual manner, and its pressure in the vaporization chamber was maintained at 1 atm through a bleeder device. The vaporization chamber consisted of a pyrex tube, 2.8 cm diam, with a side arm connected to the helium bleeder. The bottom of the tube, shaped conical, was surrounded by the induction coil, and the top was sealed with an optical flat for the purpose of measuring the melt temperature with a two-color optical pyrometer. By suitable adjustment of the high-frequency power input, the metal was brought to the desired temperature in about 30 sec of levitation. After a specified vaporization time, e.g., 3 to 4 min, the alloy was quenched by switching off the power. The amount of metal vaporized was determined from the difference between the initial and final weights of the sample. During the vaporization time, temperature fluctuations of about ±10°C were observed. COMPARISON OF EXPERIMENTAL DATA WITH THEORETICAL VALUES The experimental results are given in Table I. As already mentioned, the attainment of the vaporization temperature took about 30 sec from the moment of levitation. Therefore, the times recorded in Table I are 30 sec less than the total time; this is considered to be a reasonable estimate of actual vaporization times.
