THE atmosphere, which plays such an important part in the manufacture of iron and steel, is the most variable element involved in its several processes; and particularly is this true of the blast-furnace process, which consumes air in large quantities. At no time since the blast-furnace became an important and widely used apparatus-even when it was operated in the most crude manner-have the variations in composition of the raw materials used been as frequent and as great as the variations in humility of the atmosphere. Important, improvements have been made in the blast furnace and its accessories, such as the hot-blast stoves, the increase in size and change in the shape of the furnace, more efficient blowing engines, the increased protection given to the bosh walls, and the careful preparation of' the raw material, all of which have exerted a pronounced influence on the furnace-operations from a metallurgical standpoint. But during the past eight years little advance has been made in this direction; the fuel-consumption has not diminished, nor has there been any material increase in production. Within that period, however, there has been witnessed the greatest development in appliances for the economical handling of material. So complete has been the work in this direction, that, except in isolated cases, in this country at least., a further extension does not hold out much promise of a satisfactory return on the investment required. It seemed that, with the exception of the gas-engine, we had about reached the limit, for like a strong wall, the atmosphere, with its humility as variable to-clay as when first blown into a primitive blast-furnace, appeared to stand as a Barrier to

For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. IN this survey of the progressive development (of education for the mineral industries throughout the United States, the review of .the history of each school has usually been completed wherever it is first mentioned, but the history of the schools in the cities of the eastern seaboard was not carried beyond 1870. It is necessary now to cover what happened during the period of approximately the last quarter of the nineteenth century in several of the schools in the east. Philadelphia Of Philadelphia, it has been related in chapter 4 that the Polytechnic College of Pennsylvania began offering a curriculum leading to the B.S. in mining in 1853; that the school did not prosper, and finally closed about 1890. The establishment of a Department of Mining, Arts, and Manufactures at the University of Pennsylvania in 1855-56 was also mentioned, but its history was not carried beyond 1860. In 1859 J. Peter Lesley was appointed professor of mining in the University of Pennsylvania. The son of a cabinetmaker, born in Philadelphia Sept. 17, 1819, he had taken his A.B. degree at the University of Pennsylvania in 1838 and then secured a position on the Geological Survey of Pennsylvania under H. D. Rogers. When the Survey was discontinued, in 1841, he went to Princeton to study theology, was ordained a Presbyterian minister and followed that career until 1852, when the Pennsylvania, Geological Survey was again started and he rejoined its staff. He published "A Manual of Coal and its Topography" in 1856, and studied at the École des Mines, Paris, in 1856-57. He published an 800-page "Iron Manufactures Guide" the year that he was appointed to the staff at the University of Pennsylvania. In 1863-64 a College of Agriculture, Mines, Arts and the Mechanic Arts was established, but it was not a separate school

T HE ore-dressing problem at Tul Mi Chung is complicated by the unusually complex nature of the ores. These come from replacement ore- bodies in limestone at the contact with a granite batholith, and contain copper, gold, silver, bismuth, molybdenum, iron, arsenic, zinc, and lead, the first two metals constituting the principal sources of profit. Iron is present as pyrite, magnetite, and hematite. Arsenic occurs both as mispickel and lollingite (FelAsa), the latter carrying a certain amount of finely divided gold. The gangue minerals are those typical of limestone con- tact-metamorphism and include a large percentage of garnet, together with diopside, serpentine, calcite, epidote, zoisite, actinolite, 'mica and other minerals. A part of the gold occurs in a free state; some is combined with chalcopyrite and lollingite, and a consider- able proportion is contained in the pyrite. Researches towards the improvement of recovery have been energetically conducted since 1915. Amalgamation, gravity concentrating tables, vanners, can- vas plants, etc., have all been tried and discarded in favor of flotation. It was very quickly established that fine grinding was essential for satisfactory recovery. This was and is still accomplished in Hardinge ball and pebble mills. A comparative test showed that when the ore was crushed to the point at which it contained 20 to 26 per cent. coarser than 100 mesh, the gold recovery was only 55.9 per cent., whereas when crushed so that only 11 to 15 per cent. was coarser than 100 mesh, the gold recovery was increased to 82.5 per cent. No particular difficulty was ever experienced in making a satisfactory recovery of copper but the losses in gold were considered serious and led to the investigation described in this paper.

WHEN we consider the efforts made in Europe to promote the physical and moral well-being of the working classes, the question is suggested whether in this country, where, theoretically, every man is peculiarly the arbiter of his own destiny, we may not be too prone to expect every man to take care of himself, and neglect to make those provisions for the welfare of the employed, demanded alike by enlightened economy and humanity. In the older countries, where the disproportion between capital and labor is greater, and the working classes are more dependent, their welfare largely occupies the attention of employers. The subject is involved in the problem of the just relations of capital and labor, and we are rapidly approaching the time, if we have not already reached it, when a generous paternal interest in the welfare of the employed should be more generally manifested. It is a subject which is of special importance to mine-owners and engineers in this country, especially to those located in the coal regions. My own attention has been particularly directed to it by a visit made to the Hassard collieries, a few miles from Liege, Belgium, under the direction of M. Andrimont. This celebrated engineer has established a comfortable home for the miners near the mouth of the shaft of the mine. It has been highly successful and beneficent in its results, and may to a great degree be regarded as a, model for such undertakings. It is known as "Hotel Louise," this being the name of Madame d'Andrimont, who laid the corner-stone of the building April 4th, 1871. The structure is of brick, upon three sides of a square, and

THE percentage of manganese used in commercial aluminum alloys is small, and yet this element is an important addition to some very valuable alloys. When used alone with commercial aluminum containing iron and silicon as impurities, the usual percentage in wrought materials is from 1 to 1.5 per cent., whereas castings may contain as much as 2 per cent. An aluminum-manganese alloy containing nominally 1.25 per cent. manganese is much used in sheet form for the manufacture of cooking utensils and other articles requiring a little greater strength and hardness than could be obtained with commercially pure aluminum. It is also used for various purposes in the form of rods, tubes and pipes. The aluminum-manganese alloys, both wrought 'and cast, offer excellent resistance to many kinds of corrosion attack. The U. S. Naval Gun Factory uses an aluminum alloy containing from 1 to 2 per cent. each of copper and manganese, for both castings and forgings. Manganese is also used, up to about 1 per cent., as a minor alloying .element in several of the strong aluminum alloys of the duralumin type. It is felt that the role of this element when thus used has not been fully understood, but it is believed that the results obtained in this investigation will throw additional light on the subject. The earlier work on the system aluminum-manganese was general in nature, and no detailed investigations of the relations existent in the useful aluminum-rich alloys have been reported. Guilletl1in 1902 surveyed the system, and Hendrichs2 in 1908 published an equilibrium diagram which, although based on .few data, is often used in the literature. Fragmentary work has also been done by other investigators."

THE paper by C. H., Lieb on the "Economics of Oil-Producing Practice" (June issue, M. & M.) contains much food for thought. The engineers should be gratified that an executive with Mr. Lieb's. responsibility should recognize their standing in the industry. Yet after giving them that recognition, he proceeds to spur them on to greater accomplishments by pointing out that their job is only partly done and in some instances poorly done. The operating policies in this paper when applied to new pools with flowing wells are sound. Neither do I take exception to their application to pumping wells. But I do wish to comment on what lie says about price when applied to the many more wells that are approaching abandonment that is, the small producing wells. Mr. Lieb states in effect that higher prices would be detrimental from the long range viewpoint. I doubt that the present prices of crude will provide an ample return from the hundreds of thousands of small wells that have possibilities of substantial recovery by means of water-flooding, repressuring with gas, and air drive. Probably expenditure for experimental work can he justified, but at this time it must usually be considered as experimental. Recently I visited a property where it was estimated that $250,000 would be spent on a 160-acre tract for flooding purposes. The rate of r e t n r n and amount of profit at today's prices are uncertain. It can be argued that if this type of recovery is not economic with crude at $1 then it can he delayed as it is now possible to secure economically an ample supply of crude from our flush fields. But these old fields still retain large quantities of crude in a dormant state, and should not he abandoned per-

IN other countries, research involving testing in various phases of ground movement and lessening its damaging effects, as by roof control, is going on more intensively than in this country, as evidenced by official mining papers and general articles appearing- in .Great Britain, Germany, France, and South Africa. One most important bulletin, "Some Aspects of Deep Level Mining on the Witwatersrand Gold Mines with Special Reference to Rock Bursts,"' was published by the Association of Mine Managers of the Transvaal, Johannesburg, under date of June, 1933, though not received in this country until 1.934. Since the deepest mining in the world is being done on the Rand-several mines over 7000 ft. deep and the Robinson mine 8000 ft.-the studies made are of intense interest to all mining men who have to deal with heavy ground pressure. In the discussion following the papers differences of opinions are shown on a number of problems; for example, on the ade¬quacy of sand-filling to prevent rock bursts and whether compressible or rigid artificial supports are best; also whether pressure bursts are due to the doming of strata and collapse of a lag of the dome or to induced shear cracks in the hanging wall. The problem of obtaining some means of warning of an impending rock burst led to testing with height indicators to find whether warning might be obtained by the lessening of distance between hanging wall and footwall. The indicators used are similar in idea but not in detail to the "convergence recorders" developed by the Safety in Mines Research Board of Great Britain for their roof-control studies in coal mines. Success at several Rand mines is claimed in that indicator records give some degree of warning when the lessening of height is rapid, although, on the other hand, when this happens bursts do not always occur.

ARGUMENTS and discussions were not lacking either Wednesday or Thursday mornings, when the geophysicists got together. The first session, under the chairmanship of Paul Weaver, was devoted largely to theoretical papers, except for the first one by F. W. Lee, which was a progress report. This speaker mentioned some of the high lights of geophysical exploration during the last year, such as the recently announced extension of the Rand gold fields through magnetic exploration, and the continued activity in the oil fields of this country. Even this brought forth some disagreements, Paul Weaver feeling that credit was being given geophysics where it was not due for the discovery of certain oil fields. In this criticism Everette DeGolyer concurred, and both agreed that geophysicists must lean over backward when it comes to taking credit for discoveries. The troublesome question of interpreting resistivity curves is always being aired, and Lynn G. Howell's paper, presented briefly by the chairman, served to clear up a moot point raised last year by M. King Hubbert's work. By use of Maxwell's theory of images the author calculated that the effect of a thin, conductive sheet placed perpendicularly across the middle of a four electrode system should bring the resistivity curve up to a figure equivalent to the resistivity of the surrounding medium, but no higher. Variations from this he explained as being due to dirt on the surface of the sheet. The difficult question of interpreting three-layer curves was tackled bravely in Thomas Manhart's paper, presented in abstract by S. F. Kelly. The author seems to be attaining some success through dividing three-layer curves into two approximation curves of the two-layer type.

THE genial assistant to the president of the New York Trust Co. is the latest addition to the Institute's board of directors, having been elected at the March meeting of the hoard to fill the unexpired term of the late E. E. Ellis. Usually when a banker is appointed to the board of a company the reason is obvious; the difference in this case is that the New York Trust Co. has some of the Institute's money, instead of vice versa. But Harry Hamilton is not really a banker-at least not primarily. Frefluently big financial institutions have a good mining engineer on their staffs to keep them from financing too many "cats and dogs." At any rate Mr. Hamilton gave up his consulting practice in San Francisco back in 1927, to accept his present position in New York. Until then, from the time he graduated from Yale in 1904, lie was constantly engaged in mining operations of one kind or another in the West and in Mexico. His first job was at Christmas, Ariz., where lie did "sampling and miscellaneous work" for the Saddle Mountain Mining Co. The writer tramped up to, all over, and through that property one hog day many years later, when it was run by the Christmas Mining Co., and carp assure the reader that without doubt the young Yale graduate got some good experience and was well broken in. From there Mr. Hamilton went to Cananea for a time, and then to the Copper Queen, at Bisbee, where he was a valued member of the rigging gang. An assignment of assaying and sampling for the Shan¬non Copper Co. at Metcalf lasted for a few months and then he accepted a job for a year with the geological department

CAREFUL- sampling and good judgment as to probable recoveries are important factors in estimates of ore reserves, based on prospecting drilling results, but other factors are equally as important and may be more misleading and perhaps disastrous if not properly interpreted. Some of these are: 1. The case where no, ore is shown in the "sludgings," when, as a matter of fact, the drill has passed through a thick sheet of ore which has been broken up and washed away into open crevices. In numerous cases, later mining operations have shown that this has happened. This condition may be discovered by shooting the drill .hole at the point where the open crevices occur, but shooting should not be done until after the drill hole is completed, because the resulting shattered formation may salt the drill hole at lower levels. 2. The case where rich cuttings are shown for a thickness of 20 or 30 ft., when ore was encountered in only the first sludging. Owing to soft or loose formation, the ore from the first sludging has salted the lower sludgings. The presence of large pieces of ore and a similar ratio between zinc and iron assays in the lower sludgings frequently indicate this condition. In the lower sludgings, the presence of oxidized ore in unaltered limestone sometimes shows this condition. 3. The case where the drill hole shows a considerable thickness of ore; but owing to the presence of a vertical sheet of ore, perhaps not more than 1 in. thick, at the place where the drill hole is located, the good assays resulting might be misleading. If this condition is suspected, the drilling of several more holes within a distance of 10 or 15, ft. will usually show it.

NEW YORKERS look forward to the third week of February as the time of the year when they can count on seeing their friends-from far and near gathered in the city for the four-day annual session of the Institute.., Indeed, the metropolitan district is so large that in engineer who lives in New, Jersey and has his office on the lower end of Manhattan island may easily pass a whole year without seeing an acquaintance who lives in Westchester and has an office near Forty-second Street. If the Institute served no other function than to provide a place where friendship may be renewed, ideas exchanged, and new acquaintances made it would still be worth while. But when about 30 technical sessions at which about 160 papers are read and discussed are compressed into four days the annual meeting is also entitled to high rank as an intensive course of post-graduate instruction in the newest development in mining and metallurgical technology. Last, but not least, it is the occasion of a good time for one and all, even if they do get more than a little behind on sleep before the end of the fourth day. Nine o'clock is the time set on Monday morning for the beginning of registration, but a half-hour before that a number have always 'put in an appearance, and this is fortunate, because by 10 o'clock four sessions had begun, those on mining methods, geophysics, a round table on the valuation of coal, and the session of the Local Section delegates. Three committees of the A. S. T. M. were also in simultaneous session, so the meeting may be fairly said to have started "in high."

(Canal Zone Meeting, November, 1910.) THE recent growth of a sentiment among cyanide-plant designers against the use of gravity-stamps for the crushing preliminary to cyanidation may be said to date from the almost simultaneous perfection of the ribbed tube-mill liner and of the tall, air-agitation tank. The first step in the resulting change of practice was the universal adoption of the tube-mill for fine-grinding and the use of coarse screening oil the battery. This was the beginning of the surrender of supremacy by the gravity-stamp ; since merely the single fact that it was a more economical machine for crushing fine had retained it in favor as compared with ball-mills, rolls, or steam-stamps. The surrender, however, is not yet complete. It is the universal practice to use rolls where a relatively small tonnage is to be crushed coarse, as, for example, when coarse concentration is included in the plan of treatment. Power, attendance, repairs, and first-cost are smaller for the rolls, under such circumstances, than for stamps; and it is becoming daily more apparent that, with no concentration to provide for, the use of rolls and tube-mills, without the complication of trommels and elevators required by concentration, is rapidly gaining favor in the eyes of the leading designers. The next step was the use of the rapid-running Chilean mill between the gravity-stamps and the tube-mill, which again narrowed the field of operation of the gravity-stamp while radically widening its screen-aperture. Such a combination of stamps and Chilean mill offers advantages when fine concentration is necessary, since the reduction in the Chilean mill call be adjusted easily and governed by varying the screen-mesh. THERE was a time when the selection of fire brick was .left to the judgment of the head bricklayer of the plant, whose choice was not unaffected by a box of Christmas cigars from a friendly salesman. But the days are past when it was generally believed, with complacent philosophy, that bricks were bricks without much distinction, and should be bought on a price basis alone. Gone, too, is the belief that in certain types of industrial work the eventual failure of refractories was assured. Modern metallurgical practice, with its trend toward handling larger tonnages at higher temperatures, demands the use of refractories that cannot be supplied by random guess. The logical development is to inquire into the properties of the brick to be purchased, and this resolves itself into the use of specifications. In 1925, the General Refractories Co., with the active support and hearty cooperation of some of its larger customers, established a laboratory, at its Baltimore plant, for testing and research in refractories. This was the outgrowth of a growing appreciation of the value of research in the refractory field. Since then the work has become more involved' and the aims more ambitious, so that the present laboratory now employs a staff of 11 men working, under the direction of trained refractory technologists, on problems of research as well as the routine control of manufacture. It is believed s that `this type of laboratory is a comparative novelty among refractory manufacturing plants. It handles the testing and research work for all the 15 plants of the organization. Being at one of the works has the advantage of making it possible to carry on large scale plant tests on new products after the preliminary laboratory tests have been successfully completed.

(New York Meeting, February, 1912.) THE little town of San Nicolás, Tamaulipas, Mexico, lies approximately 60 miles east of Linares, situated in the State of Nuevo Leon, and 150 miles SE. of Monterey, as shown in the sketch-map. Fig. 1. The place is reached from Monterey by the Tampico train as far as Linares, a distance of 92 miles, and then by coach the rest of the way. It is situated in a narrow valley between low hills, the houses forming one main street and a plaza. It is peopled by about 500 inhabitants. The climate is temperate, the thermometer ranging from 90° in summer to a few degrees below freezing-point in winter; but this severe weather only lasts a day or two at a time, when the " northers " blow. There are no streams in the vicinity, but water sufficient for the use of the people is obtained from wells. The rainfall is about the same as that in the rest of NE. Mexico. The rainy months are July, August, and September. The rest of the year is practically dry, with an occasional showery day or two during the winter, when a " norther " is blowing. Timber is abundant in many localities. There are two varieties of oak, besides mesquite, ebony, "maguira," "patol," and a number of other kinds of trees indigenous to this region. I. HISTORY. On the discovery of the silver-lead hearing veins occurring in this district, the mining-camp of San Nicolás was founded in 1767 by the Spaniards, and numerous mines were opened and worked for a distance of abort 3 miles east and 5 miles west of the town. PACKARD, Butte, Mont.:-I would like to ask Mr. Braly if he has any information as to the relative efficiency of the sinking pump, using it as he refers to it, discharging the exhaust into the water column or otherwise. MR. BRALY :-I have never gathered any information on that point. It is a question of getting the work done. In driving the shaft, using that method, we find it easier on the men and everything else. In the bottom of the shaft, if you exhaust back into your column, it is a quiet. shaft. Another thing is the freezing: if you are sinking with air in your pump, you will find it is liable to freeze, and in that case as the air is still under compression it will not freeze the pump. The difference is very small if there is any. But, as might be expected, the pump is a little less efficient when exhausting the air into the column. MR. PACKARD :-I suppose all of us know what a pump in the bottom of the shaft is. My experience has been, although I have no figures, that the capacity of a pump is quite considerably decreased if you are pumping, say, from a depth of 200 ft. through a No. 7 Knowles pump, when you exhaust the air into a column, but, on the other hand, it is also my impression that we can raise the water to a little greater distance. I would like to get some figures from somebody who has made actual tests.

C. B. POST*—Just what are you showing that has not been shown by fixing the attention on molecular species and choosing the molecular species to give you a perfect solution? J. CHIPMAN (authors' reply)—In general a fairly satisfactory thermody-uamic treatment of slag-metal equilibria can be worked out on the basis of assumed molecular species in the slag. This has been the method used by Shenck and more recently by White. Winkler and I also used it in studying dephosphoriza-tion. Darken and Gurry found that it did not fit satisfactorily in the case of their data on iron oxides. The ionic formulas used here conform to the data much better and probably correspond somewhat more closely with the actual structure of the slags. C. B. POST—It does seem to be similar to you? J. CHIPMAN—It is alternative, and may lead to a more complete understanding. C. B. POST—Have you had a chance to talk to glass technologists on this? Have they been using this type of set-up for glass solutions? J. CHIPMAN—Yes, and the ionic formulas have given them a little better understanding of what liquid glass is like. C. B. POST—Nelson Taylor always said we were going- about slag reactions from the wrong viewpoint when using molecular species. Evidently the glass technologists use ionic species exclusively when dealing with liquid glass reactions. J. CHIPMAN—I agree that it seems more rational and more accurate to use ionic rather than molecular formulas. We should be cautious, however, and not suppose that we really understand the structure of a slag just because we are able to fit its reactions by ionic equations.

BACKOFEN' reported recently that "the deformation texture of cold-drawn OFHC copper wire, after a reduction in area of 97.3 pct, may still be described as a composite of [lll.] and [loo] directions aligned parallel to the wire axis." In the introduction, he indicated that this was in contrast to the work of Hibbard,' who reported a single [111] texture after a reduction of 96.4 pct. Unfortunately Backofen stated that this was a reduction in area when actually it was a reduction in diameter, as is clearly stated in the reference. Moreover, the results of Backofen are in complete agreement with the results of Hibbard. Backofen's 97.3 pct reduction in area is an 83.3 pct reduction in diameter, after which he foundadouble [ll11 and[l001texture with the former predominating. Similarly, Hibbard; after an 86 pct reduction in diameter found a double [Ill] and [I001 texture with the former predom- inating. Hibbard, however, when he drew the wire further to 96.4 pct reduction in diameter, found primarily a single [Ill1 texture as illustrated by Fig. 2 of ref. 3. Here also, Hibbard- reported evidences of the [loo] recrystallization texture found by Backofen. It might also be pointed out that Backofen not only drew his wire 97.3 pct reduction in area but also etched them over 99 pct reduction in area from 0.125 to 0.01 in. diam. Hibbard's wires were drawn directly to size. In summary, the deformation texture of cold-drawn copper wire still may be described as primarily a single Clll] texture after a sufficient amount of drawing, such as 96.4 pct reduction in diameter." a

The following procedure in estimating mineral oil when mixed with vegetable or animal oils, is the result of a long series of cxperiments based on the method suggested by Sir William Thompson and Mr. A. H. Allen, in a paper read before the Royal Society.* Four to five grams of the oil under examination are weighed out into a porcelain capsule of 75 C.C. capacity. Thirty C.C. of a 10 per cent. solution of potassium-hydrate in alcohol are added, and the capsule covered with a watch-glass is placed in a water-bath heated to about 93' C. The mixture of oil and alkali should be stirred frequently, and after three-quarters of an hour it is boiled with stirring. This will secure the complete saponification of all the vegetable or animal oil. After the boiling has been continued some time, and most of the alcohol is expelled and a thick scum of soap forms on the surface, a little bicarbonate of soda is added to convert the excess of caustic alkali into carbonate. When the contents of the capsule have become pasty an equal bulk of fine, clean sand is stirred in. This makes the soap granular, and facilitates the removal of the last traces of alcohol. The capsule is now heated for two hours more on the water-bath. After cooling, the contents of the capsule are transferred to a short-necked funnel, having a thin plug of asbestos, and washed with petroleum-ether, or some other light petroleum spirit. The ether dissolves out the mineral oil from the soap, and is best collected in a quarter-liter flask having a short neck. The ether can be applied conveniently and effectively by a small washbottle. Care must be taken to effect a complete removal of the oil
