HOW the Engineers' Memorial clock and carillon at Louvain has impressed the people of that city is indicated by the following letter sent by the Secretary of the University of Louvain to the Secretary of the United Engineering Society. We are still full of the memories of that splendid July 4, when we came into such .delightful contact with our American friends and more specially with the representation of the engineering societies of the United States. It was a great joy for all the members of the University to see those, American friends who have given to us such a splendid memorial in honor of- the brave men who fell in the Great War.

WHEN the drilling of an oil well is completed a permanent opening from the reservoir to the surface must be provided. This is done by lining the hole with pipe, commonly known as casing. In the past, all but a small amount of casing has been run in the hole and joined by threads and couplings. Recently, however, in California, Texas, and Oklahoma, there has been a definite tendency 'to adopt -the welded joint for the following reasons: (1) Plain end casing for welding may be bought for 15 per cent less than thread-and-coupled casing; some of this is offset by the cost of welding the pipe in the hole but a respectable net profit remains.

CUBA differs considerably from the other Greater Antilles in many geologic fundamentals. Cuba is geosynclinals; whereas Jamaica, Hispaniola. (Haiti), and Puerto Rico are geoanticlinal. (Scliuchert, Chas., Historical Geology of the Antillian. Caribbean Region, p. 13, 1935.) Rocks of lowermost Cretaceous age exist in large volume in Cuba, where- as they are generally absent in the other islands. Since many of the surface indications of petroleum are intimately associated with lowermost Cretaceous rocks, the Vinales limestone,, this difference is most important. CHAIRMAN DOUGHTON of the House Ways and Means Committee announced on September 23 that the committee has scheduled public hearings on an excess-profits tax, beginning on November 15, 1950. In the meantime, the staff of the Joint Committee on Internal Revenue Taxation and the staff of the Treasury Department are to confer jointly on this question in the hope that such conferences may result in the preparation of a report on excess-profits tax proposals which could be used as a basis for testimony before the committee. It is thought that this procedure may aid in the draft of an excess-profits tax bill for introduction in the House when Congress reconvenes on November 27.

AFTER the war years, great activity has been shown in geophysical exploration for ore. The appreciation by mining and government geologists of geophysical techniques and results is largely responsible for the popularity of these methods. In Canada, plans are being made to study, by geophysical methods, the structure of a portion of the Pre-Cambrian shield in the hope that such studies will not only give a clearer picture of the geology, but will be of direct aid to the mining companies when selecting areas for detailed prospecting. Mining in the Pacific Coastal Region has passed through three stages of development. First came the gold rush days, a period when gold and silver were the objects of intensive search. Second was the development of the high-grade base-metal deposits and of the smaller and more refractory precious metal deposits. And third was the modern period that covers the discovery and development of the rarer metals, of large low-grade deposits, and of the industrial and nonmetallic minerals. Brief discussions of the salient geologic features of the region and of a few of the better known mineral deposits are given. The regional geology is favorable for continued exploration and discovery of new deposits and districts.

IT, HAS been my privilege to be Chairman of Engineering Council for very nearly three years, during which time Mr. A. D. Flinn, the. Secretary, and myself, have seen the organization develop until it is functioning smoothly and accomplishing what it can with the money at its disposal. The earliest attempt at what may be called an Engi¬neering Council, of which. I have any knowledge, was made six or seven years ago when the four Founder Societies each appointed two men, who occasionally met to discuss matters submitted to them which were of importance to, the, profession as a whole. SOME idea may be gained of the tremendous consumption of refractories by the open-hearth steel manufacturers from a statement made by A. T. Green at a meeting reported by T11.e Industrial Chemist of London, as follows: "At a very progressive steel plant in the Midlands, with a battery of five open-hearth furnaces working. twelve months and making 3000 tons of steel per week, the cost of refractories per ton of steel produced averages about $0.50 for the actual open- hearth casting and $0.12 for those operations incidental to the rolling of the metal." .These figures, when translated into the annual tonnage of steel, represent a very considerable expenditure.

ALFRED WILLIAM GAUGER ??Al" or '?Doc" to his many friends in the coal and chemical industries- is known for his research talents and organizing ability. Appropriately the first public recognition of his technical ability was by the A.I.M.E. in the publishing of a paper by George A. Burrell and Alfred W. Gauger in the "Transactions" for the year 1916. "Al" Gauger was born at St. Paul, July 31, 1892. He graduated in chemistry at the University of Minnesota in 1914. A year later he began his initiation into the mysteries of coal mining when he joined the safety division of the U. S. Bureau of Mines at Pitts- burgh, serving from 1915 to 1917.

SPEED is essentiaI in this war program and it is hard to keep up with developments. When the title of this paper was chosen, the contemplated magnesium production for which plants were then under construction was some 200,000 tons of metal per year or sixty times the 3350-ton production in prewar 1939. A few- days later an analysis of the President's 185,000-plane pro-gram, incendiary bomb schedules, and the additional requirements of the Army. Navy and Maritime Commission made it apparent that a much greater amount of magnesium must be provided in 1943. The new figures are huge but the censor will not per-mit their disclosure.

BAUXITE is produced in Arkansas from two mining districts in the central portion of the State. These are (1) the Fourche Mountain district, immediately south and southeast of Little Rock in Pulaski County, and (2) the Bauxite (town) district, about five miles east of Becton in the eastern part of Saline County. These two mining districts are about twelve miles apart, separated by territory which, so far, has produced a negligible amount of commercial ore. Mining was by open-pit methods exclusively until 1924, when underground methods came into use. From 1924 to 1930 about 40 per cent of all of the ore produced in Arkansas was mined by underground methods, mainly by retreating caving.

THAT a distressing explosion of some magnitude did not take place in the Berry No. 3 mine of the Ford Collieries Co. recently was solely because no source of ignition was present when the stage was set for such an occurrence. The mines of this company, which are in West Deer Township, Allegheny' County, Pa., have been operating in the double or thick Freeport seam since 1.909. During this entire period they have been classed as gaseous by the Pennsylvania Department of Mines, and some gas has been encountered from time to time almost entirely however in development work in the vicinity of clay veins or wants-and never to my knowledge on gobs or in rib work.

WE produce Charles Van Ormer "Charlie" Millikan as living proof that man need not make a loud noise to be heard. His quietly affable, analytical, and soft-spoken manner in the face of all problems belies his ability to "get tough" when the situation demands it. As a chief engineer with many responsibilities for the success of a large producing company there must have been many occasions to tempt Charlie to excitement, but there are few, if any, who can say they saw him yield. He has an abiding faith in the benefits of hard and persistent work and will not admit the existence of a problem that cannot be reduced by it.

IN 1943 the petroleum industry completed a series of practical adjustments to the acute problems which dominated the scene a year earlier. The crisis in petroleum transportation from the Gulf Coast to the East Coast was met by the completion of overland pipe lines supplementing emergency haulage by tank car so pressure on consumers along the Atlantic Seaboard was appreciably relieved. Later in the year when the western Atlantic was largely cleared of submarines, the sharp reduction in the hazards of marine transportation permitted the resumption of coastwise traffic and imports from South America. Nationwide restrictions in the use of gasoline and fuel oils became necessary as military demands for all petroleum products mounted to high levels.

Nippissing Mines Co., Ltd., a Ventures subsidiary, has bought into the, Vermont Copper Co. Inc. which operates a copper mine in Vermont producing 700 tons daily. The Vermont Mining Co. has been in operation since 1943 under the present management. When present owners wanted to convert their holdings to cash, the Ventures people saw possibilities in the area which, has been little explored but has a sizable production record. Final approval of the Anaconda-Harvey project for a 72,000 ton aluminum reduction plant at Kalispell, Mont., has been announced by Defense Production Administration. After considerable discussion in the past few weeks regarding Anaconda's entrance into the aluminum field, the approval stated "clearly the best arrangement."

Very few data are available about production in this county. The amount mined was used locally, or shipped by river, until 1839 when the canal was completed to Dunnsburg. Only partial records for four years remain of canal shipments. Considerable coal was used locally by the iron works at Farrandsville for some years. Rail shipments started in 1861 and those shown are the estimated shipments of these mines as compared with the mines in other counties served by the Philadelphia and Erie Railroad, the total tonnages being given in the annual reports to the Auditor General. It is not likely that any coal used by the railroad is included in these figures. (Table 40.)

Senator Smoot recently introduced his bill providing for the leasing of oil and coal lands. This bill provides only for the leasing of these lands from the Government and advocates government ownership of all government coal and oil lands. Under the provision of the bill as now proposed, 50 per cent. of all money received under the measure is to be paid to the state in which the land is located. The money must be used, however, for the construction and maintenance of roads and for schools. The last leasing bill was defeated when it was about to become law largely because of the fact that it allowed the sale of coal lands.
