In certain areas of the New Cornelia pit, considerable secondary blasting is necessary to reduce oversized boulders, formed from primary blasting, to pieces which will pass the 41/2-cu yd dippers on the shovels. Some of the boulders are 'dobied, but when time permits they are blockholed and blasted. In most instances one hole drilled to a depth of 2 to 3 ft and blasted with 1/3 to 1/2 of a stick of powder will break a boulder satisfactorily. Blockholing is normally done by using a jackhammer of the 55-lb class, 1-in. round drill steel, and detachable steel bits, 2-in. gauge when new. A bit change is usually made after the completion of each hole. The use of light drilling equipment in blockholing is desirable, both from the standpoint of safety and ease of doing the work, and when it was seen there was a possibility of using a lighter jackhammer through the use of tungsten-carbide bits and at the same time get at least the same drilling efficiency as with the standard equipment, it was decided to test tungsten-carbide bits. The claims for long life of the bits and footage drilled before resharpening gave hopes of eliminating much of the delay time in changing bits which is unavoidable with the use of steel bits. and thus gain in actual drilling time.

This paper discusses the impact of taxes at the state and federal level on typical on-shore oil and gas exploration economics in the USA. Taxes considered are the windfall profits excise tax, state production (or severance) taxes, state income tax, and federal income tax. Also considered will be market prices for oil and gas in the USA. The effect of government take as a percent of revenue, on rate of return, discounted Payout, and discounted cumulative cash flow is shown on the attached tables. The conclusion drawn is that tax laws, while rarely the most important factor to be considered when drilling a well, can have significant impact on the profitability of oil and gas ventures, and should be considered when determining where to drill. Hypothetical exploration wells were analyzed for the impact of tax laws on project profitability. The results of this study show that when factors other than taxes are postulated to be the same (such as producing rate, capital, operating costs, and prices), cash flow can vary by as much as 68% due to the differences in the tax laws. Other significant findings for the cases studied include: (a) that discounted payout varied by as much as 1.8 years, (b) that rate of return differed by up to 67% and (c) the total tax rate as a percentage of revenue had a maximum variance of 33%.

AMONG the petroleum-producing countries of the world, Roumania occupies the fifth place; in Europe, it occupies second place, coming after Russia. The extraction and the use of petroleum in Roumania, may be trace( as far back as 1856, but the production on an industrial scale started in 1896, when the "Steaua Romana," was formed. From that time until the beginning of the war, the petroleum industry had a rapid growth the number of the producing companies increased to 37, and production FIG. 1.-ROUMANIAN OIL AND GAS FIELDS. increased from 81,571 tons, in 1896, to 1,898,545 tons, in 1912, when the greatest production was reached. In 1916, when the Germans invaded Roumania, the oilfields, at the order of the Allies and under British supervision, were destroyed, to pre vent their exploitation by the Central Powers; the wells were blown in the refineries and the storage tanks burnt, and pipelines put out of order This voluntary destruction, which weakened the resistance of the Central Powers, set back the petroleum industry at least one decade. Reconstruction after the war was slow, because of bad transportation conditions the scarcity of drilling and refining material, the insufficiency of. electric power, and the continuous depreciation of the Roumanian money, which made difficult the buying of the necessary materials for reconstruction.

THE absolute efficiency of crushing and grinding in a ball mill is not known. A number of investigators have made calculations to this end and have presented efficiency figures. Two factors have prompted further investigation of this subject: (1) the unbelievably low magnitude of the values offered, and (2) a desire to obtain, if possible, true relationships between the relative efficiencies of a ball mill operating under varying conditions. A useful forward step in the study of mill efficiency was made when Martin1 and Gross and Zimmerley2 proved the correctness of Rittinger's law, and incidentally the incorrectness of the so-called Kick law, and when Gross and Zimmerley3 determined and gave surface values for Tyler sieve-sized quartz. These data are probably accurate throughout the range of the sieve scale, but on -400 mesh (which is the finest sieve available), the surface data, as obtained by the hydrofluoric acid disso-lution method, are of doubtful reliability. Any inaccuracy existing in surface determinations of -400-mesh material, especially when comparing runs in which varying quantities of this product are formed, will cause the resulting relative mill efficiency values to be distorted. Moreover, knowing surface accurately, the efficiency calculations require a surface energy figure. It may at first appear doubtful that any further ideas can now come from such a well-trodden soil, when we consider that the ground of the subject has been so thoroughly gone over in many of its phases and that observations have been recorded in technical journals, ever since the days when Luckow and his cotemporaries brought the electrolytic deposition of pure copper to the position of an exact scientific method. Certain facts, however, which seem worthy of note, have come under the writer's observation during an extended use of the method in a large refinery, involving frequent tests of refined Lake and electrolytic copper, and thousands of assays of native copper concentrates and tailings. This work has required a careful study of the conditions suited to the assay of refined copper, and of ores and tailings— conditions which must be varied for each particular case to secure the best results. Especially is this true when we come to the exact determination of pure copper in the high-grade refined metal of the present day. Very slight traces of impurities (especially tellurium, selenium, bismuth, tin, arsenic and antimony) seriously injure the properties of copper, notably its electrical conductivity. When Ponce de León landed in Florida in 1573 he was told of an Indian chief that possessed much gold. In 1576 Diego Meruelo obtained some of it from the Indians, and in 1579 Álvarez de Pineda reported that the natives wore ornaments of gold, which they obtained from the rivers. These statements all refer to the southern Appalachian region. The name is recorded in 1527; when Pamphilo Narváez landed at Tampa he heard that there was much gold to be obtained in a region named Apalache. * In 1564 René Laudonnière describes the methods used by the natives to win gold in the Apalatcy mountains.† However, no serious mining operations were undertaken until long afterward; the mining of gold in the Southern States may be said to have had its beginning when a nugget was found at the Reed mine, in North Carolina, in 1799. This nugget, which was of "the size of a small smoothing iron", was kept for several years before the finder learned what it was, but later more lumps, one weighing 28 pounds, were found in the same locality, and eager digging ensued. ‡ Thomas Jefferson, in his `Notes on Virginia', mentions the finding of a quartz specimen, not a nugget as is generally stated, that contained 17 pennyweights of gold; this was found on the Rappahannock river in 1782. §

THE piping and segregation of ingots of steel is a comprehensive subject, and must be studied in reference to the different grades of soft, medium, and hard steel, rather than to discuss it in a general manner, as though applicable to all grades. Rail steel, however, will receive the most consideration in this paper, for the wheel-loads of the motive pourer and rolling stock have doubled from 1890 to 1910. Steel rails and tires which were efficient under the light loads, became less serviceable under the double wheel-loads, quadrupled tonnage, and higher speeds. Bessemer Steel. Bessemer steel of froth 0.10 to 0.15 per cent. of carbon, for splice-bars, spikes, and tie-plates, rises in setting, and is cast in bottle-mouthed molds, which must be capped to prevent an over-flow from the top. This grade of steel rises in the molds and makes a longer ingot than the volume of molten steel when first teemed. The ingots which are allowed to cool and then cut open, show, particularly in the upper part, large occluded blow-holes, and when they are Dot oxidized or do not contain foreign matter, weld more or less completely when the steel is rolled or forged above 1,100° C., and it :is in this way that the blow-holes are closed it the low-carbon steels.

TRADITIONALLY, the Annual New York Meetings of the A.I.M.E. cover four days, but the program is growing on each end as well as in the middle, and this year it lasted from 3 p. m., Sunday, Feb. 16, when the Education Division got under way, to 8:40 p. m., Friday the 21st, when a trainload of electrical inspectors, pro tern, got back fro111 the General Electric plant at Schenectady. The meeting has ceased to be a mere three- ring circus: on Wednesday afternoon eight sessions were being held simultaneously in the Engineering Societies Building, if one includes the Woman's Auxiliary, and according to frequent testimony one should include the W. A. as one of the most important units in Institute affairs.

THE problem of picking the best students for an engineering college can no longer, be considered as simply one of determining the amount of general ability, but rather of finding special aptitudes for scientific work, according to Carl C. Brigham~ a Princeton University professor, who has been conducting researches on methods of selecting engineering undergraduates at Cooper Union, an evening school in New York City. When we first began this investigation seven years ago," says Dr. Brigham, "we thought the whole job would be done a soon as we had found a good method of measuring general intelligence. Today we feel that we are still about five years away from a solution, but on somewhat firmer footing than when we were looking for general ability.

THE term blending as used herein refers to the mixing of ores assaying more than 0.20 pct U3O8 with low grade material assaying less than 0.20 pct U3O8. Such blending when properly understood and controlled will produce more total dollars of profit from many mining ventures. The question whether or not to blend is particularly vexing when an orebody is surrounded by an envelope of low grade material or separate tonnages of low grade exist which could be extracted coincident with the higher grade ores. Should any, all or part of this low grade be mined? If so, in what proportion and what is the limiting assay of the low grade material?

On October 20, 1964, in his Waldorf Towers suite, death came to Herbert Clark Hoover, 31st President of the United States. At his bedside were his two sons, Allan A. and Herbert Hoover, Jr. Many years of humanitarian and public service earned him the gratitude of millions here and abroad. The Nation mourned his death. For the mining fraternity and AIME in particular, the life of Herbert Hoover held particular meaning. During the years from 1895 to 1914 when he was actively engaged in mining, he conducted himself with extraordinary competence, energy and integrity. In the years following, when his qualities of administration and leadership literally forced him into the limelight, he continued his interest and lent his talents for the benefit of the engineering profession.

When a furnace-manager is '(blowing in," he generally has no time to consider the composition of the waste gas, and does not bother with it, except to take care that he does not get " gassed." Moreover, the analysis of the gases while the wood is still burning has not much to do with the economy of the normal working of the furnace; yet, on account of the deadly effects of the " blowing-in " gas when inhaled, and of its high explosive qualities, it is interesting to know its composition. Man has always felt more comfortable breaking his life into categories or classifications. An otherwise bewildering life somehow becomes easier to bear when divided into neat measurable sections, each of which is fitted into its proper niche. It seems likely that the world's first economic geologist, when faced with the world's first two ore bodies, started his career by classifying them. Early on, he divided his ore bodies into those born of water, of fire, and of air. In retrospect this threefold classification was probably about as useful as the more complex ones that followed. This division of ore bodies probably did not help him in his search for new deposits, but it made him feel more secure in dealing with those already known.

The equations of heat conduction are numerically solved for two kinds of artificial freezing- mechanical freezing and liquid nitrogen freezing. A two dimensional finite difference model simulating the freezing field is developed. The procedure introduces a way to simulate the effect of latent heat released when water transforms from liquid to solid. The procedure also produces a way to calculate the harmonic mean of heat conductivity used when dealing with heterogeneous material. The theoretically derived temperature distributions in frozen soil are given and compared with measured data. An analysis made on the thermal design in shaft freezing. The average temperature of frozen soil is calculated by using numerical integration. The regularity of development of frozen soil radius is revealed and given in an appropriate mathematical model.

In spherical agglomeration in water, the pattern of the growth behaviour of agglomerates is essentially determined by the surface chemical properties of the particles and the oil-water interface. When particles are suitably hydrophobic and oil-water interfacial tension is not too low under an adequate condition for agglomeration, large agglomerates are formed in the initial stage and micro- agglomerates do not appear. When particles are poorly wetted by oil and the interfacial tension is low, initially micro-agglomerates are formed and, after certain aging time, they grow to large agglomerates in a relatively short time without formation of intermediate size agglomerates. Under adequate conditions, the amount of oil and power input do not produce any remarkable effect on the pattern of growth.

Magnetic separation occupies an attractive position in the field of ore beneficiation. It is a simple yet effective method, used for some 150 years and steadily growing more important. This type of beneficiation orginated in 1792, when William Fullarton was issued a British patent covering the separation of iron ore by magnetic attraction. What is magnetism, and why are some materials capable of being magnetized and others not? The study involves many unknowns, and even a partial answer to these questions would be a dissertation in solid state physics and perhaps other fields of science. But the last two decades have revealed basic facts as to why certain materials are magnetic and what happens to them when they are magnetized.
