I am deeply sensible of the honor you have conferred on me in electing me your president for this year. It is difficult to understand why I have merited such distinction at your hands, except that I may possibly have helped, in some small way, in the develop ment of metallurgical practice in the West. I fear, however, that I shall fall far shirt of the expectations you may have in regard to my fitness for such a position. The responsibility of preparing an address for this occasion has caused me considerable thought and anxiety. Unlike my predecessors in office, many of whom have dealt in their presidential addresses with subjects covering a wide field, which they could survey with the confidence born of their own extensive knowledge, I have been confined by my experience, during the last twenty-five years, almost wholly to that portion of metallurgical science which bears especially on the treatment of gold and silver. Yet perhaps some sort of general review of the progress of this branch of metallurgy in the West, besides being the contribution I feel myself best qualified to offer, may prove acceptable to many of the members of the Institute. Some few of the gentlemen present will remember the crude condition of metallurgical practice as it was conducted in Colorado only twenty-five years ago. My own personal experience covers a period of eighteen years; and during this comparatively short time I have seen the most astonishing changes in the conduct of metallurgical works. In all probability the marked progress which this country has exhibited could hardly be reached anywhere else, and this result has been achieved mainly by the activity and enterprise so characteristic of the men of the West. The first little successful attempt at smelting made at Black Hawk, in 1867, by Ex-Senator N. P. Hill, representing the Boston and Colorado Smelting Company, proved a great boon to the miners,

Since the end of World War II the Soviet Union has made great strides toward economic development of the country. Today it is firmly established as the world's second largest industrial power after the United States and it has committed itself before the people on both sides of the Iron Curtain to catch up with and to overtake us within a few decades. No nation could achieve such a degree of industrialization or aspire to become the world's industrial leader without a large supply of many basic mineral raw materials or at least easy access to such resources. In addition, it requires technical competence, a large skilled labor force, and a high rate of capital investment. Why should we concern ourselves with these Soviet aspirations? The Free World's yardstick of measuring a nation's well-being is the standard of living of the people in that country. Presumably even Communist governments are committed to some, however gradual, improvement in the standard of living of their people. The population of the USSR is 20 pct greater than that of the United States. Hence, if they ever achieve a standard of living equal to ours, they must by all logic reach a greater overall industrial output. However, in the U.S.S.R. the standard of living of the masses has not kept pace with the expanding industrial production and is still far behind that of the United States. Our concern, therefore, is with what the USSR intends to accomplish with its expanding industrial power: Will they produce large mineral raw-material surpluses and manufacture products to compete with us for world markets and attempt to put us out of business if not use it directly to wage war; or will they use their resources merely to produce more consumer goods for the Soviet people; or will they, along with other Communist nations in the not-too-distant future, compete with us for the world's sources of mineral raw-materials to maintain a high level of mass consumption?

George IV. Goetz, Milwaukee, Wis.: Mr. Campbell deserves much credit for his interesting paper. The literature of the development of the open-hearth process is distributed in many technical journals, and is difficult of access to many engineers. Since the development of the basic process, the open-hearth furnace has been raised from a subsidiary to an independent position. Certain high grades of soft steel can be produced in the basic open-hearth furnace, which cannot be produced by any other known process. In the United States the charges for the acid process generally consist of either scrap and pig-iron or so-called wash-metal and scrap : the pig-and-ore process, as carried out in England, is practiced but very little. The introduction of the basic process has made it possible to use about four times as much pig-iron with scrap as can be used in the acid mixtures. The availability of a cheap pig-iron, very low in silicon and sulphur, and carrying several per cent. of manganese, is one of the reasons why the basic open-hearth process has developed so rapidly in Germany, as regards the output per furnace and the excellent quality of the material produced. The acid Bessemer steel has an inherent stiffness, which is plainly shown when spring steel is made by the Bessemer and by the openhearth processes. In order to get them of about equal stiffness, the open-hearth steel must have about 0.60 per cent. carbon ; whereas, the Bessemer steel must then have ahout 0.45 carbon, the remaining constituents being apparently about the same in each product. It has proved impracticable, with American coke-pig-iron, to interrupt blowing at a certain point in order to make hard steel; and experience has therefore shown that it is best to eliminate nearly all the carbon, and then to recarburize to the desired point. C. H. MATHEWSON, New Haven, Conn. (written discussion *).-In a recent discussion of Dr. Jeffries' paper on tungsten,1 J. C. W. Humfrey,2 after taking exception to certain of the author's ideas relative to the cohesion of A and C metal, expresses the opinion that future research is likely to develop a method of preparing tungsten possessing "mechanical properties in line with those of other metals." The present paper by Dr. Jeffries begins with a determination of comparative properties of tungsten, copper, and iron, in which much dissimilarity is apparent, and ends with a coherent explanation as to why much of this dissimilarity is natural and inevitable, thereby supplying theoretical means for visualizing the changing properties of metals in general, once certain fundamental facts are known. The author's reasoning is primarily from the standpoint of the amorphous theory and his principal achievement is the development of an idea f differential cohesion according to conditions of temperature, etc., between A and C metal (which was first plainly suggested by Rosehain and Ewen, in their papers on Intercrystalline Cohesion of Metals) along with associated ideas, so as to give us a really useful working theory. I have come rather reluctantly to believe in the amorphous theory, or some theory admitting a modification of the ordinary crystalline phase so as to permit differential properties within the conglomerate, mainly because in no other way does it seem possible to account for observed changes of properties with temperature, etc. The very best illustration f the competency f the amorphous theory in this respect is seen in this and other recent papers by the author. All fractures through normal or healthy metal that have been preceded by deformation are supposed, by Dr. Jeffries, to take place either through the amorphous phase or at certain boundaries between amorphous and crystalline material; his reference to fractures, both members of which are similar in appearance and do not reveal a preexisting coarse-grained structure because of a coating of amorphous metal, indicates his preference for the former interpretation.

THUM,* Salt Lake City, Utah (written discussion?).-While the present paper is confined exclusively to the microstructure of fusion welds, it may be of interest to draw attention to certain appearances existing in resistance welds such as spot or butt-welded joints produced by the Thomson process. For instance, a butt weld between two pieces of carbon tool steel (carbon about 0.90 per cent.) will show concentric ellipsoids of the various materials from pearlite to martensite. The surfaces of demarcation are quite well defined, the center of the ellipsoid being at the intersection of the axis of the piece and the plane of the weld. Often these unannealed welds show a troostitic center; evidently this core was not quenched as rapidly as the surrounding shell. Such specimens are beautiful samples for instruction purposes. An annealed butt weld of this kind will show a very well defined central ellipsoid of decarburized, materials. It is interesting to consider the reason why this change takes place. It must be understood that the heat is on the metal for a very short time, possibly 30 sec. It is therefore evident that the decarburization, or migration, of the carbon takes place with extreme rapidity. Since no blowholes are evident in a well-made butt weld, the deoxidizing air and the products of combustion must migrate with the highest speed; second, the carbon might migrate back into the stock; or, last, a large proportion of the pearlite may be extruded with the hot metal, which forms a fin at the plane of weld. Examining these possibilities in detail, it is not probable that such deep-seated decarburization, extending with maximum effect to the very center of a 2-in. round bar, is done by reaction with the oxygen of the air. FRom time to time metal-mine engineers have inquired why anthracitc mines and their preparators are rarely operated on the two or three-shift basis. The subject may be approached as affecting: labor, development, the underground workers, the preparator, the outside workers, capital, the supply account, power consumption, the storage of coal over various shifts, railroad car supply, and the market. Labor From the start, the adoption of a plan of three full-shift operations in a day would cause difficulty with the colliery employees, for they have never worked on that plan and would show their resentment by suspending work. Even if they could be induced to work according to this schedule they would not be as efficient, for they would be working more or less unwillingly at hours at which they are accustomed to rest. Operation on a three-shift basis would necessitate triple manning of each working place, and dissensions would arise between the men, for each shift would claim that the preceding shift had taken undue advantage and had not left as favorable conditions as it had found. To obviate these disputes it might be [necessary to let out the work to a contractor, who would hire his helpers to mine out the chamber, or breast. The state mining law requires that a miner be put in charge of each working place. To conform with this provision he would have to hire three helpers and two miners to mine the breast. The labor unions have been trying to abolish the subcontractor in mine work and any method of working that would cause his return, however innocent in purpose, would result in labor disturbances. It might be possible to form partnerships of three miners working a place together, but these men would be quite likely to have frequent dissensions as to the proportion of work performed by each shift. The problem of segregation and cavities in steel ingots is a subject which has given and is still giving metallurgists, engineers, and operators matter for serious consideration. This question has come more into prominence lately in the United States, due largely to the desire of railroad engineers to secure a better rail than they have obtained ill the past, as the service they demand is increasing in severity; and no doubt manufacturers will be able to meet what is required of them. The rails here are as good as those made in other countries, but the conditions of service and the extremes of climate are more Revere and consequently more breakages occur. Various reasons have been advanced to explain why rails may not be as good in quality to-day as in the past. Some engineers consider that modern methods of manufacturing, designed chiefly to obtain large output, tend to reduce the standard of excellence of more deliberate methods. Others think that 4-ton ingots are worse than those of 2 tons. Again, it is stated that the 100-ton heat in one ladle is too large, and is a step in the wrong direction in casting. My experience upon the question of the size of the ingot is that in rolling rails of from 85-to 100-lb. sections, the range of ingot is only practically such that the difference in the size does not help in the question of segregation, cavities, or blow-holes. I call attention to two ingots from work done at Pencoyd, Pa., 16 years ago. These ingots were bottom-poured, cast at the same time from the same center-runner, the one being 20 by 24 in. and the other 13 by 16 in. in size. INTRODUCTION Ideally, this paper should start by citing examples of slope failures in open pit mines during earthquakes. I do not know of any such examples, although - since my search of the literature has not been exhaustive - such examples may well exist. However, there certainly are many examples of devastating earthquake-induced landslides, and there is no reason why such landslides cannot occur at large open pits. Moreover, many of the actual earthquake-induced landslides have seriously affected mining operations in one way or another. Hence, this paper will treat earthquake-induced landslide phenomena in general, in the hope and expectation that the reader can apply this general knowledge to the specific problems associated with open pit mining. Ultimately, of course, the aim is to predict the likelihood of the occurrence of earthquake-induced landslides, and to delineate steps which can be taken to minimize the possibility of their occurrence. These aims can be achieved only imperfectly at the present time, for our knowledge concerning earthquake-induced landslides is still in an embryonic stage. Nonetheless, much useful knowledge does exist. In order to understand and apply this knowledge, it is necessary to: 1. Review the nature and extent of actual earthquake-induced landslides; 2. Have a grasp of the basic terminology and concepts of seismology; 3. Study the fundamentals of probability-based seismic risk analysis; 4. Appreciate the way in which earth materials behave during earthquake loadings; and 5. Have a general knowledge of the methods currently available for analyzing the dynamic response of slopes. Much of this paper is devoted to this necessary background. Information of practical use in connection with various classes of slope stability problems is assembled in the final sections. In the zeal for opening up new ore-bodies, or for extracting the ore from attractive bodies already opened up, we very often lose sight of the fact, that, after all, the operation of a mine is a business proposition, pure and simple, and, for the best working-results, should be treated upon a strict business basis. Of course, in every mine of consequence, a record is kept of expenditures and receipts, and such glittering generalities as " gross receipts," " net receipts," " mining expenses," and a per cent. profit," can be told to the cent; but does this record show economy of management, as compared either with the same record of other months, or with the record of other mines of the same class ? Moreover, if such a record shows that the cost of mining is high, does it in any way enable the manager to put his finger on the leakage ? Does it necessarily follow that a mine which makes a profit of, say, 40 per cent. on 25-dollar ore, is doing less economical mining than one which saves 60 per cent. on 80-dollar ore ? Of course the figures in the latter case look the more attractive; yet when it comes to the point of saving everything which can be saved, and of cutting down expenses to the lowest possible cost of operation, the former mine is doubtless on the firmer and more economical financial basis. But as to the relative merits of the system of mining in the two cases, nothing could be decided without a basis of detailed comparison ; if one system is more economical than the other, why is it so, and wherein does the advantage lie ? This can be shown only by keeping accurately the cost of each mining operation. And no matter how dissimilar two mines may be in character and operation, yet there are a few general heads common to all mining operations. AT A MEETING of the Shareholders of the Russo-Asiatic Cons. Ltd., in London, Oct. 23, 1922, LESLIE URQUHART, chairman of the com- pany made the following statement:* I come now to our recent negotiations with the Soviet Government and to the agreement which has resulted from them. You will remember that the conference at The Hague broke up without having achieved anything very definite. It was not, however, a failure. It elicited from M. Litvinoff an offer which will, I think, come to be regarded as a milestone in the progress of Russia from a ruinous and unpracticable Communism towards a modified form of capitalism. The offer made by M. Litvinoff at The Hague amounted in effect to this: that in return for political recognition on our part the Soviet Government would first acknowl-edge its liability for Russia's national foreign debts, and, secondly, would give the original foreign owners of property in Russia effective compensation. A very great advance that. It showed-and there have been many other signs to confirm it-how real and persistent has been the internal evolution of Russia during the past year from Marxism to the economics of the Western world. I will not now detain you with the reasons why M. Litvinoff's highly promising and significant offer came to nothing. The fact that it had been made and the further fact that The Hague Conference had separated indefinitely were the important things. The first fact seemed to indicate that the Soviet rulers, after all, proved to be people with whom one could do business. The second fact rather emphatically showed that the way to do business with them was not by unwieldy poly-glot conferences of ministers, officials and experts representing a few dozen different governments and a few dozen different sets of national interests. That method had been tried at Genoa. It was tried again at The Hague. Each time it failed, and having failed it left the road clear for a simpler and more direct approach.

Statistical methods are becoming increasingly important for interpreting routine reports, or for analyzing special test data in industrial plants, such as steel plants. They have already become practically a necessity to the plant metallurgist. A paper by Chancellor, 1 written in 1933, gives many examples of the benefits the plant metallurgist can derive from the use of these methods. The present paper discusses applications of importance to many others who must analyze reports in the steel plant, as well as other examples of interest to metallurgists. Statistical Methods Logically Suited to Plant Problems.—Statistical methods are not new as a branch of mathematics. Until comparatively recently, however, practical applications were confined mainly to actuarial science, biology, and economics; fields in which an observed result is obviously influenced (and often determined) by a complicated set of variables more or less constantly tending to affect it. As pointed out by Daeves,2 a decade or more ago, problems in industry are basically similar to those in these other fields in that a given result is at least partly due to that chance combination of causes happening to be present at the time. When trying to do the same thing repeatedly, constant results are never attained; they vary about the desired result with more or less well defined mathematical regularity. Such a condition arises out of the great number of factors tending to affect the final result. If statistical methods are so valuable to the biologist or economist, why then should they not also be of great value to plant managers and engineers, and to all who must interpret reports from various sources in the industrial plant? Within the last few years, industry has become conscious of this situation, and the use of these methods has been rapidly expanding in such p1ants. The occurrence of twins in large ferrite crystals, made by a new process, was reported in a recent note.' This paper describes a typical case of such twinning and suggests, on the basis of the observed facts, why smooth slip-planes are rarely observed in this metal. Method of Preparation The material in which the crystals here dealt with were grown was made from 1/8in. Armco iron welding rod containing C, 0.04; S, 0.037; P, 0.003; Si, 0.008, and Mn, 0.02 per cent. This rod was cold drawn into wire about 1 mm. dia. A piece of this wire was supported vertically and was locally heated in hydrogen at atmospheric pressure to about 1400" C. by an alternating current (60 cycles per sec.) of about 35 amp., passed through it between a pair of traveling contacts about 8 cm. apart. The rate of travel for the case in hand was 12 cm. per hr. After some 30 cm. of the length of the wire had been heated and cooled in this manner the whole wire was immersed for a few seconds in dilute nitric acid, not restrained by alcohol. Etching was continued until, as nearly as could be judged by eye, the original smooth cylindrical surface of the wire was no longer capable of specular reflection. Measurements The wire in the etched state was next mounted in a goniometer of special form which allowed the measurement of the spherical coordinates of the normals to any plane surfaces left by the etching. These coordinates were most conveniently a polar distance, 8, from one direction of the wire axis, and an azimuth or longitude, ?, from an arbitrary prime meridian. The region to be described more particularly is shown at a low magnification in Fig. 1, which gives two different views, differently illuminated to show the spatial relationship of a crystal occupying most of the part shown and of an inclusion, or rather a series of three inclusions suspected of being twins based on the principal crystal.

A. INTRODUCTION (C. A. HEILAND) I. PRINCIPLES OF TEMPERATURE COMPENSATION IN MAGNETIC INSTRUMENTS The principle underlying the majority of magnetic intensity variom-eters is a comparison of the force to be measured with another force of known magnitude. The known force may be (a) of a magnetic nature, such as magnetic fields produced by magnets or coils, or (b) of a mechan-ical nature, such as (1) the elastic forces of wires, or (2) the force of gravity, such as employed in bifilar magnetometers and magnetic balances. In instruments of such type, usually a magnetic system is employed, free to move about either a horizontal or vertical axis, on some sort of a suspension. If the earth's magnetic field alone were present, such a system would adjust itself into the direction of the field or that of its components. Owing to the simultaneous action of the comparison force, however, the magnetic needle assumes a position that differs from the direction of the magnetic force; for all such instruments, the angle of deflection a is given by tan a = F/X, where F is the known and X the unknown earth magnetic force component. In other words, the magnetic system merely serves as an "indicator" for the position of balance of the two forces. Considering the matter from this point of view, it is not immediately obvious why the temperature of such a magnetic system should modify the results. In magnetic instruments, we may distinguish two different effects of temperature: (1) a magnetic effect and (2) a mechanical effect. The first is due to the fact that the magnetic moment of a magnet drops with an increase in temperature. This drop is characterized by the temperature coefficient of the magnetic moment µ (see equation 1). The grades of spelter demanded by the consuming industries were not definitely established until the American Society for Testing Materials undertook to fix specifications, based on the varying percentages of the common impurities (lead, iron, and cadmium) as follows: Total, Not Leap, Iron, Cadmium, Over. Prime western............... 1.50 0.08 The question which grade was the best for certain purposes and why was left unanswered. The conservatism of the zinc-smelting industry and the unwillingness of the spelter-consuming industries to engage in research work prevented the full benefits being obtained that such standardization promised. The custom smelters, producing spelter in pigs or plates, found it impossible to adhere closely to the established limits on account of the variety of ores treated; and the smelters with long-established and known brands, or those manufacturing their metal into marketable products, like sheet zinc, did not have to abide by the newly established grades based on chemical percentages. Smelters engaged in the smelting of custom ores had occasional complaints about the quality of their metal, as some of the consumers, especially brassmakers and some galvanizers, used the rigid standards of the A. S. T. M. as a basis for obtaining redress from zinc smelters whenever some of their work was faulty. Indirectly, much good resulted from such complaints; for while the brassmakers and galvanizers, on the whole, did not know what was wrong, the metallurgists in charge of zinc smelters were induced to abandon their conservatism and study the influence of impurities in spelter from the point of view of the consumer. Petroleum engineers generally are of the opinion that the flow conditions and, therefore, the formulas that apply to the flow of oil and gas in long pipe lines differ in many ways from flow conditions in oil wells. One of the reasons why the formulas in common use for pipe-line flow do not correctly apply to oil wells is that the flow lines are vertical and not horizontal. Another factor to be considered is that the fluid is a mixture of oil and gas and that the physical characteristics of these two components are affected differently by changing conditions of pressure and temperature during upward flour. Realizing the need for accurate data on flow in vertical pipes under conditions caused both by natural flow and the gas-lift, the U. S: Bureau of Mines has installed equipment at the Petroleum Experiment Station, Bartlesville, Okla., for the purpose of studying this problem. In additon a study will be made of the comparative effects of different natural-flow and gas-lift methods of producing oil on ultimate production from reservoir sands. Experimental Equipment The experimental equipment consists of a regular oil-field steel derrick, a large pressure tank installed in a concrete pit beneath the derrick floor, compressors and pumps, gas separators and absorbers, metering and control devices, and the necessary pipe connections. The crown-block level represents the derrick floor at an oil well, and the "producing sand" is the pressure tank below the derrick floor. The difference in elevation between the crown-block level and the tank is 90 ft. Figs. 1, 2 and 3 show the construction and exterior arrangement of the equipment. The success of the experiment will of course depend largely upon the accuracy of the oil and gas measurements and the temperature and pressure determinations. Low-temPeRatUre carbonization needs no introduction to the literature on coal. This paper will attempt no review of that literature; it tells the story of the commercial development of one of the processes for carbonizing coal at so-called low temperatures, dealing with the technology and economics of the process rather than with the design of equipment. The process used is that covered by the patents of C. B. Wisner, with improvements and changes made by the Pittsburgh Coal Carbonization Co. The important and novel feature of the process is the phenomenon of making the product in ball form (Fig. 1). Melting coal dust into smokeless solid fuel in an apparatus as simple as a revolving cylinder of ordinary mild steel has been proved to be practical. Furthermore, it has been found that the process has a wide application, for by applying a knowledge of why and how this balling action is accomplished, the apparatus can be designed and adapted to treat any coal that has a certain minimum agglutinating property. The operating plant is 20 miles west of Pittsburgh, adjacent to the Champion preparation plant of the Pittsburgh Coal Co. The coal used is cleaned minus ?-in. or finer sizes. The products are low-tem-perature coke, tar and tar products. Present capacity is 7000 tons per month of low-temperature coke and 140,000 gal. of tar. There is no surplus gas for sale, and none of the light oils are stripped from the gas. The coke is marketed in two sizes, 1 to 2 in. and 1 to 6 in., through retail coal dealers for domestic consumption in hand-fired furnaces, and for fireplace fuel. The smaller size is bagged by dealers. Crude tar and many distillates and road tars are sold.
