W. L. SaundeRs, New York City (communication to the Secretary*):—Notwithstanding the sweeping statements made by Mr. Clarke in this paper, the friends of compressed air are not dismayed. There is no war between electricity and compressed air. Each one has its field of usefulness, and in that field each is supreme. In spite of commercial interests, in spite of prejudices and the enthusiasm of the inventor, the thing that is best will survive and flourish. At least ten years ago, our engineering papers contained large advertisements and pages of reading-matter about the application of electricity to mines, recording the introduction of numerous rock-drilling plants, and claiming that the problem had been solved, greatly to the advantage of the miner and with promise of large profits to the manufacturers of electrical apparatus. Edison and Thomson labored to apply electricity to mines, and each believed that the probabilities of success were great. This was the period of the solelloid rock-drill, which mas admirably suited, theoretically, to the percussive principle and in the development of which hundreds of thousands of dollars have been spent without satisfactory result. I have searched in vain for a standard mining equipment where electric rock-drills are in constant, commercial operation. During a recent trip made from New York to California, I visited most of the important mines of the West and failed to discover a single electric equipment, so far as this class of mining-work is concerned. If any one will inform me where there exists today an electric-drilling equipment in constant service in mines in the United States, I shall be glad to receive the information. The development of computerised mine planning has been hindered by the cost of processing the large data bases associated with mineral deposits and the inherent inconvenience of performing an interactive process on a time-shared computer. A dedicated computer is ideally suited for the purpose but reasonably priced micro/mini-computers have not had the capacity to store the volume of data or the processing capability required. Hardware development has cleared the way for the development of truly interactive mine planning software, covering the complete range of activities associated with mine planning, from geological assessment to short-term scheduling of operations, incorporating them into a single system using a common database. The integrated system, comprising software and dedicated hardware, adds previously unattainable speed, flexibility and clarity to the planning process because it has been tailored exclusively for that purpose.

A Discussion of the Paper of Prof. Howe. (Bi-Monthly Bulletin, No. 14, March, 1907, pp. 169 to 274.) P. H. DUDLEY, New York, N. Y. (communication to the Secretary*) :-The characteristics of Prof. Howe's metallurgical papers are, that he is able, from the mass of confusing evidence on the subject, to make an analysis and present hypothetical and essential principles in concrete form for consideration and discussion. I can appreciate, from the practical side of the subject, the arduous labor of collecting and investigating the data that is essential to prepare the paper. Much of the data necessarily came from material of preceding years. of manufacture in which there was allowed time for chemical reactions of the recarburizer, and for the elimination of the oxidation-products before teeming the ingots. This condition gave a favorable tinge-element to free the metal from slag- and other impurities, but, in allowing the. ingot to cool before charging in the furnace, the time-element entered as a detrimental factor in the development of the pipe or shrinkage-cavities, which gave an ingot-structure deficient in soundness. The interpretations from such material must be made with due allowances for the methods of manufacture, and must be given proper weight, as general facts, in subsequent arguments. The difficulties under which investigators labor are not easily surmounted in differentiating between reliable and unreliable data incident to variables of methods of manufacture, chemical composition of the alloys of steel, mediocre practice and that of the highest state of the art. Discussion of the paper of F. C. LANGENBERG and R. G. WEBBER, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 291 to 300. HENRY M. HOWE, Bedford Hills, N. Y.-The results here given are of great interest and are welcome as forming another rivet to increase the stability of our present theories of the constitution and properties of steel. The important discovery is that the hysteresis increases with the fineness of the structure, that is to say with the extent of contact between the particles of ferrite and cementite. All of the specimens except No. 4 consist of ferrite and cementite of different degrees of intimacy of admixture. If hysteresis represents something akin to surface friction, which retards the rotation of the ferrite on the application and release of the magnetizing force, then it is only natural that it should increase as it does with the intimacy of admixture, because it is at the surface of contact of a given particle of ferrite with the neighboring particles of cementite that this friction is to be expected, and of course the extent of surface must in¬crease with the intimacy of admixture. The somewhat greater hardness of specimen 4 than of the others may perhaps he referred to the principle discussed in my paper, Why Does Lag Increase with the Temperature from Which Cooling Starts?' The furnace-cooled specimens were cooled so slowly that the influence of the initial temperature of heating is effaced. But in the air-cooled specimens we have the suggestion that the high temperature, 1,000°, from which the cooling of No. 4 started has prevented the completion of the transformation, with the result that the metal is slightly harder than any of the others. The difference is not to be explained by difference in the fineness of structure, because the whole range of fineness from No. 1 to No. 6 is accompanied by no change in hardness, the only change being an appreciable increase of hardness following the air cooling from 1,000°.

MINING taxation is a subject which bears definitely upon-the welfare of the mining indus-try. Every government must have a revenue but that revenue should be raised in such a way as to hamper as little as possible legitimate enterprise or industry. A mining tax should be fair, and one which appeals to the natural sense of justice. Our present system is a tax on net- profits after all expenses are met. On profits in excess of $10,000 the Mining Tax Act takes three per cent., one-half of which goes to the Govern-ment and one-half to the municipality in which the mines are situated, to meet local needs for roads, schools, etc. On profits from one to five million dollars", the tax is five per cent.; over five million, six per cent., and so on. The first $10,000 profit is exempt. The result is that if a mine is worked at a loss, it pays no tax at all; if it makes a small profit, it pays a small tax; if profits are large, the tax increases accordingly. It is difficult to imagine a fairer or less onerous method of taxation, or one better adapted to meet fluctuating conditions from year to year as profits rise or fall. A just and fair tax should be levied on profits, never on capital. There is, one branch of the mining industry upon which is levied a higher tax than upon other branches, namely, the nickel industry. I see no good reason why any branch of the mining industry should be discrim-inated against on a profits tax basis. A mining tax should not discourage development. The present tax meets this requirement. In the early years of a mine, when it is all outgo and no income, the mine pays no tax. Not until it reaches a productive and. profitable stage does the tax take effect, and then the mine can afford to pay it. Further, a tax on profits does not operate against the opening up of low-grade deposits, or those in which the chance of success is to a certain extent speculative.

WILLIS,* Bisbee, Ariz.-(written discussion?).-The consensus of the discussion of the paper of Dr. Lanza indicates that the physical examination, while it is probably a good thing, is fought by the workingman, and that, because of this fact, it has been proved unsuccessful. The physical examination standing alone is worth but little, and could easily be made a subject both of ridicule and dissension unless the company having such examination shows its own good faith in promoting a thoroughly better health program. It is easily seen why a workman would resent his employer expecting him to be physically fit, if at the same time the employer provides un-healthful, unsanitary, working conditions, or if the town in which the employees are expected to live is dirty and unkempt. One mocks the other. The employer cannot say, "You must remain healthy so that I can get by with unhealthy conditions." But if working- conditions are as good as can be obtained to keep men well, the employer can ask his men to be in a healthy condition. A State examination and standard would have many difficulties, owing to the fact that a man would pass or would not pass the standard set, thus eliminating the discretion on the part of the employer in placing men whose physical condition might well permit working in one place and not another. Any physical examination that is run for the purpose of eliminating the physically unfit is unjust, both to the worker and to the nation as a whole; a State examination would make a distinct dividing line, whereas examination by the employer is conducted with a vision of the positions available. The workman's opposition to the physical examination comes from the fact that he has been taught to believe that it is an interference in his personal affairs, that he can be clean or dirty as he chooses, that he can he healthy or unhealthy, and that it is nobody's business but his own. The war has taught us, however, that the individual is no longer the unit and that all such propositions must be based on the greatest good for the greatest number.

The device here described has been found useful in sampling foundry-iron, and there is no reason why it should not be equally useful in sampling other metals, which are not too hard to be drilled with a breast-drill. It consists, as shown in Figs. 1 and 2, of an ordinary plumber's gas T (without bead) of about 1/2-inch in internal diameter, over the leg of which is snugly fitted a small tin cup, about If inches deep, to catch the drillings which are made by use of a breast-drill with a 1/4-inch twist bit, working through the arms of the T. The forward arm of the T is filed down to a blunt edge, over which is stretched a short piece of rubber tubing projecting a little beyond the end. The bottom of the inside of the front arm of the ? is filed down to a slope, to facilitate the passage of drillings into the tin cup. The rear arm of the T is fitted with a tin ring, projecting about 1/4-inch, for the purpose of holding in place a stiff spiral brass spring, which serves to press the sampler firmly against the metal to be drilled. The other end of the spring is supported against a shoulder of the breastdrill. The projecting rubber prevents the loss of any drillings, and also the falling of sand from above into the sampler. With ordinary care there need be no risk of getting particles of rubber into the sample. It is, of course, not possible to get a fair average sample of drillings, representing a pile of foundry-iron, by taking drillings from any one or two pieces, because of the frequently mixed character of the iron. This observation applies more particularly to the sampling of iron as it is broken and piled at the foundry, than to sampling at the works, where, if the furnace is working regularly, a few pigs may fairly represent a whole cast. THE Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: "Congress has always been most generous as to the disposition of the national lands. . . . There was land for all, and it was the government's glad function to distribute it and let those profit who could. . . . And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud. Of the reaction and the evolution of a new policy, the Secretary continues: "A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that `land is land' was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water-water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said `land is land.' Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that. are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

Martensitic transformations were observed by optical metallography and electrical-resistivity measurements during cooling at cryogenic temperatures of the bcc pr-phase Au-Zn alloys. The com-position dependence of the MS, MF, AS , and AF temperatures have been determined. It is concluded that the martensitic platelets which grow mainly in the lengthwise direction and which are associated with a very small temperature hysteresis are "thermoelastic" martensite. In some cases the observed structure seems to have no definite crys-tallographic habit or consists of a mixture of- plates and broad transformed areas. THE majority of the bcc /3-phase alloys in systems of copper, silver, and gold with zinc and cadmium are unstable at low temperatures and undergo a transformation upon further cooling into another structure. A large number of such transformations are martensitic. The composition dependence of the Ms temperatures has been determined and reported for CU-~n,' Ag-Cd,' and AU-C~~ alloys. The 50 at. pct ordered Au-Zn p' alloy has been reported by Jan and pearson4 to transform martensitically at 58°K in connection with their study of the de Haas-van Alphen effect The p' phase in the Au-Zn system has the ordered CsC1-type structure. The phase field is shown in Fig. 1: it has the typical V shape which is characteristic of all copper-, silver-, and gold-based binary /3-phase alloys. There appears to be no a priori reason why the transformation should be limited to the equiatomic composition and the availability of a cryogenic stage for optical metallography5 has permitted studies down to the liquid-helium temperature of a series of alloys in this system. EXPERIMENTAL PROCEDURE Predetermined weights of 99.999 pct pure gold and zinc were melted and cast under a partial atmosphere of helium in sealed quartz capsules. Thorough mixing of the molten metals was achieved by vigorous shaking, followed by a rapid quench into a brine solution. All ingots were homogenized at 640°C for 4 days. The loss in weight was usually less than 0.04 wt pct and was assumed to be due to

AN interesting effect has been observed in the vacuum etching of titanium in the high temperature ß phase. Using a high vacuum annealing furnace, operating at less than 2x10-6 mm with a tubular titanium liner, it has been found possible to etch polished metallographic specimens at different temperatures between room temperature and 1000°C without contamination or increase in hardness.' Heat etching of titanium has been reported by other workers,' but the following example is of interest as an experiment under high vacuum in the absence of any contamination. Two polished specimens of iodide-processed titanium are placed at different positions along the axis of the furnace corresponding to temperatures of 900" and 800°C above and below the a-ß transus. The specimens are then raised to these temperatures and annealed simultaneously for 3 hr under the same high vacuum conditions. After cooling and withdrawing the specimens, their surfaces are photographed without further treatment. Figs. 1 and 2 show the results for the 800" and 900°C specimens, respectively. Fig. 1, corresponding to a vacuum etch in the a region, shows a typical equiaxed structure with what appears to be a slight shift of grain boundaries. Fig. 2, corresponding to a vacuum etch in the ß region, shows an equiaxed type of structure with the growth of striations in certain grains. The striations are only superficial, as a light polish and chemical etch restores the clean equiaxed structure. The vacuum etch, occurring as it does above the a-ß transus, records the state of the metal in the ß phase by means of the surface relief produced by the selective evaporation of metal from different grains; the metal itself reverts to the equiaxed a on cooling. The nature of the ß etch" (Fig. 2) suggests that, in transforming from the close-packed-hexagonal a to the body-centered-cubic ß lenticular-shaped laminae are formed parallel to common planes of the two structures. This would explain why some grains appear to be unaffected by the etch. The technique has interesting possibilities in the investigation of the mechanics of high temperature transformation. STEPHEN TABER, Columbia, S. C. (communication to the Secretary?). -The fibrous salt crystals described by Dr. Branner are interesting, and I am glad that he has put this additional evidence on record. It confirms the results that I obtained in growing fibrous crystals in the laboratory. Much similar evidence of value to science in interpreting the laws of nature has doubtless been lost through failure to appreciate little things. Mr. Dresser points out that the boundary between chrysotile veins and massive serpentine is finely irregular 'when examined under the microscope. This fact I have observed in studying chrysotile veins and also, mode recently, in studying veins of fibrous calcite and fibrous gypsum. For the latter veins the statement holds true when the walls are of shale as well as when they are of the same material as the veins, but in no instance have I observed any evidence of replacement. The description of the vein walls given in my paper (pp. 1984 to 1985) was megascopic, not microscopic. The fact that chrysotile veins have sharply defined boundaries and are easily separated from the wall rock is evidenced by the small amount of waste adhering to the "crude asbestos" which has been shipped in such large quantities from some of the Canadian mines. Mr. Dresser has good ground for his statement that there seems to be no obvious reason why the term "mass fiber" should be restricted to anthophyllite. I have never examined the serpentine at the East Broughton mines; but in studying other serpentines under the microscope I have noted that much of the so-called "massive serpentine" is really finely fibrous (see pp. 1974 to 1975). The texture of such rock is, however, altogether different from that of mass-fiber anthophyllite, and I believe that the fibers have developed in a different way (see pp. 1981 and .1998). Mr. Graham raises certain objections on the ground that the laboratory production of fibrous crystals was limited to substances which go into solution with decrease in volume. Since my paper was written, however, I have succeeded in obtaining fibrous crystals of ammonium nitrate, a salt that dissolves with expansion in volume.

THE work of J. E. Johnson, Jr., on the effect of small amounts of oxygen in cast iron in increasing its strength and resistance to shock, is of interest from the technical and scientific standpoints. The following exposition of the theory carries Mr. Johnson's explanation further and, in my opinion, will disclose certain related phenomena and perhaps shed further light on the subject. Some facts, so novel in character as to excite incredulity, have been accepted finally by many metallurgical authorities. One of these is that oxygen to the amount of 0.060 per cent. in cast iron gives it a breaking strength of 3,500 lb. per square inch, compared with a breaking strength 2,500 lb. per square inch in cast iron of the same composition with re-ect to elements other than oxygen, but having only 0.010 per cent. oxygen. The "oxygenated" cast iron, even if made in a coke furnace, has properties equivalent to the best charcoal pig iron. Mr. Johnson has also established the fact that the variations in combined carbon cannot account for the results. By microphotographic evidence he has shown that in oxygenated cast iron the graphite particles are dense and spherical, while in well-deoxidized cast iron the graphite particles are flaky and leaf-like. It is just a matter of common sense that iron of the latter structure is much weaker than the former. The analytical and microscopical work has been done with care and there is no doubt in my mind about the accuracy of the, experimental results. In this paper then, we shall consider it as accepted that small amounts (0.060 per cent.) of oxygen increase the strength of cast iron by producing a structure in which the round and solid particles of graphite are surrounded firmly by a principal matrix of ferrite. The purpose of this paper is to show that the reason why the graphite particles are round is founded on the fact that the particles of any precipitate are made denser and harder by the presence of a reagent having a solvent action on the precipitate. This can be stated as a law, although I have never seen it so given in any textbook.

Mining, including quarrying, dates back almost to the dawn of history, beginning almost with the beginning of what we call civilization. State surveys date back about 100 years. Evidently mining flourished for thousands of years before state surveys were thought of. Why should it not continue to flourish without state surveys? First, it may be noted that as mining and civilization were contemporaneous, so state surveys and the science of geology were almost contemporaneous. As recently as 30 years ago the United States mineral laws were interpreted to mean that coal lands in the public domain were only those lands on which workable coal outcropped. The half billion acres of public land underlain by .coal but on which it did not outcrop were treated as homestead lands and open to settlement. Just what did the science of geology do to or for the mining industry? Until geology arose rocks or minerals or ores were where they were found. Their finding might be accidental, or might be the result of deliberate search or prospecting. In open, rocky country, with little or no vegetation, as in parts of the West, prospecting served very well, though at an enormous expenditure of human time and effort, if not money. The old saying that every dollar's worth of gold taken from the earth has cost two dollars may largely be charged to the time value of the usual method of prospecting. Geology changed all that. The science is still young and it still labors under handicaps of immaturity and early errors. Geology, however, has gradually been discovering the relations and conditions under which the several mineral deposits occur. Its elaborate studies of exhausted or nearly exhausted mineral deposits has done for it what human autopsy has done for medicine and surgery. Perhaps in no field is this plainer than in the oil and gas industry. Note might also be made of several important coal fields in England and on the Continent, in which the coal is everywhere deeply buried. Passing over the long period of growth during the past 100 years, geology today is prepared to offer the mining industry: first, a knowledge of the geologic conditions under which most minerals occur and to explore

The utilization of the reducing power of blast-furnace gas can be estimated by applying two rectifying calculations to the gas analysis. A resulting corrected CO/CO2 ratio varies inversely with furnace production. Directions for calculating the corrected CO/CO2 ratio are given, and a corrected CO/CO2 ratio is compared with actual furnace production. THE inadequacy of the normally accepted CO/CO, ratio as a measure of blast-furnace performance and furnace efficiency was discussed following the presentation of the paper by H. F. Dobscha.' In this outstanding example of careful observation on large scale blast-furnace operation, the changes occurring with beneficiated ores were: 1—A net gain in tonnage of 21.2 pct. 2—A decrease in net coke of 15.3 pct. 3—A decrease of 1.9 pct in the CO/CO, ratio. In this great change in furnace performance, the CO/CO, ratio proved itself worthless. The discussion of the inadequacy of expressing furnace performance and efficiency by the CO/CO, ratio led indirectly to the calculations forming the basis of this paper. At that time Dr. T. L. Joseph said: "We must consider difference in CO, from the stone in the two cases when we talk about the ratios of CO/C02." This statement is used for the second of the two CO/CO, ratio corrections forming the basis of this paper. The research work in attempting to find out why the furnaces could op-erate so differently with practically the same CO/CO, ratio lead not to the answer sought but, after a shift to the gaseous phase in the research work, the proof that the normal CO/ CO, ratio was outmoded and a new corrected ratio should replace it. To be of any value, any new corrected ratio should express approximate furnace efficiency and give an idea of practical furnace performance to be expected. This the normal CO/CO, ratio has failed to do. However, in the absence of anything better, some credence has been attached to the normal CO/CO, ratio. For a long time I have believed that the gas- and brick-costs of open-hearth furnaces using prodncer-gas could be greatly decreased by a change in the design of the port, which would materially reduce the first-cost of the furnace, the rebuilding-cost, and the repair-cost. The defects of the present type of such furnaces, which has clone duty for so many years, may be studied in Fig. 1, in which A A are the two air-uptakes, B is the gas-uptake, and C the end of the gas-port. In the present type of furnace, C is practically 011 the edge of the bath and therefore combustion begins to take place at that point, but has no effect until the gas passes from 5 to 10 ft. into the hearth. As the furnace grows older, C moves back by reason of the burning or falling down of the arch. The furnace reaches its highest efficiency when C has moved a certain distance, but is still near enough to the bath for the overhead layer of air to hold the gas down on the bath, and far enough back to permit combustion to take place at some distance from the bath. This latter fact means that the temperature is sufficient to melt steel at the edge of the port. From this time on, the furnace decreases in efficiency. What is the reason ? As C moves further hack, the gas is released from the gas-port at a point where there is little or no overhead layer of air. The result is that the gas floats along the roof, with the air mostly underneath it. Why the air does not stay over the gas is readily seen in Fig. 1. The lines of draft naturally run parallel to the length of the furnace. The air-uptakes being on the sides and the gas-port in the middle, most of the air will naturally be drawn along the sides of the furnace and the layer of air will be thinnest over the gas, where it is most needed.

THE most unsatisfactory occurrences in the experience of a manufacturer are those from which he suffers damage and learns nothing useful. That there are such incidents, and that they occur with annoying frequency, is unfortunately true. An accident which can be understood and explained always carries some consolation with it. However bad the copnsequencee, one finds comfort in reflecting that they might have been worse, and that the knowledge of how to avert a more disastrous calamity from the same cause is worth what it cost. But when an accident occurs, which remains unexplained after anxious days of investigation and sleepless nights of reflection, and which is as liable to occur twice or twenty times, as once, very little satisfaction of any kind can be extracted from it by the most philosophical victim. Three such incidents have come under my notice in one establishment. Fortunately none of them were attended with very serious consequences, as no one was hurt, and the damage to property was slight; but in each instance, loss of life and great destruction were escaped by so narrow a margin as to make them extremely disquieting. I have recorded them in the hope, that from the experience of others maybe gained what my own careful investigations have failed to reach-—satisfactory explanations. The first of these curious occurrences was the bunting of a 16-inch pipe carrying air under a compression of about 1 pound. The pipe was made of light galvanized iron with soldered seams. Into it a rotary fan-blower delivered air, and from it smaller pipes were carried to the furnaces. The blower was run continuously. Neither the main pipe nor its branches had any connection with the gas conduits. Both air- and gas-pipes delivered into the furnaces; but although the gas was under much higher compression than the air, there appeared to be no good reason why, having free escape in case of leakage, it should ever make its way back into the air-pipe. THE introduction of underground machinery in mines, and especially the invention of the rock drill, called attention to the necessity for some motive power to drive them. The use of steam generators underground is as a general thing inadmissible, owing to the, difficulties of ventilation and the transportation of fuel, and the great loss of power by condensation in the pipes, when surface generators are used, added to the inconvenience of getting rid of the exhaust steam, has precluded the direct use of steam for this class of machinery. Water as a power has with very few exceptions proved a failure, owing to its weight and incompressibility, and there-fore the attention of mining engineers has very naturally turned to the use of compressed air. This agent not only answers all the requirements for power, but has the double advantage of greatly assisting in thoroughly ventilating remote workings, and in cooling the underground atmosphere. It is therefore clear that the successful introduction of underground machinery is dependent on the economical production of good and efficient air-compressing machinery. Although many improvements have of late years been introduced in this class of machines, the most of them are open to serious objections, the chief of which are the very small duty they perform for the power expended, and their great expense, due to the complexity of their construction. This latter fault is the chief reason why the introduction of rock drills and other underground engines is so limited, as comparatively few mines can afford to expend the required capital for the installation of a complete compressing plant. But with the introduction of a cheap and effective compressor, there is no doubt that power drills will become as generally used in mines as the hand drills are now. The great excess of power required in most machines to compress air over that given out again by the use of the air thus compressed (amounting as it does in most cases to sixty per cent.) is well known to all mining engineers. This camp is just now startled by the alarming suggestion that unless there shall speedily be an appreciation in the value of silver, and a decrease in the cost of salt, it will be prudent business policy to close the Alice mines and mills until the conditions of production are more favorable. Such an event would be a great blow to the prosperity of Butte. It would throw some hundreds of men out of employment, and it might lead to the adoption of the same policy by other companies, which, like the Alice, have not been able to pay dividends to their shareholders for a long time. The question arises, and becomes emphatic: If, under the present adverse conditions, the mines and mills cannot be made to pay a proper profit, why should they continue to be worked ? The owners mentally ask: Shall we go on exhausting our mines, pouring out a stream of silver for the maintenance of the community, and the support of the rail ways, or shall we husband our reserves, withdraw the miners from our slopes, and wait for more favorable conditions ? This is the impending question, and all concerned dread to meet and answer it. Let us briefly review the situation and forecast, if possible, what the solution of' the problem will be. It must be understood that the discussion does not include, or refer to, the immense copper-producing interests of the camp, which may or may not be upon a very much more satisfactory basis. It will be confined chiefly to the operations of the Alice company, sta tistics of which are at hand, without involving the other silver com panies in the conclusions beyond those inevitable from well-known facts, patent to all. There are at present in Butte and in its vicinity in the principal mills an aggregate of 290 stamps dropping upon silver-ores: Alice,...........80 stamps.
