The plant, animal, and mineral arts and sciences are interrelated, interdependent, equally distinctive subject-matter fields. The artificial, erroneous, and popular idea that minerals occur in great storehouses in nature's treasure room to be removed at will at fabulous profits is about as correct as the assumption that the farmer's life is one of ease in which the crops spring miraculously from the ground. However, both of these fundament-a1 industries, mining and agriculture, have much in common. The extraction of minerals from the ground and the extraction of plants from the soil for immediate use, or conversion to meat, are fundamental activities and subject to many common economic laws. In other words, in many important basic concepts there is little difference between surface and subsurface crops. The farmer owner working the surface of the earth and the owner of a fraction of the oil or coal rights in the subsurface, from which a small yearly income is derived, are interested in the best management of the land for the mutual benefit of all concerned. Therefore, it is essential that in any planning or political action intended to create a new scheme of things, it should be remembered that one plan must fit all sources of primary wealth, whether coal or wheat, petroleum or milk, iron ore or beef.1 And what basic economic difference is there in the processing of a gallon of petroleum and a bushel of corn?

INTERNAL oxidation occurs readily in silver due to the rapid diffusion of oxygen in silver.' It has a marked effect on creep in polycrystalline silver2 and raises the critical resolved shear stress in single crystals of silver.3 However, the effect of oxygen on the work-hardening parameters of silver is not known. It is the aim of this paper to describe the effect of internal oxidation on the work-hardening characteristics of single crystals of silver and an Ag-0.1 at. pct A1 alloy. The materials used were: 99.99 pct Ag from Handy and Harman and 99.993+ pct A1 from Alcoa. Single crystals, 6 mm by 6 mm in cross section of silver and Ag-0.1 at. pct A1 of mo.5 orientation, i.e., the orientation with the Schmidt factor m = 0.5. were grown by the Chalmers technique.4 One set of specimens, referred to herein as oxidized specimens, was annealed at 940°C for 24 hr in a muffle furnace, in air, and furnace-cooled to room temperature. Another set of specimens, referred to as nonoxidized specimens, was annealed in oxygen-free helium at 940°C for 24 hr and furnace-cooled over a period of 7 hr to room temperature. The annealed single crystals were tested at room temperature in a floor-model Instron testing machine. The results are presented in Figs. 1 and 2. A

FOR the benefit of those of our members who may be asked what they know about Mr. Hoover's connec-tion with the Kaiping coal mines in China and who will naturally wish to appear thoroughly well informed on the subject, we reprint below an authoritative state-ment, recently made to the Japan Advertiser, by Tang Shao-yi, former premier of China, now retired to his country home at Tang Chia. "Information has reached me at my retreat that persons in America and China insinuate that Herbert Hoover acted dishonorably in dealings involving the Chinese Engineering and Mining Company a quarter of a century ago. I be-lieve myself the only Chinese living who was closely iden-tified with that company during Mr. Hoover's connection. My uncle founded the company and my family always has been a large shareholder and, therefore, I possess direct knowledge of its history. "I am actuated in this statement by a sense of justice and also gratitude for Mr. Hoover's acts in rescuing my family during the Boxer uprising. Mr. Hoover's record in China is clean and honorable, highly creditable and in many ways remarkable. Legal action brought in London in 1905 occurred after Mr. Hoover left the company. There were not any charges against Mr. Hoover and he was not a de-fendant in the lawsuit, but an important witness whose testimony helped the Chinese shareholders to save their property.

IT IS difficult to know just when a hoisting rope should be removed from service and a new one substituted. It is desirable to utilize the full life of a rope but, on .the other hand, the damage and possible loss of life, resulting from delay in replacing it may amount to many times the cost of a new rope. In the present methods of inspection the inspector must rely upon accumulated experience and a certain sixth sense or intuition in addition to any rules that may be laid down regarding the number and distribu-tion of broken wires. This condition does not neces-sarily arise from lack of interest among users or makers of rope, but is due rather to the lack of satisfactory or adequate methods for testing ropes to determine their exact condition. The main difficulty in devising a physical test lies in the fact that a number of causes, all operating in different ways, contribute to the deterioration of a rope in service, and affect not only the external conditions but also the inner structure of the material of which the rope is constructed. Wear and broken wires on the outer part of the rope are not difficult to detect, but a test is needed which will clearly indicate the presence of broken wires in the interior portions and the change in strength due to alterations in the structure and properties of the material itself.

THE use of pyrophoric alloys in ignition devices dates back more than fifty years to a German patent granted to Carl Auer von Welsbach in 1903.' This patent named a composition essentially the same as that used in most present-day cigarette lighter "flints:" 70 pct mischmetal, 30 pct Fe, referred to here as "Auer alloy." Among the few current exceptions to this composition are those "flints" based on titanium or zirconium. The rare-earth metals of which mischmetal is composed are so similar chemically and physically remarkable similarity in their alloying behaviors would be expected. Comparison of the binary phase diagrams2 of these elements with nonrare-earth metals shows that this is true to a striking degree, so much so, in fact, that it appears that a mixture of these elements may be treated as a single component of alloys without fear of serious error. In considering alloys containing mischmetal, therefore, the mixture of rare-earth elements will be referred to merely as "cerium," the predominant element in mischmetal. In polishing cerium alloys for metallographic examination, it was soon discovered that aqueous polishing media were highly corrosive. Free cerium in the alloys acts similarly to calcium (though not quite so rapidly) in evolving bubbles of hydrogen at the metal-water interface; thus, special metallographic techniques are required. INTRODUCTION Behavior of joints in rock and interfaces in structures and geological media subjected to static and cyclic loading play an important role in analysis and design of structures founded on rock and soil foundations. The objectives of this paper are (1) to describe a device that can permit laboratory testing of joints and interfaces under translational and torsional motions, (2) to present procedures for constitutive modelling of joints and interfaces with a typical example of modelling of a concrete-sand interface, and (3) to give brief details of the proposed research plans for cyclic testing and modelling of joints in concrete as a simulation of joints in rock. The subject of testing and modelling of interfaces and joints is wide in scope, and in view of space limitations, it is not possible to provide a comprehensive review herein. Hence, only a few references, particularly relevant to the ongoing research by the authors and co-workers are included; a review of the subject can be found in (Desai, 1981) and (Heuze and Barbour, 1982). Although there can be (minor) differences in modelling for the behavior of joints and interfaces, the basic procedures can be considered to be essentially similar. Now onwards in this paper, the term joints will be used to imply both joints and interfaces. THE physical properties of uranium have been reviewed by Katz and Rabinowitch.1 Their review includes thermal conductivity data for ternperatures above 375°K. Recently, Mendelssohn and Rosenberg' have published data on the thermal conductivity of uranium from 2" to 20°K. Our measuremerits indicate the temperature dependence of the thermal conductivity in the temperature interval from 20" to 300°K. Electrical resistivity and thermoelectric power were measured on the same sample. The material studied was normal uranium which had been heated at 700°C in a lead bath for 10 min and then quenched in a water bath held at 50°C. From this material a rod M in. in diameter and 2 1/2 in. long was machined. Two 0.040 in. holes were drilled into the rod 1 3/4 in. apart. Copper-constantan thermocouples for temperature and potential measurements were soldered to copper pins which were pressed tightly into these holes. Details of the equipment and experimental techniques used in making the measurements have been described elsewhere." Fig. 1 shows micrographs of a section of the sample studied. Fig. la was taken with unpolarized light and shows impurity inclusions, probably uranium carbide. THE State Department can be of assistance to Americans in the petroleum business directly and indirectly. During the past few months, at the Arms Conference, it had a large hand in dealing with affairs indirectly affecting the oil problem. The conference has somewhat relieved the emphasis on naval strategy in relation to oil supply by limiting the number of naval vessels or the fleets of the Great Powers and in maintaining the "open door" in the Far East in respect of the development of the natural resources of that region by defining that policy in a nine-power treaty. The largest competitors of the. United States in the petroleum field are parties to that treaty. The Department of State also has stood steadfastly for the principle of equal opportunity in the Dutch East Indies, Mesopotamia, and Persia. The Department of State has been of indirect assistance in connection with oil problems by insisting on the recognition of treaty rights and other guar-antees, such as most-favored-nation clauses, and mandate provisions. I am not speaking as a representative of the Depart-ment of State, as L now have no connection with that institution, but my experience of several years as a member of the department and my practice since my resignation have given me opportunity to see the department from both the inside and the outside, and to measure its limitations as well as its resources.

MR. ECKLEY B. COXE, in his able and interesting paper on " The Preparation of Small Sizes of Anthracite,"* read and discussed at the Glen Summit Meeting, October, 1891, refers to the reputed immense amount of coal contained in the culm-banks, which are the unsightly accompaniment of every mining operation in the anthracite coal-regions. Mr. Coxe thinks the available amount and value greatly exaggerated, giving among his reasons (1) the spoiling of the culm by mixing with other refuse; (2) its deterioration; (3) its destruction by fire ; and (4) frequent failures to realize expectations as to the size of the banks. These points are undoubtedly important factors in determining the advisability of working any individual bank, but they have a varying influence in the several regions, some prevailing more in one than in another. Although the amount of fuel lying waste in these banks is still an uncertain and undetermined quantity, yet no one can visit the Schuylkill region without being impressed with the fact that a considerable amount of culm, too valuable to be left merely to the mercy of the elements, surrounds and encumbers each site of an old or present colliery operation. The rapid increase in the number of washeries, and the demand for leases on old culm-banks, shows that, in the Schuylkill region at least, the question of deterioration doès not play an important part. The use of ultrasonics in forming emulsions is not new. As early as 1927 Wood and Loomis' reported preparation of emulsions with ultrasonics. In 1935 Rschevkin and Ostrawskyz described the use of great ultrasonic power in producing fine emulsions of various oils and paraffin in water. Recently Oyama and Tanakahmployed ultra-emulsification to increase the effectiveness of sodium ethyl xanthate in flotation of chalcopyrite and galena. An emulsion is a two-phase system consisting of two incompletely miscible liquids, the one being dispersed as finite droplets in the other. The dispersed liquid is known as the internal or discontinuous phase, and the surrounding liquid is termed the external or continuous phase. There are two types of emulsions; one is oil-in-water (O/W) and the other water-in-oil (W/O). The word oil refers to the liquid other than water. Circumstances exist in which the emulsion type is not clearly defined, and the internal and external phases both contain portions of the opposite phase. This is said to be a dual emulsion. Among the many hypotheses', 6v proposed for the formation of emulsions, the Bancroft's adsorbed film or double interfacial tension theory is widely accepted. Bancroft ""educed that in the process of emulsification the interfacial tension between oil and water is lowered by the formation of an emulsifying film, which contains the adsorbed molecules and/or ions from the emulsifying agent and the two liquids.

TUNGSTEN serves mankind in two major roles. The first of these is represented by the tungsten filament of the incandescent electric lamp, a common article of commerce. In the field of hard alloys it plays its second substantial part. A fortunate combination of physical properties in this metal ac- counts for its efficient service as a source of illumination. Tungsten melts at about 3400°C, has a relatively low vapor pressure and at the same time sufficient strength, both hot and cold, to serve satisfactorily as filaments, which may range in diameter from 0.060 to 0.0005 in. In the early days of the incandescent lamp, the pioneers realized the importance of using a substance of high melting point for the source of light. The metals osmium (mp approx. 2700°C) and tantalum (mp approx. 2850°C) were both employed to some extent. Tantalum actually attained some commercial importance in this field because it could be drawn into small wires of appreciable length. DUCTILE TUNGSTEN WIRE Before the year 1908, tungsten was considered a nonductile metal, since no one had succeeded in overcoming the brittleness so typical of the unworked metal at room temperature. The methods employed today in producing ductile tungsten wire were developed over a period of years. In recent years considerable interest has been shown in surface-alloyed metals, particnlarly those of chromium (chromized steels), which have excellent corrosion resistance under a variety of severe conditions, and may undergo bending and flanging operations without spalling. An early method1 employed to produce a high-chromium case on steel was developed by Kelley in 1921. It consisted of heating a low-carbon steel in intimate contact with powdered chromium in the presence of hydrogen at temperatures sufficiently high to permit diffusion of chromium into the steel. The usefulness of this process was limited because the extremely high tem- peratures of 1200º to 1400ºC. (2200° to 2550°F.) caused excessive grain growth and warpage. Louenstein and Ulmer2 packed iron castings in ferrochromium and com- mon salt, and heated for approximately three hours at 930º to 1040°C. (1700º to 1900ºF.). A recent and more practical method of depositing chromium on steel surfaces has been developed in Germany by Daeves, Becker and Steinberg3-8 and in Russia by Izgaryshev and Sarkisov.9 This process consists of passing gaseous chromium chloride over the steel to be chromized at temperatures of 900º to 1000ºC., or packing them in a porous, ceramic material that previously had been saturated with chromium chloride. The fertilizer industry is a meeting place of mining, manufacturing and agriculture. It is an industry of dynamic change, huge tonnages, and great aggregate value. In the United States from 5,000,000 to 8,000,000 tons of fertilizer are made and used per year, with a value at the works of from $200,000,000 to $300,000,000. The world uses about 50,000,000 tons yearly with an aggregate value between two-thirds and one billion dollars. This world output contains of the essential plant-food constituents, nitrogen, phosphate, and potash, approximately 8,000,000 tons. The corresponding United States quantity, as nearly as can be estimated, is 1,400,000 tons of plant food per year in the aggregate tonnage of fertilizer. With the steady increase in the practice of scientific agriculture throughout the world there has been a corresponding growth in the consumption of fertilizers. In the United States there has, indeed, been but a small upward trend in the tonnage sold, measured in millions of tons of all classes of goods which are made and marketed. The real growth has come through the increasing concentration of the essential plant foods in the mixture. Thus it is estimated that between 1920 and 1930, although there was little increase in tonnage of fertilizer, there was an increase of fully 30 per cent in the content of nitrogen, phosphate, and potash. GRAVITY surveying with the torsion balance or the pendulum for ore prospecting purposes has generally not been considered practical or even possible. It is the intention of this paper to show that a fast and sensi-tive gravimeter can be very useful in ore prospecting, as an auxiliary to the electrical and magnetic instruments. A number of gravimeters have been constructed and put in practical use in the last seven or eight years; for instance, by Ising, Lejay-Holweck, Haalck, Hartley, Thyssen, Noergaard, the Humble Oil and Refining Co. and the Gulf Production Co. Their main application, apart from their use for geodetic surveys, has been for structure mapping in oil prospecting. There is no record that any of them have been used for ore prospecting. About the middle of 1934 the Boliden Mining Co., in Sweden, began experiments in constructing a static gravity meter sensitive enough for ore prospecting. Calculations and considerations that will be discussed later in this paper showed that this would necessitate an accuracy in the measurements of 0.1 milligal-roughly, one ten-millionth part of the total force of gravity. The first successful practical field tests of the instrument were made in January 1936. About the middle of 1937 the Boliden gravimeter was perfected. Ore prospecting with this instru-ment is now regular practice in Sweden, especially for the testing of indications given by geoelectric and magnetic methods.

The Boston and Colorado Smelting Works are situated in the town of Black Hawk, Gilpin County, Colorado, on the Clear Creek Narrow Gauge Railway, 55 miles from Denver, in the Rocky Mountains, at an altitude of 7800 feet. It was one of the first works erected for the metallurgical treatment of gold ores, and the only one established in Colorado on a large scale which has been uniformly successful. Both gold and silver ores are treated, and gold, silver, and copper produced. The lead is not separated from the ores nor paid for, if it exists, and is entirely lost in the residues. The works were planned and built by Professor Hill, formerly Professor of Chemistry in Brown University, Providence, R. I., and is still managed by him, assisted by Mr. Richard Pearce, formerly professor in the School of Mines at Truro, England. They are very advantageously situated with regard to the ore-producing regions, having Boulder County on the north, which produces, besides ordinary gold ores, a series of tellurium minerals, such as altaite, sylvanite, and hessite, which are very rich in gold and silver. They are associated with copper and iron pyrites, blende, galena, and the carbonate and oxides of iron. Gilpin County itself produces for the most part the pyrites of iron and copper rich in gold, with a small quantity of galena and blende, which is rich in silver. In

Many different methods of measuring the in-situ stress field have been developed in recent years. They are all based on the assumption of elasticity without allowing any viscoelastic deformation. By using the high resolution strain-measuring technique recently developed in the laboratory at Serata Geomechanics, many rocks were found to be viscoelastic. The viscoelasticity of rock media was found to be dependent upon the resolution of the strain measurement. The higher the resolution of the strain measurement, the greater number of rocks could be identified as viscoelastic. All rocks eventually exhibit viscoelastic deformation under high stresses relative to the strength of the material. Therefore, the conventional methods of elasticity become less reliable with increase of ground stress. In deep underground formations, even hard rocks become viscoelastic. At the same time, many ground formations near the surface are actually viscoelastic. A new method was developed in the laboratory to determine the in-situ stress field in viscoelastic rock media. Rocks in general exhibit a small amount of viscoelastic creep whenever mean stress and octahedral shearing stress are changed substantially from their initial states. Such changes take place around a borehole immediately following the drilling although they are short-lived. We developed a viscoelastic method of determining the in-situ stress field by relating the time-dependent behavior of the borehole with the tensor properties and stress field of the underground. DuRing the last few years, various persons have been put forward as originators of some mechanical device for the purpose of finding distances without the use of a chain or other linear measuring-instrument, and among these, the Englishman, Gascoigne, 1639, is prominent as the first in England; while James Watt, 1771, and William Green, 1778, are also included in the list of inventors. It is possible that this useful and important problem occupied the attention of others prior to the date cited, and, consequently, it is difficult to decide what nation first gave birth to the inventor of an instrument for the object under consideration. A very important work appeared, not long since, in Paris, devoted to a history and discussion of some of the older and newest forms of surveying-instruments,* and at page 79 of that work a curious old instrument is exhibited, called Bigonometre, i. e., an instrument for finding distances and solving trigonometrical problems. in surveying. A copy of the diagram of the instrument exhibited in the book referred to is represented in Fig. 1. Having had an occasion to read the French work referred to, I communicated with the author of it, and he was good enough to reply that he found a diagram of this old instrument in a book published in 1597, by Danfrie, existing in the library of the Academy of Sciences, in Paris.
