Though production began in Canada only a short time after the discovery of oil in the United States, it has never attained large proportions, and if we were to judge entirely by the past the reserves of Canada would be put at a very low figure. There are only two areas from which oil is marketed at the present time; one, the old district around Petrolia in southern Ontario, and the other is the small Sheep Creek field near Calgary in Alberta. The former district has produced between 200,000 and 800,000 bbl. annually for the past 40 years, recent figures being near the minimum amount. Sheep Creek has produced about 12,000 bbl. annually for the past five years. The known reserves in proved territory in each of these fields are exceedingly small, when considered in terms of world reserves. The chief hope of Canada for reserves of considerable magnitude lies in the western provinces. Sedimentary rocks similar to those in the productive fields of the United States occupy thousands of square miles in the western provinces, so that it seems likely that somewhere within this great area the peculiar conditions necessary for the presence of oil pools will be found. Prospecting is being carried on energetically by several large companies, as well as by many independents. The Dominion Government, which controls most of the public lands, is pursuing a fairly liberal policy toward the prospector, which should stimulate wild-catting, although the province of British Columbia, which controls public lands within t.hat province, is at present unwilling to give adequate encouragement to make wildcatting attractive. As there is really no assurance that any productive pools will be found in western Canada, the estimates of reserves are subject to a wide possibility of error. In making estimates, the various areas within which geologic conditions are more or less uniform are discussed separately; the estimates given for each area are not given with the idea that there is a reasonable probability of their eventually proving to be correct. It is hoped that an average of these estimates, taken together with those made for other undeveloped countries, will give a correct total of reserves

Allocation of allowed production in a prorated field by the use of bottom-hole pressures is a method which is sound in theory. Thus far it has had limited application because the experience in correlating bottom-hole pressures with the depletion of wells or fields is not sufficient to interpret all the pressure changes. With additional data and more general knowledge of bottom-hole pressures their use in proration will probably become common. Bottom-hole pressure is the pressure at or near the bottom of a well. It is usually determined at the face of the producing horizon. Bottom-hole pressure measured while the well is producing, may be called the bottom-hole producing pressure or bottom-hole flowing pressure. If the well has been shut in or shut down long enough for the pressure in the producing horizon within the drainage area of the well to equalize, it may be called the reservoir pressure. The allowable production from a prorated field may be allocated to the individual wells or leases by three methods: 1. Bottom-hole producing or flowing pressures. (a) The potential capacity of a well to produce. (b) A uniform differential pressure while producing at the allowed rate. 2. Reservoir pressures. 3. A combination of bottom-hole producing pressures and reservoir pressures. In most prorated fields the allowed production is allocated to the individual wells or leases in proportion to their individual potentials. This method is based on the theory that there is a direct relationship between the permeability and the porosity of the reservoir. More directly stated it means that there is a direct relationship between the amount of oil in the reservoir and the rate at which it will move through the reservoir. While in general this relationship is true, it may vary considerably in different wells. Furthermore, in many wells the capacity of the reservoir to deliver oil to the well is greater than the capacity of the flow string to deliver oil to the surface. It is especially true where the potential is determined by flowing through tubing or by pumping.

Mine models are of great value to the student and to the layman in visualizing underground conditions, and, in a measure, should be just as much a part of the equipment of a mining school as sets of ore specimens, catalogs, or drawings. The chief drawback, as Professor Stock has indicated, is the time and cost of making them. The greatest good in the development of the model comes to the person who makes it, and I have often wondered whether it might not be possible to have each student make one model during his undergraduate career. At the University of Washington we have been collecting sets of mine timbers, made of 6 by 6-in. lumber, illustrating shaft, level, and stope timbering. This work has been done by freshmen. Perhaps each educational institution could specialize in the creation of a certain type of model and exchange its product for that of another school, just as we now do with ore collections. In this way we could build up good museums at a relatively low cost. JOHN R. CHAMBERLIN, New York, N. Y. (communication to the Secretary?).-The type of model described by Professor Stoek is admirably suited to exhibits of coal mining in horizontal veins, and fulfills perfectly the three purposes mentioned. As an educational illustration in colleges, especially when the students themselves build the model under the direction of their instructors, it is of the highest value; and as each condition in mining requires special methods to depict properly in a model, the student is compelled to exercise considerable inventive resource to construct a true representation, stimulating the imagination and interest in his subject. Models built for exhibits in lawsuits are usually constructed to show prominently some particular feature of vein formation or geology, or the relation of underground workings to surface property lines, and as such their use is invaluable to the successful litigant. When the litigation is ended, it is natural that the model should be relegated to the basement and frequently destroyed, as data on underground workings are often considered of a private character by the operators; and it is

(communication to the Secretary*).¬I assume that where this valuable paper states, near its end, that "it is not possible to establish a market price, " the author means that no particular price which will fit all conditions and fields can be given. I am not in agreement with Mr. Wyer, however, that the actual value of natural gas leaseholds is "largely a matter of opinion." I would even be willing to express myself very strongly as believing that if we, as experts, cannot give anything closer than a mere opinion, our testimony or reports are not of great value to our clients. I believe, moreover, that by detailed geological examinations and with our latest knowledge of geological structure, principles of natural gas occurrence, etc., we can approach just as near a certainty in natural gas valuations as we can in oil valuations, and much more so than in the valuation of many metal prospects, in which only the upper few feet of the vein has been opened. In other words, we are getting nearer and nearer every year to bringing geology as applied to oil and gas development into the class of an exact science. Mr. Wyer's paper gives an excellent outline for methods of leasehold valuation. Being presumably intended as an outline only, it can be expanded indefinitely by a detailed discussion of the methods of valuation for the four different classes of leaseholds which he mentions: (A) "Producing;" (B) "Protective;" (C) "Reserve;" and (D) "Prospective." This classification is probably as good as can be made in practice. In the producing leaseholds in particular it is easy to establish a market price at which these leaseholds should be bought or sold. The question would arise in any case whether or not the leases are connected with a pipe line or the distance from the pipe line. Assuming that a pipe line already taps the property and that gas is already being sold for a certain figure, this price must be multiplied by the number of thousand cubic feet still "in sight" in the ground, from which is to be deducted (a) bonuses, (b) rentals, (c) royalties, (d) cost of drilling, (e) taxes and

IN connection with the question of coal waste and economy in mining, we would call the attention of those interested to an apparatus invented by M. Dernencourt, Superintendent of the Anzin Division of the Anzin Coal Company, North of France. This apparatus is known in France and Belgium under the name of prop screw jack (vis botte), and has been used with good results in the above-named countries for some years past. M. Ponson gives, in his " Traité de l'exploitation des Mines," a description of it (page 533), but as the description given is old, the work not widely known in this country, and as some valuable improvements have been made since, I thought it might be useful to give a description of it, having seen it in operation in 1867, while in Europe to attend the great Exposition, and on a scientific tour to the mining districts of France, Germany, Belgium, and Italy. The prop screw jack is composed of the following pieces: I. The body or column B, Fig. 4 [Plate (1)], of oak or yellow pine, sawed square, the bark taken off, and any length, proportionate to the vein. The smallest are 10 inches diameter at the base, and 9 inches at the top, the height being from 12 to 15 inches less than the size of the vein. In the axis of this column, and at the top end, is a cylindrical opening or hole, C, 2 3/4 inches diameter, 10 inches deep, for the screw, S. II. Two wrought-iron rings, R R, to strengthen the two extremities of the column ; the rings must be put on hot. III. A cast-iron washer, E, with hole in centre a little larger than the screw, to be put on the top of the column, and on which the nut is to rest; the top side of this washer must be faced on the lathe, also the bottom of the nut, to prevent friction. IV. The screw, S, having a total length of 12 inches and a diameter of 21/2 inches (for very high veins this diameter may be in¬creased to 3 inches), and has on its top a wrought-iron plate, T,

A metallurgical process to be economically successful must be carried on under proper conditions of control and equipment. The question of equipment is always of primary importance. In the distillation process for the recovery of zinc by retorting, the retort is the all-important piece of equipment. Each retort in a working blóck must function as a separate unit. Over-all block efficiency is the result of the ability of the individual retort to withstand the severe conditions of operation for a maximum period of time. Therefore retort manufacture has been an ever present problem with the operator of a zinc-retorting plant. During recent years the zinc-plant operator has been faced with rapid changes in the character of the ores and concentrates. Operating costs have increased as a result of the introduction of the flotation process and the amount of flotation concentrates to be handled. To counteract increasing costs, the operator has found it necessary continually to attempt heavier loading of retorts, until a 45 to 50-lb. charge per cubic foot of retort space has become common practice. Heavy loading has brought about severe firing conditions, which, in turn, have emphasized the necessity for further improving the quality of the retort. Increasing percentages of detrimental impurities in the retort charges have also added to the operator's difficulties. Amarillo Silicon Carbide Retorts At the Amarillo plant of the American Smelting and Refining Co. a retort made of a suitable plastic clay grogged with silicon carbide has been found to best meet the present-day requirements. Retorts of this kind have been in use at Amarillo for 8 years and have shown an average furnace life of approximately 175 calendar days. The Amarillo retort is cylindrical in shape and after burning is approximately 83/4 in, inside diameter by 60 in. over-all length. The wall thickness is 136 in., except for the butt of the retort, which is approximately 2½ in. thick. The retort mud has a shrinkage of 3 per cent, or approximately % in. per foot. The silicon carbide retort after being properly dried weighs about 211 lb. When the retort is fired and ready to go into use the weight decreases to approximately 203 lb.

Homestake's Bulldog Mountain Operation near Creede, Colorado, in the San Juan Mountains at an elevation of nearly 2,750 m (9,000 ft), is subjected to short summers and long cold winters. Creede’s history dates back to 1889 when silver ore was discovered; and by 1892 production of over a million dollars per month was being shipped from mines located along the Amethyst Fault. The Bulldog Mountain Fault remained relatively untouched by the early prospectors. The United States Geological Survey recognized the potential of this fault in 1960, which led to the staking of many claims over the structure. Homestake leased properties in 1963 and in mid- 1964 a tunnel was started at the 2,956 m (9,700 ft) level with encouraging mineralization being encountered. In 1968 a decision was reached to build a flotation mill of 318 mtpd (350 stpd) capacity. The erection of the mill was completed in early 1969, six years after the first exploration was begun. Since initial start-up, extensive drifting has been done on several separate levels. Two underground hoist installations serve the various levels and many thousand feet of vertical mining operations. Due to the unconsolidated nature of the vein, a new unique underhand cut-and- fill mining method was developed. This procedure is the reverse of the normal cut-and-fill and proceeds from the top down under cemented sand fill, which, while expensive, has greatly reduced s toping hazards. Prior to 1977, a considerable quantity of silver was lost in the slime fraction of the ores processed because of oxidation and other inherent characteristics of individual minerals. Due to Homestakefs favorable experience in treating the slime fraction of the Lead, South Dakota gold ores, experiments with leach methods to recover silver from the slimes by Carbon -In -Pulp offered' the potential for additional silver recovery. Work was begun on the Carbon-In-Pulp plant in April 1976 and completed in December of that year at a cost slightly exceeding $2 million. The C. I. P. plant was designed for 136 mtpd (150 stpd) of current plant slimes plus 227 mtpd (250 stpd) of slimes dredged from the old tailings during the summer season. The sand fraction of the flotation

WORK on the effect of vacuum heat treatment of 0.040 in. diam sintered and wrought molybdenum wires has been sponsored by the Office of Naval Research at Battelle for the past several years. An electrical resistance furnace' capable of maintaining a vacuum of less than 0.1 micron of mercury at temperatures as high as 4000 °F was used for heat treating the wires. Early in the work, it was found that the introduction of a few microns pressure of oxygen into the furnace resulted in a rapid increase in the oxygen content of the wire specimens and the appearance of a discrete oxide phase. Subsequent elimination of the oxygen atmosphere caused the disappearance of the oxide phase. This was used to determine the solid solubility of oxygen in molybdenum over the temperature range of 2000" to 3000°F.2 It was observed that, with the disappearance of the oxide phase, the wires regained some ductility. Single-phased wires possessed from 5 to as much as 40 pct elongation in 2 in. Later, attention became centered on determining the cause of this wide range in ductility. Wires containing less than 0.002 pct C, less than 0.0007 pct 0, less than 0.0005 pct N, and less than 0.00003 pct H exhibited the erratic ductility noted above. These percentages represent approximately the limit of accuracy of presently available methods of analysis and thus it became apparent that chemical analysis would be of little help in the study. A number of possible explanations for the wide range in ductility were suggested during the course of the work. It was first suspected that variations in the grain size of the recrystallized wire specimens might be responsible. Wire from several lots of material was available. One of these lots tended to develop very large grains when recrystallized, the others all developed an ASTM grain size of 3 to 4 when heated above 2700°F. No correlation between grain size and ductility could be found. It was thought that back diffusion of oil from the diffusion pump might cause contamination of the wire, principally with carbon, but when wires were treated without cooling the cold trap in the pumping system,

THE present method for the ultrapurification of boron involves the formation, distillation, and decomposition of boron tribromide.' However, the boron tribromide prepared contains several impurities in the ppm range, even after distillation. Some of these impurities, notably carbon, can be reduced after decomposition by zone refining. In this study, a comparison of the purity of boron tribromide at various formation temperatures is presented. The apparatus employed consisted of a bromine flask connected to a 22 mm ID horizontal quartz reaction tube packed with amorphous boron powder, which was in turn connected to a receiving flask cooled with an ice bath. Argon was used as a carrier gas. The approximate rate of passage of bromine to the reaction tube was 25 g per hr. The reaction was first investigated at several temperatures in order to determine the lowest temperature necessary to produce a colorless product which was assumed to be an indication of complete reaction of the bromine. The lowest temperature found in this study was 420oC. The amount of impurities found in the boron tribromide at various formation temperatures is shown in Table I. The data presented are emission spectroscopic results of boric oxide produced by the hydrolysis of 2 to 3 g of boron tribromide in 10 ml of distilled water. After hydrolysis, the samples were dried several hours on a hot plate. Assuming equilibrium conditions in the reactor, one can make approximate thermodynamic calculations estimatling the completeness of reaction of bromine with boron and its impurities at various temperatures. Data for these calculations were taken from Rossini,3 and must be taken as approximations since the T?S factor was not included in the calculations. The results of such calculations indicate that, with the exception of carbon bromina-tion, all impurities would react almost to completeness (> 99 pet) at all temperatures between 400" and 900oC. In the case of carbon, which cannot be accurately analyzed spectroscopically, it is estimated that only about one sixth as much carbon tetrabromide would be formed at 400" than at 900°C. The advent of larger drilling, excavation, and milling equipment is resulting in a tremendous increase in the scale and annual tonnage of open pit mining. At the present time, open pits up to 3000 ft. deep, and tailings dams and waste dumps up to 600 ft. high are being planned. One of the major problems that projects of this magnitude create is stability. Stability at open pit mining developments must be assessed for tailings dams, waste dumps, and open pit slopes in overburden soil and in rock. Soil mechanics principles are used to assess the stability for the first three. This science was developed by Dr. Karl Terzaghi in the 1920’s, and since that time the theories and principles have been tested and evaluated. This experience has resulted in the development of sound theoretical concepts, workable sampling and testing techniques, and accurate methods of analysis. Typical problems that can be analyzed include: -bearing capacity of soil under dams and waste dumps. - amount of seepage under and through dams. - stability of slopes and determination of safe slope angles for tailings dams, waste dumps, and open pits. - influence of earthquakes on stability. - influence and cost of different excavation and construction techniques. To assist in comparing engineering experience, an international soil classification system has been developed and used for several decades. In addition, many excellent text books are available outlining soil mechanics principles and techniques. A high degree of technology exists in soil mechanics. This, the mining engineer cannot afford to ignore. If soil mechanics principles had been applied, many major failures involving tailings, tailings dams, or waste dumps, such as those at Aberfan, Mufulira, Luanshya, and El Cobre would not have occurred. Tailings dams are planned in Canada that will be up to 600 ft. high. Construction procedures used in the past have paid little attention to the compaction of the shell material or to the influence of earthquakes on stability. This neglect has led to failures. While failures in low dams may not be too serious, for high dams such failures could have catastrophic results. Another major area of concern is the stability of rock slopes. Butte Meeting. It is expected that the technical program of the Butte meeting will be a sufficient attraction to draw to that point every member who can possibly get away long enough to attend. Attention is particularly called to the papers already sent in by the Committee on Precious and Base Metals, and the papers which they are undertaking to secure for the meeting, as published on pp. ix and x. In addition to these papers, and in addition to those published in this Bulletin, the office of the Institute already has in hand several papers, which will be published at an early date, and presented in abstract and discussed at the meeting. Of the discussion of these papers a special feature is being made. Therefore, let every member come to Butte who can do so. A meeting of the Board of Directors of the Institute will also be held at Butte. In the May Bulletin, we stated for the information of members the railway excursion rates for two suggested tours in connection with the meeting, which included Glacier Park before the meeting and Yellowstone after it. The itineraries there given and rates quoted were planned and offered by the railway agent bureaus in New York. Circulars have been sent to the members of the Institute by A. E. Vaughan & Co., a tourist trip agency of New York City, containing details of tours nearly identical with those outlined in the Bulletin, and quoting rates covering, the expenses of the whole trip. Members can easily compare these rates with the rates offered by the railroads, and published in the last Bulletin. In order that no misapprehension may exist, the statement is here made that the Institute and its officers have no connection whatever with Vaughan & Co.'s proposals and that any such tours will be strictly personal matters between said company and the members of the Institute who take them. Nevertheless, the Board of Directors calls to the attention of members the circumstance that tours such as these will afford an opportunity for members to travel together to the meeting.

It is usually assumed that the rate-determining step in the migration of a grain boundary involves the thermally activated transfer of single atoms across the interface. Chemical reaction rate theory then gives a migration rate which is proportional to the driving force when this is small compared to kT.1 In their recrystallization studies on aluminum, Gordon and vandermeer2 obtained data which was capable of providing the first experimental test of this proportionality. They correlated stored energy (driving force) release measurements determined calorimetrically with fraction recrystal-lized kinetic (growth rate) data acquired metallo-graphically at a temperature where a significant amount of recovery takes place concurrently with recrystallization. Within experimental error, the results of Gordon and Vandermeer confirmed experimentally, at least over a limited range, the linear dependence of boundary migration (growth) rate on driving force in accordance with theory. In obtaining these results, however, an incorrect, implicit assumption was made in relating the average instantaneous growth rate of the recrystallized grains to the measured fraction recrystallized kinetic data. The purpose of this present note is to point out and correct this assumption. An alternate approach, whereby a more proper average growth rate can be calculated from the recrystallization kinetic data, is presented. The earlier data, reevaluated in terms of this new approach, show the same general trend as before so that the original conclusion of Gordon and vandermeer2 is still valid. As was shown in a detailed study3 of the geometrical features of recrystallization in aluminum, the colonies of recrystallized grains can be regarded as uniform cylinders embedded in a three-dimensional matrix, the number of such colonies being constant. Thus during the early stages of recrystallization the volume fraction recrystallized, Xv, can be written as Xv=ynvlr2 [l] where y is a shape factor and i and r are defined as the average length and radius of a recrystallized colony and are spatial averages over the specimen. -nv, is the number of such colonies in a unit of volume. THE ENGINEERS have placed this great country of ours in a preeminent position with everything pertaining to manufacture, metallurgy, and the kindred arts. We are second to none in the world. We have a country which, another speaker has said, God has endowed with such riches in coal and natural resources as no other country in the world. But rich as these are, there is one thing greater; the sturdy character, energy, and integrity of its people, which will make these great resources an influence in the world's developments. Great as are these resources and the energy and integrity of our people, there is one problem of our .engineering, which I term human engineering, that is of far more importance than the creation of machines and methods, with which you have been so successful in the past. Of what value is the skillfully devised machinery, the complex process, unless manned and operated by people whose heart and soul are in sympathy with the work they are doing and who have before them the giving of a complete day's work for a day's pay?

The short-time tensile-strength test, while it has not attained the practical importance of the creep test at elevated temperatures, has the advantage of being rapid and is satisfactory for determining relatire strengths. For platinum and its alloys, which frequently are used at high temperatures under ill-defined conditions, the short-time test provides useful data that aid in the selection of the most promising alloy for each use. Measurements have been made upon 13 alloys, using wire 0.0031 in. in diameter, the choice of alloys and of wire size being determined by the requirements of a practical problem. Later the measurements were extended to higher temperatures by the use of heavier wire, 0.010 in. in diameter. Apparatus The use of fine wire made the necessary equipment very simple, since no effort was made to measure the elongation. A small platinum-wound horizontal furnace was used, 1/2 in. in internal diameter by 1 ft. long, with the wire threaded through it. EVERY dry thing that burns easily and multiplies or maintains fire by its own intrinsic nature can be put into an incendiary composition and various effects are produced. Some of these things are mineral combinations, like sulphur or its oil; some others, [163v] hot, dry, and subtle substances, like saltpeter; and some are. unctuous things, like fats and oils of any kind; while some serve because of dryness, like pith and wood. Some of these things are natural and some artificial But now I set aside the search for these differences in their composition. This is what I have found among all the ancient and modern things that I have been able to seek, and first, back in the time of Alexander the Great. Marcus Graecus, who was perhaps the inventor or a great experimenter and practicer of such things, writes of many of them. I have chosen some among these, and one* is this: In order to make it, he took Grecian pitch, alchitran, live sulphur, tartar, sarcocolla, niter, and petroleum oil, one part of each, and, in addition, a double amount of quicklime. He mixed it all with oil of egg yolks. Having put it in a well-covered and closed vessel of glass or glazed earthenware under warm manure, he left it for a month. Then, having liquefied it over a slow fire, always keeping the vessel well closed, he finally put this liquor in hollow sticks, in little pots, or in vessels expressly made, all with a little fuse fitted in the middle. If I should have to do this, I would say that a little gunpowder should be put in, which should give beginning to the fire so that it would ignite more easily. I have also found that another fire is made. For this sulphur is taken, or oil of sulphur if it is possible to obtain, petroleum oil or some rock oil, juniper oil, very well-refined saltpeter, and for one part of each of these five parts of asphalt; in addition, take goose or duck fat, pure black pitch, varnish, pulverized dove's dung, and enough aqua vitae to cover all the aforesaid things.. BARNHURST :-I would say that in that experimental furnace we were trying to adopt the proper form for burning low-volatile coal. I was enabled on one occasion to burn coke having 15 per cent. ash. Tailings, or washings from the preparation of coal for by-product coke ovens, which came to me 52 per cent. ash, were burned without any trouble. So that ash really might be regarded as not burning, but simply diluting the fuel that was there, without doing any particular harm except that we had to put in more of the material to get the same quantity of heat. With anthracite, I burned coal right along with from 24 to 27 per cent. ash, but it took a furnace of peculiar form in which the products of combustion had to be diverted to the point of entrance of the fuel. With an ordinary furnace the fuel is deflagrated by its surroundings as soon as it enters the furnace. In a cement furnace this action is secured by the hot clinker passing clown, and the walls of the kiln are heated upon contact with it, revolving as they do', so that deflagration occurs very quickly in a cement kiln. Deflagration would occur very quickly in an open-hearth furnace also. There is no trouble in burning anthracite coal under those conditions for three or four days successively. It should be very well dried and thoroughly pulverized. Aside from that, there is no trouble. WILLIAM A. The short-time tensile-strength test, while it has not attained the practical importance of the creep test at elevated temperatures, has the advantage of being rapid and is satisfactory for determining relatire strengths. For platinum and its alloys, which frequently are used at high temperatures under ill-defined conditions, the short-time test provides useful data that aid in the selection of the most promising alloy for each use. Measurements have been made upon 13 alloys, using wire 0.0031 in. in diameter, the choice of alloys and of wire size being determined by the requirements of a practical problem. Later the measurements were extended to higher temperatures by the use of heavier wire, 0.010 in. in diameter. Apparatus The use of fine wire made the necessary equipment very simple, since no effort was made to measure the elongation. A small platinum-wound horizontal furnace was used, 1/2 in. in internal diameter by 1 ft. long, with the wire threaded through it. WE are accustomed to think that we are efficient in the United States, particularly with respect to such things as mining and manufacturing. The conduct of the war has demanded in England and in France a complete readjustment of manufacturing methods and plans, and today England is probably as efficient a country as there is in the world, not even excepting Germany. This is all the more remarkable because it has been notorious for years that England has been inefficient in her manufacturing and the country has been flooded with things "Made in Germany." Today England is almost a socialistic community and the State is doing almost everything. England is now in such a position that practically everyone in the country is engaged in industry necessary for the conduct of the war, and this has been accomplished by increasing the efficiency both of her tools and of her man power. In the United States we certainly have been efficient so far as machines and perhaps so far as methods have been concerned, but we have not been efficient iii the utilization of our man power. Before the war, our labor was undoubtedly far more efficient than that of England, but it certainly was not so highly efficient as it should have been, and the problem that confronts us today, and will all the more confront us after the war, is to make our man power efficient. England has had a taste of what you may call State Socialism, and her laboring men are not going to be content to return to the old order of things. There is one feature of the labor problem in England which has permitted her to reach this condition of state socialism with comparative rapidity; this is that practically all of her laborers are English; she has little or no foreign population. While an Englishman may he a strong union man and ready to fight his employer tooth and nail, at heart he is still a British subject, and when his country was in danger he rose to the occasion.
