The theory of the present law with reference to lode locations contemplates the existence upon the surface of mineral-bearing veins which have clearly marked boundaries, and which can be so readily traced that a locator may immediately mark the boundaries of his 600 by 1,500 ft. claim in such a way that the vein will 'pass through both of its end-lines. It also supposes that, having discovered such a mineral-bearing vein, the locator will at once post a notice upon such discovery, mark the boundaries of his location in such a manner that they can be readily traced, and from that time forward have absolute title to the ground embraced within such boundaries, as against every person except the United States. For initiating title to placer ground, the law presupposes the discovery of a valuable mineral deposit; but not necessarily in place, as in the case of lode claims; and the location must be made to conform "as nearly as may be" to the legal subdivisions of the United States public land survey. When the placer law was extended to include the acquisition of title to oil lands, no exception was made as to the necessity for the discovery of valuable mineral in advance of location! Practice under the Present Law Nature did not make all veins clearly defined and readily traceable upon the surface; nor did she, in all cases, leave upon the surface which overlies important ore bodies such outcrops as would in them-selyes be considered valuable; and the citizen of the United States has in the past endeavored to steer his course between the mandates of the law and the limitations of nature. In connection with the work of testing structural materials for the use of the U. S. government at the laboratories of the technologic branch of the U. S. Geological Survey at St. Louis, Mo., from September, 1904, to April, 1909, and since then at Pittsburg, Pa., large quantities of sand, gravel, and crushed stone have been needed from time to time, besides samples of building-stone, clays, and other quarry-products. In many instances it has been necessary to obtain single samples of sand, gravel, or crushed stone in lots of a car-load or more. For obvious reasons all these collections have had to be made by a representative of the Survey. As the work progressed it was found essential that numerous geologic data should be gathered regarding the materials collected, in order that they might be properly classified as to kind of material, source, geologic age, etc., and that they might be rated according to quantity available, accessibility to transportation facilities, approximate costs, suitability for special purposes, etc., and that notes might be taken regarding undeveloped deposits of possible value. Furthermore, it mas desired that the selection of materials for tests should be made broadly, so as to cover, first, the representative types of material, and later, if possible, the typical materials of the more important building-centers in the United States. In order to insure a certain degree of uniformity in this work and economy of effort and expense, it was decided that as much of the sampling as was practicable should be done by a member of the geologic branch, whose regular field-trips could be combined conveniently with those necessary for procuring materials for the laboratory. During parts of the last three years 1 have been engaged in field-work of this sort.

OIL FLOTATION DISCUSSED BY SOUTHERN CALIFORNIA SECTION . A meeting of the Section was held in the home of R. H. Norton, 335 W. 27th Street, on Mar. 10, thirty-two members and five guests being present. Vice-chairman Staunton opened the meeting with a description of an experiment he made with oil flotation, and then introduced the guest and speaker of the evening, L. C. Penhoel, of the South-western Engineering Co., who gave a very interesting and informal talk on the subject of Flotation. During the talk, as points were raised, there was a general discussion, in which valuable information was brought out. A number of examples of successful competitive, results by cyanidation and flotation in large milling plants in this country and Mexico were cited and discussed. The latter part of the meeting was devoted to a discussion of the bill introduced in the California State Senate, to license and register engineers. Mr. Ernest Strout gave a most favorable opinion of the principal of licensing mining engineers from his extensive experience in the working out of such a law on the Rand. All members who spoke were opposed to this bill as drafted but felt that the subject was of too great importance to the profession to attempt to amend the present bill in the week or two that remains, and that the passage of a bill that was so crude and inefficient for the achievement of the results desired, would harm the engineering profession. After the meeting adjourned a short time was spent in social intercourse, during which light refreshments were served. The appreciation and thanks of the Section is extended to Mr. and Mrs. R. H. THE Pittsburgh is one of the most important coal beds of Ohio. It was the last of the great coal beds to be worked extensively in that State, has the largest area of virgin coal, and will in all probability be the last of the great deposits to be exhausted. The line of outcrop sweeps nearly southwest in a sinuous line from Jefferson County on the north to Lawrence on the south, a distance on a bee-line of at least 150 miles. (Fig. 1.) The maximum width of the area under which this coal is due is about 55 miles, but in most places it is less than half that and in the two southern counties it is in places restricted to narrow ridges. ONE of the first questions that naturally occurs to one who handles steel is," Why does steel harden ?" To answer this question the chemist and physicist have devoted much thought and experiment, and while they have enriched our store of knowledge of the nature and composition of steel, it cannot be said that they have yet solved the problem involved in its hardening. In this communication I desire to direct attention to a line of investigation yet new, in the hope that it may receive the attention of those who have the time and ability to pursue it. I refer to magnetism. There are so many parallels between the action of magnetism on iron and steel and their behavior under different processes of manipulation that it would seem as if there must be some connection between the forces at work in the different cases, if, indeed, there be not an identity of force in all of these cases. Magnetism, as we know it, may be merely the visible manifestation of forces, which may serve as a guide to lead us to an exact knowledge of the structure, the strains, and the resistances with which we have to deal in iron and steel. If a magnet be brought close to a pile of iron filings, the little pieces of iron will fly to the magnet and attach themselves to it, with their longer axes lying in the direction of the force. If molten cast iron be poured into an iron mould,-a chill,-the iron upon crystallizing will form needlelike crystals, with their long axes normal to the surfaces of the mould. If the iron is at the proper temperature and the quantity small, compared to the mass of the mould, the whole of it will be chilled, or set, in' the hard needlelike crystals

It is a pleasure for me to keynote this first Western Regional Minerals and Coal Conference here in the Black Hills of South Dakota. It is pleasing for two main reasons. First, Homestake Mining Company has been associated with the Black Hills since 1875 when gold was discovered following Custer's trek through the Hills during 1874. Second, the future mineral development of the Black Hills will depend, to a great extent, on minerals and metals covered in this conference. The metals and minerals that are featured in this conference have unique similarities--and important differences--and therefore, will be of great interest to all who are involved in our industry in this area of the country. Precious metals have always been, and likely will always be, subject to political influence; they are only partially affected by the demands of our industrial economy. Energy minerals, while more directly affected by industrial stimulus, are also politically sensitive. In this regard, the need for a minerals policy affecting the energy sphere has been made very clear to us in the last five years. More importantly, the lack of a national policy and purpose relating to our total future energy needs has severely affected the overall economy and security of this country. Very briefly today, I would like to outline for you my thoughts on the future of these most important minerals. I will start by a discussion of precious metals, primarily my favorite precious metal, gold. A brief history of gold will be helpful in setting a perspective for forecasting its future although it is difficult to give a brief description of a metal that has been prized by man for over 6,000 years. The phase diagrams of binary systems of some of the transition elements of Groups IV, V, and VI were used to compute the partial free energies of these elements and the free energy of formation of their Laves-type compounds. From these data, isothermal sections of ternary phase diagrams were calculated and compared with experimental results. DURING the investigation of ternary and quaternary high temperature systems formed by the transition elements of Groups IV, V and VI, the binary phase diagrams for these elements available in the literature were studied. In this study, the free energies of formation of the compounds formed in these binary systems were calculated; these values were then used to determine the general shape of the ternary and quaternary phase diagrams. Above 900°C, the transition elements of Groups IV, V, and VI are all bcc and form only Laves-type compounds in binary systems. The investigation was based on the binary phase diagrams published by Hansen.1 The Cr-Nb system was constructed from the data of Elyutin and Funke.' Several unpublished phase diagrams were taken from Schmidt'sLo and English'sl1 compilations. THE BINARY SYSTEMS valuations of the Thermodynamic Functions. Rostokers evaluated the boundaries of the (a + b) field in Ti-base alloys with a two-constant equation. The authors' interest is mainly in the center of the diagrams; therefore the miscibility gaps in the Zr-Nb, W-Cr, Ta-Zr, Ta-Hf, and Ti-W systems were used to evaluate the thermodynamic behavior of the binary systems. The transformation which steel undergoes in slow cooling, from the condition of austenite whelk above the transformation rage into that of pearlite plus either ferrite or cementite below that range, is subject to great lag. This transformation is essentially the pearlitizing of the austenite. Indeed the hardenillg of steel is due to this lag, which is made so great by extremely rapid cooling that a very large part of the transformation itself is restrained, so that the rapid cooling catches the metal in an only partly transformed state, that of martensite, and under favorable contditions even in an almost wholly untransformed state, as in the cases of Maurer's austenitic manganese steel. Hadfield's austemtic. manganese steel, 25 per cent. nickel steel, and other anstenitic alloy steels, arc austenitic even after slow cooling. It has long been known that this lag increases (1) with the rapidity of cooling, (2) with the presence of certain retarding elements, notably manganese and nickel, and (3) with the temperature from which cooling starts. The present inquiry touches the last of these influences, but incidentally it throws light on the first also. This influence of higher heating ill increasing lag manifests itself in different ways which, though they may at first seem unrelated, are in fact hut different aspects of one and the same thing. Thus, among heatings to different high temperatures, all of them above the transformation range: the higher the temperature to which the steel is heated (1) the lower is the temperature at which the transformation occurs in cooling slowly down, (2) the shorter is the time occupied in the actual cooling from above the transformation range to the room Temperature under given external conditions, Whether of slow or

THE process of recrystallization has not as yet been explained satis-factorily. Some definite conclusions could be drawn from recent investi-gations, such as, for example, that recrystallization is a process of nucleus formation and crystal growth 1and that the orientations of the nuclei correspond to some fragments of the original crystals, which have been considerably distorted during deformation.2 There are, however, a number of metals and alloys crystallizing in the face-centered cubic system, which form a particularly simple orientation if recrystallized as a sheet.3 Such a sheet is almost a single crystal with the cubic axes parallel to the rolling, transverse, and normal directions of the sheet. This preferred cubic or (100) orientation of the recrystallized sheet has been considered to be very different from the rolling structure of the same metals,4 but there are two reasons why this last supposition remains open to controversial discussion. The first reason is academic: In practically all cases except the one mentioned above, close correlations and similarities between rolling and annealing orientations have been observed; for instance, in iron and steel sheet.6 Secondly, no deformed metal actually forms a-simple orientation. In any thoroughly investigated case a number of different orientations and considerable scattering or deviations from the ideal orientations have been found., It is generally true that investigations on single crystals have shown that a definite orientation is approached in stretching or in compression of an originally undisturbed crystal.7 In the special cases, however, where the initial orientation was close to an important crystallographic direction that differed from the final "ideal" orientation, the resulting orientation changed very little by deformation, staying somewhere in the vicinity of the initial orientation." THE caving system of mining is that method of removing the ore from an underground body in which the top is first attacked and mined out and the capping, or roof, as the case may be, is allowed to fall in or "cave" and fill the space formerly occupied by the mined ore. It is applicable, generally, to large orebodies where the ore is relatively soft. We may say, within moderate limits, that when ore is removed the surrounding ground either caves in or remains open. For example, in mines like the Lake Superior amygda-loid copper mines, when the lode is removed there is left a void which remains open for many years; on the con-trary, mining a Lake Superior soft hematite ore, however carefully it may be done, always produces a caving of the surrounding rocks. We may say, with propriety, therefore, that the caving system is applicable to that type of ore deposit in which the surrounding rock readily caves. Another factor which governs the use of the caving system is the value of the ore itself. Admittedly, any form of caving will not extract 100 per cent. of the ore, and in the case of a very rich orebody it is often desirable to get out every pound of the ore with as little dilution as possible. Under these conditions, some other method of mining, such as that by square sets and filling, is indicated and should be followed. We may say, however, that, looking at it broadly, in the United States the caving system of mining is generally used for the removal of soft hematite and for the so-called "porphyry" coppers. In both cases this method is used where open-pit mining is not possible.

1. Brinell tests at progressively increasing temperatures are given for a representative lead-base and a representative tin-base babbitt, showing that the former has superior resistance to deformation at the working temperatures of bearings. 2. Small squares of bearing bronze, tinned and then babbitted with a representative lead-base babbitt and a representative tin-base babbitt were subjected to compressive loading. The lead-base babbitt showed less average compression than the tin-base babbitt. Compression did not materially increase the Brinell hardness of the babbitts. 3. A process and a tool are described for giving smoother and more accurate surfaces to bearings than has heretofore been possible. The following experiments have recently been carried out in the chemical laboratory of the Westinghouse Electric and Manufacturing Co., Pittsburgh, Pa. While the work is incomplete, it is described at the present time because data on the comparative merits of lead-base and tin-base babbitts are of interest in connection with the present shortage of tin. BRinell Habdness of Babbitt at Increasing Temperatures Bearings fail because of wiping, or deformation. Hence tenacity is desirable in a bearing metal, especially tenacity at high temperatures. The Brinell test is commonly regarded as a measure of tenacity. In fact, it has recently been proposed to substitute for Brinell hardness number the expression " tenacity number."l It seemed, therefore, that the Brinell test was especially adapted for the tests described. Disks, 4 in. (101 mm.) in diameter and 1.5 in. (38 mm.) thick, were made of the babbitts to be studied, designated A, B, C. They were poured into metal molds, pyrometer leads being soldered in the center of each disk. The composition of the babbitts was as follows:

This paper presents the results of an investigation of the effect of feed size on the integral rate at which feed material is dry ground in a laboratory rod mill. The data are interpreted in terms of the Gaudin-Meloy distribution equation. The equation, Mo — Mt/t = Aoxo r-1, is found to hold for feed sizes smaller than some critical size or for grinding times larger than some critical time. It is shown that a feed grindability is related to this critical size, which appears to be the transition between predominately impact and predominately attrition grinding. Detailed research on feed size effects in comminution has been rather limited. Gaudin1 ground single-sieve fractions of quartz for extended time periods (four hours) in a laboratory ball mill. His work, which was designed to study the nature of size distributions, showed that there is a critical feed size above which comminution occurs primarily by attrition. For his system, the critical size was about 2-mm when using 22-mm balls. In a more recent investigation2 single-sieve fractions of quartz were ground in a laboratory rod mill for constant time periods (15 min) to determine how feed size affects the grindability of the material. This work showed that grindability is essentially independent of feed size in the rod mill after this moderately long grinding period. To further clarify this observation, a study in which feed size and grinding times are varied over a fairly wide range, and particularly, a study of the dependence of the integral rate of grinding on feed size during the initial stages of rod milling is necessary. For an analysis of such data, it is desirable to use a parameter which is very sensitive to change during the initial grinding period when reduction ratios are

Having brought with me to this meeting a couple of "Mitis'' wrought-iron castings, I have found that they attracted a great deal of attention from steel manufacturers, and especially from those experienced in making castings, among whom some have said that they felt inclined to "unhesitatingly dcclare their manufacture an impossibility," if they had not seen the samples. The consequent demand for explanation of the method of manufacture has been SO great that I accept with pleasure the request by the President to address the meeting on the subject. My object in this address shall be only to explain the main features of the manufacture, referring those who take more interest in the matter to Mr. Th. Nordenfelt's paper, read before the British Iron and Steel Institute, reprinted in many American papers, and containing both a historical sketch of the inventions and many interesting details. As the manufacture of castings from steel by others is, at least to some extent, a success, I shall, in my explanations hereafter, refer to wronght-iron, although our mode of manufacture is equally applicable, with corresponding advantage, to steel of any temper. The successful manufacture of castings depends upon several very important matters, besides the necessary skill of the workman. You must have a suitable metal as raw material; you must have an eacient and suitable furnace for smelting, so as not to injure the metal; you must be able to handle the metal in a suitable way, from the time it is ready in the furnace until it is poured into the moulds; you must have a suitable moulding material. LAWRENCE ADDICKS, Douglas, Ariz.-It does not seem to me that the role played by carrying heat away from one surface to another has been brought out. A cellular construction prevents the motion of air currents. Also in the installation on the top of a reverberatory furnace, that Mr. Krieger mentions, where it stopped the cooling, there is besides the question of overheating. Another complex question, entirely apart from the necessity of not carrying a brick above a certain temperature, is that of not allowing acids and bases to come together at too high a temperature. J. W. BECKMAN.-What cements together the individual cells in the insulating material? Also, how does the material behave in the presence of acids and alkalies, both strong and weak? A. H. KRIEGER, New York, N. Y.-The material is formed or composed of myriads of lace-like skeleton remains of diatoms visible only -under a powerful microscope. The diatom lives in salt and fresh water. On the Pacific Coast there must have been an abundant life of the diatom, because the beds, still in existence in Southern California, are fully 1,000 ft. through, and are hard and strong, standing a pressure of more than 400 lb. per square inch. The beds must have been many ages in forming and the diatoms have become firmly packed together. The samples shown are typical of the entire deposit as it was formed at the bottom of the sea. What should be the chief aim of a metallurgical laboratory ? Before answering this, let us ask, What should be the chief aim of metallurgical instruction ? Taking a definite case, that of the iron blast-furnace, should we chiefly teach the methods of bosh- and tuyere-cooling, of storing and assembling materials, of removing the iron and cinder, of firing boilers and cleaning stoves ? Or should we aim chiefly to lay clear and bare the nature of the reactions which occur in the blast-furnace, the reason why changes in the rate of driving, in the blast-temperature, in the composition of the cinder, cause their known effects ? Shall we chiefly describe or explain ? Shall we teach chiefly the looks or the reasons ? Put thus, the question admits but one answer. Hours of labored description at a technical school give a less true and clear view of actual metallurgical operations than a brief visit to metallurgical works. If in my teaching 1 take the far more laborious course and lay so very great stress on explanation and so little on description that I seem to err on that laborious side and not to give description enough, the student will quickly make up for my lack of description in his first weeks in the works; he will there learn quickly and easily what I could have described only obscurely and with labor. Details of practice are learned easily and retentively in the works, but with difficulty and slowly at school. With the principles, and especially the chemical principles of metallurgy, the reverse is true. The works have little facility for teaching them; the school has every facility. The place then for explaining, for teaching principles, is the school. But,

THE outstanding characteristic of the last hundred years has been the world-wide rise in the standard of living. Man's dominion over nature is increasing with an accelerating pace and more and more the forces and materials of this world are being made to serve man's necessities and his convenience. We demand both quantities and varieties of goods that were beyond the dreams, to say nothing of the reach, of our fore-fathers, and our possession of them has become so much a matter of course that they excite no remark. Literally, thousands of young folks have required an explanation of a recent popular song, "Thanks for the Buggy Ride," for the reason that their own experience does not extend back into the pre-flivver age. This transition from the use of vehicles made mainly of wood and drawn by animal power, to metal made cars propelled by mineral fuels is all but complete and the memory even of older conditions is already fading. This is symbolic of what is happening all around us. In a recent book, Dr. Frank J. Goodenough, president of Johns Hopkins University, referred to Chinese civilization as a ?vegetable" civilization meaning thereby that the Chinese depend mainly upon the plant world for food, clothing and other necessities and luxuries. Our own people did the same hardly more than a hundred years ago. In 1820, this country produced and used only 5 lb. of pig iron per capita, but a quick and enormous change was wrought in the hundred, years that followed, and in 1920 the amount was 119 times as much, or 597 lb. It has since increased even beyond this and touched a peak of 809 lb. in 1923. In that year our output was more than twice that of 1903 and nine times that of 1883. This increase in production

This title is somewhat of a misnomer, because it does not accurately describe the phase of heat generation and application coming within the scope of this discussion. This paper is concerned primarily with that particular phase of radiant-heat transfer sometimes erroneously referred to as "shielded" radiant heat, to differentiate it from the open radiant heat of either flame or settings, in which the actual source of the radiant heat is a small incandescent furnace composed of a highly conductive superrefractory, within whose walls the combustion of the fuel is completed. This small furnace is usually located directly in the furnace proper, and although its refractory walls do shield the heat-absorbing surfaces from contact with the gases of combustion, there is no interference with the radiant heat given off by the furnace itself. We do not believe it either necessary or advisable to shield or screen radiant heat when properly controlled and applied. We do believe it essential to prevent the excessively hot gases of combustion from coming in contact with those parts of the heat-absorbing structure that are already receiving heat at high rates by radiation. In connection with any process for the refining of oil with which we are familiar, we are convinced that it is most advantageous to transfer the maximum of the heat generated in the form of radiant heat, applied directly to the heat-absorbing surfaces without the interposition of any form of shield or screen to prevent or reduce the radiant-heat transfer. While the term radiant heat is broadly used to cover all heat energy transferred from one body to another by radiation, in contradistinction to heat given up by gases in direct contact with the heat-absorbing structure (convection) or transmitted simply by conduction, in furnace work it is perhaps more often limited to the heat rays given off either by

Prior to 1885, the College of Engineering in the State University was under the care of such professors and instructors as were required for efficient work in the Schools of Mechanical Engineering, Civil Engineering and Architecture. The development of the coal and other important mineral resources of the commonwealth led gradually to a considerable demand for instruction in the branches more closely related to mining engineering, and a very creditable effort was made to meet this want by arranging special work in the field and in the laboratory for students of mining and metallurgy. This plan, while it gave much added labor to several already heavily taxed professors, caused such students to become something like undesirable excrescences upon the regular courses. But its partial success gave abundant proof of the real necessity for a complete course in Mining Engineering. The famous Braidwood disaster emphasized anew the importance of thorough training on the part of those to whom the responsible duties of mining must be confided. As is well known, a very excellent beginning was made some years ago by the Legislature in the matters of inspection and regulation by the enactment of a reasonably effective law, which was afterward much improved.* About the date of the last Acts, it was deemed wise to enlarge the facilities at the University arid to furnish adequate training for the increasing number of applicants. Accordingly, in August, 1885, the writer was requested to assume the duties of the professorship, it being the expressed desire of the Board of Trustees and the Regent of the University that a School of Mining Engineering should be founded which might eventually come to rank with the other engineering schools already flourishing here.
