S. LE FEVRE, Forest Glen, N. Y. (communication to the Secretary*).¬F. L. Nason thinks I could not have studied Mr. Witherbee's paper and doubts the arithmetic used, but in his discussion arrives at practically the same conclusion. He says 10 ft. thickness of ore over a square mile should give 27,878,400 tons, allowing 10 cu. ft. per ton of ore. This is correct, but if he reads carefully he will see that this depth of ore was figured as covering one-tenth of the surface, which reduces the figures to those used by Mr. Nason. I did not say, however, that there were 2,300,000,000 tons of ore in New Jersey, but that applying the same method of computation as used by Mr. Nason, to the area of the iron ore-bearing gneisses in New Jersey, we would get a total of 2,300,000,000. I did say, "In this area are located 366 magnetite mines that have been worked more or less. These lenses may easily be capable of producing (on an average) 1,000,000 tons each, and there are probably double the number listed not opened up." Thus my estimate for New Jersey, as far as any was made, would be: Probable ore 366,000,000 Possible ore in addition 732,000,000 1,098,000,000 Mr. Nason's final conclusion of his personal estimate was one-half of what he erroneously read to be the estimate given in the paper, or half of 2,300,000,000, which equals 1,150,000,000. So the two estimates seem to differ less than 5 per cent., and we have the two sister States of New York and New Jersey on an equal footing of productive possibilities in magnetic ore.

I AM well aware that this subject is not strictly in the line of mining engineering, yet as it is a subject with which mining engineers at times have something to do, I have thought, perhaps, it might not be wholly out of place to communicate to the Institute something of the method used in determining deflection, and of its final issue. Having felt a need of some simple formula for determining the deflection of girders of uniform cross-section under any load, I have been led through the counsel of Mr. Frederick J. Slade, to whom I am indebted for many suggestions, to undertake a labor of which I shall in this paper give only some of the most important features. The results arrived at agree with those obtainable from the received formula; of Weisbach, Rankine, and others, but the expressions given by these authors, and by all others that I have at hand, are of such a form that they are not easily applied by those whose higher mathematics have become rusty from disuse, and they require, moreover, too much labor in their application to be of practical value. The general formula that I have adopted is similar to that given by Rankine, and is deflection = [mWl3 -El], in which l is the span, W the total load, E the modulus of elasticity, I the moment of inertia of the uniform cross-section of the girder, and m a factor depending for its value on the mode of distribution of the load. The problem then is to find the value of this factor m in the formula, and for some distributions of the load it leads to a number of mathematical difficulties. Under date of Sept. 30, the following open letter was addressed to the Members of the Colorado Section of the American Institute of Min-ing and Metallurgical Engineers by a Colorado Committee: At a meeting of the Colorado Section of the American Institute of Mining and Metallurgical Engineers, held on Friday, Sept. 19, a reso-lution was unanimously passed condemning the Engineers' Licensing Bill passed at the last session of the State Legislature, and requesting the Chairman to appoint a Committee to act in conjunction with the other National Engineering Societies and the Colorado Metal Mining Associa-tion, with a view to securing its repeal at the extra session of the Legis-lature which the Governor has expressed his intention of calling. It may be within your knowledge that the bill in question was passed by the Legislature and signed by the Governor without the knowledge of any of the National Societies, and of few if any of their members. Under its provisions residents of other states cannot even come into this to examine a mine without securing a license, and aliens (among whom are many honored members of, the profession in Colorado) cannot obtain such a license at all. The mining industry in this state needs the coopera-tion of outside engineers, and we should welcome any assistance from them that will tend to develop our resources. To attempt to discourage the activity of visiting engineers will inevitably react on us, and brand the state as being hostile to brains and capital from outside. The difficulty of securing a license will prove a serious handicap to young engineers starting out in the independent practice of their profession. Moreover, a license issued to au engineer qualified in one branch will entitle him to practice in any other: so that the license is apt to mislead the public.

(Read at the Philadelphia Meeting, February, 1878.) THE manufacture of ferromanganese in the blast furnace having been the subject of considerable attention in the Institute, I beg to put on record a contribution to the discussion from a quarter hitherto not directly represented, namely, the St. Louis furnaces, near Marseilles in France, belonging to a company of which M. Jordan, a member of the Institute, is Managing Director. These furnaces commenced in 1862 to manufacture specular pig (fontes à facettes) containing from three to six per cent. of manganese. In 1864 the regular production of spiegeleisen (fontes miroitantes), containing seven to ten per cent, of manganese, was inaugurated. At that time the Rhine was the only locality of this manufacture, and the Bessemer works of England and France obtained from Germany all their spiegel. From 1864 to the present time, the St. Louis furnaces have been advancing steadily the percentage of manganese in their product. From ferromanganese of thirty per cent. they had arrived, about two years ago, at a product containing seventy to seventy-five per cent., and for some time past they have been turning out what, as M. Jordan remarks, may fairly be termed fonte de manganese, or manganese pig, instead of iron, since the percentage of iron it contains is not more than 8.5, while the percentage of manganese is 85, or ten times as great. This very high grade material has a peculiar appearance, entirely different from that of ordinary cast iron or spiegel. It is granular, and steely gray in color. The following analyses, communicated to the Société to des Ingenieurs Oivils, by M. Jordan, show the composition of various products of the St. Louis furnaces :

AT the last meeting of the Institute, a discussion arose upon the question, " Is them pressure in coke ovens ?" and many of the members seemed to think that the superiority of the Belgian furnace might be due to the fact that it is a completely closed chamber, in which the gases given off by the coal are, or may be, at more than the atmospheric pressure. It seems to me that this position is untenable, and that an examination of one of these ovens in operation will show, not only that there is no excess of pressure in the coke chamber, but that the contrary is true, and a partial vacuum exists. The Belgian or François oven consists of a rectangular chamber closed at the ends by sliding doors, and furnished with flues in the side walls and floor. The new charge is introduced at a time when the furnace is so hot as to cause immediate and copious discharge of the volatile constituents of the coal. The gases pass downwards through the side flues giving out their heat to the walls and thus to the coal. Underneath the floor air is introduced and the gases burn, producing intense heat. Heat is also reflected from the arched roof upon the coal which is therefore heated from all sides. The especial advantage which this construction was designed to secure is that no air is admitted to the coke-chamber. All the heat is produced by the combustion of the uncokeable gases, and the yield ought to be a maximum. It is so in fact, allowing for the imperfections inseparable from furnace construction and management. Sometimes the yield is in excess of the percentage indicated by assay, showing that

ON July 2 the Krupp plant in Essen was occupied by the French. The City of Frankfurt, on the edge of the Mayence Bridgehead was surrounded by the French. French infantry and cavalry occupied some more towns in the Ruhr. These moves were apparently in the way of reprisals. The Bank of England on July 5 raised its discount rate from three per cent. to four, per, cent., the lower rate having previously prevailed for almost exactly a year.. The advance appears to have been inspired by the reserve ratio, but especially owing to the fact that the low rate in the London market had led to the out-flow of funds from there to other markets. Philip Snowden brought up again in the British .Parliament his motion in favor of the condemnation of the capitalistic system and the substitution of socialism. The motion was put to vote and was defeated by large majority, only the members of the Labor party voting for it. The Allies and the Turks finally came to an agree-ment at Lausanne, the Turks getting about all for which they asked. It would be tiresome to record the details. The main fact is that the Turks, after having been ejected from Europe in 1918, are now going to return. Russia agreed to the settlement respecting the Straits. The Soviet Government of Russia formulated and adopted, subject to ratification, a constitution for the United States of Russia, which appears to be patterned after the constitution of the United States of America and the unwritten constitution of Great Britain. The important thing about this seems to be that it definitely reunites the constituent parts of the old Empire, the semi-independence of the Ukraine being surrendered.

While this device is not new in its inception, its peculiar advantages failed to be of practical utility until furnace-builders instituted the mechanical reform of supporting the upper and lower water-jackets by hanging them from an I-beam frame, independently upheld by iron columns, instead of resting the entire weight of structure on the bottom, as practice formerly prescribed. The Colorado Iron Works were among the first to build copper-furnaces of this description, and the device, illustrated herewith, has been installed by them in three recent plants,—two furnaces for the Westinghouse interests near Ely, Vermont, and one for the Grand Prize Copper Company, of Gila county, Arizona. The jack-screw supports (Figs. 1 and 2) and the familiar iron bottom of former practice are retained as integral parts of this new furnace-bottom. And, instead of resting inert on the tapfloor of the furnace-room, the jack-screws are supported on and bolted to two I-beams the length of the furnace, placed immediately beneath, and parallel to, its sides. These I-beams are bolted to, and supported by, three steel axles equipped with small flanged wheels, the whole constituting a carriage, which runs freely on a track. The entire apparatus is movable or rigid at will, for the wheels are easily braced, if the tension of the tightened jack-screws does not serve to hold the whole in position. The advantages of this design will be at once apparent to those who have had practical experience in barring furnaces provided with stationary iron bottoms. It is a well-known fact that the larger part of the time occupied in cleaning and preparing a frozen furnace for active service is necessitated by working in a confined place where the temperature is uncomfortable, and that in such case the débris must be removed from

The authors give a definition of the various types of corrosion that may affect a metallic conductor buried in the ground, namely: 1. The metallic conductor may be attacked by the surrounding soil. This phenomenon is purely local and is called by them soil corrosiveness. 2. The metallic conductor may connect two regions of the ground when the electrolytes have a different composition. An electrical current will then be generated and certain zones of the conductor will be oxidized. This is autogalvanic corrosion. 3. Stray current may flow in the ground and enter the conductor in certain sections and leave it in others, thus causing oxidization in certain zones; this is electrolytic corrosion. The soil corrosiveness has been studied extensively by the United States Bureau of Standards and the authors give a summary of the work carried out and results obtained along this line. In autogalvanic corrosion it has been shown, by the investigation of buried pipes, that the zones of corrosion are associated with the zones of egress of the electric current (anodic zones). The location of these zones can be determined by measuring at the surface of the ground the difference of potential that exists along the path of the pipe. This work is performed easily and quickly with the apparatus invented by the authors for the exploration of conductive orebodies. The problem of electrolytic corrosion is a difficult one because it is a question of stray current which may vary in direction and intemsity at every instant. Therefore the components of the electrical field must be known at a given station and compared with the components of the clectrical field at another station, at the same moment. This is achieved by a rccording apparatus that will register the variations of the intensity of the electrlc current along two rectangular directions, during several minutes

Those familiar with mill-practice understand the work required of an average bucket-elevator, but I wish to call special attention to the wear on the buckets. I have been studying in what manner the life and service of the bucket might be improved, and I feel that an adjustable lip, attachable to each bucket without the aid of rivets, will be of material advantage. For illustration, consider the feed-elevator of a typical mill in the Cæur d'Alene district. The ore is carried by water in a launder from the feed-rolls and dumped in the " boot" of the elevator, directly in front of the ascending bucket. Middlings from the return-rolls are similarly handled. Under this condition the bucket not only carries the ore, but also picks it up, and this latter requirement determines the life and service of the bucket. It might be said that it would be better practice to convey the feed to the elevator and dump it directly into the bucket, but at one mill at which this plan mas tried the results were disappointing and the rubber belt was badly worn. The wear of the bucket is confined to the lip and the corners which have to pick up the material. When the lip on a corner of a '7- by 12-in. malleable cast-iron bucket is worn down about 3 in., the bucket is of no further value as a carrier and has to be replaced. The worn bucket, containing about three-quarters by weight of the metal of the original bucket, has a scrap value of about 10 per cent. of that of a new bucket. The 27th Regiment of Engineers was organized in the Army not long ago for special mining service at the front (or, we might even say, in advance of the front). In military engineering in warfare, the "sappers and miners" are one of the ancient branches of the corps of engineers; but in modern warfare the importance of this service has been greatly magnified. The 27th Engineers is a. special mining regiment, which is being recruited from mining engineers and miners from all districts of the country, already containing representatives from all the mining states between Arizona and Montana and from the Atlantic to the Pacific Coast. Those of us who cannot go to the front should not-be content to tell the young fellows to go, and then forget them. We want the men of the 27th Engineers to know that they represent our industry and their industry; and that the industry is going to think about them and back them up. Expressing the above views, the Engineering and. Mining Journal instituted a fund for the aid of the 27th Engineers. It has already raised a considerable sum of money, and contributions are coming in fast; but there is no limit to what is wanted. This money is being spent in providing the regiment with athletic equipment, both outdoor and indoor; with games for the barracks; with cigarettes and smoking tobacco; with contributions to the funds of the several companies that the men raise among themselves. It is contemplated, moreover, that there will be need to extend aid and comfort to some of the families whom the men have left behind. Contributions of books, sweaters and other knitted articles are also being received.

For the past year we have had in use at the Durham furnace a set of hollow pig-patterns made of iron, which have given such satis factory results that I think a description of them would be of interest to the members of the Institute. Before the introduction of these iron patterns, we used the ordi nary wooden patterns, made in the usual way with straps of iron along the sides to protect the corners from wearing off. The size and shape of these wooden patterns are shown in Fig. 1. When the patterns were new, the pigs weighed about 130 pounds each, and were uniform in size, and the moulding was clean. But constant use soon wore the patterns away; and at the end of a few months, the pigs had become, in consequence, so much lighter that the moulding, daily, of several additional beds was necessary to accommodate the same quantity of iron. As the patterns wear away, the moulding becomes ragged and the pigs rough. Moreover, wooden patterns are often destroyed by fire. I have known an entire set to be destroyed by a break-out of iron. The iron pattern which I have designed is free from all the objections to the wooden pattern, being not only more durable, but, in the long run, far cheaper. The iron pattern having the same shape and size as the wooden one, is made of the best flange-iron, of No. 13 gauge. After the sheets have been cut to the proper size, three heats are required for the flanging. At the first heat, each piece is stamped in a cast-iron form, which gives the proper shape to the bottom part of the pat-

Frequently in using a thermo-electric pyrorneter for measuring the temperature of a furnace, a hole is drilled at the back or side of the furnace, through which is introduced the tube containing the thermo-couple. At times the couple is left almost where it drops, for the reason that it soon becomes too hot to be handled easily, and the space at the back or side of the furnace may be so small and uncomfortably hot that an easy and accurate adjustment is nearly impossible. In order to overcome this clumsy and unscientific method of using the thermo-electric pyrorneter, I designed an adjustable stand, to hold the clay or quartz tube inclosing the platinum and platinum-rhodium leads that constitute the couple of the Le Chate-lier thermo-electric pyrometer. This stand also allows an easy and rapid adjustment of position to varying heights and angles, as may be desired for special reading, This stand is illustrated in Fig. 1. The couple in the tube might be of better service if the tube were held a little higher above the charge in a roasting-dish, changing the height and angle if desired. The stand, made of 1.5-in. water-pipe and mounted on casters, is heavy enough so it cannot be tipped over easily. It is adjusted to any position, and has a universal clamp which holds the clay or quartz protecting-tube. To avoid disturbing the wires of the couple at the cold junction each time the tube is moved, the cooling-bottle sets in a wire basket so placed that it moves forward or back with the couple. "AIR-SAND" is the term which has been given to a process of separating refuse material from coal by means of a body of dry sand artificially fluidized and maintained in that condition by a continuous stream of air bubbles flowing through the sand body. By proper regulation of the rate of air flow, this fluid air-sand body may be maintained at such a density that coal will float near the surface and the refuse, which is heavier, will sink through the sand to the bottom of the container. This separation is a float-and-sink operation similar to the separation of wood chips and stones in water; the one floats and the other sinks, irrespective of size of pieces. This was the objective sought in the development of this method of cleaning coal-a dry process which requires no preliminary sizing of the coal. METHOD OF PRODUCING THE AIR-SAND MEDIUM Figure 1 shows the cast-iron cell used for testing at the Central District Experiment Station of the Bureau of Mines, Urbana, Ill. This consisted of two castings: a. rectangular box 12 in. square in cross section and 18 in. tall, open at both ends and flanged on the bottom; and a cubical box also 12 in. square inside, with a closed bottom and flanged top. A porous diaphragm is bolted between the flanged ends of the two castings. The upper part of the cell above the diaphragm is filled with river sand screened through 20 mesh without removing the dust. Air under suitable pressure is admitted to the lower part of the cell below the diaphragm. The air passes through the diaphragm and bubbles up through the sand, distending the mass and throwing the sand particles into motion.

TIE fundamental principle of resistance thermometry lies in the determination of temperatures by the measurement of an electrical conductor subjected to various temperatures and the translation of the resultant changes, in ohms, into temperature equivalents. Such resistance measurements can be made with maximum precision by the use of a standard Wheatstone bridge and a reflecting galvanometer of high sensitivity. Under such conditions, results are obtainable that may be accurate within 0.1 or even 0.01 per cent., and the "idiosyncrasies" of heated electrical conductors can be studied with advantage and profit, even if the latter is not of a financial nature. The chief requisites for producing a serviceable -commercial instrument may be enumerated as follows: First, there must be a resistor or "bulb" that can stand the maximum temperature without deterioration and which has a pronounced temperature coefficient. Second, there should be constructed an "even" bridge, having two fixed arms of equal values, in ohms. Third, a rheostat, the maximum resistance of which will be equal to the total change in the resistance of the bulb, between temperature extremes, is required. Fourth, there must be a sensitive galvanometer which is aperiodic, or nearly so. Finally, there should be a fairly steady source of direct current. The general scheme of this type of apparatus, in its simplest form, can be readily understood by reference to Fig. 1. Resistors A and B are constructed of manganin, therlo, or some other resistance wire having a negligible temperature coefficient. The sensitive D'Arsonval galvanometer G has its zero in the center. R is a rheostat and X is a resistor or bulb made of insulated platinum wire, or else of nickel, copper, or some alloy, according to requirements. K is a battery, but a direct-current service line is often used instead, with sufficient ballast in series to properly reduce the current.

With the environmental movement beginning in the late 1960's came a deluge of permit requirements for the mining industry. Coal mining has been one of, if not the most, severely impacted of the mineral industries as a result of the passage of the Federal Surface Mining Control and Reclamation Act of 1977. Numerous provisions of this Act and numerous regulations developed under authority of the Act are being challenged in differing levels of the judicial system across the United States. Such court cases have had varied success. Numerous other regulatory programs that are not quite as dramatic as the SMCRA have presented an unending regulatory problem for mining operators. My comments in this presentation relate primarily to the major Federal and State agencies and their legal responsibilities which we in the coal mining industry must address in order to receive authority to construct and operate surface coal mines in the State of Wyoming. A list of the Federal and State agencies one could deal with in an application is as follows: 1. Bureau of Land Management (BLM). BLM is responsible for deciding where and when to lease federally owned coal and for establishing terms and conditions for leases. BLM also has some control over surface reclamation on federal land, i.e. regrading to eliminate highwalls, covering of spoils, maximum extraction of coal to limit future disturbance, contemporaneous reclamation, etc. BLM is also responsible for designation of federal lands unsuitable for all or certain types of surface coal mining operations. 2. Geological Survey (USGS). USGS coal mining responsibilities apply only to Federal and Indian lands and concern compliance with production requirements including diligent development, minimum production levels, royalty payments and resource protection, and

Recent papers by S. T. Yuster have called attention to the largely ignored concept that there will be a transfer of viscous forces across fluid-fluid interfaces during the flow of immiscible fluid phases through porous media. This leads to the implication that the relative permeability us saturation function, as applied to each of the fluid phases of the system, will in some way be dependent on the viscosities of all the other fluid phases which are contiguous to the flowing fluid of interest. In fact, Yuster has selected and analyzed the properties of a capillary-tube model of the reservoir-prototype flow systems and concludes from his studies that relative permeability values will be very markedly influenced by the viscosity ratio in two-phase systems. On the other hand, relative permeability data have been reported in the literature for more than 20 years; and where these data are consistent at all, they consistently how no dependence on viscosity ratio (cf. chapter 7 of Muskat3 for a resume of past experiniental work). This paradoxical situation has prompted us to re-evaluate Yuster's work. The major flaw we find has to do with the properties of the model Yuster employed to give qualitative support to his predictions. This model is defective in that important surface area parameters characteristic of the prototype-reservoir flow system have not been propertly scaled. Fig. 1 shows how we believe Yuster's model should be modified to circumvent this difficulty. It depicts the capillary tube of radius R and length L, comprised of two elements in series. The first part of length, L has the nonwetting phase flowing centrally out to a radius distance r, where an interfacial boundary exists with the wetting phase which flows in the concentric annular pace of the tube. WHAT was certainly the greatest event of January, and perhaps it will prove to be the greatest of 1923, or even of the next decade, was the meeting of the premiers of the principal Euro-pean powers in Paris on Jan. 2, to consider what should be done with respect to German reparations. The French and British were unable to come to any agree-ment, and the conference broke up on Jan. 4. The French and British parted friends, but each with the determination henceforth to pursue its own economic and political way. This event was profound in its significance and perhaps will be calamitous) in its consequences. Following the disruption of the Conference at Paris, the French immediately began preparations to occupy the Ruhr district on the ground that Germany was in default on coal deliveries, without waiting. for Jan. 15, the next due date for reparation payment. This action by the French led to orders being issued by President Harding on Jan. 10 for the withdrawal of the remainder of the American troops on the Rhine. Thus ended the physical participation in. European affairs by the American army, whose vanguard landed in France in June, 1917. The French occupation of the Ruhr Valley, i.e., the great industrial region of western Westphalia, was made with a large military force. The Germans offered no physical resistance, and passed under French control with sullen resentment. The coal miners to a con-siderable extent refused to work and there was more or less disorganization of railway service. Before the end of the month the opinion was expressed that the French occupation was an economic failure and there were reports of French blast furnaces being blown out for lack of coke.

The law of supply and demand is, in general terms, that law which governs the price of any commodity in an unrestricted competitive market. There are several variables which, for the purpose of this discussion, will be defined only as they apply to the petroleum industry: Production: The volume of petroleum that is moved from leases. Stocks: The volume of petroleum that is in the hands of the tank farm and pipeline companies. Inventory: The value of the stocks at the market. Consumption: The indicated delivery of oil to others than those who hold stocks. Demand: The potential absorbing power of the consuming market. Demand is the expression of the needs of the consumer and may depend on the economic value of the oil to the consumer. In times of low prices, the demand is the same as the consumption but during periods of high prices or deficiency in supply, the demand may be greater than consumption. Production vs. Consumption If stocks of crude oil were very low, so that the flow of oil to the market was directly from the producer to the consumer and not, in a large measure, through stocks, some relation between production and consumption would be proportional to price changes. THE mines are near the town of Gilmore, in the Texas mining district. This district was organized in 1880. The present producing mines are near the terminus of the Gilmore & Pittsburg railroad. This railroad connects with the main line of the Oregon Short Line at Armstead, Mont. The distance from Gilmore to Armstead is 70 miles. The town of Gilmore is near the head of the Lemhi river at an elevation of 7,000 ft., while the mines are from 400 to 1,300 ft. higher. The range of mountains upon which the mines are situated forms the water shed for the Little Lost river on the west and the, Lemhi river on the east. The winters are severe and the snow fall is heavy, but the mines ship right through the year. There is an abundance of timber suitable for all mining purposes in the immediate vicinity. Water is piped into the camp from a lake about 2.5 miles distant. This lake is about 1,400 ft. above the town of Gilmore. The water is exceptionally good for boiler and domestic purposes. The mining companies now producing are. the Pittsburg Idaho Co., Ltd. ; the Latest Out Mining & Smelting Co:, Ltd. ; and the Gilmore Mining Co., Ltd. Besides the above properties, there are a number .of prospects in different stages of development. The producing mines of the district are fissures in limestone, with a general northeast-southwest course .and a dip to the west of from 40° to 70°. These fissures are at about right angles to the bedding of the limestones. The veins are regular and the ore shoots strong, both laterally and in depth, so far as developed. The ore shoots have a rake or pitch to the south. The character of the formation is shown in Fig. 1, a section of the Latest Out mine.
