Howe Memorial Lecture The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and -practice of iron and steel metallurgy- or-metallography, chosen -by-the Board-of Directors upon recommendation of the Iron and Steel Division. There is a basic need for the health and safety manager to know what work he or she is to do and how to do it in a more professional way. Peter F. Drucker in The Practice of Management said, "The ignorance of the function of management, of its work, of its standards and its responsibilities is one of the most serious weaknesses of an industrial society-and it is almost universal." The death, on May 6,1908, of Dr. Hermarnn Wedding, Privy Mining Councilor of the Kingdom of Prussia, and Professor of the Metallurgy of Iron and Steel at the Royal Mining Academy of Berlin, was a loss keenly felt by the whole metallurgical world. Not alone in his native land, but also in foreign countries, did he enjoy an esteem of which the title of honorary membership in the American Institute of Mining Engineers, the United States Association of Charcoal Iron-Workers, and the (British) Iron and Steel Institute bears eloquent testimony.

Nitrogen solubilities in water at 100, 200, and 400 psi, in the temperature range 100 to 175C, were determined using an automated system involving flash evaporation and gas chromatography. Rates of gas transfer into a standard laboratory auto-clave were measured by the same technique. The rates at which a gas can dissolve into such a reactor were found to be close to the rates of oxygen consumption observed during the oxidation of several mineral sulfides, indicating that gas transfer might be a rate-limiting step in autoclave leaching.

Bedded potash deposits are known only from Phanerozoic evaporite sequences. They are composed of either sylvite or carnallite, of which only the former produces commercial potash ores. Both Permian and Neogene potash deposits have experienced sulfatization by percolating oxygenated surface brines, causing enrichment in the potash content. Permian potash deposits are mined in various parts of Europe and North America, Miocene ones only along the outer rim of the Carpathian Mountains and in Sicily. New discoveries of large Miocene rock salt bodies make it possible to predict the occurrence of potash deposits along their flanks.

INDIVIDUALS and small companies have discovered and brought into production the mining districts of the United States. Hardly an exception comes to mind, save for the disseminated copper properties and the great iron mines. In spite of this fine record that has made possible the industrial greatness of the country, mining by small companies and by individuals has become a vanishing phenomenon. In Nevada, the lair of rugged individualism, there are fewer operating mines and fewer miners than at any time since the 1860's. The situation in other states is nearly as desperate.

This paper describe; open pit studies where blasting damage introduced in the remaining rock has been investigated. Results from two open pit mines are described and discussed. Parallel performed laboratory experiments, where simulated blasting damage has been introduced into samples before shear strength testing took place, are also reviewed. These studies are tied together in order to throw some light upon how the blasting damage influences the slope stability. A mathematical model is also described which will make it possible to optimize the blast design for a specified damage zone in the rock mass.

An empirical model is developed that predicts accurately the transient response of salt creep to incremental and decremental changes in stress and temperature. Even though the model is empirical, it is derived from a firm theoretical framework for the micromechanical deformation processes of both steady-state and transient creep. In the model, the transient creep functions modify the steady-state creep behavior, which in turn is based upon creep mechanisms and the def ormation-mechanism map. The model is applied successfully to experimental stress-drop results obtained for salt.

The White River Shale Project has completed a 5,000-foot production decline and a 30-foot diameter 1,010-foot deep shaft into its oil shale orebody in the Uinta Basin of eastern Utah. This is the first major underground access into these Green River deposits in this basin and provides an opportunity to establish and monitor in-situ rock mechanics stations as input to the mine engineering and planning of this large opening, high-tonnage mine. This paper discusses the history, mine development, and rock mechanics planning for this project.
