Single crystals of Pbl-xSnxTe have been grown from nonstoichiometric, cation-rich melts with the objective of producing as-grown, bulk material containing carrier concentrations ranging from 1016 per cu cm to 1018 per cu cm. Three specific crystal composi-tions were investigated in detail; x = 0.00, 0.10, and 0.17. Pull rates of from I to 3 mm per hr were used. Single crystals were successfully pulled from melts containing as little as 30 at. pct Te. Hall coefficients, resistivities, and carrier mobilities of these materials were determined. The relationship between the composition of the melt and the carrier concentration in the as-grown crystal has been studied for the three crystal compositions of interest. BULK single crystals of Pb,-,Sn,Te have previously been grown from stoichiometric melts.1,2 Such crystals are p-type and have relatively high carrier concentrations ranging from -9 x 1018 per cu cm for PbTe to -8 x l020 per cu cm for SnTe at 77°K. These carrier concentrations result from deviations from stoichiometry (lead vacancies) in the as-grown crystals. Since lower carrier concentrations are desirable for electrooptic device applications, these crystals are usually subjected to long-term, isothermal anneals.' This paper reports on the growth of Pbl-xSnxTe single crystals from nonstoichiometric melts with the primary objective of producing as-grown material containing relatively low (1016 to 1018 per cu cm) carrier concentrations and also reports on the general characteristics of these crystals. The phase relationships in the Pbl-xSnxTe systems are such that materials solidifying from nonstoichiometric, cation-rich melts will have smaller deviations from stoichiometry than materials grown from stoichiometric melts. Fig. 1 is the T-x phase diagram for PbTe in the vicinity of the stoichiometric composition.3 A crystal grown from a stoichiometric melt will solidify at a melting point maximum at which the solid will contain -0.5002 atom fraction of tellurium. PbTe single crystals grown in our laboratories from stoichiometric melts have carrier concentrations of 9 x 10" per cu cm, indicating that the excess tellurium in the crystals is as expected from this phase diagram. However, growth of PbTe from a lead-rich melt will result in material having a more nearly stoichiometric composition. Although the addition of Sn to the melt shifts the solidus curve further toward the tellurium-rich side,4 the general discussion given for PbTe applies to the Pbl-xSnxTe systems as well. EXPERIMENTAL Single crystals of Pb1-xSnxTe have been grown in our laboratories from nonstoichiometric, cation-rich melts using the Czochralski technique and boric oxide liquid encapsulation. The details of the growth apparatus and growth technique have been reported in a previous paper on growth of these alloys from stoichiometric melts.2 In the present study, three specific crystal compositions were investigated in detail; x = 0.00, 0.10, and 0.17. Growth of alloy crystals from nonstoichiometric melts requires considerable care, and good quality single crystals were obtained in this study only by optimizing the mechanical and thermal stability of the growth system and by using pull rates of from 1 to 3 mm per hr (Pbl-xSnxTe crystals are easily pulled from stoichiometric melts at rates of from 5 to 10 mm per hr). The liquid encapsulation technique was found to yield near-ideal conditions, since the B2O3 layer increased the thermal stability at the growth interface, permitted easy attainment of near-ideal thermal gradients, and dampened vibrations at the melt surface. The hygroscopic character of the B2O3 was a slight problem and vacuum heat treating was necessary to completely remove the water from the boric oxide. During initial growth, the seed diameter was reduced and a narrow neck (1 to 2 mm diam) of several millimeters length was grown. Significant improvements have been made in the ursine systern for epitaxial vapor gvowtlz of Gds. The electron concentration has been reduced to below 1015 cm-3 with electron-mobility values as high as 7200 sq on per v-sec at 30PK and 60,000 sq cw7 per v-sec at 77°K. These high-purity layers have been successfully gvown on n&apos; layers with thicknesses as snzall as 1 p and as large as 125 p. Furthermore, high-purity layers have been incorporated into an structure without degradation of electrical properties. Different impurity gradients at the n&apos; to n interface were achieved. Using these structures, Gunn oscillators have been operated at frequencies as low as 0.4 GHz and as high as 40 GHz, which equals the highest valzle yet reported. The frequencies nleasured are in reasonable apeenlent with those calculated fron7 the n-layer widths and the transit times. CW operatiolz has been achieved from 3 to 20 GHz. In Gunn devices for >40 GHz operation (i.e., witk an n-layer tkickness below 2.5p), the n layer has been generally too pure to permit oscillations to occuv. ThE mechanism of the Gunn oscillator&apos; is now generally understood.2-5 Electron transfer from the (000) minimum to the ( 100) minima leads to a voltage-controlled negative resistance, which results in the formation of domains of high and low electric fields which travel through the crystal with a characteristic velocity of about 107 cm per sec. When a constant voltage is applied to the sample, this domain motion generaliy leads to oscillations at the transit time frequency, fT = 107/L, where L is the thickness of the active n layer.&apos; In this case, a single high-field domain is nucleated at the cathode and grows until it reaches the anode, where it is absorbed; a new domain then forms at the cathode.5 There are related modes of oscillation of the same device in which a tuned circuit causes a periodic variation of the voltage across the device. The frequency then may be either above or below fT. It has been shown that oscillations will occur when n • L 2 1012 cm"2, where n is the carrier concentration in the active region. At lower doping densities, 10" 5 n . L 5 lo&apos;&apos;, the doping is said to be subcritical for oscillation and the description of the device operation changes since the domains become comparable in thickness to the device thickness, L. Nevertheless, such devices have been found to be "active" and, in fact, are useful as amplifiers.778 For CW operation, one wishes to minimize the power dissipation, which is related to the electric field, E, and the low-field resistivity, p. Below threshold, the power dissipation density is approximately Typically, at threshold where E -- 3 x 103 v per cm, the dissipation density is 107/p watts per cu cm, p in ohm-cm. Furthermore, it is desirable to provide good conduction of the heat generated in the active region. The temperature rise, AT, across the active layer of a sandwich structure, with a heat sink on one side, is given by AT = (E&apos;/P)(L~/~~) where it is assumed that the thermal conductivity, u, and resistivity, p, of GaAs do not vary appreciably over the range of temperature and electric fields existing in the layer. This expression shows that, subject to maintaining an appropriate (n . L) product, CW operation is favored by a higher resistivity, a lower threshold field, and a thinner device. The above device requirements place some severe restrictions on the materials to be used, especially for high-frequency (>10 GHz) operation. Here, it is necessary to prepare very thin (<10 µ) layers of GaAs, in a state of high purity (-1 ohm-cm), complete with very low-resistance ohmic contacts. Problems of handling such thin and fragile samples become inereasingly severe as the frequency is raised. Furthermore, while good low-resistance ohmic contacts are easily applied to low-resistivity GaAs, contacting difficulties are encountered for these higher-resistivity materials.

Liquid surface tensions of copper and 18 Group IV-A to VIII transition metals (Ti, Zr, Hf, V, Cb, Ta, Mo, W, Re, Ru, Rh, Pd, Os, Ir, Pt, Fe, Ni. Co) have been measured by the static pendant-drop and dynamic drop-weight methods on the same rod sample. The drops were formed by electron-bombardment heating in high vacuum. Application of necessary corrections enabled determination of surface tensions to k2 pct and agreement between methods to * 1 to 4 pct for all the metals studied. Evidence is presented that the liquid surface was well screened by metal vapor, suggesting negligible adsorption of gaseous impurities and that the surface tensions measured are characteristic of the metals involved. Correlations between liquid surface tension and melting point, molar volume, heat of vaporization, and atomic number are presented and discussed. Temperature coefficients of surface tension were calculated using Eötvös&apos; law. SURFACE tension and interface energies of metals are the result of incomplete atomic coordination resulting in a force perpendicular to the boundary, tending to minimize its area. These energies are important in many phases of metallurgy, including microstructure, sintering, joining, electronic emission, and lubrication, which in turn affect many physical and mechanical properties of metals. Liquid surface tension refers to the interface between the liquid and its own vapor or nonreactive atmosphere, and is considered a physical property of the liquid. Since equilibrium shapes can be readily obtained with liquids, the units of surface tension (force per length) and interface energy (energy per area) are interchangeable. Thermo-dynamically, the surface tension ?LV is given by the change in free energy F with surface area A at constant pressure P, temperature T, and composition N: for commercially important refractory metals, vanadium, columbium, tantalum,13,14 molybdenum,14 and tungsten,l5 and none for the rare platinum-group metals and rhenium. Measuring the surface tensions of transition metals is difficult because of their high reactivity and melting points. Of the many techniques available,16-18 the pendant-drop 19-21 and drop-weight methods17,22 are considered superior because they can be modified to eliminate persistent sources of contamination such as supports and capillaries necessary in the popular sessile drop, capillary rise, and maximum-bubble-pressure techniques. The necessary modification is to melt a drop on the tip of a vertical rod, which provides support through a solid of the same composition.13,15 The object of the work was to study the surface-tension behavior of copper and transition metals, having reasonably low vapor pressures. Liquid surface tension of each pure metal was systematically determined by using a combination of the static pendant-drop and dynamic drop-weight methods on the same rod. Liquid drops were formed by electron-bombardment heating in high vacuum. EXPERIMENTAL WORK As indicated in Table I, the metals studied were high purity and generally were obtained in rod form. The exceptions were titanium and zirconium, which were machined from crystal bars, and molybdenum (tot 11, osmium, and ruthenium, which were sintered and arc cast into rods. All the metals were ground or swaged to desired sizes between 1- and 7-mm diam, and centerless ground round and smooth to a finish better than 50 µ in., rms. Each rod was thoroughly cleaned with steel wool, degreased, acid etched, and dried. In a typical run, the rod was vertically clamped in a modified floating-zone electron-bombardment furnace designed after Calverley23 and Carlson.24 The specimen was outgassed and maintained positive at several kilovolts in a dynamic vacuum of 10-5 to 10-7 mm. The bottom end was enclosed by a tantalum pillbox and heated by electrons emitted from a hot concentric tungsten filament mounted on a movable bracket. The bombardment power was slowly raised until melting was observed. Power requirements ranged from 30 w for copper to 1300 w for 4-mm tungsten. Pay-out, the ratio of capital expenditure to annual cash return can be very revealing when employed to gage the merits of a proposed mining venture. It is a quantity, numerically but not physically equal to a factor, by which cash return may be discounted to equal required investment. The fewer the pay-out years, the greater the average annual earning power of the project. Considerable material has been written in the past about the most important and difficult problem mining management faces in evaluation of a property: the optimum production rate for the venture. What daily capacity should be adopted for the proposed operation that it may be the most rewarding to those underwriting it? H.C. Hoover has said, "The most important objective is the least cost per ton mined; and minimum working costs can only be gained by the most intensive production." Theoretically and practically, the quicker the ore is removed, the more profitable should be the venture because of the saving in fixed charges, the consequent lower unit costs and the interest unearned by the profit from the unmined ore. Yet, such performance will be tempered by policy and a restraint imposed by the ratio of capital expenditure to annual cash return. * The &apos;Annual net profit after taxes but including depreciation and depletion allowances. former will be based upon an analysis of the economic climate anticipated, with its many ramifications including the demand for the product, prices, tax laws, the conduct of labor and related wage scales. The variables and intangibles involved in estimating the optimum production rate for a mine do not readily lend themselves to mathematical relationships or equations and the problem can become complex indeed. The more readily applicable and relatively faster appraisal method will be used which, in addition to being reasonably adequate in most cases, will serve as a guide, should a more expanded and detailed estimate be desired. The first question is what is company policy with respect to the rate of investment return? This will depend on that significant period of time referred to as the pay-out, which can be defined as the estimated interval during which capital investment is returned through application of annual cash return to its recovery. Expressed another way, it is the ratio of capital expenditure to the annual cash return. For example, if the capital investment is $C and the annual cash return is $A (after Federal tax), then $C/$A = the pay-out period in years. That is to say, if $C = $1,500,000 and $A = $214,000, then which is the mathematical expression for the period of time it takes to recover the funds originally invested in a mining enterprise. The relationship yp = $C/$A can be useful — an expression which requires only the significant tern yp to be fixed; in other words, the long range investment policy. For what is the pay-out period but an expression of that policy in terms of the speed, within practical limits, with which an individual or company may want to recover capital expenditure? A policy by which pay-out will be fixed is imperative. This ratio must lie within relatively narrow limits governed by what is economically feasible. It cannot be too low, rendering the ratio impractical or absurd, nor too great, delaying the return of capital for reinvestment beyond a commensurate interval. What pay-out will govern this policy? Federal corporate taxes would seem to present the best measure. Consider mining in Canada where new mines are exempt from Federal income tax for 3½ yr from date of first production. This exemption expressly allows The Act states: "A corporation . . . i s not required to include the profits . . . for the period of 36 months commencing with the day on which the mine came into production in reasonable commercial quantites." a company to recover capital expenditure during the early stages of production. With such an incentive, it is logical to strive for as much capital redemption as possible during this period. Thus, 3½ yr would be a major contribution to the pay-out in Canada. Based on compressibility and stress wave velocity in rock, initial explosive loading conditions, the thermochemistry of the explosive and reasonable description of the pressure-distance relations behind the shock front, the distribution of energy between the products of detonation and the burden are estimated as a function of time for various loading conditions. These include &apos;powder factor&apos;, loading density A (fraction of borehole occupied by explosive), and the explosive itself. Factors responsible for rock fragmentation are discussed in terms of: 1) &apos;release wave fracturing&apos;, 2) &apos;shear wave fracturing&apos;, and 3) &apos;release of loading fracturing&apos; or &apos;rock bursting&apos;. Release wave fracturing appears to occur only in the immediate vicinity of free faces, and shear wave fracturing only adjacent to the borehole under normal blasting conditions. Rock bursting is thus considered to be the most important means of rock fracturing in blasting. Means for maximizing it are considered. The most important factors to consider include maximum available energy A, explosive density p1, loading density A and &apos;powder factor&apos;. Maximum efficiency is attained in general by maximizing the A . p1 product. This is achieved by using high density explosives at a loading density of unity (A = 1.0). Ways for achieving this condition are discussed. The bulk-handled aluminized slurry blasting agents have the desired properties for achieving optimum conditions for high blasting efficiency based on the theory outlined herein. Factors considered most important in the blasting of rock are: 1) The maximum available energy A, determined by the heat of explosion Q and the mechanical efficiency ?, a factor intimately associated with the mode of application (A = Q at highest gas concentrations). 2) The &apos;borehole pressure&apos;, pb, or the maximum pressure developed in the borehole after passage of the detonation wave and before the burden has had time to move or become compressed appreciably. (Owing to the short duration of the detonation wave at any particular point in the borehole, the fact that the explosive may not always fill the borehole completely and the further fact that the burden may not actually see the detonation pressure, the borehole pressure is considered more significant than the detonation pressure p2 as a performance factor in borehole blasting.) The borehole pressure is determined by the explosion or adiabatic pressure, p3 , and the loading density, A, or the fraction of the borehole filled by explosive. 3) The physical conditions important in the application of the explosive are: a) The &apos;powder factor,&apos; (We/Wr), or the ratio of the wt of the explosive to that of the rock being blasted expressed as lb per ton or more generally in lb/cu yd. b) The bulk density, p1 ?. c) The &apos;burden&apos; or &apos;line of least resistance,&apos; the spacing between boreholes, the geometry of the borehole pattern and sequence of firing. d) The physical and chemical properties of the rock, most significant of which are possible heterogeneties, such as faulting, prefracture, and greater than micro-scale chemical heterogeneities. (This factor is not considered here but deserves a great deal of careful consideration.) All of these factors need to be carefully considered in the most economical engineering of a blast. Here is considered firstly an outline of the present status of dynamic rock mechanics, particularly as it pertains to blasting. The factors pertaining to the most efficient application of blasting agents are also considered, followed by a discussion of methods of application to achieve optimum explosives performance. ROCK MECHANICS Dynamic rock mechanics is currently a rapidly developing science contributing greatly to a better understanding and consequently the more effective application of explosives in blasting of rock.1-22 Basic to the development of the science of dynamic rock mechanics were the advances of Goransen23 and the Los Alamos and NOL groups24-28 concerning rock and stress wave phenomena and the transmission and reflection characteristics of stress waves at interfaces between different media. Basing considerations on this new knowledge as well as new experimental methods of study (ultra-high speed streak and framing cameras and electronic timers) the theory of fracture and failure of solids under impulsive loading by stress waves developed rapidly.14,16,27-29 Also the

THE object of this investigation was to determine whether silver alloys could be used instead of the currently employed insert of high-expansion AVERAGE COEFFICIENT PER DE G. C. OVEN RANGE 20° To 200° C. Pure aluminum &apos;31.6 X 10-6 Cast low-expansion Si-Cu-Ni-Al piston alloy 20.0 X 10-6 High-expansion austenitic Cu-Ni cast iron 19.3 X 10-6 Cast steel (0.25-0.35 C, 0.10-1.0 Mn) 12.6 X 10-6 Cast iron (3.15 total C, 2.16 Si) 12.8 X 10-6 Pure silver 18.9 X 10-6 austenitic ferronickel alloy, to reduce the wear of ring grooves in light metal pistons. A typical example of a piston containing a ferronickel insert is shown in Fig. 1. The high coefficient of expansion of silver made it worthy of consideration, while the small size of the insert would render it use feasible in Germany as an emergency in is- tire. The coefficients of linear expansion of several metals and alloys are as shown in the table above. Obviously the melting point of the insert must be high enough to prevent it from melting when the light alloy is cast around it. This imposes a lower limit of about 850° C. for the solidus of the silver alloy. Pure silver melts at about 961° C., so that the Fin. 1.-PISTON CONTAINING tolerable depression in the solidus is rather FERRONICKEL INSERT. small. To avoid deformation of the insert during use a Brinell hardness number of at least 60 appears necessary.

THIS work was first undertaken in the metallurgical laboratory of the Massachusetts Institute of Technology in 1907 by L. A. Dickinson, E. Phelps, and V. S. Rood, under the author&apos;s direction. They attempted to determine the diagram for the system Cu2S-NiS, but several inexplicable results were obtained. The following year, P. H. Mayer with Mr. Dickinson carried, on some experiments with nickel sulphide and found that the molten material slowly lost sulphur until it reached a composition corresponding to the compound Ni3S2, established by Bornemann.1 At this point the composition remained stable. The freezing points of the mixtures gradually fell off with the loss of sulphur. Since the above facts seemed to explain the erratic results obtained in the first experiments, Mr. Mayer with F. Jaeger attempted in 1910 to establish a correct equilibrium diagram for the Cu2S-Ni3S2 series. They prepared pure Cu2S and Ni3S2 and determined the cooling curves for various mixtures. The fusions were made in a platinum resistance furnace and the temperatures were measured with a platinum-iridium thermocouple connected with a Sullivan galvanometer. The curve was established for mixtures containing more than 40 per cent. Cu2S, but they were unable to determine certainly the direction of the curve beyond that point. Nothing further was attempted with this series until the present year, when the work was carried to a successful conclusion with the assistance of A. Butts, Jr., and E. H. Weil. The results of this work are given in the following pages.

The magnitude and economic importance of the problem of correctly valuing natural-gas leaseholds become evident when me consider that: (a) Natural gas is handled in 55 per cent. of the gas distributing plants in the United States. (b) Present known natural-gas acreage forms 47 per cent. of the total known mineral-land acreage in the United States. (c) Five acres of land are now required to protect and maintain continuous service to each of the 2,000,000 domestic natural-gas consumers in the United States. (d) The cost of acquiring and maintaining this acreage of an expendible resource represents a substantial part of the cost of the natural-gas service to the consumer. (e) "The right of a citizen by means of his ownership of or his mining leases on land to draw gas from beneath its surface is property and sometimes valuable property."&apos; A large number of other court decisions have established the basic legal principle that the right to drill for gas within a given area constitutes an interest in the land itself, and is necessarily an exclusive property right. Definition of Vested Interests or Rights "Vested interests are economic interests which are legally recognized to be such that they cannot be impaired by public action, directly or indirectly, without indemnification. Vested interests are largely property interests. The recognition of an interest as a vested interest gives it some of the attributes of property, and by American courts it would be comprised in their very inclusive concept of property. Otherwise than through property, vested interests generally arise through contract."

The: iron-rich iron-nickel alloys have attracted considerable academic interest in recent years. The carbon-free alloys are of minor practical importance, but they are the base of many alloys with various outstanding properties. The iron-nickel alloys, therefore, have been investigated extensively regarding both their structures and their properties. The researches on these alloys up to 1938 have been collected and critically reviewed by J. S. Marsh,l and will be discussed in some detail in the sections of this paper dealing with specific subjects. These numerous investigations have not succeeded in establishing the equilibrium conditions in this system. Alloys containing more than a certain amount of nickel (8 to 10 per cent Ni) undergo the allotropic transformation extremely sluggishly, both on heating and cooling, showing a large hysteresis," which is not dependent upon the rate of cooling and persists even with very slow rates of cooling.3 Honda4 and Merica4 have therefore resigned themselves to proposing a diagram (Fig. I) for practical use, illustrating the structural relations under commercial conditions instead of attempting to establish the true equilibrium diagram. Marsh is less pessimistic and suggests an equilibrium diagram (Fig. 2) which conforms approximately to the facts known about this system. Recent X-ray investigations by Owen-Sully5 and Bradley-Gold-schmidt6 on powdered alloys indicate that the previous work on the iron-nickel system yielded very incomplete results. These investigators agree (Figs. 3 and ,+) that alloys in the powdered form containing more than 8 per cent and up to about 35 per cent Ni decompose into a stable heterogeneous mix-

The Pierrefitte mines, situated in the South of France, in the district of the Hautes-Pyrenees, owe their name to the fact that the first mining operations of any extent, and of comparatively reccnt date, were carried out in the neighborhood of the village of Pierrefitte, which is a branch terminus of the Midi railway. The Pierrefitte mines, however, embrace a wide extent of country and several different concessions, on most of which comparatively little exploration-work has been done. The portion of the property presently to be described is a zone running roughly E—W., over a distance of about 5 miles from the valley of Cauterets to the valley of Estaing, the ridge dividing these valleys being a spur of the main chain of the Pyrenees, and running more or less at right angles to it. According to local tradition, which various indications tend to confirm, these mines are of ancient date, the first workings being attributed to the Romans, who are supposcd to have sought not only the lead but also the silver which is contained in the ore. Old slags have been found in the neighborhood which might well have been produced from the cupellation of lead-ores. These old workings, while of considerable extent at times, do not seem to have extended beyond a depth of 100 ft., even this depth being somewhat exceptional. Carbm dioxide, which exists metastably as a constantly subliming molecular solid in a normal room-temperature environment, has been shown to exhibit many microstructural features which are similar to those observed in metals and ceramics at temperatures approaching their melting points. An examinution has been made of some of the factors affecting a brittleness condition known as "smzdiness" which occurs in solid carbon dioxide. It has been shown to be highly dependent on manufacturing and storage conditions and is thought to be a marked intergranu-lay brittleness which results from a combination of excessive grain growth and a concentration of gas-filled pores at the grain boundaries. In the course of an investigation carried out to explain certain physical and mechanical properties of solid carbon dioxide, observations were made of the microstructure and fragmentation of samples after fabrication and storage under varying conditions. Many similarities between the structures of solid carbon dioxide observed under ambient conditions and those existing in metal and ceramic systems at temperatures approaching their melting points have been observed. There are, however, important differences between solid carbon dioxide and the common metallic and ionic solids which result primarily from the differences in the nature of the bonding forces. Despite these differences, the relative ease with which certain microscopic observations can be carried out, may make solid carbon dioxide a useful material model for the physical metallurgist and the ceramist. It could also prove a valuable material for educational purposes where it is required to illustrate grain phenomena which normally can only be seen with the aid of a high-temperature microscope, and after prolonged chemical or thermal etching.

DOCTOR Albert Sauveur, distinguished scientist and Honorary Mem-ber of this Institute, predicted in the first Howe Memorial Lecture that the privilege of delivering this annual address would be considered a highly significant honor. The intervening years have well borne out Sauveur&apos;s prophecy. I wish to assure the American Institute of Mining and Metallurgical Engineers that I also deeply appreciate this honor, recognizing at the same time the present and even more the future respon-sibilities with which it is accompanied. Several of the previous lecturers had the good fortune to attend the classes of Professor Howe and to work in his laboratories. I was similarly favored, although in my instance and to my great regret the period was all too short. However, Howe&apos;s book, published in 1903, "Iron, Steel and Other Alloys," afforded me abundant opportunity to continue these studies. How well I remember the inspiration I derived from this famous book by Howe, the metallurgical master, pioneer, and educator! Remembering that Professor Howe contributed numerous papers to The Metallographist, a magazine supported from a technical point of view by the world&apos;s pioneers in metallography, I was curious a few days ago to learn the nature of Howe&apos;s early contributions to this magazine. The first paper by Howe in the first year of The Metallographist (1898) dealt with the allotropic theory; the second also treated of allotropy, and I quote the first sentence. of that paper: The allotropic theory of the hardening of steel may, like so many other important theories, have to be accepted or rejected not on direct proof or disproof, but on the accumulation of circumstantial evidence for or against it.

AS I told you before in the treatise on ores, once these are found (whether they are ores of metals or semiminerals) it is necessary to assay them in order to know what is in them, since the judgment of the sight is not sufficient for recognizing the quantity or even what substance they contain. For this reason, it is necessary to come to assaying and, with the knowledge of experience, to weigh their virtues and to proceed with the work or withdraw from it and its expense; and also through knowledge to make provision for their defects if some evilness harms the ores. For if you should have need of a thing that would help them and should not find it, all that you have done would be lost; and, on the other hand, if you should find that the ores are abundant and rich and easy to smelt, you take courage to continue without respect for anything. Therefore, in the following book I shall tell you first in general how the assay of all the metals should be made. I shall enlarge in particular on silver more than on any of the others since it is more important. Then I shall tell you how the ores should be prepared for smelting and also how blast furnaces and other furnaces for smelting such ores should be constructed, and finally how all elemental mixtures of metals are to be separated one from the other with the ability and power of art, and how they are reduced to their final perfection and fineness according to their species.

The following letter has been received from Prof. Alfred C. Lane, of Tufts College, who is now in charge of the department, of mining in the College of Engineering, American E. F. University, Beaune, France. My DEAR MR. STOUGHTON: I have had a very interesting time here. We were received fast Saturday with great courtesy by the Schneiders at the Creusot plant, and saw many interesting things, from the mammoth guns clown. In one trip I saw a coal mine, an iron mine, an oilshale mine, a gypsum mine, and a most beautiful fluorspar mine. So you see we were not badly located. A mine like Epinac, which has a washery, a briquetting plant, and great central electric plant where coal that might otherwise be waste is converted into electricity and shipped away at 30,000 volts pressure, is of interest mechanically as well as geologically. Many of the French coal seams are very thick here and have especial mining methods. The Department of Mining has been manned by men with whom it was a pleasure and an honor to be associated, as well as with Dean Reber who was in charge of the College of Engineering as a whole. Names like Captain H. C. Ray, former professor at the University of Pittsburgh, on leave in the army, Captain Archbald of the Colliery Engineer at one time, whose work in the Pennsylvania coal mines is well known, Captain Vail of the Engineering and Mining Journal staff and Captain E. C. Dietrich of the Southwest, are familiar to members of the Institute, and Are guarantees of competent instruction.

The following resolution was prepared, by the War Minerals Committee and was submitted by it to the Board of Directors of the American Institute of Mining Engineers, asking that it be passed by the Board and used to the best advantage to secure the end desired. WHEREAS, the steel industry of the United States is almost entirely dependent on the importation of foreign manganese ores, the consumption of which for the year 1918, it is estimated, will exceed 850,000 tons; and WHEREAS, the ships now engaged in transportation, especially from Brazil, are needed with ever increasing urgency for supplying our Army and Navy forces abroad; and WHEREAS, much shipping may be spared from manganese transportation and the domestic sources of manganese may be utilized, provided the steel manufacturers of the United States will cooperate to this end by taking advantage of the possibility, in open-hearth and Bessemer practice, of so called "residual" manganese, and by using spiegeleisen instead of ferromanganese, thereby following the example already set by three large and prominent steel producers; BE IT RESOLVED, that the Board of Directors of the American Institute of Mining Engineers urges the steel manufacturers of America, for patriotic reasons, to give immediate consideration to the development and utilization of domestic manganese ores; to use no ferromanganese, except for the manufacture of grades of steel below 0.15 per cent. carbon, to use domestic ores whenever possible in place of the high-grade imported ores; and to urge their associates and colleagues in this and other possible ways, to vie with one another in releasing ships for importation of any materials that cannot be secured or produced in this country.

The Fifth Annual National Exposition of Chemical Industries will be held in Chicago at the Coliseum and First Regiment Armory during the week of Sept. 22. It was decided to hold the exposition in Chicago, this year, for two reasons: The U. S. Army commandeered the Grand Central Palace Exposition Building in New York, immediately on the close of the last exposition and converted it into a receiving hospital, the use for which is now, happily, nearly ceased; and it was thought that the Exposition would succeed in bringing about a greater development of chemical industries in the Chicago district and the adjoining states. National Society of Professional Engineers has thrown its full sup- port behind pending legislation to appropriate $500 million for national conversion efforts that would provide employment opportunities for engineers, scientists, and technicians who are currently unemployed because of the decline in defense and aerospace programs. Known as the Davis-Giaimo bill, the proposed legislation would raise total Federal investment in science and technology to an adequate annual spending level and keep it proportionally equal to the growth in the GNP. If passed, the bill would increase and maintain Federal obligations for civilian-oriented research and development activities to a parity level with similar obligations for defense research development. U. S. Bureau of Mines has cataloged and placed on open file an inventory of U.S. coal deposits which can be economically strip mined at today&apos;s production costs. The costs include charges for reclaiming the mined land as required by 21 states. The report claims that some 46 billion tons of bituminous coal and lignite can be strip mined under present economic conditions, and that 32 billion tons of the total is classified as having less than 1% S. The report reviews strippable coal deposits by state, by county, by coal seam, by coal-seam thickness and by sulfur content. The report also gives an up-to-date summary of state laws on surface mine reclamation. Open-file copies of "Strippable Reserves of Bituminous Coal and Lignite in the U.S." may be consulted in Washington, D.C., at the Department of the Interior library and at U.S. Bureau of Mines offices in Pittsburgh, Denver, San Francisco. THE Cartersville mining district, 35 miles northwest of Atlanta, Ga., has been of varying but continuous importance in the southern mineral industry during the past century. Noted chiefly for its production of brown iron ore, manganese oxide ores, barite, sienna, and magnesian limestone, the district and its environs have produced brick and tile clays, slate, gold, bauxite, and graphitic schist. Minor deposits of serpentine, sericite schist, copper ore, and red iron oxide have been prospected. The obvious deposits of brown iron ore, together with some associated specular hematite, were mined out years ago, although a little ore was left in the workings. Moderately steady production of sienna reached a peak about 1930, then declined rapidly. Manganese mining passed through a relatively active period from the World War to 1931, but has subsided to a small but rather constant output for the Birmingham market. However, the White Manganese Corporation has prepared for possible increased production by constructing a new washer capable of handling about 300 tons of ore per day. Principal activity in the district proper has centered for some years in the production of barite and magnesian limestone. GENERAL GEOLOGY Geologic relations of the ore deposits of this district are more or less similar to those of many Appalachian districts. The lowermost Cambrian formation, heretofore called Weisner1 in this region, supposedly partly or wholly equivalent to the Erwin and Hesse quartzites as recognized to the northeast, is overlain conformably by the Shady [+] formation, also of Lower Cambrian age. In the Cartersville district, the sedimentary rocks of these formations were folded with increasing intensity eastward, and were recrystallized.

Thomas T. Read, New york, N. Y. (communication to the Secretary *):—At the meetings of English technical societies it not infrequently happens that, during the discussion of a paper, someone will arise to say that although he highly appreciated the material presented, nevertheless he believed it would have been better if some other phase of the question had been more highly emphasized. Assuming that this form of discussion is permissible in the Institute, I should like to reiterate the point made by Prof. A. J. Moses that conclusive proof of the identity of the minerals in question is an essential feature of the study of ores in this way. This is also expressed by Paul Krusch in his recent valuable paper on the sulphide ores (in which he arrives at conclusions diametrically opposed to those of Mr. Graton), as follows: "The diagnostic properties of the various ore minerals are known to but a limited circle of investigators." Many earlier investigators began the study of ores beneath the microscope by reflected light, but discontinued their work, in most cases, because they were unwilling to undertake the great amount of preliminary work necessary to securely establish a basis for their inferences. It is evident that Messrs. Graton and Murdoch realize that the promised later paper on diagnostic characters will be the more important of the two, but the point should be emphasized to forestall a flood of literature from other investigators who may gain the impression that the brief survey of polished specimens is a vade mecum to incontrovertible conclusions as to any given ore deposit.
