White, "The Mining Town," Alta California August 18,1873 INTRODUCTION One of the most important aspects of mineral enterprises of US corporations is the influence of the depletion allowance on cash flow. This allowance permits mineral producers to claim sizable federal income tax deductions not available to other industries, and these deductions significantly increase cash flows in mining. In the past several years the minerals depletion allowance has come under increasingly heavy fire from many sectors as a tax loophole that deprives the federal government of large amounts of revenue. One estimate of the loss of tax dollars in 1968 was $2.25 billion due to depletion deductions and intangible expenses in the oil industry. Largely on the basis of such arguments, the Tax Reform Act of 1969 reduced percentage depletion rates for a number of minerals, and the Tax Reduction Act of 1975 totally eliminated statutory depletion for most oil and gas. In regard to percentage depletion for hard minerals, the federal government has estimated its resulting loss of revenue at $1.75 billion for 1980. The TEFRA legislation of 1982 further reduced the statutory depletion allowance available to iron ore, coal, and lignite beginning in 1984. Thus, it is clear that minerals engineers and managers should have a thorough knowledge of the origin, evolution, justification, and computational procedures relating to the depletion allowance. THE liability for damages to the surface caused by subsidence is an ever present threat in all underground mining. In ordinary lode mining, this threat rarely materializes into an action, due to the method of mining metaliferous ores, the dip of the veins, and the nature of the ground itself. In the mining of coal, however, this threat is very real. The coal frequently lies close to the surface, in beds underlying large areas of land the surface of which is suitable for agricultural or urban development. Furthermore, the coal is generally mined by the "room and pillar " method and when the pillars of coal are removed, the subjacent support is destroyed. This question of the duty of surface support has now become a very live one in Colorado. What was waste prairie land a few years .ago, has become valuable agricultural land dotted here and there with growing towns. Frequent references will be made here to Colorado conditions and adjudicated cases, but those conditions and cases and the conclusions to be drawn therefrom are equally applicable to all coal-mining states. Briefly stated, the question is "Does the owner of the substrata or underlying mineral, owe any duty of surface support to the owner of the superjacent strata or surface?" There is no absolute duty of support owed by the mineral owner and this assertion is made with full knowledge of numerous expressions to the contrary by courts of Pennsylvania, Illinois, Colorado and other coal-mining states. Whether or not any duty exists depends upon the circumstances surrounding each case, and since in the nature of things those circumstances are rarely identical, there can be no absolute rule.

These notes are based on observations made while on a recent trip through the West, for the purpose of studying the practical operation of the ball-mill. The writer takes this opportunity to express his thanks for courtesies extended at the many plants visited as well as for the valuable data received: While there are several types of ball-mill on the market, particular attention will here be given to the diaphragm type, as the open-trunnion type, especially the conical mill, has been thoroughly discussed in the Transactions. There is a prevailing impression that the ball-mill is a recent development; however, ball-mills were used extensively in Montana and other western states for crushing ores for concentration as far back as 1808. Its present prominence is due in part to its recent successful application by one of the large copper companies. Without any reference to dry grinding, the first successful ball-mill for wet crushing, which is still in operation, was built 10 years ago.l This mill, designed by Erminio Ferraris for crushing Sardinian ores for concentration, is of more than passing interest. It embodies the peripheral discharge with grates, large forged-steel balls, and the principal features of the modern ball-mill. The results approach present-day practice, the chief differences being that the mechanical construction has been improved in the modern types. In the study of the coals of Illinois now being carried on by the State Geological Survey, an attempt is being made to determine the most satisfactory basis of comparison between different coals. The following discussion is based upon work done for the Survey in the laboratories of the State University and under the general direction of Prof. S. W. Parr. "Pure coal" has been defined by Mr. A. Bementl as ash- and moisture-free coal, and the use of this pure coal" as a basis for comparing different bituminous coals has lately been much discussed among engineers in the middle West. By some the B.t.u. of the pure coal is being used to check calorimetric results, and to calculate the calorific value of different coal-samples from the same seam, for which purposes it is necessary to assume—first, that the composition and calorific value of pure coal from different parts of the same coal-seam are uniform, and, second, that these values remain constant after the coal is mined, both of which assumptions there are reasons to believe are inconsistent with the facts. Certain variables are included in pure coal, as ordinarily defined, and disregard of them may lead to serious error. In any event, where delicate shades of difference are involved, no sure interpretation of results car] be made, unless these variables be eliminated. As a basis of comparison between coals, ash- and moisture-free coal is much to be preferred to " dry coal," and still more is it to be preferred to moist coal," as ordinarily reported in analyses. Many of the platinum metal alloys are hot-forged in the early stages of reduction from ingot and substantial quantities of platinum alloys are commercially employed at very high temperatures in ammonia oxidation units, orifices for forming glass rods and fibers and as cathodes in long-life thermionic amplifiers. They are used also for electrical heating resistors, safety blowout disks, thermocouples and crucibles. The tensile properties at elevated temperatures are important in many of these situations but data on the subject are limited. Creep data also are important, but will not be covered at this time. Scope and Conclusions Tensile tests were carried out at room temperature and elevated temperatures up to 1100" C. on previously well annealed samples of platinum. palladium and several of their important alloys with compositions shown in Table 1. The results are presented graphically in Figs. 1 to 4. The tensile strengths of platinum and the platinum-base alloys (with the exception of the 10 per cent rhodium-platinum alloy) at 1100" C. are from 16.6 to 18.8 per cent of the strengths of the same alloys (well annealed) at room temperature. The strength ratio of the 10 per cent rhodium-platinum alloy is 22.3 per cent, which is appreciably higher than that of the other materials tested. The tensile strengths of palladium and the palladium alloy at 1100" C. are from 10 to 11.2 per cent of the room-temperature values. The elongations of platinum and its alloys tend to increase at temperatures above 600" to 800" C., while the two samples of pure palladium show a maximum at 600" C.

THE effects of oxidation on the flotation behavior of sulphide minerals have been extensively studied 1-3 but no similar study has been made of coals. Coals of bituminous and lower rank undergo atmospheric oxidation during mining and storage, and their degree of oxidizing increases with temperature, 4,5 and time of exposure." The problem of recovering fine oxidized coal from culm piles, rivers, and streams by froth flotation has become increasingly important to the coal industry as well as to those concerned with air and stream pollution. This paper describes the flotation behavior of oxidized and unoxidized coals and carbons in the presence of oily collectors and presents the reagents found effective in the flotation of oxidized coals and carbons. Except where otherwise stated, flotation tests were performed in a 50-g Denver flotation cell. Solid feed for each test was 30 g, and the pulp dilution was kept at 8.5. The —65 mesh coal sample was wetted by agitation with water in the flotation cell for 6 min, then conditioned with a predetermined amount of collector for 2 min, and finally floated with pine oil as frother for 3 min. The oxidation of coals and carbons was performed in a vertical, electrically heated glass tube, shown in Fig. 1. One hundred grams of —65 mesh coal were fed into the glass tube and heated to 10° to 20 °C below the predetermined temperature of oxidation. Compressed air was admitted to the tube at a rate of 0.05 cu ft per min and the temperature was controlled by a variable voltage regulator. The oxi-

In the early part of 1893, I had occasion to make for the owners a professional examination of the Rich Patch tract; and, with their permission, I present in this paper, omitting the commercial portions of my report, those portions which may be valuable to future students of that region. Location, Topography And Geology. The Rich Patch tract comprises about 9000 acres, located about 3 miles west of Low Moor, on the Chesapeake and Ohio Railway, in Alleghany county, Va., and immediately adjoining the Low Moor property. In shape the tract is roughly quadrangular, being about 3 miles broad in a northerly and southerly direction, by about 6 miles long from east to West. Potts creek and Jackson river run along its northern boundary. It is drained by Hayes Gap run, Mill branch and Laurel creek, which flour north into Potts creek, and by Karnes creek, which flows northeasterly through the Low Moor property into Jackson river. The topography of the tract is shown by the accompanying map (Fig. I), and need not be described here. The valleys are cut down from 1000 to 1500 feet below the mountain summits, which generally reach an altitude of about 3000 feet above tide. The geological structure of the district is indicated by the geological cross-sections shown in Figs. 2 and 3. These sections show that the formations underlying the property extend from the Lower Silurian lin~estones up to the Devonian slates, including the numbers of the Paleozoic system of rocks as defined by the geological surveys of Virginia, Pennsylvania and New York, from No. 11. to No. VIII. • No. IX. The hot water process for Utah tar sands differs significantly from that used for Canadian tar sands due to inherent differences in respective bitumen viscosities and the nature of bitumen-sand association. These differences have led to the identification of certain design criteria necessary to achieve satisfactory phase disengagement during digestion (Sepulveda and Miller, 1978; Misra and Miller, 1980). Subsequent flotation of digested tar sand is a subject of current attention and is considered in this publication for the Asphalt Ridge deposit. Although contact angle measurements of solvent extracted Asphalt Ridge bitumen indicated moderate hydrophobicity, air bubble attachment to the bitumen concentrate is not possible. This surprising result suggests that flotation separation is dependent on air bubble entrapment rather than on air bubble attachment due to surface hydrophobicity. The entrapment of air bubbles in the bitumen was apparent from examination of the bitumen concentrate, especially at lower flotation temperatures. A factorial design of the major operating variables in flotation separation indicated that the quality of separation was significantly dependent on the flotation temperature and to a lesser extent on the degree of agitation. For a flotation temperature of 77°C a recovery of 96.7% was realized at a grade of 61.0% bitumen. The improved separation at higher flotation temperatures was found to be due to the decrease in bitumen viscosity resulting in more effective rejection of coarse sand from the concentrate. This research effort, which has been sustained for the past six years at the University of Utah, is being continued to provide necessary design data for the construction of a pilot plant to treat Utah tar sands.

THE present publication is a continuation of the work on gas analysis, described in a paper presented before the Institute of Metals Division a year ago.1 While that paper was largely descriptive in character, dealing with the various parts of the apparatus and method of operations, the present one gives numerical data obtained as a result of a series of experiments with iron-carbon alloys. The apparatus and the methods applied are essentially the same as previously described, changes being only in minor details. Attention should be called to the fact that in the present work we are dealing with the gaseous mixtures obtained as a result of vacuum melting of various ferrous alloys. It should be understood that when the terms "degasified sample" and "products of degasification" are used, they refer to the sample remaining after the vacuum fusion of the alloy and the gaseous products removed therefrom, respectively. The writer does not wish to create the impression that the metallic products of this process are absolutely free from any gaseous elements, nor that the gases obtained are present as such in the original sample. These two points are not yet definitely known and are subjects for future investigation. The point, however, which has been established beyond doubt, is that all the gases dealt with come from the metallic charge and are present either in the charge as such, or are produced as a result of chemical reactions going on within the charge. The suggestion that the gases are due to the reactions between the metallic charge and the refractory materials has no valid basis.

No one mill attribute it to the partiality of friendship if I claim for Thomas Sterry Hunt the right to a place among that little band of men whom nature has endowed with what seems an almost magical power of insight into her mysteries. But those of us who knew him well, while me never ceased to wonder at the breadth of his genius, the fertility of his imagination, and the wonderful capacity of his memory, learned that these native powers would have availed little to win him his rank in science, had they not been stimulated by ceaseless mental activity, indomitable perseverance, and unflagging industry. Thomas Sterry Hunt was born in Norwich, Connecticut, on September 5, 1826. He came on his mother's side from that good old stock which gave to Puritan England the gentle mystic Peter Sterry and that uncompromising preacher Thomas Sterry, who wrote the notable tract, " The Rot among the Bishops " in 1667, and that gave to New England Consider and John Sterry, the mathematicians. While lie was a child the family moved to Poughkeepsie on the Hudson. There the father died when Thomas, the oldest son, was twelve. The mother and her family of six young children returned to the old home in Connecticut. For a short time Thomas attended the public school; but it was for a short time only, as he, thus early, was required to share the burden of the family support and to seek employment. This he found first in a printing-office, then with an apothecary, afterwards in a book-store. The surroundings may have been congenial, but the occupation probably was not; for he re-

THIS is a story of a mine discovered in the days of the Conquistadores but that remained unimportant until the second decade of this century. Without the usual legendary history of romance and fabulous riches it has become famous for the development of unexpected metals and unusual problems. These developments and experiences, exciting and interesting as any legend, are the substance of the San Antonio mine of the Santa Eulalia district in northern Mexico. Originally opened for its silver-lead content, it developed a tin deposit of singular economic importance and unique geologic interest, a vanadium orebody that for a few years placed it among the leading vanadium producers of the world, and now lead and zinc sulphide ores. It has been the seem of a disastrous flood that brought deep-sea divers into Mexico's desert mountains and raised important problems regarding ground water, demanding unusual measures. Geology and operating questions relating to the above matters will be discussed and much of it is recent history which has become a part of Mexican mining lore. History Dates Back to 1325 Santa Eulalia is the oldest of American cities, founded in 1325 by the Aztecs under the name of Tenochtitlan and devastated in 1521 by Cortes and his rapacious band of iron-willed adventurers. Their lust for gold burned through the Aztec empire and onward into most of North America. Santa Eulalia was in the path of conquest. In 1591 the district's first ore discovery was made near what is now the San Antonio mine. The ores carried no gold and the silver-lead content was unattractive to the early pioneers. Not until 1700 was real mining activity undertaken.

BRASS rod for use in automatic screw machines is one of the major products of the brass mills. A large tonnage is consumed each year in the manufacture of an endless variety of finished articles and parts for assembly into other products. The machines that do this work have been developed to a high degree of efficiency, and their manufacturers are still striving for higher production speeds. This development has brought with it a demand for brass rod to meet the increasingly difficult machining conditions. This paper is a report of the results of tests undertaken in an effort to obtain a measure of the effects of such variables as lead content, microstructure and cold work on the machinability of brass rod. It is realized that the term "machinability" has never been well defined. Power, finish and tool life all should have a place in such a. definition. In practice it is sometimes found necessary to sacrifice some of these in order to obtain a rod that will not tend to throw up a burr, or will give a burr which is easily tumbled off. Again a specially stiff rod may be necessary because of long overhang from the chuck or a rod of special characteristics is needed to take a given broaching operation without chattering. It is only through an understanding of the effect of basic mill operations on the machinability of the rod that such problems as these may be solved most economically. It is hoped that this paper, together with the discussion it may evoke, will prove to be a basis for such an understanding.

The occasional reports of progressive furnace-men, giving the results of physical tests to prove the superior qualities of their pig-irons, have encouraged the writer to believe that the time is ripe for the discussion of such work, and the inauguration of some correct system by which the furnace-man and the founder could make intelligent comparison of the elements of strength, deflection, contraction, and chill presented in pigmetal. In most cases the physical tests now made by furnace-men define but one quality in the iron, and are generally too vague to permit any true comparison. For example, one furnaceman tells us he can punch holes in his cast-iron, wishing it to be inferred that the iron is very soft and strong. Another furnace casts a long wedge, the thin end running to a knife's edge, which is supposed to prove the fluidity of the iron, for the founder's benefit. Another casts in square-cornered " chills," to define the hardness or softness of the metal. To the writer's knowledge these tests are not advocated by their originators as suitable for standards; and they are, to his mind, but evidence of unrest on the part of progressive furnace-men, who feel that something should be done in the line of physical tests. The writer knows of no furnace-men who make and keep records of the strength of their iron obtained by means of tests made on recognized standard testing-scales ; but he does know of a prominent furnace-salesman, who, not long ago, came into possession of a 1-inch square bar that stood 1400 pounds

Washington Camp, in Santa Cruz county, Arizona, is a small and little-known mining-district situated on the lower, eastern slope of the Patagonia mountains, about 20 miles east of Nogales and a like distance south of Patagonia Station on the Sonora railroad, which connects at Benson, 83 miles from Nogales, with the main line of the Southern Pacific. This district is also about 4 miles north of the international boundary, 35 miles west of Bisbee and 40 miles north of Cananea, in Sonora. The topography of the district, which lies at a general elevation of 5,500 ft. above the sea, is only very moderately rugged, and presents no obstacles to mining-operations. Although some of the claims of the camp, including the Pride of the West,, Belmont and Holland, were extensively worked for silver 25 years ago, they passed, at moderate depths, as in so many other districts, out of the argentiferous lead carbonate and sulphide, into zinc, copper and iron sulphides ; and for two decades the camp was abandoned and almost forgotten. In recent years, however, its apparent possibilities as a copper-producer have led to a revival of mining-activity; but not, as yet, with conspicuous success. Although economically relatively unimportant, the deposits of Washington Camp are, mineralogically and structurally, nevertheless, typical examples of ore-bodies developed in connection with the garnet ledge now recognized as a normal feature of granite-limestone contacts; and, in the opinion of the writer, this is an instance where a minor example is yet essentially normal and capable of throwing important light upon the origin and genetic relations of the type.

As the reservoir rises behind an arch dam, it presses the arch into the canyon walls and valley floor. To compute the stresses, deflections, and arch reactions, it is necessary to know how much the rock deforms under the combined loads of gravity, temperature, and water. Under sustained loading for a period of time, the rock continues to deform or "creep" slightly, causing changes in the stresses and shape of the arch. Under reduced loading, the elastic arch tends to resume its unstrained position and it is important to know that the rock will follow it and maintain tight contact along the abutment. It is, therefore, important to know the "set" characteristic of the rock. Past attempts to define load-deformation properties of rock, including creep and set, have largely l been limited to laboratory test of intact cores and in-situ jacking test utilizing bearing plates 2 to 3 ft in diam. In both cases, a uniaxial load has been applied to a volume of rock too small to fully reflect the influence of cracks, joint systems, foliation, and other inherent weaknesses within the rock mass. This chapter describes a large radial jacking test which more nearly duplicates the action of an arch dam by penetrating the load deep into the rock mass, bringing into play more of the factors which contribute to prototype deformation. Results obtained from the large radial test are compared with those from smaller uniaxial test. AS a result of the study of social problems to which so much thought has been given in this country and Europe in the last half century, many employers of labor have come to think that some provision should be made for their workingmen in case of injury. There has been a growing tendency so to administer the laws governing industrial pursuits in these countries as to add self-interest on the part of capitalists, to the plea urged by humanity, that every possible care should be taken to guard the workers from accident; but as no care can guarantee immunity, there is a necessity to supplement these precautions by some method of providing pecuniary aid that shall be available when disabling accidents do occur. It was once a favorite idea of theorists on political economy, that in the ideal state of society every man should take care of himself, and that the less care or control there was assumed by any man over others' private affairs, the better; but this gospel of selfishness has had its day, and it is now generally recognized that in the existing state of affairs the stronger and richer cannot escape the duty of being to some extent, the keepers of their less fortunate brethren ; and, on the other hand, that an assumption of care for them involving to some extent an exercise of authority, is not a thing to he necessarily and always resisted. THE fact that the surface plays an important role in the plastic deformation of a single crystal has been demonstrated by several investigators. The surface conditions have been altered using oxide films,1'2 alloyed metal layers,3, 4 deposited metal films,' and polycrystalline layers.677° The resulting effects on the initiation and subsequent plastic deformation have been investigated extensively except for the case of a single crystal surrounded by a polycrystalline layer of the same material. The purpose of this paper is to describe an investigation of the effect of a polycrystalline surface layer on the yield stress, the critical resolved shear stress, and the work-hardening slope of tin single crystals. The tin single crystals used in this study were grown from the melt using material having an initial purity of approximately 99.999 + pet with lead and iron the major impurities. Fig. 1 shows the orientation of the (110)[001] slip system with respect to the crystal surfaces. The crystals had a 1/4 by 1/4 in. cross section and a gage length of 2 in. The polycrystalline surface layer was produced by abrading the single-crystal specimens with emery paper. Fig. 2 shows the broken Debye rings obtained from the deformed surface. The thickness of the layer was controlled by the number of passes on different grades of paper and was determined by electropolishing in dilute HC1, until the grains produced by the abrasion had all been removed. Metal-lographic examination showed that the grain size varied with depth, increasing from 10 µ right at the surface to 40 µ in the interior of the layer. The problem of heat treating high-speed steel becomes more and more important as the design of cutters becomes more and more complicated in increasing the efficiency of mechanical operations. Hundreds of dollars' are spent in the design and manufacture-of milling cutters of special form ,for rapid production of duplicate or interchangeable parts, and then, as the heat treatment is faulty on the one hand, or scientifically executed on the other, the tool fails after a few operations, or its efficiency is greatly increased. The practical operation of giving these complicated tools the right temperature necessary to bring out the best cutting qualities, and at the same time bring the tool out "clean," is a difficult: one and calls for no small amount of skill. In order to be on the safe side, the average tool hardener uses a temperature much too low to give the best results with the high-speed steel he uses. In the case of cutters which are finished to a given diameter before hardening, it is impossible to grind the tool after hardening, so that it is essential that the surface be-protected from oxidizing or de-carbonizing. It is the aim of this paper to describe some experiments on hardening high-speed steel, in which metallographic means were used to determine the correct hardening temperatures. The accompanying table and plates show the results of hardening experiments on five different high-speed steels. IT is indeed an honor to have been asked to participate in the program which celebrates the seventy-fifth birthday of the American Institute of Mining and Metallurgical Engineers. This great organization has occupied an important place in the professional and industrial life of this country-of the world. Its members have explored the far reaches of our globe and have played a great part in the discovery, extraction and utilization of the mineral resources upon which our civilization so largely depends. These engineers, together with the restless prospectors, on the one hand, and the scientists, on the other, have literally been the advance scouts of our modern way of life. May I, therefore, wish many happy returns to the American Institute of Mining and Metallurgical Engineers and express the hope that it may long continue to be of great service, as it has been in the past. The subject assigned to me-Iron Ore and the Steel Industry-is, indeed, important, as one considers the future of our world. I shall give as few figures as possible. Pertinent statistical data are included in the tables in this chapter, which, I think, will prove interesting. Many studies of iron-ore reserves have been -published and are available; hence I shall limit myself mainly to an interpretation of these figures.
