Striving to do a better job of ad- ministering the letter and spirit of the Federal Coal Mine Health and Safety Act of 1969, the Interior Department recently invited criticism-and got it. The criticisms were voiced on July 1 and 2 at the first of a series of public meetings being held by the Office of Hearings and Appeals at the Department's behest. Later meetings, at which all interested parties are invited to comment, are to be announced in the press and the Federal Register. Persons wishing to participate in the meetings should contact the Director, Office of Hearings and Appeals, 1015 Wilson Blvd., Arlington, Va. 22203. At the first Hearing, USBM Director Elburt F. Osborn outlined the progress his agency has made to date in implementing the law on three fronts: enforcement, education and research. Since the Health and Safety Act became law on December 30. 1969, he said, the Bureau's force of inspectors has grown from a mere 300 to almost 1100, while mine inspections have increased from 10,265 in 1970 to 11,021 for the first six months of 1971. On the educational front. Osborn said, the Bureau now has some 60 instructors who have trained about 50,000 miners in safety procedures since March 30. 1971. Classes at the new Federal Mine Safety Academy for both government and industry personnel begin on September 1, 1971. he added. Health and safety re- search, meanwhile, has been allot- ted $20.1 million for the 1971 Fiscal Year. Of this, $8.1 million is assigned to the Bureau and $12.3 million to contracts with universities and private companies. Admittedly, Osborn said, the mine fatality rate is still unacceptable, hut it was lower in the first half of 1971 than ever before---0.73 per million man hours and 0.31 per million tons of coal.

InteRmetallic compounds are formed in many binary metal systems. Some compounds are stable to their melting points, and others decompose at lower transition temperatures. Even those of the first class are dissociated in the liquid state, as indicated by the continuous form of their solubility curves at their melting points1. While the lattice structures of some of these compounds have been determined, their thermodynamic properties have not been investigated. In this paper is described the determination of the free energy and heat of formation of the compound CdSb, which is of the first class mentioned above, melting congruently at 455' C. This compound shows a rhombic structure, and the lengths of the edges of the elementary cell containing four molecules are: a = 6.52, b = 8.60, c = 4.16 A.' There are three possible methods of determining the free energy of formation of a compound of this type. The first method, applying the third law of thermodynamics, requires the measurement of its heat capacity preferably to liquid hydrogen temperatures, and a calorimetric determination of its heat of formation. The second method involves the study of the equilibrium of the compound in some gas reaction, such as: CdSb + CO² = CdO + CO + Sb From the known free energies of formation of CdO, CO² and CO the free energy of formation of CdSb could be calculated. The third method measures the electromotive force of a galvanic cell in which the cell reaction is the reversible formation of the compound from the elements. The first method is generally applicable, but requires elaborate experimental equipment. In the assay of copper-bearing material for gold and silver, the elimination of copper before the final cupellation is of course essential, because any copper left in the lead-button will carry gold into the cupel; and a method which will effectively remove the copper with the smallest amount of manipullation is desirable. The scorification method is often rendered long and tedious by the necessity of repeatedly re-scorifying the button— to say nothing of the risk of losing Au—Ag thereby incurred. An ore carrying, for instance, 10 per cent,. of copper and only 0.1 or 0.2 oz. gold per ton, cannot be scorified with accurate results, because so many portions would have to be taken in order to get enough gold for weighing. On the other hand, the crucible method, with potassic nitrate and nails, would not do at all in such a case, because all the copper would be reduced by the nails, and (if the charge were 0.5 A. T.) this would defeat cupellation, by causing cupel-absorption of gold. In matte-assays, more concentrated value permits the determination of gold from smaller portions, and thus diminishes the difficulty experienced with ores. The method here described has been severely tested, during use for more than a year, and hart never failed hitherto, in the assay of any ore or product to which it has been applied. It is not proposed as perfect for every variety of ore or matte—probably no method would be that; but it is believed that, intelligently used, with the modifications dictated by practice, it will give better results, with less expenditure of time and labor, than any other known to the writer.

The paper by M. Lonoff looks at the importance of byproduct prices on copper production. The paper develops several interesting points on this topic, but there are some points in the theoretical discussion that could use further development. A couple of these theoretical topics will be considered here using the paper's framework of assumptions without concern about how realistic the assumptions are for the copper industry. Lonoff’s theoretical model is based on a static, homogenous world where all copper/byproduct deposits are identical, and these deposits are the main source of these metals. Due to the importance of the byproducts to the production decision, the term coproducts will be substituted for the term byproducts to reflect more accurately this condition. The conclusion is drawn that a rise in coproduct prices necessitates a decrease in copper prices because copper production is increased as a consequence of increased coproduct production. The observation that real world behavior does not always follow this pattern is dismissed as "speculation." However, it can be easily shown that within this simple framework market forces might create the observed behavior. The key question to be answered is what causes coproduct prices to rise. Three possible cases will be used as illustrations. The first case is the one implicity assumed by Lonoff. Here, the demand for coproducts increases at all prices (an outward parallel shift of the demand curve) with the demand for copper remaining constant. As reported in the paper, the results are higher coproduct prices, an increase in coproduct production, and lower copper prices due to the resulting increase in copper production. The second case is when the supply of coproducts are constrained-leading to higher market prices. Copper production, as required by the simple model, is also reduced which

WHEN phosphate mining operations first commenced in Tennessee the loss of both high- and low-grade material was large, because of the crude hand methods employed. Practically all rock smaller than 2 in. was thrown back into the pits and covered with the overburden of subsequent openings. With the advent of mechanical washers and other mining machinery, together with the abolishing of the contract system, the waste has been steadily diminished, until at present only the finest sand is being rejected; and even this is not lost, for in the majority of cases the water, slime, and sand from the washers are run into large settling ponds where practically all of the phosphate-bearing material is caught and stored for future use, or until it is profitable to ship lower grades. The latest equipment used to recover the fine and lower-grade phosphate sand includes Dorr thickeners, settling tanks, Dorr classifiers and settling ponds served by locomotive cranes with clam-shell buckets, making it possible to save material averaging as fine as 200 mesh. To attempt saving finer material would necessitate a different type of drier, which might be patterned after the multiple-deck roasters. The present tailing runs from 15 to 25 per cent. of available phosphate, which, however, as mentioned before, does not represent a total loss to possible future operations. The demand of the consumer is the greatest factor in regulating the recovery at present. In the mining of blue rock, which does not require washing treatment, the main waste material is the capping of low-grade kidney forma-tion, generally used for backfilling of the rooms. By reason of the introduction of improved methods in the early stages and the re-mining of territory skimmed over at the start, at the present time the net result of all operations is a comparatively small loss.

EXACT information as to performance of the gas lift from the mechanical engineering standpoint is hard to obtain. Several hundred wells are now producing in California fields by means of the gas lift, and a survey of results shows that the gas lift has increased production at these wells by approximately 60 percent. Similar or even larger figures describe results in Mid-Continent fields. Such an increase in output of oil is so satisfactory, to the average oil producer, that it may not encourage investigation looking to more efficient operation. The cost of lifting oil by compressed gas varies from 3 c. to 15 c. per bbl. of oil, depending upon the efficiency of the gas lift. A difference of 10 c. or 12 c. per bbl. of oil is immediately noticed by an oil operator and the cost in production is as real to him as is the price of his product. Therefore, the efficiency of gas-lift process deserves more consideration than it has been given in some quarters. It has been found that there is a wide variation between different operators and at different wells in the amount of gas used per barrel of oil lifted. Some of the most efficient operations show oil being lifted with only slightly over 400 cu. ft. of gas per bbl. of oil.1 On the other hand, wells are being flowed and using as high as 3000 cu. ft. per bbl. of oil. The cost of compressing gas to 300 or 400 lb. varies from 3 c. to 5 c. per 1000 cu. ft. of free gas. This figure has been obtained from a number of sources and as a matter of fact is the basis of actual business transactions involving gas compression. The cost of lifting oil with compressed gas is thus determined.

THE causes that have formed fissures in the earth's crust, and the agencies that have converted them into metallic beds, are amongst the most important and interesting subjects that can engage the attention of the mining engineer or the scientist. They lie at the very base of the whole system of vein geology, and until something like a correct theory can be arrived at with regard to them, the science as such is necessarily very incomplete. The data for such a theory, owing to a lack of careful and systematic observations in countries pre-eminently metalliferous, like Mexico and the States of Central and South America, are almost entirely wanting. Doubtless there has been abundant speculation on the subject, from the earliest times down to the present, in every country where mining has been one of the leading industries of the inhabitants. Perhaps the theory of Elie de Beaumont more nearly approaches a satisfactory explanation than that of any contemporary authority. The most recent investigations, both in Europe and on this continent, tend to produce the conviction that the phenomena of metallic fissure lodes are in some way connected with, and- dependent upon, plutonic agencies-not, however, as the direct product of volcanic activity, but rather as the result of chemical agencies called into play through its aid. Active volcanoes generally produce only the well-known types of volcanic rocks, though, perhaps, well-marked cases can be shown where these contain ores of copper, etc., evidently derived from the same deepseated source as their hypogene gangue. To prove that there is a connection between metallic lodes and plutonic rocks, it is not necessary that the ores should in all cases occupy fissures within the limits of masses of propylite, rhyolite, or other like rocks, or be

THE purpose of this note is to draw attention to the possibility that a melt may be contaminated by a material not in direct contact with it by means of gaseous intermediate agents. In recent years silicon has assumed a position of importance because of its use in rectifiers and transistors and close attention has been required to control of both purification and contamination during all stages of preparation.' This note reports the observation that a graphite heater may have contaminated silicon ingots without direct physical contact through reactions that developed gaseous products. Several ingots made with the equipment of Hino and Stauss,2 using a graphite heater in a dried helium atmosphere, were found to have a small amount of a very hard substance on the free surface. X-ray analysis by F. W. von Batchelder showed the sub- stance to be Sic. Similar contamination was not found when the heater was tantalum, indicating that the carbon had not come from an original impurity in the silicon powder. One source of the carbon could have been volatile matter released from the graphite heater. This heater had been used about ten times at the time of the observations. A second source of carbon could have been a direct reaction between the quartz crucible and the graphite heater to form CO, or an indirect reaction involving a crucible-melt interaction and volatile SiO as an intermediate product. Such reactions should have developed Sic on the heater; and in fact a yellow powder did form on the inside of the graphite heater although its composition could not be determined. References 'H. C. NUMEROUS papers have been published on the use of graphic methods to determine the best curve to be used in estimating the production decline of oil wells but, as far as the writer has been able to ascertain, nothing has been published dealing directly with the subject as to how curves may be worked out mathematically, which will conform most closely to the production data under consideration in any given instance; hence the writer has endeavored to show by means of a few concrete examples just how such appli-cation can be made. Among valuation engineers, two types of curves are in current use for the representation of the decline in production of oil wells. One may be represented by the equation, y = krx, sometimes known as a percentage curve, for the reason that the production for any period is multiplied by a constant rate or percentage to obtain the production for the succeeding period. This curve appears as a straight line on semi-logarithmic cross-section paper. The other curve may be represented by the equation, y = kxn, and is shown as a straight line on logarithmic cross-section paper. In each of these equations, y represents the number of barrels produced over a given period of time, and x the successive periods of time. The other letters are constants to be determined for each well or group of wells considered in arriving at the most probable curve to represent the rate of production for a given property; from which the underground reserves may be estimated by extrapolation, or the extending of the curve beyond the last known period of production to show the most probable production values for the future.

Though coal has been mined in this country for more than a century, no systematic effort was ever successfully made to ascertain the total amount produced. The production of the Cumberland Basin, Md., and the shipments from the anthracite fields of Pennsylvania, have been placed upon record, thanks to the intelligence and foresight of Mr. C. Slack in the former case, and to the late Mr. B. Bannan in the latter. For some of the years between 1822 and 1842, the production of the Richmond Basin was reported by Mr. R. C. Taylor, but since that date till the author undertook this work it was impossible to obtain any statement of the production of this field. A few of the newer fields, such as that of Mt. Diablo, Cal., have been fully reported, and a few of the newer States have also had this service performed by some intelligent private individuals; but no statistics of coal production have ever been collected either by the State or General Government, if we except the returns for the years 1869—70 of the census report. During the year 1875, by great exertions, I succeeded in obtaining, and July 3d, 1875, gave in the Engineering and Mining Journal what, " though not an accurate statement of our coal production," was " by far the most full and reliable that had ever been published." Though that report showed the production of bituminous coal to be 23,630,094 gross tons, or about six million tons more than had ever before been reported, it was in reality two and a half million tons below the actual output. BITUMENS have been defined by Abraham1 as substances of variable color, hardness, and volatility; composed principally of 'saturated hydrocarbons, substantially free from oxygenated bodies, sometimes associated with mineral matter; the nonmineral constituents being fusible and largely soluble in carbon disulphide. The principal bituminous substances other than petroleums known to commerce are: (1) native asphaltites, such as gilsonite, grahamite, and glance pitch, distinguished by their hardness and relatively high fusing point; (2) native asphaltic pyrobitumens, such as wurtzilite, distinguished by their infusibility and comparative insolubility in carbon disulphide; (3) mineral waxes, such as ozokerite, distinguished by their high content of crystallizable paraffins; (4) native asphalts, containing varying amouqts of mineral matter, distinguished by the comparative absence of crystallizable paraffins; and (5) bituminous residues obtained from the distillation of petroleum. GILSONITE Gilsonite, a black native asphaltite 98 to 99.9 pct pure, characterized by a hardness of 2 (Mohs), a specific gravity of 1.01 to 1.10, and melting point of 230° to 400°F (K and S), is mined commercially only in northeastern Utah. It occurs in parallel, almost vertical veins, from a few inches to 18 ft wide and 8 to 30 miles long, that cut across the Tertiary limestone and shale of the broad Uinta Basin. The bitumen is believed to have been distilled by heat from oily material in the underlying Green River shale. At the Rainbow mine of the American Gilsonite CO.,† the gilsonite, formerly extracted in an opencut by a system of slopes and benches, is now mined by shafts and horizontal drifts. Gentlemen of the American Institude of Mining Engineers.—As you well know an application is about to be made to Congress, by the American Society of Civil Engineers, for the appointment of a cornmission composed of persons skilled in the production and use of iron, steel, and other structural materials, whose duty it shall be to test the strength, elasticity, and other quatities of such materials ; not simply the substances used as such, but the members of large structures composed of such materials, of the forms and sizes in which they are actually used. As I understand, the papers that will be read here to- night will have for their object to show the necessity for such tests, and therefore the necessity for the commission asked for. As the representative of the Society of Civil Engineers, I have to thank you, gentlemen of the Mining Engineers, for the great zeal with which yon have taken up this subject, and seconded the efforts of the Civil Engineers; or, perhaps I ought rather to say, initiated the efforts to get a suitable commission appointed to obtain most vitally important information which it is admitted on all hands we do not now posses. In drawing up the memorial to Congress, in connection with some of the ablest and best informed of our Society, and in all the discossions on the subject, I have been struck with the emphasis with which the confession is made, that so little is known of the strength of the larger-sized members constantly used in building structures of the magnitude which the present requirements of the country now demand. DURING an electron microscope study of the w phase in zirconium-base alloys,1 a stereographic technique was devised which allows the synthesis of high energy electron diffraction patterns from a single crystal containing several variants of a second phase. The technique will be described using as an example the w phase which forms in a bcc matrix. The w phase was suggested by Silcock et al.2 and Bagaryatskii et al.3 to have a hexagonal structure with (0001)111(111)^, [001]B//[110]B* *The subscripts B and 1 are used to refer to the bcc phase and one particular orientation of the w phase, respectively. and with cell parameters aw = v2aB, where a^ is the lattice parameter of the bcc struc-ture. Since there are four <lll>B directions there should be four orientations of the w phase. In approaching this problem the question to be answered is, "What reciprocal lattice vectors from the B phase and the four w variants lie in the particular reciprocal lattice plane of interest?" One may restate the question in the form, "What plane normals from the B phase and the four w variants lie in the particular reciprocal lattice plane of interest?" The question is answered and the desired diffraction patterns are plotted using the following stereographic technique. Knowing the cw/aw ratio (=0.613 for the as-quenched form of the w phase), a stereographic projection of plane normals from one w variant can be constructed relative to a cubic projection using the above orientation relations, with the direction of the projection along the [001]B direction, Fig. 1. INTRODUCTION In 1975 Congress passed the Energy Conservation Act to establish a U. S. Strategic Petroleum Reserve (SPR) with a capacity of 750 million barrels of crude oil. The most economic storage medium was determined to be salt caverns leached in salt domes in Louisiana and Texas. Salt caverns existed at several sites when the reserve was created. These were obtained by the U. S. Department of Energy (DOE) and used to initiate SPR oil storage. In order to meet the storage capacity approved by Congress, new caverns also had to be leached. To support the resulting design effort, finite element computer programs have been used to determine the creep closure and structural stability of salt caverns Using site specific material properties including creep models, elastic moduli and fracture data, the finite element analyses have replaced earlier empirical approaches to cavern design. This report presents results of such finite element analyses to determine the best cavern roof shape and the minimum pillar to diameter ratio, P/D. These numerical predictions indicate that the current cavern design is safe. FINITE ELEMENT AND MATERIAL MODELING The finite element program used in this study has existed for approximately four years. Of the two methods of mechanical reduction—that of percussion and that of abrasion—it is not easy to say which was first employed by primeval man. The stone hammer and the flat or hollowed stone used for grinding are found together in the remains of prehistoric periods. But the use of the maray, or bucking-stone, developed from the hammer, was probably introduced later than that of crude millstones. Diodorus Siculus, the Roman historian of the first century B. c., mentions such millstones as used in the mines of Egypt to pulverize material which had been previously broken in a mortar. The invention of the arrastra for fine grinding is declared by some authorities to have been made by Bartolomeo de Medina, at Pachuca, Mexico, about A. D. 1557—which is quite probable. Being the first to amalgamate silver on anything like a business scale, he must have felt the necessity for oregrinding apparatus of greater capacity than the old primitive millstones; and the arrastra was thus the natural successor of the millstone. It is very unfortunate that the archives of Pachuca, which has made so much history in ore-treatment, were destroyed in some one of the many insurrections for which, also, the place is renowned. The first application of the stamp to the crushing of rock is asserted by some writers to have been the invention of a Saxon nobleman named Von Maltitz, about the year 1505. Better authenticated reference, however, is made to one Paul Gronstetter, a native of Schwarz, and called an ingenious worker, who, in the year 1519, established at Joachimsthal a process of wet stamping and sifting. Two years later, a larger plant was established at the came place. It is said that he had previously introduced the same device at Schneeberg. How much of the invention was due to Gronstetter is not certain;

(written discussion?).-Dr. Brokaw has evidently given a great deal of time and study to this phenomenon and his conclusions seem sound and logical. .Mr. Lee Hager was probably the first geologist of repute to attach any great importance to the occurrence of paraffin dirt in connection with the Gulf Coast oil-producing salt domes. The writer has been reliably informed that through his discussion, the idea was promulgated that the presence of this so-called paraffin dirt was one of the most important and reliable indications of the presence of an oil-producing salt dome. Despite very strong evidence to the contrary, Hager evidently still has considerable confidence in this theory, as brought forth in his discussion1 of Dr. Brokaw&apos;s paper. Halter here gives all the paraffin dirt occurrences known to him, and adds, "Fifteen of these localities, including practically all of the greatest fields, have produced oil in some quantity." . The acceptance of the list of occurrences as submitted by Hager depends upon what material we are justified in including under the term "paraffin dirt." If we agree to a broad classification, whereby paraffin dirt is. to include all spongy, earthy, decomposed, vegetable material, or spongy soil impregnated with the same, then Haggler&apos;s list will have to be not only accepted but perhaps enlarged. On the other hand, if we confine ourselves to a strict interpretation of the substance known as paraffin dirt, based .upon typical occurrences, general understanding, and application, several of Hager&apos;s occurrences will be seriously questioned by many geologists. The mine and milling plant of Demonstration Gold Mines, Ltd., is near the city limits of Baguio, Mt. Province, P. I. The mine road connects with the main highway to Manila. The nearest railway point is near sea level, approximately 40 miles distant. The Baguio district is very mountainous and has one of the heaviest rainfalls in the world. It is therefore difficult to maintain roads or to impound tailings and mine dumps. All supplies are trucked into the district direct from Manila or the nearest railway point, which means uncertain deliveries and high freight rates. Installation of equipment is difficult and costly. The average elevation at the mine is 4000 ft. and the climatic conditions are ideal except for a three months rainy season. The company generates its own power for mining and milling operations with three 400-hp. Ruston Diesel engines direct connected to 250-kw. General Electric alternating current generators. Labor conditions have been excellent, although at present social security laws are causing some unrest. Labor receives a higher average wage rate in this district than other labor in the Islands. The company also furnishes free living quarters, hospitalization and workmen&apos;s compensation. Taxation has been reasonable up to the present time, but some of the new mining legislation may make it difficult to operate and pay dividends. The future depends largely upon the continuation of $35 gold and the political outcome in the Islands. History The Demonstration ore body was worked by the Igorots for many years, as evidenced by old stopes and fill encountered in present operations. Attention of Americans was first attracted soon after the Spanish-American war. During the building of the Benguet road to Baguio, the engineers and foreman became interested in the geology of the district.

It is known qualitatively that the recrystallization behavior of platinum is dependent upon the amount and particularly the nature of impurities present, the amount of prior cold-work and the annealing time and temperature, but published data are limited. A study of the effects of cold-work and annealing temperature on the hardness of a sample of very pure platinum was undertaken to supply part of this information. Conclusions 1. The platinum used in the experiments had a probable platinum content of 99.99+ per cent, and had the following mechanical properties in the completely softened condition: Vickers hardness number, 39.4; ultimate tensile strength, 19,340 lb. per sq. in.; proportioilal limit, very low; elongation, 37.5 per cent in 2 inclles. 2. The effect of cold-rolling on the hardness is shown in Fig. 1. The hardness increases rapidly up to 10 to 15 per cent reduction and more slowly up to about 75 per cent reduction, beyond which it increases more rapidly. 3. The recrystallization temperatures for a 15-min. anneal, after cold-rolling 19, 39.5, 50.8, 66, 80.5 and 89.5 per cent reduction in thickness, are approximately 765°, 700°, 635°, 600°, 545&apos; and 425°C., respectively. 4. The recrystallized grain size of this platinum is a function of the percentage of cold reduction, being larger the lower the percentage of cold-work. 5. Little or 110 grain grourtll resulted from subjecting recrystallized samples to higher temperatures or annealing for longer times. Prior Work As already mentioned, data on the recrystallization of platinum are scarce. THE mine and milling plant of Demonstration Gold Mines, Ltd., is near the city limits of Baguio, Mt. Province, P. I. The mine road connects with the main highway to Manila. The nearest railway point is near sea level, approximately 40 miles distant. The Baguio district is very mountainous and has one of the heaviest rainfalls in the world. It is therefore difficult to maintain roads or to impound tailings and mine dumps. All supplies are trucked into the district direct from Manila or the nearest railway point, which means uncertain deliveries and high freight rates. Installation of equipment is difficult and costly. The average elevation at the mine is 4000 ft. and the climatic conditions are ideal except for a three months rainy season. The company generates its own power for mining and milling operations with three 400-hp. Ruston Diesel engines direct connected to 250-kw. General Electric alternating current generators. Labor conditions have been excellent, although at present social security laws are causing some unrest. Labor receives a higher average wage rate in this district than other labor in the Islands. The company also furnishes free living quarters, hospitalization and work- men&apos;s compensation. Taxation has been reasonable up to the present time, but some of the new mining legislation may make it difficult to operate and pay dividends. The future depends largely upon the continuation of $35 gold and the political outcome in the Islands. HISTORY The Demonstration ore body was worked by the Igorots for many years, as evidenced by old stopes and fill encountered in present operations. Attention of Americans was first attracted soon after the Spanish- American war. During the building of the Benguet road to Baguio, the engineers and foreman became interested in the geology of the district.
