OLIVIA'S recent revolution, by hindsight, seems to have been inevitable. The misery of the majority of the people, coupled with the economic crisis engendered by the refusal of the United States to meet Bolivian demands for a higher tin price, gave the National Revolutionary Movement party all the excuse it needed for overthrowing the government. Most of the mines in Bolivia are owned by three families. Precisely what it will mean to the United States is still a moot question. Argentina, with a mixture of Marxism, Fascism, and few twists created by the Perons, is in a position to grab off much of the tin we need. Because of the contingencies of geographical location, language and a natural simpatico, Argentina may be able to continue its efforts to oust the United States from its South American markets. Point Four aid was supposed to be given to Bolivia, but only for agriculture. Even this was entirely too slow. Mining, Bolivia's other major source of income was forgotten by the Washington planners. Primary aim of the new power will be to diminish its dependence on the world tin market. At a time when the free world is fighting a battle for control of metal, it stands a chance of losing an important source of supply. With the accent placed on agriculture and other industries, mining in Bolivia is certain to suffer. Argentina will be in a position to get the available supply of tin, make a strong ally in the world order of things, and add to its power play against the United States in South America. Ten labor groups have formed the Bolivian Central Workers Union. The first item on their list for immediate action is the nationalization of the mining and railroad industries. They also came out for agrarian revolution and diversification of industry. President Victor Paz Estenssoro has promised to appoint a committee for the investigation of nationalization of the mines. At least, this is indicative of a feeling for the need for caution.

CERTAIN physical and chemical properties of copper are so intimately related that a change in variation of the physical properties indicates a certain chemical change. The standard specifications of copper of the American Society for Testing Materials are based upon physical characteristics with one exception, namely, the copper contents. The physical standard includes electrical properties, defects in the "set or casting," variation in dimensions, weight, etc. Paragraph 4 of the specifications states, " Wire bars, cakes, slabs and billets shall be substantially free from ;shrink holes, cold sets, pits, sloppy edges, concave tops, and similar defects in set or casting." Shrink holes and concave tops indicate both physical and metallurgical defects; cold sets, sloppy edges, etc., indicate physical defects only; small pit holes may be indicative of either or both physical and metallurgical defects, depending on conditions under which they originated. To the refiner, a copper casting, no matter how made, is known as a "shape," irrespective of whether it is wire bar, ingot, cake, slab, billet, etc. As practically all shapes are cast in an open mold, that is a mold without cope, the surface of the shape cools in contact with the atmosphere and has a coating of oxide. Certain phenomena of the surface indicate the adaptability of the metal for forging or rolling. The writer believes that it is much simpler to produce shapes that are metallurgically correct than those that are mechanically satisfactory. When copper is to be rolled into thin sheets or drawn into very fine wire, the slightest physical defect becomes evident. It is, therefore, of the utmost importance to, consider every characteristic of the shape and ascertain the physical and chemical relationship. Mines are closed for two reasons; exhaustion of ore or insufficient price for the mineral. On the other hand, the reopening of an old mine can be the result of any one of three events; the discovery of more ore, a sudden rise in the price of the product or the use of a new low-cost method of mining or milling the ore. Examples of the latter would be the open-pitting of an orebody previously mined underground as recently happened at Tyrone, N.M., or the adoption of acid leaching of an old pit as has been done at Miami, Ariz. The unique native copper mines of the Keweenaw Peninsula of upper Michigan have not been so fortunate. These deposits, which were first worked by prehistoric Indians, have been mined continuously from the early 1840's to 1968 when the last mines of Calumet and Hecla were closed and the Ahmeek mill. still using eight Nordberg steam stamps, was shut down. There are two types of deposits from which native copper is obtained; amygdaloid, which is a lava flow, and conglomerate, a sedimentary deposit of sand, rock fragments and pebbles cemented together. "In the amygdaloid, the copper is disseminated, or distributed much like the raisins in a cake; but in the rich Calumet conglomerate, the copper is more like a malleable rope or thread cementing the pebbles together." These deposits produced almost all of the copper used by the North in the Civil War and were substantial contributors to the copper needs of the United States in both World Wars. Some were mined to depths of as much as 9500 ft along the dip of the vein structure and 7500 ft vertically. Few of the mines ever really became worked out, but became uneconomical because of depth, pinching of veins or grades which dropped to about 1%.

Although, separating or concentrating minerals, based on differences in. their magnetic properties has been practiced for years1 the early industrial applications of magnetic separators were involved with the most highly magnetic materials. These early separators were used to concentrate magnetite, separate metallic iron from furnace products, and separate iron and brass turnings. Next, the addition of a pretreatment operation, such as roasting or calcining, to transform certain iron-bearing minerals into a highly magnetic compound that could readily be separated from the altered mineral mixture using existing magnetic separation machines was added to the flowscheme. As the number of magnetic-separator installations grew, steady development of better equipment evolved including the design and implementation of induced magnets having high-intensity fields, These developments of course greatly expanded the field of magnetic separation and made it possible to commercially separate or concentrate very weakly magnetic minerals which previously had been considered as nonmagnetic minerals. A number of different designs of magnetic separators were well developed and the unit operation of magnetic separation was gaining wide acceptance in mineral processing operations when two events occurred that dampened these developments. First, the Mesabi iron range with its direct-shipping iron ore was discovered and placed into operation. This of course significantly reduced the need for magnetic separation to meet the raw material requirements of the iron and steel industry. Second, the advent of selective froth flotation, was so successful in solving many mineral process problems that electrical concentration techniques being developed at that time, including magnetic-separation methods, were either terminated or received low priority ratings. During the past two decades interest has been renewed in the use of electrical concentration methods to solve mineral separation problems. As the direct-shipping iron ore reserves are depleted more emphasis has been placed on magnetic upgrading of lower value iron ore available throughout the world. In addition, magnetic separation techniques have found numerous applications in the non-metallic and industrial minerals industry to supplement froth flotation and thus add to the variety of beneficiation methods available.

In previous classifications of coal, it has been customary to regard moisture eliminated from coal samples between 20 and 100 C. as extraneous matter, rather than as a constituent part of the coal. It seems, however, that the physical character and use properties of the low-rank coals are directly related to the amount of such moisture present, and recent chemical work has shown' that such coals contain unstable groupings which decompose between 20 C. and temperatures somewhat above 100" C., with the splitting off of moisture. According to this view, the moisture eliminated from air-dried coal below boiling point is similar in all essential respects to moisture eliminated above 100" C., and is produced by analogous reactions; and inasmuch as the moisture given off above 100" C. has always been treated as a constituent of the volatile matter of coal, it would seem that consistent usage would include as a part of the volatile matter all moisture present as an essential component of the coal as it occurs in nature. As a matter of experience, it seems clear that the general physical and chemical characteristics of the low-rank coals are largely determined by or related to the moisture, whether chemically or physically combined, present in air-dried coal; it is also demonstrable by trial that the low-rank coals cannot be satisfactorily classified on a purely chemical basis by using the moisture free form of analysis. The low-rank coals of the western United States include numerous well-defined types, many of which were referred to in a classification proposed by Ashley,2 in which the physical and use properties of the coals were made the primary basis for their systematic grouping. When testing this classification by replotting analyses of these type coals according to the Seyler scheme of classification,3 a satisfactory parallelism between use properties and chemical constitution of the dry coal was found among

The occurrence of the tellurides of gold and silver, even in small quantities, is so rare that their metallurgical treatment has engaged little attention. A residence of several months at one of the few mines in North America the product of which consists entirely of such ore, has led me to arrange a method for its economical treatment. The mine referred to is the Huronian, situated a few miles distant from Jackfish Lake, in Ontario, Canada. The plan proposed is for this peculiar case, and is put on record as possibly suggestive and helpful .in any similar instance, should it occur. Since freight-rates from the mine to the nearest railroad-point were extremely high, and for other economical reasons, the method proposed is modified by the use, as far as possible, of the machinery already at the mine, and is so arranged that bullion instead of concentrates would be obtained as a final product. The ore-vein at the Huronian mine varied in width from about 4 feet at the surface to 2 feet and less at the lowest level—125 feet —and dipped southeast about 88. The rock consisted, on both foot- and hanging-walls, of soft, green Huronian slates carrying much highly crystalline but barren pyrite. The ore carried an inconsiderable amount of galena with iron and copper pyrites, argentite, hessite, sylvanite (or petzite), and probably altaite, the telluride of lead. Near the surface the ore showed considerable native gold, but this disappeared with greater depth. Two complete analyses of minerals containing tellurium are here attached, as they establish the presence of two important compounds: I. There is a growing interest in the possibilities presented by the manipulation of metal powders, which justifies an attempt to summarize their character and potential value. A summary of this kind presents an opportunity for making a classification of metal powder products into several general types. Our present knowledge of the finer and more abstract aspects of many of the principles involved in metal powder technique is extremely limited. Any conclusions as to the ultimate value of the process will, therefore, for the present at least, be of doubtful value unless they are substantiated by its products. The number of such products is increasing. A study of their diverse and unusual characteristics; an examination of the methods by which they are made, and a consideration of the reactions that take place during their fabrication, in so far as we can define them, should afford as good an evaluation of this interesting development as it is possible to make at this time. A critical study of this kind results in a formidable list of special attributes, which apparently are characteristic of applied powder metallurgy. A comparison of these special effects with the end products and well defined limitations of the melting and casting process indicate that often they may very well be considered as being special advantages. They are subject, of course, to certain not as yet so well defined limitations of their own. Based on current products only, a necessarily condensed summary of the more striking special attributes of the metal powder process follows. Manipulation of Highly Refractory Metals The powder process presents a means of manipulating highly refractory metals, which cannot be cast and formed in the usual melting and casting process. Tungsten, molybdenum and tantalum are the classic examples of the adequacy of the metal powder process for meeting unusual conditions of this character. The orientation of metal crystals and grains, both large and small, can be detcrmined conveniently and accurately without the use of X-ray apparatus. This seems to be appreciated by so few metallurgists that it may be useful to explain in detail the method we have found most satisfactory in the laboratory—the reflection of light from crystallographie etch pits. This note includes a description of a suitable inexpensive instrument and instructions for etching various metals and for plotting the data. As the stereographie projection is used to facilitate handling the data, this note may he considered as an appendix to an earlier review of the metallurgical uses of the stercographie projection.' Various methods involving etch pits have been used by other investigators. Bridgman's method2 consists of attaching the specimen to a sphere (a transparent sphere is convenient4 , holding it at arm's length, and marking a spot on it when it has been turned so that the eteh pits reflect light into the eye of the observer from a lamp standing behind him. It has an accuracy of about 2" and is extrernely rapid. A greater accuracy can be obtained by having the reflected light fall on a screen, as has been done by Czochralski,5 Chalmers,6 and Schubnikov.7 All of these methods have been intended for undeformed single crystals. Tammann and his coworkers3,8 developed a method for estimating the number of grains in a polyerystalline aggregate having orientations in a given region of the stereographic triangle and thus obtained statistical information about deformation and reerystallization textures. While the method has had some use in recent years,9 it is not applicable to the majority of problems in physical metallurgy. Smith and Mehl10 determined orientations by plotting the directions of the sides of individual etch pits on a stereographic projection. The accuracy is limited to about 3" and the method requires careful polishing and high magnification.

This paper presents stress-cycle graphs for five samples of monel metal and three high-strength aluminum alloys. These graphs are evidently curves with horizontal asymptote. The position of the horizontal asymptote can be determined with sufficient accuracy by extending the experiments to not more than 50,000,000 cycles. For some of the graphs, there is a slight downward slope between 50,000,000 and 100,000,000 cycles. The slope is so slight, however, that, extrapolation from 50,000,000 to 100,000,000 cycles gives the endurance limit with sufficient accuracy. Monel metal and duralumin are not exceptional among non-ferrous metals in endurance properties. IN Part I of this paper' a comparison was given of the results obtained in investigation of the endurance properties of non-ferrous metals in .three laboratories: the Engineering Experiment Station of the University of Illinois, the U. S. Air Service at McCook Field, Dayton, Ohio, and the U. S. Naval Engineering Experiment Station, Annapolis, Md. Part I was devoted to a discussion of the forms of the stress-cycle graphs obtained at the three laboratories. For comparison, typical graphs obtained at the three laboratories were plotted on the same semi-logarithmic scale. The typical rotating-cantilever graph for ferrous and non-ferrous metals obtained at the Naval Experiment Station was described as a curve descending with gradually decreasing slope to a horizontal line. In the reply to the discussion of Part I, however, this graph was described as a curve with horizontal asymptote. It. was also said that the ordinate of the asymptote (the endurance limit) could be determined by endurance tests of not more than 50,000,000 cycles. This description was intended to apply only within the range of ordinates used in plotting an ordinary endurance graph. It was recognized that if .extended upward beyond the usual field, the curvature of the graph would decrease until -the graph would either approach a straight a line or possibly reverse its curvature.

EFFICIENT ventilation of metal mines consists in having such complete control of air currents that. there is always supplied at places where men work sufficient moving air to allow working at maximum capacity without injury to health; and in case of underground fire or of surface fire in the vicinity of mine openings, underground air currents may be quickly reversed if desired, or air may be sent into or excluded from any region and fire fumes confined to only part of the mine workings, instead of penetrating practically the entire mine. Health and safety of workers in mines as well as proper safeguarding and operating efficiency of mining properties are so intimately associated with proper ventilation of mines (both coal and metal) that they are inseparable, yet mine ventilation is only too frequently neglected, especially in metal mines. The metalliferous operator, generally not confronted with inflammable gas or explosive dust which so frequently force ventilation of coal mines, usually disregards air supply altogether except such as may be obtained from compressed air; and generally, even when attention is given to metal-mine ventilation, the air currents rarely are found where they are needed, namely, the working places, especially the working faces. After several years' study of miners' consumption, the writer is. convinced that long continued breathing of air impregnated with large quantities of any kind of finely divided dust, such as is found in a large number of the working places of our mines, will ultimately produce some respiratory disease, whether it be asthma, bronchitis, or phthisis; and the progress of these diseases is hastened. if there are also present high temperatures, high humidities, or harmful gases or if there is present (and allowed to remain to be breathed) large quantities of the finely divided dust when air temperatures are low, hence favorable to maximum performance of work with accompanied maximum breathing into the respiratory passages of the harmful material. The proper spacing of oil wells is a problem of vital importance to the oil industry. Conservation demands a maximum recovery, while economic considerations attach primary importance to profitable extraction of oil. Formulas have been evolved,1-4 which attempt to solve the spacing problem mathematically, using reservoir characteristics as factors. Comparisons have been made of fields producing from supposedly similar sands, which have been drilled to varying densitiesl5,6 and also of different leases in the same field. 5-8 Intermediate wells have been drilled in old, depleted fields to test the efficiency of drainage by the original operation.9-11 Intermediate wells have been drilled also to obtain cores of the depleted sand for analysis, from which to learn the degree of efficiency of extraction. The problem is being attacked by many students, and along several different lines. Unfortunately, the fields now depleted were produced generally without restriction, and conclusions drawn from them may not apply to fields operated under restricted production. Reservoir conditions in a restricted field, especially reservoir pressures and pressure gradients within the reservoir, are quite different from those in a field produced to capacity. Many people have held the idea that the closer the spacing, the greater the recovery. This general statement is not always true, as other factors than well spacing enter into the recovery problem. Cutler,5 who has been quoted frequently by advocates of close spacing, limited his conclusions to gas-drive fields, and to the particular fields and spac-ings that he investigated. Hill and Sutton7 analyzed four tracts in the Powell field; the tract most closely drilled had the third largest recovery per acre-foot, and the tract with the widest spacing had the second largest recovery per acre-foot. A search of the references to well spacing in the publications of the U. S. Bureau of Mines5,13-19 discloses repeated condemnations of the wastefulness of the practice of town-lot drilling.

Introduction The title of my paper is satisfyingly broad and allows me to touch lightly or dwell at length on virtually any aspect of mining, while endeavouring not to trespass on the subjects of other papers to be presented. However, at this stage in our world history when for the first time we are beginning to take conservation and the welfare of future generations more seriously, I want to concentrate mainly on the question of whether or not there will be the resources of minerals available to sustain mankind's progress in the generations ahead. Metals and the Population Problem The supply of raw materials is of course only one of the fundamental problems that will face future generations: if we assumed that the world population would continue to increase at the present explosive rate, then I believe we can say with certainty that other fundamental problems of much greater significance would arise long before a shortage of raw materials - or other substitutes -had any impact on the progress of mankind. Thus, I must start this paper with the assumption that some equilibrium in population will be arrived at before these other problems overwhelm the world. Will the Metals Run Out? At the 75th Anniversary Meeting of this Institute in March, 1947, Clinton H. Crane, President of St. Joseph Lead Co., prophesied that for the next 100 years there would be enough copper, lead and zinc for every essential need. He defined a need as essential where the qualities of the metal in that use were irreplaceable. Today, except for one or two cases such as lead in lead-acid batteries, few metals have qualities that cannot be provided either by another metal or by another material. It is more a question of what the engineer or manufacturer is prepared to pay for special qualities as compared with using cheaper materials and perhaps a less satisfactory design.

THE main value of earth magnetic measurements, outside of certain mining problems, resides in the study of deeply buried tectonic phe-nomena related to regional and local geology. Magnetic surveys are a necessary complement of gravimetric measurements, especially of pen-dulum surveys. To date, magnetometer, prospecting has been used chiefly in the study of sedimentary basins where petroleum structures are associated with the uplifted basement rocks. There are, in the literature, innumerable articles dealing with such surveys as applied to oil geology but few treat of broad geological features related to regional magnetic disturbances of the earth field. An important piece of coordina-tion work has been made by Jean Jung1 for the magnetic and gravimetric measurements made in France and their geologic significance. A similar attempt at correlation of the known geology with the anomalies of the vertical component of the earth magnetic field has been made for the United States by George B. Somers2. Taking the magnetic vector as a whole, W. P. Jenny' made a coordination of magnetism and geology for the main producing oil states of the United States. A more detailed study along the same lines is published by A. Van Weelden4 for southern Oklahoma and northern Texas; in this work magnetic and gravimetric measurements taken at stations as close as one mile apart are compiled and compared to the regional geology of the Ouachita-Amarillo uplifted area. From the literature mentioned, it is evident that reliable interpretation of magnetic anomalies can be arrived at only when the magnetic stations are numerous and cover the area in a close net of measurements, therefore the works of Somers and Jenny, based on sparsely distributed Government measurements, can be regarded only as preliminary programs indicating lines along which further work should be done, whereas the coordination made by Van Weelden is an example of the contribution to the knowledge of regional geology that can be arrived at by the use of applied geophysics.

A FEW copper-zinc-base alloys meet die-casting requirements reason- ably well, although improvements are desired. Aluminum bronzes, high-tinbronzes and some copper-nickel-zinc alloys can be die-cast, accordingto Herb,1 but seldom are because of such factors as higher melting ranges and greater cost than certain of the brasses. Fox2 has summarized the copper-base die-casting alloys that were in commercial use in 1937 and has given the effects of different alloying constituents. Table 1 gives some of the properties of these alloys as reported by Fox. TABLE 1. Numerous contradictory statements have been made in the past regarding the importance of the seasonal influence of demand for motor fuel on prices of oil securities. It has often been said that the time to buy oil securities is in the spring, or just prior to the heavy consuming season for gasoline. The fallacy of this argument is brought out in the following paragraphs. Seasonality of Oil-security Prices The indexes used in this paper as indicators of prices of oil securities and general industrials are those compiled by Standard Statistics Co. The oil producing and refining stock index includes 14 representative petroleum companies, while the all-industrials index is made up of 347 issues. All figures are stated as relatives, with 1926 = 100. The primary basis of the index, and one that gives a good weighting of the relative importance of the company within the industry, is the total market value of the stock issue outstanding; i.e., the market price times the number of shares outstanding. Adjustments are made for the addition or elimination of issues from the group index, for stock dividends, split-ups, stock rights, et cetera. At the present time the oil producing and refining index includes the following companies: Atlantic Refining Co., Consolidated Oil Corporation, Continental Oil Co., Gulf Oil Corporation, Humble Oil & Refining Co., Ohio Oil Co., Royal Dutch Co., Shell Union Oil Corporation, Socony-Vacuum Oil Co., Standard Oil Company of California, Standard Oil Co. (Indiana), Standard Oil Co. (New Jersey), Texas Corporation, Union Oil Company of California. In calculating the seasonal for oil-security prices several periods have been selected as indicat,ive of major changes in the industry, as follows: 1. 1918 through 1936. This gives an over-all picture of the industry during the motor-vehicle, motor-fuel era. 2. 1927 through 1936. This period includes the control stages, both voluntary and coercive. 3. 1927 to September, 1933. This is the pre-code period of control.

THERE is a growing interest in the possibilities presented by the manipulation of metal powders, which justifies an attempt to summarize their character and potential value. A summary of this kind presents an opportunity for making a classification of metal powder products into several general types. Our present knowledge of the finer and more abstract aspects of many of the principles involved in metal powder technique is extremely limited. Any conclusions as to the ultimate value of the process will, therefore, for the present at least, be of doubtful value unless they are substantiated by its products. The number of such products is increasing. A study of their diverse and unusual characteristics; an examination of the methods by which they are made, and a consideration of the reactions that take place during their fabrication, in so far as we can define them, should afford as good an evaluation of this interesting development as it is possible to make at this time. A critical study of this kind results in a formidable list of special attributes, which apparently ate characteristic of applied powder metallurgy. A comparison of these special effects with the end products and well defined limitations of the melting and casting process indicate that often they may very well be considered as being special advantages. They are subject, of course, to certain not as yet so well defined limitations of their own. Based on current products only, a necessarily condensed summary of the more striking special attributes of the metal powder process follows. MANIPULATION OF HIGHLY REFRACTORY METALS The powder process presents a means of manipulating highly refractory metals, which cannot be cast and formed in the usual melting and casting process. Tungsten, molybdenum and tantalum are the classic examples of the adequacy of the metal powder process for meeting unusual conditions of this character. The orientation of metal crystals and grains, both large and small, can be detcrmined conveniently and accurately without the use of X-ray apparatus. This seems to be appreciated by so few metallurgists that it may be useful to explain in detail the method we have found most satisfactory in the laboratory—the reflection of light from crystallographie etch pits. This note includes a description of a suitable inexpensive instrument and instructions for etching various metals and for plotting the data. As the stereographie projection is used to facilitate handling the data, this note may he considered as an appendix to an earlier review of the metallurgical uses of the stercographie projection.' Various methods involving etch pits have been used by other investigators. Bridgman's method2 consists of attaching the specimen to a sphere (a transparent sphere is convenient4 , holding it at arm's length, and marking a spot on it when it has been turned so that the eteh pits reflect light into the eye of the observer from a lamp standing behind him. It has an accuracy of about 2" and is extrernely rapid. A greater accuracy can be obtained by having the reflected light fall on a screen, as has been done by Czochralski,5 Chalmers,6 and Schubnikov.7 All of these methods have been intended for undeformed single crystals. Tammann and his coworkers3,8 developed a method for estimating the number of grains in a polyerystalline aggregate having orientations in a given region of the stereographic triangle and thus obtained statistical information about deformation and reerystallization textures. While the method has had some use in recent years,9 it is not applicable to the majority of problems in physical metallurgy. Smith and Mehl10 determined orientations by plotting the directions of the sides of individual etch pits on a stereographic projection. The accuracy is limited to about 3" and the method requires careful polishing and high magnification.

SINCE the adoption by the U. S. Bureau of Standards several years ago of specifications for standard 100- and 200-mesh sieves, frequent requests have been received that this Bureau test and certify sieves of other sizes than these. With a view to the adoption of a series of standard testing sieves which might be of use to all industries making fineness tests, this Bureau for .two years has been studying the question of such a standard screen scale. Various scales that have been proposed were considered, and information was sought of representative firms in the various industries interested as to their requirements. Manufacturers of sieves have also been consulted as to the desirability of different screen scales and the practicability of their manufacture. As a result of this study of the question, a conference was called at the Bureau of Standards, Apr. 20, 1916, of representatives of various committees of the American Society for Testing Materials, American Society of Civil Engineers, American Institute of Mining Engineers, American Foundrymen's Association,. [Mining and Metallurgical Society of America, American Water Works Association, American Institute of Metals and the American Spice Trade Association; also representatives of the Committee of Revision of the U. S. Pharmacopoeia, the U. S. Geological Survey, the U. S. Bureau of Mines, the U. S. Office of Public Roads and Rural Engineering, the U. S. Office of Grain Standardization and the U. S. Bureau of Standards; also representatives of a number of private firms engaged in industries in which sieves are used, such as the glass, the drug milling, the abrasive, the asphalt, the mining, the spice, the chemical, and the graphite industries; also representatives of the firms in this country manufacturing wire cloth and sieves. OVER a period of years the writer has presented a number of studies1 on various aspects of proration, in a progressive attempt to analyze critically and constructively the economic complexities of this interesting institu-tion, which in a decade has revolutionized the economics of oil production in the United States. In the course of the investigations leading to these papers, the changing nature of proration and the principles under-lying its evolution have gradually become clear, so that it is now possible to depart from the analytical method and to construct a synthesis of the steps that, if furthered by the industry, should carry proration past the economic hazards that still surround it to the goal of maximizing the value of the petroleum resource to the industry and the public alike. NATURE OF PRORATION Proration literally means the allocation of demand among competing producers on a pro rata basis, but the term now carries a much broader significance for it is employed to describe the entire process by which the production of crude oil in the United States is regulated. There is naturally much confusion of thought on the subject, for proration is an evolving system of control based upon principles of conservation and equity and embracing a body of practices that are tending to adjust themselves to the needs of the situation but are subjected to varying and divergent influences in the process. As it is now constituted, proration is a planned production measure designed to prevent waste, insure ratable takings, and balance supply and demand. The procedure is administered by State regulatory bodies through use of the police power of the States under authority of State conservation laws; the practice is supported by a considerable degree of voluntary conformance on the part of operators; and the Federal Government has accorded its cooperation by providing advisory quotas, circumscribing imports, checking movements of hot
