The Bureau of Mines conducted laboratory research to determine the applicability of heavy liquid separation to the evaluation of certain mica ores and plant products. After careful standardization of the particular mica ores and associated gangue, accurate analysis of muscovite content could be obtained from results of heavy liquid separation. Where applicable, the method should be particularly suited to the analysis of ores and control of plant operations wherein savings in time would be of considerable advantage. Specifically, there are many instances where a quick plant control method should enable the production of a more uniform grade of mica concentrate. The laboratory use of various heavy liquids for separating minerals of different specific gravities has been recognized for many years.1-8 Sink-float procedures have proven their utility as a rapid and moderately accurate means for determining the mineral content of ores, test products, and plant products in certain nonmetallic concentrating operations. A standard method of analysis for mica in ore samples has not been published or generally accepted by the mica industry. Recently, the U.S. Bureau of Mines investigated methods for analyzing mica by heavy liquid separation. This report has been prepared to make the methods available to others who may need simple, relatively rapid methods of determining the mica content of ores and plant products. The heavy liquid method of mica determination has recently been adopted by one of the major mica producers for evaluating exploration and mill control samples. DESCRIPTION OF THE ORES AND HEAVY LlQLllD The weathered mica pegmatite ores used in the investigation were obtained from commercial mica op erations in Alabama, Georgia, and North Carolina. The major mineral constituents of the ores were muscovite, quartz, kaolin, and minerals of the feldspar group. The ores also contained minor quantities of biotite, limonite, and tourmaline. A comparison of the specific gravities of the major constituents of the ores (muscovite 2.76 +, quartz 2.65, kaolin 2.61, and feldspar 2.57), indicates that an effective separation of muscovite from the other minerals can be made in heavy liquids at a specific

PRESIDENT DOWLING'S ? ADDRESS I feel that it is a great honor to be invited to reply to this toast on behalf of the Canadian Mining Institute. I wish to thank you for your very cordial reception of the toast and for the sentiments expressed in your invitation to the Institute to cooperate in a series of joint meetings. It is an earnest of the mutual regard which the peoples of the two countries have for each other. We have been allies in a very great war and the feelings of good-will engendered by that alliance will survive, I believe, through the strenuous times of peace. The other nations of the alliance had through many changes in history, fought each other and for each other and had thereby gained a clear conception of the social aims and moral character of their peoples. With this knowledge came mutual trust-the one element necessary for united action or lasting agreement. On this continent the two peoples are drawn together by bonds of a common origin and, largely, a common language. No war has been necessary to force declarations of national aims on which to base terms of amity and now our peoples who had studied the arts of peace together have together passed through fire-drawn into the conflict by a like horror at the sacrilege of the crucifixion of the rights of humanity. Their courage and manhood has been tested at Ypres and Chateau Thiery by the great assayer war, and, together, with thankful hearts we see the triumph of right over night and better than ever know that we have the same conception of the government of the people for the people. We are met to celebrate the close of the association of our brethren it the front in the fight for freedom for the world-a freedom that to us hems natural but which to the majority of the allied nations is a heritage derived from the protest made by the American colonies against German ideas of government of which remnants had until then survived in Great Britain.

The Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: 1'Congress has always been most generous as to the disposition of the national lands.... There was land for all, and it was the government's glad function to distribute it and let those profit who could.... And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud." Of the reaction and the evolution of a new policy, the Secretary con. tinues: • ' " A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that land is land' was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water—water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said 'land is land.' Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites— these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

A matter of much concern at present to the coal-mining industry of Great Britain is the effect of the working of the Coal Mines Act, 1930. This Act, which received the Royal Assent on Aug. 1, 1930, contains five parts: (1) production, supply and sale of coal; (11) the reorganization of the coal-mining industry; (111) hours of work; (IV) the Coal Mines National Industrial Board; (V) general. The first three parts are of major interest and discussion can be confined to them. Part I.—Production, Supply and Sale of Coal Under Part I of the Coal Mines Act, 1930, provision is made for central and district schemes to regulate the production, supply and sale of coal by the fixation of standard tonnage, quota and minimum prices. By Nov. 1, 1930, all the district schemes came into force with the exception of that for Scotland, where the majority of the coal-owners did not see their way to accept the amendments to their draft scheme demanded by the Mines Department. A compulsory scheme for Scotland was thereupon prepared by the Mines Department and put into force on Nov. 24, 1930. It is administered by the coal-owners of the district. The essence of the schemes is the allocation of tonnage for each district by a Central Council, and the allocation of quota for each pit in a district by an Executive Board for that district. Up to Dec. 31, 1930, the various bodies of coal-owners engaged in administering the schemes were employed in work preliminary to their full operation. Standard tonnages had to be determined and coals had to be classified. In consequence, it was not found possible to put the regulation of output into force until Jan. 1, 1931. The determination of minimum prices proved to be an even longer process, and only in a few districts were minimum price schedules operative during the first quarter of this year. The working of the schemes during the March quarter, 1931, has been reviewed in an official publication by the Mines Department,' which can be summarized as follows:

IN the Parkes process of extracting precious metals from lead, zinc is added to the molten lead containing gold, silver, copper, and, some antimony. These metals, with the exception of antimony, form an alloy with the zinc by reason of their greater affinity for it than for the lead, and this alloy, being lighter than lead, rises to the top, carrying the precious metals with it, whence it can be removed by skimming. These skimmings are further treated for the separation of the zinc therefrom, and the recovery of the precious metals, the zinc being driven off by heat and again used for another operation. In addition to the zinc that combines with the silver, etc., a certain amount is necessary to saturate the lead, and it is therefore necessary to treat the desilverized lead to free it from this residual zinc. To do this it is heated again in a reverberatory furnace and air or steam is blown through it. This oxidizes the zinc together with a small amount of lead and antimony, leaving the lead free from zinc and antimony, and forming oxides of these metals, which rise to the. top and are skimmed off. This process relates to the separation of the metals in these oxides or skimmings. The skimmings are cooled, crushed, and mixed with carbonate of soda and pulverized oil coke. The mixture is heated in a reverberatory furnace on a bath of lead, to about 1,000°C. The metals are reduced by the coke, the lead and antimony go into the lead bath, while the zinc is volatilized and burned to oxide. This impure oxide is at the present time treated at Omaha by the Hall process of electrical precipitation, making a very pure metallic zinc. It can also be very easily refined by the old Schnabel process of using ammonia and carbon dioxide as a solvent. It seen-is to be in an ideal form for this purpose, and very few changes from the original method are required to obtain the zinc oxide practically C. P., leaving the lead and antimony as residues.

THE Alta and St. Louis mines of the Alta Mines, Inc., produce a somewhat oxidized ore with a talc gangue that presents quite a problem in milling. For several years the mill recoveries were relatively low and there seemed to be no cure for this condition even with increasing the various collecting agents and frothers to two or three times of what they should be. The usual alibi of "oxidized ore" was given as the reason for these results and the matter stood there for some time until these investigations were started. FLOWSHEET As a brief outline of the flowsheet the ore is crushed to minus I in. in a Telsmith jaw crusher and then fed to a 64 1/2 Marcy grate mill. The resulting product from the grate mill is passed over a trommel where the coarse particles (plus 7 mesh) are returned to the grinding circuit through the classifier. The under 7-mesh pulp is passed over two Denver mineral jigs where a high grade concentrate is produced, thence over two Wilfley tables where a table concentrate is produced and about 80 pct of the oxide lead recovered. The tailings from these tables are pumped back to the classifier and after classification the 30 pct pulp density product, which overflows the lip, is passed into a series of 10 Denver economy flotation cells where a lead-copper concentrate is produced. Three products are made and shipped to the smelter termed jig, table and float concentrates. RESULTS WITH VARIOUS REAGENTS In March of this year work was started on the metallurgical problems of the mill and, as is shown in Table I, the results obtained were not too efficient. [ ] Tests were run with various reagent combinations that were recommended for ores of this nature but there was no appreciable effect on the recoveries. The grades of the flotation concentrates were reduced by the insoluble picked up and retained by these more powerful collectors and frothers. RESULTS WITH "METSO" In past work on ores of this type the use of "Metso" had improved gold and lead recoveries, but no effect on the silver and copper recoveries had been noted. To

The main value of earth magnetic measurements, outside of certain mining problems, resides in the study of deeply buried tectonic phenomena related to regional and local geology. Magnetic surveys are a necessary complement of gravimetric measurements, especially of pendulum surveys. To date, magnetometer prospecting has been used chiefly in the study of sedimentary basins where petroleum structures are associated with the uplifted basement rocks. There are, in the literature, innumerable articles dealing with such surveys as applied to oil geology but few treat of broad geological features related to regional magnetic disturbances of the earth field. An important piece of coordination work has been made by Jean Jungl for the magnetic and gravimetric measurements made in France and their geologic significance. A similar attempt at correlation of the known geology with the anomalies of the vertical component of the earth magnetic field has been made for the United States by George B. Somers2. Taking the magnetic vector as a whole, W. P. Jenny3 made a coordination of magnetism and geology for the main producing oil states of the United States. A more detailed study along the same lines is published by A. Van Weelden4 for southern Oklahoma and northern Texas; in this work magnetic and gravimetric measurements taken at stations as close as one mile apart are compiled and compared to the regional geology of the Ouachita-Amarillo uplifted area. From the literature mentioned, it is evident that reliable interpretation of magnetic' anomalies can be arrived at only when the magnetic stations are numerous and cover the area in a close net of measurements, therefore the works of Somers and Jenny, based on sparsely distributed Government measurements, can be regarded only as preliminary programs indicating lines along which further work should be done, whereas the coordination made by Van Weelden is an example of the contribution to the knowledge of regional geology that can be arrived at by the use of applied geophysics. THE possibility of using unidirectionally solidified eutectic alloys as high-strength composite materials has been investigated by several workers. Unidirectionally solidified lamellar and fibrous eutectics have been shown to have good short-time structural stability at temperatures close to the eutectic melting temperature.'-4 Several investigations of both short-time high temperature tensile properties and creep properties of eutectic alloys have been carried out,3-" with promising results. Little work has been reported, however, on the thermal stability of eutectic alloys which have been unidirectionally solidified and subsequently deformed in compression. Since processes such as rolling and grinding introduce compressive stresses, and since the properties depend on the spacing and perfection of the composite structure10,11 this aspect is of definite importance if unidirectionally solidified eutectic alloys are to be considered for commercial use. A Cd-Zn alloy made from 99.999 pct starting materials was cast into a graphite boat and zone levelled12 to obtain a completely lamellar structure at one end of the bar. Sections from this region of the bar were removed, recast into 6.5 mm I.D. Pyrex tubing, and solidified unidirectionally upwards at a rate of 2.8 cm per hr. Specimens were cut from the solidified rods, heated in air at 200°C (0.88 of the eutectic melting temperature) for various lengths of time, and examined metal-lographically. Compression specimens were also cut from the solidified rod carefully machined to a length of & in., and deformed with the compressive axis parallel to the original growth axis to produce a total longitudinal strain of 12 pct. Some of these specimens were examined metallographically; others were heated in air at 200°C for various lengths of time and then examined. Metallographic examination of the deformed specimens showed the two types of deformation previously described; slip lines13 (smoothly bent lamellae) and kinks13,14 (sharply bent lamellae). Very close to the specimen ends there were a large number of deformation bands, but at a distance of about -re- in. the deformation was very localized, as shown in Fig. 1.

ONE of the most serious and important economic administrative problems facing American railway authorities to-day is that of their rails, and it is one to which much thought, is being given, not only by the executive officers of the railways and the manufacturers of the steel rails, but also by State and National commissions. It is realized by many and admitted by some that the present situation is one which cannot continue. The roadways of railways must be made more secure, or the weight of rolling stock and the speed of trains must be lessened; and the desired result must be attained with the minimum outlay of money, both in expenditure on plant and in cost of operation. If the investment per mile is too large, or through the lessening of tonnage and efficiency of equipment the cost of operation is too great, the desired and demanded cheap service cannot he rendered to the public. Therefore, the weight of equipment cannot be greatly reduced, and lessening the rapidity of service would be far from satisfactory; consequently, the safety of the roadway must be secured with the least practical outlay. It is imperative that the roadbed should be properly graded, with the fewest practically possible curves; that it should have good ballast, be well drained, have good ties properly spaced, and be laid with sound rails of suitable weight, efficiently joined together, and that the whole property be carefully and intelligently cared for. My province is to treat of the sound rails. During the last few years there has been renewed interest in and discussion of that question, and I know that many rail makers not only have been and are desirous of maintaining the highest standards of manufacture which they may have attained, but have been and are seeking to better their product, in several instances devoting much time and money to that end. At the same time, they realize that the cost of any improvement in quality which they may accomplish must be kept within certain commercial bounds; and that fact is as fully understood by their patrons as by themselves, and it should be kept in mind by all who discuss the question.

Iraq, formerly called Mesopotamia in Asiatic Turkey, became a kingdom under British Mandate after the world war and is expected to gain its independence in 1932 when it enters the League of Nations. The kingdom is shown on Fig. 1 in its relations to neighboring countries, to the Mediterranean Sea and to the Persian Gulf. It is slightly smaller than the State of Texas with its capitol, Baghdad, inland about as far from the Persian Gulf as Breckinridge, Tex., is from the Houston Shipping Channel. The oil fields lie 180 to 225 miles north of Baghdad, or about as far as from Breckinridge to Oklahoma City, and about as far from the Mediterranean as Fort Worth is from Hobbs, N. M. A narrow-gage railway runs from Basra, the Persian Gulf port, to Baghdad. From there another narrow-gage runs into the Kurdish hills east of the Tigris to Kirkuk. A standard-gage, part of the old Berlin-Baghdad system, follows the west bank of the Tigris northward from Baghdad to Baiji, a village about 100 miles south of Mosul. No railway exists between Iraq and the Mediterranean, though the Anatolian Railways in southern Turkey come to within 50 miles of the Iraq frontier and 120 miles of Mosul. Surveys have been completed for a railway through British Mandates from Haifa to Baghdad as well as for a railway through French Mandated Syria from Tripoli to Abu Kemal near the Iraq border. Wagon roads, excepting those constructed by the oil companies, are few and indifferent in Iraq and no road exists across the desert to the Mediterranean, but contrary to prevalent beliefs the surface is firm and free from sand dunes so that motor cars can go almost anywhere in dry weather, with ease. Frequent motor car and airplane service exists between Baghdad and the Mediterranean ports and motor car service may be had between Kirkuk and Nisibin, Turkey, where on two days each week through Wagons Lits service is available to Paris. Baghdad is about 21 days distant from New York City with present transport facilities. The important place in the economic life of the country that is occupied by the United States Geological Survey and the various state surveys is appreciatcd by most members of our Institute. To the public at large, the functions of these surveys are no doubt largely unknown, and taken for granted. Possibly a realization of the value of the work of these government branches is brought home most fully to that group of our members whose duties as examining engineers and mining geologists take them to mines and prospects in many different parts. The examining engineer or geologist is usually seeking for a judgment on the value of an enterprise from the standpoint of the useful minerals that may or may not be present; he must also attempt some prediction as to future market prices. On his opinion rests the determination of the expenditure of money, which rendered into other language means the expenditure of human effort. An opinion on an exploring venture or the reasoning out of the probable extensions of an orebody requires among many other things a background of knowledge covering the geologic horizons not only of an immediate area but of the surrounding area, a knowledge of the structural geology and of the causes that have operated to form the ores as they are. The great storehouses of this knowledge are the statistics, reports and maps issued by the various geological surveys. They supply the groundwork for additional observations. To these, reference is always made when going into a new district. The technique of work in the field and laboratory, and to some extent the hypotheses that underlie our methods of approach, have been formed by men such as Van Hise, Leith, Kemp, Spurr, Emmons and Lindgren, who developed their powers in the service of the geological surveys. In addition to whatever originality of thought, or power to observe facts and analyze them, may be our portion, we require, in the application of the arts and sciences, a knowledge of what has already been done. We stand on the shoulders of those who have gone before, and the extent of our vision often depends upon the thoroughness with which we form earlier work into one whole and make use of it.

MOST illustrious Princes, often have I considered the metallic arts as a whole, as Moderatus Columella2 considered the agricultural arts, just as if I had been considering the whole of the human body ; and when I had perceived the various parts of the subject, like so many members of the body, I became afraid that I might die before I should understand its full extent, much less before I could immortalise it in writing. This book itself indicates the length and breadth of the subject, and the number and importance of the sciences of which at least some little knowledge is necessary to miners. Indeed, the subject of mining is a very extensive one, and one very difficult to explain ; no part of it is fully dealt with by the Greek and Latin authors whose works survive ; and since the art is one of the most ancient, the most necessary and the most profitable to mankind, I considered that I ought not to neglect it. Without doubt, none of the arts is older than agriculture, but that of the metals is not , less ancient ; in fact they are at least equal and coeval, for no mortal man ever tilled a field without implements. In truth, in all the works of agricul- ture, as in the other arts, implements are used which are made from metals, or which could not be made without the use of metals ; for this reason the metals are of the greatest necessity to man. When an art is so poor that it lacks metals, it is not of much importance, for nothing is made without tools. Besides, of all ways whereby great wealth is acquired by good and honest means, none is more advantageous than mining ; for although from fields which are well tilled (not to mention other things) we derive rich yields, yet we obtain richer products from mines ; in fact, one mine is often much more beneficial to us than many fields. IT has always seemed to me that there is a certain similarity between the work of the mining engineer and that of the doctor of medicine-each has very often to be governed in his actions by conditions which he cannot. see. It is not necessary to detail the unseen conditions with which the mining engineer or geologist has to deal-the further extension of orebodies; the existence of new ones, the throw of a fault, the probable change in grade or character of the ore with advance of the workings, are a few of the conditions which the mining engineer has to determine as well as he can from the deductions he is able to make from what he can observe. Just so the physician is often confronted with conditions that he can not observe. Probably less than half of human ills make a manifestation at the surface of the body from which definite and certain conclusions can be drawn. The diagnostician must observe various things and, from these observations in combination, conclude what 'his course should be to bring about the cure of the trouble. Both professions would be assisted immensely by any agency that would permit them to look below the surface, something that would make more certain the diagnosis which each is called upon to make. The physician has had such an agency since 1895, when Röntgen discovered the X-ray; which, by making possible shadowgraphs of the osseous portion of the human body, advanced immensely the diagnosis of bone lesions. Later, with improvement in the technique and more understanding in the interpretation of what the photographic plate shows, other portions of the human anatomy could be examined and at the present time there is hardly an instance of internal disorder to which the aid of the X-ray is not called. Some organs are made opaque by administering mineral substances; in, other cases, conclusions are drawn from barely perceptible shadows on the photographic plate. Generally the surgeon's knife is directed with exactitude to the seat of the trouble and so not only is the difficulty revealed but the necessity for an exploratory' operation is averted.

The time is no longer when a man can act as an independent unit; the appreciation of the interdependence of one man upon another has emphasized the importance of the social unit. Epidemics have made us recognize that even a man's health is not distinctly his own to control as he pleases. The physical examination of workmen previous to employment started with an effort to prevent the spread of tuberculosis, for tuberculosis may be detected in its early stages and cured. But it was soon found that many other diseases were detected and the saving of lives made possible. The physical examination does not mean the elimination of the unfit—on that basis it would utterly fail—but rather the measuring of a man's physical fitness and placing the man where he can do the best for himself, his fellow worker, and the company. Industry as a whole cannot expect to live up to the standard of physical examination set for the army, nor should it expect to do so, for in all branches of industry there are types of work that do not require the same amount of endurance as does army work, and the lacing of men with physical limitations in the work for which they are capable permits a higher average of physical fitness for the work requiring physical excellence. Objects of Physical Examination The objects of physical examination are: The early detection of illness, particularly at a time when a full restoration of health is possible; the protection of employees from infection caused by working in contact with contagious diseases; the discovery of a man's physical limitations, in so far as his possibility for rendering good service is concerned; assistance to the safety movement by eliminating association in hazardous occupations with men whose physical condition renders them likely to accident to themselves and others; and the lessening of time lost by sickness. Statistics issued by the United States Department of Labor show that 22.54 per cent. of idleness is caused by sickness, with an average number of 7.71 weeks idle; whereas only 1.66 per cent. is caused by acci-

With portions of two coal basins within its borders and a few scattered fields already developed, the question arises: What is the future of Kentucky as an oil-producing State? Is the long list of failures due to lack of commercial pools, or unintelligent prospecting? A study of its beds and irregularities of structure points not only to a large waste of development money on unpromising areas, but also to the presence of a few structures well worthy of development. The surface rocks of Kentucky show in succession more than 4,000 ft. of Paleozoic sediments and more than 2,000 ft. of Cretaceous, Tertiary, and more recent deposits. Folding and erosion have brought these beds to the surface, where they have been observed and studied in detail by my associate, James H. Gardner, myself, and others. This has given opportunity to observe the beds offering suitable reservoirs and having the proper impermeable covering; also the mapping of outcrops and outcrop lines, taken in conjunction with available well records, indicates that certain areas are worth testing, and with even greater definiteness shows areas which should be excluded, as devoid of possibilities. West of the Tennessee River, Cretaceous, Tertiary, and Quaternary sediments occur so that all trace of ancient folding is obliterated, the sediments overlapping unconformably Mississippian rocks. This area embraces 2,000 square miles, or one-twentieth of the area of the State, the Paleozoic rocks covering the remainder. Since there is nothing upon which to base the location of tests for oil and gas in the Cretaceous-Tertiary beds of Kentucky, the Paleozoic area will be chiefly considered. The distribution of Paleozoic rocks in Kentucky is centered about the north-northeast striking Cincinnati geanticline, bringing to the surface on the Jessamine dome the oldest rocks exposed in the.State, those of the Devonian, Silurian, and Ordovician systems. On either flank of this great earth-arch are the Mississippian rocks, sloping gradually beneath the coal-measure basins to the west and to the east. West of the western coal basin, and. between it and the Cretaceous-Tertiary rocks further west, is a high area of Mississippian rocks. Crossing the State

Ore broken at the mine or quarry face generally is loaded by power shovels into large trucks or rail cars and hauled to a primary crushing plant where it is reduced to a more workable size for ease in handling. The primary crushing plant is customarily located as close as possible to the center of gravity of the ore body and the projected limits of the mine pit to minimize the cost of hauling and to increase safety from flying rock as a result of blasting operations. A belt conveyor is used to transport the crushed product to a nearby ore treatment plant or, should this plant be located some distance away, the ore is loaded directly into cars and hauled by rail. Between trips the crusher product is accumulated in bins or stock piles. In all open pit mining and quarrying operations, the power shovel, the transportation equipment, and the primary crushing plant should work as a team, complementing each other. When establishing the design and selecting the equipment for these closely integrated operations, capital and operating costs for each unit operation must be weighed to achieve an optimum balance. Rising labor costs have given impetus to the universal trend toward greater efficiency, higher speed and larger equipment, and higher degrees of automatic control. The result is that power shovels have increased in size, haulage trucks are larger and faster, and only coarse crushers with feed openings adequate to receive run-of-mine lumps of ore with a minimum of secondary blasting are selected for new installations. These coarse crushers also have large through-put capacities, even when adjusted to produce a 6- to 10-in. size of product, thus making it possible to use a single stage of coarse crushing at the average mine. The use of a single crusher results in a compact crushing plant layout consisting of a dumping pocket for receiving loads of run-of-mine ore, a coarse crusher followed by a surge chamber for the crushed product, and a feeder to withdraw the ore at a uniform rate to deposit it on a belt conveyor. For several years 1 have been engaged in studying the behavior of iron and steel under varying conditions of tension and compression, as well as of shock and abrasion. Some of these observations have been communicated to the Institute at various times. Within the past year I have been looking at the various observations that I have made as a whole, and have been led to the conclusion that there is a regular law of fatigue and refreshment of metals, and that the change which produces either the fatigue or refreshment, is a. chemical one, which is, however, in almost all cases accompanied by physical and molecular changes at the same time. That metals under conditions that were more or less well understood became worthless, has been known for many years. It has been known to blacksmiths that iron and steel, when improperly treated in their fires, become "burned," as they call it, and could no longer be used, and some of them have had a scrap heap into which such material was thrown. A few of them knew that after a period more or less long the iron or steel recovered some of its original properties and could, with many precautions, again be used, but that these phenomena followed any law has not to my knowledge been announced. My attention was first attracted to the varying conditions under which iron and steel rails break in service. It was not long before I became convinced that there was a general law applicable to all metals which allowed of their being used with safety within certain limits, and caused their rupture when the use extended beyond these limits, and this law I have called the law of fatigue- of metals. When me observe the causes of deterioration in iron and steel rails, we find that they are principally shocks, either slight and frequent, like those produced by the passing of a train over a road-bed in good order, which produces a vibration sensible to the ear laid on the rail, for very long distances, but distinctly audible for only a short one; or from sudden and heavy blows, like the descent of the locomotive and each car successively from a high to a low rail.

The important place in the economic life of the country that is occupied by the United States Geological Survey and the various state surveys is appreciatcd by most members of our Institute. To the public at large, the functions of these surveys are no doubt largely unknown, and taken for granted. Possibly a realization of the value of the work of these government branches is brought home most fully to that group of our members whose duties as examining engineers and mining geologists take them to mines and prospects in many different parts. The examining engineer or geologist is usually seeking for a judgment on the value of an enterprise from the standpoint of the useful minerals that may or may not be present; he must also attempt some prediction as to future market prices. On his opinion rests the determination of the expenditure of money, which rendered into other language means the expenditure of human effort. An opinion on an exploring venture or the reasoning out of the probable extensions of an orebody requires among many other things a background of knowledge covering the geologic horizons not only of an immediate area but of the surrounding area, a knowledge of the structural geology and of the causes that have operated to form the ores as they are. The great storehouses of this knowledge are the statistics, reports and maps issued by the various geological surveys. They supply the groundwork for additional observations. To these, reference is always made when going into a new district. The technique of work in the field and laboratory, and to some extent the hypotheses that underlie our methods of approach, have been formed by men such as Van Hise, Leith, Kemp, Spurr, Emmons and Lindgren, who developed their powers in the service of the geological surveys. In addition to whatever originality of thought, or power to observe facts and analyze them, may be our portion, we require, in the application of the arts and sciences, a knowledge of what has already been done. We stand on the shoulders of those who have gone before, and the extent of our vision often depends upon the thoroughness with which we form earlier work into one whole and make use of it.

Who would believe that young elementary school children could understand something as complex as the mining industry? The Challenge The challenge of accomplishing this is tremendous. An examination of Canadian school children indicated that they knew very little about the world of work in general, and hardly anything about the mineral resource industry in particular. It calls to mind the story about two youngsters who decided to play house. The little girl played her role well as she went about the house doing things she had watched her mother do every day. When it was the little boy's turn, he grabbed his lunch, waved goodbye to his "wife," jumped on his bicycle and pedalled furiously down to the end of the driveway-where he stopped. The youngster explained that he saw his dad go out of the driveway each morning, but he didn't know where he went, or what he did on the job. When you stop to consider the number of families today with two working parents, you can begin to appreciate the importance of the opportunities for role identity provided by this project. The Approach The challenge of teaching the school children of Canada about the world of work and, specifically, the mining industry is the challenge which the Canadian Institute of Mining and Metallurgy met with the Curriculum Development Research project. It started when a small, dedicated group of Vancouver members met Dr. Doreen Binnington. After this meeting, Dr. Binnington, an expert in curriculum development at the University of British Columbia, set herself to develop a curriculum program for the elementary shcools which accomplishes two main goals: It uses the "Identity Approach," developed by Dr. Binnington, an expert in curriculum development at the enable students to understand and appreciate the contribution of people, in this case, working with mineral resources. It has pupils enthusiastically exploring the importance of rocks, minerals, and the mining industry in their lives [(Fig. 1)].
