Many changes in equipment have had to be made to handle the flotation products at the blast furnace, and these changes have meant an expenditure of considerable money, which has not been compensated by an increase in smelting tonnage. To date, very few new lead mines have been developed, so that the help derived by the innovation of flotation has been directed to old producing properties, where the ratio of concentration is greater now than when gravity concentration was in effect. In some smelting plants there has been an abandonment of complete units due to the introduction of flotation. Flotation Products Difficult to Handle The physical characteristics of the flotation product do not make for economic handling for lead blast-furnace work, either mechanically or metallurgically. The millman or miner do not know what trials and tribulations they have passed on to the smelterman. To the smelterman it is "the everchanging flotation," for little does he know what new reagent will be perfected tomorrow that may completely change the grade and physical characteristics of the product. Even the mining companies who have complete units of mining, milling and smelting have had a hard time to reconcile themselves to the fact that the unit cost per ton of ore smelted must go up with the increase of flotation product on the blast-furnace charge. The "smelterman's burden," for that is what flotation has been for the last few years, has not caused the smelter operator to lag or fall down, but has spurred him on with new zeal. The physical properties of the flotation products are as follows: (1) High moisture content; (2) mucky nature of product; (3) fineness of product, and (4) high metal content. New Mechanical Devices for Handling Furnace Product These characteristics have caused the use of many new mechanical devices in smelting practice, for example: New transportation equipment, such as solid-bottom cars, is required; unloading equipment and sampling

EHRENBERG was the first to publish and direct attention to the peculiarities of the diatomaceous deposit of Richmond; but how and by whom he was supplied with the material for his microscopical investigations, is not generally known; but we may presume W. B. Rogers, formerly State Geologist of Virginia, furnished the material, and may have given the geological position or horizon. O£ these facts we have no available evidence, nor have we any estimate of the thickness of this stratum of diatomaceous or infusorial earth. At the request of a member of this Institute, I have investigated the subject, and offer the following facts as the result, derived principally from information supplied by Mr. John Ott, of the Southern Fertilizing Company, Dr. William Taylor, State Chemist, C. Peticolas, microscopist, Captain Robert H. Temple, civil engineer, Major C. M. Bolton and Mr. C. M. Smith, civil engineers, and formerly engaged in constructing the tunnel under Church Hill, in Richmond. The city of Richmond is generally described as being built on seven hills. This is not the fact, geologically speaking. Originally, there was an immense plateau of land, about two hundred feet above tide, in which a deep excavation was made from the west to east by the James River cutting down to the granite. Opening southward and meeting the valley of the James are various ravines and gullies, in the principal of which are Shockoe and Gillies Creeks. The formation is tertiary, subdivided into all the classified divisions, but at the present moment no one has been found to make this section a special study. Rogers's early classifications and diagrams, with all their imperfections, are the only published records, and the printed editions are long since exhausted. Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."

I am indebted to The Kaolin Co. of West Cornwall, Conn., and particularly to its engineer, Mr. M. Wanner, for permission to make public, through the Transactions of the American Institute of Mining Engineers, the interesting results of his experiments, having in view the winning of kaolin from deep deposits without shaft-sinking or removing of the overburden. So far as I am aware, nothing like it has been accomplished heretofore, although it reminds one of the methods successfully employed in Louisiana for the winning of sulphur from deep beds by the sinking of pipes one within another, injecting superheated steam under pressure through one pipe, the heat of the steam liquefying the sulphur and the pressure forcing it up through the other pipe to bins at the surface. The kaolin-deposit at West Cornwall is an alteration in situ— that is, it is not sedimentary. A series of clay-veins, dipping about 50" from the vertical, lie between a foot-wall of' limonite and a hanging-wall of gneiss and hornblende schist. The clay-veins alternate with veins or seams of more or less broken quartz, and unaltered feldspar. The deposit, which occurs at a point about 600 ft. above the Housatonic river, was opened five years ago, and about 5,000 tons of a superior grade of washed kaolin have been extracted from open pits, and sold. It soon became evident that this mode of extracting the product would prove unremunerative, by reason of the dip of the vein and the intercalary strata and lenses of quartz, and a more satisfactory method of working the deposit was sought. It is well understood that, in the preparation of all clays for market, especially residuary kaolin, the most important as well as the most difficult step is the washing of the crude product. his volume records the "clay symposium" that featured the geology side of the Annual Meeting of the Institute at St. Louis, February 19-22, 1951. The symposium consisted of four sessions held under the joint sponsorship of the Geology Subdivision and the Industrial Minerals Division AIME and the Society of Economic Geologists. Its main purpose was to define or outline certain problems of clay and laterite genesis, and the papers herein, which were presented at the first three sessions, deal for the most part with individual deposits or special problems. The fourth session was a seminar concerned almost wholly with a discussion of "problems." The discussion follows the papers in the volume. The clay symposium was not the work of an appointed committee. It was thought up and inspired by John J. Collins, who so ably supervised and co- ordinated the mining, geology, and geophysics program for the 1950 annual meeting of the Institute. After requesting Dr. A. F. Frederickson to get material together on clay and laterites for the St. Louis meeting, Mr. Collins visited Dr. Frederickson and discussed this project with him in greater detail. By that time their interest and enthusiasm had spread to others in the field. The Geology Subdivision, the Industrial Minerals Division, and the Society of Economic Geologists by common consent turned over the organization of the program to Dr. Frederickson. Mr. Collins continued in active touch with Dr. Frederickson and gave him every assistance. Dr. E. C. Harder and Dr. W. D. Keller read all the material comprising the symposium, and their comment was made available to Dr. Frederickson, who did much to put papers and discussion in final shape for publication. To the Karl Eilers Memorial Fund--one of the Funds that enables the Institute to publish books of this kind, to the authors of the various papers, to the contributors to the discussion, and to Messrs. Collins and Frederickson the Institute and readers of this book are indebted.

SINCE I promised you above when speaking of the melting of metals to teach you to make small crucibles and shells for melting, I do not wish to fail in my promise. For, in truth, since they are instruments that are much used for this procedure, they increase the work if they are not good, and often cause great extra expense as well as necessitating repetition of the work. If they are good they save everything. Therefore, if you have to make them, do it so that they, are greatly aided by art. It is first necessary to have the clay of a good nature, that is, resistant to the force of the fire by its own natural virtue, either when it is lean or when its viscousness is mixed with much talc, and whether it is yellow or white. This should be well freed from small stones and beaten well with an iron, and then thoroughly mixed by hand. With this should be mixed an eighth part of finely ground and sifted iron scale,* and also some [145] young ram's-horn ashes. These things should be well mixed together by hand and by beating them. If this clay should not be strong enough by itself, it is mixed with another lean clay, with crushed peperino, flintstone, or some other stone that in your judgment seems to be arid and resistant. Crucibles are worked on a low potter's wheel turned by hand, or on a high one turned by foot, just as plates are made. Both large and small ones are made. Most of them are given a triangular shape at the mouth, and the shells have a kind of spout for ease in pouring out the metal. This done they are well dried, and baked in furnaces like pots or other vessels. At the end, when they have been thus made they are used for melts.

In estimating the investment-value of a mining-property or plant, the value of which decreases with operation, it is often necessary to know the sum which must be set aside periodically from earnings either to renew the plant at the end of its life, or to return the capital involved when the earningpower of the investment has ceased. In such cases it is manifestly incorrect simply to divide the total amount to be retired by the 'number of periods (usually years) during which the investment shall be active, as the sums periodically withdrawn have a certain interest-earning power varying with the length of time they are held and with the opportunities afforded for their investment. But though the interest may be considered to accumulate regularly year by year, yet the rules and tables for compouiid interest do not apply, owing to the addition of a fixed amount of new money to the total at the beginning of each period. Briefly stated, the problem of sinking-funds is, to find the amount of money which must be periodically set aside at a certain rate of interest, regularly compounded, to yield a certain sum in a given length of time. In most practical cases the interest is compounded and the fresh amount added at the same time—usually once a year—and on this basis the problem may be solved as follows : Let S = total amount to be retired, Let T = interest rate : R = 1 + r, Let n = life of tlie sinking-fund or the amortization-period, Let L = the sum set aside at the end of each year. Then the amouilt of the sinking-fund at the end of first year is 2, which at the end of n years will have illcreased by compound interest to IRn-l. LABOR. conditions have finally caused rock-drilling machines to supplant hand drillers in the Japanese mining industry, and have encouraged this study. During a period of three years 25,000 tests were made on 67 different American, Japanese, and European rock drills, using, respectively, the Paynter testing machine, and drilling in granite and limestone. Recorded were: air consumption, speed of rotation, torque of rotation, foot-pounds of striking energy, air pressures, input horsepowers, and speed of rock penetration. The author expresses his views on the interrelation of these factors and offers theoretical support, as well, by formulas based upon the mechanics of impact. He discusses the different designs of the valves, cylinders, piston hammers and rotation devices involved in the different types of rock drills, with respect to their merits and defects and offers conclusions about the factors that should be considered in the new design of a superior rock drill. The author's mathematical demonstrations and arguments for a value of "best feed clearance" of the drill bit from the rock are based upon the hand-operated screw-fed type of hammer drill. Automatic feeds have not been considered in this paper except for the tests on one drifter with air feed, 10 air-feed stopers, and some hand-held blockholers. The following classes of drills, with one of each model, size, or type, were tested: 23 heavy drifters, 34 light drifters and hand-held drills, and 10 stopers. This paper constitutes a preliminary report on experimental work done to date on the anode-furnace treatment of blister copper containing relatively high percentages of nickel. The investigation has not been completed but results obtained to date are considered of sufficient interest to warrant publication. Blister copper treated by the Ontario Refining Co. originates from the Copper Cliff smelter of The International Nickel Company of Canada, of which the former is a wholly-owned subsidiary. The blister as received contains from 0.50 to 1.50 per cent Ni, and in this respect differs from that treated by other refineries on this continent. During the anode-furnace treatment, only a portion of the nickel content is removed, and of the amount remaining in the anodes a varying percentage is found in the anode slimes. This necessitates a more extensive treatment than ordinary nickel-free material. Sometimes it is necessary to repeat roasting and leaching operations several times before the nickel colltent is low enough to permit the slimes to proceed to the dorè furnace. This, besides increasing treatment charges, causes greater selenium stack losses and involves a longer tie-up of precious-metal values. Therefore this investigation was undertaken with the aim of determining the factors influencing the diversion of nickel into the anode sludge. From experience it was known that by keeping the nickel content of anodes at 0.55 to 0.60 per cent maximum a relatively satisfartory slime resulted. One avenue of attack therefore was developing improved elimination in the anode-furnace treatment so that the anode content mentioned above was not exceeded. Another angle was to improve the solubility, during electrolysis, of the nickel constituent in the anodes, thus decreasing the percentage diverted to slimes. . It may be mentioned here that nickel dissolving electrochemically and entering the electolyte presents no difficulty from a treatment standpoint. Both of these approaches were studied and are discussed separately below.

PRACTICALLY all explosives may be classified as those that burn and those that detonate. Explosives of the first class include .black blasting and smokeless powder and are broadly known as low explosives, or propellants, because they merely burn and do that comparatively slowly. Their action is as if some power behind the projectile or other material were exerting a shoving or pushing action. The high, or detonating, explosives produce a smashing or shattering effect upon the material. In using military- explosives of the propellant class, the breach of the gun, or cannon, is proportioned to hold the pressure, so that the projectile will be blown out. Exactly the reverse is true in commercial work; then it is the "breach" or the hole that is to be broken. The projectile and the explosive are therefore chosen that will rupture the largest "breach" possible. With the high explosives, it is easy to break out the breach (that is why they are of no value as military propellants)" but with some of the low explosives it is necessary to plug up the muzzle very carefully before shooting. Doubtless the use of incendiary mixtures of oxidizing and combustible materials led, in the 13th century, to the perfection of the mixture which is practically the same as our commercial black blasting powder of today. About 600 years later, nitroglycerine was discovered, but for years its great potential energy could not be used because, in its liquid state, it could not be safely handled or transported. The accidental discovery that kieselguhr would absorb, and hold fairly well, three times its own weight of nitroglycerine, however, made it available. "Guhr dynamite," as the combination nitroglycerine and kieselguhr was termed, was soon displaced by dynamites having an active base, such as wood pulp and other carbonaceous combustible materials. These do all that kieselguhr will do and, in addition, increase the chemical reaction and add materially to the effectiveness of the blast.

LABOR. conditions have finally caused rock-drilling machines to supplant hand drillers in the Japanese mining industry, and have encouraged this study. During a period of three years 25,000 tests were made on 67 different American, Japanese, and European rock drills, using, respectively, the Paynter testing machine, and drilling in granite and limestone. Recorded were: air consumption, speed of rotation, torque of rotation, foot-pounds of striking energy, air pressures, input horsepowers, and speed of rock penetration. The author expresses his views on the interrelation of these factors and offers theoretical support, as well, by formulas based upon the mechanics of impact. He discusses the different designs of the valves, cylinders, piston hammers and rotation devices involved in the different types of rock drills, with respect to their merits and defects and offers conclusions about the factors that should be considered in the new design of a superior rock drill. The author's mathematical demonstrations and arguments for a value of "best feed clearance" of the drill bit from the rock are based upon the hand-operated screw-fed type of hammer drill. Automatic feeds have not been considered in this paper except for the tests on one drifter with air feed, 10 air-feed stopers, and some hand-held blockholers. The following classes of drills, with one of each model, size, or type, were tested: 23 heavy drifters, 34 light drifters and hand-held drills, and 10 stopers. THE data which are collected in Table 1 show that the ferrite of low-carbon steel and of electrolytic iron, like the network of hypo- and hyper-eutectoid carbon steel, inherits, either absolutely or relatively, the, grain size of the mother austenite from which it is born in cooling through the transformation range. This evidence is so abundant and concordant as to cast doubt on Prof. Jeffries' 1 hypothesis of what might be called reversed inheritance, by which he explains Mr. Ruder's observation2 that the grains of a "slug of pressed pure electrolytic iron powder"were coarser, perhaps 12,000,000µ2, after a 3-hr. exposure to 1000° C. than after a 3-hr. exposure to 1250-1300°, when they were about 35,000µs. His explanation implies a natural tendency of coarser austenite grains to yield finer ferrite ones than spring from finer austenite grains, so that the inheritance is reversed. What seems to me a simpler explanation is that the enormous grains which followed the 1000° heating were not inherited from the mother austenite, but were formed by the process of natal coarsening, by means of which Stead and Carpenter developed grains of this same order of magnitude in this same kind of material, on heating to 950° or to 1000°, the temperature used by Mr. Ruder, provided the exposure was not unduly prolonged, and it does not seem to have been in Mr. Ruder's case. That their coarsening was natal and not through inheritance is shown first by the fact that their grain coarseness was out of all proportion to their relatively low temperatures and short periods, and hence was very far in excess of the grain size which the mother austenite must have had, and second and more cogently by the fact that the shape of these coarsened grains was evidently determined by the temperature distribution which existed during and immediately after the Ar3 transformation, that during the passage from the gamma to the non-gamma state.

In many lines of engineering, much excellent standardization work had been done before the war but the war emphasized its importance and showed most clearly the need of cooperation to prevent the confusion caused by the promulgation of overlapping standards by independent bodies. The American Institute of Mining and Metallurgical Engineers, American Institute of Electrical Engineers, American Society of Civil Engineers, American Society of Mechanical Engineers, and American Society for Testing Materials, recognizing the value of what had been done, invited the Government Departments of War, Navy and Commerce to appoint representatives to act with them to continue this work; the body so formed is the American Engineering Standards Committee. It has required time to definitely formulate its objects and to arrange methods for accomplishing them that would be effective without interfering with the many organizations that have been doing such excellent work in this line. The American Engineering Standards Committee has just completed and adopted a revision of its Constitution, which has been sent to the Governing Boards of all the Departments and Societies represented on the Committee with a request for its ratification. The new Constitution changes the name to American Engineering Standards Association as more fittingly indicating the wide scope of the interests involved. The objects of the association are stated as follows: 1. To unify and simplify the methods. of arriving at engineering standards, to secure cooperation between various organizations and to prevent duplication of standardization work. 2. To promulgate rules for the development and adoption of standards, 3. To receive and pass upon recommendations for standards submitted as provided in the Rules of Procedure, but not to initiate, define, or develop the details of any particular standard. 4. To act as a means of intercommunication between organizations and individuals interested in the problems of standardization. 5. To give an international status to approved American engineering standards. 6. To cooperate with similar organizations in other countries and to promote international standardization.

IN giving my opinion of the importance of Colombia as a field for investment for those interested' in mining for the precious metals, I must begin by quoting Sir Clement Markham, who, in one of his presidential addresses to the Royal Geographical Society of Great Britain, called the attention of its members to the fact that " although Colombia is the least known and least developed of the South American republics, it is far and away the richest mineral country of them all." This to American investors is extremely interesting, as the country is the most accessible of all the South American republics from the United States. .Almost all of the gold shipped by the Spaniards from Madre de Dios, now Colon, came from Colombia, and statistics from the Mint at Medellin, the capital of the Department of Antioquia, go to show that the . total production of the precious metals of Colombia, dating from the Spanish conquest in the fifteenth century to the present time, aggregates the enormous total of $700,000,000. Of this amount, nearly 70 per cent. represents gold obtained from the placers of the Republic, more than one-half of which came from the Department of Antioquia, the balance, being divided between the placers of the Choco and the rest of the Republic. The remaining 30 per cent. of the $700,000,000 represents the silver and gold obtained from the quartz mines, the silver greatly predominating. A glance at the map of Colombia shows the territory somewhat in the shape of an outspread human left hand extended palm downwards on the paper, with the wrist adjoining the Republic of Ecuador, the bones of the hand, fingers, and thumb representing the divisions of the great Andean mountain chain known as the Cordilleras of Colombia. I have frequently stated that while the chemical composition of steel is important, yet even greater importance is connected with the mechanical and heat treatment of the metal. During the past year I encountered such a positive example of that fact that I deem it worth putting upon record. A prominent railway system divided an order for open-hearth steel rails between two steel works, both of which are under the control of the same corporation; giving to one about 18,000 tons, and to the other 7,500 tons of the same section and to be made under the same specifications. The rolling results obtained in the two mills varied so widely that a study of the figures is intensely interesting and serves to illustrate the advantages obtained by carefu1 ingot casting, and, quite as pertinently, the possible benefits of careful subsequent heating and rolling with moderate reductions in the rolling process. The smaller order was rolled complete in four installments during the same months that the larger order was being made in six separate installments; but, to permit of exact comparisons, the totals of the four installments (completing the order with the mill which I will call A) are given with the totals of the first four installments of the larger order, made by the mill designated as B.
