IN a study of the cold-rolling characteristics of iron-base alloys with 3 to 12 pct Al, the influence of aluminum content on the cold-rolling textures was evaluated. This work was undertaken to determine if binary iron-aluminum alloys possessed cold-rolling textures similar to other body-centered-cubic alloys and to contribute additional information on the effect of solute concentration on the cold- rolling textures. Gradual changes in cold-rolling textures with an increase in solute content have been observed in copper1 and in titanium.2 Iron-base alloys containing 3.0, '6.0, and 12.0 pct aluminum were vacuum-induction-melted in a magnesia crucible and permanent-mold cast. The materials used were high-purity electrolytic iron and 99.99 pct grade aluminum. Each ingot was 1 in. square in cross section by 12 in. in height. The bottom half of each ingot was soaked for 1 hr at 1000°C and rolled at 1000°C to a thickness of 0.055 in. with the long axis of the ingot parallel to the rolling direction. The strip was reheated between passes to maintain a rolling temperature of 1000°C.

Its primary task was to study the recommended American practice for rock- dusting coal mines to prevent coal-dust explosions as approved by the American Engineering Standards Committee. By streaming potential techniques, the zeta potential of quartz has been measured as a function of the concentration of dodecylammonium salts at different pH values. These experiments indicate that adsorption of dodecylammonium ions takes place as individual aminium ions until a certain critical concentration is reached in the double layer, at which point the adsorbed collector ions begin to associate into patches of ions, called hemi-micelles. Because of its effect on the surface potential of quartz, pH controls the adsorption of dodecylammonium ions. The value of cooperating agents and nonionized constituents of flotation systems is discussed. A PREVIOUS investigation' of the role of pH in the flotation of quartz with anionic collectors is here extended to an inquiry of how the cationic collector, dodecylammonium acetate, is adsorbed at the quartz-solution interface. The equilibrium amount of this collector adsorbed by quartz has already been measured as a function of concentration and pH.2,3 The weight of prior evidence has suggested that two mechanisms are involved in the adsorption of this collector by quartz, but with existing adsorption measurements alone it is not possible to determine what the mechanisms are. Gaudin and Bloecher2 postulated that a polymolec-ular adsorption coating begins to form before the first monolayer has been completed. Gaudin and Morrow4 indicated that a similar situation might exist in the film of dodecylammonium ions on hematite. A study of electrokinetic potentials at the quartz-solution interface provides some detail toward a fuller understanding of the adsorption mechanism. Experimental Results The zeta potential at the quartz-solution interface was calculated from streaming potential data measured with the apparatus described in detail in a thesis by Fuerstenau5 and briefly in a paper by Gaudin and Fuerstenau.1 The quartz used in these experiments was a 48/65-mesh fraction prepared in the manner described previously.' Stockpiled and currently produced zinc plant residues containing zinc ferrite are to be treated at a rate of 350 tonne per day in a plant that is being constructed at the Risdon works of the Electrolytic Zinc Company of Australasia Limited (E.Z.). Start-up of the plant is scheduled for December, 1970. The residue is to be treated by a hydrometallurgical process that was developed by E.Z. in Australia, by Det Norske Zinkkompani in Norway, and by Compagnie Royale Asturienne des Mines (Asturiana de Zinc) in Spain. The process, as it is to be used at Risdon, is simple, consisting essentially of two stages : 1. A leaching stage at atmospheric pressure in which the zinc ferrite contained in zinc plant residue is dissolved in spent electrolyte, fortified with make up sulphuric acid, at a temperature in the range 70 to 95ºC. Undissolved solids containing lead and precious metals are separated for sale to a lead smelter. 2. An iron precipitation stage at atmospheric pressure in which ferric iron is precipitated from a slightly acidic solution at 90 to 95ºC as ammonium jarosite, a crystalline double sulphate which is relatively coarse, and is easily filtered and washed free of zinc-bearing solution. Calcine is used to neutralise the acid that is liberated during precipitation of the iron. Also included in the Risdon plant are a separate stage for oxidation of ferrous iron by injection of air, and a pre-neutralisation stage, using recycled oxidation stage pulp, to neutralise excess acidity from the leaching stage before the jarosite precipitation stage. The residue treatment plant consists of conventional equipment such as covered agitated vessels, thickeners and filters. Operation will be continuous and product solution will join the main zinc plant circuit for further purifications and electrolysis. Marketable zinc production will be increased by 70 tonne per operating day by the treatment of residue.

IT may be taken for granted that a mine official knows his duties, as outlined by the bituminous mining laws of the State, he knows how coal should be mined and transported, and he has judgment on any possibly unsafe condition in his mine. Certainly, if he is weak on any of these points, there are definite ways in which he can acquire the needed knowledge. If with this knowledge the mine official has the necessary practical experience to bring self-confidence, he stands before the world as a man who knows his job. There is, however, another side to his work, one not found in hooks, a side even that may not be learned at the face even though one spends a lifetime there. The actual duties a mine official knows and performs are the tangible and definite things about his work. There are other things which may be termed intangible, because they are hard to pin down and see, and. which appear to be of equal importance in successfully handling a job and which in time determine the very success of the company itself.

THE property at which this work was done consists of a large deposit of potash salts occurring in massive beds of rock salt, overlain by 600 ft. of salt-impregnated shales and marls. It is in the Province of Cataluiia, Spain, about 45 miles from the railway station of Mauresa and about a mile south of Suria. In addition to sinking the shaft, the program of construction work laid out by the European owners (not Spaniards) included a single-track narrow-gage railroad from Mauresa to the mine; one large office building and several large shop buildings, all of brick and concrete with steel truss roofs; two extensive benches for the future recovery plant; and a large village of stone dwellings for employees. The pay-roll showed approximately 1200 to 1500 men employed. After two years' operation, ending early in the autumn of 1920, the shaft had been sunk 325 ft. and still had an equal distance to go to reach the potash; all tunnels for the railroad were done and the road-bed $0 per cent completed; only a little more than the foundations were completed for all the large buildings, and the excavations of the benches were about 75 per cent done-while only a fair start had been made upon the employees' village. This was the state of affairs when the European owners decided to offer this property under a one-year option to an American syndicate, providing that they agreed to carry on the entire building program and to sink the shaft as fast as was consistent with the quality of work which they demanded, for they wished the shaft to endure at least 200 years.

THE safety of mine workers has received more attention from both State and Federal law-making bodies than any other industry, a fact that shows clearly the hazardous nature of the industry. The last, but by no means the least, of the measures adopted for the protection of mine workers, is workmen's compensation legislation. This is proving to be a powerful instrument for greater safety in the industries, from the fact that special stress is laid not on how the accident happened or who may have been responsible for it, but on how badly the employee is hurt by it. The injured person does not have to employ lawyers to prove his case, because the mere fact of his employment is proof of his right to compensation. The immediate effect of such legislation is the certainty confronting the mine operator that he must pay out large sums for every accident, regardless of its cause, thus adding materially to the cost of the production of his coal. This fact furnished to the operator the strongest incentive to reduce the causes of accidents; not that the operator has ever lacked reasonable consideration for the welfare of his employees and a proper humane interest in their safety, but his engrossment in earning his daily livelihood has been so great that he has not felt that he had the time to devote to the safety of the operation. This time he must now find because of the actual-cash value of the prevention of accidents in his mines. This agency alone proved inadequate to bring about a material improvement because operators have always been willing enough to improve safety conditions when possible to do so within reasonable limits of their financial ability. The requirement in the Workmen's Compensation Laws of several of the States, that the mine operator shall insure as a guarantee of his ability to meet his compensation obligations, has furnished the needed incentive, moral and financial, necessary to the prompt and effective dissemination of a more general knowledge of the causes and

TWO technical sessions, an excursion through the Midwest refinery and a smoker, marked the first day of the meeting of the Petroleum Division at Casper, Wyo., on Aug. 28. Ninety-nine members and guests registered and there was an excellent attendance at 'all functions. The -local committee under the general chairmanship of J. C. Lindsay, general manager of the Western Pipe Line Co., had made every possible arrangement for the convenience and comfort of the visiting members and the Program Committee under E. L. Estabrook, vice-chairman of the Petroleum Division, had brought together a most interesting series of technical, papers. The meeting centered mainly on the various features of the Salt Creek field but there were also contributions from the technology of production in California, the Mid-Continent, and the Texas fields. The opening session was called to order by Mr. Estabrook at the Townsend Hotel on Friday morning. The members and visitors were welcomed appropriately by Ex-Governor B. B. Brooks, president of the "Rocky Mountain Oil and Gas Association, who recalled the changes that had taken place as Casper, a frontier cow town, became a thriving oil metropolis. F. Julius Fobs, chairman 'of the Petroleum Division, responded and then took the chair. He introduced H. Foster Bain, Secretary of the Institute, who expressed the regret of those members members who found it impossible to stop over en route to Salt Lake City and his own pleasure at meeting with the Division in the field. Following these introductory ceremonies the technical session began with a "Sketch of the Geological Formations of Central Wyoming," presented by J. G. Bartram of the Midwest staff. It was brief and to the point and contributed greatly to the easy under¬standing of the succeeding papers by those unfamiliar with the region. The talk was illustrated by a large scale columnar section -and a copy of the excellent, geological map of the State recently issued by the U. S. Geological Survey.

Requirements concerning determination of geometric characteristics and estimate of reserves and grade may in various mineral deposits significantly differ and by no means can be completely envisaged. Therefore, program writing which would in advance meet all requirements is from a practical point of view impossible. Programming for each particular project is also unacceptable solution, due to many facts, among which is ever growing scope of work and the terms to be met. Therefore, conventional method of programming proved to be ineffective. The team of the Mining Institute experts came to the conclusion that the solution of facing problems lies in the idea of introducing specialized programs, instead of complex ones. Each of them represents a functional entirety. Procedure of complete mineral deposits computer processing is described by a problem-oriented programming language which was designed for that particular application. One or more than one specialized programs are called by one instruction so that the program in that language can have a few hundred time less instructions than an equivalent FORTRAN program. Besides description of the program system and programming language the paper also covers some aspects of its application in solving complex problems.

INTRODUCTION CRA Limited is the largest mining group in Australia by value of sales and the second largest company in Australia in terms of share market capitalisation. In the past 25 years, CRA, its predecessors and affiliates have been involved in a number of mining and further processing developments in Australia and elsewhere. Many of these have been financed using project financing techniques. These include Comalco's development of the Weipa bauxite deposits in Northern Queensland in the late 1950's, the Hamersley iron ore developments in the Pilbara region of Western Australia in the mid 1960's, the Queensland Alumina Limited alumina refinery in Gladstone, Queensland, at about the same time, and the Bougainville copper project in 1969/70. In the past three years CRA has again utilised project financing techniques to fund its Tarong steaming coal project in Queensland, the Blair Athol steaming coal project also in that State and CRA's interest in the Argyle diamond project in the Kimberley region of Western Austrlia. PROJECT FINANCE DEFINED Nevitt Definition Nevitt's is the most frequently quoted definition - "A financing of a particular economic unit in which a lender is satisfied to look initially to the cash flows and earnings of the economic unit as the source of funds from which a loan will be repaid and to the assets of the economic unit as collateral for the loan." Risk and Balance Sheet Treatment It is important to focus in more detail on two aspects of project financing, risk and balance sheet treatment. The assessment of the various elements of risk in a project and the sharing of that risk between sponsors and lenders is the most critical feature. At one end of the spectrum is full absorption of risk by the sponsor(s). This can be described as "on risk" or "on credit" or "full recourse" to the sponsor(s) and is effectively a corporate financing. At the other end of the spectrum the lenders absorb the whole risk in a non-recourse financing which is "off risk" or "off credit" for the sponsor. The other aspect is the sponsor's balance sheet treatment. If the balance sheet of the economic unit undertaking the project and the financing need not be consolidated into the balance sheet of the sponsor (because ownership does not exceed 50%) then the financing may be described as off-¬balance sheet. If consolidation is required then the financing is described as on-balance sheet. Most project financings involve some recourse to the sponsor, i.e. they are limited recourse. Very few are non-recourse or off credit to the sponsor. Limited recourse financings may be on-balance sheet although many may also be off-balance sheet insofar as consolidation is concerned. However, sponsor support may very well be a contingent liability to the sponsor and require disclosure by way of note to the balance sheet should consolidation not be required. CORPORATE FINANCE CONTRASTED A financing which is on credit or full recourse to the sponsor, whether it is directly borrowed or guaranteed by that sponsor, is a corporate financing. Lenders will tend to base their credit assessment on a historical assessment of the sponsor's activities and its financial results rather than an assessment of the project or a detailed assessment of the future activities and prospects of the sponsor. PROJECT FINANCE - A BORROWER'S PERCEPTION Although CRA could choose to arrange all finance on a corporate basis (except perhaps for the very largest projects or acquisitions), project financing techniques provide a number of specific advantages which CRA has noted and which should be carefully considered by a project sponsor. OPERATION of a modern steel plant presents a curious anomaly. Large-scale operations, in which large volumes or heavy weights of materials are involved, are not usually subject to close control or narrow specifications. On the other hand, operations that call for a high degree of precision are usually carried out under carefully controlled conditions with delicate, precise machinery and tools, and production is made secondary to quality. In a modern steel mill both extremes are taken as a matter of course. A strip mill making auto-body sheets must supply its customers with sheets that all come within a tolerance of plus or minus 0.003 in. in gauge at any point from side to side or end to end, and without blemishes either of color or surface. Sheets that were considered par excellence as recently as ten years ago could not even find a market today. Such exacting requirements have made necessary a nicety of control that approaches the watchmaker's art. Notwithstanding this necessity for precision, the scale of operation is stupendous.

X HE recent investigation of Butler, McCabe, and paxton' on the vapor pressure of manganese gas in equilibrium with Mn-Fe alloys has been extended to include the iron-rich solutions and alloys in the two phase equilibrium region. The study of the phase equilibrium by Kurnakov and Troneva2 and the extensive reviews of the Mn-Fe system by Hansen,3 and Hellawe114 are not in agreement with regard to the location and extent of the equilibrium between the solid phases of fcc y and complex P in the temperature range above the eutectoid temperature of approximately 975Kwhere 0 decomposes to y and bcc a. An evaluation of the existing equilibrium data is confronted with the conflicting results presented by various investigators who used techniques requiring a quenching treatment to retain the high-temperature equilibrium or encountered temperature hysteresis during thermal analyses. The difficulty of suppressing the transformation of the manganese-rich concentrations of the y-solid solution during quenching has been well etablished.' To avoid this uncertainty the phase equilibrium was investigated at temperature by measuring the partial pressure of manganese gas in equilibrium

Cyclic voltammetry and surface potential (photovoltage) measurements have been carried out on galena electrodes in sodium tetraborate solutions with added HC1 and NaOH to adjust the pH over the range 2 to 13. The first technique shows that the surface species formed on moderate anodic polarization and reduced on subsequent cathodic polarization are the same over the entire pH range. At anodic potentials, a soluble metal species and excess sulfur are formed; at cathodic potentials, sulfur is reduced to a soluble species. More importantly, excess surface sulfur is formed spontaneously under zero current conditions in alkaline solutions. This has been shown to occur on both polished surfaces and on virgin surfaces produced by in situ cleavage under the electrolyte. The photovoltage gives some insight into the charge and potential distribution at the galena surface. This is found to depend on past electrochemical history and the n- or p-type semiconducting character of the electrode and is interpreted in terms of changes in the surface stoichiometry that occur during reduction or oxidation. The effect of surface stoichiometry on subsequent xanthate interactions is discussed.

An experimental apparatus for studying the aqueous oxidation of sulfide minerals is presented. The oxidation kinetics for molybdenite in solutions of caustic soda and dissolved oxygen are discussed; results of leaching experiments on chalcopyrite concentrates are given. Preliminary results on the transfer of oxygen into water are also discussed.

THIS paper describes the results of a series of tests carried out to determine the partition of dodecylamine between distilled water and the surface of quartz at various concentrations of dodecylamine acetate in solution. An adsorption-column technique was utilized for this purpose. Ralston and Harwood, of Armour and Co., had synthesized marked dodecylamine acetate for us.' In their preparation which we employed, 0.0007 pct of the total carbon was the radioactive isotope, carbon fourteen. Unmarked dodecylamine acetate of high purity was also prepared by them for our use. The presence of carbon fourteen in the dodecylamine enabled us to analyze quantitatively for dodecylamine on the surface of quartz, using a radioactive-tracer technique. The method used was that known as internal gas counting of carbon dioxide, formed by oxidation of the amine. This method has already been described, "3 ' and the reader is referred to these papers for details of the analytical method and procedures. and surrounding liquor, a technique analogous to chromatographic columns was utilized. The experimental setup is shown in fig. 1. The dodecylamine-acetate solution was made up in a volumetric flask and poured into the glass funnel shown. It was allowed to drip slowly onto the quartz bed, the rate of flow from the funnel reser- voir being controlled by a hose clamp. The quartz column was contained in a small, fritted-glass filter (size 20 mm, C). The beaded top edge of the filter was cut off to enable the holder and contents to fit into the open end of the 30/45 joint on the combustion tube. This combustion tube is used in the analytical train described in a previous paper.' A piece of gum-rubber tubing joins the bottom of the fritted-glass filter to a filter flask, which in turn is connected to a vacuum line, or water aspirator. With the continued development of low-grade porphyry copper deposits by open pit mining, substantial amounts of copper-bearing strip material have been accumulated in waste dumps adjacent to the many large mines. Since the end of World War II, the production of copper from leaching these copper-bearing wastes increased from approximately 4% of the total copper production to 10% by the early 1960's. Projected increases will probably raise this figure to 20 to 30% by the early 1970's. Furthermore, a gradual recognition of the economic feasibility of leaching mined-out areas is evident and will undoubtedly contribute additional production. Waste dumps in canyons and gulches on the periphery of open pit mines, mine stopes, caved areas, and abandoned open pits often contain substantial quantities of leachable rock ranging in concentration from 0.1 to 0.4% copper. Recent developments in the leaching of copper, mainly the recognition of bacterial oxidation of sulfide minerals combined with better under- standing of the control of the salt content of the leach solutions, both by adjusting the pH and/or by hydrolysis, are resulting in a greatly expanded recovery of copper from these hitherto uneconomic mine rejects. 11.5-1. Mechanism of Leaching. Leaching processes for the extraction of metal values from mine ore or waste may be classified for convenience as either chemical leaching or bacterial leaching. Chemical leaching is considered to be the extraction of soluble salts by metathesis in acidic, basic, or neutral water solutions. The reactions involved may be evaluated by chemical thermodynamics. Bacterial leaching, although a chemical process, is dependent on biological catalysis and this is generally a much more complex process. This justifies its separate treatment in the application to leaching. Acid ferric sulfate solutions are commonly employed in the mining industry to leach valuable metals from metal sulfide ores. It is necessary occasionally to use aluminum-alloy sheet where moderately elevated temperatures are encountered. Considerable attention has been directed toward determining the influence of "artificial aging" on the room-temperature properties of the precipitation-hardenable alloys, as testified by numerous company reports and by references I to 4. Investigations on the properties at elevated temperatures are few, however, and have not always covered the range of times and temperatures of greatest interest. The present investigation was instituted to overcome this deficiency. The work was done for the Office of Production Research and Development of the War Production Board, under the supervision of the War Metallurgy Committee, as a part of the "restricted" Project NRC-548. It has been released for publication by the Office of Production Research and Development. AS is well known, the high-strength aluminum alloys achieve their remarkable properties as a result of precipitation-hardening. In production they are subjected to a solution heat-treatment followed by quenching, to retain the supersaturated solid solution. The solution treatment is followed by "aging" (precipitation-hard- ening) either at room temperature or at a suitable elevated temperature. A considerable increase in tensile and compressive yield stresses results from precipitation at room temperature ("natural aging"). Through the elevated-temperature process ("artificial aging") it is possible to obtain values of yield stress considerably higher than those attainable by natural aging. The increase in yield stress is accompanied by a smaller gain in ultimate tensile stress and by a decrease in elongation. During the first stages of artificial aging the yield stress increases steadily until it reaches a maximum value. In this condition the material is said to be "fully aged." Further exposure results in "averaging," attended by a steady decrease in yield stress. In the production of the artificially aged materials, temperatures and times are selected to achieve full aging. The following important characteristics are associated with the process: 1. The higher the temperature, the more rapidly is the fully aged condition attained. :7

During the first stages of artificial aging the yield stress increases steadily until it reaches a maximum value. In this condition the material is said to be "fully aged." Further exposure results in "averaging," attended by a steady decrease in yield stress. In the production of the artificially aged materials, temperatures and times are selected to achieve full aging. The following important characteristics are associated with the process: 1. The higher the temperature, the more rapidly is the fully aged condition attained. :7

INTRODUCTION IT is well known that ferric. oxide, Fe.-,03, is paramagnetic, while magnetite, Fe304, is classed among the highly ferromagnetic substances. But magnetic data on oxides intermediate in composition between Fe-03 and Fe304 have been almost completely lacking. Fe203 and Fe304 form a solid-solution series, according to present evidence.' In this series the properties change continuously from Fe203 toward Fe304, as the percentage of FeO increases from zero toward 31.03, which is the percentage in magnetite. It is possible that there is a break in the series near Fe304, but it has not yet been possible to establish the existence-of such a break experimentally. The occurrence of solid solution ill this series is shown by the dissociation pressure, or oxygen pressure in equilibrium with the oxides, which falls continuously over the range from Fe203 to Fe304. The oxygen-pressure curves at 1,100° and 1,200° are shown in Fig. 1. The existence of solid solution is also demonstrated by the continuous change in optical properties from Fe203 over to a composition containing about 18 per cent. FeO, at which point the opacity of the oxide becomes so great that it is im-possible to obtain measurements at higher percentages of ferrous iron. Natural oxides of iron intermediate in composition between Fe2O3 and Fe304 are much more common than is generally supposed. If a mineral oxide is not strongly attracted by a small hand magnet and if it gives a red streak, it is usually labeled "hematite." If it is strongly attracted by the hand magnet it is usually labeled "magnetite" without further tests. As we shall show later, oxides containing from 1 up to 31 per cent. FeO can be thus erroneously lumped together as "magnetite." It is a fact, nevertheless, that the great hulk of natural oxides of iron lie fairly near either Fe203 Or Fe304 in composition.
