THE ADVERSE CONDITIONS that have gripped industry during recent years have to some extent submerged technical developments under the more pressing demands of economic problems. Progressive operators, nevertheless, have given attention to improvements in processes and equipment even when sales were at a low ebb. The array of facts relating to technical advancement here presented, although doubtless incomplete, is sufficient to indicate that the spirit of inquiry and research has not been quenched by adversity. During the latter part of 1933 a new element has focused interest more fully on improved methods of quarrying, mining, and preparation of nonmetallic minerals. Codes established under the NRA have fixed minimum wages, reduced working hours, and tended to establish selling prices .on a basis of reasonable profit. Labor adjustments will in many instances increase the cost of production, and stabilization of selling prices will tend to emphasize quality and service rather than price as sales arguments. These new conditions point to a growing necessity for improving technique in the interest of reducing cost of production and improving the quality of products. Thus, technology is linked with economics more firmly than ever.

DURING the war, events moved with unprecedented rapidity. Situations, industrial, economic and financial, arose over night that stressed to the uttermost the ingenuity and ability of those who dealt with them. It was essentially a time demanding action rapid and concentrated, and not one for discussion, either academic or polemic. As a result, matters of importance were necessarily transacted without the desirable opportunity being afforded of enabling a general understanding to be gained as to the relative merit or demerit involved, and in some instances, legislation essential to enable the consummation of an important matter was passed without attracting the public attention then deeply engrossed in the larger aspects of the situation. The result was that so long as the public mind was occupied, little or no concern was given to questions that ordinarily would have invited immediate attention; and in some instances, only when as an aftermath of war a particular subject has become a matter of discussion, criticism not altogether fair is made without first obtaining accurate knowledge as to the conditions that prevailed, the purpose sought to be accomplished, or the results obtained by the action taken.

MUCH information concerning pegmatites which was thought to be true a few years ago has been proved false, and what is now actually known about some pegmatites is not true of many others. The erratic and seemingly unpredictable structure and variable composition of this class of mineral deposits has been widely emphasized. Even parts of the same pegmatite body exhibit marked differences in texture, mineral composition, width, and attitude. Constructive geological thinking in respect to pegmatites now aims to establish general laws rather than to stress the confusing diversity of features having no special economic significance.

The press, trade publications, and special circulars, some elaborately illustrated, have been liberally employed within recent years in this country, to set forth the advantages of various locations as industrial centers, having as a basis the possibility of profitably producing pig-iron at these proposed centers: and special stress has been placed upon opportunities believed to exist at certain points for making iron of a quality suitable for the manufacture of Bessemer steel. The remarkable statements and prophecies made in some of these publications, have suggested the present paper, treating of the influence which location exerts upon the special industries named.

Vague references to tin-deposits in Mexico are scattered throughout technical literature, and that country has been looked to as a likely source of a part of the world's supply of till at no very distant date; but thus far nothing but occasional small lots have come forward, so that the notion has arisen that these mines are either mythical or unworkable. So far as I am aware, there has not yet been published any description of the tin-deposits of Mexico except a few brief references; and this paper, based on a study of them made in 1892, is therefore offered.

PRIOR to 1912 the only rail outlets for a large part of the coal regions of Carbon and Emery Counties. Utah, were over single-track lines of the Southern Utah R.R. and Castle Valley Ry. Companies, forming a route extending from Mohrland and Hiawatha, Utah, to a point of connection at Price, Utah, with what is now The Denver and Rio Grande Western R.R. Co. These two tap lines were poorly and inadequately constructed, with impracticable grades, lacking in equipment, and incapable of being put into condition to serve this region and handle the output of the mines, to say nothing of making possible increased production and new development. Any plans for the new development and increased output necessarily involved new and adequate railroad service. It was essential, not only that additional facilities be provided but that these facilities be in the form of an efficient and up-to-date railroad providing an independent through operation from the coal mines to a point of direct connection with the lines over which the product would be distributed to consumers. DURING the closing month of 1929, Walter Douglas found his health impaired by the strain of many difficult years of alternating prosperity and depression, and in April 1930 resigned the presidency of Phelps Dodge. Douglas was succeeded by Louis S. Cates. The choice broke a tradition that had been held inviolate for almost a hundred years. For the first time in its long history, the direction of the company's policies and operations was entrusted to a stranger without previous Phelps Dodge background, training, experience, or tradition. But the choice was wisely made. For a time at least, the path of Phelps Dodge was to run through rough and dubious ground, and no man in the United States was better qualified to blaze that trail than Louis Cates. After graduating from the Massachusetts Institute of Technology, Cates had served a rough and financially un- profitable apprenticeship at one of the century-old mining camps of Chihuahua, Mexico. ACCORDING to the records, Phelps Dodge made its original entry into the production of copper in the oldest copper mines of Arizona at Morenci in 1881. The ore body now being mined as the Morenci open-pit, as outlined by churn-drill holes, diamond-drill holes, and underground workings, is estimated to yield 230,000,000 tons of ore averaging 1.06 per cent copper. This development will add 2,500,000 tons of copper to the 900,000 tons already produced in the district. Some five years ago preliminary development of the ore body began, with big-scale production planned including the erection of a new treatment plant to be built near the mine. Inasmuch as the Morenci open-pit was an entirely new project this required the grading of roads, establishment of mining benches, construction of railroad grades, building of railroad tracks, erection of shops, as well as the purchase of the necessary equipment to satisfactorily and economically maintain the schedules of production forecast. Along with the preparation of the main ore body it was also desirable to mine and deliver to an experimental mill a relatively small daily tonnage of typical ore.

THE 140th meeting of the Institute will be held in the Engineering societies Building, 'New York, Feb.: 16-19, and one of the most important features, one which cannot be reduced to text in the TRANSACTIONS, will be the opportunity to renew old friendships and make new friends, to talk things over -to orient one's self in these troublous .times. There will be daily get-together luncheons for all, luncheons and dinners for specialized groups, an informal dance, the annual reception and banquet, and a smoker. And such a smoker! It starts with dinner at .dinnertime, shows signs of cabaret, turns smoker, and then goes entertainment-all for the price of one. This year one can stay long after 11 o'clock-there will be time and opportunity to amble around and meet everyone present. The formal program is rapidly rounding into shape. The annual business meeting will -be held on Tuesday morning and the banquet will be at the Commodore. The four Divisions and the various, Technical Committees are arranging their sessions. and scheduling for these a long list of significant papers. A .feature of the meeting will be a number of round tables on timely subjects.

THE principal manganese deposit of Russia, I one of the four principal sources of the world's supply, lies on the southern slope of the Caucasus Mountains, in what is now the Republic of Georgia, district of Sharopan. Tchiatouri, the principal town, is midway between Tiflis, the capital of Georgia, and Poti, the shipping port on the Black Sea, about 130 " miles distant. The deposit can be most easily visualized by thinking of a nearly horizontal coal seam about 6 ft. thick, outcropping on the slopes about 600 ft. above the Kvirila River. One of the accompanying illustrations shows the river, which nearly bi- sects the district, of approximately 50 sq. miles in area, and with its tributary streams makes the topography rugged, while in the background are the snow-capped peaks of the Caucasus range. Another of the illustrations gives a closer view of the outcrop. The roof and floor of the deposit are good, so the methods of working are quite similar to working a coal seam, especially as most of the mineral is soft enough to be mined with a pick. Little machinery is used, except small cars for underground transportation.

FATE, rather than planning, put Bob Morris into coal mining. He was a farmer's son, born at Plattsburg, Ohio, just 68 years ago (Feb. 28, 1878) though he could easily pass for ten years younger. Before he was ready for high school the family moved to Columbus, seat of Ohio State University, whose course in mining engineering attracted him because lie thought it the broadest of the engineering courses. He really wanted to be a steel metallurgist but it was a coal-mining company that offered him a job when he graduated, and this circumstance directed his entire future professional life. To. be sure it wasn't such a glorious opportunity so far as pay went -$40 a month-but his employer, the Modoc Coal & Mining Co., Modoc, Ohio, was developing a new shaft mine, thus offering some good experience. In 1902, after a year's experience, he was made superintendent of the property. Then in 1903 the Continental Coal Co. at Glouster, Ohio, offered him a better job as their chief engineer, which he retained until 1905, at the same time joining the A.I.M.E.

SOME one once affirmed his great belief in luck, adding that he had found that the harder he worked the more luck he had. Clyde Weed is a firm believer in this method of courting the fugitive lady. He is at work early and late, often leaving his staff at Anaconda's offices at 25 Broadway breathless trying to keep up with the ideas teeming from a fertile brain and the actions those ideas entail. Miles ahead of his assistants much of the time, he still manages to be an agreeable fellow to work with, no small accomplishment as many can testify. Mr. Weed arrived in the world at Moorestown, Mich., on Aug. 8, 1890. Sixteen years later he entered Michigan Agricultural College, a lowly freshman. The following year, with the experience and wisdom expected of a sophomore, he transferred his studies from the reaping of a harvest on the surface of the earth to delving into the deeper, unpredictable bowels of the earth, his studies now shifted to the Michigan College of Mines. Last June his alma mater conferred upon him the degree of Doctor of Engineering.

The testimony given before the Patent Committee of .the House of Representatives in connection with the bills to establish the Patent Office as an independent bureau, to establish a United States Court of Patent Appeals, and to increase the force and salaries in the Patent Office, has been completed. These bills were originated by the Patent Committee of the National Research Council and have received almost universal approval. The Committee of the House of Representatives is favorable to what this Committee of the Research Council is trying to accomplish but the proverbial inertia of Congress toward the Patent system needs outside stimulus.

COLORADO SCHOOL OF MINES On February 21, 1918, the students of the Colorado School of Mines who are members or have applied for membership in the Institute re-organized the "Scientific Society of The Colorado School of Mines,? which has for its .purpose the study and discussion of mining problems. IT just so happens that we do our best thinking while painting wood- work and last Saturday while finishing up the screens (the bugs come late where we live) the paint very nearly ran out. By adding turpentine, it just stretched. It was pretty thin for the job though, which made us think that that is just about what the situation is going to be in the mining industry if something isn't done to increase the number of enrollments in engineering curricula. Engineers are going to be spread too thin for the job at hand.

The John Fritz Medal for the year 1917 has been awarded to Professor Henry Marion Howe for his investigations in metallurgy, especially in the metallography of iron and steel. Record of the John Fritz Medal. LAWFORD H. FRY, Burnham, Pa. (written discussion*).-As a sup-plement to the information given by Mr. Bash, a diagram is submitted showing the results of a somewhat similar experiment carried out at the ordnance plant of the Standard Steel Works Co. In this case the ingot to be heated was a nickel-steel octagon ingot, weighing 14,700 lb. (6667 kg.). This ingot was to be forged into two 255-mm. howitzer jackets. A hole was bored half way of the length of the ingot, extending into the longitudinal axis, and a base-metal thermocouple inserted in this hole.

Direct Versus Indirect Control of the Economy FACED with placing the nation in a state of partial mobilization, it is expedient that it be done in such a way that the national economy and productive capacity are strengthened. The immediate adoption of direct controls such as Axed prices and wages, rationing, manpower controls, and allocations conceivably could destroy the basis of our free economy. Controls breed more of the same and since the present program is a long term project, it should be undertaken within our present business framework so far as possible or until total war makes it impossible.

The Mining and Metallurgical Club of the University of Toronto held a very successful meeting at the Engineers' Club on Jan. 29, 1917. Interesting papers on the Arizona Mining Districts and on the Creighton Mine at Sudbury were read. Several members of the freshman class who have changed from other branches of engineering to mining have been taken into the Club, so that we are now booming. We are also making an attempt to have more of our members apply for junior membership in the Institute, and hope to report favorably along these lines in the near future. C. A.
