Experiments performed in this laboratory on the flow of gas-liquid mixtures through unconsolidated sands have been described and discussed in an earlier paper.4 In these earlier experiments a definite relationship was found between the liquid saturation of a sand and its permeability to the liquid or gas phase. Furthermore, the nature of the sand, the permeabilities of the sands over a range between 17 and 260 darcies, appeared to have a negligible effect upon the saturation-permeability relation. Likewise experiments indicated that the viscosity of the liquid, or the substitution of an immiscible liquid for the gas phase, had only a very slight effect on the permeability-saturation relation. This conclusion has since been definitely confirmed by the experiments of M. C. Leverett3 on the flow of oil and water through unconsolidated sands. The sands used by Leverett were of very low permeability (between 6.8 and 1.04 darcies), while the oil-water viscosity ratio varied between 90 and 0.057. Since the sands that constitute petroleum reservoirs are largely consolidated, although of widely varying degrees of consolidation, it was desirable to extend the experiments on gas-liquid mixtures to consolidated sand. In the study of consolidated sands additional variables are involved, but for the initial experiments the only new variable to be introduced was the cementing material. Experimental Procedure A comparatively limited assortment of sandstones was available for the selection of the experimental material. Of these, the Nichols buff sandstone appeared to be most suitable. It gives no visual evidence of any bedding planes, it has a firm structure, permitting easy handling, and its permeability is about 0.5 darcy. Its only disadvantage is the fact that it contains an appreciable amount of ferric oxide which, for experiments involving water, will hydrate and reduce the permeability. This

THIS paper treats primarily of the valuation of developed coal properties by the method of capitalizing their estimated average future earnings. However, in it reference is also made to valuations of undeveloped coal lands and to various methods of appraisal other than by future earnings. FUNDAMENTAL VALUATION PRINCIPLES Before discussing in detail coal property valuations, a few statements bearing on the general subject will be made to present certain of the writer's views on the question as a whole. 1. A certain property at a given time has but, one true value. This is not universally admitted. The appraiser rather frequently finds that a coal owner has in mind three valuations for his holdings; one, the figure at which he feels they should be appraised for taxation purposes; another, the much higher one that should be used if a loan is to he negotiated on the property; and a third, intermediate between the other two, the price for which he would be willing to dispose of his holdings were they for sale. The last is usually nearest to the true value, and because this is so the statement is generally accepted that the fair value of such a property is the price arrived at by negotiation between a willing seller and a willing buyer who are otherwise disinterested. 2. Notwithstanding the foregoing, it is only very generally and approximately true that the proper measure of the value of a given developed1 coal acreage is the unit or per-acre price for which one or more bodies of similar coal in the salve district have been sold recently. Roof, pillar and floor stability is a most important requirement in underground coal mines because it represents the leading cause of fatalities. In future coal mine planning the geotechnical aspects must often be minimized owing to unavailability of data. It is, therefore, very important to include a geotechnical investigation as part of the coal exploration program. Data which should be collected basically include the geological discontinuity characteristics, the rock strength characteristics and the groundwater aspects. Many times the only source of such data is the exploration boreholes. Therefore, an emphasis must be made to extract the maximum information from the core and the borehole. Data collection methods can include the preparation of detailed geotechnical logs for the roof, coal and floor. Laboratory strength testing will provide estimates of the mechanical properties of the various lithologic types. Slaking and swelling tests provide an insight into the stability characteristics of the rock materials immediately enclosing the coal seam. The boreholes may be used to provide permeability and pressurization data. Having developed a suitable geotechnical data base allows various stability prediction methods to be used. These include a geotechnical appraisal of the roof and floor units, depositional environment methods, multiple overlay techniques, hazard analysis techniques and classification/rating systems for roof and floor. The basic geotechnical data and the stability prediction methods form a basis upon which preliminary rock mechanics designs may be developed. Of particular importance to future coal mining are those designs relating to longwall mining because most companies are thinking in terms of the greater safety and greater productivity offered by longwalls. Items which should be ad- dressed when considering a longwall system include the panel layout in terms of a total mining plan, strata mechanics, roof/floor bearing capacities, face support requirements, face length, entry and pillar

Over the past two years the Office of Surface Mining in conjunction with Energy & Minerals Technology Assessment, ENCORE Systems Inc., and Boeing Computer Services has developed the Economic Coal and Ore Reserve Estimation (ENCORE) Coal Seam Modeling System. This system is being used by OSM, certain states, and industry for mine planning and mine plan permit review. The ENCORE system enables the mining engineer to start at the reserve estimation stage of surface mine planning and continue through the entire mine planning process and into the permit preparation process. The ENCORE system enables the state and federal regulatory authorities to assess a given mining and reclamation plan permit application in a rapid and efficient manner and greatly speeds up the mine plan review and permitting process. The ENCORE system is user friendly and menu driven thereby permitting the engineer with minimal computer training to rapidly learn and utilize the system. Data are input both through digitized map files and bore hole information files and stored in a data base that is an integral part of the ENCORE system. The system performs reserve estimation through standard polygon methods, least square methods, and geostatistical (kriging) techniques. Geostatistical routines permit rapid evaluation of coal and overburden quality and quantity. System outputs include drill hole sumnary and resource summary reports, cross sections, isopach maps, structure contour maps, premining topography maps, postmining topography maps, and three-dimensional perspective views. The maps can be displayed on a high-resolution, color graphics terminal or generated by a high quality plotter and are suitable for direct inclusion in the mining and reclamation pl an permit application. This paper gives detailed examples of ENCORE'S use together with example outputs.

At the close of the year, despite a` number of unexpected decreases in receipts, it had proved possible to accomplish substantially all the work laid out and close the books with the usual transfer of initia¬tion fees to the General Reserve, and still only reduce the cash balance $2,074 54. This was made possible by the hearty and loyal cooperation of the whole staff of employees and the extremely large amount of gratui¬tous service rendered by the officers, the members of the Divisions and technical Committees, and the membership generally Even so it was impossible, because of limitations of funds, to undertake many things it is highly desirable for the Institute to do, and it was necessary to refuse the publication of important papers and committee studies, because of the lack of funds.

The Republic of Mexico is traversed by many mountain ranges, and presents a great diversity of climates, soils and geographical features, yet its grander geographic provinces are few and peculiarly well defined. The Gulf plain, the Cen tral plateau, the Sierra Madre, and the lowland or Tierra Cali ente of the western coast are the main features of the geogra phy of the Republic, and in the northern half these provinces are particularly well defined. The Sierra Madre separates the Republic into eastern and western parts, and from the City of Mexico north to the Texas line presents an almost impassable barrier to east and west travel. On the north, the first wagon road pass from east to west is at El Paso del Norte, the site of the Texan city of El Paso. Southward for many hundreds of miles the Sierra Madre, traversed by well-worn trails, over which all travel from the west coast to the interior must pass, is a stupendous barrier to social and commercial intercourse. The Sierra Madre is commonly described as a range or con geries of mountain ranges. In fact, it is, in Chihuahua at least, a great plateau, fringed by mountains on the east, trenched by deep canons in its center, and bordered by a wild and rugged complex of mountains carved out of the plateau on the west. Professional duties took me across this region from Parral westward to the Gulf of California via Guadalupe y Calvo. As it includes some of the great ore-deposits of Mexico, and its geological features have never, so far as I am aware, been described, I have prepared a diagrammatic section made from my observations on a horseback trip across the Sierra, and added such notes as seem to be of general interest.

OPEN-HEARTH refractories are not merely an accessory to the furnace. They are the furnace, to all intents and purposes. The steel work of the main structure is merely an open frame which helps to support the refractories; and the regenerators, a necessary part of the furnace system, consist almost entirely of refractories. Not only do refractories constitute the essential part of the furnace, but they also carry the liquid steel all the way 'to the point where it begins to solidify. On leaving the furnace the liquid passes through a refractory runner into a refractory-lined ladle, then through a refractory nozzle closed by a refractory stopper on the end of a rod protected by refractory sleeve bricks. The liquid is sometimes sent through an additional refractory- lined tundish, a supplementary ladle, or a refractory runner for bottom pouring, until it finally enters the iron mold in which it solidifies. Even in the mold, refractory materials are sometimes used to provide a nonconducting "hot top." This series, from runner and ladle to hot top, inclusive, is often referred to collectively as the "pouring-pit refractories." REFRACTORY RAW MATERIALS The raw materials available are best classified into basic and acid types. The principal basic raw materials are magnesite, dolomite, and chrome ore. The principal acid materials are silica in various natural forms, and fireclay. Magnesite. Austria was the principal source of magnesite (MgC03) until recent years, when the Province of Quebec, in Canada, and the states of Nevada and Washington became important sources for the American steel industry. More recently these natural sources have been supplemented by the so-called "sea-water magnesite"-which is the name somewhat incorrectly given to magnesium hydroxide obtained as one of the products

Static soil investigations with more or less heavy loads and extensive borings do not always have efficient results; also, they are very expensive. The new geophysical method of dynamic tests described herein is simple and cheap and avoids several disadvantages of the routine investigation, thus forming a useful supplement to the older methods and even at times replacing various static tests. The fundamental principle of dynamic soil tests consists in the application of artificial vibration. The technique employed is essentially geophysical in nature and in some respects is akin to seismic studies. Artificial vibration may be excited by centrifugal forces resulting from eccentrically supported rotating masses. The reactions of soil and structures caused by these vibrations may be measured. Their dynamic constants, such as amplitudes, phase speeds, damping, reflection, and interference effects, can be investigated. This geophysical method has been used for several years with increasing success. The results of these tests, summarized at the end of the paper, indicate that this method opens a new field for the pkactical engineer in investigating soils (capacity and formation), foundations, dams and structures, and especially buildings that must withstand earthquakes. Methods Static Method.—The first and oldest tests to investigate the bearing capacity of the soil were carried out by static weights. The penetration of these weights, however, depends not only on the soil but also on the size and the form of their lower surface. The length of time the load acts is also important. To imitate actual field conditions, heavy weights and lengthy tests are required, both of which are expensive. Furthermore, the influence of static weights affects only the surface and does not penetrate into deeper strata, therefore substitutes and supplements for static tests have to include the time factor and consequently lead to dynamic investigations. 7.3-1. Introduction. All phases of mining competent materials are affected directly by the results achieved from primary blasts. It is imperative that their design suit each particular set of mining conditions. In general, the round design must provide an adequate tonnage of material, properly placed with suitable fragmentation, to ensure that loading, haulage, and subsequent disposal or processing are accomplished at the lowest possible cost. Blasting rounds are designed by the proper application of cratering relationships developed for the single, concentric, confined explosive charge. Blasting for surface mining and most open-cut heavy construction, however, is characterized by the use of rounds, composed of a number of explosive charges with relatively long lengths, which are placed in benches with specific finite dimensions. Therefore, modifications must be made to the classical, single point-charge cratering concepts. It is the purpose of this discussion to outline the basic principles, significant variables, and procedures for their integration in the design of rounds that are applicable to conditions characteristic of surface mining. Because relatively insensitive blasting agents will be used in most instances, particular attention must be given to priming, control of confinement, and selection of charge diameters that ensure complete explosive-reaction execution. 7.3-2. General Considerations. The primary requisites for any blasting round are that it ensure optimum results for existing operating conditions, possess adequate flexibility, and be relatively simple to employ. It is important that the relative arrangement of blastholes within a round be properly balanced to take advantage of the energy released by the explosives and the specific properties of the materials being blasted. There are also environ- mental and operational factors peculiar to each mine that will limit the choice of blasting patterns.

The discussion here of the individual refractory materials will therefore keep uppermost the question "Why, how, and where does it fail?" The principal causes of failure of open-hearth refractories are, in their order of importance: 1. Reaction with iron oxides. 2. Reaction with slag. 3. Flow and failure under load. 4. Melting. 5. THERE are two general approaches to the problem of increasing profits from an operation. One is to lower expense; the other is to raise income. Mechanical preparation of coal may be used for either purpose but a prudent consideration of many details must precede any decision lest the results be negative instead of positive. It is quite possible that any net gain will result from a combination of the two. Since mechanically prepared coal invariably is a better product qualitatively than a hand-picked coal from the same mine, it is a reasonable expectation that the customer will be willing to increase the producer's income by paying a higher price. Or there may be the possibility that a combination of mechanical mining plus mechanical cleaning will give a lower over-all production cost for the coal in the railroad car. More likely, there will be found a combination of these two factors. From the customer's point of view, the competitive delivered cost per B.t.u. considered in relation to such incidental factors as dust nuisance, handling properties, ash disposal, and ash fusibility determines what he will pay. In-a bulk tonnage such as coal, freight is a very considerable part of the delivered fuel cost, and obviously freight paid on incombustible ash has no economic attractions. INCENTIVE FOR CLEANING Coal is prepared in four major ways: l (1) by screening or sizing, (2) by mixing or blending, (3) by cleaning, including hand picking and mechanical cleaning, (4) by dustless treatment. By a combination of any or all of these methods, coal can be prepared to standard specifications. It is easily possible to have good cleaning and still get a poor final product because of faulty screening or mixing, while it is possible to produce a very acceptable product from mediocre cleaning if the coal is well screened and mixed.

Samples of poly crystalline zinc of 99.999+ pct purity were observed metallographically after having been exposed to hydrostatic pressures of up to 27 kbars. The deforrnation produced by this treatment was analyzed using X-ray and metallogaphic techniques. Basal-plane slip occurred universally in all grains exumined at the lowest pressure used (8 kbars). At pressures of >23 kbars, {1012} twin nucleation and growth were noted as well as slip. Formation of bend planes, complex kink bands, and recrystallization at the gain boundaries were also observed in this pressure range. These observations are discussed in reference to the expected deformation behavior of zinc under high hydrostatic pressure. It has been shown over the past few years1'3 that anisotropic, poly crystalline metals can be made to deform plastically by the application of a hydrostatic pressure. The effect is greater 1) the larger the anisotropy of linear compressibility and 2) the smaller the stress level needed to produce plastic deformation. Zinc having both very anisotropic linear compressibilities and a very low critical resolved shear stress (CRSS) for basal-plane slip has been shown to exhibit large amounts of plastic deformation when subjected to a hydrostatic pressure.2,3 At pressures up to 15 kbars, grain boundary migration and slip on one set of glide planes have been reported.' After exposing samples to 20 kbars pressure, grain boundary migration, single slip, multiple slip, and twinning have been noted.' The identification of the deformation modes operative under these conditions has not been reported. It was the purpose of this research to identify the deformation modes induced in poly crystal line zinc by the action of a hydrostatic stress and to study the strain accommodation at grain boundaries. Hydrostatic pressure could affect the operational modes of deformation by altering the Peierls-Nabarro stress. This may be roughly approximated by the relationship4

ROASTING FERRUGINOUS ZINC-SULFIDE ORES IN 1912, Mr. J. B. Ideating was developing an electrolytic-zinc process for application to the ores of the Bully Hill mines of the General Electric Co. These ores consist of blende and pyrite so finely crystallized and so intimately mixed that no mechanical separation of the individual minerals had been found possible. The ore was reduced to about 60 mesh and roasted in a hand-rabbled reverberatory furnace preparatory to leaching with sulfuric acid. The extractions obtained were quite irregular, varying from a minimum of about 70 per cent. to a maximum of about 90 per cent. This irregularity led to the construction of a small electrically heated roasting furnace, and to the study of roasting under definitely controllable conditions. From time to time, these studies have been extended to other ores. Several commercial-plant operators profess to have gained useful information from the results of these studies and it is hoped that their usefulness may be extended by this publication. EXPERIMENTAL ELECTRIC ROASTING FURNACE The furnace used for experimental work is shown in Fig. 1. One fire-clay sagger, or pot, was set within another and the space between the two filled with Silox heat insulation. The hearth is a cast-iron plate with an imbedded ribbon of nichrome wire; this wire heater is connected to a potential regulator, which permits a very close voltage control. A mechanically driven arm is fitted with rabble blades so arranged that a uniformly thick ore bed may be maintained indefinitely. This arm is usually driven at about one revolution per minute but its speed of rotation can be varied as desired. Compressed air is led into the furnace through a meter, and it was found necessary to preheat the air in order to secure the definitely isothermal conditions sought.

When this study was started very little information was available regarding the physical characteristics of West Virginia coals. This was particularly true of friability and of crushing strengths of the coals. Some work had been done on specific gravity studies but the available information applied to only a few coals. In practically all coal-classification systems thus far proposed, the predominating factors of classifications are largely based on the chemical characteristics of the coal. Recently some investigators have pointed out that a classification based on chemical and physical properties of coal might serve to place coals in their proper group better than classification systems based on chemical properties alone. One of the aims of this study was to obtain some data on the physical properties of coal which might help to classify West Virginia coals. The Samples Fig. I shows where the coal samples were obtained and the approximate division line of the high and low-volatile coal fields of the state. The relative geological horizons of the coal beds tested are shown in Fig. 2. In securing samples of coal for friability and specific gravity tests, it was the aim always to obtain a representative sample of lump coal produced at a particular mine. The samples were obtained from the loading boom, the railroad car, or the mine cars. Wherever it was possible to secure samples from a loading boom they were taken from it by taking shovelfuls of coal from the loading boom every minute until about 200 lb. of coal was obtained. If there were no loading booms used at the mines sampled, the coal sample was taken from a loaded railroad car by systematically taking shovelfuls of coal at definite intervals over the whole top of the car until about 200 Ib. of coal was obtained.

PERSONAL INJURY ACCIDENTS According to statistics compiled by the National Safety Council, US Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. NO one is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver is not expecting a terrifying crash, the electrician does not expect to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who arc living proof of what accidents can mean to an individual-victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they arc utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed in industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and the US Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it does not. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons : 1) Lack of Knowledge or skill. 2) Conflicting motivations, such as: (a) to be more conformable, (b) to save time or effort, (c) to be accepted by a group. 3) Physical or mental condition. Nearly everyone desires his own safety, hut not all individuals are willing to do what they know to do to insure their own safety.

GENERAL GEOLOGY Coal is defined as a combustible rock that originated in the accumulation and physical and chemical alteration of vegetation. Coal can be ignited and burned like the wood that was man's earliest fuel, but coal gives more heat than the same amount of wood and has many industrial uses. Unlike wood, coal is not generally found on the surface of the ground but is mined from the solid rock of the earth. Before taking up the occurrence, formation, and the unique character of coal in the rock sequence, let us briefly consider the general character of all rocks in the crust of the earth. Relatively little is known about the very earliest history of the earth, although a number of logical theories have been developed. Manned exploration of the moon and the rocks returned to earth continue to provide some answers to questions concerning the earth's origin and history. The period of earth history with which we concern ourselves here begins after great areas of water had evolved on earth and substantial land areas of once molten (igneous) rock existed. Weathering and other processes that attacked the surface of the rocks reduced them to small particles. Water provided by rainfall transported this material, ultimately, to large bodies of water where it was deposited. Thus was initiated the geologic sequence of sedimentary rocks that lie above the once molten igneous rocks. The crust and upper mantle of the earth are made up of several large plates along which differential movement (primarily horizontal) takes place. Such movements, although small, are occurring today. These horizontal movements are accompanied by vertical movements causing important changes in the relative position of the continents and oceans.
