Homeland of the Republic of China, the island of Taiwan looks on the map like a seal, muzzle pointed south, resting complacently on the emerald waters of the China Sea. Any notion of placidness is quickly dispelled by going to that country where the visitor gains the impression of almost violent busyness in tearing up streets, pushing up buildings and tilling the fields. Driving from the airport downtown to Taipei, the capital city, one sees roads, streets and thorough-fares which seethe with bizarre traffic. From water buffaloes to buses, transportation takes every conceivable shape, size and color in between. The load being transported need not conform in any way to the capabilities of the vehicle. Twenty- foot lengths of pipe may be trans- ported on a bicycle. A family of five may go to town on a motor- cycle. Impossible? Count them. The streets and buildings of the city appear unrestrained, or without margins. Shops do not end at the doorway but overflow with a variety of goods onto the sidewalks and into the streets where the marginal traffic, on foot or on wheels, intertwines unconcernedly with the flotsam from the shops. Signs, dry goods, hardware and the continuous hubbub make the view colorful, lighthearted and fascinating. The island is 230 miles long by 75 miles wide with a central mountain spine. To the east, the mountains descend steeply to the ocean whereas to the west, beyond the foothills, there is a broad coastal plain. Only about 25% of the land is suitable for cultivation but the tropical climate permits several harvests a year. At the same time the mountains, which are high enough to sometimes have snow, offer an agreeable change of temperature. In this setting, society has created an economy that is growing at such a rate on all fronts that it would seem to be fairly bursting at the seams.

The safety of mine workers has received more attention from both State and Federal law-making bodies than any other industry, a fact that shows clearly the hazardous nature of the industry. The last, but by no means the least, of the measures adopted for the protection of mine workers, is workmen's compensation legislation. This is proving to be a powerful instrument for greater safety in the industries, from the fact that special stress is laid not on how the accident happened or who may have been responsible for it, but on how badly the employee is hurt by it. The injured person does not have to employ lawyers to prove his case, because- the mere fact of his employment is proof of his right to compensation. The immediate effect of such legislation is the certainty confronting the mine operator that he must. pay out large sums for every accident, regardless of its cause, thus adding materially to the cost of the production of his coal. his fact furnished to the operator the strongest incentive to reduce the causes of accidents; not that the operator has ever lacked reasonable consideration for the welfare of his employees and a proper humane interest in their safety, but his engrossmentin earning his daily livelihood has been so great that he has not felt that he had the time to devote to the safety of the operation. This time he must now find because of the actual cash value of the prevention of accidents in his mines. This agency alone proved inadequate to bring about a material improvement because operators have always been willing enough to improve safety conditions when possible to do so within reasonable limits of their financial ability. The requirement in the Workmen's Compensation Laws of several of the States, that the mine operator shall insure as a guarantee of his ability to meet his compensation obligations, has furnished the needed incentive, moral and financial, necessary to the prompt and effective dissemination of a more general knowledge of the causes and

The Australian Broken Hill Consols mine is situated within a third of a mile eastwards of the famous Broken Rill Proprietory mine; but, so far as has yet been proved, the respective lodes have no connection whatever. The Proprietory line of lode, striking N.E. and S.W., is coincident with the bedding-planes of the inclosing gneiss, and, according to Mr. E. F. Pittman, A.R.S.M., government geologist, is undonbtedly a saddle-formation. This opinion, which met with much opposition at the time it was advanced, is now, I understand, being generally confirmed as the work of development opens out fresh areas for observation along the line of lode. The lode is of immense thickness—in places over 300 feet and though it has been found to contain sufficient quantities of secondary silver compounds to yield phenomenal outputs of silver, its principal constituents are various lead and other ores, and it would appear more correct to regard it as an argentiferous lead-deposit than as a silver-lode proper. The Consols lode differs from its gigantic neighbor in every respect. With an average thickness of not more than 18 inches, it has been worked along its course for upwards of 1300 feet, and at every point yet explored has been found remarkably well-defined and persistent. With a strike E. and W., it cuts obliquely across the bedding of gneiss and schist, continuing uninterruptedly through various bands of eruptive amphibolite. The dip, which is to the south, ranges from 24 near the surface to nearly vertical in the lower levels; but the alteration is not regular, as in places the lode is almost flat, and this at a vertical depth of over 300 feet. The possibility of deeper production in the Buena Vista Hills was first considered in 1933. At that time, however, the heavy state curtailment program served to deter any operator from drilling test wells, which, if successful, might upset the proration schedules. Because most of the acreage was held by several major operators and the remainder by substantial independents, the adoption of a plan of cooperative development was considered desirable. Such a plan was formulated for the development of any deeper oil and gas horizons that may be found to exist. This plan, which was signed by the Secretaries of the Navy and of the Interior on behalf of the United States on July 9,1936, is now effective for the development of lands within the area shown on Fig. 1. Unlike most unit plans, the present cooperative development plan permits each operator to drill and produce his own wells. For the purpose of this plan the Buena Vista Hills field is divided into two pools. The present production is classed as the " old pool,"' while any future production below a certain marker which roughly coincides with the bottom of the Santa Margarita formation is included in the "pool" to which the provisions particularly apply. Naval Petroleum Reserve No. 2 lies within the area and constitutes the major portion of the Federal leases subject to the plan. There are 39,040 acres and 27 operators within the area. Twenty-six operators controlling 99.5 per cent of the acreage have signed the agreement. Geology oF the Buena Vista Hills The Buena Vista Hills consist of a low range in the southern portion of the San Joaquin Valley, and are roughly parallel to the adjacent Temblor range to the south. Eight years ago the Hecla mine, a lead-silver producer, situated at Burke, Idaho, was producing ore from but two levels, the 300- and the 600-ft. All hoisting was done with a 12- by 16-in. slide-valve, double-reel, hoist. The hoist was being worked to its capacity and was unsuitable for hoisting from greater depths. As the work of opening a new level was about to be started, it became necessary to remodel the then-existing equipment or install a new hoist. The recent advent of electricity from Spokane had made available a cheaper power than steam. By a series of tests conducted throughout the Cæaur d'A1ene district, it was found that it cost $109 per year to generate a horse-power with steam. Electric power was to be had for $50 a horse-power per year. It was decided to substitute for the engines a motor-drive, of sufficient capacity to operate from the 900-ft. level, and ultimately install an entirely new hoist. After disconnecting the engines, installing a new shaft, and making a few minor changes, a 300-h-p., 2,300-volt, 514-rev. per min., variable-speed motor of the induction type was geared to the reel-shaft. The reels were supplied with 3/8- by 4-in. flat rope, and the duty of the hoist was about as follows: Cage, 1,700; ore, 2,600; car, 1,400; rope, 2,250; total, 7,950 pounds. The Bristol ammeter chart, Fig. 1, shows the combined current-consumption of the hoist- and mine-motors. The large intermittent load is clearly shown; this produced harmful fluctuations in the voltage of the long, lightly-loaded, 60,000-volt transmission-line from Spokane to the Cæmur d'A1enes. For certain classes of electric railways a steel conductor is preferable to the oldcr atld more commonly used overhead trolley-wire. The third-rail presents a rather better appearance, because of the absence of an overhead structure; it is easily installed, cheaply maintai~ied, presents s large area for conducting and collecting the current, and is therefore particularly suitable for high speed and heavy service. With costs calculated on the basis of equal coilductirity in rail aud trollej-wire, the third-rail constrrictiol~ is cl~caper than thc overhead trolley. But the average interurban road will lise a trolley-wire of considerably less conductivity than would be obtained with the smallest size steel rail (about 60 lb. per pard) that mould ordinarily be used, and here the first clost of trolley construction would generally be less thau that of the third-rail. While no third-rail installation has jet bee11 in operation long enough to give figurcs of value, it ~vould appear that the cost of maintenance of the thirdrail construction should be less than that of the overhead trolley. This consideration, together with that of sightliness and adaptability (particularly in the case of terminals, yards and very heavy or high-speed service), will frequently off'set the higher cost of the third-rail construction and make it the preferable means of' conducting the current from thc generator to the car-motor. For the first third-rail installations, old track rails were used when obtainable, and these old rails were supple~rlented with new rails of standard T-section and composition. With the coming of the very heavy, high-speed service during the past few years, the resistance of these old and new standard T-rails was found to be so high that they mould not carry the high currents necessary without too great a drop in the line-potential. Introduction Estimates performed on potential future plants must by their very nature be either order-of-magnitude or budget (preliminary) estimates. Of the three types of estimates recognized by the American National Standards Institute (ANSI Standard Z94.2), order-of-magnitude and budget estimates are the least accurate. Order-of-magnitude estimates have an expected accuracy of plus 50 percent to minus 30 percent. In other words, it is anticipated that actual project cost will be no more than 50 percent above the estimate and no less than 30 percent below the estimate. Budget estimates, or preliminary estimates as they are often called, have an expected accuracy of plus 30 percent to minus 15 percent. The reason that greater accuracy cannot be expected in performing estimates on proposed new facilities is simply that insufficient data is generally available to permit performance of a highly accurate estimate. As stated in ANSI Standard Z94.2, a definitive estimate, i.e., an estimate with an expected accuracy of plus 15 percent to minus 5 percent," . . is an estimate prepared from very defined engineering data . . . (including). . .as a minimum, fairly complete plot plans and elevations, piping and instrument diagrams, one line electrical diagrams, equipment data sheets and quotations, structural sketches, soil data and sketches of major foundations, building sketches and a complete set of specifications." In other words, the engineering of the project must be fairly well underway to permit a definitive estimate to be performed. Such is the case only after the construction decision has been made, all potential alternatives evaluated, and major expenditures committed for a particular course of action. This situation is beyond the scope of this chapter. The chapter is directed to comparison of various technological alternatives for which site specific engineering data is not generally available. Accordingly, such comparisons can be made only by utilizing preliminary or order-of-magnitude estimating techniques.

The subject assigned is so broad that thorough discussion is well-nigh impossible within the space allotted, and further, few specific data are available upon which to predicate conclusions concerning the efficiency of present methods of distributing anthracite. This paper treats briefly the various agencies through which both primary and secondary distribution are effected, the methods of transportation and the general interrelation of production, demand, inventories and price. Avenues of Distribution Three distinct types of primary distribution are common in the marketing of anthracite. First, though not most important, is the sale by the producer, or operator, direct to the consumer. These sales, other than to employees and the local trade, are generally confined to steam sizes for industrial uses, and are consigned to the sidings or docks of the consumer. Sales of this type often are so closely priced to compete with oil and bituminous that the addition of even a small dealer's margin is sufficient to increase the cost to the point where the business might be lost. Second, the operator sells to a wholesaler or broker for subsequent resale, either to a retail dealer for clearance through his yard or direct to large consumers. Usually this method of distribution is employed by the smaller operators, who do not find it economically feasible to maintain extensive sales organizations. In most instances, the wholesaler retains some 5 per cent for his services, paid, of course, by the producing company whose anthracite he handles. He may, and frequently does, handle the output of several different companies, suited to the varying needs of the different communities he serves. His business includes all sizes of anthracite. The third, and by far the most general method, consists in selling to retail dealers, shipments being made direct from the breakers to the yards of the dealers. In large consuming areas, such as the metropolitan districts of New York or Philadelphia, one operator may sell to several

STORAGE AND FLOW Introduction The layout and design of a bin or stockpile for bulk solids should assure reliable feed at the required time and rate without spillage and, when required, without segregation and degradation. The typical procedure in the design for gravity flow follows these steps: 1. The bulk solids to be stored are identified and the range of moisture content, temperature, feed rate and time of storage at rest, as well as the storage capacity, are specified. The materials of construction of the hopper, that is of the converging part of the bin, are decided upon. Hopper liners and coatings to reduce wall friction are considered. 2. The flow properties of the bulk solids and the friction angles against the wall materials are measured for the expected range of conditions. 3. The width of a slot outlet needed for reliable flow of each solid under the full range of conditions is determined from the tests. This dimension is an explicit measure of flowability of a solid. The widest slot determines the critical solid and the critical conditions. 4. A suitable feeder of size sufficient for the widest slot outlet is selected. 5. On the basis of the measured wall friction angles, a suitable wall material is selected and a mass flow hopper is designed to ensure reliable and uniform flow of solid into the feeder and to minimize the load on the feeder. The mass flow hopper may extend upward to the intersection with the cylinder thus producing a mass flow bin. Alternatively, the hopper may terminate at a height equal to a few widths of the outlet and then expand at a less steep slope in its upper part in order to save headroom, or it may terminate in the flat bottom of a bin or stockpile. The choice depends on the flow properties of the solids and the size of the bin or stockpile. 6. The design of the bin is completed for the specified storage capacity. Multiple hoppers and

The new geophone described herein was developed by Charles H. Hull, instrumentmaker of the Colorado School of Mines, and the writer. The first geophone was invented during the war for the purpose of detecting enemy sapping or underground mining operations and for locating enemy artillery. It is based on the principle of the seismograph—a heavy lead mass suspended by one or two diaphragms, which are clamped to an air-tight case. When the ground vibrates during the transmission of sound waves, the case moves with it while the so-called steady mass remains practically motionless. Attached to the top of the casing is a hose leading to an earpiece shaped like a stethoscope. When the mass and the diaphragm move up and down in the case, the air is compressed and rarified in the inside; thus the vibration is communicated as sound wave to the human ear. The geophone combines a surprising simplicity of construction with an extreme sensitivity. Other listening instruments were developed during the war, adaptations of the telephone and the microphone—that is, instruments operating through the medium of electricity—of which the so-called seismicrophone, an adaptation of the carbon-granule microphone receiver, probably has found the greatest application, but such instruments apparently have not proved as useful as the simple geophone despite obvious advantages arising from the use of electricity. The carbon receivers were more subject to extraneous noises and to what is called "frying," and they did not offer the advantage possessed by the geophone; namely, the simultaneous use of two receivers, which makes it possible to determine the location of the source of sound. During the war, the U. S. Bureau of Mines made a study of the geophone and of the propagation of sound waves through rock. These studies have been continued, as the earlier results proved the possibility of using the geophone in various non-military ways, principally in mining, and the results of these studies have been published.'

This is an attempt to bring together some of the knowledge of the coal-forming conditions obtaining during the Pennsylvanian period in the Western Interior Coal Province, to sketch briefly the present extent and character of the coals produced, and to show the beginning of correlation of beds over wide areas. Coals of later age than the Pennsylvanian are not included and, for reasons that will appear later, little attempt is made to cover the districts of eastern Oklahoma and western Arkansas, and northern Texas is omitted entirely. Geological Conditions The conditions that made possible the formation of large coal beds in the United States were most favorable in the Pennsylvanian period, formerly known as the Upper Carboniferous. The geological conditions can be determined from the records, but not the reasons for them. Preceding the Pennsylvanian was the Mississippian, formerly known as the lower Carboniferous and still later as the sub-Carboniferous. During this time, large bodies of limestone were deposited and at the close of the Mississippian they were warped upward and for a long period were eroded. Then there began a period of subsidence, more or less interrupted at times, during which the Pennsylvanian strata were deposited (see table on next page). These consist of sandstones, limestones and shales, with occasional coal beds. At the beginning of the Pennsylvanian there was subsidence, which allowed the sea to extend over the eroded Mississippian surface to the north and east. It passed over eastern and central Texas, a large part of Oklahoma, with a projection into Arkansas, over Kansas and part of Nebraska, all the northern and western part of Missouri, a large part of Iowa except a strip in the north, most of Illinois, practically all of Kentucky, northern Tennessee, most of Indiana, all of the eastern part of Ohio, practically all of West Virginia, western Maryland, the west end of Virginia, and a large part of Pennsylvania. The question whether the kind, rank and grade of coal is in any way determined by the kind or type of plant from which it originated has been a problem since coal was first studied. Some investigators claim that the kind of plants has contributed none of the attributes that characterize the differences found in the various coals; others claim that all differences are caused by the contributing plant; and others hold that only a few characteristics are inherited from the kind of plant from which the coal originated. Most coalologists, however, give this matter no thought. It can easily be shown that the kind of plant which contributed to a coal had a marked influence on its kind and type. A number of factors enter into this problem, and all unrelated ones must be carefully eliminated, including metamorphism caused by the pressure of the cover, earth movements, mountain building and higher temperature. Only the fundamental substance—the plants out of which coal was formed—• and the causative conditions that gave rise to a peat swamp and the conditions imposed upon the plant and the plant substances during the formation of the peat swamp can be considered. Everything else being equal, the question then is, how far do different classes and types of coal owe their differences to different kinds or types of plants? Geologic Age of Coal Coal has been laid down in almost every geological period since the Devonian era. Even as early as the middle Devonian some coal was formed; although of no value it has great scientific significance. The most valuable coal was deposited during the Carboniferous. The coals of England were formed during the Mississippian, and most of the valuable coals of America, Europe and China during the Mississippian and chiefly the Pennsylvanian. From the Permian come the coals of France, Saxony, Thuringia and Schwarzwald in Germany and of Bohemia and of the Ural districts of Russia. From the Mesozoic come the coals

The gravity magnitudes obtained by means of observations with the Eötvös balance in the field are necessarily resultant or total effects due to all abnormalities of mass distribution, including even the effects due to the ellipticity and rotational motion of the whole earth. Since the object of the survey is to isolate the effects which arise solely from some particular subterranean feature, and to deduce therefrom the configuration and extent of this feature, the first step is to eliminate from the observed effects all those due to "disturbing" (i. e., unwanted) features, whether above or below the surface of the ground. The disturbing features have different characteristics, according to their situation relative to the center of the balance and to the horizontal plane through the foot of the balance, or station point; this diversity was recognized by Eotvos, who divided the total effects into so-called Normal, Terrain, Topographical, Cartographical and Subterranean effects. This classification has been adhered to by most subsequent investigators, but the writer prefers to employ the term "three-dimensional," which really indicates the essential character of the class of effect known as "Subterranean," at any rate from the standpoint of the computer of effects. Before disturbing effects can be eliminated, the features must be measured up or surveyed, whether by topographical, mining, or boring methods, and then the effects of each feature calculated and subtracted from the total observed effects. After this the problem of interpreting the residual effects will itself necessitate the computation of the assumed feature, or even a series of trial features. The task of computing gravity effects is therefore of great importance. In the early work, by Eötvös himself, the computation practically ceased when the terrain and topographical effects had been calculated, but later surveys have demanded an ever-increasing extension in the technique of computation. Certainly in surveys designed to locate minerals, particularly ores, the calculations have to be extended far beyond those of Eötvös, while his methods of computing both terrain

The report is preliminary and presumably will be followed later by a more complete report to be published by the Geological Survey. The paper is concerned principally with the structural geology of a block of steeply dipping graywacke as revealed underground in the Hirst Chichagof and the Chichagoff mines, the two principal mines of the district. The two mines have produced about $16,000,000 worth of gold and silver. The attitude of the graywacke, which is locally cut by dikes and sills of aplite, is remarkably uniform and trends about N. 62° W. The average dip is about 67° SW. The graywacke is cut by large faults, the best known of which are the Hirst and the Chichagof, whose average trends are about N. 30° W. and average dips about 75° SW. The faults at some places split into the bedding of the graywacke and at others are deflected from their normal trends for considerable distances along the bedding. The relative movements along the faults was northwest and up at about 30° for the south-west or hanging-wall sides. The ore bodies are elongate quartz lenses in the faults. Most of the quartz is mineralized but locally large quartz masses are too low grade to be mined. The emplacement of the ore bodies appears to have been structurally controlled in large part by the intersections of the faults with the bedding surfaces. Places where the faults split or are deflected appear to have been particularly favorable places for ore deposition. There has been some post-quartz movements along the faults but it is thought that such movements have not been extensive enough to greatly modify the original positions and shapes of the ore bodies.

AT the Belmont mine of the Anaconda Copper Min-ing Co., Butte, Mont., a new double-drum electric main hoist and a single-drum electric auxiliary hoist have recently been placed in operation to meet the demand for greater hoisting depths, and to replace a steam-driven hoist which was inefficient and inade-quate for the new conditions. The ease of operation, safety, and efficient consumption of power of the main hoist all tend toward improved hoisting conditions. It consists of a 2150 hp. d. c. motor, directly connected to a shaft carrying two drums equipped with clutches and brakes. The auxiliary hoist consists of a 1000 hp. d. c. motor directly con-nected to a single drum provided with the necessary brakes. Fig. 1 shows the general arrangement of the complete installation, with idler towers and head-frame. The headframe is built of Bethlehem H and G rolled sections, equipped with two 12-ft. dia. cast steel sheaves for the main hoisting ropes. The sheaves are mounted 129 ft., 6 in. above the collar of the shaft; and above them trolleys are provided for their removal or repairs. Between the headframe and the hoist machinery are two idler towers for supporting the ropes on 3-ft. man-ganese steel idlers provided with roller bearings which fleet on a fixed shaft. As a city street is between- the mine headframe, and hoists, it is necessary to protect the thoroughfare from drippings of the preservative compound used on the ropes which pass over the street. For this purpose, at the point where the hoisting ropes cross the street ,a bridge of trusses, supported on columns and roofed with corrugated iron, is provided from property line to property line. Since one of the idler, towers is set close to the street, a part of the structure is built in-tegral with the street covering. The general design of idler tower as well as the covering over the street is shown at A in Fig. 1.

ThE strain-induced martensitic transformation may be used to attain desirable combinations of strength, ductility, and fracture toughness. One of the parameters is the relative stability of the austenite. For example, it has been shown by Zackay et al.1 that the volume percent of strain-induced martensite is related to the combination of strength and elongation obtained. It has also been shown that the degree of transformation is an important factor in the crack propagation resistance of metastable austenitic steels.2 Considering both tensile and crack-propagation tests, it was of interest to see if there was any functional relationship between the amount of strain and the volume of strain-induced martensite. Previously,9 it had been shown that at room temperature, there was a relationship between uniaxial tensile strain and the volume percent of resulting martensite given by The data were obtained by plastically elongating tensile samples to a certain strain and then measuring the field strength to determine the strain-induced ferromagnetic volume. This was accomplished for two conditions having yield strengths of 229 and 233 ksi. The nominal composition of this material was 9Cr-8 Ni-3 Mo-2 Mn-2 Si-0.25 C-0.09 N. In evaluation of the strain-induced martensite at a crack tip: the question arose as to whether Eq. [1] would also be valid under triaxial stress conditions. Tests were conducted on 1/2-in. thick plate material having a composition of 9 Cr-8 Ni-4 Mo-2 Mn-2 Si-0.27 C. It was found that sectioning, polishing, and etching of fractured specimens could reveal the strain-induced martensite occurring at a crack tip. Care had to be taken to minimize the final polishing steps so as to avoid a smeared layer of strain-induced martensite. Western Australia (often popularly called Westralia) comprises all of the Australian continent west of the 129th meridian. The latest census, that of 1895, gives it a population of 101,235 persons. It includes within its bouiidaries 975,920 square miles. About half the colony lies within the tropics. The climate varies but slightly, considering the vastuess of' the area. The interior is dry and hot, and subject to very sudden changes. The coasts are warm, and the rainfall abundant, varying from 20 to 40 inches per annum. Perth is the capital and principal town, having a population of 20,000. Fremantle (pop. 9000), distant 12 miles, is the port of Perth, but because it is out of the track of the mail steamers, the mail and passengers are landed at Albany (pop. 3000) on St. George's Sound. A railroad, 338 miles long, connects Pert11 with Albany, and the running time of trains is about fifteen hours. Kalgoorlie is only about 200 miles from the coast at the little village of Esperance; but to reach Kalgoorlie one must land at Albany, travel to Northam, within 66 miles of Perth, and then east at an acute angle 325 miles to Kalgoorlie; in all about 600 miles. From Perth a railroad also runs to the Murchison gold-fields by way of Mingenew, Mnllewa and Yalgoo, to Cue. A branch goes down to the port of Geraldton. The government operates all the railroads and telegraph lines, and has been very energetic, all things considered, in extending them into the gold-fields. As to the accommodations afforded by the railroads, the less said the better. The comforts of travel are conspicuous by their absence. Of the 975,920 square miles of Westralia, the government, in its magnificent way, cleclares 256,060 to be gold-bearing.
