CLOSE to 300 members and guests were registered at the Regional Meeting of the Institute in San Francisco. Oct. 3-6, and many other mining men were present at some of the sessions, but failed to register. Headquarters were at the Palace Hotel. Technical papers for the Metals Session were sponsored by the San Francisco Section, whereas the program for the Industrial Minerals Session was arranged by the Southern California Section. Walter W. Bradley, Chairman of the San Francisco Section, opened the General and Metals Session, introducing President Buehler, who gave a hearty welcome to those present. Clyde M. Eye, of the. THE engineers of Illinois have been submitting to the State Geological Survey an increasing number of requests for advice on their geological problems, including landslides, unequal settling of fills, laying pavements across peat bogs, shattering and heaving of pavement by frost action, etc. The authors discussed the behavior of landslides, their effects, their causes, a tentative classification, and remedial measures. In the latter connection the efficacy of drainage and how it should be handled in order to be most effective was considered. The principles and efficacy of other remedial measures, such as subsurface blasting, rock anchoring, installation of wood, concrete or steel piling, construction of retaining walls, construction of cribbing and reduction of slope were also discussed. Attention was also given to the matter of applying geological knowledge to avoid undesirable highway locations, and a specific example was cited.

THE following is the discussion of a paper, with the same title, by N. L. Alison, which appeared in our February issue: E. F. Tillson commented that while the fundamentals are well presented it would have been of interest to him to have had the author add some of his own experiences with fan installations. A. W. Hesse remarked concerning the use of the forward curved blade fan on the surface at a metal mine which has, ordinarily, but few airways, that the farther they are driven, the higher the resistance rises, and less air will be delivered, as the water gage will remain constant with a consequent loss in quantity. D. Harrington added that the metal mines do not or¬dinarily install fans until the mine is well developed, so changes are relatively slower after fan installation than at a coal mine.

VERSATILITY is perhaps the outstanding characteristic of the subject of this sketch. He is author, golf-player, musician, public speaker, philatelist, German scholar, and has been a school teacher; but these are incidental. Oliver Ralston's professional forte might be described as beneficiating solid minerals and he has dealt in an important way with practically all of them. To this work he has brought a fertile mind stimulated by keen imagination but kept on the track by a sense of economic balance. An indication of his versatility is evidenced by his career with the Bureau of Mines, which he first joined in 1912, when the Bureau was just one year old. Except for two excursions into industry-Hooker Electro Chemical Co. (1917-20) and United Verde Copper Co. (1928 to 1935)-his entire professional career has been with the Bureau.

A tough Conservation Act has been in force in Pennsylvania since January, 1964. Known as the Bituminous Coal Open Pit Mining Conservation Act, it is now under study by other coal producing states, and seems likely to serve as the blueprint for similar legislation elsewhere. It provides for the conservation and improvement of areas of land affected by open pit mining to decrease soil erosion, prevent pollution of rivers and streams, prevent combustion of unmined coal and generally improve the use and enjoyment of such lands. The cost of backfilling may go to as much as 40[c] or more per recovered ton and is cutting deeply into already reduced profit margins brought on by rising labor and equipment costs, static coal prices and less accessible coal. As a result, operators will be forced to seek greater efficiency.

Annual production of more than 4,000,000 tons of 0.74 percent copper ore and coincident handling of over 5,000,000 tons of waste at the open-pit mine of Castle Dome Copper Co. near Miami, Ariz. takes a lot of power. Manufacturers have ever co-operated with mining companies in providing the required equipment to suit the problem. Power equipment suppliers have done much to make possible the economic and profitable production of copper from low-grade ores. In the future, as mining operations will necessarily handle even lower-grade ores, the ability of the manufacturer to supply the power and mechanical equipment to produce more metal at a fair and reasonable price will be the good right arm of the miner. About 27,000 tons of concentrate is produced from the 4,000,000 tons of ore.

In parts I1 and II2 of this series, there were presented results of investigations on the age-hardening of an aluminum-copper and an aluminum-magnesium alloy. It was shown that the simple precipitation theory of hardening3 adequately explained the aging phenomena, including certain so-called "anomalous" behaviors which had caused other investigators to reject or modify the precipitation theory. However, these papers did not discuss the double aging peaks, which have been stressed in recent articles by Dr. M. Cohen4 and Dr. M. L. V. Gayler.6 The present paper is devoted to an explanation of this "anomaly." Fig. 1 is a generalized schematic representation of aging curves at different temperatures. Steelmaking operators are familiar with the costs involved when ingot molds must be scrapped prematurely because of the failure of a stripping or turning lug. Some mold sizes can be expected to produce one hundred or more ingots per mold before normal wear causes the mold to become unserviceable. Therefore, the failure of lugs at less than the average life for that mold size represents a sharp increase in terms of mold cost per ingot ton produced. To combat these wasteful and costly occurrences, it was determined that an efficient method of replacing lugs should be developed to extend the life of molds which are otherwise in good condition. The purpose of this paper is to describe a lug welding method which has proved effective and economical. This method is known as the Oxygen and Mapp Process.

The Copper Queen mine is composed of seven divisions which are operated through the following shafts: The workings of the different shafts are connected by motor-haulage drifts on the even numbered levels. The general location of the ore-bodies and workings is illustrated by the vertical projection of orebodies of the district as shown in Fig. 1. The Uncle Sam, Southwest, and Czar workings have many connections to the surface through raises and extensive cracks that were caused by moving ground. These divisions are cool and are ventilated entirely by natural means. The Holbrook is ventilated partly by natural and partly by artificial ventilation, while the Spray, Gardner, Lowell, and Sacramento are ventilated entirely by mechanical means. In some of the divisions mentioned above a considerable quantity of air exhausts through shafts of adjoining properties.

Metallographic observations on hydrogen-reduced nickel oxide crystals suggest that nucleation of nickel occurs at structural singularities in the oxide. The fully reduced structure contains micron-diameter, worm-like voids occupying 40 to 50 pct of the volume. The crystallographic orientation relationships between nickel oxide and nickel resulting from oxide reduction are recorded and discussed. THE process of reduction of oxide to metal is one of considerable complexity involving a chemical reduction reaction, mass transport of reducing agent to the point of reaction and of reaction product away from it, and finally a transformation whereby metal atoms released from the oxide rearrange to form a stable reduced phase. In addition, nucleation of the reduced phase affects the overall reaction kinetics. Thus far only the thermodynamic aspect of reduction has received the attention warranted by the importance of

Few people in the industry today are competent to comment on the O.G. system for vessel covers, but with papers as well prepared as Mr. Bradley's we will soon be well informed. I would like to direct these comments to Mr. Klaes of Ford Motor Company. Mr. Klaes' description of their steaming hood agrees with our experience at Weirton. We have been able to stay within design limits and, as a result, have had few problems with our auxiliary equipment. Our main problem, as with Ford, has been thinning of our vessel cover tubes. At Weirton, controlled circulation, high pressure boilers are in use as heat recovery units above the BOP vessels. The boilers are provided with "off cycle' oil firing equipment. A Venturi type wet gas scrubber follows the boiler to complete the vessel draft system.

Delay in classifying the war minerals claims geographically and by minerals' has resulted because a part of the claims is in the hands of the commission which is holding hearings at points easy of access from the mining districts. It was necessary for the commission to take many claims for use at these hearings. Twenty days will be allowed claimants to file typewritten or printed briefs based on the record made by the commission's findings. At the end of twenty days, the case will be finally submitted to the Secretary of the Interior. No new facts will be considered, those which have been submitted to the commission only being given consideration. The Attorney General has issued a decision whereby only such claimants as were directly requested by the government to start operations will receive consideration under the War Minerals Act.

ATER the preliminary registration at which approximately 380 members and guests were registered, the 138th meeting of the Institute was opened in the Concert Room of the Palace Hotel. E. A. Hersam, chairman of the San Francisco Section, voiced a brief welcome and introduced F. W. Bradley, president of the Institute, who presided over the remainder of the morning session. After expressing the welcome of the Institute to the members and guests, he read a telegram from Secretary H. Foster Bain, extending the best wishes of the eastern staff and members for a successful meeting. He next introduced Theodore J. Hoover, dean of the School of Engineering, Stanford University, who read an address by the Secretary of the Interior, Ray Lyman Wilbur, briefly outlining California's part in the mining industry and giving the welcome of California to this meeting of the Institute.

The constraints which are being imposed on metallurgical operations in respect to the environment and worker hygiene are having a substantial influence on the various processes which are being studied and developed for future use. The unit process of solvent extraction can be no exception. It is therefore vital that sufficient be known about the effects of a solvent extraction process in terms of its environmental and hygiene impacts before the process gets to the construct- ion stage. The purpose of this section is to bring these matters to the readers' attention, and to indicate, albeit briefly, some of the problems, and what we know about the effects, of SX processes from an ecological point of view. Downtime cannot be tolerated on electric shovels whose cost may approach or exceed $400,000 each. The same may be said for larger-variety off-highway trucks which require an operational expenditure upwards of $50 per hour. One company, for instance, in order to ensure a more continuous operation, has specified centralized lubrication for all of its new equipment. In wet or dry weather, the mining of asbestos can place undue strains on machinery and other equipment. When the mineral is dry, its dusty, loose fibers work their way into crevices, and when wet, the glutinous asbestos may adhere to axles, gears and other wear components. Such conditions are multiplied during the extreme cold winters of eastern Canada. It is more difficult to lubricate and maintain equipment, and erosiveness becomes more punishing to wear parts. Resultant breakdowns rapidly drain off profits.

DORSET HAGER, Tulsa, Okla. Recently we have, been doing a little work along the same lines Mr. Conkling has outlined iii his paper. I am not prepared to say that Mr. Conkling is not correct but our results do not agree with his. I think it is a question of difference in correlation and interpretation of the well records. Our cross-section of the Cushing pool does not agree with that of Mr. Conkling and we find instead of the beds thickening in the syncline, there is a tendency to thicken on top of the anticline. We took the north dome of the Cushing field, and are now trying to get all the records. It will probably be another month before we have all the data complete but our results at present do o not agree with those of Mr. Conkling at all.

SIDERFIN The semi-annual meeting of the Montana Section was held at the Silver Bow Block, Butte, Mont., on Friday evening, Oct. 8, 1915. An informal, subscription dinner, at $1.50 a plate, was enjoyed inn' the early evening, by 62 members and guests. After dinner a technical session was held, and a paper entitled Preliminary Outline of Paper on Mines in the Boulder Batholith was presented by J. A. Grimes, who is joint author of the paper, with Paul Billingsley. The paper elicited a lively and interesting discussion, in which a score of members took part. After the reading of the paper the rest of the evening was spent socially. D. C. BARD, Secretary.

At its meeting on February 21, 1933, the Board of Directors passed the following resolution defining and expressing the policy of the Institute with respect to official participation or action in controversial matters: WHEREAS, the Board of Directors at its last meeting passed the following resolution : "The Board of Directors, having been appealed to by several Local Sections for advice concerning the attitude and policy of the Institute relating to the endorsement of candidates for public office, the following statement of policy is formulated: "Whereas, the American Institute of Miming and Metallurgical Engineers is organized for purely professional and scientific purposes, and whereas diversity of opinion among its members on partisan or political questions is inevitable, it is the ex- pressed policy of the Institute to refrain from official participation or action in political and semi-political matters."
