“The mining industry can do more to alleviate world poverty, hunger and human misery, more to close the widening gap between advanced and developing nations and more to achieve international peace and understanding than any other single force in the world," Charles W. Court, Minister for Industrial Development, Western Australia, told the American Mining Congress audience at the opening session of the 1969 Mining Convention, October 19-22, San Francisco. Australia, he pointed out, is a shining example. In 1971, 60% of U.S. mining investment overseas will go to Australia and other parts of Oceania, an increase of 42% over a year ago. Australia has capitalized on world needs, its own rich resources and good investment climate. Developing nations can and should do the same, but they mix emotion with nationalism, often frightening away foreign investment which could breathe life into dormant and backward areas, said Court.

An increasing number of water pollution control systems are certain to be installed by many industries in the future because of new federal, state and local government regulations, and because of the rising general concern about the deterioration of our water resources. Extensive engineering, some of it based on methods not yet developed, will be required if these new systems are to provide optimum pollution control. Among the primary design factors to be considered are capital cost, operating cost, and present and future regulatory requirements. Establishing A Survey and Test Program To produce a final plant effluent meeting regulatory agency requirements, engineers must have background data that are accurate and representative of present and future plant operation. Operating and plant engineering departments often have available much information, including plant water quantitative and qualitative requirements, both present and future, that can be helpful in the preparation of designs of pollution control systems.

The Pine Creek mine, owned by Union Carbide Nuclear Co., Div. of Union Carbide and Carbon Corp., is one of the world's largest producers of tungsten. The mine is located on the eastern slope of the Sierra Nevada Mountains, about 25 miles north- west of Bishop, Calif. Prior to 1948, production from the property came either from surface pits or from underground workings above A level haulage tunnel. The tunnel is at an elevation of 10,900 ft, which left 500 to 600 ft of vertical backs to the surface outcrops. Heavy production demands during World War II hastened the planning for long range development of orebodies below A level. A 7000-ft haulage tunnel, 1500 ft below A level, was started in 1943 and completed in early 1947. This haulage tunnel is at an elevation of 9400 ft and is known as Zero tunnel.

The importance of the recovery of precious metals, specifically platinum group metals, was recently expressed by Robert McNamara, former head of the World Bank, who stated that the United States should stockpile strategic metals. More than 90% of the platinum metals are imported into the United States from South Africa and Russia. Mr. McNamara's concern is based on the possibility of a disruption of obtaining these metals due to any racial unrest in South Africa and a renewal of the Cold War with Russia. The United States has a platinum mine from coast to coast. Since 1974, the automotive industry has consumed 3 million ounces of platinum and palladium, and the recovery of these metals from auto catalyst converters is estimated to be 300,000 ounces of platinum per year. This would make the United States the 4th largest producer in the world.

I., has long been known, chiefly as a geological fact; that these materials, so near to each other and to tidewater, are of such a good quality and are present in such large quantity, as to have seriously raised the question of establishing blast furnaces there, was a surprising fact to me; and I have thought that the few notes I have lately gathered on the subject would be of interest at this partly New England meeting. The coal field referred to has an area of above 400 square miles, and is found throughout the belt of transition rocks extending from Newport Neck to Mansfield, Massachusetts. The Surface Mining Control and Reclamation Act of 1977, as amended, and related regulations take blasting safety into consideration by requiring compliance with existing state and federal laws. The regulations are based on blasting practices developed by the industry, as well as research and experimentation by the US Bureau of Mines and explosive manufacturers. Residential areas in the proximity of surface mines have made it mandatory that blasting operations be conducted under restrictions and requirements designed to protect the public and structures located within 0.8 km (0.5 mile) of any surface blasting activities. Restrictions against blasting apply where dwellings, schools, churches, hospitals, or nursing facilities are within 305 m (1000 ft) of blasting operations. They also apply where wells, petroleum or gas storage facilities, municipal water storage facilities, fluid transmission pipelines, gas or oil collection lines, and sewage lines are within 152 in (500 ft) of blasting operations.

The Interior Department has been in a state of disarray for many months. At first this was attributed to Interior Secretary Walter Hickel's inability to anticipate how his words would be interpreted by Press-Radio-TV. But then the already disquieted ernployees in the Department became aware that plans were afoot to take bits and pieces of the various antipollution programs from Interior; Health, Education and Welfare: the Atomic Energy Commission and other agencies and lump them together into a new Federal agency. Interior, many predicted, would be a shell of its former robust self. Hardly had this rumor started to add to employee uneasiness before the other big shoe hit the floor. The new rumor had it that the Bureau of Mines was being stripped of most of its research functions and that the Office of Coal Research and allied research groups would be abolished altogether.

At the SME Fall Meeting held in Phoenix, Ariz. last October, Ernest P. Hall, addressing an Air and Water Pollution session, noted that water pollution caused by acid drainage from bituminous coal measures had begun long before recorded history. "Until recently," he said, "man did not begin to understand the physical phenomena which took place to cause [it] and even today he does not know what can be done to prevent it." CAUSES "It is known from the reports of early explorers that drainage from bituminous coal measures was causing water pollution before coal mines were opened on this continent. They noted the nature of the polluted water in the runs and creeks and predicted the presence of substantial deposits of coal based on the appearance and character of the water. Even today, polluted water drains from virgin coal areas which have not been touched by mining machines," Mr. Hall said.

Maintenance costs comprise a large portion of total operating cost, 30% to 60% of the operating cost dollar not being unusual. Thus even a relatively small percentage reduction in this cost would represent a sizable increase to mining profitability. Mine and mill maintenance management is a complex problem. An effective maintenance manager must study the experiences of the past and make decisions based on that experience. Data Processing equipment-more specifically, the computer-can be an effective and economical tool to simplify the job of maintenance record-keeping and to aid in the formulation of many accurate and timely management reports. These reports will enable improved control to be established over day-to-day practices; permit comparisons of unit and component performance; spotlight inefficient maintenance practices; and further, better, more efficient cost control. The net result can be increased profits through reduction of operating costs.

Throughout the past 40 years we have been drawing inevitably closer to the conclusion that coal will be our chief source of energy. Our reserves of natural gas and petroleum, on which we depend, are dwindling. Knowing that we will soon reach our physically extractable limit of these energy sources. The US government has created many incentives to encourage energy companies to transfer technology and resources from natural gas and petroleum to coal. Such encouragement is stimulated through taxation methods. Coal mining engineers deal mainly with production, which involves planning and design throughout the acquisition, exploration, development, production, and reclamation of a mine. Though taxation is not one of the areas analyzed by the engineer, it should be considered and understood as it is involved in the mine life cycle. This paper will discuss coal taxation in the five stages of mining and will explore certain tax saving decisions.

(written discussion ?).- Mr. Neal's paper on the petroleum hydrology of the Mid-Continent district is a welcome contribution on a subject concerning which none too much is known; it is, I think, the first published description of the chemical character of the oil-field waters of the great Mid-Continent area. When studying the oil-field waters of the California fields several years ago, the differences in chemical composition between waters occurring at various horizons seemed to be sufficient to enable the operators to use water analyses as a basis for determining the source of the water flooding a well; and it is gratifying to find that, Mr. Neal has arrived at a similar conclusion. In 1952, Hauffe and pfeiffer1,2 reported that parabolic rates of nickel oxidation are decreased by factors of two and four at 1100° and 1000°C, respectively, when Li2O vapor is present. Hauffe 's3 explanation was that monovalent lithium enters the crystal lattice of p-type NiO to decrease cation-vacancy concentration and, hence, diffusion of Ni2+ ions across the growing oxide. After first succeeding in adding lithium directly to molten nickel, the purpose of this investigation was to determine whether alloyed lithium is a more effective oxidation inhibitor than the external vapor. Seven 650-g heats were prepared by melting carbonyl nickel inductively under 1 atm of argon. Various amounts of lithium were added by dropping small chunks into the melt. The six countries which make up the European Economic Community-Belgium, France, German Federal Republic, Italy, Luxembourg and The Netherlands-are populated by about 170 million consumers. Their economic abilities and their standard of living have increased at a high rate during the past few years. Consequently, the policies and trade practices adopted by the group will have International repercussions within the nonferrous Industry whether or not other nations are eventually admitted to the group. Considering the hopeful prospects of only a few months ago, it is surprising that we must now face up to the fact that Great Britain and Norway, in particular, will achieve membership status only after prolonged and difficult negotiations, if at all. However, this is but one of many factors that should remind us that the Common Market is yet in its formative stage and has by no means reached maturity.

This paper describes a number of model tests conducted in Plexiglas models to investigate the phenomenon of fracture pressurization. The models were examined with high speed photography while being subjected to explosive loading. At the same time pressure transducers were used to record the pressure in the borehole as a function of time and also along the path of the propagating fracture to measure the pressure at various locations along the fracture as a function of time. Both propellants and explosives were used to charge the borehole. Air as well as fluid filled boreholes were needed to provide a variety of pressure rise rates. On some tests eddy current displacement gauges measured crack opening displacements as a function of time. As a final check high speed photographs taken during the event were used to visually ascertain the location of the fracture at any given time.

Application of an hydraulic mining system to a troublesome overburden removal project has unlocked an estimated three million tons of ore reserves at Caland Ore Co., Ltd.'s open-pit iron operation in Ontario, Canada. The mine, operated by Caland under a 99-year lease and royalty agreement with Steep Rock Iron Mines, Ltd., would have been forced to curtail its mining operations later this year as the economic limits of the original pit design were being reached. As a result of the stripping program, which uses a tandem set of Marconaflo jet slurry systems, Caland officials now estimate that mining will continue into 1977. These reserves, added to existing ore stockpiles, are expected to sustain the firm's pelletizing operation well into 1981. In addition, Caland engineers are initiating studies to continue mining since the ore body, to date, has yet to bottom out.

Here is a challenge to industry to meet the need for management training for the men now passing from essentially technical work into managerial responsibility . . . And a program to handle the job. The purpose of this article is to throw out a challenge both to industry and to educators-a challenge to meet a crying need for management training among the young mining engineers of our nation, the men from 25 to 35 years old who are passing from essentially technical work into managerial responsibilities. It is the author's suggestion that these men could profit tremendously from the intensive training in management subjects which could be provided by short programs in mining administration. The challenge is to mining educators to provide such programs and to the mining industry to support the programs and to release their men to receive the training they need. Such a proposal clearly requires sound supporting arguments.

When Agassiz and his party of geologists commenced their exploration of the interior of Brazil and the Amazon region, one of the first and, to the last, one of the most novel and striking phenomena which met them everywhere was the great depth of decomposed or partially decayed rock in situ, which mantles, and for the most part conceals, the underlying strata. The same facts strike all geological observers from the North who happen to penetrate the middle and southern latitudes of the Atlantic States. In North Carolina, e. g., the entire middle and western regions, outside of the Quaternary clays, sands, and gravels of the East,—that is, all that portion of the State occupied by the Archæan and Mesozoic rocks,—show everywhere this peculiarity, so new to those accustomed to glaciated surfaces.
