The Mineral Resources Institute and State Mine Experiment Station of the University of Alabama conducted Humphreys spiral tests on fine coal waste from nine preparation plants of Alabama strip mining operations to determine the feasibility of recovering low ash and sulfur fuel meeting steam coal specifications. The ash in the samples ranged from 9 - 5l%, and the total sulfur ranged from 0.4J- 2.39%. Continuous laboratory tests using a Humphreys spiral gave good recovery of the coal with excellent rejection of the ash and pyritic sulfur. Coal recoveries of 83.6 - 94.1% were achieved from the different samples. Ash content of the clean coal products fell within a range of 5 - 12.2%, with a total sulfur content of 0.62 and 1.10%. In quality, the products were comparable or superior to those now being shipped from the preparation plants.

Since D. C. Jackling was famous for his adeptness at organizing and training teams of operating personnel, the subject of mine management is particularly appropriate for a Jackling Lecture. In fact, it is doubly appropriate because in very basic ways Jackling's career changed the nature of the tasks and challenges facing a mine manager. Management of mines, of course, is the art of finding and winning minerals economically from the earth's crust, and it involves the use of all the engineering sciences. But also of prime importance is a skill which is not yet a science-the area of management often referred to as human engineering. Since expenditures on staff and labor may well involve more than 50% of the direct costs of operating a mine, ability at human engineering is just as important as the ability to plan and put into effect the most efficient operating procedures.

This mine, known also as the A very Mine, is situated on Petite Anse Island, Iberia Parish, Louisiana. The island is about four miles from Vermillion Bay, an arm of the Gulf of Mexico, and is one of four islands or hills surrounded by the sea-marsh, as shown in the accompanying map. (Fig. 1.) A fifth, Joe Jefferson's Island, or hill, is some distance from the sea-marsh. These five islands: Belle Isle, Cote Blanche,Grand Cote, Petite Anse and Jefferson, appear to be the tops of submerged hills, and occupy a line having nearly a northwest trend. To the north are a series of hillocks that extend at intervals to the hills of Northern Louisiana, which in turn appear to run into the Ozarks of Arkansas. Contracts between The Anaconda Co. and its miners at Butte, Mont., are not contracts in the true sense of the word. They are weekly verbal agreements which tacitly admit that the company, on the one hand, will supply the place, the tools, the material, and the opportunity and that the miners, on the other hand, will supply such effective labor that both parties will profit from the arrangement. Prices are seldom discussed at the time of hiring. The miner, in effect, is hired for a definite working place, as a contract miner, and if satisfied, tries to earn as much as he can. If he is not satisfied three courses are open to him: he can quit, he can ask for a change, or he can discuss prices or improved working conditions with the mine superintendent. In almost all coal-fields, the quantity of explosive gases given off by the coal increases as depth is attained, requiring correspondingly enlarged quantities of air to ventilate the workings properly, by diluting and carrying off the gas. Again, with increased depth there is a corresponding increased pressure caused by the weight of the overlying strata. Sandstone or slate, which would form a good roof for a coalbed at a depth of 300 or 400 feet, may be unable to sustain the pressure of 800 or 1000 feet of overlying rock. Hence, in nearly all deep mines, the miner will generally describe the roof as "bad," although the roof-rock may be a firm slate, forming an excellent roof for workings of moderate depth, but unable to stand the pressure resulting from the weight of a great thickness of overlying rock. THIS paper describes some properties of steels in the composition range 0.10 to 0.30 per cent carbon and 1 to 7 per cent chromium. It is well known that some steels of this type develop high tensile strengths upon receiving comparatively simple heat treatments, such as ordinary air cooling from appropriate temperatures, with "or without subsequent tempering treatments. These high strengths are frequently associated with unusual toughness as measured by the Izod or Charpy impact test. The chromium content, in addition to imparting the above properties, enhances the resistance to corrosion and improves the strength and oxida-tion resistance at elevated temperatures. Moreover, these steels have good forging and fabricating properties, as evidenced by the fact that several thousand tons of seamless tubing have been made during the past five years from steels containing 0.10 to 0.25 per cent carbon and 5 per cent chromium.

Mineral exploration programs have often experienced mismanagement in the decision-making process, and these errors have consequently resulted in stockholder losses. Unfortunately, the events leading to these errors are little known and rarely studied, since managers aren't prone to publicizing their mistakes. However, a bit of magnified hindsight may serve to identify some of the problems. It is interesting to note that there does not seem to be a generally agreed-upon definition of the role and function of exploration management. Several articles have addressed this subject, written by both academic and industry exploration personnel. Two apparent thought trends can be observed: First, the theoreticians insist that modern scientific management principles can be directly applied, without modification, to mineral exploration. However, when one searches for the rules, the proponents rapidly retreat behind the computers and talk learnedly of management information systems and game theory.

PREVIOUS research has shown that cast molyb-denum has good ductility at room temperature if the metal is sufficiently pure. In practice, however, it is very difficult to reduce the impurity content of molybdenum to a few parts per million—the maximum content of impurities allowable to obtain reasonable ductility in coarse-grained molybdenum. Also, subsequent fabrication may reintroduce enough impurity to damage ductility greatly, unless extreme precautions are taken to protect the metal during working. The major impurities which embrittle molybdenum are oxygen, nitrogen and, to a lesser degree, carbon. It is reasonable to assume that the harmful effects of such impurities might be neutralized by small amounts of alloying additions. The desired alloying elements would be those which might fonn stable metal oxides or nitrides that would not be harmful to ductility, or thosewhich might increase the tolerance of molybdenum for oxygen and nitro-

MANY of the failures in vocational education are due to the fact that the educational methods were not designed to the capabilities, habits, and environments of those to be trained; rather they were based on the policy that education is education and lessons are lessons, whether for youngsters of fifteen or for men of forty. Vocational education among miners involves, first, a study of the men themselves, their habits, and the use of their leisure time; second, a study of the differences between the methods of teaching required for men and for children. Certain fundamental requirements of training methods for miners are reasonably universal and may be applied with success to any ordinary mining community. The rate of labor turnover is another consideration; it would be useless to design a four-year course for men who remain in one place only a few months.

(written discussion?).-This. discussion will add little that has not been brought out but will show how the problems encountered in the Corning Glass Works were overcome. The chief points of consideration in any equipment are, first, the work the equipment is called upon to do; second, the installation; and, third, the man who will use it. These three points should determine the type of apparatus adopted. If only rough measurements, merely a little better than the eye, are desired, the cost of the instruments should be considered; but if accurate temperature control is necessary, the cost of the equipment deserves only small consideration. There is no question that the real problem for any factory is the installation, making sure that the elements really give the temperatures desired; also, the instruments must be so designed that any man can use them.

INTEREST naturally attaches to fissuring and subsidence of the earth's surface, whatever the cause may be, and the induced movement and fissuring of the impervious strata overlying an oil sand is of even greater practical importance because of its bearing upon the recoverability of the portion of the oil not already extracted or extractable by ordinary production methods. It is probably true that significant ground movement induced by oil production occurs only in oil fields in relatively young formations, where the oil comes from incoherent or only slightly cemented sands and oil-soaked clays, but inasmuch as a great proportion of our "gusher" wells produce from "running" sands and yield a large part of the total oil output, it seems worth while to make an effort to inspire the collection and recording of data indicating the nature and magnitude of oil-field subsidence, both surface and subsurface.

The application and development of computer models for simulation of transient ground water inflow to underground mines can assist in mine planning and operation as well as environmental impact assessment. Applications include planning for water handling, treatment, and disposal operations based on predicted mine inflow rates, determination of mining impacts on ground water movement and potentiometric surfaces in neighboring aquifers, evaluation of methods for minimizing ground water inflow, and determination of ground water inflow quality. The potential ground water inflow components to a mine consist of direct inflow from an adjacent aquifer and infiltration through intervening geologic formations. The rates of inflow are controlled by the geologic conditions, the potentiometric surface of the aquifer, and the hydrogeologic characteristics of the water-bearing and confining formations. The capabilities and potential use of a computer model for simulation of mine inflow are illustrated through an example problem.

In 1936 the Ertsberg story began and its development is a classic example of the courage it takes to discover one mining prospect and bring it into production. Truly, the finding and working of this mine is a modern exception to the overwhelming odds every modern prospector must surmount to be successful. Today, it takes lots of time, plenty of money and the tenacity of a bulldog to whip the laws of nature. Ertsberg ("ore mountain" in Dutch) is literally an elliptically shaped plug of magnetite which erosion has exposed for 560 ft above ground level. The deposit has been likened to an ice cream cone with the outcrop the ice cream, which is above ground, and with the cone buried below the surface. Assaying about 2.5% Cu, the 33 million tons of ore also carry 0.025 oz Au and 0.265 oz Ag per ton.

Two unique processes of reclaiming zinc from various secondary materials were developed and have successfully been operated for years by Mitsui Mining and Smelting Co. These processes were established based on the characteristic and local energy conditions; i.e., (1) at Miike Smelter, located above the largest coal deposit in Japan, a combination of slag fuming and semi-blast furnace (MF)processes takes advantage of using coal and the carbon bearing briquette residue from the vertical retort plant as reducing agents, (2) on the other hand, at Kamioka Smelter, a direct reduction of zinc-bearing lead slag by using electric furnaces is of advantage in view of cheap electric power supply from our own hydraulic power plants. The existence of these coals was known years ago, but they were of no practical importance until within a few years, when the mineral wealth of that country began to be developed and railroads were built. As their qualities became better known, their adaptability to domestic manufacturing and metallurgical purposes was more appreciated. They are still much undervalued, although they are mined at some points on a very extensive scale. A large portion of this coal formation is of cretaceous age, while it appears to extend into the tertiary epoch; but whatever difference there may be in the ages of these coals of different localities, they all have some common characteristics which distinguish them from our Eastern stone coals of the

Computer analyses of the trafficability of copper mine tailings by four different commercially available BWEs were performed. A mathematical model incorporating the tailings' Coulomb strength parameters and the vehicles' geometry and operational characteristics was used to study the vehicle terrain interaction. The computer output provides the maximum tractive force (net drawbar pull) that each BWE can develop for given tailings conditions without bnngzng about a state of plastic failure in the tailings. Estimates of sinkage are also provided. The theoretical results for the BWEs and tailings studied compare favorably with the operating experience of similar BWEs used for remining gold tailings in South Africa. This lends some confidence to the validity of the mathematical model. The results of such analyses may be wed to evaluate, on a relative basis, which of a number of different machines would perform better than others under given conditions of a tailings deposit.

The coal procedures described in this paper address the problems building a body of coal data that is accurate, precise, readily available, and easy to manipulate. The system is a set of interactive computer procedures consisting of a) data gathering (core hole and geophysical logs, their location, elevation, etc.) and standardized computer printouts, b) the graphic outputs of coded logs (log strips-scale variable) wing on-line electrostatic plotter, c) determination of seam continuity via relative movements of the log strips on an interactive graphic display terminal, d) calculation of the seam parameters (minable seam thickness, volume of non-coal material in the seam, ash and sulfur content of the raw or prepared product, roof and floor characteristics and other attributes relevant to mining), e) posting of seam parameters wing on-line drum plotter controlled by a microprocessor on-line to the minicomputer (PDP- 11).

A laboratory investigation was carried out to study the influence of asphalt, bentonite, and corn starch binders on the pelletization kinetics of coal fines and on the quality of the resulting pellets. Pellet quality was evaluated in term of the compression strength, impact resistance (drop test), abrasion resistance, and resistance to severe weather conditions. The amount of binder addition did not significantly influence the pellet growth kinetics. However, the pellet quality varied markedly depending upon the type and the amount of binder wed. Experimental results are explained on the basis of the mechanism of interaction between the coal particles and the binders. Of the three binders tested, corn starch proved to be the best in all respects but for the resistance to water penetration. Finally, a combination of corn starch (imparting strength) and asphalt emulsion (imparting resistance to water penetration) was found to yield the best quality coal pellets.

All acid mine drain waters, regardless of source, share certain characteristics; but they do differ in exact chemical composition, degree of acidity, and total solids content. Any serious program to treat such waters must recognize these differences and apply to each specific case the technique which offers the best promise of each specific case the technique which offers the best promise of technical and economic success. The Pennsylvania Dept. of Mines and Mineral Industries has originated and funded studies of many different treatment means. Neutralization with lime is now being used on 200 different polluted streams in Pennsylvania, and multistage flash evaporation has been selected for a particularly large and troublesome outfall near Wilkes-Barre, Pa. A 5 x 106 gpd plant for this latter site is now being designed by Westinghouse Electric Corp. which developed a concentration process based on multistage flash evaporation as part of the State's research program.
