AMONG electrical manufacturers, interest in the outlook for copper supplies has not diminished despite signs of a healthier market following price decontrol. Reason: Electrical utility industry output is expected to grow at an average annual rate of 6 pct for the next 15 years. A more graphic description of the growth ahead is given in the Eighth Quarterly Report of the Director of Defense Mobilization as follows: "Power generating capability, which amounted to 63 million kw at the time of Korea, now stands at more than 81 million. The established goal for installed capability at the end of 1955 is 116 million kw. Orders already on the books of power equipment manufacturers, if fulfilled on schedule, will bring installed capability to over 123 million kw by the end of 1956-and more orders for equipment are yet to come." These statistics portend an impressive requirement for copper, not only for power plants and distribution lines themselves but for the multitude of industry and domestic end-uses.

The Stanrock mine of Stanrock Uranium Mines Ltd. is located on Quirke Lake in the Elliot Lake area of northern Ontario, about 25 miles north of Lake Huron. The property was developed and brought into production at a rate of 3000 tons of ore per day during the uranium boom of the mid-1950's. The mine workings are from 1200 to 2100 ft below sea level. Mining was done by the room-and-pillar method with 65 to 80% extraction. The plant is located at an elevation of 1400 ft above sea level. The orebodies are conglomeratic beds, 6 to 40 ft in thickness and dipping 5º to 40º. The ore is a quartz pebble conglomerate with a pyritized sericitic matrix. The ore minerals are brannerite, frequently intergrown with anatase or rutile, uraninite, and some monazite and minor coffinite and thucolite. Sulfides constitute 5 to 10% of the ore as pyrite with minor amounts of pyrrhotite, chalcopyrite and galena.

For many years the water pressure test has been used as a normal procedure to investigate the hydraulic characteristics of rock masses and discontinuities. Although the test has given evidence of problematic areas, the nature of flow and the so called equivalent permeability are seldom seriously affected by the testing tecnique. In order to improve the information on these points the Instituto de Pesquisas Tecnológicas de São Paulo - IPT, has developed an extensive program at laboratory and field research on the hydraulics at rock fractures. This paper summarizes the main items related to this research. Is shows that with only small improvements on field tests and some support of laboratory conductivity tests on natural rock joints it is possible to obtain a better understanding of the nature of flow in fractures, improve flow predictions and estimate the opening and hydraulic conductivity, as well as the transmissivity of natural joints or rock discontinuities.

The following resolution was then unanimously passed: WHEREAS, the integrity and life of this nation is dependent upon its ability to successfully defend itself against foreign aggression and attack, and WHEREAS, it is necessary that the nation he properly prepared to the end that our untrained patriotic volunteers he not uselessly slaughtered and our country disgraced and defeated, be it therefore RESOLVED: That the Board of Directors of the American Institute of Mining Engineers believe that compulsory universal military training should be at once instituted and that adequate, complete and immediate preparedness, should he provided. BE IT FURTHER RESOLVED: That, we believe that thorough and complete preparedness in the army, the navy and the industries of the country is vital; anything less is unsatisfactory and inefficient and may result in disaster to the nation.

During the past 20 years the Westinghouse Electric & Manufacturing Co. and the General Electric Co. have collected a valuable library of some 9000 volumes on electricity. The collection was intended especially for use in patent searches and is particularly rich in patent material. Files of all the principal patents relating to electric light acid power issued by America, England, France and Germany, are present, together with copies of the patents owned or controlled by the two companies. Another feature, and one of unusual value, is a series of volumes containing the records of the important adjudicated patent cases of these companies and their predecessors during the past 25 years, and forming a storehouse of electrical history. There are also files of about 100 electrical periodicals. It is a pleasure to announce that this collection has now been presented by the owners to the Engineering Societies Library. W. McA. JOHNSON.-My idea is simply that a very large excess of coal is ordinarily used as the reducing Material in a zinc charge.. By fine-grinding you increase the surface, and by adding some agent like sawdust or small pieces of wood, or cotton stalks, the charge is made porous., However, the fineness of the ore and of the coal makes the charge, a very poor conductor of heat, and therefore it has to be briquetted. 0. C. RALSTON, Niagara -Falls, N. I'.-The present large, tonnage of flotation concentrate handled by the zinc smelters is often a considerable embarrassment -to them. Nearly all of them complain of the great amount of flue-dust formed during the roasting of this material. Plans for the fall meeting of the AIME, to be held in conjunction with the Centennial of Engineering -marking the 100th anniversary of the Society of Civil Engineers-indicate that the Chicago gathering will be one of the most significant in Institute history. Headquarters for the six divisions represented will be the Palmer House. Twenty technical sessions will be held from September 3 to 6, with papers of industry-wide impact to be presented. The papers will follow the theme of the celebration-a century of engineering progress. The MBD will start the ball rolling with morning and afternoon sessions Thursday, September 4. A luncheon also will be held. MBD has scheduled morning and afternoon sessions for the following day as well. MGGD, Iron and Steel, and the Coal Div., will hold sessions Friday afternoon. The Industrial Minerals Div. plans an executive meeting, 5 pm, Friday. Geology Subdivision is slated for morning and afternoon sessions Saturday. The Coal Div. will meet again Saturday morning.

It is the author's opinion, based on many field experiences over several years, that it is usually better to design a rougher flotation circuit with long rows of rougher cells for high tonnage capacity for maximum recovery and better operating efficiency than the alternative of a greater number of shorter rows with proportionately less tonnage of feed per row. Recent plant studies and tests in the 12,000 ton per day flotation plant of the Atlas Consolidated Mining and Development Corp., Cebu, P. I., have given further substantial support to this opinion. There are two flotation sections in this concentrator: 1) Section 1, treating half the tonnage to the total mill, has eight rows of rougher cells, each row containing 360 cu ft of cell volume. Accordingly, each row of cells receives, on the average, 750 tons per 24 hours which assays about 0.65 to 0.75% copper. The main copper mineral is chalcopyrite with minor

FROM newspaper reports circulated in Indonesia, it seems quite obvious that many people, even the left-wingers, have serious doubts concerning the wisdom of the Indonesian Government in nationalizing the Bangka Island tin mines, formerly operated by the Dutch Billiton Co. Chief source of American dollars for Indonesia has been the 34,000 ton tin production of its mines. Right now, both left and right are concerned with whether the Government will be able to maintain and increase current production. The right wing Moslem party newspaper, Mimbar Indonesia, stated: "It will no longer be possible any more for radical labor leaders to find foreign scapegoats and tell the workers they are working only for foreign interests and foreign managements. It is up to labor now to increase its labors for the national good. It will be a new experience, and the problem is whether we are capable enough to manage these important mines."

FROM the initial Bunker Hill smelter operations in 1917, to March, 1930, only 50 per cent of the ore production of the Bunker Hill and Sullivan Mining and Concentrating Co. was handled at this plant. Since the date last mentioned, the total mine production has been received. The old lead refinery was equipped with four 105-ton drossing kettles, three 110-ton softening furnaces, four 105-ton desilverizing kettles, three 100-ton refining furnaces, one 150-ton round refined lead-storage furnace, one 75-ton residue furnace and one hand-operated casting wheel. This equipment, with the exception of the residue furnace, could not adequately handle the increased tonnage in addition to the regular supply of custom ore. It became necessary either to install additional furnaces and kettles or to rebuild the entire plant, installing equipment of greater capacity.. The latter course was chosen, partly because of lack of space for additional equipment but mainly because of the more economical operation of larger units.

Freezeproofing waste dump cars during winter months has long been of concern at Kennecott's Utah Copper Div. open pit property. Waste mining operations at Bingham Canyon use trains of seven 40-cu yd side-dump railroad cars with electric locomotives to service stripping shovels. Waste is transported an average of nearly 3 miles from the mine benches to dumping areas. During winter months, usually beginning in late October or early November, intermittent and continued periods of freezing together with varying amounts of snow cause waste material to freeze or stick to the sides and bottoms of the cars. Because of the physical layout of the pit, it is not feasible to freezeproof all waste trains at one or even a limited number of locations. A waste haulage line usually serves one or two mine benches, so that freezeproofing facilities must be maintained at many locations. For example, at the time of writing 27 salting stations were in use.

In a paper recently read before the Institute by Mr. W. A. Goodyear, a useful presentation was made of the subject of the production of' water-gas on a large scale, by the use of a regenerative form of apparatus. By way of supplement to that paper, a brief statement of the details of a plan which was carried out at the works of the Elgin National Watch Company at Elgin, Ill., may be of interest, 'although the ultimate result of the working of the producer was not successful or satisfactory. This company had decided to build a gas-works for the supply of illuminating gas to their factory, on a much larger scale than that of the petroleum-works which had very successfully supplied the smaller buildings for many years, and in March, 1882, the material for a gas-making cupola furnace was purchased.
