ASIDE from the John Fritz Medal, in which the Institute participates through its representation on the John Fritz Medal Board, the Institute itself has four awards it may make annually, as fol¬lows: the Robert W. Hunt Medal and Prize, the J. E. Johnson, Jr., Award, the James Douglas Medal, and the William Lawrence Saun¬ders Medal. ROBERT W. HUNT MEDAL AND PRIZE The partners of Robert W. Hunt established a fund which was presented to the Institute at a fitting ceremony on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules 1. The award shall consist of two prizes: first of a gold medal, second of a sum of money; a certificate to accompany each prize. The money prize shall not be awarded to a member over 40 years of age, but under unusual circum¬stances, both prizes may be allotted to one person provided that he is not over 40 years of age. In general it will be understood that the Committee shall award the money- prize to the younger men, rather than the medal.

The new, internationally-owned Savage River Mines iron ore mining, concentrating and pelletizing project, built and operated by Pickands Mather & Co. International, was dedicated March 6 at Port Latta, Tasmania, Australia. Construction of the $79 million project began in 1965 and involved an open pit mine and concentrating plant plus a complete town for about 350 employees at Savage River; a 53-mile pipeline to transport the concentrates; a pelletizing plant and shipping facilities at Port Latta, which is on Bass Strait separating Tasmania from the Australian mainland. The project has a rated capacity of 2.25 million Ltpy of high-grade magnetite pellets, which will be sold to five Japanese steel companies under 20-year contracts. The open pit mine is located in the central portion of the Savage River deposits. Mining equipment, capable of moving 10 million tpy of ore and overburden, consists of four 6-cu yd electric shovels and 12 50-ton trucks. The concentrating plant, with a design capacity of 5 million tpy of ore, will use magnetic separators to upgrade the ore, which averages 38% iron, to a concentrate averaging 67% iron.

THE ease and promptness with which the public as a whole becomes accustomed to and takes advantage of the work of the engineer, using the term in a broad sense, is almost startling. Surprise at, and fear of radical innovations in transportation and private service quickly give way to blasé indifference, followed instantly by all manner of criticism that these things are not better constructed and managed. Does the street car stop a few minutes on a switch?-summon the State Commission. Is the Overland Express fifteen minutes late on a three thousand mile run?-Congress is memorialized to make the great railroad companies attend to their business. Does central not respond instantly when we take down the telephone receiver?-anathema!! Do the electric lights go out for a minute or so?-the darkness is illuminated by caustic sarcasm and other kinds of spoken English consigning all engineering and engineers to perdition; everyone apparently forgetting how steep the hills were before the days of street cars, how far away San Francisco was before the days of the locomotive, the telegraph and telephone, and how difficult it must have been to study by the light of a tallow candle.

IF the ball mill is considered only from an energy standpoint, it can be thought of as a converter of kinetic energy into heat energy and surface energy. The law of the conservation of energy must apply to the ball mill as it does to any machine or process in nature. The heat energy output of the ball mill is apparent to any casual observer of the operating mill since the outflow pulp will be appreciably warmer than the inflow water and rock. The rock in the ball mill is crushed by shearing of its ionic bonding caused by some impact-induced stresses beyond the elastic limit. As the bonds holding the mineral crystal lattices together are ruptured, new surface area is created on each unit of which a definite number of unsaturated bonds exist. Such unsaturated energy of bonding may be termed the "surface energy," and is a potential energy figure. Processing nonmagnetic taconites by selective flocculation-desliming and flotation requires large volumes of water. If impounded without treatment the effluents from these processes require excessively large areas for containment. Experiments conducted in the Bureau of Mines 900-lb-per hr pilot plant at the Twin Cities Metallurgy Research Center indicates that approximately 85% of the water needed to process Michigan nonmagnetic taconite could be reclaimed from the process itself. Water was reclaimed by the controlled addition of lime, sodium carbonate, and synthetic flocculant. As a result, turbidities were reduced to ?1000 ppm equivalent SiO2, while a Ca ion content of ?16 ppm was maintained in the finished effluent. Good-quality flotation concentrates were obtained with reclaimed water and, by means of some indirect comparisons, it can be concluded that the reuse of the water permits a savings of almost 2.0 lb per ton of NaOH, and probably as much as 0.25 lb per ton of fatty acid for total savings of 7.8-10.3 cents per ton of feed. These savings are nearly offset by an estimated chemical cost of 9.3[c] per ton for water treatment.

Ocean miners seem prepared to commit upwards of $50 million, spread over the next 10 years, to develop a deep ocean capability. More and more large companies, Kennecott, Inco and Tenneco, to name a few, singly or through consortia, are spending money, often big money, to obtain a viable and profitable marine mining industry. Much of the current involvement of the mining industry in the oceans is concerned with either exploration for or engineering studies of manganese nodule deposits and most of it is considered highly proprietary. Thus, the scope of the total effort can only be surmised. The following provide a good indication as to the magnitude of the over-all effort: (1) Hughes Tool Co., Oil Tool Division, announced last March it has been performing engineering studies and ocean surveys (in collaboration with Global Marine, a subsidiary of Tenneco Oil) for the purpose of developing deep ocean mining equipment and techniques. As a result of these studies, Global Marine will build a 35,000-ton prototype deep sea mining ship for Hughes. The little village, from which this formation receives its name, is situated on a bluff of the Alabama River, 175 feet above water level. This bluff is a portion of high table land that begins in the western portion of Choctaw and extends through Clarke and Monroe counties. We find points on this ridge more than 100 feet higher than Tuscaloosa, and nearly as high as the Tennessee River at Tuscumbia. Through this the Alabama River cuts its way, exposing a beautiful cross-section of the strata, of which the accompanying sketch may give some idea. The fossils are found about 75 feet below the surface and 100 feet above the level of the river. There are seven distinct strata. 1. The lowest, extending from the water's edge up the bluff 80 feet, is a soft calcareous rock containing about 15 per cent. of carbonate of lime, with occasional specks of mica. In this a few Ostrea, Turritellæ, and Flustræ were found, but so friable as to fall to pieces when handled. 2. Next comes a stratum varying from 2 to 8 feet, consisting of

The descriptive term "rock mass" encompasses individual block dimensions ranging from centimeters to many tens of meters. Strength and deformability vary both qualitatively and quantitatively as a result of this size range. A key issue is therefore the appropriate size of the test sample. A large body of test data was reviewed to determine the influence of block size on the displacement required to mobilize peak strength. It is shown that the shear strength and shear stiffness reduce with increased block size due to reduced effective joint roughness, and due to reduced asperity strength. Both are a function of the delayed mobilization of roughness with increasing block size. A method of scaling shear strength and shear displacement from laboratory to in situ block sizes is suggested. It is based on the assumption that size effects disappear when the natural block size is exceeded. This simplification appears to be justified over a significant range of block sizes, but is invalidated when shearing along individual joints is replaced by rotational or kink-band deformation, as seen in more heavily jointed rock masses. Recent laboratory tests on model block assemblies illustrate some important effects of block size on deformability and Poisson's ratio.

A list of publications of the United States Bureau of Mines, complete from its establishment to the end of June, 1931, may be had upon request. In addition a monthly leaflet of new publications is issued and is sent to those on the mailing list of the Bureau. Publications are separated into three main divisions: 1. Sales Publications.-Those for which a charge is made. Any orders or remittances in payment for sales publications should be sent directly to the Superintendent of Documents, Government Printing Office, Washington, D. C., and not to the Bureau of Mines. Sales publications are classified into (1) Bulletins, (2) Technical Papers, (3) Economic Papers, (4) statistical reports of the mineral resources of the United States, (5) Monographs, (6) Handbooks, and (7) Schedules. Bulletins and Technical Papers present the results of scientific and technical investigations. Economic Papers are analytical studies of production statistics, sources, resources, .distribution, and industrial flow of mineral commodities. The Annual Report, entitled "Mineral Resources of the United States," includes chapters, published separately, on the production and consumption of metals and of nonmetallic minerals. The US minerals posture will be increasingly dominated by three interrelated factors. First, when viewed over the long range, the US supply situation can be expected to steadily deteriorate as demand increases. Domestic high-grade ores have been used up, and other nations compete with the US for world supplies. Second, as environmental awareness becomes more acute, an aroused citizenry is demanding that minerals industries conform their operations to rigorous new standards. Finally, the changing energy situation that confronts the US is forcing an appraisal of energy-use patterns on operations previously guided solely by economic principles and not by national priorities. While future US mineral production and consumption patterns are unclear at this time, it is certain that US demand for minerals will continue to outrun domestic supply. Thus, the US is faced with a challenge of producing more minerals and metals from lower grade resources. Meeting this challenge means a strengthening of US research and development efforts, coupled with their application in the remaining leadtimes available. Some specific examples of how the US Bureau of Mines (USBM) is assisting in the processing of low-grade resources follow.

The fundamentals of blasting involve both the properties of explosives and of the rock being blasted. Four of the most important explosive properties appear to be energy density, bulk density, rate of energy release and the pressure- time history of the gases produced. Important rock properties are density and porosity, strength, and energy absorption including the effective moduli of elasticity. Rock structure also has a marked effect on its properties: for example, joints, bedding, and fracture alteration. Several mechanisms enter into rock fragmentation by blasting. These include slabbing, radial fracturing, crushing and bursting by the gas bubble. All of these factors are closely related to properties of both explosives and rock. Slabbing depends upon the first generated stress wave, whose shape and magnitude are a result of the pressure generated by the explosive, its time history and the resultant response of the rock, including its ability to sustain the stress wave. Actual slabbing, in turn, is a function of the magnitude and shape of the pressure pulse and the tensile strength of rock. Further fragmentation depends to a great extent upon the amount of gas in the bubble and its energy and pressure.

Field studies were conducted over a longwall coal mining operation to investigate the feasibility of using microseismic techniques to detect and to locate any areas of instability in the vicinity of the longwall. An array of geophones buried at depths of 3 to 8 m from surface were positioned approximately 130 m above the active area of the longwall panel. A mobile microseismic monitoring facility amplified, filtered, and recorded the microseismic activity sensed by the geophones. Microseismic events were detected at depths of at least 130 m and at horizontal distances in excess of 250 m from the source. Most events, which resembled decaying sinusoidal transients, had frequencies of 10 to 100 Hz, and particle velocities of 1 to 8 pm/s. Source locations for the 150 largest events were computed using a least-square travel-time-difference method. Both isotropic and unique wave propagation velocity models were considered when evaluating the source locations. Most of the events were computed to be within ± 30 m vertically of the coal seam and ± 15 m horizontally of the longwall face, when the unique velocity model was employed.

Carlisle: This is April 19, 1961. My good friend Dave Irwin is sitting on the other side of the tape recorder. We are at Rose Dhu Island, Savannah, Ga. Now, let's begin with your first job, where and what was that? Irwin: I started out to Arizona, looking for a job and wound up in Morenci. The next morning I applied at the mine office and was put on as a sampler. I worked as a sampler and as an assistant to Frank Pelton, the geologist, for a year, after which I went back to New Haven to take my last year of postgraduate work. After getting my degree, I went back to the Southwest with W. Rowland Cox and Staff, supposedly as a geologist. Q: But that was not when he was with Spurr? Irwin: That was after he had left Spurr. Henry Smith was with the Spurr end of the outfit and I happened to drop into the W. Rowland Cox end. My first job with him was to do some work on a prospect above Metcalf, Ariz., and from there I would go out on short reconnaissance trips in Arizona, New Mexico and old Mexico.

During the past two years, Hecla Mining Co. has used shotcrete for ground support purposes with substantial cost savings. Hecla's experience indicates that shotcrete is an extremely effective ground support material which can be successfully employed in problem areas where various conventional systems would fail. To date, Hecla's use of shotcrete has been limited to openings where long-term high-quality support was required, to specific areas where exceptionally difficult ground conditions were encountered [ ] and, occasionally, to stope support. It is anticipated that when the necessary engineering and procurement of the components of an efficient materials handling system have been accomplished, shotcrete will be used on a routine basis in stoping and development situations. The real future of shotcrete is based, however, on the fact that this form of support offers greater opportunity for mechanization than rock bolt, timber or steel. Unlike all other support operations, which are cyclic, shotcrete is a continuous process, and therein lies its potential for incorporation into an efficient rapid excavation system. Hecla has obtained and operated both wet- and dry-process shotcrete application equipment. The operational characteristics of the two processes are presented and discussed below.

Members: A person to be eligible for election or transfer into the class of Member must be at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy, or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. Prospecting is certainly the world's biggest and best gambling business. It is a game where the chips cost many thousands and where many millions, even billions, can be won. An attractive feature of this gamble is the fact that the players are free to rig the odds as favorably as possible. Only the limited bounty of nature, the restrictions of the laws of the land, the competition from other players, the limited sagacity of the player himself- only these, and other factors, restrict the possibilities for large winnings. Today probably about half the land surface of the earth remains to be searched for signs of ore visible at the surface. It is fortunate that so much land still remains for exploration by relatively economical methods. Looking to the future, it is a good guess that the costs of finding ore will increase in response to increasing technical difficulties. To continue to achieve profits from prospecting, it will become necessary to analyze the business more skillfully, in a more and more sophisticated manner. Whenever feasible, qualitative concepts must be replaced by their quantitative equivalents, improvements, and extensions.

After months of negotiations, the U. S. has agreed to buy between 6000 and 7000 long tons of Bolivian tin now stockpiled at Peruvian and Chilean ports, at $1.175 per lb, f.o.b. South American Ports. Harry A. McDonald of the Reconstruction Finance Corp. signed the contract with Victor Andrade, Bolivian ambassador. The Mercantile Metals and Ore Corp., of New York City, acted as the agent of Bolivia's Banco Minero in negotiating the deal. The contract is a short term one. Throughout the talks, the U. S. refused to make a long term agreement because of the possibility that Bolivia will soon nationalize its mines. The Bolivians desired to sell the U. S. 18,000 tons during a one-year pact. The price agreed upon is roughly the same as with Malayan producers. In the meantime, American Smelting & Refining Co., signed over control of its operations to the Bolivian Government. The formal act of leasing the mines to the Bolivian Government follows the announcement last July by the company that it was closing operations because of high costs. Contract terms were not disclosed.

On Wednesday evening, Jan. 27, 1915, were held in the auditorium of the Engineering Societies Building the inaugural exercises of The Engineering Foundation, established by the United Engineering Society. The initial gift to the Foundation of $200,000, made by Ambrose Swasey, Past President of the American Society of Mechanical Engineers, was formally accepted at this time. So far as known this is the first instance of a foundation devoted to engineering purposes. This meeting con-stituted also an appropriate tribute to the generous gift made to the Foundation and gave opportunity for expression of the satisfaction and approval which are felt by engineers everywhere at the establishment of a means of promoting the good of mankind through the work of the engineer along the broadest lines. Gano Dunn, President of the United Engineering Society and Past President of the American Institute of Electrical Engineers, acted as presiding officer, and on the platform were seated representatives of the three societies constituting the United Engineering Society, and of the American Society of Civil Engineers. Members of the four societies and many other friends interested in the profession composed the audience.

Based on a simplified model for the motion of particulate materials in horizontal, rotating cylinders, approximate expressions have been derived relating the power consumption of a tumbling mill to its dimensions and speed of rotation and to the amount and nature of the charge. The basic assumptions underlying the model are that there is no slip between the charge and the mill shell, that the free surface of the charge remains essentially planar during rotation, and that there is no transfer of momentum from the material flowing down the free surface back to the mill shell. The relationships formulated from this model have been shown to be in excellent agreement with experimental results taken from the literature. While the requirements of the model are most clearly met at low speeds of rotation, the results appear to be valid even for speeds up to 70-80% of the critical speed. Poorer agreement between theory and experiment is found when the charge consists of relatively large particles (balls) and when the filling of the mill exceeds 50% of the available volume. Qualitative explanations of these deviations have been offered.
