Finite-element analysis of slopes and a field trial of a slope support system have shown that a considerable potential for excavation reduction exists if slopes are designed with variable slope angles with depth, and if artificial support systems are made an integral part of the slope design. A cost analysis has shown that the savings for a straight 500 ft. high slope with artificial support can amount up to $900 per foot of horizontal pit extension. Horizontal stresses and displacements can be overestimated by up to 100% by employing a two-dimensional finite-element analysis instead of a three-dimensional one. Stress magnitudes differ considerably when comparing results from slope models subjected to a gravity stress field with slope models subjected to high horizontal stresses. Because the latter case appears to be predominant for open pits, slope stability analyses have to be adjusted accordingly. A field trial measuring peak accelerations and displacements has shown that the use of pre- shearing for termination bench blasts, in cases of already heavily fractured ground, can be more detrimental than beneficial.

Mr. Eschholz discusses the particular case of large precipitators installed in connection with large metallurgical operations, and receiving their high-potential energy through the conversion of alternating current to direct current by means of the mechanical rectifier. He classifies these mechanical rectifier installations, according to source of power, as follows: System A.-Applications utilizing individual alternating-current generators, either single-phase or polyphase, installed exclusively for furnishing energy to one or more transformer-rectifier-precipitator units. System. B.-Applications having no special alternating-current generators, but utilizing the existing alternating-current industrial or lighting mains to supply the energy to one or more transformer-rectifier-precipitator units. System C.-Applications receiving their energy from high-tension power circuits supplied directly to potential regulator-rectifier-precipitator units. I do not intend here to enter upon a detailed technical discussion of the foregoing classes, which would really interest only the manufacturers of electrical apparatus and the electrical engineers. Highland, granted a leave of absence for health reasons. Mr. Carson, a graduate engineer of Michigan College of Mining & Technology, has been a member of the company's Huntington sales force since 1939, the past two years as assistant district manager. James Parnell Caulfield, former general manager of the Utah Copper Div. of Kennecott Copper Corp., has been appointed assistant general manager of Kennecott's Western Mining Div. L. F. Pett, general supervisor of operations of the Utah Copper Div., was named Mr. Caulfield's successor as general manager. William D. Charles, on completion of his graduate studies at the Massachusetts Institute of Technology, accepted the position of mineral engineer with American Cyanamid Co.

Recent start-up of the Pinto Valley mine and mill is expected to add to domestic copper mine capacity by some 62,500 tpy. Owned and operated by Cities Service Co.'s Miami Operations, the complex lies approximately 5% miles west of Miami, Ariz. The estimated $100- million project, the largest single construction project ever undertaken by Cities Service, includes the Pinto Valley open pit mine, a 40,000-tpd concentrator, and a 10-mile slurry pipeline that will transport a 28% copper concentrate slurry to a new filter plant located in Miami. Concentrate will be treated nearby at Inspiration Consolidated Copper Co.'s new smelter complex. The current pit design contains reserves of approximately 350 million tons of ore averaging 0.44% Cu. Based on an initial production target of 40,000 tpd ore and 60,000 tpd waste, mine life is estimated at 24 years. The current stripping ratio is 1.5: 1, requiring the ultimate removal of more than 500 million tons of waste and leach-grade material.

The equilibria at 1 atm total pressure and 600° to 1300°C (1112° to 2372°F) between gas mixtures with various partial pressures of the reactive constituents (principally sulfur dioxide, carbon dioxide, water vapor, oxygen or carbon monoxide, and hydrogen) and coexisting solid phases (groups variously including calcium oxide, calcium carbonate, calcium sulfide, calcium sulfate, iron, ferrous sulfide, and the iron oxides) are examined. Tables and charts show the combinations of temperature, oxygen activity, and carbon dioxide partial pressure under which the various groups of the solid phases coexist and the corresponding sulfur dioxide pressures. In the presence of calcium sulfide, calcium sulfate, and calcium oxide, the partial pressure of sulfur dioxide has a peak value at each temperature which increases from 101 atm at about 800°C (1472°F) to 1 atm at about 1200°C (2192°F). With water vapor present, hydrogen sulfide may predominate among gaseous sulfur compounds, particularly at low temperatures and oxygen activities; under all other circumstances considered, sulfur dioxide is the dominant gaseous sulfur-bearing species.

THE conventional short-time tensile test provides a reliable means of predicting the sustained load-carrying capacity of steels only when the temperature is such that continuous plastic flow does not occur. At elevated temperatures, stresses considerably less than the short-time rupture value may produce continuous flow, with fracture occurring only after long periods of time. The amount of flow or creep accompany-ing failure varies for different steels, and depends, to a large extent, on the temperature and the duration of the test. Service records of cracking stills, steam superheaters and high-temperature boilers have shown that brittle fractures sometimes occur with little or no warning. In installa-tions of this type, localized stresses are often encountered, and steels must be capable of withstanding a certain amount of deformation without fracture. The sustained-load rupture test determines the expected life and corresponding ductility of steels at various stresses and tempera-tures. It also yields additional information regarding the effect of micro-structure and metallurgical stability on the high-temperature properties.

CUBA fancies herself the "pearl of the Antilles" and, by many, Jamaica is called "blessed." But far to the southward lies what is seemingly the Caribbean's most glittering jewel, the sparsely-settled, Spanish-speaking United States of Venezuela, indeed blessed by nature to a lavish degree. Not a large country, Venezuela is leaping from the donkey to the airplane under the impact of its natural wonders. Angel Falls, dwarfing Niagara and seldom seen by man, is hidden in the cold, primitive and unexplored Guiana highlands along the southeast border. A few hundred miles northwest are the low and torrid coastal plains from which gush unlimited black-gold streams of oil. About midway are the Llanos-low-lying, savanna-type grasslands, beneath which large deposits of bauxite are as yet barely touched by the explorer's diamond drill. And jutting starkly upward 2000 ft from a surrounding expanse of savanna is a small mountain (see front cover), 11 miles long and 1 mile wide. It is, or was, La Parida.

Recently Chang determined heat content values of tantalum monocarbide and tungsten monocarbide from 325" to985°Kand 326" to 912"K, respectively, and, using other published data, made certain solid-state calculations for these two compounds. Chang expressed his Cp values in units of cal per "g-atom alloy" OK. We consider this poor usage since l) tantalum monocarbide and tungsten monocarbide are not alloys, and 2) an atom of an alloy does not exist. However, one may convert his values to units of cal per mole OK by merely doubling them. For TaC he calculated a Nernst-Lindemann parameter of 9.07 x lo-' "g-atom per cal". We have refined the calculation of this parameter and have arrived at a much lower value. Rather than approximating the true coefficient of volume expansion, a,, as three times the true coefficient of linear expansion, a, we calculated u, from the TaCo.99, lattice expansion data of Fries and Wahman.38 At 25°C a, = 14.3 x 10s per OC. The molar volume was calculated to be 13.32 cu cm per mole at 25°C. From the lattice compression data of Champion and Drickamer~' for "TaC,.,," we determined the room-temperature compressibility to be 3.5 x 10-l3 sq cm per dyne by plotting l/Vo (aV/ap) vs applied pressure. (Since the lowest pressure at which Champion and Drickamer reported a relative volume was 20 kbars, one may calculate an approximate compressibility only. Chang calculated a compressibility of 3.175 x 10-l3 sq cm per dyne from the same data.) We also used twice Chang's value of Cp = 4.38 cal per "g-atom alloy" OK for the molar heat capacity at 25°C. From these four values we calculated a Nernst-Lindemann parameter of 5.8 x 10-l4 mole per erg or 2.4 x lo- ' mole per cal, and a Cdil value of 2.3 x 10' ergs per mole OK. In the case of tungsten monocarbide no isothermal compressibility has been reported; however, one may calculate an approximate Nernst-Lindemann parameter by using the adiabatic compressibility reported by Brown, Armstrong, and Kempter." Using the WC lattice expansion data of Mauer and Bolz~l we calculated a, to be 12., x l0-' per OC. The molar volume was calculated to be 12.5 cu cm per mole. We used twice Chang's value of Cp = 4.18 cal per "g-atom alloy" OK for the molar heat capacity at 25°C. From these four values we calculated an approximate Nernst-Lindemann parameter of 2 x lo-' mole per cal, which is much

INTRODUCTION Project financing has been defined by various authors in this book. It is founded on reliance upon the project's own future cash flows and secondarily on the collateral value of the asset base developed. It is chiefly provided by the banking community who, after an assessment of the risks involved (See Chapter 9) analyse the company's presentation (See Chapter 10) in order to structure a financing package often at a leverage of up to 80% debt. This paper describes the various support and structuring techniques used to delimit and abate the risk components perceived from the banks' experience on project development especially for the period before cash flow is generated (pre completion). ADVANTAGES The advantages of project financing extend beyond the offloading of risks to banks. Among the advantages are the following: 1. Longer loan maturity than conventional, unsecured financing; 2. Loan disbursement and repayment tailored to specific mine; 3. Ability of a joint venture without a "track record" to raise financing; 4. Obtain financing where further direct borrowing (corporate credit) limited by existing indentures; 5. Possibility of arranging finance off-balance sheets; 6. Leverage return on equity; 7. Obtain tax savings with certain project financing structures; and 8. Obtain flexible loan repayment conditions. It can also be said that from the point of view of the company, project financing has certain disadvantages which can be summarised as follows: 1. Perceived higher cost (risk premium) compared with straight corporate credit; 2. More documentation; and 3. Need to negotiate risk-sharing aspects. The main attraction of project financing is the ability to pass certain risks on to the lenders within a flexibly funded transaction. (For a more detailed description of the specific risks see the author's paper at the beginning of Chapter 9. The same risk system is followed here.) The typical project financing has corporate support prior to completion and will usually carefully control the resultant cashflow after completion to ensure the bank does not unnecessarily assume further risks of an equity nature. WITHIN THE COMPANY'S CONTROL Operating Risk This is broken into three interrelated segments for ease of description. Technical Component: This must be specifically addressed if new technology or unproven adaptations are to be used. The banks will have scrutinized the sampling and bulk testing work, perhaps grilling the geological, mineral processing, metallurgical, and mining engineering staff or consultants directly. A number of supports are available such as: TECHNOLOGY GUARANTEE: Either the company itself or the process developer will guarantee that the technology will work for a period of, say, six months to two years after startup. If not, then financial penalties will apply although these are rarely sufficient to repay the loan. Many process developers are weak financially and may have little substance to back such a guarantee.

Fire-brick hot-blast stoves have been the subject of frequent discussions at the meetings of the Institute; and although it is my object to elucidate some of the points in connection with this subject, I will not go into the specific features of all types, but more especially call attention to a new type recently designed by Mr. Fred. W. Gordon. As the economical production of a ton of pig-iron is a more essential feature than a large output, much depends, where fuel cannot be obtained cheaply, upon suitable apparatus whereby high temperatures can be maintained. Where iron-pipe stoves have been employed, the fuel-consumption reached one and a half pounds of fuel, and, when a larger output was desired, often two pounds, to the pound of iron produced. The temperature attained rarely exceeded 900' F., and that at the expense of frequent renewals of the pipes, which was not inconsiderable. The fire-brick hot-blast stoves of the past five or six years have clearly demonstrated their superiority over the old system. Of the accompanying drawings, Fig. 3 illustrates a four-pass regen-

THE mine here described is in the Witbank district, a coal area of the Transvaal, about 100 miles north- east of Johannesburg. and is owned by the Witbank Colliery, Ltd. The plant has a capacity of 4000 tons per eight hours, and prepares five sizes of coal. The coal seam lies at a depth of about 200 ft. below the surface, and is reached by an inclined shaft sunk at an angle of 18° with the horizontal. Although the thickness of the coal seam varies from 10 to 14 ft. or more, only about a 7-ft. bench is mined. Mining is by the hord and pillar system. Bords are driven 18 ft. wide, with pillars measuring 18 ft. square. The mine is laid out into four sections, each sewed by a main haulage way from the shaft. Arc-wall machines are used for cutting the coal. but all loading is done by hand. Native labor is employed under the supervision of white miners, who do the required blasting. The workings are practically free from gas and water, and very little timber is needed.

D EC. 20-The spirit of Christmas and good will toward men has managed a few brief appearances on the front pages, welcome relief from man's usual ill-will toward man. A couple politicos did their best to brighten the scene by well-publicized romances. There was a general exodus to Florida to patch up nervous systems, and even the UNO quieted down as Mr. Vyshinsky departed for home via Eastern Germany. Before going he opened up a preliminary bombardment for the worldwide "communist peace offensive," and it is now the duty of the 600 million (according to the Cominform) ideological converts to press home the attack. In Washington, Mr. Lilienthal resigned as Chairman of the Atomic Energy Commission and demonstrated again the difficulty of government to retain the services of capable men. The President has yet to appoint another victim- possibly someone nicely noncontroversial and timid. So might the critics be appeased, but it would bode ill for the rapid exploitation of peaceful uses of atomic energy, the relaxation of excessive secrecy, wider sharing of developmental work with friendly nations and possible revision of the Acheson-Lilienthal proposals for inter- national control of the atomic bomb.

ELECTRIC power requirements for Climax are similar to those of most metal mines, except that large blocks of power are used underground and there are a number of other unusual applications. Power is furnished to the Company by the Public Service Co. of Colorado over two 100,000-volt lines to a bank of three 3333-kva. transformers 100/13.8 kv. These transformers are designed so that with the addition of forced cooling their capacity may be increased a third at 12,000-ft. altitude. On the secondary side of this bank is a 15-kv., 1200-amp. oil circuit breaker provided with automatic reclosing relays allowing three successive short circuits before lockout. From this breaker 13.8-kv. power is transmitted to a central switching station where all circuits radiate to the different operations of the property. Each circuit is protected by a 23-kv., 600-amp. oil circuit breaker with by-pass and isolating disconnecting switches. WHEN the need for war work was ended, the late Mrs. Sidney J. Jennings felt that the members of the Woman's Auxiliary, who had worked together so successfully, would profit by having a common permanent aim through scholarship work, financed by annual contributions from the Sections. Under her leadership the Sections responded generously and the educational fund was started. Mrs. Jennings became the first chairman of the executive committee and so remained until her death. It was planned to begin with an award of $500 each year, and to pot aside 25 per cent of all moneys re¬ceived from the Sections to establish an endowed fund. In 1921 the first scholarship of a value of $500 per annum was granted, and an award of the same value has been made regularly every year since. It is called the Subscription Scholarship. The 25 per cent, which is set aside each year and carefully invested, is called the Engineering Education Endowment Fund. Three years ago this fund began to yield around $300 annually and this income has been used each year since to finance a scholarship under that name.

WHILE surveying in a small Western mine, the following problem was encountered: Two traverses had to be connected by running a traverse line down the main hoisting shaft, which was the only connection between the two levels. The shaft was inclined at about 80 deg. from the horizontal and measured 8 by 10 ft. The distance between levels was about 110 ft., measured on one side of the shaft. The surveying equipment consisted of a transit, tripod, level rod, 100-ft. chain, and plumb bobs. There were no side or top the- scope attachments with which to take large, vertical angles. Therefore, we were confronted with the problem of taking readings between two points, one of which could not be seen through the instrument when set up under the other point, owing to the obstruction of the horizontal plate, and of measuring the distance between these points with a chain that was too short. The method of a line of plumb bobs down the shaft was impractical because a setup would be needed part way down the shaft, which would call a halt to all hoisting operations for some time. After considerable experimentation the following method was used.

Pulverized Fuel Combustion The apparatus shown in the illustration is a complete equipment f r supplying coal to boiler and metallurgical furnaces, cement and lime kilns, dryers, and to all furnaces requiring a temperature and quality of fame under prompt and easy control. It is claimed that the Aero Pulverizer makes practicable the highest efficiency obtainable from burning coal. It makes coal burn like a gas, a flame, the physical and chemical character of which is regulable- a flame that may be elongated or shortened, thus placing the zone of highest temperature where needed- a flame that may be made oxidizing, reducing, or neutral, as occasion may require. The coal is burned as pulverized, and there is no storage of the powder with its attendant hazard. Artificial drying before pulverizing is not necessary if the coal supply be sheltered from rain and snow. Where the Aero is used, it is wholly a furnace question whether a dryer should be installed; it is not at all a pulverizing or storage question. Labor is reduced to a minimum. Slack coal at low cost yields its last B.T.U.

There are well recognized procedures for determining the various tensile, fatigue, and other mechanical properties of the common structural materials. This makes it possible for engineers to design structures of various materials which have adequate initial strength to stand the stresses to which they are subjected in service. There is also considerable general information about protective measures suitable for protecting the usual structural materials from the effects of ordinary environments. However, often insufficient quantitative information is available on the combined effects of stress and corrosion to permit the designer satisfactorily to appraise the structure from the stress-corrosion standpoint. This situation is further complicated by the fact that the stresses causing stress¬corrosion failures are usually not the design stresses but rather the residual forming and assembly stresses which are generally of unknown magnitudes. Thus, tests which will rapidly evaluate the susceptibility of materials to stress-cor¬rosion failures are extremely useful. Of particular value are tests which can be applied to built-up structures as well as to simple specimens, since, as mentioned above, residual stresses often are caused by fabricating procedures and assembly operations. The phase boundaries of "TiNi" have been accurately determined by high-tewperature X-ray diffraction and metallo-graphic techniques. The phase (centered at 51 pct Ni) has a restricted range of homogeneity at 500°C, and a much greater range at 800°C. "TiNi" in all alloys containing less than 51 pct Ni decomposes rapidly and reversibly at 36°C to form a previously unreported phase. ThE region of the titanium nickel system corresponding to the phase "TiNi" has been the subject of several investigations.1,2,4-7 Laves and wallbaum1 reported "TiNi" as a body-centered cubic (a2) Phase, and Duwez and Taylor2 determined its para- meter to be 2.986. Duwez and Taylor also reported that "TiNi" decomposed into "Ti2Ni" and "TiNi3" on prolonged heating at 650" and 800°C, which led McQuillan3 to suggest a sluggish eutectoid reaction between "TiNis" and "Ti2Ni". Margolin, Ence, and Nielsen,' working with higher purity alloys, found no evidence of this decomposition. They showed the "TiNi" phase region extending from 49 to 54 pct*

The National Labor Board, on June 25, ended its activities preparatory to final, dissolution by the President. No new cases will be heard nor new applications received. Controversies, jointly submitted, that could not be concluded prior to June 30, were assigned to the joint chairmen or a section of the board for disposition. The conclusion of the board's activities marks the passing of. one of the governmental agencies created during the war to further production of war materials. The board was organized under a Presidential proclamation with former President Taft and Frank P. Walsh of Kansas City as joint Chairmen, and with five members representing labor, five employers' representatives, and two members acting for the public. Mr. Walsh resigned soon after the signing of the armistice and was succeeded by Basil M. Manly of Washington. During the year that ended May 31, the hoard received 1245 cases, made awards in 462 cases, dismissed 391 for various cases, referred 315 to specified agencies, and suspended one case. Fifty-three cases remained on the docket because the hoard could not agree, and 23 cases were pending.

ONE of the perplexing problems that face the translator of an old technical treatise is the question of terms for units of weight and measure. We have used an English word only when it is linguistically equivalent to the Italian one and is a unit of approximately the same size. Libbra and oncia thus become pound and ounce, for the actual weights were within 10 per cent of the modem Troy weights. On, the other hand, the length measures braccio, palmo, and dito, which could be rendered literally as arm, palm, and finger or digit, respectively, have no good English metrological equivalents and it has seemed best to retain the Italian words. The exact transfer of Biringuccio's weights and measures into modern terms is impossible because of the uncertainty as to his standards. Even as late as 1803, when the metric system was first introduced into Italy, practically every city had its own standards. There were, for example, at least eight different palmi, varying from 22.3 to 29.2 centimeters. The values listed below for the various units mentioned by Biringuccio are the Florentine ones, which were also used in Siena and Tuscany: [ ]
