HAVE given considerable thought during the past year to the subject of licensing of engineers and par-ticularly to the position which the mining engineer should take on this question. I have found, however, that it is not a subject which yields much result for the thought expended on it. So far as any published record will show, mining engineers have been either ignorant of the extent to which the movement for the licensing of engineers has progressed or else indifferent to it. It is true that the Mining and Metallurgical Society of America, by a questionnaire sent out to its member-ship, did a great deal in calling this matter to the atten-tion of the mining profession, and so far as I know, the report of its committee, which analyzed the replies received, is the only published statement of the feelings and opinions of our branch of the engineering profes-sion. It is to be hoped that the conclusions shown by that report, namely, that mining engineers are almost unanimously opposed to the principle of licensing and consequently any legislation dealing with it, has received serious thought and that we are ready for an even more thorough consideration of the subject.

THE idea of bonding two dissimilar ferrous metals, and making use of both, is an old one. Tips have been brazed onto tool shanks for many years. The bonding of larger pieces to form whole bars and sheets has also been accomplished, but has received little attention in the technical literature, although a number of patents have been issued covering various methods for its accomplishment. There are three main motives behind the manufacture of composite steels. One is that the physical properties of one steel may supplement those of another; a useful, but at the same time, hard, brittle steel may be backed by a soft ductile one, or a stainless steel may be backed by a steel possessing greater strength. Another motive is direct lowering of cost; an expensive steel may be backed by a less expensive one, bringing down the cost of the piece as a whole. The third motive is an indirect lowering of cost, as when a useful steel is backed by a steel that is easier to machine, so that machining cost on a finished product is lowered considerably. Often more than one of these motives lead to a decision to use a com-posite steel.

Twelve Directors, the Secretary, and ten guests were present. It was unanimously resolved that the sense of this body is that the name of the Institute should be changed to American Institute of Mining and Metallurgical Engineers. Messrs. J. W. Richards and Bradley Stoughton were appointed a committee to formulate the necessary steps for bringing the matter to a vote. The committee in charge of the New York meeting, with Allen Rogers, Chairman, was appointed. The rules of the American Engineering Standards Committee were approved. The Bulletin was presented to the Springfield Arsenal. The sum of $250 was appropriated to the Southern California Section. The By-laws were changed to increase the Secretary's cash from $500 to $1000. The report of the Treasurer was accepted. Sixty-eight members, thirteen associates, and forty-eight junior associates were elected. Four members were reinstated. The resignations of seven members were accepted. Thirteen members on active duty at the front had their dues remitted. Upon the recommendation of the Finance Committee, it was resolved that the clues of any members who have attained the age of seventy (70) years and have been members for a continuous period of at least thirty (30) years shall be remitted.

Its success during the past year has been noteworthy. Through its instrumentality many valuable papers were presented at the Cleveland and New York meetings, followed by animated and productive discussions, while the attendance of iron and steel men at both meetings was remarkably large and representative.

The San Carlos lead deposit in northeast Chihuahua yielded approximately one million tons of galena ore from a blanket-like deposit. Countryrock, composed of Cretaceous limestones and calcareous shales as old as late Albian-early Aptian, and an underlying undated quartzite series, has been warped into a northwest trending anticline and has been invaded by a light-colored holocrystalline igneous rock. Magnetite and contact metamorphic minerals heterogeneously mixed with variable amounts of pyrite, sphalerite and galena, are concentrated along the anticlinal axis where they replaced magnesia-rich argillaceous sediments above the quartzite contact. Magnetite and associated silicates were deposited under near-contact conditions. Following a period of post-magnetite shattering, pyrite, sphalerite and galena were introduced at lower temperatures. Galena and associated dolomite or magnesite, the final phase of mineralization, are concentrated at the top of the deposit near the anticlinal crest and extend upward into isoclinally folded dolomitic argillites. INTRODUCTION AND ACKNOWLEDGEMENTS The stoped outlines of the San Carlos Mine are a pattern for a stratiform blanket-like deposit. The eighth meeting of the St. Louis Section was held at the Mercantile Club on Apr. 15, 1918. ,, The meeting was preceded by a dinner, at which 51 members and guests were present, and at which T. T. Brewster presided. Bradley Stoughton, Secretary of the Institute, and Major J. R. Fordyce were the guests of the Section. A number' of the Joplin members were obliged to leave before the close of the dinner, in order to make train connections. The Vice, chairman, therefore, called on Victor Rakowsky, who brought a message of greeting from the Southwest district. At the close of the dinner, the Vice-chairman, T. T. Brewster, introduced Bradley Stoughton, who talked on various subjects of interest to members of the Institute, especially the affiliation of local sections with those of other national engineering societies. The minutes of previous meetings were read and approved-and-the Treasurer presented a financial report covering the previous year.

Ashbel Welch, Lambertville, N. J.: Dr. Dudley has given the wear of steel rails under four different conditions. He arrives at the conclusion that the softer rails, or those that from their composition ought to be softer, wear better than the harder. But there is another condition which has an important bearing on the subject, and should not be overlooked,—the weight on a wheel. With the lighter weights of the past, the softer rails may have worn best; with the heavier weights of the future, the harder may wear best. Weights will probably be increased up to the capacity of steel to bear; then doubtless the harder steel will wear best. A leaden rail with ten pounds on a wheel might carry millions of tons, but with one hundred pounds on a wheel, it would be destfoyed by a few thousand tons. So in the days of iron rails, my experience was that the softer rails under light machinery stood better than some of the harder; but under heavy machinery the softer were much the most rapidly destroyed. The banquet Wednesday evening was attended by about 700. The list of speakers was unusually brilliant and each one proved to be so interesting that it was nearly midnight before the dancing began. Capt. Robert W. Hunt was toastmaster. Captain Hunt is about to celebrate his eighty-first birthday but is blest with unusual vigor and it was a great pleasure to all his friends to honor him at this time. His selection is toastmaster was a happy one. The guest of the evening, if among so many stars one could be selected from the rest, was Charles M. Schwab, who said nothing but the urgent telegram from his dear old friend, Captain Hunt, could have drawn him away from his seclusion on his Pennsylvania farm to attend the meeting in Chicago. Mr. Schwab's address was, as usual, scintillating with wit and humor; and while lie did not directly or indirectly allude to the steel strike lie did at the end of his talk discuss serious things and gave it as his opinion that any effort to legislate or control the high cost of living would be futile until this country got down to a basis of an honest day's work for an honest day's wage.

THE Eötvös torsion balance permits the measurement of certain second derivatives of the gravity-potential, which are known as the gradients of gravity and the curvature values for an, equipotential plane of gravity. These quantities are influenced on level ground by the configuration of the masses underneath. Hence, the torsion balance has gained great importance for the location of geological structures and thus indirectly for the discovery of oil and other mineral deposits. If the ground is not level, however, the measurements become more difficult, because the superficial mass-irregularities also produce more or less considerable disturbances. It is necessary, therefore, to determine the shape of the surrounding topography by leveling as well as by consulting topographic maps and to compute its influence upon the torsion balance. The correction thus determined is called, in general, the topographic correction; it is composed of two constituents, the terrain correction and the cartographic correction. The terrain correction would be that part of the topographic correction as derived from the direct leveling of the area surrounding the station, whereas the data for the computation of the cartographic correction are obtained from a topographic map, usually beginning with a radius of 100 meters, as under most circumstances it is difficult to level along a larger concentric circle about the station.

In this paper the authors present the background information to preheating and its development and describe the facilities available at the British Carbonization Research Association. The results obtained at BCRA including those collected during commissioning of the new plant at BCRA are summarized and reference is made to the research work planned for the next stage. The enlarged test-plant facilities at the British Carbonization Research Association embrace both 10-t (4.2 m high) and 17-t (6.5 m high) test ovens and two types of preheater, the preheated coal being charged by either gravity or pipeline. During the commissioning of the new equipment, an extensive programme on preheating was initiated and the paper includes the results obtained so far. These cover tests on wet and preheated coals and commercial blends, the use of Rosin- and Cerchar-type preheaters and charging by both gravity and pipeline systems to the 10-t and 17-t ovens. Accordingly, for the first time a direct comparison is possible of both the performances of the plants and the qualities of the respective products. The paper also outlines the findings from a study of the carryover of solids during the charging of preheated coal and of the treatment of those solids.

Of the potential applications of nuclear explosives to mining, excavation is perhaps the most obvious and the best understood, and probably the most practical for use in the near future. Large quantities of rock and earth can be moved by proper emplacement of nuclear explosives, but economic and practical relationship must be determined between the known capabilities of nuclear explosives and the required excavating to remove overburden. On an energy yield basis, even the cheapest of the present commercial explosives cost more than the most expensive nuclear explosive. Comparing the energy yield of a megaton thermonuclear device with the yield of TNT shows that one energy yield per dollar is 400 times greater for the thermonuclear device. However, small-yield nuclear devices (a few 10's of kilotons yield) are less efficient blasting materials than chemical explosives, with the result that the heat of explosion is utilized less effectively. While only 1 lb of conventional explosive is required to excavate 1 cu yd of rock, or about 2 million cu yd per kiloton, nuclear devices excavate from 100,000 to 300,000 cu yd per kiloton. This changes the economic situation, and it is thus apparent that nuclear explosives are cheaper only for the large explosions.

Let us start back as far as possible, to the beginnings of this universe, some 5 billion or more years ago. This is a time interval that can be crudely underestimated by the moon-earth tidal friction effects that have increased the length of the day by about 1/1000 second per century-from a 5 to 7 hour day to its present 24-and have moved the moon away at 5 inches per year to its present 240,000 miles. The oldest stony meteorites from interplanetary space give an age dating of some 4.6 billion years, approximating the time of formation of our earth. Further, certain stars pulsate, the period of pulsation being related to their absolute brightness. Measuring apparent brightness and comparing, gives the distance away. Thus Hubble and Shapley of Harvard, from 1925 on, were able to show that the universe reached as far as our telescopes could scan. The Doppler shift of the hydrogen red lines could only mean that the nebulae, or galaxies, were moving away at velocities increasing with their distances, by 180 km/ sec velocity increase for every million light year's distance. In short, the universe is expanding like an exploded bomb.
