Josephtown Smelter employs the St. Joe-developed electrothermic process for producing zinc metal and zinc oxide. The process uses resistance-type electric furnaces. Flow of current through the sintered ore and coke charge develops the energy required for smelting at the reaction sites. To produce zinc metal, the furnace off-Gases bubble through a large "U"-tube filled with molten zinc which condenses the zinc to liquid; the metal is then mechanically cast into slabs. To produce zinc oxide, the furnace vapors burn in air and the resultant powders are collected. The smelter comprises three distinct circuits. One circuit produces American Process zinc oxide and high grade metal; another circuit produces tailor-made alloys of controlled lead and cadmium content; the third circuit produces prime western zinc metal and feedstock which is refined into special High grade metal and French Process zinc oxide. The roasting circuit utilizes multiple-hearth furnaces for deleading the zinc concentrates; fluid bed and suspension roasters are employed for desulfurization. Sintering produces a hard, porous furnace feed. The flexible smelting process is adaptable to consuming various kinds of secondary material. Extensive residue treatment accomplishes high overall zinc recovery. Smelter by-products include sulfuric acid, cadmium, and mercury.

IT is, of course, expected that manufacture of the various metal powders should involve numerous methods adapted to the specific characteristics of the metals themselves. Several methods for powdering a particular metal may be available, but the physical characteristics of the powder as produced by the several methods may be quite different. In the final analysis, the application of the metal powder dictates the physical properties that the metal powder must possess, and this, to a very large extent, will determine which of several possible methods of manufacture is adopted. Sometimes powder of the same metal is produced by more than one method, each powder having specific characteristics that make it particularly suitable for its application. For purposes of classification, the various methods of powdering metals can be grouped as follows: 1. Machining. 2. Milling (by ball mills, stamps, attrition mills, etc.). 3. Shotting (pouring molten metal into water, air, etc.). 4. Granulation (by stirring molten metal while solidifying). 5. Atomizing (disintegrating by steam, compressed air, etc.). 6. Condensation of metal vapor. 7. Reduction of oxide powders. 8. Chemical precipitation. 9. Electrolytic deposition. 10. Sintering (for producing alloy powders). 11. Formation of an alloy followed by dissolving or otherwise remov-ing one of the alloying constituents.

Large, high, open stopes resulting from vertical crater retreat (VCR) and similar methods are usually filled with sand tailings to support the stope walls and make it possible to mine the pillars. The hydrostatic head resulting from these high stope fills demands extremely heavy bulkheads in the crosscuts to withstand the pres- sure. Occasionally, these bulkheads fail because there are no drains or the installed drains are inadequate. Costly flooding of the mine and loss of life result from these failures. With proper design of blanket drains and filters, the fill can be made failure-proof, requiring only a minimum bulkhead, designed specifically for zero water retention. The effectiveness of the blanket drains can be increased by laying perforated pipes on the bottom of the crosscut within the blanket drain. These drains can have a safety factor of 10 with minimal expense. When the water is properly drained, the hydrostatic pressure on the bulkhead is reduced to zero, leaving only the lateral pressure of the sand. This lateral pressure is partially dissipated by arching and shear against the crosscut walls and consolidation of the tailings as the water is drained. The bulkhead should be placed at least one cross-cut diameter back from the collar of the drawpoint.

PRODUCTION AND MARINE TRANSPORTATION OF MEXICAN PETROLEUMS ALTHOUGH the work on which this paper is based was carried on, by the writer as Special Commissioner of the Petroleum Department of the Mexican Government, the opinions expressed are only his personal views for which the Mexican Government can in no way be held responsible. Notwithstanding that the appointment covers all phases of the so-called petroleum question, as the one question of immediate importance was that relating to taxation, it was decided to devote all the time to this phase of the work. The present report has been divided into two closely related parts, .the first dealing with the production and marine transportation of Mexican petroleum, and the second, with the Mexican taxation on petroleum and its products. The writer wishes, to acknowledge the loyal cooperation rendered by Mr. M. C. Ehlen, who had charge of the statistical, work, and by Miss S. Stern and Messrs. E. P. Heiles and J. E. Morrissey. The aim throughout the work has been; to pave the way for a thorough understanding between the Mexican Government and the oil operators and to present a true and clear statement of facts relating to the questions at issue.

ASHBEL WELCH, Lambertville, N. J.: Dr. Dudley has given the wear of steel rails under four different conditions. He arrives at the conclusion that the softer rails, or those that from their composition ought to be softer, wear better than the harder. But there is another condition which has an important bearing on the subject, and should not be overlooked,—the weight on a wheel. With the lighter weights of the past, the softer rails may have worn best; with the heavier weights of the future, the harder may wear best. Weights will probably be increased up to the capacity of steel to bear; then doubtless the harder steel will wear best. A leaden rail with ten pounds on a wheel might carry millions of tons, but with one hundred pounds on a wheel, it would be destfoyed by a few thousand tons. So in the days of iron rails, my experience was that the softer rails under light machinery stood better than some of the harder; but under heavy machinery the softer were muqh the most rapidly destroyed. WHEN I was getting data for my books on ore dressing, I traveled across the continent, visiting a great many mills, always accompanied by my vanning shovel, and I got to be a joke among the millmen. They would say "Here comes the Professor with his vanning shovel." With the aid of this vanning shovel, I examined the tailings of all the mills I visited and I found it to be universally true that they contained some extremely fine, free mineral. I looked everywhere to see if I could find a machine or a process that would save this fine mineral. But nowhere did I find anything that made any bid for success until I visited the Kennedy mill, with its Gates canvas plant, on the Mother Lode of California. There I found that the tailings of the Frue vanners were put into a one-spigot classifier of good design which yielded a spigot product entirely free from this fine, free mineral which only assayed 40c. to the ton in gold. The overflow was extremely fine and as¬sayed $3 to the ton. This overflow was fed to ten canvas tables each 10 ft. square, with the grain of the canvas running across the table to make for the roughest surface. The canvas used was No. 6 cotton duck sail cloth.

ON May 5, the Washington, D. C., Section, A.I.M.E., devoted its meeting to the many-sided and perplexing question of mineral stock-piling for peace. Opening the symposium, Harry J. Wolf, of the War Production Board, outlined the problem under six heads: (1) Technical. Mechanical, chemical, or metallurgical importance of specified materials, emergencies that might arise, relative scarcity, and critical value of stock piles during emergencies. (2) Economic. Cost to Government, influence of Government stocks on commercial relationships and markets, effect of availability of items as a con¬structive influence on industry, Administration policies now and during postwar period. (3) Legislative. Need for immediate legislative action, need for legislation on postwar conditions as well as on current requirements, a constructive basic policy to prevent political manipulation. (4) Military. Consideration of re¬quirements and supplies bearing on national safety and needed for manufacture of equipment, and adequate reserves of scarce materials for research or experimentation by military agencies. (5) International. Interests of the United Nations in contradistinction to those of the United States; effects of nonisolation policy on nature, location, and administration of stock piles. (6) Negative stock-piling. Question of United Nations' legislation to prevent stock-piling by Axis nations after the war and who shall purchase stock-pile materials and during what periods.

THE completion of the excavation of the tunnels through Bergen Hill for the extension of the Pennsylvania Railroad into New York City, together with the fact that the excavation for the rest of the tunnel-line has been practically completed for some time past, arouses sufficient interest to justify a description of the engineering- and contracting-work, and the organization by which it has been accomplished. The finishing of the excavation is a long step towards the completion of the entire tunnel-project. It will be interesting to the members of the Institute, who last spring were taken through a great part of this work, to know that by the excavation now completed it is possible to walk by tunnel from a, point near Sunnyside yard, Long Island, east of the 34th Street ferry, to the central passenger station site in the City of New York, and thence by tunnel to the Hackensack meadows, and by an embankment constructed across these meadows to Newark, N. J. This New York tunnel extension is being constructed as a part of the Pennsylvania Railroad system by the Pennsylvania Tunnel & Terminal R. R. Co., a corporation of the States of New Jersey and New York. It extends from a point near Newark, N. J., to the Sunnyside yard, Long Island, as indicated on the accompanying plan.

BEFORE me is a colored mining-claim map of the productive portion of the Robinson Mining district-sometimes called the Ruth-Kimberly area-that lies a few miles west of Ely, Nevada. It covers an area of 20 sq mi and at the end of 1954 had produced just under 2,000,000 tons of copper and about 2,000,000 oz of gold as a by-product. The three principal colors on the map and the meaning of each are: Red -Property of the Nevada Mines Division of Kennecott Copper Corporation, formerly known as the Nevada Consolidated Copper Company. Yellow -Property of the Consolidated Coppermines Corporation. Green --Consolidated Coppermines property under lease to Nevada Mines. The striking feature of the map is the crazy-quilt intermingling of the colors and the tendency of property lines to intersect ore bodies. For example, the westerly one-fourth of Nevada Mines' Copper Flat pit, source of most of the ore,up to date, is in Coppermines property. Nearly half of Nevada Mines' Veteran pit is on leased claims; and Nevada's new Deep Ruth shaft is on a right of way on ground originally owned by Coppermines. Discussion of the paper of A. N. MITINSKY, presented at the San Francisco meeting, September, 1915, and at the New York meeting, February, 1916, and printed in Bulletin No. 104, August, 1915, pp. 1697 to 1705. ALBERT SAUVEUR, Cambridge, Mass.-The author expresses the belief that steel will not fail under fatigue when subjected to ultimate stresses unless the stresses exceed the elastic limit or the limit of proportionality. I think this statement is contrary to the evidence. It is conceivable, however, that a stress ever so small does produce a permanent set, although so slight that we cannot detect it with the instruments at our disposal. Nevertheless the repetition of this small stress a great many times will finally break the piece and the nearer, we approach what we call the elastic limit, the quicker will the piece break under fatigue. J. W. RICHARDS, So. Bethlehem, Pa.-I would like to ask Professor Sauveur whether there is a similar indefiniteness about the limit of .proportionality as there is about the elastic limit. ALBERT SAUVEUR.-Yes; I believe it also depends upon the delicacy of our instruments. J. W. RICHARDS.-If that is so then we are as badly off by adopting the limit of proportionality as a criterion as we are by adopting the elastic limit.

Iron Ore Resources of the World (Die Eisenersvorrate der Welt)_ By G. Einicke. Verlag Stahleisen, Dusseldorf, 1950. 418 p., with 192 tables and an atlas volume containing 100 p. of reaps. 66 German Marks.-A notable work in which the latest available information on iron ore deposits has been compiled by diligent work, continent by continent, country by country. The author reveals the effect of geological formations, iron content of ore, accessability, cost of transportation, political and economic considerations. Ore beds of importance to the German iron and steel industry are given more space than others. The bibliography contains almost 250 references. A tragic comic feature is the author's complaint that as soon as a map of iron ore resources of a country has been completed, the country's boundaries are changed. Reviewed by W. Meeting of Oct. 23, 1914.-It was voted to take no action concerning the proposed amendments to Article VIII, Sections 2 and 3, but that they be sent to the membership, as provided by the Constitution, together with a statement of the arguments for and against the proposed changes. It was voted that the following proposed amendment, which had been unanimously approved at the annual meeting of the Institute on Feb. 18, 1914, be sent to the membership as provided by the Constitution, together with the approval of the Board of Directors of this change: Article III, Section 1, paragraph 3, sentences 2 and 3: substitute the following: "Any Member, Junior Member or Associate in arrears for two years shall be dropped from the rolls unless the time for payment is extended by the Directors. A Member so dropped may be reinstated by the Directors on paying the arrears of clues and other indebtedness with which he was charged on the books of the Institute it the time he was dropped. A Member or Associate thus reinstated shall receive the Transactions for the back year for which he pays." It was unanimously voted to extend the sincere thanks of the institute to Samuel A. Taylor, Chairman, and to each member of the several Committees of the Pittsburgh meeting, for the enjoyable and successful meeting which they brought about.

INTRODUCTION Geostatistics have been used for five years at the B. R. G. M. to compute the ore reserve estimation. At present this technic is also used at the beginning of the exploration project to determine the best way to prove the orebody. The best way is a compromise between the cost of the exploration and the precision of the estimation. It is clear that geostatistics cannot be used without any data, but very often an exploration project is decided on an orebody which has already been drilled. Old data can therefore be used. This was the case this year for two orebodies: an iron deposit and a lead deposit. The iron deposit was explored by drifts and has now to be proved. We used geostatistics to determine the best drilling pattern. The variograms computed with these old data showed that an anisotropy existed between the two directions of the orebody, which meant that the drill pattern had to be rectangular. The lead deposit was explored by drill holes and a short drift in part of the orebcdy. The problem was to choose between a regular pattern of drill holes or a long drift and some added drill holes. INTRODUCTION The characteristics of feed and product of any size reduction operation are normally expressed as mean size, the size corresponding to 80 percent undersize or the percentage below a specified size or specific surface area. But the feed has a distribution of sizes and quite often it becomes essential to obtain a product of desired distribution. In such cases, size distribution of feed is related to product by matrix methods. The technique of matrix representation of crushing operation was proposed by Broadbent and Calcott (1 to 4). They divided the complete crushing mechanism of coal into breakage, selection and classifying functions for a closed-circuit system to establish relations between the feed and product distribution. Ellis, Ray and Venables (6) suggested an empirical method of determining the breakage matrix by combining the characteristic functions and proposed the following hypotheses: 1. The breakage of individual size fractions passing through the mill at a given rate is the same whether passed separately or as part of a mixed feed. 2. The breakage of a mixed feed may be estimated from the products of individual size fractions passed through the mill separately at a rate at which they would be crushed as part of the mixed feed. This method is stated to be applicable when there is no interaction between the individual sizes.
