MECHANIZATION of American coal mining continues to make rapid progress. Economic pressure will compel abandonment of manual methods wherever possible and will also provide the incentive needed for the improvement of machines and mining systems. However, rapid progress may be made along strictly technological lines and at the same time much slower progress in approaching maximum productivly and efficiency. One can well ask, just how efficient are mechanized mines, and to what extent is productivity affected by the mental attitude of management and workers?

THE tremendous stimulus given to the mining industry by the gold and silver policy of the present administration has found the capital market for mines ill prepared to afford practical means of financing. Particularly has this been true of the host of abandoned high-cost producers and prospects which increased gold and silver prices have made potentially profitable. In a comparatively short time, experience has demonstrated abundantly that valuable properties have frequently failed to secure capital, while questionable properties have drawn to themselves and their promoters more of the public moneys than their prospects justify. Singularly enough the fault is usually attributable to faulty financing. Discussion and study of this problem are vital to the industry.

FEATURES of the second fall meeting of the Petroleum Division for 1941, held at the Ambassador Hotel, Los Angeles, Oct. 29-30, were the forum on the Paloma Plan on Thursday after- noon, the large attendance from east of the Rockies, and the dinner on Wednesday evening sponsored by the Southern California Section and at which President Suman spoke on the strategic minerals and metals situation. The attendance was large and the technical fare uniformly good ; the presiding officers had the proceedings well in hand at all times and kept things humming. Some- times it was necessary to taper off the discussion because of pressure on time. All this was due to careful groundwork before the respective sessions. These presiding officers deserve citation: L. W. Huebel, Howard Pyle, E. K. Parks, Carlton Beal, E. G. Trostel. R. W. French, Jr., John Dodge, and H. N. Marsh. The Los Angeles local commit- tees and the Southern California Section deserve much credit for the arrangements, which were recognized by suitable resolutions at the end of the meeting.

All branches of production engineering showed steady and definite progress during 1941. Most of it has been of the slower and more conservative type rather than the sensational. To a large degree the changes have been influenced by the expanding war economy, and this tendency will probably be even more marked during the coming year. The stress of the times is placing more emphasis on the principles of engineering and conservation, with the object of obtaining the greatest possible recovery with a minimum waste or expenditure of equipment. Also available material supplies are often being turned to new uses.

(communication to the Secretary*):—For some time before the publication of Mr. Scholz's paper, I had been collecting data bearing upon its subject, and I now take pleasure in presenting to the Institute my results in the form of a discussion. It has long been a matter of common opinion among mining-men that mine-explosions are more frequent during the colder, or winter months, than during the warmer ones, and it is a matter of common knowledge among them that the air-ways and road-ways in most mines are much drier and are more inclined to be dusty during the winter than during the summer. In many mines, places which are wet and sloppy in the summer are dry and sometimes dusty during the winter. These changes, of course, can only be due to atmospheric conditions, and are caused by differences in temperature and humidity. Until recently, however, very little attention has been paid to the part that atmospheric conditions may play in mine-explosions, or, rather, to the effect they may have in rendering mine-conditions peculiarly dangerous, and in spreading and rendering more disastrous the effects of what otherwise probably would have been small explosions. To show the difference in mine-conditions during summer and winter months, I have tabulated in Table I. the results of 24 observations of hygrometric conditions in several different mines at different times of the year. Mines Nos. 1, 2, and 6 are located in the Pocahontas coal-region, in McDowell county,w.Va., the first one being a shaft-mine and the others drift. Mines 1A and 2A are drift-mines located in Logan county, W. Va. All of these are mines of fair size, but none of them has been in operation more than six years,

ENROLMENT data given in this report of the seventh study of the schools by the Mineral Industry Education Division reveals the critical situation in the mineral engineering schools of the United States. Complete figures for the year 1942-43 show that at that time, about one year after Pearl Harbor, the enrollment of mineral engineers was 6385 or 30 per cent less than in 199441. By October 1943, however, enrollment had dropped to 2050, as reported in the Journal of Engineering Education of January 1944. This was a further reduction of 68 per cent in one year, or 77 per cent in three years. With accelerated programs in effect during the current year, with many graduations since last October, and with the military forces taking practically all the high school graduates, the present enrollment is, of course, much lower than the 2050 above given. THE COAL DIVISION started its share of the annual meeting Monday morning with a study of coal classi fication. A. C. Fieldner was in the chair. The report of the tellers of the ballot for division chairman, stating that Thomas G. Fear had been elected to that office, was read by M. D. Cooper. Mr. Fear acknowledged the honor in a few words. In reviewing the history of the Coal Classification Committee the chairman pointed out that this was its third symposium, the last previous one having been held at the 1930 Annual Meeting. Throughout its work the com¬mittee has had the active cooperation of the Canadian workers who are interested in the subject which should result in a uniform scheme of classification in Canada and the United States. F. E. Lathe, of the National Research Council, Ottawa, abstracted the first two papers of the session entitled "Determination of the Alkali-Soluble Ulmins in Coal," by Edgar Stansfield and K. C. Gilbart, and "Moisture Determination for Coal Classification," by the same authors. The third paper "Condition of Water in Coals of Various Ranks"' was presented by its author, A. W. Gauger. Written discussions of these papers were presented by H. C. Porter and Gilbert H. Cady. In the oral discussion which followed, W. T. Thom, Jr., brought out the advisability of considering age as a factor in classification. Mr. Fieldner favored retaining bed moisture as a partial classification basis, stating that a review of many coal analyses revealed a remarkable consistency in this item in samples from a given mine particularly where the moisture content was not high. Mr. Porter pointed out that the structure and porosity of coal often have much to do with its moisture content and that these vary in different parts of a seam, particularly in anthracite. Mr. Gauger expressed doubt as to whether the Stansfield method gives the true moisture content of coal, which is needed for classification purposes.

DIRECT subsidies for mine production in this country began as an outgrowth of wartime 'price regulation. The price-fixing authorities realized that the volume of production to be required from domestic copper, lead, and zinc mines would invoke costs of production considerably higher than the established ceiling prices. Accordingly, beginning Feb. 1, 1942 the Premium Price Plan was set up, which undertook to pay premiums to mines for production in excess of quota, of 5¢ per lb of copper and 2Y4¢ per lb of zinc or lead. Quotas, except for small mines, were initially established at the average rate of production in 1941, but were later reduced arbitrarily on an individual basis. Subsequently, additional "B" premiums were set for lead and zinc of 2Y40 per lb and a further "C" zinc premium of 2%¢. Additional copper premiums were negotiated on an individual basis, mainly with small mines. Quotas under each of these successive categories were the production obtained at the next lower premium level. In other words, under ceiling prices of 12¢ for copper, 6,14¢ for lead, and 83¢ for zinc, it was possible for high-cost operations to receive prices plus premiums of 17¢ or more for copper, 12¢ for lead, and 16% 0 for zinc on a portion of their production. On the other hand, some of the larger operators received only slight premiums and in at least one instance none at all. The average price plus premium for copper was 12.25¢ in 1942 and rose to 13.65¢ in 1945. That for lead was 6.99¢ in 1942 and 8.73¢ in 1945, and for zinc it was 9.06¢ in 1942 and 11.200 in 1945.

WAR?S impact on Nevada mining and rnetallugrcal operations has brought about a rapid rise in the gross value of the ores mined and milled for the atratezic metals, and a sharp decrease in that for the precious metals. The State?s total production over the present war years will averaged out 10 per cent above the good record of $39,000,000 in 1937. However. this annual production is low in contract to that of nearly $47,000,000 in 1877 in the days of the great bonanza on the Comstock, and that of nearly $49,000.000 in 1918 during the last World War..

FOR nearly 100 years wire rope has been fabricated in much the same way. To the great majority of mine superintendents wire rope is just wire rope, little or no semblance of individuality or identifying characteristics. Such an impression was fairly justified until three or four years ago when a practical means was found of performing or preshaping the wires and strands. This discovery permitted a revolutionary change in wire rope manufacture. Instead of merely twisting a number of wires into a strand, then twisting several strands into a complete rope (which twisting would naturally result in great internal strain, thus reducing the resiliency and over-all efficiency of the completed rope), the preformed wires and strands were laid in place without force or twisting. The obvious result was a rope more nearly approximating mechanical perfection. The applied loads are more evenly distributed throughout the component wires and strands, thus reducing unbalanced wire stresses. This results in a higher safety factor. The fact that preformed rope will not unravel when untied at the ends proves the absence of a torsional stress that exists in ordinary rope. A greater useful allowable stress in the wires is therefore possible in actual operating service.

SINCE the World War, excepting for a few brief periods of relief, the American petroleum industry has been obliged to meet its important economic responsibility to this nation hampered by the maladjustment that inevitably follows a marked and unwholesome over-production of its raw material, crude oil. Despite the warnings of the Federal Oil Conservation Board and the endeavors of many of the leaders in the business to stem the flow of oil from the wells of the country, the evil ,not only persists but, at the moment, seems more malignant than ever before. Unless the local and temporary restraints on drilling and production now in effect in California, Wyoming, Texas, and Oklahoma are continued, and, indeed, unless stricter and more comprehensive measures of the same sort are imposed and adhered to by the industry in those States, over-production in the enterprise during the current year will be more pronounced than in any other period in history.

BASIC mineral commodities may be divided into two general classifications in their market or price characteristics. In one class are commodities sold on a world-wide basis, as gold, silver, nickel, asbestos and petroleum, and in the second are those produced and sold locally. Of course, no precise line of demarcation exists between the two; coal, for instance, belongs more or less in both. If there are enough producers of any commodity to prevent control of production by any one person or group, a free market then exists and the price in a buyer's market is determined by the most favored producer-meaning the producer, with the lowest production cost or the lowest cost of transportation, or both, to the particular market, or place of use. With minerals in the first classification, their high intrinsic value far outweighs the transportation cost and a uniform market price is accepted as an essential element in the economy of distribution. But with common minerals of small. intrinsic value and relatively high transportation costs, economists are reluctant to admit that a uniform price may also be an essential element in distribution.

The magnetic susceptibilities of some ores and the major rock formations of the Precambrian Belt Supergroup in the Coeur d'Alene mining district were determined both in the laboratory by the use of the Gouy method and in the field with a Bison susceptibility unit. Trace element analysis of the same group of rock samples was also made using the atomic adsorption technique. Results of this preliminary study indicate that some correlation exists between the magnetic susceptibilities and the various rock formations. This may be useful for regional mapping and mineral exploration.

ASIDE from the Tuesday symposium on gases in metals, the Iron and Steel Division swung into action for the first time on the third day of the meeting with a discussion of iron and steel alloys. Dr. E. S. Davenport opened the discussion on Wednesday morning by presenting the paper written by himself in association with E. C. Bain and W. S. N. wiring on the equilibrium diagram of iron-manganese-carbon alloys. A written discussion by Mr. Scott showed qualitative agree- ment, but some quantitative disagreement. Messrs. Marsh and Sisco discussed the paper at length, pointing out non- agreement of certain conclusions with the phase rule. Dr. Krivobok, although differing with the authors on some points, stated that in his opinion the information collected would be valuable in the practical use of these alloys.

AN enthusiastic crowd, cheerfully confident that the upturn in the oil industry has arrived, gathered in Los Angeles on Sept. 29 for a Petroleum Division meeting arranged by the Southern California Section. The assembly room of the California Oil and Gas Association was the place of meeting. H. Norton Johnson was in the chair for the morning session, with about eighty members and guests present. Four papers were presented before lunch and a fifth, on electrical coring, was withdrawn as the work on which it was based is still confidential. Joseph Jensen read his contribution on the "Kettleman Hills Middle Dome Unit Plan" and, as he had an active part in framing the plan, his outline and discussion of it was authoritative and informing. J. H. Woods asked concerning the operation of the casing-head gasolene plant under the plan and was informed that one company would operate the plant and royalties would be paid participating companies

TULSA, the host of the Petroleum Division this year, is the oil metropolis of the Mid- Continent and gateway of the Southwest. It has risen in less than three decades from a dusty cattle town of less than 1000 population to its present-day status of a modern, wide-awake and prosperous city of close to 150,000, with an assessed realty valuation of approximately $100,000,000. Oil was discovered near Tulsa in 1901, and with it came th.2 development of the Mid-Continent field, one of the richest in the world. Tulsa from the start has been the center of operations, and its location on foul- and aggressive application of the airplane to oil-field requirements tends to fix this status as production is developed farther and farther afield. That Tulsa is far more than an ephemeral oil town is punched into the newcomer's- especially the Easterner's-mind, as he is whisked by taxi from the railroad station to the Hotel Mayo. The cicadalike pounding of the riveters on the steel skeletons of many skyscrapers, mounting upward to fill the gaps in an already well-developed skyline, dispels the feeling of a new atmosphere and puts him back on Forty-second Street, Michigan Boulevard or whatever his own particular "Main Street" may be along which an American city is being remade. The Kayford, Boone and Nicholas Division of Bethlehem Mines Corp. operates a modern coal preparation plant in Van, WV. Since start-up of the Van plant in 1976 until the summer of 1980, the refuse handling system proved to be a costly maintenance problem and a material handling bottleneck. During the 1980 two-week miners' vacation, the original system - which included two screw conveyors and a drag conveyor - was replaced by an installation using two Flexowall steep angle belt conveyors. This paper describes the technical and economic analysis that led to the new installation and reviews its first year operating performance.

A FALL meeting that should have repercussions both in the "Transactions" and MINING AND METALLURGY was that of the Industrial Minerals Division (Nonmetallics) at Wilmington, Oct. 21-23; headquarters, Du Pont Hotel. The sixteen technical papers and two addresses were substantial and interesting. Moreover, in every instance but one, the author made the presentation, and the one exception must have been next of kin because the ensuing discussion indicated his command of the subject. The meeting schedule clicked at every turn, thanks to Dr. Gillson, chairman of the local committee, and even the four field trips adhered to the time table. The program pre-empted morning, noon, afternoon and night two general luncheons, two dinners, and an evening technical session reminding one of the Annual Meeting. Only the registration was disappointing - about 80.

Mining men, quite as exploration minded as petroleum interests, are in the position where most of the exposed crustal portions of the earth have been examined, where the demand for metals is high and likely to continue so, and yet where, perhaps, the tools fail for the economic exploration of many of the possible mineral areas more deeply covered with drift, alluvium, and later formations. At the same time the incentive exists to create acceptable substitutes for many of the duties of metal. The problem of the economic exploration of possible mineral-bearing areas is hence a vital one. In oil exploration, the absence of surface or shallow occurrences and the high cost of test drilling has led to the intensive study of geophysical techniques. Hence the development of the seismic method with its high certainty factor and its adaptability to standardized procedure.

The need for mechanized drilling to decrease mining costs has resulted in the development of the jumbo from column-and-bar drill carriages to hydraulically controlled jib jumbos. Resultant savings from use of improved jumbos have been high enough usually to retire the machinery investment within a year. The jib jumbo unit has been applied successfully to development and preparation programs and flat-bedded stopes, and an even wider field is forecast for its use.
