Before Capitol Hill hearings, primary metal producers are often called "concentrated industries" because there are relatively few companies in each category and most of them are large corporations. Capitol Hill still looks on large companies as inherently wrong, but there are about as many arguments one way as the other. Encourage Imports? Now comes Assistant Attorney General for Antitrust Richard W. McLaren to say that imports of metals and other basic materials should be encouraged to create competition for the concentrated industries here at home. Cloakroom analysts are wondering how this ties in with President Nixon's cabinet task force studying the copper price structure. This is chaired by Dr. Hendrik Houthakker, a member of the White House Council of Economic Advisers who has also indicated that the use of imports to pull down prices may be one way to create less inflation.

The Thompson Creek Coal & Coke Corp. operates three coal mines which presently supply the United States Steel Corp. with high grade, medium volatile coking coal at a rate of 1000 tpd. Mining is done at an elevation of 8000 ft, approximately 13 miles southwest of the small town of Carbondale, Colo. The coal is cleaned mechanically by heavy media and Deister tables, after which it is trans- ported to the railhead at Carbondale. GENERAL GEOLOGY The coal beds in this area lie in the Mesa Verde formation of Cretaceous age. Three beds are now being mined, with a fourth possibility pending further exploratory work. Formation of the Rocky Mountains tilted the sedimentary strata approximately 30º and created considerable faulting throughout. These faults, which range from a few inches to 35- ft displacement, constitute serious obstacles to mining.

The recently discovered occurrence of diamonds near Mur-freesboro, Pike county, Ark., was brought to our attention by Mr. Samuel W. Reyburn (Trustee for Messrs. C. S. Stifft, A. D. Cohn, August Zinsser, Jr., and himself, owners of the property), through whose courtesy we investigated the locality of the deposit. Prospecting with the diamond-drill is now in active progress; but mining operations on a large scale have not yet been ordered. Geology.—The geology as well as the petrography of this interesting locality has been well described by Messrs. J. C. Branner and R. N. Brackett,' but they did not class it as dia-mondiferous, although Branner suggested that it might be. Briefly summarized, the igneous rock in which the diamonds are found is a vitreous peridotite, forming a stock or volcanic neck, which has broken up through the Carboniferous and Cretaceous quartzites and sandstones. Three companies, United States Potash Company, Potash Company of America, and International Minerals and Chemical Corporation, are now operating potash mines and refineries in the Carlsbad, New Mexico, area. The three mines are located approximately twenty miles east of Carlsbad. The deposits have been found ideal for mechanized mining methods. This summary has been compiled from information made available by the three operating companies.

JAMES P.. MUNROE.-The present situation is vastly different from the situation at the, time the paper was written. We now know pretty well what our problem with the disabled soldier is: 50,000 disabled men have come back and the Surgeon General tells us that probably 35,000 more are coming over in the months of March and April. So the total number of disabled men will be 85,000, which of course includes a great number of slightly disabled. If we followed the proportion that obtains in other countries, we would have about 10 per cent. of those people to be retrained under the Vocational Law. As a matter of fact, the general intelligence of our men is so much higher and the provision the government has made for the training off these disabled men is so much more liberal than with the other governments that we feel very certain indeed that instead of having 8500, men to be retrained there will probably be twelve and possibly fifteen thousand.

BASED upon an instrumental improvement, a new development has taken place in the art of electrical prospecting, and some remarkable results have already been obtained with regard to potential exploration. In order to visualize the importance of this development, it is deemed advisable to review briefly the fundamental facts about potential surveys. Potential exploration may be carried out qualitatively or quantitatively. Qualitative investigations are made by determining and plotting on a map points of equal potential, whereby any anomalies are revealed, without, however, much clue to their magnitude. Quantitative investigations determine the variations of potential or potential drop, and thus show not only the location of the anomalies, but also their magnitude. Figs. 1 to 6 illustrate the influence of simple types of ground inhomo-geneities, assuming one effective exciter potential only. Such a condition can be closely realized by connecting an electric current source to two electrodes, one of which, is located at a great distance. Assuming uniform ground resistivity, the resultant potential distribution may be represented by concentric spheres. Any change from the normal condition causes a characteristic distortion of the spheres, which becomes different for different types of resistivity variation. The series of Figs. la to 6a illustrates schematically results of qualitative investigations and series 1b to 6b results of quantitative investigations. Figs. 1 and 2 picture the well-known case of local resistivity variations normally encountered in ore prospecting. Figs. 3 and 4 show the reactions caused by more or less vertical resistivity contacts and Figs. 5 and. 6 refer to the problem of ground-water and bedrock investigations where the resistivity contact is horizontal or nearly so. It is evident from Figs. 5a and 6a that qualitative measurements do not permit an identification of such general geological features as widespread horizontal strata, because the resultant contraction or expansion of the equipotential circles at the surface cannot be recognized without quantitative determinations. Autogenous batch grinding tests were performed in laboratory-scale tumbling mills with magnetite, limestone, and sandstone pebbles. The influence of pebble size, feed size, mill speed and loading, and grinding time on the fineness of grinding was investigated. Comparisons were made with the results from ball mill grinding experiments.

FIELD, Cleveland, Ohio (written discussion*.-)In equation 2, B is used to denote the ratio of bases (lime plus magnesia ) to acids (alumina plus silica) it being stated that this ratio gives more concordant results than the ratio either of bases to silica, or of lime to silica. I find, however, that, by making use of the ratio between true CaO (CaO by analysis minus sulfur calculated to CaS) to acids, equation 2 may he modified to agree with the observed facts within an average error of 0.0041 per cent. sulfur instead of 0.0045 per cent. The revised equation is s = 0.072 + 0.01835 - 0.00061 (t - 1400) - 0.0403B where B is the ratio of true CaO to Al2O3 Plus Si02, and the other symbols have the same significance as before. I would not appear to stress too much this slightly better agreement of the revised equation with the observed sulfur. Yet I believe that the use of this ratio of true CaO to acids is to be preferred, if for no other reason than the fact that it is more in harmony with the previous findings of the Bureau of Mines with regard to the effect of magnesia and other impurities on slag viscosity.1

THE president of a large smelting and refining company once telegraphed me that they had acquired extensive mining interests in northern Peru and requested me to inspect their properties as it would be necessary to install a system of aerial tramways between their mines and treatment plant. The concentrator was about 50 mi. from the coast, reached by a fairly good motor road. From the concentrator an aerial tramway would he required, about 6 mi. long, to their first property, a gold and silver mine. The lower terminal of the tramway was at an elevation of 4000 ft. and the mine at an elevation of 9500 ft.

A fast, easy, and inexpensive method of determining the consolidation of overburden in surface mining operations through seismic analysis has been developed. The method involves use of a refraction seismograph which measures overall consolidation of subsurface materials, including such factors as rock hardness, stratification or lamination, fracturing or jointing, and the degree of weathering or decomposition. It also is possible to determine the thickness of various layers of subsurface materials to depths exceeding 100 ft.

Nearly three years of experience in Spanish Honduras has placed the writer in possession of many facts concerning its resources which may be of interest to the Institute. According to the most trustworthy surveys, Honduras is bounded on the north and east by the Caribbean Sea; southeasterly by the river Segovia (or Wanks), which flows into the Caribbean at a point called Cabo Gracias a Dios (Cape Thanks be to God), long famous as the favorite hiding-place of the celebrated pirate, Morgan ; southwardly by a corner of San Salvador, the Bay of Fonseca, and the Republic of Nicaragua; Guatemala and San Salvador form tile western boundary. It is one of the five republics composing Central America, has a population of about 310,000 and an area of 150,000 square miles, lying between the 13th and 16th degrees of N. latitude, extending from north to south 200 miles, between the Atlantic and Pacific, and 400 miles from east to west, between Guatemala and Cape Gracias a Dios. It is composed of 13 States or Departments, under one common law. The principal resources are valuable woods, hides, rubber, tobacco, coffee, fruit, cattle, silver and gold. It is of the mineral resources of the country that I will speak, calling attention to the most noted mines, and their relative position to Tegucigalpa, the capital. The introduction of foreign capital into the country dates back about eleven years, and to-day there are at least twenty-five well organized companies.

IT has been reported frequently that the hardness and strength vary over the cross section of cold-worked, particularly cold-drawn, material. Brass rod and wire usually has been found to possess a maximum strength and hardness near the surface.1,2 According to Sachs,1 the center fiber has about the same strength as a wire stretched by the same amount in a tensile-test machine, the strength increasing toward the surface (Fig. I). These differences are particularly large for wire given a small reduction on drawing through a die with a wide opening. However, with increasing reduction and hardness, a tendency to form a thin soft surface skin becomes apparent. On the contrary, copper wire has usually been found to possess a soft surface skin" and it has been reported by Harris3 that during the cold-drawing of hot-rolled wire the surface layer becomes increasingly softer than the core, while the layer of maximum strength moves toward the core, it being found near the surface at first. The increase of strength and hardness from the core to the skin is readily explained by the observation that, in addition to the stretching, the layers of a rod or wire are sheared more the closer they are to the surface.1,6-8 However, the presence of a soft surface layer can be attributed only to an annealing effect. Statistical techniques are being widely used in geochemical exploration to answer questions involving sample spacing, analytical and sampling errors, thresholds, data smoothing, and optimum combination of several elements into one measure of favorability. The applications of sampling theory, mean and standard deviation, trend surfaces, moving averages, factor analysis, cluster analysis, discriminant analysis, and regression analysis to these questions are discussed with examples. Although the techniques are very useful as means of handling large amounts of data, they require as much geological and geochemical judgment as any other approach to data interpretation.

Since 1978, new tax measures affecting the mining sector have been relatively favourable, evidencing a moderately enhanced government awareness and sensitivity towards the industry's concerns. Today, although the industry continues to face a complex and sometimes capricious tax system, a wide range of tax provisions offer some excellent opportunities to the industry. This paper examines the basic features of the present tax environment, discusses some of the more important changes of recent years, and comments on the outlook for mining taxation in Canada.

A TECHNIQUE has been developed which makes it possible to determine the spreading pressure of liquids and solids, for simple systems. Data for surface tensions, interfacial tensions, spreading pressures, and contact angles for water, heptane, and silica are tabulated. These results can be applied to the evaluation of capillary rise and displacement pressure in a petroleum reservoir. Appropriate equations are presented and the application of these equations is discussed. The presence of surface-active components affects both capillary rise and displacement pressure and also seems to influence the rate of fluid flow.

Electrical energy conservation sees that service facilities are operated only when needed and that production equipment is operated under an optimum condition. Specific energy consumption (kw-hr per tonne) is not regularly recorded for comminution circuits because of variations in ore characteristics and the low grinding efficiency (0.1 to 2.0%) of the equipment. Improved data acquisition can produce meaningful results. Particle size monitor systems and density gauges permit comparison of energy (kw-hr) and production (tonne) for a "fixed" condition. Finding the operating condition producing the lowest unit energy consumption provides a target for an effective energy management program.

9.4-1. Basic principles. DESCRIPTION AND BASIC FUNCTIONS. The concept of inclined skip haulage is not new. The basic idea has been in use at least 400 years. The system is essentially a steeply inclined railway utilizing a hoist to pull the skips to the top or intermediate positions. Inclined skip haulage is often justified where high lifts would require long hauls for other haulage systems. The basic system types are as follows: 1. Single skip, single drum. This system is a single car pulled by a simple hoist system. 2. Balanced skip, single drum. A system utilizing two cars (skips on cables)--one overwound, one underwound-on a single drum. The dead weight of one skip and cable balances the dead weight of the other. As one skip ascends the other descends between two fixed points. 3. Balanced skip, double drum. This system is an elaboration of system No. 2, except the drums may be disengaged from one another to permit the skips to service various loading and dumping points. The preceding are major classifications subject to numerous variations. These variations may be in the skipway, skip design, loading methods, or unloading methods. A few examples follow: 1. The skipway may be standard or special railroad, an overhead monorail or cable, or a ramp for rubber tired vehicles. 2. The skip, per se, may be of varying dumping arrangements (side, bottom, etc.) or could be the box of the vehicle hauling to the skip. 3. Loading may be accomplished directly from the service unit to skip, through an intermediate loading device (e.g., a pocket), or into bins which feed the skip. Loading may be at more than one point. 4. Unloading of the skip can be simple or complex as required. Dumping may be to the haulage unit, to bins and feeders, or to a crusher and conveyor system. Dumping may take place at more than one point.
