Orientation relationships and rates of annealing of 97 pct cold rolled zirconium have been studied by X-ray techniques, metallography, and by hardness measurements. The process of annealing occurring by the formation of domains, and their subsequent growth without recrystallization, is demonstrated. NUMEROUS investigators1-' have revealed sub-grain formation after annealing cold worked metal single crystals and have generally described the results in terms of a dislocation mechanism of polygonization.5,6 in heavily cold rolled polycrystal-line aluminum the first stages of heating cause an apparently spontaneous subdivision of regions of the deformed matrix into a great number of slightly disoriented domains followed or accompanied by rapid growth of certain domains to form a recrystallization texture.7,8 In the present investigation the isothermal rate of annealing of cold worked polycrystalline zirconium has been studied by X-ray techniques, metallography, and by hardness measurement. It will be shown that, rather than by the usual nucleation and growth mechanism,"12 the process of annealing can best be explained by the formation of domains early in the annealing treatment and the subsequent growth of these domains without recrystallization. Experimental Procedure All the experimental work was performed on an arc-melted ingot of high purity zirconium crystal bar made by Westinghouse in a production scale deBoer unit. The weight percentage of impurities in the zirconium were as follows: C, 0.04; Fe, 0.05; Hf, 0.014; W, 0.01; Ti, Ni, and Al, 0.003; Si and N, 0.002; Cr and Cu, 0.001. Metallographically the zirconium showed only a single phase. The 4 in. diarn ingot was forged at 760°C to a 1 1/2x3 in. plate and was then rolled at 760°C to 0.150 in. thickness and annealed at this temperature for 20 min to produce an equiaxed grain structure of about 0.1 mm average grain diameter. The hot rolled plate was roller-leveled, surface ground to 0.135 in., cold rolled 83 pct reduction in thickness on a two-high mill, and then to a total reduction of 97 pct on a Sendzimir mill. The 0.004 in. strip material so produced received no subsequent mechanical treatment. Specimens % in. square were sheared from the rolled strip and isothermally annealed at 104 mm Hg in an all glass vacuum system equipped with a Vycor furnace tube. The temperature data presented are the average temperatures during the runs and did not vary more than about k3"C. X-ray Diffraction Methods: When zirconium is drastically cold rolled, a high degree of preferred orientation results in which prism poles, {1010}, are perpendicular to the rolling direction. SOME relationships between the flow characteristics of iron single crystals of 99.9 pct purity and the behavior of imperfections have been investigated. X-ray rocking-curve measurements and etch-pit counts were made as a function of plastic strain, and compared to the stress-strain curve obtained on a modified Polyani tensile machine. Crystals grown from rolled strips of vacuum-melted iron by the strain-anneal method1 had a high preference for a (110) longitudinal direction and a (211) face normal. The tensile specimens were prepared from 2 by i by 0.040 in. single crystals having a gage area of 3 by \ in. Rocking-curve measurements were carried out with a highly perfect germanium monochromating crystal in which the dazz spacing was matched to that of the dZl1 in the ir0n.l Well-collimated CuKal radiation was used throughout. These procedures practically eliminated errors due to geometrical and wavelength resolution. Inasmuch as the rocking-curve half breadth may vary markedly from point to point in the specimen being irradiated, the crystals were strained in place by mounting a hydraulic loading device on the double-crystal spectrometer. The rocking curves were taken after each increment of strain in the unloaded condition, since no observable difference was found in the rocking-curves between the loaded and unloaded states. The rocking-curve half breadths of the as-grown specimens were in the range 90 to 120 sec of arc when the beam irradiated an area of about -£ by -& in. on the specimen. DeMarco and weiss3 have shown that, for a well-colli- mated X-ray beam, irradiating about 10"! sq in. of the very same material, half breadths within 10 pct of the Darwin natural half breadth were observed. Since the rocking-curve specimens were stressed by the load-unload technique, the strain achieved at any given stress depended on the time of holding because of low-temperature creep. Fig. 1 shows the rocking-curve half breadth (also area/peak height) as a function of plastic strain for a relatively short holding time (2 to 5 min) at each stress level. For strains less than 0.1 pct the rocking-curve breadth is essentially constant; it is only for larger strains that there occurs a significant increase in this breadth. Where the holding times at each stress level were longer (by well over an order of magnitude) there occurs a significant increase in the rocking-curve breadth only after plastic strains of the order of 0.6 pct had been introduced into the specimen. This observation is related to the time dependence of creep phenomena and emphasizes the difficulty in comparing data obtained by two such different straining methods. Etch-pit results were obtained using a 2 pct nital etch on specimens strained in the range of 0 to 1 pct. Prior to etching, all specimens were annealed for 3 hr at 150°C, the carbon content being sufficient to decorate the dislocations for strains of at least 1 p~t.~ The data points were all taken from parts of the same single crystal which had been strained with short holding times at stress in increments of strain of the order of tenths of 1 pct. The (211) plane is particularly difficult to etch-pit in vacuum-melted iron and therefore it is felt that these values are as much as an order of magnitude low. Fig. 2 shows the etch-pit density as a function of plastic strain. The smooth curve passing through the data points is not meant to infer a quantitative correlation with the rocking-curve data. What is of interest, however, is the change in etch-pit density in the region of 0.2 pct plastic strain. The first three increments in strain (points 2,3, and 4) did not produce a measurable change in the etch-pit density while subsequent increments did produce a measurable change. Fe-Ni and Fe-Ni-C martensite specimens have been deformed in compression at room temperature and the habit planes of operative deformation twins determined by two-surface optical trace analysis. The full orientations of the martensite crystals were determined from divergent X-ray beam diffraction patterns. The experimental results are in excelled agreement with predicted twinning modes. In particular, the habit planes of some deformation twins in bcc martensites are consistent with a "Type XI compound'' twinning mode with Kl, Kz, 71, 77~ elements given by {5, 8, 11) {ioi}, (33) (ill) Tetragonal derivatives of this mode are operative in bct martensites. UnUSUAL deformation twinning modes have been reported by Richman' to occur in Fe-Ni-C martensites with bcc and bct structures. The twin habit planes were determined by single-surface trace analysis (pole locus method) and the remaining twinning elements were determined from the geometry of twin-twin intersections. The indices assigned to the observed habit planes are (3 101, "(089)" and "{0, 1,13)" or "{1,2,7} ", and only in the first case do the twinning elements correspond to a predicted twinning mode. This is mode 1.4 in the paper by Bevis et al. The results presented in Ref. 2 indicate that previously unpublished bcc and bct modes should be operative in preference to the (130) mode and anomalous modes reported by Richman. In view of these results and the uncertainties involved in determining habit planes from single-surface trace analysis and twinning elements from twin-twin intersections5 a two-surface trace analysis of deformation twins in Fe-Ni and Fe-Ni-C martensites has been carried out. EXPERIMENTAL PROCEDURES Two alloys with compositions Fe-23 pct Ni-0.6 pct C and Fe-30.4 pct Ni were prepared from 4N pure materials by induction melting under a vacuum of 10"5 mm Hg. The alloys were homogenized at 1350'~ for 5 days. Both of these alloys are austenitic at room temperature with M, temperature - — 50"C. The aus-tenite grain size of the Fe-Ni-C alloy was approximately 300 to 400 p. The Fe-Ni alloy was remelted in a vertical tube furnace and the melt lowered slowly from the hot zone of the furnace to produce s ingle -crystal austenite specimens. Specimens approximately 10 by 5 by 5 mm were cut from the ingots and quenched to various temperatures below the Ms temperature. The specimens were elec-tropolished in a 10 pct perchloric acetic electrolyte before being deformed in compression at room temperature. Martensite plates which exhibited profuse deformation twinning were selected for analysis and the specimen polished on a second surface such that the two surfaces which contained the martensite plate enclosed an obtuse angle of approximately 145 deg. The specimens were then electropolished to reveal the traces of the deformation twins on both surfaces. The full orientations of the martensite crystals were determined using a divergent X-ray beam technique (Kossel line technique) employing an AEI SEM2 electron probe microanalyzer. Details of this technique which include a detailed description of the Kossel camera attachment to the microanalyzer used in the present experiments have been discussed elsewhere.3 Only additional details relevant to this investigation are discussed here. The specimens were mounted with one surface normal to the incident electron beam as illustrated schematically in Fig. 1. The martensite plates to be analyzed were located using the normal scanning equipment of the microanalyzer. The position of the electron beam and hence the position of the source of divergent X-rays generated within the crystal could be located to within 1 p. Exposure times of approximately 8 to 10 min were required for back-reflection Kossel patterns and it was found that useful diffraction patterns could be obtained consistently from heavily deformed martensite plates. A reference line (carbon contamination mark) produced on the two surfaces of the specimen by scanning the electron beam in a direction having a known relationship with the reference !ine in the X-ray camera enabled the full orientation of the crystals to be determined. The migration of slightly solzrhle spherical particles through a solid under the infllrence of a temperature gradient is analylzed for the cases of various transport mechanisms. It is shown that the variation of the velocity of the particles with radius, r, depends on the dominant mechanism of matter transport around or through the inclusion. Thus the velocity varies as r-1 jor surface-dijf1~sion controlled migratzon. is independent of r for volume diffusion in either phase, and varies as if the rate is determined by an interfacial reaction (n is the order of the interfacia1 reaction). These same results hold tor the migration of a cvlinder of length much greater than its radius. and .for other types of potential gradients, e.g., an electrical field. These equations are combined with recent electron-microscopic ohservations to show that the rate of migratzolz of small helium-silled bubbles through copper is determined by surface diffusion of the metal atoms. With these equations and the temperature gradients attainahle in an electron-microscope joil, the dominant transpar/ mechanism (or any migrating pnrtzclos can he determined. AS a result of fission, rare-gas atoms are created in the hot fuel element of a nuclear reactor. These insoluble atoms precipitate to form bubbles of the gas in the fuel. The subsequent migration and coalescence of these bubbles is thought to play a dominant role in the swelling of fuel elements which in turn can limit the fuel-element life. As a result of this practical problem and because of the relative simplicity of the system, workers in several laboratories have imbedded rare-gas atoms in metals with the aid of an accelerator and studied the formation and behavior of the bubbles that form on annealing. Recently Barnes and Mazey have studied the migration of such helium-filled bubbles in copper foils using the electron microscope and the temperature gradient that can be induced in the foil by the electron beam. They found that the smaller bubbles moved faster than the larger ones. It is shown below that, if this is true, the rate-controlling step in their migration is surface diffusion of metal atoms instead of volume diffusion, vapor transport, or an interfacial reaction. The analysis given is in no way limited to gaseous inclusions so the variation of velocity with particle size for any relatively insoluble precipitate particles could be used to obtain information about the relative importance of surface diffusion, volume diffusion, and interfacial reaction in such two-phase systems. VOID MIGRATION IN A TEMPERATURE-GRADIENT ANALYSIS Barnes' studies indicate that helium does not dissolve or diffuse in metals to a measurable extent, so that when the voids move they must do so through the movement of metal atoms from the leading to the trailing sides of the void.' Thus voids might move by surface diffusion, diffusion of vacancies in the surrounding lattice, or vapor transport. We consider first the case of flow by surface diffusion alone. We assume that there is a force, in the sense of irreversible thermodynamics, tending to move the atoms around the bubble in a given direction. We designate this direction as the x axis and the force per atom as Fa. The net rate of flow of atoms from one side of the bubble to the other, under the influence of this force, is the surface flux, Js, times the cross-sectional area available for flow, A,. A, is taken as the circumference times the thickness of the high-diffusivity surface layer 6. Thus where 51 is the atomic volume. For bubbles to advance a distance dx, a volume equal to nr : dx must flow around the void so that The minus sign enters because the bubble moves in the direction opposite to that of the force on the atoms. KURDJUMOV and Maksimova reported experiments with manganese steels and high carbon steels' and with an Fe-Ni-Mn alloy' in which mar-tensite was formed isothermally over a range of temperatures. They found in some cases that mar-tensite formation could be suppressed by rapid quenching to liquid nitrogen temperature. From their microstructural observations of martensite formed isothermally, they concluded that the rate controlling step is nucleation rather than growth. Kulin and Cohen,3 in an attempt to reproduce these experiments, found that with a steel having the same composition as that reported by Kurd-jumov and Maksimova, the transformation to martensite was essentially complete above the temperature range of Kurdjumov and Maksimova's isotherms. The possible reasons for this disagreement were not considered. Recent papers by Das Gupta and Lement4 and Kulin and Speich5 report the formation of isothermal martensite in a high chromium steel and in an Fe-Cr-Ni alloy, but neither paper can be considered a verification of the original Kurdjumov and Maksimova results. Further, in neither case were the authors able to suppress the formation of martensite entirely. Because of the important bearing the Kurdjumov and Maksimova results have to an understanding of the mechanism of martensite reactions it was felt that an experimental investigation directly concerned with checking the validity of their results was in order. This paper describes the results obtained on the isothermal transformation over the temperature range from —79" to —196°C of an alloy of iron, nickel, and manganese. Experimental Apparatus A 15 lb heat of an alloy containing 73.3 pct Fe, 23.0 pct Ni, and 3.7 pct Mn was melted by induction and cast under argon. The ingot was forged to 1-in. bar and a portion rolled to 1/16x1 1/2-in. strip. This strip was pack-homogenized 300 hr at 1100" in a helium-filled sealed iron tube. The composition after homogenization was 73.2 pct Fe, 22.94 pct Ni, 3.73 pct Mn, 0.05 pct C, and 0.015 pct N. The strips were cut to 1/2-in. width for dilatometer and metal-lographic specimens. Only the center portion of the 11/2-in. strip was used in the present investigation. The dilatometer employed was similar in design to one described by Flinn, Cook, and Fellows." A concentric fused auartz rod and tube assembly with hooks for holding the specimen was mounted so as to transmit the specimen dilation to a 1/10,000 in., 1/10 in. travel dial gage. The dilatometer proper was mounted by means of extension arms to a counterweighted sliding member on a vertical standard. This method of mounting permitted rapid transfer of the dilatometer from the austenitizing furnace to the quenching bath and low temperature chamber. A small electrical vibrator on the dilatometer kept frictional effects of the quartz members at a minimum. The austenitizing unit was a vertical, molybdenum-wound, hydrogen atmosphere furnace maintained at a constant temperature ±3°C by means of constant power input. A 12-in. stainless steel jacketed copper liner having 1/2-in wall thickness acted to equalize the temperature in the hot zone of the furnace. This liner, closed at the bottom end and open at the top to permit entrance of the dilatometer and specimen, was kept filled with dry nitrogen gas. A chromel-alumel thermocouple was placed inside the tube to determine the temperature. The 4-in. dilatometer specimens in the chamber varied less than 1/2° across the specimen length except for a 1 1/20 drop at the end nearest the open end of the furnace. The low temperature isothermal holding bath was a double Dewar arrangement similar to one described by Turnbull7. The outer bath was filled with a refrigerant at a temperature lower than the desired holding temperature. The inner bath was filled with Freon "11" or "12" or a mixture of both, depending upon the holding temperature. This inner bath which tended to be cooled by the outer bath was kept at a constant temperature by introducing a small amount of heat with a manually controlled electric heater. Stirring was accomplished by bubbling dry air through the bath. A Leeds and North-rup type K potentiometer was used to measure the inner bath temperature as indicated by a five element copper-constantan thermopile. The bath temperature was maintained within ±0.2°C of the desired temperature by occasionally adjusting the heater current so as to keep the Leeds and Northrup galvanometer at zero deflection with a constant setting of the potentiometer. Isothermal tests were usually continued for 300 to 400 min and another reading made at approximately 1000 min if the bath, unattended overnight, had not deviated in temperature more than 5°C. Transformation curves are drawn dashed (Fig. 1) through the time region where temperature was not controlled precisely. Experimental Procedure Dilatometer specimens of 1/2x1/16-in. strip were cut to 41/2-in. length and holes were drilled for the quartz hooks with proper spacing to give a 4-in. measured length. An investigation was made of the mechanism of plastic flow in coarse grained specimens of both sponge and iodide titanium at low (-196°C) and high (500° and 800°C) temperatures. Deformation by slip occurs predominantly on a {1011} plane and in a <1120> direction over this entire temperature range, and secondary slip on {101-1} planes becomes more prevalent with overthisentireincreasing temperature.range, The crystallographic habit of the predominant twin planes becomes more prevalent with type is temperature-dependent, and deformation by twinning increases as the temperature of testing is lowered. Kink bands were not observed at -196OC and rarely at the high temperatures. A LTHOUGH the deform a tional mechanisms in . -titanium at atmospheric temperature have been extensively investigated," there is little information regarding the influence of testing temperature on these mechanisms. The only available data come from the recent work by McHargue and Hammond, who extended single crystals of iodide titanium at a temperature of 815°C. No significant changes in the types of slip and twinning planes were observed, but increased activity on the type I, order 1 pyramidal slip planes and on the type 11, order 2 twinning planes was reported. These planes contribute very little to the deformation process at room temperature.&apos;&apos; &apos; Since there is interest in titanium as a material for use at both low and high temperatures, the present investigation was undertaken to examine the slip and twinning behavior in coarse grained specimens of titanium at -—196", 500°, and 800°C in order to determine the general effect of temperature on the mechanism of plastic deformation. Experimental Material Used and Specimen Preparation—Both sponge and iodide titanium were used in the present investigation; chemical analyses appear in Table I. These materials were arc-melted under argon into 25 g slugs, which were then cold-rolled approximately 90 pct to a sheet thickness of 0.05 in. Since the strain-anneal technique was used for obtaining coarse grains, the cold-rolled sheets were made into tensile specimens which were then annealed to produce a relatively coarse uniform grain structure prior to critical straining. The details of the strain-anneal treatment. size of grains, and the method for preparing the specimen surface for optical microscopy have been described in a previous report.&apos; In order to obtain a wider spread in crystal orientation for the present work, it was necessary to vary the rolling schedule to reduce the degree of preferred orientation in the annealed sheets prior to critical straining. DISCUSSIONS of trade and commerce are generally more comprehensive today than in the past; the problems are approached with a vision unrestricted by national boundaries, and broad enough to comprise the entire world. The extent to which the limited viewpoint that has characterized past ages is yielding to an economy of world-wide scope is exemplified by the Atlantic Charter which blazes a trail in the direction of trade principles that aim to preserve the interest of each individual country in the commonwealth of nations. Its fourth article promulgated the principle that all nations should have access on equal terms to the trade and to the raw materials of the world which may be needed for their economic prosperity. Future developments in reciprocal international trade may have some effect upon the flow of nonmetallic minerals but such effects are not likely to be great because tariffs and trade policies have not affected that flow profoundly in the past. Nevertheless conditions may change and new problems may arise demanding important decisions. Sudden changes are not to be expected, but rather an orderly evolution in which national interests will merit due consideration in establishing broader policies.

INTRODUCTION The impact of taxation differs substantially from state to state in a complex fashion that depends on both the physical characteristics of a mineral deposit and on the price of the mineral commodity relative to its costs of production. A comparative analysis of the tax structures of eight states (Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah and Wisconsin) showed wide variations in rates of return for any given type of mineral property, with no state having either the most burdensome or least burdensome tax structure under all circumstances. Three hypothetical mineral operations were analyzed: a producing open-pit copper property, a non-producing underground platinum operation, and a non-producing underground gold operation. None of them corresponds exactly to an existing property. Each of these property types is further defined to have ore feed grades at three different levels, leading to three potential profitability levels, referred to in this paper as "economic", "marginal" and "subeconomic". Thus the differential impact of state tax structures is measured for mineral properties of different types, as well as for different profitability levels. Montana is used as the base case. This study does not address the topic of corporate structures or tax consolidation. There are no costs assumed external to the operation of the deposit (e.g. exploration to locate additional deposits). Two types of analyses were performed for this study. The first calculates the total cumulative tax payments in each state using all applicable taxes (including U.S. federal income taxes and examines the resultant differences in discounted cash-flows rate of returns DCFROR&apos;s amoung the eight states. The second is a sensitivity analysis that examines each type of state tax separately (i.e. state income, property, and severance taxes) in order to isolate and examine the differences in tax payments that are due to the difference in rates and methods of computing specific types of taxes in each state. The results of this study serve to illustrate the complex nature of interactions among various taxes. For example, property tax is a deduction in calculating severance tax in some state. Changes in property-tax and severance-tax payments both enter into the calculation of state and federal income-tax liability. This, in turn, could change the timing and usage of tax-loss carry forward amounts and investment tax credits. Additionally, the physical characteristics of a property, the method and costs at which the mineral will be extracted, and the profitability level at which each property operates will affect tax treatment. Each mineral operation was evaluated at three different predetermined profitability levels, referred to using the terms economic, marginal and sub-economic. These three profitability levels are defined by the ore feed grades of the primary commodity that yield in constant terms, approximately an "economic" 18% DCFROR, "a marginal." 10% DCFROR, and a "sub-economic" 5% DCFROR, respectively, under the Montana tax structure. In the analyses, the mining and processing parameters for each of the three types of properties were assumed to be identical for each of the eight states. It was assumed that each operation produces at full operating capacity throughout its life. This implies the level of mineral commodity demand will support the inferred commodity price, such that each operation will be able to sell all its output. The analyses performed for this study were done using a comprehensive economic evaluation simulator that is used in the Bureau of Mines, Division of Minerals Availability MAS program to perform DCFROR analyses. All economic evaluations performed upon these data (see appendix 2) were in constant January 1981 dollars. FOLLOWING the techniques used by Beck and co-worker~ "~ the characteristics of selective growth in the recrystallization of a zone-refined aluminum single crystal, rolled 80 pct at -78°C in the (110)[112] orientation, have been studied. The material was 99.999+ pct pure. The as-grown crystal had a resistance ratio, R(298°K) /R(4,2°K), of approximately 5000. The method of preparation of the single crystals and the necessary precautions in handling them during rolling in order to avoid recrystallization in locally distorted regions were described in an earlier paper.3 The rolling texture of this zone-refined aluminum crystal is practically identical with that of less pure aluminum crystals rolle! in the same orientation, i.e., a very sharp (110)[112]. Random nuclei were provided by artificial nuclea-tion by abrading one face of the rolled crystal on 600-grit emery paper in a random fashion. The thin layer of disturbed metal recrystallized at room temperature into fine grains almost immediately. An X-ray diffraction pattern was taken from the abraded surface of the crystal, and the relative intensities of the various reflection peaks were compared with those obtained from a powder specimen. As shown in Fig. 1, the relative intensities of the various peaks from the recrystallized layer varied somewhat from experiment to experiment, depending presumably on the abrading technique. However, the texture of the recrystallized layer produced by this method is nearly as random as that of a powder specimen. Fig. 2 shows the texture determined from the "growth side" (face opposite the abraded surface) of the crystal after it was kept at room temperature for 100 hr. The specimen was only partially recrystallized, as shown by the remaining deformation texture. The new orientations are derived from the recrystallized grains grown through the thickness of the crystal from the "nucleation side" (the abraded surface). Fig. 3 shows the texture after complete recrystallization produced by annealing at 60°C for 1 hr. The arrows indicate 40-deg rotation around the (111) axes of the deformation texture. The microstructure of a completely recrystallized specimen is shown in Fig. 4. As shown in Figs. 2 and 3, the texture of the re-crystallized grains grown from the nucleation side to the growth side is essentially the same as that observed in less pure aluminum&apos; (99.994 pct) and dilute alloyz crystals rolled in the same orientation. WithIn the past few years, considerable development has been made in the coal-mining industry in Illinois and Indiana and it is the purpose of the authors to record its most important phases. Perhaps the two most striking features are the entry into the producing fields of certain large consumers of coal and the magnitude of some of the new operations. Mines are now being equipped by the Chicago & Northwestern R. R., the Chicago, Burlington & Quincy R. R., the Standard Oil Co., of Indiana, and the Union Electric Light & Power Co. of St. Louis. Besides, the U. S. Steel Corpn. has increased its coal-mining activities by commencing operations on its large holdings northeast of Benton, Franklin CO., Ill. Until recent years, the supply of coal has commonly been adequate and prices have generally been favorable, especially to large consumers, as the magnitude of their purchases enabled them to obtain satisfactory quotations from producers. In fact, most consumers of coal have believed that they could buy their fuel more satisfactorily in the open market than they could produce it themselves. The entry of the United States into the war was accompanied by various disarrangements of industrial conditions, and a demand for coal in excess of the supply seemed likely to be experienced for an indefinite period. Under these circumstances it seemed that the greatest assurance of a supply of fuel was its production by the operation of mines. In the case of the Chicago & Northwestern R. R. and the U. S. Steel Corpn. the production of coal has been carried on for many years with satisfactory results, but the C. B. & Q. R. R., the Union Electric Light & Power Co. and the Standard Oil Co. of Indiana had not been producers of coal, at least in this district. Apparently the most impressive feature of the newest mines is their capacity, for in some cases it is planned that production shall be in the neighborhood of 1000 tons per hr. There are mines now in this field having nearly that output, but these were not planned for such output; in fact, when the shafts were sunk and the machinery installed it was generally supposed that the daily outputs would be only in the neighborhood of 4000 to 5000 tons. It has been the custom of the Railroad Commission of Texas to hold hearings each month with respect to existence and imminence of waste of oil and gas in Texas and its prevention, and to issue orders restricting the production of oil to the reasonable market demands and allocating production to the various fields in Texas. The practice of designating the actual days during the month on which wells are to be shut down was discontinued in the order for November 1942, and orders issued thereafter contain only the number of shut-in and producing days for the month. Orders issued by the Railroad Commission are divided into two main subdivisions, the first a general shutdown order of all oil wells in the various fields in Texas, and second, the exception of certain fields to this general order. Table I shows the producing days for all of the fields in Texas for 1944 under the first of these classifications : The fields that have producing schedules varying from the general order may be divided roughly into three subdivisions, as follows: Table 2 shows the producing days for certain fields that were prorated as a group throughout 1944. Other fields which were occasionally included with this group were also prorated under the general order and by special orders. The producing days for these irregular fields are shown in Table 4. In Table 3 are listed fields that were exempted from any shutdown days during December 1944, the majority retaining this exception throughout 1944. Certain fields included in the general order were added to this group on the first day of the month shown.

The unit agreement for the Wertz Dome field, Wyoming, was approved by the Acting Secretary of the United States Department of the Interior on November 4, 1937, effective on December 1, 1937. The stated objectives of the agreement are to conserve and put to beneficial use all oil and gas produced; to make possible a uniform withdrawal of oil and gas in order to maintain equalized reservoir pressures; to provide for an orderly determination of the structural features of the productive horizons; and to permit the injection of gas for pressure maintenance. The purpose of this paper is to show by a discussion of the problems involved and the engineering practices employed by the unit operator, how well the objectives of the unit agreement have been accomplished in the development and production of oil and gas from the field. HISTORY AND DEVELOPMENT The Wertz Dome oil and gas field is located 88 miles southwest of Casper and 38 miles north and westerly from Rawlins, Wyoming. It is served by a state secondary oiled road connecting with U. S. Highway No. 220 at Lamont, a distance of 3 miles from the field. It has been a producing field for 27 years, first as an important producer of gas and more recently of oil. The Producers and Refiners Corp. completed Well No. 1, NE1/4SW1/4 sec. 7, T. 26 N., R. 89 W., the first productive well in the field, in September. 1921, in the Muddy sandstone of Upper Cretaceous age, at a depth of 3435 feet for an initial production of 42,000,000 cu. ft. of gas per day. In 1922 pipe lines were laid to Casper, Wyoming, for supplying fuel to the Standard of Indiana refinery, &apos;the adjoining town of Mills. and the Producers and Refiners Corp. pump station No. 6 in Mills; and to Parco (now Sinclair), Wyoming, for supplying that refinery with fuel. The gasoline content of the gas was extracted in an absorption plant located near the town of Mills. No compressors were used as the line pressure was sufficiently high to flow the gas through the absorbers. As high as 30,000,000 cu. ft. of gas per day were treated in the plant extracting 6000 gallons of gasoline. In September 1937, the pipe line was discontinued and the plant was dismantled at which time 61,000,000,000 cu. ft. of gas had been produced from the seven Muddy, Cloverly, and Sundance gas wells drilled in the field. Of this volume of gas 800,000,000 cu. ft. were produced from the Frontier formation, 34,200,000,000 cu. ft. from the Muddy sandstone, 24,000,000,000 cu. ft. from the Cloverly, locally called Dakota, and 2,000,000,000 cu. ft. from the Sundance formation. The pipe line was discontinued because of the near depletion of the gas reserves in Wertz and nearby fields, and hecause of the local field requirements demanding the retention of the remaining gas reserves. In December 1936, the Sinclair Wyoming Oil Co. completed Well No. 10, SE1/4NW1/4 sec. 7. T. 26 N., R. 89 W., at a depth of 5886 feet. as the first Tensleep sand producer with an intial of 1700 barrels of oil per day. The well was originally drilled only 14 feet into the sand and in August 1939 was deepened to a depth of 6161 feet, 289 feet in the sand, and the daily produe tion increased to 8350 barrels of oil. In February 1948 Well No. 22, SE1/4 SE1/4 sec. 1. T. 26 N., R. 90 W., was deepened from the Tensleep to the Basal Amsden sand and completed at a depth of 6635 feet for an intial of 600 barrels of oil per day in the Basal Amsden. In April 1948, Well No. 2. SW1/4 NE1/4 sec. 1, T. 26 N., R. 90 W.. was deepened from the Tensleep to the Madison limestone and was completed at a depth of 7193 feet for an intial of 1145 barrels of oil per day in the Madison. Well No. 26, SE1/4SE1/4 sec. 1, T. 26 N.. R. 90 W., was deepened from the Ten-sleep to the Cambrian and in October 1948 it was completed in the Cambrian for an intial of 277 barrels of oil per day. A summary of- several recent investigations in to the properties of the metal-oxide-silicon system is presented. A major portion of these studies makes use of the MOS capacitance-z)oltage method of&apos; analysis. The particular areas of investigation which are reported include: 1) a general survey of the electvical properties of thermally oxidized silicon surjbccs; 2) a study of ion migration through silicon dioxide films ; 3) measurements of electron and hole mobilities in surface inversion layers; 4) a study of impurity redistribution due to thermal o.ridatiotz; and 5) measurements of the rates of oxidation oj-heavily doper7. silicon. THE importance of the metal-oxide-semiconductor (MOS) system in the semiconductor industry is well-known. In addition to its importance in the "planar" device technology,&apos; the MOS structure is now also used in the fabrication of active solid-state devices. Consequently, extensive efforts have been made recently to obtain a better understanding of the characteristics of this system. A summary of some studies of the MOS system conducted in our laboratories during the past year is presented. For the most part these studies used silicon as the semiconductor, along with silicon dioxide and aluminum as the other two components of the system. Since the MOS capacitance-voltage method of analysis was used extensively in these studies, we will first briefly describe its nature and consider some of the possible causes of deviation of experimental observations from the simple theory. We will then outline the various related areas of investigation carried out in our laboratories and will briefly indicate some of the results. It should be noted that the purpose of this paper is merely to provide a brief summary of MOS studies. More detailed discussions of the various areas of investigation are given in the references cited. PRINCIPLES OF THE MOS C-V METHOD OF ANALYSIS&apos; A sketch of the MOS structure is shown in the upper portion of Fig. 1. In this case the insulating film is Si02 and the semiconductor p-type silicon. If a large negative bias is applied to the metal field plate, holes are attracted to the silicon surface. The silicon then behaves much like a metal and the capacitance measured is that of the oxide layer alone, Co. If a small positive bias is applied to the aluminum, holes are repelled and a region depleted of majority carriers is formed at the silicon surface. This depletion I-egion adds to the width of the dielectric and the measured capacitance begins to drop. With increasing positive bias, the width of the electrical depletion region increases. At some large positive bias an inzevsion regiotr is formed at the surface and additional charges induced in the silicon appear in the form of electrons in this narrow inversion region. Thus the depletion-region width approaches a maximum value and, consequently, the capacitance reaches a minimum value and then either levels off or rises again depending on the measurement frequency and the rate of equilibration of the minority carriers in the inversion layer.3 Band diagrams, along with the corresponding charge distributions, are shown in Fig. 1 for the above bias conditions. If minority carriers cannot accumulate at the surface to form an inversion region, the depletion-region width continues to increase with increased positive bias and the capacitance drops toward zero as in a reverse biased p-n junction. The effect of a work-function difference $hs between the metal and the silicon, and of surface charges per unit area Qss located at the oxide-silicon interface, is simply to attract charges in the silicon much like the applied bias. It can be shown that this results in a parallel shift of the capacitance-voltage characteristic along the voltage axis by an amount corresponding to AV = -$bIs + Qss/Co. Theoretical curves have been calculated4 giving the capacitance of the MOS structure C normalized to the oxide capacitance Co vs the quantity VG here VG is the voltage applied to the metal field plate. In Fig. 2 such calculations are shown as points for a particular oxide thickness and bulk impurity concentration for a p-type semiconductor. (For an n-type semiconductor the curves would be mirror images of these.) All three cases, i.e., low frequency. high frequency, and depletion, are indicated. Also shown in the figure are recorder tracings of the characteristics of actual devices. These characteristics have been shifted along the voltage axis to compensate the effect of surface charges and work-function difference. The constitution of the aluminum-cobalt alloys has been the subject of relatively few investigations. Brunckl analyzed the residue which remained after treating the 17 per cent cobalt alloy with dilute hydrochloric acid. The results of the analyses indicated the existence of a compound Co3Al13. Guillet2 published a liquidus for the aluminum-cobalt system which contained two maxima corresponding to CoA16 and CoAl2 and two eutectic points at 30 and 74 per cent Co. The most extensive investigation of the system was carried out by Gwyer13 whose results are summarized in Fig. 1. It will be noted that at the aluminum end there is a suppressed eutectic at 644&apos; C. By extrapolation of the duration of the eutectic arrest to zero, the composition of the compound was placed at Co3Al13. Another thermal arrest was noted at 550" C., which Gwyer attributed to a peritectic reaction. The present investigation of the aluminum end of the aluminum-cobalt system is the eleventh of a series dealing with the constitution of aluminum-rich alloys prepared from electrolytically refined a1uminum.l Preparation of Alloys.—The alloys used in this work were all prepared from electrolytically refined aluminum, the analysis of which is shown in Table 1. In preparing some of the alloys, metallic cobalt (98 to 99 per cent) was used either directly or in the form of an intermediate alloy, the composition of which is given in Table 1. In order to obtain alloys of higher purity, cobalt was introduced into some of the alloys by means of chemically pure cobaltous chloride which was readily reduced by the aluminum. A small electric furnace with nickel-chromium heating elements was used in the preparation of the alloys. Chemical Analysis.—An analysis sample from each melt was chill-cast in the form of a plate 3/16 in. thick. In all cases the casting temperature was well above the liquidus. Although this has been known for a long time, little or no information is available concerning how far from the mining area the pillars are affected in this manner, or how great is the magnitude of the compression, or concerning the manner or characteristic way in which the compression acts, as the mined-out area approaches the pillar under consideration. The writer made a study of pillar action in the Mona mine of the Arkwright Coal Co., partly to get some quantitative data on the deformation of coal-mine pillars. The study was not completed but it seems best to present the information that was obtained. Method of Measurement Fig. 1 shows the details of the apparatus used for measuring the deformation. This is permanently attached to the pillar. Fig. 2 shows the details of the gauge that records the deformation. This gauge is removable and was used to measure the deformation at all the stations. The recording dial is graduated in thousandths of an inch and records measurements up to one inch. Fig. 3 shows how the removable gauge is placed in the instrument. When installing the instrument in the side of the pillar, all loose coal near by was removed and a trench 4 to 6 in. deep, and approximately 1 ft. wide, was dug in the pillar. In this trench near the top and the floor, the holes holding the instrument were bored. These holes were then partly filled with thin cement and the rods were inserted. The remaining space in the holes was tamped full of cement. At this time, by carefully manipulating the permanent rods and clamps and adjustable pin, it was possible to adjust the instrument so that the removable gauge would stand true and measure any vertical deformation between the top and bottom rods. Fig. 4 is a photograph of one of the instruments installed, showing the removable gauge in place.

The rapid advances on the mechanical side of blast-furnace practice have not always been accompanied by a proper appreciation of the metallurgical requirements. This is illustrated occasionally by the improper use of automatic barrow chargingdevices and bins (introduced at the expense of accuracy in weight), with ores of irregular composition or ores that have been poorly graded. The 100-ft. blast-furnace has not always been advantageous, and in many instances the increase in the number of tuyeres, from 8 or 12 to 20, has resulted in decreased output. The data pertaining to this division of blast-furnace practice are now sufficiently complete to allow inferences to be made. The use of fine ores has indicated the manner in which large outputs could be obtained, as it has emphasized the fact that intimacy of contact. between gases and ore, and coke and air, were more important than the time of exposnre. It was reasonable to suppose that if more points of contact were made between the air and the coke, their union would occur in a shorter period of time, and the coke would be burned more rapidly in the same-sized hearth, and an increased output thereby obtained. In consequence of this theory, many furnace men upon relining a furnace increased the number of tuyeres from 8 or 12 to 20, or even more, frequently with unfortunate results.
