MINING, which is at least twenty centuries old, was at first, and long, wholly a practical art. Little more than two centuries have elapsed since the inception of the idea that general education and a knowledge of natural science would be of advantage to those engaged in the mining industry. Though schools of mining began to develop in Europe early in the eighteenth century the concept of educational preparation for technical conduct of the industry was slow in winning general acceptance in the industry itself. John Hays Hammond, in his autobiography,1 recalls that when he sought employment with a mining company after he had graduated from Yale and Freiberg he had to assure its executive, before being even considered for employment, that he did not consider that he had learned anything about mining. This was as late as 1880. Existence in the industry of a prejudice against education of the academic type is perhaps an explanation why inadequate provision has been made by the mining industry for the continuing education of technical employees after they enter employment, although engineering education prior to engaging in industry has now won general acceptance. I am familiar with the existence of "loop" courses for engineering graduates in metallurgical plants, of schemes for giving mining graduates "practical experience," and of the interest in vocational courses for workmen which sprang up in the period of labor shortage during and immediately following World War I (but which quickly died when the depression of 1921 again made experienced workmen available in sufficient supply), having been chairman of a committee appointed by the Mineral Industry Education Division to make a survey of existing provisions for post-employment training for engineers in our industry. The results of that survey, reported elsewhere, clearly indicate that it is inadequate as to amount; the aim of this paper is to present evidence for belief that it is also inadequate in quality. To avoid becoming too involved, no reference will be made here to post-employment vocational training for workmen, which is a subject differing so much from post-employment education for engineers as to require separate treatment. Neither will postgraduate education for metallurgical engineers be discussed, because a distinction must then be made between training for research work and for plant operation, whereas mining engineers engage almost exclusively in operations. Since the situation in the coal-mining industry has been discussed at several recent meetings, that also will be passed over, and what follows should be taken as a discussion applying exclusively to the metal-mining industry. Discussion of the paper of H! M. CHANCE, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 91, July, 1914, pp. 1461 to 1466. R. V. Norris, Wilkes-Barre, Pa.-In his resume of coal-taxation methods Mr. Chance has apparently confined his investigation to bituminous coal, so a summary of the anthracite situation as to coal assessment should be of interest. The anthracite region of Pennsylvania in its 484 square miles of measures lies in the counties of Wayne, Lackawanna, Luzerne, Carbon, Schuylkill, Northumberland, and Dauphin, and in each of these different methods of assessment have been adopted. The assessments for taxation in Pennsylvania are made under Acts of the Legislatures of 1841 and 1842, under which the assessors are re¬quired to "assess rate and value every subject of taxation according to the actual value thereof, and at such rates and prices as the same would bring at a bona fide sale after due notice." Under this general law coal land has been assessed as such, but up to about 25 years ago the coal was assessed at rates so low as to be unimportant, though the rates in each township and municipality, even in the same county, showed no agreement or ascertainable basis. In the late '80s, the need for greater revenue drew attention to the possibilities of collecting much larger taxes from the coal lands and, spurred by public demand, the assessing authorities in some counties undertook a reassessment of coal. The method pursued was to demand from each owner a statement of the area and average remaining thickness of coal on his lands. On this return, made in some cases under oath, an assessment based on foot-acreage was levied, with a resulting great increase in valuation, but the valuation per foot-acre was low and no serious objection was made. This assessment with occasional increases of rate remained in force until 1907, when, in the triennial assessment of that year, a complete revision of the valuation was again attempted, engineers were employed by the counties to check the accuracy of the returns from the owners, and, based on the foot-acreage thus obtained, an enormous increase, to $65 per foot-acre, was made in the valuation. This assessment was resisted in the courts by appeals resulting in very extensive litigation, and a final determination of the validity of the 1907 and all subsequent assessments has not yet been obtained. In the first appeals tried the rate calculated on a foot-acre valuation was reduced by the Luzerne County court to about $45, while the. Lackawanna County courts reduced a larger rate to $67. The Carlin gold deposit is located in northeastern Nevada about thirty-five miles by road from the town of Elko. Following the staking of six square miles 'of ground, a drilling program outlined a fine ore body mineable by open pitting. The resulting mine turned out to be the largest open-pit gold operation in the world, until the Rosario Pueblo Viejo operation was started in 1975. Because of the high profitability forecast at the then $35 gold price, construction of a 2000 stpd mill was commenced on a crash program and was completed for Newmont Mining Corporation by Bechtel Corporation in ten months. Production was started in early 1965. The gold mineralization occurs in marine-type sediments, chiefly silt- stones and limey shales, and the ore characteristics make for a difficult materials-handling problem. At 5% to 6% moisture the ore is dusty during crushing, but even a light rain or snowfall virtually turns the material into a slurry. Crushing this sticky ore below 314 in. (19 mm) in the dry season and 1 in. (25.4 m) during the winter is extremely difficult and leads to problems with conveyors, chutes, and fine ore storage. The initial flowsheet for Carlin's crushing plant used a 5 ft by 22 ft (1.52 m by 6. 7 m) vibrating feeder -grizzly under the 60 -ton dump pocket for feeding the 42 in. by 48 in. (1067 mm by 1220 mm) single toggle jaw crusher and a 5 ½ ft (1.52 m) standard cone crusher in closed circuit with a 6 ft by 12 ft (1.83 m by 3.66 m) vibrating double - deck screen. Because continual packing of fines in the vibrating feeder pan would cause frequent plant shut-downs to remove the fines with jack hammers, the decision was made to replace the vibrating unit with an apron feeder and stationary grizzly ahead of the jaw crusher. A dribble belt was also installed under the apron feeder. This installation has greatly improved the feeding of the pit run ore to the .primary jaw crusher. Mining at Carlin is done by a 5 yd shovel and 7 ½ and 10 yd front-end loaders, and ore transport is by several sizes of trucks from 30 to 75 tons capacity. These pit haulage trucks dump onto stockpiles adjacent to the primary crusher. Ore is then fed to the dump hopper by front- end loaders only when the crushing plant is operating. This extra handling procedure is necessary because plant delays caused by problems with wet ore in the secondary crusher resulted in the ore setting up or packing in the dump pocket. The wizardry of nucleonics has added new and greater dimensions to the almost inseparable "twins"-zirconium and hafnium. So close is their relationship that neither element is found free of the other in any presently known mineral. Although zirconium in the form of its oxide was discovered in 1789 by Klaproth, the metal in an impure, nonductile form was not isolated until 1824 by Berzelius. About 100 years later -1925-van Arkel and deBoer developed and patented a technique for the deposition in vacuo of crystalline, coherent, highly ductile metal of extreme purity on an electrically heated filament through the dissociation of gaseous zirconium tetraiodide. Within the past five years both zirconium and hafnium have been dramatized by the press and in popular science magazines. This has led to the false assumption that practically all of the world consumption of zirconium ores is used in the production of the metals. Recent statistics on the subject show that not over 15 pct of the zirconium ore consumed in 1958 went to ferrosilicon zirconium and zirconium metal. The rest was consumed in refractories, foundry sand and facings and ceramics. The importance of zirconium as a component in compact, relatively lightweight nuclear energy units, such as those now used in the submarine Nautilus,6 is well established. A rival of zirconium metal as a casing for atomic fuels is a newly developed ceramic body. It is claimed to be cheaper than zirconium-to withstand higher temperatures-and to be more resistant to corrosion. Whether such ceramic casings have the required low thermal neutron absorption cross section, high strength and easy formability of zirconium is yet to be demonstrated. Hafnium, because of its low order of abundance and its close chemical relationship to zirconium, was not definitely recognized as a new element until around 1923, despite prior claims. A study of the X-ray spectra of zirconium led to its identification. The circumstances leading to the discovery of hafnium were much less fortuitous than those surrounding zirconium. The more precise tools of arc and X-ray spectrometry lent themselves admirably to the search for elements to fill certain gaps in the periodic table. [ ] Pure, ductile hafnium-a metal similar in appearance to stainless steel-has a specific gravity of 13.3 (zirconium 6.52) and a melting point of 2,200°C. In other respects it closely resembles zirconium except in one important respect which gives it a preeminent position in nuclear energy development, namely, a high thermal-neutron absorption cross section. This explains the necessity of hafnium-free zirconium in atomic piles. The ability of hafnium to capture thermal neutrons makes it an excellent "moderator" of "governor" when used as control rods in nuclear reactors (Table 1).

Report of the Secretary TO THE BOARD OF DIRECTORS AND THE MEMBERS OF THE AMERICAN INSTI¬TUTE OF MINING AND METALLURGICAL ENGINEERS GENTLEMEN As will be shown by the special reports of the Finance, Membership, Library, Papers and Publications, Increase of Membership, and other standing Committees, together with that of the Treasurer, the year 1927 was one in which the Institute made very satisfactory progress in a number of directions. In total numbers the membership is no larger but in revenue from dues there has been a marked increase. This has been due to the promotion to full membership of Junior Associates of earlier years, to the larger proportion that come in originally as members rather than juniors, and to the keener interest in the work of the Institute reflected in prompter payment of dues. The latter is important, since experience shows that of those who fall behind a large number must ultimately be dropped for non-payment. Conditions in the mining in¬dustries have been healthy though not booming. It has been much easier for members to find employment and meet their financial obligations but there has not been that flow of young men into mining, and hence in part into the Institute, that characterized certain earlier years. Rather the tendency toward centralization and larger industrial units has re¬stricted the number, though not the scope, of opportunities for technical men in the mineral industries. The Institute is constantly receiving resignations from members crowded out of mining into other lines of activity. On the other hand, those who remain in mining and metal¬lurgy have a greatly increased necessity for information and contacts with technology. A few years ago many superintendents and most foremen were non-technical men. Today the reverse rule obtains and shift bosses and men who occupy even lower positions in industrial units are called upon to know and to apply such an amount of technical knowl¬edge that graduate engineers are the rule rather than the exception. The curious situation has obtained that with a much smaller enrollment of students in the schools of mining and metallurgy there has been at times an actual shortage of young engineers for beginners' jobs. The young men retort that the conditions of employment and pay offered in mining are not equal to those in other lines and, while it is undoubtedly true that the young engineer beginning in mining is able to start under conditions markedly better as to pay, living, and responsibility than did the men who are now leaders, they are required to know much more and have usually spent more in time and money to qualify for their jobs. The whole matter is one which warrants much more attention than has been given to it. For the Institute it is important since the young men

FOR the third consecutive year, I have collected the data on enrolment and employment of graduates from the schools in. the United States and Canada that grant degrees in mineral technology. The data were collected in the same way as formerly; namely, by questionnaire, dated Jan. 5, 1935, and are therefore comparable with the figures reported for former years. This year, along with the names of the 48 schools in the United States and the six in Canada, are listed the courses offered and the degrees granted by each, school, together with the names of the professors in charge. The names and addresses of the four schools in Mexico are also given. The list is on pages 450-1, which should he valued as a directory by those interested in mineral technology education. So far as is known, this is the most complete and up-to-date list that has ever been published.

PETROLEUM industry forecasts are constantly made and revised but are not in the nature of predictions. Particularly in the field of demand, many of the factors are far beyond control by the producing industry. Supply reacts on demand and demand reacts on supply. Competent economists in the oil business forecasted a year ago, on the basis of experience, that demand would now be at a much lower level than it is. This increased demand increased the price of crude oil and products, and in turn those increased prices have brought forth increased supply. A reduction in demand would lead to a reduction in supply. Shortages are now world-wide, and costs of secondary importance, so if there were extra supplies in California they would be moved into what are termed "unnatural markets." For example, Argentina is in the market today for California gasoline; that is an unnatural market because of the greater transportation distances from California to Argentina than from normal sources.

The problem of stability of slopes in reservoirs is one of real interest in civil engineering. The problem is whether the valley walls will remain stable or whether they are likely to slide as conditions are changed by storage of water in the reservoir. If major slides are indicated, as on the walls of relatively steep canyons, one must estimate whether they will be so located and of sufficient size as to interfere with operation of the reservoir-as by blocking the outlets, or by displacing sufficient water to over-top the dam in a huge wave. Some cases involve problems in soil mechanics for slides in earth or weaker rock; other locations need the assistance of rock mechanics for slides in harder rock. While this is not a new problem, attention has recently been focused on its importance by the hugh landslide into the Vaiont reservoir in 1963, which claimed the lives of over 2000 people and forced abandonment of the dam and powerhouse.

TOO often, many foremen; superintendents, managers, and executives, "The Bosses" of the oil and mining industries, do not fully realize: (1) How much personal actions '.on the job" may reduce their effectiveness in getting work done; and, (2) The importance of harmonious relations with their fellow men. Today. these qualities of personality in the people entrusted with the positions of responsibility are more important than ever with the shortages of labor so critical in vital war production. Likewise, many engineers do not fully realize that their work is essentially executive in character; i.e., other people do the actual labor. Without their help. the engineer's work would not be done. A clearer appreciation of this fact would increase their interest: (1) in the nontechnical aspects of their work. and, (2)in their relations with others, particularly the individuals in their own organization. Consequently, these engineers would be more successful in equipping themselves for greater responsibilities and increased remuneration.

THE St. Joseph Lead Co. became interested in the Tri-State district in 1921 through acquisition of prospecting and development rights on approximately 20,000 acres of land extending northeastward from the Picher mining field, mostly in Kansas. Prospecting with churn drills was begun the same year and the first commercial ore body was found on the Jarrett tract at the then northern limit of the main Picher field. Operations at this mine began in 1923. Kansas Explorations, Inc., was organized in 1923 by the St. Joseph Lead Co. as a wholly-owned subsidiary to carry on its operations in the Tri-State District from an office at Joplin, Mo. As prospecting of the original acreage proved largely negative, attention was subsequently turned to other sections of the district. Numerous additional leases were acquired and prospected. The Company was successful in developing into operating properties the Jarrett, Isherwood, Robinson, Sullivan and Lotson tracts and, in more recent years, the Ritz, Snapp, Buckingham, Gibson and Jasper mines.

CHANGES in industrial practice, in plant design, and in research methods which are so clearly to be seen on every hand, have affected the mineral industry as well as others. In particular, ore dressing has passed through a revolution in practice brought about by the introduction of flotation and other quasi-chemical methods, until it has ceased to be solely the mechanical preparation of ores. In fact, the term "ore dressing" itself is obsolescent, and "mineral dressing" has been growing in popularity. This assures adequate recognition of the fact that mineral substances other than ores, e.g. coals, clays, and cement rock, are treated by the same general methods. As a result of these industrial changes it was felt that a complete rearrangement of the curriculum and laboratories at the Massachusetts Institute of Technology would be ad-vantageous. Such a rearrangement would allow instruction and research to proceed in wider accord with industrial evolution and the needs of our times.

During the first ten months of 1943 copper was produced at a higher rate than in 1947. However, on Oct. 24 one of the large mines was shut down due to a strike. As of Dec. 31 the strike was still in effect and had already resulted in a loss of production of 50,000 tons of copper. The demand for copper was considerably greater throughout the year than the supply. The price of electrolytic copper delivered at the Atlantic Seaboard refineries advanced from 21.20 to 23.20 cents per lb during the year. This sustained demand for copper, together with the increase in price, has had the natural effect of spurring interest in uncovering new deposits, and in re-examination of known low-grade deposits and old tailing clumps. This is in addition to the usual reevaluation activities which normally result from the constant improvements in efficiency of ore concentration.

THAT colleges and technical schools constitute a vital factor in our industrial system is being realized more and more of late years. Consequently it is desirable that there should be a constant interchange of ideas between the 'school and the industries and that there should be a more intimate contact between the student and his future employer. Business and industry demand certain proficiencies and qualifications of the student and he, in turn, sees certain rewards and advantages in the industry. . In a meeting of this kind, whose primary purpose is to promote a greater intimacy between the students and those men who are active in the mining profession, it is quite fitting that each state his demnds upon the other in order to establish a common understanding. It is probable that a student, not being conversant with actual conditions in the industry, may be unfair in what he asks of his employer. Therefore criticism, constructive or other- wise, is not only accepted, but is invited.

GOLD was discovered in Gold Canyon on May 15, 1849. Following this discovery placer miners worked the gravels in the canyon for-ten years, finally discovering the outcrop of the Comstock lode at Gold Hill in May, 1859, and in Ophir ravine on June 12 of the same year. Before long large quantities of gold and silver, were taken from the lode and one of the West's most spectacular mining booms drew thousands of fortune seekers to Nevada. After a long period of production activity waned and in late years little mining was done. The recent reopening of the old mines and the discovery of ore in other parts of the vein, and in other veins of the district, has led to a revival of interest in the Comstock. Virginia City, Gold Hill, and Silver City, situated along the great vein system, are enjoying a period of prosperity and a large influx of people.

D R. GILLSON, who was born in Evanston, Ill., in 1895, is another one of those geologists who received his early inspiration and foundation in his science from that great teacher at Northwestern University, the late Professor U. S. Grant, and then went on to give his time and interest to Institute affairs-like those other Northwestern men, Arthur Blair, Gilbert Cady, Charlie Behre, Evan Just, Ian Campbell, Clayton Ball, and many others. After serving in the Navy in the first World War as, of all things for a geologist, a commissary officer on a transport, he went on to MIT and took his doctor's degree under Waldemar Lindgren in 1923. He even assisted in mineralogy at Harvard and thus had training under another great teacher, Charles Palache. He taught mineralogy and petrography at MIT from 1923 to 1928. After several summers of field work as an assistant in the U. S. Geological Survey, Dr. Gillson joined the staff of the du Pont company.

THE 1944 Chairman of the Institute of Metals Division might be classed as metallurgically ambidextrous ; he is teacher of theory and practice of both nonferrous and ferrous metallurgy, and he is consultant on brass and on highspred steel. Arthur Phillips was born in Troy N.Y. and attended the New Haven Connecticut high school. Upon graduation he entered Yale, receiving a degree in metallurgy in 1913. At that time Professor Mathewson was starting his plan of '"co-operation with the metal industries in metallographic work at the Hammond Laboratory of the Sheffield Scientific School, Yale University, and Arthur Phillip, became the first co-operative graduate student, working in the laboratory of the Bridgeport Brass Co., and receiving his Masters of Science degree in 1915. A little later, when the department of metallurgy at Yale was expanded. Me. Phillips was appointed assistant professor. In 1928 he was made associate professor, and in 1934 he was promoted to full professor.

C. J. Barber (U. S. Smelting Refining & Mining Co., Salt Lake City)—In his paper Donald describes how New Jersey Zinc Co. made surveys for a connection between the Ivanhoe and Van Mater shafts at Austin-ville, Va. Except to say that the two faces had to meet "accurately" on line and grade, Donald does not indicate the required precision. Assuming that there were 24 angles in the 11/2-mile traverse and 15 in the one-mile traverse, it can be shown that if the average error in plumbing each shaft was 230" and the average error in measuring each traverse angle was 210". then the average error at the point of -connection would have been about ±1.9 ft normal to the line between the shafts. This calculation assumes that any errors in the triangulation would be negligible compared with the errors in the plumbings and traverses, and it also neglects taping errors. With no constant errors or blunders, the latter would be important only in lines normal to the line between the shafts. To make the average error at the connection less than 1.9 ft would, therefore, require either reducing the error in the plumbings to less than ±30", or that in the traverse angles to less than ±l0", or fewer stations, or a combination of these. Referring briefly to the triangulation, because of the problem of fitting a new triangulation into older surveys of the district the orientation deserved some mention, even though the connection could have been made with an assumed bearing. It would be interesting to know how many triangles were required and what the average summation error was before making any adjustments and without considering the algebraic signs. Perhaps this is referred to indirectly in the statement that the maximum angular error distributed was 2". Turning to the shaft plumbings, it would be helpful to know how many men were employed and how long each shaft was in use. Donald says that the surface positions of W-2 and W-3 were carefully surveyed from the collar position of W-1, without indicating how this was done. The length of the backsight would be particularly important. There must have been some error in setting W-1 vertically below the stations in the headframes. How immovable were the headframes, especially the Van Mater, which appears higher than the Ivanhoe and subject to more vibration because of skip hoisting? Donald does not say whether the plumbing wires had been previously restraightened to minimize spinning (otherwise they behave like weak helical springs). The use of light steel weights is most surprising because there seem to be excellent reasons for using heavier, nonmagnetic weights. Did the shafts contain no steel sets, pipes, power cables, etc., which might attract steel? The plumbing method described by Donald was designed for deep shafts in South Africa but differed from the South African practice in two important respects. As described by Browne,6 in South Africa the line between the wires was made parallel to the long axis of the shaft, whereas in the Ivanhoe shaft the lines between the wires were diagonally across the shaft. The main reason given for the South African practice is to insure that the gravitational attraction between the wires and the rock walls is the same on both wires, and therefore does not affect the bearing of the line between them. It seems probable, however, that the effect of air currents might be minimized in the South African procedure, and might be serious with the wires in the diagonal position at the Ivanhoe shaft. In the South African case cited by Donald the wires were swinging freely (although the plumb bobs were sheltered from air currents) but in the Ivanhoe case they were dampened with the plumb bobs set in water. In the discussion of Browne's paper R. St. J. Rowland said:' It has been the practice for a long time to damp the oscillations by immersing the bobs in oil or water. The time per oscillation is thus increased, thereby extending the time taken to complete the work. The longer the suspended wire the less there is to recommend the practice . . . The theoretical time for one swing of a simple pendulum 1050 ft long is approximately 36 sec, which would be increased by dampening the plumb bob in water. Hence very few complete swings would be observed in the 5 min intervals used at the Ivanhoe shaft. In the two South African cases described by Browne, the length of plumb line in one shaft was 5425 ft, the calculated period of swing was 81.6 sec, the average actual period was 76.6 sec, and 94 complete swings were observed in 2 hr. In the other case the length of plumb line was 3116 ft, the calculated period of swing was 61.8 sec, the average period was 63.5 sec, and 86 complete swings were observed in 1 hr 31 min. Browne concluded that observations of more than 30 swings are not likely to result in sufficient gain in accuracy to be justified. Returning to the Ivanhoe and Van Mater plumbings, an objection to the method used is that all four azimuths were taken from fixed points instead of swinging wires, and that each pair of observations would— barring blunders— check closely, and so perhaps give a false feeling of security. In fact, it seems that only two azimuths were obtained from one plumbing, and not four as stated by Donald. Nevertheless, the tying in of each pair of wires from both sides of the shaft has much to commend it. Donald's description leaves the impression that if each shaft was plumbed only once, the engineers were fortunate indeed if the average error in the underground orientation was as little as 30". Because the survey was done over a period of three years, it seems likely that the plumbings were repeated, perhaps more than once. The underground traverse angles were measured by conventional methods, but because the number of angles in the overlapping traverses was not given, the angular closure given by Donald does not indicate the accuracy with which this was done. Donald's description of a method of taping lines of irregular length is welcome. The literature on taping is usually confined to lines of about one tape length, generally 100 ft. Such lines are rare in metal mining because the time, trouble, and cost of setting points at 100-ft distances underground are not warranted. (Nevertheless civil engineers may go to this expense
