Ore distribution being what it is, many of today's mining companies are forced to develop foreign reserves to satisfy the demands of their customers. This necessity complicates the economic picture for a company, because management must look well be- yond grade and tonnage to determine the feasibility of developing a foreign orebody. Above all, the taxes on such a development must be assessed. The difference that taxes can make in mining profits will be illustrated here for three countries-Canada, Mexico and the United States. For purposes of comparison, identical orebodies will be assumed to occur in all three countries. Only the taxes on these properties will vary. Grade, tonnage, gross income, production costs and production rates will all be the same. The discussion will be limited to federal taxes, because state and provincial taxes are usually negligible by comparison. Assumptions relative to the orebody and the nature of the company undertaking the operation are as follows: (1) Copper is the only value to be recovered. (2) Sixty million tons of ore have been delineated. (3) Underground mining is required, and the production rate will be 3 million tpy. (4) The life of the property is 20 yr. (5) Operations in Mexico or Canada will be handled by a subsidiary of a U.S. parent company. (6) The subsidiary will offer stock.

In the course of the persistent and rapid advance of our country towards the goal she has set for herself, of commercial and manufacturing supremacy, there stand out certain periods or cycles of prosperity or depression, succeeding one another with a comparative regularity as to their ultimate trend, but of varying lengths and intensities. I might compare this course to that of a railroad between two points at different levels, with intervening mountain ranges and valleys, the up-grades climbing towards the final upper terminal of prosperity, while the down-grades retard the ascent, and tend to return to the valleys below. Just at the present time we are evidently at the bottom of one of these valleys, and, before starting to climb the next divide, it may be prudent for us to look into the condition of our rolling-stock, and especially into that of our brakes, and see what the experience of our downward journey has taught us, and whether we are properly equipped for the new upward advance which now lies before us. Probably no previous period of the same duration has produced in all branches of mining and metallurgy improvements SO many and so various as have the last ten or twelve years. THIS paper describes the methods used to determine the rates of payment for contract work and the plan of contract supervision in the Elm Orlu mine. A discussion of the theory of wages and the eternal question-what is a just wage-are beyond the scope of this article. In the fall of 1920 the Elm Orlu was the largest mine in Butte using the day's pay system of payment for stoping operations. High labor and supply costs and a falling market for the product of the mine made economic mining difficult. The mining method had been changed from the square set stoping to timbered rilling to eliminate most of the shoveling. There was no opportunity to reduce the cost of supplies other than more rigid economy in their use. It was recognized, however, that the labor efficiency was low and that the reduction in costs depended on increasing the output per man. While in general, the low man efficiency was a resultant of the high wages paid and the shortage of men during the war and subsequent period of inflation, it was felt that the contract and bonus system used in the other mines was the main factor in that the most capable and energetic men had been attracted to those mines where more than average skill and dili-gence were recognized by more than average pay.

A digital computer program to mathematically simulate the effect of limited changes in feed rate in the range of 80 to 95 tph on a plant-scale wet grinding circuit has been developed and tested. The circuit studied included an 8-ft-diam X 12-ft rod mill operating in open circuit and feeding two parallel 12-ft-diam x 10-ft pebble mills, each one operating in closed circuit with an 8 X 32-ft rake classifier. The simulation is an empirical one based on two sets of data collected manually from the operating circuit under what was said to be steady-state feed rates of 80 and 95 tph with all other operating variables also at steady state. The procedure is a combination of several published approaches to the modeling of grinding mills and classifiers and it is applicable to a wide range of circuits. The program permits the computing of the size distributions of all feeds and discharges of all grinding units and classifiers in the circuit for a specified feed rate. The data used in this report for demonstrating the program are unsatisfactory since the circuit was not operating under steady-state conditions when it was sampled. Consequently the circuit model parameters could not be accurately estimated. The predictive power would be greatly improved if new data were obtained under true steady-state conditions.

Dr. F. W. C. Schniewind, New York, N. Y.:—Mr. Vogel speaks of briquetting the flue-dust by means of lime. I learned recently in Europe of a process employed with considerable success at one of the blast-furnaces, where blast-furnace cinder is used with lime. The lime and cinder are mixed with the flue-dust, and exposed to superheated steam, which converts the blast-furnace cinder into cement. Briquettes are then formed in the usual way. Mr. Vogel :—The process referred to is the " Scoria process," which has not been in use for some time past. For that reason, I did not mention it. Prof. Arthur L. Walker, New York, N. Y.:—I would ask the commercial name for magnesium chloride, and where it can be obtained ? Mr. VoGel :—I mentioned magnesium chloride, because it has been used abroad to a large extent. In Germany it is obtained as a by-product in the manufacture of potash-salts; in the United States we have been using chloride of lime, which is cheaper. Otto Sussman, New York, N. THAT geology and mining should stand in close and mutually helpful relationship was recognized in the United States at an early period, but it is not possible to set a precise date at which the study of ore deposits became a thoroughly reputable and important branch of geological science. As early as 1850, appeared the first ,part of Foster and Whitney's report1 on the Lake Superior region, devoted mainly to the copper-bearing areas, followed, in the succeeding year, by the second part,2 on the iron lands. This appears to have been the first comprehensive report on what might, at that time at least, be called "western" ore deposits to be prepared and published under the auspices of the Federal government. An outgrowth from this work was Whitney's Metallic Wealth of the United States,3 which appeared in 1854. It was the earliest general work on the ore deposits of the country, and remained a standard reference book for marly forty years. From 1853 on, various parties were sent out by the War Department to explore routes for proposed railways and wagon roads from the Mississippi Valley to the Pacific Coast. Geologists were attached to most of these parties, but their work was mainly of broad reconnaissance character, little attention being paid to ore deposits. Although the

It must be evident to almost everyone by now that a massive transformation is occurring in our iron ore economy. Its equal has been seen only once before in the entire history of the North American steel industry, and not even once before within the personal memory of anyone now engaged in it. The lone precedent was the beginning of ore shipments from the Mesabi Range in October, 1892, which was before anyone still short of normal retirement age had been born. No younger observer, in the steel industry or in any other, has ever known anything else than that the Lake Superior region-in which the Mesabi is the giant-has supplied all but a small fraction of total North American blast furnace ore for the use of three generations of steelmakers. Directly or indirectly, it was the discovery of the Mesabi which created most of the prime and satellite companies that have since come to prominence in the various ore-consuming phases, and it was the same discovery that had broader effects on the entire spectrum of their technologies than any other single event that has ever happened since, although the advent of byproduct coke is a close runnerup. It affected every sector of the national economy and was a keystone in making our standard of living what it is today.

A choosy in what they would smelt. The furnace charge had to be coarse, and it had to be rich. They discarded fines in excess of about 1/10 the total weight. They wanted 10% copper content and fussed about anything with as low as 5%. They concentrated the copper content of the charge as much as they could by prior selection. They roasted off enough sulfur to further enrich the copper content of the succeeding fall of matte (a melt of cuprous and ferrous sulfides or Cu2S.FeS). Then they desulfurized the iron and fluxed it by carefully adding silica (quartz, not silicates) for a slag of lower density than the cuprous sulfide (Cu2S or white metal). After skimming off the slag, they further desulfurized the white metal by blowing the molten bath with compressed air. The result was blister copper. Yesterday Their techniques and furnaces? Some experimented with mechanically rabbled roasters, but their standard roasting practice was burning coarse sulfide ore in 250-ton heaps. These heaps, approximately 24 x 24 x 6 ft, were burned for about 75 days down to 6-10% sulfur. The turnaround time for a given roasting position was 100 days. Assuming the base was a hearth, the calculated rate of treatment was on the order of 0.004 tpd per sq ft.

In a paper on the Divining-Rod (Transactions, xi., 411), presented at the Boston meting, in February, 1883,I suggested, among other signs of which the skilled prospector might consciously or unconsciously avail himself in the search for springs of water or mineral deposits, the presence of particular grasses or shrubs, and the general appearance of the flora. There are not wanting, in the literature of our art, indications that greater attention was paid to such signs in ancient days than at present. It is the tendency of a scientific age to ignore, or regard as superstitious, what cannot be classified or explained. But the acute though unscientific observation of earlier times often, doubtless, accumulated facts which it would be worth our while to re-examine. It is highly probable that the mining prospectors of the sixteenth and seventeenth centuries, to go no further back, were close students of nature, and knew, though they could not explain, and, for reasons of private gain, would not communicate, many curious and significant facts. We can generalize better than they could; but for that very reason we are, perhaps, their inferiors in observation. They let nothing pass, because all things were equally significant to them. We take wider views, and miss more. And, no doubt, there still exists among practical millers, prospectors,, hunters, Indians, etc., an unwritten.

INTRODUCTION THE experimental work on the oxidized copper ore at the New Cornelia mine at Ajo, Ariz., ended on Jan. 12, 1916. On that date final decision was made on the general nature of the process to be used in the 5,000-ton leaching plant, and on many of the details, as far as experience on a40-ton scale could decide them. With the approval of the Board of Directors and the General Manager, John C. Greenway, we have compiled what seem to be the most interesting data on the results obtained during the experimental period. The most important part of the data resulted from the operation of a 1-ton and a 40-ton plant at Ajo. Experimental work on Cornelia oxidized ore dates back to April, 1912, and has been going on nearly continuously since that time. A good many variations from the original idea have been tried, but the process finally decided upon is in principle and in all of its details a simple one. The history of the leaching work on this ore has been brought down to about a year ago in papers presented to this Institute by Stuart Croasdale1 and Dr. L. D. Ricketts.2 The present paper will, therefore, deal principally with the results obtained during the last year of the work.

The Phosphoria formation of the northwestern states presents a stimulating challenge to workers in every field of mineral technology. In addition to its large reserves of phosphate, the formation has been found to contain important amounts of fluorine and several metals, such as vanadium, nickel, and molybdenum. Because these minor metals in the Phosphoria do not have their usual glitter, concentrations of them are not easily discovered nor appraised. Like the phosphate itself, production of these metals very likely can be achieved only through use of costly chemical methods, for their mineralogy precludes treatment by the usual methods. In addition, in much of the area the containing rocks lie in complexly folded and faulted structures, which complicate mining and increase its cost. Yet the chain of research necessary to establish what elements are present; their geographic and stratigraphic distribution and reserves; the most suitable methods for recovering them; the combination of beds which, when ruined and processed, will yield the greatest recovery of the most valuable elements; and the methods most adaptable to their profitable extraction may well lead to the development of an important mineral industry and may make possible a significaut reduction in the cost of fertilizer this in itself would be an achievement of momentous importance—and at the same time make the nation more self-sustaining in critical materials. Historically, rock deposits and sand deposits of titanium minerals came into production about the same time, although there may be some argument as to what is meant by production. Beach de- posits of heavy minerals in India (Figs. 1-4) and Brazil (Figs. 5) were worked for monazite about the turn of century, but as there was then no market for titanium minerals, these were thrown away. The rock rutile deposits at Roseland, Va., Fig. 6, were worked to supply rutile for titanium chemicals and for coloring ceramics long before there was a titanium pigment business. The pigment industry started about the middle twenties, both in Europe and the U. S., and almost simultaneously the rock deposits at Ponte Vedra Beach near Jacksonville, Fla., were worked for titanium content. Since those days, production from both types of deposits has continued to grow at a rapid rate; many deposits of both types have been found, and reserves have grown to very large figures. In total tonnage of reserves, there is no doubt that the rock deposits are far ahead of the sand deposits; nevertheless there is a very large tonnage of commercial sands available. It is the quality of titanium mineral in the sand and the relatively lower costs of operating sand deposits that have kept them abreast, at least in annual tonnage produced, with the rock deposits.

ONE of the well-known and important uses of the noble or precious metals has been for electrical contacts. In fact, the elements of this group, comprising gold, silver and the six platinum metals, have been called "noble" because of their ability to resist- heat and corrosion, properties which were early found to be of importance in good contacts. Of these, platinum and its iridium alloys, palladium, and silver, have been extensively used. In recent years the electrical industry has been responsible for about one-eighth of the total consumption of the platinum metals in the United States. Information is not available as to what part of this one-eighth has been used for contacts but it is certainly an important one. SUBSTITUTES FOR PLATINUM During the past 20 years a considerable number of contact alloys have been proposed in the patent literature largely with the aim of more or less replacing platinum by gold or silver, and some of these alloys are finding increasingly widespread application as the reliability of their performance becomes established.. From even the partial data at hand it appears that this substitution by the less precious metals has replaced at least one-half of the amount of platinum that the entire electrical industry would otherwise be consuming at the present time.

When Ponce de León landed in Florida in 1573 he was told of an Indian chief that possessed much gold. In 1576 Diego Meruelo obtained some of it from the Indians, and in 1579 Álvarez de Pineda reported that the natives wore ornaments of gold, which they obtained from the rivers. These statements all refer to the southern Appalachian region. The name is recorded in 1527; when Pamphilo Narváez landed at Tampa he heard that there was much gold to be obtained in a region named Apalache. * In 1564 René Laudonnière describes the methods used by the natives to win gold in the Apalatcy mountains.† However, no serious mining operations were undertaken until long afterward; the mining of gold in the Southern States may be said to have had its beginning when a nugget was found at the Reed mine, in North Carolina, in 1799. This nugget, which was of "the size of a small smoothing iron", was kept for several years before the finder learned what it was, but later more lumps, one weighing 28 pounds, were found in the same locality, and eager digging ensued. ‡ Thomas Jefferson, in his `Notes on Virginia', mentions the finding of a quartz specimen, not a nugget as is generally stated, that contained 17 pennyweights of gold; this was found on the Rappahannock river in 1782. §

THERE are two general approaches to the problem of increasing profits from an operation. One is to lower expense; the other is to raise income. Mechanical preparation of coal may be used for either purpose but a prudent consideration of many details must precede any decision lest the results be negative instead of positive. It is quite possible that any net gain will result from a combination of the two. Since mechanically prepared coal invariably is a better product qualitatively than a hand-picked coal from the same mine, it is a reason¬able expectation that the customer will be willing to increase the pro¬ducer's income by paying a higher price. Or there may be the possibility that a combination of mechanical mining plus mechanical cleaning will give a lower over-all production cost for the coal in the railroad car. More likely, there will be found a combination of these two factors. From the customer's point of view, the competitive delivered cost per B.t.u. considered in relation to such incidental factors as dust nuisance, handling properties, ash disposal, and ash fusibility determines what he will pay. In a bulk tonnage product such as coal, freight is a very considerable part of the delivered fuel cost, and obviously freight paid on incombustible ash has no economic attractions.

Technology concerns the ways of doing things; mineral technology the ways of performing operations required for obtaining minerals from the earth and extracting their valuable constituents for man's use. At any particular time, technology is relatively fixed, as everyone tries to adopt the way of doing things that has proved most profitable; but improvements evolve from minor changes here and there, and occasion- ally entirely new methods are discovered. Technologic improvement thus characterizes any long-time view of the mineral industries. Its test lies always in reduction of costs; there is no other incentive for the adoption of new methods. Reduction in cost of producing metal from ore decreases, in turn, the amount of metal that must be obtained from ore in order to pay for its production. An advancing technology thus is characterized by utilization of ores of lower and lower grade. A very important result of this is an increase in the gross quantity of metal obtainable at any price level, since the earth's crust contains vast amounts of very low-grade ores and relatively insignificant amounts of very high-grade ores. Technologic advances have, therefore, been the means of rendering the metals both cheap and abundant. Though concern as to possible exhaustion of the world's ore deposits is warranted, it is conceivable that a transcendent technology of the future might supply metal requirements from what we

Our task is to make a prospecting trip over the whole field of mineral economics which other lectures of this series will explore in detail. The old timers who really understand mining warn us that its economic aspects are often neglected, and this we find to be true. We shall try to show that mineral economics deserves recognition as a separate branch of economic science with urgent and distinctive problems of its own; that to cultivate it requires a fusing of the viewpoint of economics with that of geology and engineering; and that the help of both economists and technical men is needed in exploring its problems and in training workers in the field. To save time, we shall pass over the familiar subjects of production, consumption, and distribution which bulk as large in the market analysis of the minerals as they do in other commodities. The existence of these problems may be taken for granted and attention centered rather upon those that differentiate mining from other branches of industry. What then is the case for an economics of minerals? Why set up a new compartment in a branch of knowledge that is already well subdivided? Do not the established principles of economic theory apply here as elsewhere? In pleading for recognition of mineral economics one often finds that

The two questions considered in this study are: (1) what similarity is there in the liberation of magnetite from various iron formations, and (2) how is this liberation affected by the size reduction technique employed. Twelve sample suites were obtained from commercial concentrators processing magnetite iron formation in the United States, Canada, and Australia. These samples have grades in the range 15 to 45% magnetite iron and approximate mineral grain sizes o f 50 to 2000 microns. Efforts were directed at measuring the liberation characteristics of the samples obtained from the concentrators primary grinding mills. The Davis tube, a laboratory magnetic separator, was used to concentrate individual size fractions of the size reduction product to determine liberation data. These liberation data were compared with relationships calculated from a highly idealized mathematical model of liberation in a binary mineral system. The results of these comparisons have been encouraging for nine or ten of the twelve samples tested. This leads to the conclusion that for most commercial iron formations, at least with conventional rod mill size reduction, it is possible to quantitatively characterize liberation with two parameters: an effective mineral grain size and ore grade. Limited laboratory size reduction tests as well as one of two sets of liberation data from commercial primary autogenous grinding lend some support to the contention that autogenous grinding can affect mineral liberation.

Discussion of the paper of James R. Finlay, presented at the New York meeting, February, 1912, and printed in Bulletin No. 75, March, 1913, pp. 487 to .503. CHAIRMAN JOHN BIRKINBINE :-Having been invited to preside at this session, the Chairman feels that the part he takes in discussions should be limited, although the subject presented is one of much interest to him and there are diverse viewpoints concerning methods of valuing expectancies from what may be considered " ore in sight," a term itself subject to various definitions. Estimates of quantities upon which valuations are made may differ without subjecting the estimators to criticism of unfairness if made by a prospective purchaser or by a seller, or if they are used as the basis for taxation. The hopes of the seller may influence a liberal allowance for estimated reserves, while the expectancies of a willing purchaser are less optimistic, and the tax assessor is expected to limit his consideration to the producing capacity of a mine, with possibly modest allowance for reserves. The knowledge that a property contains or yields mineral or the expectancy that it may be a producer of value adds to the estimate placed upon it by any of the above classes, and a just determination of this value is often a complex problem.

Within the last year or so, a great deal has been heard about Southern iron ; even the Eastern markets have felt the effect of the cheap Alabama ores and coals, and public attention has again been drawn to what is now getting to be an old story—the great mineral wealth of the South. The following paper is based on a report prepared several years ago for a special purpose; but since then, through association with Mr. C. B. Going in a large analytical practice and as chemists to the Queen and Crescent Railway, I have had opportunity to increase my material so greatly that the present paper is really a completely different work. I am under very great obligation to Mr. Going, without whose assistance my work would have been very incomplete, and have also been materially assisted by Mr. F. P. Dewey, of Washington, and a host of gentlemen connected with the railroads and furnaces of the South. The arrangement of this paper is not all that could be desired. Some localities of importance are very poorly represented, both in the description and the tables of analyses. This, however, was in most instances unavoidable, as the study has been done ill the intervals of professional work.
