A DISCUSSION of the probable future use of coal for power develop-ment involves the study of several basic factors, such as future demand for power, the quantity and availability of fuels in direct competition with coal, the price of coal, and a closely related factor-the efficiency and cost of fuel utilization. Predictions based on purely statistical analyses of past coal con-sumption have definite limitations. For example, statistics showing the relation between coal utilization and total energy consumption from all sources between the years 1890 to 1930 indicate that during that period, the energy consumption per person in the United States increased five times, while the coal consumption per person increased only twice1, and there has been an actual decrease in per capita coal consumption since 1920. Figures such as these, compiled by authentic agencies, emphasize the need for caution in attempting estimates as to the future use of coal, and, incidentally, would seem to offer little basis for optimism in the coal industry. They also suggest the value of analyzing broadly the part played in the past by the related factors of power consumption, competitive fuels, coal prices and the efficiency of utilization. Proper weight must also be given in such a study to the present status and limitations of power-plant developments, and to the question of what the coal industry itself can do to further its own interests and influence the consumption of its product.

PACKARD, Butte, Mont.:-I would like to ask Mr. Braly if he has any information as to the relative efficiency of the sinking pump, using it as he refers to it, discharging the exhaust into the water column or otherwise. MR. BRALY :-I have never gathered any information on that point. It is a question of getting the work done. In driving the shaft, using that method, we find it easier on the men and everything else. In the bottom of the shaft, if you exhaust back into your column, it is a quiet. shaft. Another thing is the freezing: if you are sinking with air in your pump, you will find it is liable to freeze, and in that case as the air is still under compression it will not freeze the pump. The difference is very small if there is any. But, as might be expected, the pump is a little less efficient when exhausting the air into the column. MR. PACKARD :-I suppose all of us know what a pump in the bottom of the shaft is. My experience has been, although I have no figures, that the capacity of a pump is quite considerably decreased if you are pumping, say, from a depth of 200 ft. through a No. 7 Knowles pump, when you exhaust the air into a column, but, on the other hand, it is also my impression that we can raise the water to a little greater distance. I would like to get some figures from somebody who has made actual tests.

Both history and physical examination are unreliable in the diagnosis of silicosis. In some studies 25 per cent of individuals with silicosis have been found to have no symptoms whatever. The positive physical findings that may be produced by this disease include diminished chest expansion, diminished lung resonance, distant and harsh breath sounds. However, many workmen of a short stocky type have diminished chest expansion without any lung disease. In a study of rockdrillers made by the author more than half of the men without silicosis were limited in chest expansion to 2 in. or less instead of the "normal" 6. In a study of stonecutters the average chest expansion in the negative group was found to be only 2.4 inches. Changes found upon physical examination of the lungs themselves are so inconstant as to be of little diagnostic value. In the studies of rockdrillers and stonecutters already referred to, approximately 25 per cent of those with advanced silicosis apparently had normal lungs. The usual functional tests of lung performance are likewise of little value because of marked individual variation. Average vital capacity will be reduced in a group of silicotics below what might be expected in a group of normals, but certain individuals of the former group may have an entirely vital capacity, giving no indication of the underlying presence of silicosis. It follows that the X-ray examination is absolutely indispensable in the diagnosis of this disease. X-ray findings characteristic of silicosis have been described innumerable times. They consist essentially of a mottling of the lung fields due to the presence of fibrous nodules which develop as a reaction to the presence of the irritant silica.

EVERY English-speaking mining, engineer or geologist knows that some terms used by his profession are not rigid but vary regionally; for example: what is called a vein by some, is called a lode by others and is known as a reef to their Australian colleagues. There are parallels in, the German language. Since, in addition, the meaning of some words may change considerably in 450 years-and other words may disappear completely-and not only the terminology but the concepts of a science are subject to drastic changes over such a long period of time, translating the Bergbüchlein posed some interesting problems. Old German texts and glossaries such as C. T. Delius' Anleitung zu der Bergbaukunst (1773), Minerophilus' Neues and Curieuses Bergwercks-Lexicon (1730), and H. Veith's Deutsches Bergwörterbuch (1871) proved useful sources of information when defini¬tions of obscure terms were needed. The task of translating was made even more challenging by the author's personality. As Ulrich Rülein von Kalbe was primarily a physician, his information must have been mostly secondhand. Since the nomenclature of the miners of Saxony, where he gathered his material on silver ores, undoubtedly varied from that of the German miners in Hungary, for instance, who probably supplied him with data on gold ores, it is not astonishing that he is not consistent in his use of some expressions. To give an example: there is every indication that Flöz and schwebender Gang (see footnote p. 21) are used interchangeably in spite of his occasional disapproval of such usage. It is obvious that he was an educated man with a questing and active mind and, although he apologizes-not wholly sincerely, one might suspect-for the simple

AT the first meeting of the Institute, a paper was read by Mr. Rothwell, calling attention to the importance of at once considering the great waste of anthracite coal under the present system of mining and preparing that fuel for market, and a committee was appointed to examine and report upon the method now in use. About the time the committee were selected, a general resumption of work, after the long strike, took place in the coal regions, and the members of the committee have not in consequence had as much leisure to devote to the study of the question as its importance de¬mands. In the present preliminary report we shall merely sketch out the plan which we propose to pursue in our investigations, so that when our fellow-members are called upon to assist us in our work by fur¬nishing statistics, etc., they may understand more clearly for what object our inquiries will be made. As one of the most practicable methods of obtaining the informa¬tion requisite for an intelligent consideration of our subject, we pro¬pose to send, from time to time, to members and others interested in the mining of anthracite coal, printed sets of questions relating to points under consideration. We would here impress upon our fellow¬-members the importance of filling up these papers as far as they can from their own knowledge. We would, of course, wish each ques¬tion to be answered as fully as possible, but we do not expect every one to answer them all. Editors of engineering periodicals usually read the advertising pages. It may be hard' for some men, let alone engineers, to understand what value there is in reading "dry advertisements." Yet it is a fact that valuable suggestions have been obtained from these so-called "dry advertisements" which have been the means of securing greater efficiency in the performance of some undertaking and consequent saving of time and money. It seems to be an editorial practice to look to the advertisements for suggestions for the reading pages. It is a fact that some of the most appreciated descriptive articles were suggested by advertisements. Every undertaking is limited to that point where tools and machinery for its successful performance and completion may be purchased or manufactured. No work can he planned without having in mind such limitation, and the technical journals may be relied upon to furnish descriptions, both editorially and through the advertising pages, of methods and plant used in successfully performing various tasks. This being so, why should not the reader or subscriber to a magazine or periodical avail himself of such a fountain of knowledge? Such perusal proves of value to the up-to-date engineer or man occupying a -position. of responsibility where initiative is essential. Authorities agree that advertisements are on a par with technical articles for their educational value, and this Is as it should be. Also, most subscribers to a publication realize that a, successful advertising medium means a continuance of advertising patronage, which in turn enables the publisher to turn out a better and larger volume of reading matter.

WITH portions of two coal basins within its borders and a few scattered fields already developed, the question arises: What is the future of Ken-tucky as an oil-producing State? Is the long list of failures due to lack of 'commercial pools, or unintelligent prospecting? A study of its beds and irregularities of structure points not only to a large waste of development money on unpromising areas, but also to the presence of a few structures well worthy of development. The surface rocks of Kentucky show in succession more than 4,000 ft. of Paleozoic sediments and more than 2,000 ft. of Cretaceous, Tertiary, and more recent deposits. Folding and erosion have brought these beds to the surface, where they have been observed and studied: in detail by my associate, James H. Gardner, myself, and others. This has given opportunity to observe the beds offering suitable reservoirs and having the proper impermeable covering; also the mapping of outcrops and outcrop lines, taken in conjunction with available well records, indicates that certain areas are worth testing, and with even greater definiteness shows areas which should be excluded, as devoid of possibilities. West of the Tennessee River, Cretaceous, Tertiary, and Quaternary sediments occur so that all trace of ancient folding is obliterated, the sediments overlapping unconformably Mississippian rocks. This area embraces 2,000 square miles, or one-twentieth of the area of the State, the Paleozoic rocks covering the remainder. Since there is nothing upon which to base the location of tests for oil and gas in the Cretaceous-Tertiary beds of Kentucky, the Paleozoic area will be chiefly considered.

The paragraphs quoted, regarding Mr. Hoover's appointment as chairman of the newly organized food board of the United States, are taken from the editorial page, of the New York Times for April 13: ?The country is fortunate in commanding the services of Herbert C. Hoover as Chairman of the newly established Food Board. This is n, problem of first importance. Few realize the extent to which American food stuffs will enter into the decision of the war, and it is doubtful if it has occurred to many minds as yet that we shall have to deny ourselves what we have regarded as necessaries in order to keep our European allies supplied. " Mr. Hoover is one of the leading mining engineers of the country. At the outbreak of the war he put his private affairs aside to become the head of the American Commission for Relief in Belgium. He has had an experience that perhaps no other man has ever had, covering the raising of money and the purchase and distribution of supplies on a large scale; He has been brought into close relations with the neutrals and the belligerents on both sides. By them all he is recognized is one of the best executives brought to the fore by the mar. Mr. Hoover is in a position now to place abilities and experience at the service of his country. He will come back with comparative data that will enable him to measure resources and deficiencies accurately. This appointment gives renewed assurance of our Government's grasp of the problems of war and its resolve to apply, business principles to their solution."

Dr. F. Well, the first thing that you have to realize is what is the Bureau of Mines? The Bureau of Mines basically has two functions. First it does the research and development relating to mining, processing, conversion, refining, recycling and substitution for minerals and materials. We work hand in hand with the U. S. Geological Survey on the geological end, although the exploration part of the game is theirs, and there is a very good relationship between the Survey and the Bureau of Mines. There are some overlaps with the Office of Coal Research, and we expect to be able to straighten out the areas of overlap, because it's important than OCR and the Bureau work together. Both the Office of Coal Research and the Bureau of Mines will have increased budgets next year, assuming that they are appropriated by the Congress. The other general area is in the whole area of mineral policy. The Bureau of Mines again is the key agency for developing data and analyses and making recommendations on all types of mineral policy in the Federal Government. It's a focal point for all types of minerals activities. It's the only real centralized focal point, along with the USGS, in the whole Federal Government. The problem areas, to answer your question specifically, are first of all the Bureau of Mines budget this year is $105 million and the budget for next year is $215 million, so it's more than double. Now, assuming that this budget is appropriated by the Congress, most of that money will be used for research and development in the energy area.
