DURING the year just ended we have had three great fires in the mines in the Wilkes-Barre district. One at the Empire Colliery, one at the Prospect shaft, and the other at the Baltimore old mine. It is proposed in this paper to give a brief history of the fire at the Empire Colliery, and the methods employed in extinguishing it. The fire was first discovered breaking out in the air-stack, alongside what is known as the " Kidder Plane," about one o'clock on the morning of December 31st, 1873. Subsequently it was ascertained that the fire originated in the return airway somewhere near the steam boiler, located inside the mine, near the head of No. 5 slope. The coal from this slope was hoisted to the shaft gangway, at a point nearly four thousand feet distant from the foot of the shaft. As there were from four to five hundred mine cars hoisted per day from this slope the steam boilers were located at this place. The mines being of considerable extent required a large volume of pure air for ventilation, and no fan having been erected at this slope at the time, the heat from the boiler was made use of to assist ventilation, by conveying the return air from No. 5 slope into the large airway made from these boilers to the surface through the old "Kidder slope" to the stack where the fire was first discovered. The length of this slope or airway was about one thousand feet, with a sectional area of about sixty feet. THE questions as to what grades of ore it pays to conserve for the future, and the valuation of low-grade reserves, are becoming immediate and definite as applied to individual ore deposits, and seem to call for some sort of quantitative answer. Both opinion and practice involving these questions differ widely. The number of variables in this problem is so large that final solution will perhaps never be agreed upon, yet there seem to me to be certain controlling factors which can be placed in quantitative relation and serve to reduce the number of variables which it is necessary to consider in a given instance. I assume that it will not pay either for the individual or for the State to conserve any ore when the present cost of conservation (by stock piling or otherwise), when compounded at 6 per cent. interest for the number of years which would elapse before this ore is used, will exceed the profit which the ore will yield when it is used. It may be urged that any loss to the individual may be made up in gain to the State. This might be true if there was any definite limit to the amount of iron ore, but when we remember that iron makes up .4 per cent. of all the rocks of the earth and the amount of rock carrying iron in excess of 20 per cent. is for practical purposes, unlimited, it is apparent that posterity is assured of its iron ore. The changes will be mainly in methods and cost of extracting the ore. Therefore, any expenditure of money or effort now, which when compounded will exceed the worth of the effort or money needed in the future to utilize the iron, is a net loss both to the individual and to the community.

IN a paper published three years ago,' the term "silicic chemistry" was used for the first time to emphasize the increasing importance of the chemistry of silicon in science and technology. The development through which the colloid chemistry of siliceous matter has gone since then is in itself ample proof that the coining of this new term for this branch of colloid science was not presumptuous. Until quite recently, however, silicic chemistry concerned itself only with the composition and colloidal properties of natural and synthetic siliceous matter, but had not paid much attention to the genesis of this matter, particularly to that of the clay minerals. What is even more disturbing, particularly from an educational point of view, is the fact that neither mineralogy, geology, nor metallurgy has fully realized the important role colloidal phenomena must have played in the genesis of our planet and the formation of minerals generally speaking. Considering the importance of colloid chemistry today in the fields just mentioned, it is not surprising that the theories most agreed upon by geologists and mineralogists for the origin of clay minerals are not acceptable from a strictly colloid chemical point of view for the genesis of these most important and most abundant components of the earth. Of all the theories pertaining to the origin of clay minerals, those still most accepted by geologists and mineralogists are the "residual clay" and the "transported clay" theories.15 The former is based primarily on the assumption that the formation of clay minerals is the result of surface weathering of fresh rocks, or is due to the action of solutions. During November and December, 1907, four serious mine-explosions occurred in the Appalachian coal-field, which resulted in the loss of nearly a thousand lives and caused an eliormous damage to propcrty. These accidents attracted more than the usual attention; coal-trade and engineering papers contained many comments and suggestions on the cause and prevention of accidents; the daily press in many instances condemned the coal-operators and charged these accidents to their negligence, or their anxiety to make money without adopting precautionary measures. Immediately after cach accident the respective State authorities ordered close investigations to be made, with the view of establishing the cause and suggesting remedies to prevent recurrence. Representatives of the Technologic Branch of the IT. S. Geological Survey, to whom the investigation of mine-accidents had recently been delegated by the Secretary of the Interior, visited the mines and co-operated with the local authorities in their determinations. It may be safe to say here that an investigation of a mine after an explosion has occurred discloses but little, because the causes hare been removed and conditions have been entirely changed. On Jan. 8, 1908, the coal-operators of West Virginia organized an association at qTashington for the purpose of making extensive investigations, and sufficient funds were pledged to carry out this work. At this organization meeting, the representatives of the Geological Survey present had no suggestions to offer as to the cause of these accidents. An examinatiou of the various reports concerning these accidents indicates that the explosions were caused by the ignition of gas or dust; they show the point of origin and the direction in which the force was expended, and give a detailed description of the damage done. THINKING that it may prove of interest to the Institute, I have prepared a short account of the blowing in and subsequent working of the "A" furnace of the Edgar Thomson Steel Works. This furnace was built for the purpose of making spiegel, but has been started and is now running on Bessemer iron. The shape and size of the furnace are shown in the accompanying drawing. It will be seen that the section is formed of lines making very small angles with each other. In fact, an arc of a circle can be drawn, from the top to the tuyeres, which will nowhere deviate more than two inches from the lines given. In building, also, great pains were taken to gradually round the angles, so that the most careful observer, standing in the crucible and looking upward, could not tell at what points the slopes changed. It will also be seen that the widest part of the furnace is almost exactly midway between the bottom and the stock line, The flattest slope is maintained for 20 feet above the crucible, and is about 1 s inch to the foot from the perpendicular. The furnace is lined with small brick throughout, and has six tuyeres four inches in diameter, which project seven inches inside of crucible. There are three Siemens-Cowper-Cochrane stoves, each 15 feet in diameter by 50 feet high. Blast is furnished by an upright engine with 32-inch steam cylinder, 84-inch air cylinder, and 48-inch stroke. The steam cylinder has balanced poppet valves, working horizontally. The steam valves are worked by a Porter link-movement in order to obtain a variable cut-off. The exhaust valves are worked by a separate eccentric. The following is a brief description of the cost accounts in effect at the mines of the Anaconda Copper Mining Co. The accompanying chart, Table I., shows the distribution of labor, materials, and redistributable accounts to the various operating and repair accounts. OperatiNG. Development. Owing to the fact that every mine has its peculiarities in formation and methods, the question of arriving at what charges should be included under the head of " Development" is one that has occasioned considerable thought and comment, and in the cost sheet of the Anaconda Copper Mining Co. this account has been sub-divided to show the expenses of breaking ground, tramming, timbering, shaft sinking, up-raising, and cutting stations and skip chutes. It has always been the policy of the company to charge the entire cost of this work to operations monthly, whether the mines are producing or not, also the cost of the opening up of new mines; and only surface construction and additions are charged to capital, excepting original machinery installed for operating pumping plants. Explanations of the charges to the various sub-accounts follow : Breaking Ground.—Work performed in driving cross-cuts from the station, or cross-cuts from the drifts, and diamond-drill work, for the purpose of discovering or developing ore bodies. Tramming.—Cost of tramming waste produced by cross-cuts mentioned above. When waste is hoisted to another level to be used for filling, the charge to this account stops at the station, and when hoisted to surface the charge includes tramming from the collar of the shaft to the dump. Timbering.—Cost of timbering the cross-cuts mentioned above includes the cost of handling and framing such timbers, but does not include the wages of station tenders and top carmen.

The increasing complexity of modern mining technology makes it ever more difficult to decide on the 'best* way to solve problems in mine planning. Yet with escalating costs it becomes increasingly more important for the mining engineer to be able to evaluate quantitatively the implications of the 'what happens if' postulation on the efficiency and economics of exploitation. The use of a model of the orebody can yield an estimate, not just of overall expected results, but also of the sensitivity of these results to possible variations in the orebody. Estimation techniques, such as Kriging, will produce the expected value for the grade of ore at any given point, or over any given volume within a deposit. However, the actual grades mined during production will - of necessity - differ from the predicted values. These possible variations, and the sensitivity of the management decisions to them, can be investigated in detail by the use of simulation. An orebody can be simulated which follows the known characteristics of the deposit at any given stage in development. These properties might be the histogram of grade values, the semivariogram from the samples, the actual borehole assays, geological constraints and/or interpretation, topography, lease boundaries etc. This would be one possible 'realisation' of the deposit as dictated by the currently known data. If several of these simulations are carried out, each conditioned to the current knowledge of the orebody, then it is possible to gain an idea of the range of possible outcomes of any mining procedure or decision taken - all of which are equally likely. Not only can the best decision then be taken, but its sensitivity to the inherent variation within the orebody, and to the ever present estimation errors may be thoroughly studied.

THE turn of the century was marked by the appearance of a series of greatly important pieces of research that became the foundations of modern physical metallurgy. It is, of course, some- what misleading to ascribe the growth of a science, or a branch of engineering, to the work of a few men, as it is to write history generally in terms of great men, for this approach neglects back- ground development, and tends to overemphasize the importance of immediately subsequent events; the correlative and steady growth of the basic sciences added to the resources of the new science of metals--developments in basic science .years later were to appear in their application to metal systems. Yet it is useful to emphasize the importance of these relatively few pieces of research. THE PHASE RULE The work of Willard Gibbs on heterogeneous equilibria, which included the derivation of the phase rule, was published obscurely in the journal of the Connecticut Academy.30 Unearthed by the German physical chemists (evidently by van der Waals, to use Ostwald's phrase, "aus dem staubigen Fundort"), its importance to the study of alloys was pointed out by Jüptner31 and by Le Chatelier; its application to polycomponent systems, and to metal systems in particular, was developed by Rijn van Alkemade (1893), by Le Chatelier;8a and especially by Roozeboom (1899-1900). The work of Raoult on the depression of the freezing point by solutes led to the study of the phenomenon in amalgams and shortly to metal systems. Work was done, by Roberts-Austen and others, on the initial freezing temperatures of binary alloys-the liquidi, data applicable to Raoult's work. Van't Hoff in 1890 had pointed out

Due to safety-imposed constraints on clearances for mobile bulk handling equipment, it is necessary to optimally select a unit based on speed and size. The unit cannot be both large and fast. Since output is proportional to both size (or capacity) and speed, the combination must be carefully examined to maximize output. A simple graphical procedure and a calculus-based solution are presented to accomplish this. While the procedure applies to all mobile bulk handlers, as an example of the solution technique, attention is focused on shuttle cars. Background Major variables To fully define a bulk handling problem, the conditions, equipment, and activities must be characterized. The conditions and activities, when lumped together, are termed "encumbered space," since they "act to impede motion, as with a burden" (Lineberry, 1979). The insertion of mobile bulk handling equipment into what is already a difficult set of conditions and activities compounds the state of encumbrance, as limited space is competed for by many normal and life support systems. Long (1972) recognized the effects of design criteria, including road width, on haulage vehicle speed and, therefore, on production. Velocity-clearance curves Velocity-clearance curves are either available or can be constructed in the field. A preliminary set of curves for average conditions and activities is shown in Fig. 1, where clearances are only for the side of the vehicle (Lineberry and Adler, 1984). These curves set the safe speed limits for a vehicle operating at given clearances, under given conditions and activities. When feasible, velocity-clearance curves should be constructed through field measurement and observation. Curve construction should also consider haulway roughness, distances, and operator skill, as well as loading and dumping characteristics. It should be noted that haulage capacity determination is a total systems problem, not one just dependent on velocity and clearances. Production requirements and company capabilities also influence capacity determination.

VOLUMES have been written about the organizing genius of American industrialists. American methods of production are being studied by the manufacturers of other nations to ascertain the prac-ticability to foreign adaptation. Mass production and the mechanization of industry have become terms of popular understanding and significance. Our people think, act and talk in terms of economic nomenclature. Under these circumstances is it not a matter of supreme importance that Americans themselves should make an analysis of their own situation? National supremacy has been but a transitory event. Wealth has had no fixed abode, and commerce has followed no permanently established route. One hundred and fifty years, viewed from the abstract idea of time, is but a moment in the fact of continuous or successive existence, yet it measures. the cycle that has witnessed the growth of America from a struggling embryonic union of thirteen colonies estab-lished along the Atlantic seaboard to the nation of un-rivalled proportions, vast wealth, huge enterprises and productive energy that now exists beneath the protec-tion of and renders allegiance to the flag that but then had been created. To appreciate fully the significance of what has occurred, it is necessary that there should bee an understanding of the basic factors that have con-tributed so largely to the realization of our present situation. Among the most important were: First, the establishment of a government that was founded upon the principle of affording the widest pos-sible opportunity for individual effort and accom-plishment. Second, there existed a virgin territory of vast extent, endowed by nature with elements of potential wealth far exceeding that possessed by any other like area upon the globe.

WHEN Mr. Cameron, the President of the Santa Cruz Portland Cement Co., returned from Europe in 1929, he brought first-hand infor-mation about a very versatile type of hydraulic cement. It was not a new cement, many articles having been written about it in foreign journals, but in this country the record of this type of cement had been either neglected or minimized. Using local materials, and applying the information brought back by Mr. Cameron together with many data in numerous publications, the Santa Cruz Portland Cement Co. developed the Santa Cruz high-silica cement. This cement is manufactured by grinding with portland cement clinker a properly calcined mixture of siliceous material and lime. It has all the utility of portland cement, together with an increased resistance to the destructive action of many aggressive solutions. To explain the necessity for the development of a cement having these characteristics, the history of hydraulic binding materials may be reviewed briefly. The materials used as binding media by primitive people were mud, lime, gypsum and bitumin. Due to its utility, ease of preparation, and its common occurrence, lime was the most widely used. Fat lime, when used by itself or with an inert sand, hardened only on the outside surface, where the carbonate was formed by absorption of carbon dioxide from the air, while, the interior of the mortar remained soft. It was quite early discovered that the incorporation of proper siliceous material with the lime increased its ability to harden, and for this purpose various natural siliceous powders were used, such as puzzo-lana in Italy, trass in what is now Germany, and santorin in Greece. These powders reacted with the lime forming a permanent cement and rendered unnecessary the access of carbon dioxide to the mortar.

THE Tralee preparation plant, owned and operated by the Semet-Solvay division of Allied Chemical and Dye Corp., is located on the Virginian railway, near Mullens, Wyoming County, W. Va., and the mine, which is in the Winding Gulf district, produces coal exclusively from Pocahontas No. 3 seam. The property, comprising 4900 acres, is leased from the Pocahontas Land Corp. Prior to 1930 four separate mines were operated in this tract, some having been started about 1916. Plans for the preparation plant were formulated soon after World War 11. Construction began in the spring of 1948, operation early in 1950. The plant was designed to be operated with minimum labor. It was equipped for production of first quality graded sizes of coal for house heating and 3/8x0-in. slack suitable for high-standard metallurgical coke. In the beginning, a thorough investigation was made of the property by means of core drilling, prospect openings, and sections from shallow mines on the property, as well as sections and analyses from mines in the immediate vicinity. After the extent of desirable coal had been established and the average seam section and nature of overlying and underlying strata had been determined, it was decided to install a system of mining which would load the full seam and would clean the product mechanically. Pocahontas No. 3 seam is characterized by draw slate and bone and rock partings. It was not known what the washing difficulties and cleaning plant requirements would be for processing the raw product of full mechanical mining. Arrangements were made, therefore, through the courtesy of the property owner, to obtain a large sample from a section of the mine along the adjoining property line. The

INTRODUCTION TO STATISTICAL INFERENCE The intent of the mineral appraiser in collecting samples from a mineral deposit is to arrive at accurate conclusions concerning the size and value of the deposit. In other words, he wants to derive reliable inferences about the total mineral population from the collected sample data, which (he hopes) is representative of the whole. The discussion of sampling theory in Chapter 2 was oriented toward assuring that our sampling techniques and sampling units would indeed be representative of the total mineral population. Chapter 3 described the most common statistical parameters for defining distribution in various populations. Chapter 4 gave some insight into theoretical distributions of random variables and the probabilities associated with them. The intent of this chapter is to derive inferences from the preceding information about the population mean and the population variance. Knowing something about the normal distribution, and assuming our samples represent a roughly normal population, we can make inferences or logical deductions about the estimated interval or the limits of values which can be assigned to a mineral population. ESTIMATION OF POPULATION PARAMETERS In the application of statistics to mineral deposits it is never possible to know the actual values of the parameters or the theoretical distribution of values within the deposit for which our data are samples. Even after the deposit has been mined out it is questionable if the true value of the parameters can be retrieved accurately, due to dilution, mining, and processing losses. Therefore, our problem is to determine what function of our sample values we should use to estimate the unknown parameters of greatest interest to us-namely, the population mean and the population variance of the deposit. IN THE early evening of October 15, 1954, a large specially designed truck, convoyed by a second smaller one, arrived at Silver Bell, Arizona, completing a ten-hour 110-mile journey from Phoenix. The big truck was driven through gaps left in a previously prepared concrete foundation, the load was jacked up, the large girders that constituted the bed of the truck were pulled away, and the load was then lowered into place on the foundation. A crew of two men, the two truck drivers, finished the job in a little more than an hour. When they were through, a complete and attractive three-bedroom house, prefabricated in Phoenix, was almost ready for occupancy. About all that remained to do was to connect the utilities-water, electricity, plumbing, and gas. The kitchen and bathroom equipment and appointments were superior in every respect, and there was a built-in car port for the automobile of the prospective residents. This family domicile was one of more than one hundred, each averaging about $8,000 in cost, that the American Smelting and Refining Company has provided for its employees engaged in mining and milling 7,500 tons per day of low-grade Porphyry copper ore. Aside from the fact that it is more economical-partly because of the variety of union craftsmen needed to build and equip a house-to do the work in a city 110 miles away, the significant point is the high quality of housing that is provided for what may be called in nostalgic vein the "mining camp" of 1955. ARRIVING at Davis Junction, after leaving Portland, we expected to wait for an hour and a half, but found the superintendent of motive power of the Southern Pacific, Mr. Williams, waiting for us with a car, and were immediately taken aboard this and whisked off to Sacramento. After dinner, we were taken to the railroad shops to see their work in reclaiming scrap steel. We saw them draw off the slag from the electric furnace, and later make a casting. At about 11 o'clock, we took the train for Reno. A delegation of the Nevada Section, with Mr. Kirchen and Mr. Rives at its head, met us at the station. Immediately after breakfast, we started for the property of the Comstock Mines Co., where General Bulkeley Wells was to be our host. We had a de-lightful ride out to the mines and through the old city of Virginia, or through what was left of that old city, reaching General Wells' camp at about 10:30. This contains the newest thing in cyanidation and a remarkably fine iron and concrete mill building. After a trip underground, we were called to luncheon, where about 250 sat down. The afternoon was spent in the mill, and we were taken to Gold Hill, which is a part of Virginia City, for dinner, again as the guests of General Wells, who made a consummate toastmaster. Governor Emmet Boyle was the first speaker; he was followed by President Dwight, and then came President William Sproule of the Southern Pacific. A song, "The Engineer," was followed by Senator Key Pittman, Professor Jones of the State University, Mayor Stuart of Reno, and ex-Senator Charles Hend-erson. The president of the Western Pacific and the president of the Pacific Coast Line were there, also many notable operators of Nevada and California.

THOUGH coal has been mined in this country for more than a century, no systematic effort was ever successfully made to ascertain the total amount produced. The production of the Cumberland Basin, Md., and the shipments from the anthracite fields of Pennsylvania, have been placed upon record, thanks to the intelligence sand foresight of Mr. C. Slack in the former case, and to the late Mr. B. Bannan in the latter. For some of the years between 1822 and 1842, the production of the Richmond Basin was reported by Mr. R. C. Taylor, but since that date till the author undertook this work it was impossible to obtain any statement of the production of this field. A few of the newer fields, such as that of Mt. Diablo, Cal., have been fully reported, and a few of the newer States have also had this service performed by some intelligent private individuals.; but no statistics of coal production have ever been collected either by the State or General Government, if we except the returns for the years 1869-70 of the census report. During the year 1875, by great exertions, I succeeded in obtaining, and July 3d, 1875, gave in the Engineering and Mining Journal what, "though not an accurate statement of our coal production," was " by far the most full and reliable that had ever been published." Though that report showed the production of bituminous coal to be 23,630,094 gross tons, or about six million tons more than had ever before been reported, it was in reality two and a half million tons below the actual output. DURING the past decade, methods of producing bituminous coal in the State of Illinois, which ranks third in production among the states in which bituminous coal is mined, have undergone great changes. From less than one million tons in 1923, the strip-mine production has gradually increased to a high of 11,725,870 tons in 1937. From a negligible amount prior to 1927, the amount of coal mechanically loaded underground had increased to a high of 28,374,362 tons in 1937. The amount manually loaded in 1937 reached a low of 12,332,023 tons. In this same year, this state ranked first in strip-mine production, also in mechanically loaded production. For this reason a study of the influence of mechanization on location of production in Illinois may be helpful in anticipating what may happen in other producing states. The reason for the changes in methods lies in the differences in costs of production. The Bureau of Research and Statistics of the National Bituminous Coal Commission has made public the following costs of pro-duction by various methods in the State of Illinois (district 10) for the last nine months of 1937: all mines, $1.7602 per ton; strip mines, $1.4319; mechanical loading mines, $1.7457; hand loading mines, $2.1793; all underground mines, $1.8703. These are weighted averages for the entire district. Inasmuch as production in 1937 was reported from 58 counties scattered over two-thirds of the area of the state and from five different seams varying in thickness from less than 3 ft. to as much as 12 ft., it is apparent that the location of production must be influenced by the extent of mechanization possible in the various producing counties.

(written discussion ?).¬Your secretary requested a brief description of the Russell Sage Foundation, in order that members of the Institute, if they should desire to avail themselves of it, would know what type of service is offered to them through our institution. The foundation was established in 1907 by the gift of Mrs. Russell Sage of $10,000,000 as a capital fund, the income of which is to be spent for the improvement of social and living conditions in the United States. One of the lines of activity which the foundation has felt would lead toward this end is the development and promotion of community surveys; and because the scope and methods followed in these surveys are very similar to the scope and method of much of the institution's work in general, an idea of its main activities can perhaps be given best by describing one of our surveys. Incidentally, it may be pointed out that antecedent to the survey stand at least two important facts: first, the recognition. that communities are active, not static forces, that they develop, that changes in. material and human relationships occur continuously, and that with them come new social and civic problems which must, in many cases, be diagnosed and prescribed for anew; and second, the reality of scientific advances along lines which make possible at least some measure of solution of the problems. Evidences of these changes are abundant; many of them are found in the rapid growth of cities in the last few decades. Villages in agricultural districts, places where everybody knew everybody else, where the pulpit had been long the chief or only influence molding public opinion, where the air was unclouded by the smoke from factory stacks, where the water supply was not affected by pollution, where sunlight and building
