SPECULATION as to when and under what conditions mining may be resumed in Russia by foreign interests is becoming more interesting. Circumstances have changed so completely that all new projects must give careful consideration to the conditions as they exist at this time. For example, it is now estimated that a certain copper company in Russia can produce copper and put it on board ship at seaboard for 8 1/2c. per lb., crediting the copper with the value of precious metals contained. It is further estimated that in some places gold can be produced at a cost of about one-half of its value; platinum can be produced even more advantageously. Transportation, which is absolutely necessary for mines of coal, iron or manganese ore, as well as for an industry consuming either coal or coke, is not so essential for the operation of a gold or platinum dredge when the dredge has once been put into operation; after that, food is the principal material for which transportation must be provided. During 1922 the operators in the Urals, who had combined in a so-called platinum trust, expected to produce about 2340 lb. of crude platinum but the amount actually recovered during that season was reported as only 1620 lb., most of which came from hand workings; Nicolo Pavda had the principal dredges in operation during that year. In preparation for 1923 operations, about $400,000 worth of repair parts were obtained in England. At least two American-built dredges and one Putiloff dredge are reported in operation at Nicolo Pavda and it is supposed that most of the better dredges in the platinum district are now working.

A knowledge of the principles of punctuation is essential to effective and intelligible writing, for the ease and pleasure of the reader, and even his understanding, may depend upon the choice and the placing of punctuation marks. To 'punctuate' is to mark with stops or points; the word comes from the medieval Latin punctuare (punctuatus), which in turn is derived from the Latin punctum, a point. The purpose of punctuation is to show the manner in which the writing is to be understood; to indicate the relations between parts of a sentence and between successive sentences. To some extent "it does for the eye what vocal stress does for the ear", but especially it marks logical relations. Some punctuation marks, such as those indicating admiration, exclamation, and interrogation, are rhetorical as well as grammatical, but most of the common ones are logical or grammatical. My discussion will be confined to grammatical punctuation in ordinary writing. "The problem of punctuation in text matter", as George Summey * says, "is to employ words, points, and paragraph breaks in such a way as to achieve at the same time clearness, proper distribution of emphasis, and the desired kind of movement." The criticism of the punctuation of a sentence or of a group of sentences is not final until the context, within the paragraph, is read. A paragraph is a sentence or a group of' sentences forming an independent unit of the composition; it represents a unit of thought. A multiplicity of paragraphs produces a choppy effect; on the other hand, paragraphs of excessive length are tiresome, because the belaboring of one unit of thought wearies the reader. In 1924, the United States Public Health Service was requested to undertake a special study of stream pollution. The Public Health Service asked the United States Bureau of Mines to take up the study because the training and experience of the personnel of the former was considered not to be as well suited to this type of investigation as that of the Bureau of Mines. Under H. Foster Bain, then Director of the Bureau, field investigations were begun in the spring of 1925. Along with mine-drainage wastes, the problem of gas-house and coke-oven waste was investigated in the laboratory and a method of treatment by sodium hydrate and benzol was found to be promising. The idea was obtained by A. C. Fieldner, chief engineer of the Bureau Experiment Stations, on a trip to Germany in 1924. He saw a practical application of the process, but obtained no information as to definite chemical or mechanical processes. Because of the then pending American patent applications by the German firm, we made no attempt to develop our findings further. Shortly afterward, a similar method of treatment was developed in the United States,' and since that time we have devoted our attention entirely to mine drainage. This paper is a presentation of some general facts and information gathered during the past five years on coal-mine drainage. The standard free energies of formation of some gaseous metal oxides together with those of their condensed oxides have been plotted against temperature. The heats of formation of the gaseozcs oxides are tabulated. An explanation is given of the use of the data to predict the importance of the gaseous metal oxides at high tenzperatures. RECENT mass spectrometric work1 has resulted in the detection of several hitherto unknown gaseous oxides and the measurement of their free energies of formation. Of especial interest is the fact that several of the refractories in common use either as crucibles or furnace tubes, and metals used in Knudsen cells and in furnace windings, have been found to have one or more stable gaseous oxides. In view of the present emphasis on high-temperature techniques, the development of vacuum metallurgy.z heating by electron bombardment and plasma jets, and the resultant shift to ever higher temperatures, it is no longer possible to plan experiments without taking into consideration the significance of the presence of these gases in the system, the reactions they undergo. and their contribution to the vapor pressure. A good example of what went wrong in earlier work, when the existence of these gaseous molecules was not yet known, is presented by the work of Hoch, Nakata, and Johnston. Hoch and coworkers attempted to measure the vapor pressure of solid ZrO2 by letting the vapor in equilibrium with zir-conia effuse from a tantalum Knudsen cell. A PROBLEM of possible subsidence of the surface from mining opera-tions, which might have had disastrous results, arose in 1913 at the Brier Hill mine, of the Penn Iron Mining Co., near Norway, Mich., now managed by Pickands, Mather & Co. for the Bethlehem Steel Co. A double track and sidings of the Chicago & North Western Railroad passed over part of the mine, and if subsidence had reached the surface it might have affected the stability of the tracks. The chief purpose of this paper is to record the facts disclosed by investigations of underground movement from 1913 to 1919, when the tracks were moved, and subsequently at intervals, as engineering data of value from mining carried on below the tracks in the steeply pitch-ing lenses. A secondary purpose of this paper is to describe a novel method for determining the rate of speed of upward breaking above the mine excava-tions. This method was found effective and might be used elsewhere under similar conditions. The mine workings under consideration were developed from the Brier Hill shaft, which was circular, concrete-lined, 14 ft. in diameter, and about 900 ft. deep. They extended about 800 ft. westward from the shaft, and nearly parallel to a corresponding length of the railroad tracks. The highest part of these workings was at a depth of 400 ft. below the tracks (Figs. 1-12). The mining company had the right to remove the ore, the railroad assuming that the surface would be sup-ported. Finally, without legal controversy, an amicable adjustment was reached as to what should be done to lessen or obviate the hazard of subsidence.

In discussing the classification of iron to-day, we are to leave out of consideration the general division into non-malleable or cast iron and malleable iron, as to the adequacy of which no question has been raised; and to confine ourselves to the subdivisions of malleable iron. This has been classified, according to the extent to which the properties imparted by carbon are present (viz., resilience, hardness,strength, and, above all, the capacity for being hardened by sudden cooling from a high temperature), into (1) wrought iron which cannot be hardened, and (2) steel which can be hardened; and this classification I shall, for briefness, term the carbon classification. Until within a few years all authorities, both metallurgical and general, have concurred in explicitly recognizing the carbon-given qualities, and preeminently the capacity for being hardened, as the essential qualities of steel; this is laid down with clearness by every writer on the subject. For several years this old classification has not been sufficient to meet all our needs, since the genius of Bessemer, Siemens, and, I may add, Holley, has produced wrought iron which has been perfectly melted, and thus freed from certain mechanical adhering impurities. This causes what we call homogeneousness for want of a better word, and gives rise to many important qualities which the old wrought iron had not; qualities universally recognized, though not readily described. I shall, for briefness, style them the fusion qualities, and a classification based on them, a fusion classification. In October, 1878, and again in February, 1881, I had the honor to make public, through the medium of the American Institute of Mining Engineers, the results of an extended study of steel rails which had been in service, and which mere taken for the purpose from the tracks of the Pennsylvania Railroad Company. These studies appeared in three papers. In the first of these papers the question. what kind of steel is least liable to fracture or disintegration in the track, was the principal one considered. In the second paper the question discussed was, does the power of steel to resist wear increase with the hardness ? In the third paper the relation between wear and the chemical and physical properties of the metal was the principal point considered. The general results arrived at, or the cooclusions reached, were, as follows: 1. That a mild steel is less liable to fracture, and if properly made, less liable to crushing or disintegration in the track than a harder steel. 2. That the wearing-power of steel in rails not only does not increase as hardness increases, but, on the contrary, diminishes; or, in other words, that a mild steel gives less loss of metal under the same service than a hard steel. These conclusions may be briefly stated in a single sentence—namely, in rails mild steel is not only less liable to fracture and disintegration in the track, but it also gives longer life, or wears more slowly under the same traffic; than harder steel. The first discovery of gold in Montana is credited to François Finlay, a half-breed, from the Red River country, in Canada; he went to California during the early days and learned there how to wash the gold from placer deposits; then, on his return, he crossed Montana and found gold on the western slope of the Rocky Mountains, on Gold creek, a minor tributary of the Hell Gate river, in what is now Deer Lodge county. That was in 1852.* Finlay did not find enough gold to induce him to continue at work, but six years later a group of miners, led by the brothers James Stuart and Granville Stuart prospected on this same creek, obtaining about ten cents to the pan. They, however, were harassed by the Blackfeet Indians, and they were also handicapped by lack of proper tools; so they too desisted from further operations. Two years later, in 1860, Henry Thomas started to work on Gold creek with three sluice-boxes hewn out of green timber that he cut on the spot. With this simple apparatus he won from $1.50 to $2.00 per day. This may be considered the fist instance of systematic mining in Montana. Meanwhile the Stuarts went to Fort Bridger, in southwestern Wyoming, where they remained as traders until 1861, when, again lured by the gleam of gold, they returned to the valley of the Deer Lodge and resumed prospecting, using 10 sluice-boxes that were brought from Walla Walla, in Washington, 425 miles distant. A survey of the status of ore dressing in 19231 placed particular stress on the need of research in the crushing and grinding of ore, especially on the need for a method of measuring the surface of the products obtained in crushing and grinding and for fundamental data on the law of crushing, in order that intelligent conclusions may be drawn from actual crushing or grinding experiments. There has been no satisfactory means of determining the surface of crushed products. The results have been judged entirely by the amount of the various sizes produced, based on sieve sizing for particles above 74 microns in size and on microscopic measurement or elutriation for particles below 74 microns, a method which could give only a general idea of what had been accomplished. The fact that the long controversy between the followers of Kick and of Rittinger has resulted in no accepted conclusion is evidence of the need for fundamental data on the crushing law. Some Methods of Measuring Surface of Particles A dissolution method was used by Wolff to measure surfaces of glass powder. A mixture of sodium carbonate and sodium hydroxide was the solvent and the amount of glass dissolved in two hours from the powder was compared with that dissolved from a glass plate.2 Lately Herbert F. Kriege has used the dissolution method in determining surface of calcite and limestone.3 Dr. Geoffrey Martin and his coworkers in England have also used a dissolution method to determine surface on quartz. They compared the amount of quartz dissolved from the sample in one hour by a hydrofluoric acid solution with the amount dissolved from a measured quartz

An educated man is distinguished neither by his clothes nor by his knowledge; he is remarkable not for the things he says, but for the way he says them. You cannot even stand with him under an archway in the rain without finding him out. He may talk only of the weather. His words and his phrases alike my be simple. What distinguishes him is the arrangement of his words; however desultory his talk, it will be methodical; he has habituated himself to foreseeing the part to be played by each word he uses and the place to be taken by each sentence he utters. On the other hand, the uneducated man, though shrewd and well-informed, will relate facts and events as they recur to him, generally in disorder; in his effort to recollect and in his attempt to rectify forgetfulness he will pause irregularly, filling the intervals with meaningless phrases, such as "and then", "and so", or "said he to me", "said I to him"; and even the continuous parts of his story will be told confusedly-because he has not learned the proper use of words.* My own experience as an editor of technical manuscripts has taught me that the misuse of 'that' and 'which' is a fruitful cause of obscurity and confusion. The relative pronouns have distinct functions, and no writer can express himself clearly until he has learned to discriminate between these functions. For example : The engineers who refused to submit were discharged. The engineers, who refused to submit, were discharged. The engineers that refused to submit were discharged.

SOME problems concomitant with commercial exploitation of marble are presented as examples of interesting, useful and profitable fields for application of scientific knowledge. The marble industry is only one such field and is selected because its varying new aspects are familiar to the author. However, what is true for marble is equally so in principle for many industrial minerals. The problems of any stone industry are to maintain markets, create new outlets for stone already in demand, and develop varied uses for varieties that are not so popular. Here the geologist has a different role from most of his colleagues in metal mining. The producing branch may ask about the expectable variation in thickness or size of a deposit as development proceeds. The stock department may call for the available amount of a given type of stone before accepting a large order. The sales force requires data on the use for stone from certain parts of deposits in order to divert grades to the most suitable use. The service depart-ment wants defects rectified and the cause determined to avoid recurrence. The mills want data on durability and cutting quality of abrasives. The geologist occupies no special department; he is on general call, as may be illustrated by a few types of problems that may be classified as: (1) dominantly geological in character, (2) dominantly chemical in character, (3) dominantly physical in character.

TheRe is still considerable controversy as to the exact nature of the mechanism of the age-hardening process, in spite of the many experiments already performed. For this reason, a considerable number of typical systems should be examined in detail and their results correlated. Furthermore, the methods of studying the changes that take place during the progress of this phenomenon should be carefully scrutinized and the different methods applied to the same samples, preferably at the same time. The experiments described in this paper are presented to supply information on one age-hardening system and to show how the various methods of investigation compare in their indication of what has happened. In brief, the progress of aging in magnesium alloys containing about 10 per cent by weight of aluminum at different temperatures was followed by measurements of hardness, electrical resistivity, dilation and lattice parameter, and by microscopic observation. Previous Work Meissnerl,$ Archer?, and Gann3 have investigated the changes in mechanical properties of magnesium-aluminum alloys during aging and have shown the optimum condition for the age-hardening treatment. Meissner's results are particularly interesting because when replotted so that they represent hardness as a function of aging time, the curves of 125" and 150" C. show two hardness peaks. This result was not confirmed in the present work. Schmid and Siebe14 have reported an investigation that is similar to the present one but it was not published until the present work had

Discussion of the paper of W. A. Forbes, presented at the New York Meeting, October, 1913, and printed in Bulletin No. 82, October, 1913, pp. 2477 to 2514.. SAMUEL K. VARNES,* Steelton, Pa.:-We have a gas-cleaning plant consisting of a, centrifugal dry dust catcher, and two rain-type wet scrubbing towers, 25 by 60 ft. each, for rough cleaning of blast-furnace gas. This plant was put in early in 1910, with the intention of cleaning gas for use in hot blast stoves and under boilers, and was so used for several months. Soon after it went into service, the blast-furnace men complained that they could not get as high blast temperatures as they had obtained when using dirty gas. It was decided to run a series of careful tests to determine if this were true and to what degree the apparent results might be affected by other conditions. About 60 tests were run, covering a period of five months, and at the end we came to the conclusion that it did not pay us to scrub the gas for stoves and boilers. The tests were all run upon a single stove, no boiler tests being made, but the conclusions of the stove tests being applied to the boilers. Discussion of the paper of F. M. Simonds and E. Z. Burns, presented at the New York Meeting, February, 1913, and printed in Bulletin No. 75, March, 1913, pp. 369 to 402. W. L. SAUNDERS, New York,. N. Y.:-Mr. Burns in his native Colorado modesty has said that he apologizes for things left out of this paper. I am much impressed by what he has put into the paper, as of all the papers that I have read on the subject, describing, as it does, a specific piece of work that has been accomplished, I do not recall one that gives so much information in such a practical way. Mr. Burns has also said that it is very hard to get men to put things down while the work is being driven. My experience is that it is very much harder to get the men in charge of work of this kind to bring them in in the form of a report before a body of engineers after the work is done. We have a great many cases where records are kept in much detail, but they are usually kept under cover, with the mistaken idea that the information gained is private information for the benefit of those who have done the work. Messrs. Simonds and Burns have opened up this case so that we can get the benefit of that experience which they have had, and so that we can learn something for the future. The description contained in this paper, as I have said, is a very practical one. You will notice in going through it. that the authors have given in detail a record of their work from the beginning to the end, and they even go so far as to publish an exact copy of the Rawley Mining Co.'s daily report. That daily report is something which those of us who are engaged in similar work might copy to great advantage, and having it before us we can check up our men while doing work and exact from them equal conditions, if it is possible to do so.

This general subject has been so thoroughly discussed by Dr. Herty and his associates, especially with regard to the degree of oxidation of the metal at the time that the silicon pig or spiegel is added, that I am not going to spend much time on that today. I should like to propound a question, which is based on my own observations made some years ago while with a large alloy-steel company which had two open-hearth furnace plants. It is true that one of these plants was not engaged particularly in making alloy steels, but there were certain relations between slag and metal composition which appeared to me to be entirely different in the two plants. I have an explanation for it that is more or less incomplete, but possibly Dr. Herty or Mr. Reinartz or some of the others may be able to complete it. Suppose we take our three layers; the metal on the bottom, on top of that the slag, and on top of the slag, the gas. We cannot overlook the gaseous phase. Regardless of the effect of the iron oxide in the slag on the rate of carbon elimination—and that, of course, is rather important in alloy practice since it is not desirable to have the carbon dropping too rapidly at the time the deoxidizing is had in the furnace—it will probably be admitted that it depends on the iron oxide in the metal for a given carbon oxide. I have seen cases where with approximately identical metal and slag compositions one furnace would work twice as rapidly as another in removing carbon. Of course, there is some explanation of this in what others have already said, that the question of the exact lime and silica content of the slag determines the activity and viscosity of the slag; but I am convinced, without having reviewed the actual records since I was asked to make this talk, because they were not available at the time, that the slags in these two furnaces were not materially different. As pointed out in previous studies, estimates of petroleum reserves if they are to be of value must not only presuppose a clear understanding of what is actually meant by reserves but must be subject to constant revision to conform with changes in their component factors. When such estimates are analyzed it must be clear that it is virtually impossible to obtain comparable figures reflecting the same degree of accuracy, to represent the reserves not only in various countries, but at times even of different fields in the same country. Estimates of reserves in the United States, subject to frequent independent checks, are obviously more reliable than those furnished, for instance, by the Soviet Government, as the latter must be accepted at their face value and are open to the suspicion of being made to conform with predetermined programs of propaganda. Any tabulation of the reserves of all producing countries, therefore, gives a total that is misleading, as the component items arc not arrived at on the same basis and therefore are not homogeneous in a true sense. Only a fraction of the petroleum stored underground, usually associated with natural gas, is or can be brought to the surface, and although practically all the natural gas underground can be rccovered, in actual practice in some fields a large part of the gas that reaches the mouth of the well is wasted. It is thus estimated that in the United States only some 25 to 35 per cent of the petroleum underground in proven fields is actually economically recovered. Estimates of reserves, therefore, should make clear the distinction between the known amount of oil underground in producing fields and the portion that actually can be brought to the surface. It cannot be overemphasized that as a result of the operation of the "Law of Capture," which controls subsoil ownership in the United States on comparatively small landholdings that seldom if ever cover the entire producing area, the oil fields are not as economically exploited as some forrign fields, and that as a result (were it not for the easy accessibility of the domestic market, the largest in the world) some American production would now be unprofitable in open competition with foreign oils.

This meeting marks the point at which the long-standing dissatisfaction with the mineral-land laves, the innumerable protests against them, and the many isolated efforts to obtain relief, have developed into a general movement for the: revision. That part of the mining industry which is affected by these laws has three general organizations to speak for it: the American Institute of Mining Engineers, Mining and Metallurgical Society of America, and the American "A Mining Congress: all of which are represented in this meeting. In the series of able and thoughtful presented here, prominent men have discussed the evils of the present laws aid some of the reforms which should be made in them. We all appreciate fully the ultimate value of these studies; but we are also painfully aware of the fact that discussion of this kind has been going on for a quarter of a century without any other effect than a steady increase in the mass of printed records stored on library shelves. In order to get any practical result we must induce an indifferent government at Washington to act, and to do this we must unite in pushing some practical plan whereby it may act in a simple and effective way and with the least possible amount of criticism or opposition. The actual question before us is not whether the mining laws are bad; for their evils and absurdities are not only beyond discussion but also beyond the resources of a temperate and dignified vocabulary. It is not what particular changes ought to be made; for it is premature to make specific recommendations until there is some one to listen to them. Moreover, we all know that there are wisdom and experience enough available, and awaiting that time, for the creation of a code which would be a model to the mining world. The practical question now is, how to obtain the revision; and since the American Mining Congress has of late restricted its attention to this phase of the problem I wish as one of its representatives here to present its views upon the matter.

The Federal income tax law permits as a deduction in determining net income "in the case of mines,... a reasonable allowance for depletion and for depreciation of improvements, according to the peculiar conditions in each case, based upon cost, including cost of development not otherwise deducted: Provided, that in the case of such properties acquired prior to Mar. 1, 1913, the fair market value of the property (or the taxpayer's interest therein) on that date shall be taken in lieu of cost up to that date." The law provides for a reasonable allowance but the regulations provide for a definite method of computation that possesses more the virtue of simplicity than that of reasonableness. Article 210 of Regulations 45 reads: "When the cost or value as of Mar. 1, 1913, or within 30 days after the date of discovery of the property shall have been determined, and the number of mineral units in the property as of the date of acquisition or valuation shall have been estimated, the division of the former amount by the latter figure will give the unit value for purposes of depletion, and the depletion allowance for the taxable year may be computed by multiplying such unit value by the number of units of mineral extracted during the year." This is simple, but is it reasonable? The intent of the law is clearly that the cost of the ore in the ground shall be considered as part of the cost of the same ore when removed and sold. The regulations fail to carry out that intent, because of the unwarranted assumption that all the ore in the mine cost the same amount per ton. This is what gives the Treasury Department's method its simplicity, but at the same time robs it of its reasonableness because the assumption is contrary to fact. It is self-evident that a ton of ore near the surface or exposed by present workings is worth much more than a ton buried so far down in the earth that it cannot be removed for many years. W. C. MATTESON (communication to the Secretary*).-The criticism and question raised by Arthur Knapp regarding the standardization of nomenclature is most important. Faulty rock classification-is generally the result of carelessness or ignorance on the part of the driller. Two remedies might be suggested. In a field where several large companies are operating on an extensive scale, a geologist from each concern might be assigned to superintend the gathering of well-log data and the classification of samples. The geologists from the several operating companies might then combine their data, which would doubtless give valuable information to all interested parties. At present, coordination is not a big factor, unfortunately, but the time will come when conservation will demand such systematic coordination on the part of competing companies. The second remedy lies in instructing and educating the driller to a thorough understanding of the importance of an accurate log and correct classification of the various formations. The writer does not agree with the statement that "90 per cent. of the logs as taken today are absolutely worthless to any one but the one who has taken the log." While mistakes in nomenclature often occur, the driller is generally able to classify the important water-, oil-, and gas-bearing formations with a fair degree of accuracy. Such information is often sufficient to permit accurate correlation and also constitutes valuable data for projection purposes. It must be borne in mind that to attempt to use well-log data in a strict scientific sense of accuracy is impracticable and impossible. A broad interpretation and a comprehensive knowledge of the practical limits of such' information are essential in applying it successfully. Even experienced geologists do not always agree on rock classification. The question as to what constitutes correct nomenclature should receive the earnest and immediate attention of geologists, operators, and producers. Although standard textbooks on geology give correct definitions and descriptions of the general rock species, such textbooks fail to develop the subject in sufficient detail for the work under consideration. The difference of means of milling characteristics by rock and ore type is tested in a statistical manner in the paper. The null hypothesis being tested is that the sample means of two different populations are equal. It is assumed that the null hypothesis is true when performing the test. Because of this, acceptance of this hypothesis leads to the conclusion that the sample means of the two different populations are equal (or there is no significant difference between the sample means), not that the samples come from the same population, as the author asserts. Rejection of the null hypothesis leads to the conclusion that the sample means of the two different populations are not equal. A P value for this test is reported in Table 2 and is incorrectly identified as the probability that the two samples came from different populations. Actually, what was recorded was 100(1 - p) where p is the usual p-value. The usual p-value measures, on a scale of zero to one, the extent to which the data agree with the null hypothesis. It is the probability of observi" a value of the test statistic (Z score) that is at least as contradictory to the null hypothesis as the one computed from the sample data (McClave and Dietrich 11, 1982). The author makes no mention of the fact that were these tests to be conducted together, the chances of determining that the null hypothesis is not true when it is really true are increased considerably (Snedecor and Cochran, 1980). This is a multiple comparisons problem and should be dealt with accordingly. The usual methods involve adjusting the level of the individual tests. Table 2 reports an incorrect 100(1 - p) value in the comparison of concentrate grades for other rock types with .30 to .69% Cu vs other rock types with .70 + % Cu; 86% should be 98.6%. Although the article can be criticized for poor data presentation and discussion of that data, the point the author makes regarding the use of these statistics in the ore reserve estimation process is well taken. It does not appear that inaccuracies in the statistical interpretations have hindered that usefulness.
