R. S. MACPHERRAN,* Milwaukee, Wis. (written discussion?);-Mr. Stork's paper is very interesting, but I am unable to agree with some of his conclusions. He argues very strongly for the beneficial effect of oxygen, but gives no actual determinations of this element to support -his views. He states that the oxygen resulting from a high bed, heavy charges, low coke ratio, etc. must not be confused with the oxygen under normal conditions. I will be glad to know in what respect these oxygens differ or in what state they occur. Is it his opinion that the beneficial type is present as a dissolved gas and the other as metallic oxide? I will not discuss the first five of his six points, as I have not seen enough trustworthy determinations of oxygen in cast iron to form any conclusions as to its effect. I have never known the addition of manga-nese, however, to reduce the strength of cast iron. Under the sixth point, I would say that the addition of steel lowers the total carbon content, and by this action will increase the strength independently of oxygen. This reduction of carbon operates also to raise the melting point. It is interesting to note here that the author, in order to get proper fluidity for his cylinders, was obliged to reduce his oxygen by raising the manganese in the charge.

Quantification in recording geologic phenomena and application of well-known geologic principles to engineering works continued at an increasing rate during the year. Highway departments, water resources agencies, private firms and governmental agencies involved in tunnel excavations, dam site locations and construction, consultants and government experts in subsurface liquid-waste disposal, designers of underground storage facilities and city and regional planners all confirmed greater use of applied geology in their planning and implementation of plans. Applications of quantified geologic data to highway locations, slope control of cuts, raw material sources, water sources and water run- off showed a striking increase in number. Environmental geology and geologic hazards became part of the jargon of the geologic profession, and the American public began to realize more fully the significance of where they live, and on what and near what geologic phenomena which might effect their well-being. Tunnel work for water projects of almost dream-like magnitude kept geologic engineers busily engaged in predicting and testing local geologic conditions for construction projects. Disposal of industrial and radioactive liquid wastes continued as problems, but use of stratigraphic data, fluid flow rates and direction of flow helped solve some critical waste disposal problems. Unusual applications of seismic networks, remote sensing methods and X-ray techniques in geological engineering applications added other tools to this increasingly important profession.

Definition of Ae 1-Just as we call A 1 of rising temperature Ac 1, and that of falling temperature Ar 1, so we may give the symbol Ae 1 to the equilibrium position of A 1. Preliminary Assumptions.-In deciding what weight to assign the various data, and indeed what data are to count, three assumptions should be made. These are: 1. The corollary from the phase rule, that the temperature of Ae 1 is constant and independent of the carbon content, though, of course, it may be changed by the presence of other elements. 2. That because neither in heating nor in cooling can the transformation begin before the temperature reaches Ae 1, though it may be delayed by lag till after the temperature has passed beyond Ae 1, therefore Ae 1 should be at or below the observed beginning of Ac 1 and at or above the observed beginning of Ar 1, and, a fortiori, it should be at or below the observed maximum of Ac 1, and at or above the observed maximum of Ar 1. It may be necessary to take these maxima into consideration in view of the experimental difficulty of detecting these beginnings.

Short-range mine planning (less than five years) previously was accomplished using contour and isopac maps, pencil and paper, an abacus, and our lucky quarter. Through the use of both micros and mainframe time sharing, Glenrock Coal Company (GCC) has been able to virtually put the old equipment away (except the problem solving quarter). In the process, GCC has saved many man-days and eliminated the more tedious parts of mine planning, such as picking elevations off a map with an engineer's scale and repetitive calculations. These savings have allowed GCC to do a more extensive job of mine planning as well as offer more alternatives, making GCC better prepared for possible economic changes. Mine planning, simply, involves looking at what has been done and deciding what needs to be done using various constraints. The application of this concept is not as easy as it sounds. The need for experience and insight cannot be replaced by a machine, but machines can supplement a person's ability by doing the bookkeeping and the repetitive work. Through the application of computers and their accessories, GCC has brought mine planning to a more modernized state. The following paper will detail the development and use of one system as used at GCC. This paper comprises suggestions on certain points rather than a complete survey of the whole subject. In other words, it is a contribution to the kenera1 discussion invited by John Hays Hammond in his paper, presented as a Presidential address at the Chattanooga meeting of the Institute, in October, 1908.1 Mr. Hammond says, in conclusion: "... I am not offering a code, or even an official and representative declaration of principles.. My remarks are intended, and will, I hope, be accepted, simply as a contribution to that discussion of their theme in which every engineer of experience may participate." Such a discussion has been conducted in technical journals, as well as in contributions to the Transuctions of the Institute; and, in the remarks here offered, I shall have occasion to refer the read& to what I have thus published elsewhere, for more extended statements of my views. INTRODUCTION Rock mechanics theory needs to be applied to solve ground control problems, but in the final analysis the mining method and equipment which is used will be those which solve problems in a practical manner. Equipment and its inherent productivity and safety as supplied as "off the shelf" items by manufacturers often dictate the size of mine openings. Operators may tolerate falls of ground and associated hazards if productivity and safety problems are not too severe. In this whole process the costs of mining finally dictates just what system will be employed and what equipment will be used. True solutions to ground control problems sometimes require that the mine operator step back and totally rethink his problems. The true cost of accidents are often missed and hidden in overhead costs. Losses in production and accompanying profit are not fully considered, false economics, such as using inappropriate roof support devices, are undertaken at times when using the most expensive devices to totally eliminate accidents may be the best overall solution. Automation to remove the worker from the hazard area is often over- looked as the initial capitol expense to apply it may be high. Cooperation between mine engineers, mine operators, safety personnel, equipment suppliers, and government inspectors, both state and federal, is required to reach workable solutions that best meet the goals of all parties.

Pay-out, the ratio of capital expenditure to annual cash return can be very revealing when employed to gage the merits of a proposed mining venture. It is a quantity, numerically but not physically equal to a factor, by which cash return may be discounted to equal required investment. The fewer the pay-out years, the greater the average annual earning power of the project. Considerable material has been written in the past about the most important and difficult problem mining management faces in evaluation of a property: the optimum production rate for the venture. What daily capacity should be adopted for the proposed operation that it may be the most rewarding to those underwriting it? H.C. Hoover has said, "The most important objective is the least cost per ton mined; and minimum working costs can only be gained by the most intensive production." Theoretically and practically, the quicker the ore is removed, the more profitable should be the venture because of the saving in fixed charges, the consequent lower unit costs and the interest unearned by the profit from the unmined ore. Yet, such performance will be tempered by policy and a restraint imposed by the ratio of capital expenditure to annual cash return. * The 'Annual net profit after taxes but including depreciation and depletion allowances. former will be based upon an analysis of the economic climate anticipated, with its many ramifications including the demand for the product, prices, tax laws, the conduct of labor and related wage scales. The variables and intangibles involved in estimating the optimum production rate for a mine do not readily lend themselves to mathematical relationships or equations and the problem can become complex indeed. The more readily applicable and relatively faster appraisal method will be used which, in addition to being reasonably adequate in most cases, will serve as a guide, should a more expanded and detailed estimate be desired. The first question is what is company policy with respect to the rate of investment return? This will depend on that significant period of time referred to as the pay-out, which can be defined as the estimated interval during which capital investment is returned through application of annual cash return to its recovery. Expressed another way, it is the ratio of capital expenditure to the annual cash return. For example, if the capital investment is $C and the annual cash return is $A (after Federal tax), then $C/$A = the pay-out period in years. That is to say, if $C = $1,500,000 and $A = $214,000, then which is the mathematical expression for the period of time it takes to recover the funds originally invested in a mining enterprise. The relationship yp = $C/$A can be useful — an expression which requires only the significant tern yp to be fixed; in other words, the long range investment policy. For what is the pay-out period but an expression of that policy in terms of the speed, within practical limits, with which an individual or company may want to recover capital expenditure? A policy by which pay-out will be fixed is imperative. This ratio must lie within relatively narrow limits governed by what is economically feasible. It cannot be too low, rendering the ratio impractical or absurd, nor too great, delaying the return of capital for reinvestment beyond a commensurate interval. What pay-out will govern this policy? Federal corporate taxes would seem to present the best measure. Consider mining in Canada where new mines are exempt from Federal income tax for 3½ yr from date of first production. This exemption expressly allows The Act states: "A corporation . . . i s not required to include the profits . . . for the period of 36 months commencing with the day on which the mine came into production in reasonable commercial quantites." a company to recover capital expenditure during the early stages of production. With such an incentive, it is logical to strive for as much capital redemption as possible during this period. Thus, 3½ yr would be a major contribution to the pay-out in Canada. Use of rock grinding media in a mill at Tennessee Copper Corp. was mentioned in the MINING ENGINEERING Annual Review. (February 1953, page 158). Because interest in use of self-grinding media continues high we asked F. M. Lewis, Superintendent of Concentration at Tennessee Copper, to supply more details on this trial, and of plans to expand use of rock media in their mills that grind marble. Here is what he reports.

THE classification and preparation of non-ferrous scrap metals is a subject of interest to every individual and corporation that employs in its processes of manufacture non-ferrous metals and alloys and accumulates in such manufacture scrap from these materials for disposition in the form of turnings, borings, short ends, punchings, clippings, grindings, washings, etc. All too frequently the disposition of such scrap is left to individuals who have no knowledge of the subject either from a metallurgical or a commercial standpoint, or both. Much money is thus lost which with a little more intelligent effort might be saved, and in this day of fierce competition and small profits such an opportunity cannot be ignored. The Mineral Resources of the United States for the year 1925, the latest issue available (Part 1, page 221), gives the secondary non-ferrous metals of certain classes recovered in the United States for the year 1924 to 1925 as shown in Table 1. The figures are tabulated simply to give the reader some idea of the scope of the secondary non-ferrous metal industry. Approximately 900,000 tons of an annual value of $244,000,000 were recovered in the year cited. In 1916 (again using the Mineral Resources of the United States as authority) the tonnage reclaimed was approximately 632,000 tons and the value, because of the high prices for metals prevailing at that time, amounted to $265,000,000. It is not the purpose of this paper to discuss smelting and refining operations or the feasibility of an organization, primarily engaged in some other activity, conducting smelting and refining operations to convert its own non-ferrous scrap metals and alloys. The classification and preparation of these non-ferrous materials is a preliminary step, regardless of what subsequent operations the material may pass through or where these operations may be conducted. For that reason the subject can be readily discussed without any reference to subsequent activities. Space must be provided, with suitable handling facilities, scales and the necessary storage bins where the material may be accumulated. The scope of the activity, the nature of the industry and the tonnage handled will determine, in a large measure, what preparation, if any, it may be desirable to give these scrap materials to put them in the best marketable condition. This is a nontechnical paper on flotation, subdivided under three general headings: (I) Definition of flotation; (2) what flotation is now doing in Utah; and (3) what is the future of flotation? Definition T. A. Rickard defines flotation' as "the act or state of floating," from the French flottaison, water-line and flotter, to float. The dictionary defines flotation as "the science of floating bodies." The flotation process is a method of concentrating ores by frothing. Weinig and Palmer,2 define flotation as follows: What is the flotation process? Briefly, it consists in the agitation of finely divided ore in water containing bubbles of air or gas, a small amount of oil and, usually, other reagents, soluble and insoluble; under these conditions the small particles of native metals, sulfides, arsenides, antimonides, selenides and tellurides show a tendency to attach themselves to the films of the bubbles, and are thus carried to the surface of the water. The oxidized gangue minerals, such as quartz, feldspar, limestone, hematite, etc., show much less affinity for the bubbles, are easily wetted by the water, and either remain in suspension in the water, or sink to the bottom of the vessel. If the bubbles are sufficiently stable they can be removed, carrying their load of sulfide-mineral particles with them. Thus there can be effected a separation of the two classes of minerals from each other, assuming that the grinding has been sufficient to unlock all of the particles of different composition. The separation does not depend upon differences in specific gravity of the various minerals; in fact, the sulfides are usually heavier than the oxides, and some of the heaviest sulfide minerals are the easiest to float. A particle of mineral may be so large, however, that its weight will counteract its affinity for the film of the bubble. In most cases the ore must be fine enough to pass a screen having at least 48 meshes to the linear inch. THE assay of all metal ores is made by means of fusion and they are brought to their fineness in the same way as if they were a large quantity. However, I have told you of lead, tin, copper, and iron in their own places, that they are smelted in order to obtain a good assay so that one may know from its weight whether the quantity justifies the expense. This is their assay, for it does not matter whether it be done with great exactness. But the eye is turned with much more care to the assaying of silver and gold, since they are things of value, and one tries to have a more exact knowledge of them. Thus, when you have found the mountain and the vein of ore in it, and have also uncovered it or extracted it from the mine, it is necessary to make an assay of it, for though it is often apparent to the experts what kind of metal it contains, nevertheless they do not know for sure what virtues or evilness it may have unless the light of the assay itself shows them. Therefore it is necessary to extract a quantity in some way that is as free from rock and as good as possible. To a part of this, without any addition, a smelting fire must be applied in order to see whether it can be smelted easily. If it does not smelt by itself, you must consider and try to understand what causes this, for many times it comes from the rock which accompanies it and which contains much dryness and earthiness. I do not believe that one can know this with other judgment than by experiment with powerful and strong fires. Therefore, if the efforts of ordinary methods do not succeed, it is necessary to try to soften them by means of the company of fusible things-now with marble, now with ground glass, now with lead, galena,* or litharge from lead, or with iron scale, or else with the slag of other ores. With small operations even borax, saltpeter, or ochre is used and similar things, as I shall tell you in detail in the discussion of the preparation of ores for smelting. A. J. Langhammer.—That is rather asking a question of the wrong man. However, I will reply to the question from our point of view. There is a considerable amount of iron powder available but the properties vary over a wide range. Powder metallurgy has progressed to the stage where we recognize certain requirements in powdered iron, and what may be a good powdered iron for one application will not necessarily fit the picture for the next one. Further, I believe that there is room for great improvement in the properties of powdered iron. Also, that there is only a limited quantity of powdered iron available having certain specific properties in which we are at the moment interested. F. P. Peters.—May I have a word? With all possible respect to the contributions of the Chrysler Corporation (and they have been tremendous) to the war effort, I think it is easy to get from part of Mr. Langhammer's discussion a false impression of vaster possibilities than really exist. It would be well if in addition to Mr. Langhammer some other manufacturers of machine parts' might tell us in the next few minutes some of the limitations they have found. For example, what is the maximum tensile strength that is being produced in a commercial part in production today? And what is the actual size limitation on bearings that are in operation and are standing up well? We should always bear in mind the fact—and I think Mr. Langhammer will agree with me— that quoting on a particular part does not necessarily mean placing it in production. In many cases it may be several months before the quotation is resolved and we know whether the part can be made. Let us open up this thing for a little free-for-all discussion of some of the ceilings that do exist in the design of machine parts made by powder metallurgy. The ceiling is not unlimited, and Mr. Langhsmmer will agree with that, 3 am sure. H. Hendriks.*—I do not think that there is so much limitation in the making of powder metallurgic manufactured parts as mentioned. Last year we had the problem of making dies for a special machine used in the manufacturing of slide fasteners. This part was wearing out very fast. It was very hard to make, it had to be hobbed out of a special steel and it was a difficult thing to manufacture in general. The tolerances were one half of one thousandth of one inch on all dimensions. We submitted this die to a manufacturer of powder-metal parts. He thought that it was impossible, but we were not as skeptical as he was and decided to try it anyway. The Canadian General Electric Carboloy Division, in Toronto, gave us then the design for the dies, which we made to their specifications. When the first part was delivered, we submitted it to our Inspection Department and its check showed that all the tolerances were right on the dot. They delivered I9 parts of exact specification, then they went off the beam; they could not keep to the tolerances. It took them a long time to get back again. We do not know what happened, but the main point I want to' make is that if a problem is attacked in the right may, the dies are made right and corrected as to dimensions found out by experiment, I do not think that there is so much diffculty in making powder-metal parts to close tolerances.

This is clearly apparent from the special attention paid to rock fracture in the comprehensive papers published within the past four years. These papers present a picture of how the knowledge of brittle fracture of rock was gradually enriched and also show that what was often taken for granted three or four years ago is no longer considered as valid today.

SOMEONE has called this war a war of gadgets. Someone else says it is an engineers' war. It is a war of production, transportation; a war in the sky; a war on wheels; a civilians' war. Let us not quarrel about nomenclature. Call it what you want. If four motored bombers and thirty-ton tanks are gadgets, then it is a gadget war. Engineers, scientists, shop laborers, air-raid wardens all have their highly important jobs to do. The fact remains that this war, like all others, is a soldiers' war. The basic strategy employed today is the same strategy that Philip of Macedon used on the Plains of Thessaly twenty centuries ago. His phalanx was a striking force armed with every known weapon. It was armored with breastplate and casque. It depended for success on superior man power and mobility, upon superior weapons and supply, and upon superior discipline. It executed commands faster than its enemies; it had more catapults and spears, more men in the back areas bringing up supplies. It was a new idea. It used what today we call the scissors movement to cut up its foes. It took sharp advantage of surprise. IN OFFERING a few comments and suggestions on trends in mining practice, and the methods and tools of tomorrow's mining, perhaps it will be appropriate to start with the subject of education. Charles Kettering, one of the best-known scientists and experimentalists in the automotive industry once said, in effect, that tech- 111ca1 schools have to be carefid not to teach a lot of hard and fast rules that may have been true once, but aren't so any more, or won't be presently. Possibly the mining school of the future will concern itself less with what has happened and more with what is going to happen. It will be built about or around problems. Such a school will be judged, not by the number of its students but by the quality of its improvements. To such a school the industry will send for men to solve particular problems. The industry will doubtless at some time sup- port such a school financially though a lot of hard work will be required to organize miners to undertake such financing, primarily because the mining industry, other than that concerned with iron and steel, is too loosely knit. Each company tends to its own knitting too closely for its own good. Wouldn't it be splendid if the mining industry would finance a "problem school" as suggested by Mr. Kettering and others.
