Many of you who are interested in the manufacture of iron and steel, have no doubt heard of the "Wheeler process for combining iron and steel." Mr. Wheeler has formed a company, styled the "Combination Trust Company," whose business is to grant licenses for the use of this patent process in producing what he calls "iron-clad steel." It has been proposed to apply it in the manufacture of car or wagon axles, also to shafting, having steel cores or centres covered with iron; to tubes of steel with an inner and outer skin of iron ; to structural purposes, such as girders and beams; bridge and tie-bolts, where the strength of the iron and the rigidity of the steel would be desirable. In answer to a request from Mr. Wheeler, permission mas accorded him to make some experiments at the rolling mill of the Philadelphia and Reading Coal and Iron Company, at Reading, Pennsylvania, with a view to manufacturing some steel-headed rails. In making this kind of a rail two difficulties are encountered. If the iron is brought to the requisite heat to weld properly, the steel is likely to be burned; if the steel is cared for, to prevent burning, the several layers of iron are not brought up to the proper welding heat. Mr. Wheeler claimed that the steel slab covered with iron which he furnished for the head of the rail could net be injured by any heat to which it might be subjected in the ordinary course of heating the rail-pile. He claimed, also, that by this method the porosity, which he thought was characteristic of all solid rails of Bessemer steel, would be overcome. Four steel slabs were furnished for this experiment, being Bessemer steel of .61 carbon, made at the Edgar Thomson Steel Works, and covered with iron in one of the Pittsburgh mills. The slabs were in section seven inches wide by three inches thick, and the iron covering was one-eighth to three-sixteenths inch thick. Each slab was placed on a pile of iron made up in the ordinary way for a rail fifty-six pounds per yard and thirty feet long. The heating was under the personal direction of Mr. Wheeler, and

The first session was held in the rooms of the American Philosophical Society, on Tuesday evening, February 26th. The President, Dr. T. Sterry Hunt, called the meeting to order, and after a few introductory remarks concerning the importance of theoretical and speculative science, which often involves principles of the highest economic value, and, more than all that, serves to enlarge our conceptions of the universe, and ennoble us, by the cultivation which it affords to our most exalted faculties, proceeded to discuss some points in the chemistry of the atmosphere. It is known that there is in the crust of the earth a great amount of oxidized carbon, not only in the shape of coal, but also in the graphite or plunlbago of the crystalline rocks, in the various bituminous shales or pyroschists, which are found in all succeeding rock-formations, and also in the forms of bitumen and petroleum. All the analogies of nature lead us to conclude that these various carbonaceous substances have had an organic origin, and have been generated by the deoxidation of carbonic acid, a process effected by the growing plant, and attended with the liberation of oxygen. He showed that the carbon of a layer of coal covering the whole earth's surface to the thickness of one meter, would, in its production from carbonic dioxide, liberate an amount of oxygen equal to that now present in our atmosphere. But bituminous coal contains also a large amount of hydrogen, derived from the deoxidation of water, which implies the liberation of a farther portion of oxygen. The amount from this latter source would equal, for the various coals and asphalts, from one-eighth to one-fourth, and, for the petroleums, onehalf of that set free in the deoxidation of the carbon which these hydrocarbonaceous bodies contain. From what we know of the composition of the stratified rocks, it is probable that they include an amount of deoxidized carbon and hydrogen many times greater than that contained in a layer of coal one meter in thickness, and, consequently, that the disengaged oxygen in past ages must have far exceeded that now present in our atmosphere. BARNHURST :-I would say that in that experimental furnace we were trying to adopt the proper form for burning low-volatile coal. I was enabled on one occasion to burn coke having 15 per cent. ash. Tailings, or washings from the preparation of coal for by-product coke ovens, which came to me 52 per cent. ash, were burned without any trouble. So that ash really might be regarded as not burning, but simply diluting the fuel that was there, without doing any particular harm except that we had to put in more of the material to get the same quantity of heat. With anthracite, I burned coal right along with from 24 to 27 per cent. ash, but it took a furnace of peculiar form in which the products of combustion had to be diverted to the point of entrance of the fuel. With an ordinary furnace the fuel is deflagrated by its surroundings as soon as it enters the furnace. In a cement furnace this action is secured by the hot clinker passing clown, and the walls of the kiln are heated upon contact with it, revolving as they do', so that deflagration occurs very quickly in a cement kiln. Deflagration would occur very quickly in an open-hearth furnace also. There is no trouble in burning anthracite coal under those conditions for three or four days successively. It should be very well dried and thoroughly pulverized. Aside from that, there is no trouble. WILLIAM A. This camp is just now startled by the alarming suggestion that unless there shall speedily be an appreciation in the value of silver, and a decrease in the cost of salt, it will be prudent business policy to close the Alice mines and mills until the conditions of production are more favorable. Such an event would be a great blow to the prosperity of Butte. It would throw some hundreds of men out of employment, and it might lead to the adoption of the same policy by other companies, which, like the Alice, have not been able to pay dividends to their shareholders for a long time. The question arises, and becomes emphatic: If, under the present adverse conditions, the mines and mills cannot be made to pay a proper profit, why should they continue to be worked ? The owners mentally ask: Shall we go on exhausting our mines, pouring out a stream of silver for the maintenance of the community, and the support of the rail ways, or shall we husband our reserves, withdraw the miners from our slopes, and wait for more favorable conditions ? This is the impending question, and all concerned dread to meet and answer it. Let us briefly review the situation and forecast, if possible, what the solution of' the problem will be. It must be understood that the discussion does not include, or refer to, the immense copper-producing interests of the camp, which may or may not be upon a very much more satisfactory basis. It will be confined chiefly to the operations of the Alice company, sta tistics of which are at hand, without involving the other silver com panies in the conclusions beyond those inevitable from well-known facts, patent to all. There are at present in Butte and in its vicinity in the principal mills an aggregate of 290 stamps dropping upon silver-ores: Alice,...........80 stamps. MANY of the magnesite ores of the western part of the United States contain such large amounts of silica and hydrous silicate minerals that the value of the ores is either low or nominal. Expensive and carefully controlled mining methods are necessary to prevent excessive dilution of the higher grade ores by introduction in mining of small pieces of the hanging walls or footwalls of the deposit. This difficulty is further complicated by the various states of decomposition of the country rock of the deposits in which many of the ores occur. The problem the authors attempted to solve arose from a request to float an impure magnesite containing varying proportions of siliceous gangue with calcium carbonate. The ore is normally enclosed in-serpen-tine masses, somewhat decomposed, and in mining it wall rock is inci-dentally added, so that variable amounts of siliceous material occur in the samples. The silica, alumna, and iron oxide are so closely associated with the magnesium carbonate in the magnesite that ordinary mechanical separation at coarse mesh sizes is of no avail. It is well known that calcium carbonate can be floated by suitable reagents, therefore it seemed reasonable to suppose that magnesium carbonate minerals would behave in a similar manner, but experimental trial proved that this supposition was unfounded. Therefore the first step in the problem was to find out what differences of behavior there were between magnesium and calcium carbonates under flotation conditions, or when suspended in water. In water at 18° C. magnesium carbonate is slightly more soluble than calcium carbonate; in fact; MgCO3 is soluble to the extent of 0.0106 grams in 100 c.c. of water at 18° C. and CaCO3 to the extent of 0.0013 grams. However, magnesium carbonate in water gradually changes to the basic carbonates of a composition (3MgCO3.Mg(OH)23H20) or (4MgCO3.Mg(OH)25H20), depending upon conditions, and calcium carbonate to calcium hydroxide, Ca(OH)2. The relative solubilities of these hydroxides in water are the reverse of the solubilities of magnesium and calcium carbonates. The range in published figures for solubility

CARL SCHOLZ, Chicago, Ill.-Mr. Young was kind enough to' allude to the development of a mine in which I am now engaged. Several months ago the Burlington Railroad decided to open a mine in the field Which they own in Franklin County containing some 15,000 acres .(6070 ha.) of coal, ranging in thickness from 8 to 12 ft. (2 to 3.6 m.). This proposition in itself is attractive to any mining engineer, but with the backing of a large company I saw an opportunity to do some novel work in the construction line, and for several months I have been investigating and working on the problem of developing what I hope will be the largest and best equipped mine in the State of Illinois. The shaft will be sunk at a place where the coal lies at a depth of 600 ft. (182 m.) and conditions both of the surface and of the coal are ideal in every way; the seam is almost level, and we had only 7 ft. (2 m.) of surface clay to go through. We are going to hoist by skips in order to reduce the rope speed. I believe that is a long step in the direction of economy, because we not only double the output of the mine by hoisting the contents of two cars atone time, but we reduce the proportion of dead weight. In our case there will be 20 tons of coal and 18,000 lb. of skip, or 55 per cent. net and 45 per cent. tare. That, of course, necessitates less than half the rope speed for the same tonnage, and we all know that speed means power and power means cost. Skip hoisting permits the use of solid-end gate cars, which is an advantage. The cost of these cars will be in the neighborhood of $250 apiece; They are well built, with roller-bearing wheels of the most up-to-date type, spring draw-bars, and refinements of-that character which are necessary to move the loads most advantageously.

WE are accustomed to think that we are efficient in the United States, particularly with respect to such things as mining and manufacturing. The conduct of the war has demanded in England and in France a complete readjustment of manufacturing methods and plans, and today England is probably as efficient a country as there is in the world, not even excepting Germany. This is all the more remarkable because it has been notorious for years that England has been inefficient in her manufacturing and the country has been flooded with things "Made in Germany." Today England is almost a socialistic community and the State is doing almost everything. England is now in such a position that practically everyone in the country is engaged in industry necessary for the conduct of the war, and this has been accomplished by increasing the efficiency both of her tools and of her man power. In the United States we certainly have been efficient so far as machines and perhaps so far as methods have been concerned, but we have not been efficient iii the utilization of our man power. Before the war, our labor was undoubtedly far more efficient than that of England, but it certainly was not so highly efficient as it should have been, and the problem that confronts us today, and will all the more confront us after the war, is to make our man power efficient. England has had a taste of what you may call State Socialism, and her laboring men are not going to be content to return to the old order of things. There is one feature of the labor problem in England which has permitted her to reach this condition of state socialism with comparative rapidity; this is that practically all of her laborers are English; she has little or no foreign population. While an Englishman may he a strong union man and ready to fight his employer tooth and nail, at heart he is still a British subject, and when his country was in danger he rose to the occasion.

The question of the proper valuation of mines of iron ore was suggested to me by the difficulties experienced in getting answers for the United States Census Office, while I was engaged in the work of collecting the statistics of mines in New Jersey and New York. The answers to the questions relating to values of real estate of mine properties varied so greatly that it was necessary to revise them according to some general principles of valuation. Generally the returns of mine proprietors seemed to be too low. There were, however, examples of what would be termed excessive valuation. The subject appeared to be of practical importance, and led to the paper here presented. The following table of selected mine statistics is given, prefacing the discussion of the principles of valuation. It is in part made up of census returns and partly of data obtained directly from mine owners and managers. The mines which were selected for the several groups and mining districts include nearly all of those from which the more full and carefully filled returns were received, and are also representative of their respective districts. Hence the averages obtained from them become good types of these groups or districts. The mines of New Jersey appear in six groups, each containing from three to eleven mines, or, in all, thirty-four mines. The magnetic iron ores of New York are in four well-marked groups, and there are twenty-six mines in them. Then follow the red hematite mines of St. Lawrence and Jefferson counties; and, lastly, the brown hematite groups of Dutchess and Columbia counties, and those of the adjacent parts of Connecticut and Massachusetts. The whole number of mines represented by the table is eighty-eight, of which twenty-eight are hematite mines. The first column gives the value of the real estate; the second that of the plant; the third is the sum of these two, or the capital invested. Then follow the number of men employed, the amount of wages paid during the census year, and the value of materials used in mining and preparing the ores for market." HAVING already shown you the methods of making the moulds for casting and how they are to be prepared so that they may receive the melted metals well, it is now necessary, in order to complete the casting with perfection, that I show you not only the operations and instruments by which metals are softened, but also how metals can be made as liquid and fluid as water so they may easily enter into all the hollows of the moulds that you have made. Of these, besides the fire which is the prime agent, there is a very powerful furnace, which is called a reverberator.* I believe this is chosen not only for convenience but also because it is necessary in large casts. This is made of baked bricks, or of crude ones if desired or of suitable fire-resistant stones. Although all masters have the same objective, each one proceeds to make this kind of furnace according to his own ideas so that it can be said that there are almost as many different shapes of such furnaces as there are masters. This can be seen in the place that contains the metal, which is of such a shape that the force of the fire may operate better. Thus some masters are called good who, seeing no farther than what has been shown them, make them circular like a bread oven. Some others make them oval across the fire en- trance, while others extend them lengthwise. Also, there are some who make a single outlet for the flames, some two, and some three. Some make the entrance for the fire high and narrow and others, wide and low. The same is true of the place where the flames are generated, which is called the firebox. Some put the wood in from the side, some lengthwise in the same direction as the entrance for the flames, and some from above by means of a little hole. During the past year (1967-68), there have been many instances of either partial or complete failure of a tunnel-support system. It looks like the art is in a pretty sad state, but as long as we permit the field of tunnel design to remain basically an art, that's about what we can expect. The application of scientific principles to tunnel design involves much more than assigning values to a series of factors in an equation. I am reminded of the case where the engineer calculated that steel ribs with struts were required to support a horseshoe-shaped tunnel in firm ground. The contractor had driven several hundred feet without installing the struts when the engineer visited the job. When he was informed that the struts had been left out, he fled the tunnel in alarm. As one authority has so aptly put it, "There is far too much calculating and too little observing." Initially, one might think of a tunnel support as a structural member, such as a strut or arch which is installed in order to support some definite load. Similarly, a tunnel lining might be considered as a treatment of the interior surface of the tunnel in order to produce desired aesthetic, hydraulic, or architectural results, or to serve a protective function. Actually, many linings, such as a concrete lining, serve a dual purpose and support a load as well as satisfy other requirements. Not too many years ago a tunnel, during the driving or excavating stage, was considered to be either supported or unsupported. In recent years, however, several techniques have been developed, which by helping the tunnel to support itself, permit the elimination of separate structural support. Since these techniques in many cases actually become a substitute for the conventional types of supports and linings, a state-of-the-art review would hardly be complete without including them for consideration. Thus, for the purpose of this discussion, we shall define tunnel supports as any system or technique which effectively maintains the integrity of the tunnel opening. William B. Phillips, Birmingham, Ala.: The questions raised by Messrs. Wilkens and Nitze are in the highest degree interesting to owners of low-grade iron-ores, aizd no less so to blast-furnace managers. If it can be shown that ores heretofore considered worthless can be brought within the limit of economic use, many large and readily accessible deposits may come into market on the one hand, while on the other the possible increase in the output of the furnace per ton of ore used will prove of advantage to the iron-maker. It cannot, of course, be claimed that this process has been employed on a working-scale with respect to iron-ores, and in so far as concerns results on a large scale no one is any wiser than his fellow. Granting that the results obtained in an experimental way (and certainly the experiments were conducted with a great deal of care) can be attained in practice, we would still be facing the question, what it would cost to get them. In the absence of any specific data, we have to fall back on general principles, helped along, as far as possible, by indications afforded by the experiments. I must confess that as regards the Clinton ores, which I have studied to some extent, I am not sanguine of making a ton of 53 to 54 per cent. concentrates from less than 1.75 tons of 40 per cent. raw ore. It may be possible to get the iron in the heads to 56 to 57 per cent., but the lesser richness of the middlings will probably reduce this to 53 to 54 per cent. in the salable stuff. When I had the honor of presenting to the Institute at the Buffalo meeting in October, 1888 (Trans., xvii., 226), my paper on " Steel Rails and Specifications for their Manufacture," I expressed my hesitancy in submitting my ideal rail-sections. Since then, continued residence in Chicago, perhaps, or greater intercourse with railroad officials, has either given me more courage or has taught me that so little is really known on the subject that one is safe in expressing one's views, let them be ever so erroneous. As a further personal excuse, I may remind you that " fools rush in," etc. At all events, I would now call attention to certain rail-sections which I believe to be good. I do not say they are the best, but I feel sure they have more merit than the majority of the adopted heavier-sectioned rails. In determining the proper form for a rail, the subject should be considered from two points; first, and most important, the duty required ; second, and of almost equal importance, the influence of existing details of manufacture upon the character of the finished product. It is perfectly proper that all the strains to which the rail will be subjected should be considered and calculated. But its ability to resist them will depend quite as much upon the character of the metal as upon the form of its section. That which would be the realization of the ideal with good steel would be disappointment with poorer metal. Therefore, the railroad engineer should always have in mind and pay due respect to what the metal worker may give him—the may being the factór of danger to be covered by his factor of safety, and possessing greater importance than any formula laid down by never so eminent authorities. It is well-known how positive is my conviction that high heat during manufacture and good rails cannot go together; hence, if we insist upon the avoidance of this evil by rail-makers, we must give them sections which can be made at low temperatures with commercial as well as technical success. THE year 1924 was particularly notable in the petroleum industry of California as it was a period in which extensive town-lot drilling, with attendant overproduction and allied problems, virtually ceased and the industry returned to a nearly normal condition. Nearly all major field operations were conducted by large operating and marketing companies; in contrast to 1922 and 1923 field operations, when small promotion companies set the pace and forced the large companies to follow. The outstanding features of petroleum development were: 1. The three major fields of 1923, namely Huntington Beach, Long Beach, and Santa Fe Springs, declined from a production of 13,042,939 bbl., in January, to 6,764,417 bbl., in December, a drop of nearly 52 per cent: During this period, Huntington Beach declined 35 per cent., Long Beach 42 per cent., and Santa Fe Springs 63 per cent. 2. Methods of pumping deep wells were improved in some particulars; this contributed toward sustaining the productions of these three famous fields above what was predicted. 3. Of the fields producing previous to 1924, only three increased in production to any appreciable degree, during the year, as the result of bringing in new wells. These fields are Dominguez, Torrance, and Wheeler Ridge. Dominguez, discovered in September, 1923, produced 56,851 bbl. in January and increased regularly to a production of 1,641,042 bbl. in December. Torrance increased from a production of 972,261 bbl. in January, to 1,783,670 bbl., in May, and then declined to 1,393,215 bbl. in December. Wheeler Ridge, discovered in January, 1923, produced 23,254 bbl., in January, 1924, increased to a high of 33,678 bbl., in September, and declined to 27,430 bbl. in December. 4. Nearly all the production that had been shut-in during 1923 was opened in 1924, except some wells chiefly in Coalinga, Fullerton, and Santa Maria districts. The opening up of this shut-in production, combined with the increased productions from Dominguez and Torrance, were the chief factors that held the rate of decline for the state to a gentle slope.

The existing large stocks of raw materials have induced misgivings in the minds of many as to near-view prospects for a return to higher commodity price levels. Until stocks are materially reduced—and this operation will probably extend over a protracted period—a buyers' market will continue. Meanwhile the matter of production cost becomes more and more a factor of consequence to industrial management, finance and the investing public. With many commodities a general level of costs exists with which the public has been made familiar. Certain conditions surround these industries which, at the outset, determine whether there is a basis for sound commercial results. In other words, it can generally be determined in advance whether or not the cost of production is sufficiently below the normal average price to return a reasonable profit over the years. With all domestic agricultural products there are available exhaustive Government studies in the field of production costs. Such figures as the average cost of wheat, cotton, sugar, etc., are reiterated constantly. There are many products of foreign origin such as coffee, rubber, raw silk, etc., the production costs of which are to most of us matters of deep mystery. Forest products also are so diversified that few but specialists know what a thousand feet of lumber really cost at the mill, especially where remotely located. However, with respect to products of mines, production cost information has been widely disseminated. The literature is replete with such data. Here we find that without any special help from outside agencies the industry itself has given publicity to a large variety of cost figures. For example, we know, or know where we can ascertain, the cost of producing a pound of copper from Chile, Arizona or the Lake Superior district. In many cases we can secure from the company reports a vast amount of detail leading up to the cost per ton of ore and the cost per unit of the metal yield. These records are of great assistance to the mining industry as a means of estimating on new exploitations. This industry has been production-cost-minded almost from the beginning.

Bureau of Standards, is brought before the membership of the Institute with the object of affording an opportunity for the open discussion of results of an investigation by the authors named above, of some phases of the manufacture of steel rails which are of great importance to manufacturer and consumer alike. This resume will be presented at the Pittsburg Meeting of the Institute. Discussion is invited, by either members or non-members of the Institute. The discussion may be sent in writing to the Editor, in advance of the meeting, or should preferably be presented in person at the meeting. Summary of Researches and Conclusions The main objects of this investigation were to determine, from measurements taken at representative rail mills, the present American practice regarding the temperatures at which rails are rolled; to demonstrate the ease and accuracy with which such temperatures may be measured, without interfering in any way with the manufacture of the product; to find out what the "shrinkage clause" in rail specifications really means; and, finally, to determine some of the physical properties of rail steels, particularly those of interest in manufacture, some of which seem to be insufficiently known as yet. 1. Ingot Temperatures.-Measurements made in four mills show that ingots for rails are rolled at temperatures ranging from 1,075° to 1,150° C. (1,965° to 2,100° F.), and that, in a series of 20 to 40 ingots, the variation in temperature from one ingot to another is only 10° to 20° C. 2. Finishing Temperatures.-Rails are finished at temperatures ranging broadly from 880° to-1,050° C. (1,615 to 1,922° F.), but usually ranging within 50° C. of 935° C., and occasionally above 1,100° C.

John Griffen—The author has called attention to an important phase of coal cleaning since there has been considerable loose thinking regarding efficiency formulae and particularly inaccurate application of ones that have been advanced. The unanimous acceptance of an efficiency formula has been prevented because the issue has been beclouded by the fact that the objective of cleaning—-the control of chemical characteristics of the coal such as ash or sulphur content—is attained by an indirect rather than a direct method. The indirect method is usually to effect separation according to differences in specific gravity. Such separation relies on the fact that the desired chemical qualities are roughly inversely proportional to the specific gravity of the particles being separated. However, the sulphur content of the materials found in raw coal usually exhibit a far from straight line relationship with their specific gravities. Mr. Anderson meets this issue squarely by basing his formula on the efficiency of separation according to specific gravity only. It is true that machines that effect primarily a specific gravity separation are in no way directly influenced by the chemical analysis of the materials being handled and it can be argued that it is illogical to measure their efficiency by any criterion other than that of separation according to specific gravity. For the moment, let us accept this basis and analyze the application of the efficiency conception and formula proposed by Mr. Anderson under conditions which he has not considered but that will readily be found. Let us take the separation shown in his table III as an example. He terms this an example of a high order of quantitative efficiency. We will show the weight distribution of the various gravity fractions as between clean coal and refuse in table XV. Only in the gravity range of 1.50 to 1.70 has material been misplaced and, on the assumption that the cleaned coal and refuse are equal in weight, Anderson shows a quantitative efficiency of 99 pet. The gravity of separation is 1.60 and one third of the 1.50 to 1.60 sp gr fraction is misplaced in the refuse while one third of the 1.60 to 1.70 sp gr fraction is misplaced in the cleaned coal. Let us now see what effect the gravity distribution of the total products has on the quantitative efficiency calculated by his formula. Still using the data in table
