THE geologist or mining engineer, whose work takes him into the western United States, whether for the Government or private enterprises, is likely to be called upon to classify public lands as to their mineral character, or to review such classification already made, usually by a Government geologist or mineral inspector. The public-land law covering the matter is clear and logical, and a knowledge of its simpler principles is necessary to intelligent classification work. There are two classes of cases in which a classification of lands as mineral or non-mineral may be required: .first, cases in which lands classified as mineral will be retained by the Government and lands classified as non-mineral alienated; second, cases in which lands classified as mineral will be alienated and lands classified as non-mineral retained.

IN the manufacture of portland cement, the basic and fundamental essential is a limestone uniformly rich in calcium carbonate and carrying less than 3 per cent magnesium carbonate. In searching for such a deposit, also having in mind quantity of rock, accessibility and quarrying facilities, the Pacific Coast Cement Co. discovered and developed its present quarry at View Cove on the east coast of Dall Island, Alaska. Dall Island is about 100 miles west of Ketchikan and 650 miles north from Seattle. It is 70 miles in length and 5 to 10 miles in width. The climatic conditions are much more favorable than would be expected. The temperature ranges from zero to 70 degrees. The precipitation is considerably more than at Seattle, although there was less snow during the last season than at Seattle. The island is rugged and mountainous; the vegetation is moss and grass and a large portion is timbered with spruce, hemlock and cedar. Some of this timber has market value. The limestone quarry is about 30 miles north of the extreme southern end of the island. The company acquired 240 acres which contain limestone of remarkable uniformity, the percentage of calcium carbonate being about 95. It is estimated that there is ample recover- able rock on the holdings to supply the cement plant at its maximum capacity for well over 100 years.

A NEW LINE of specialists has arisen as a result of the trend toward labor socialization and collectivism in all branches of industry. These men are the ones who will govern the destiny of many companies and the labor policy of our government in coming years. They must be men of integrity and of rather exceptional qualifications; men who can foresee the trend of labor relations with business, and who are willing to sacrifice the immediate fruits of technical training for manual labor and study. They must take their place in industry, not with the idea of following the orthodox line of advancement, but knowing that they must stay at the bottom until they have learned to understand the viewpoints, the work, the advantages and the disadvantages of each classification of labor. They must not be of a radical nature or become easily biased, and they must study. You will say I am looking for a superman and in one sense that is true, but the business man and our government are both in the market even now for this type of man, and with the proper training and background, many of our young technicians can readily enter this field of work.

THE handling of native labor is offering an interesting problem that requires diplomacy. It is difficult to induce many of the men to leave their villages and enter into regular work. They do not feel the necessity of manual labor other than to obtain sufficient money to pay the annual hut tax and to buy a little clothing. The ground provides mealies (corn) which means food and beer, he hunts and catches fish, so why work? But gradually, as the native becomes more civilized, his wants increase and his ideas change; he now needs money to supply his desires and eventually he must work more. So in time it is hoped that the labor market will be better supplied.

THERE has been much interest recently in the iron ore supply of the Lake Superior district. It may be of interest to this meeting to give some thought to this situation, dealing more particularly with the present great iron ore deposits of this section. Ores from its various iron ranges are the foundation of the tremendous tonnage of steel and iron of all kinds produced in the territory along and adjacent to the Great Lakes, drawing the bulk of its supply from this northwestern ore country. For a number of years estimates have been made of the quantity of available ore. The latest study, by M. C. Lake, chief geologist of the M. A. Hanna Co., is of great interest and brings the estimated tonnage to Jan. 1. 1929.

A interest to geologists and to mining and petroleum engineers is a laboratory method for determining the dip and strike of sub- surface structures, as well as the direction of fault planes traversing them. The information is derived by making use of the magnetic properties of borehole cores which must show visible representations of bedding or fault planes. Complete knowledge of these factors aids greatly in the successful exploitation of both ore and petroleum deposits.

RECENT experiments indicate that the usual type of concentrating-table is not only poorly adapted to produce the desired results, but also is based upon an incorrect principle, namely, the use of riffles to perform the work of stratifying the various minerals. We have heard a good deal about riffles for concentrating-tables; exhaustive experiments have been made to discover the proper form of riffle, or to prove the superiority this or that form; disputes and patent-litigation have arisen over the matter of riffles, and thus many have been led to believe that the riffle is the saving-device upon which the process of concentration depends. In the present paper it is proposed to show that the riffle is greatly overrated as to the part it performs in the concentration of minerals, and that, in the near future, it may possibly be eliminated entirely from that process. The experiments in question have shown that the troublesome riffle can be considered of secondary importance at the most, and should be so classed in the construction of a concentrating-table built upon the right lines. The action of any form of riffle on a concentrating-table is such as to upset and retard the process of settling and stratifying the various minerals on the table-deck. From the deck of a riffled table no concentrates can be delivered until the deck is "bedded," that is, until a sufficient amount of metallic values have been fed to the table to spread over a large portion of the deck, forming a substratum of the heavier minerals. This substratum must be maintained by the feed within quite narrow limits, and directly proportional to the rate of discharge from the table, in order that the bed shall not be lost. HIGH GRADE zinc stocks were reported short early in 1943, but not Prime Western. Maximum production of High Grade was expected to be reached before the middle of the year, and demands of new brass mills were to take all of the increase. In February three premiums (A, B, C) of 2 3/4c. per lb. of zinc in ore were announced to encourage production from high-cost mines, the number of premiums being in proportion to estimates of ore-production costs.

(communicatioin to the Secretary*):—It is pleasing to note the increasing amount of work on metallurgical problems that is being carried on by exact scientific methods, and the results of such labor issued by the laboratories of our universities. Without doubt, Mr. Bolles's paper will be welcomed by all progressive practitioners. Many of the results which Mr. Bolles presents to as are new; and I take exceptioil to a few minor points only. The first of his concluding remarks is as follows: "Mattes are not homogeneous, but are composed of distinct mineral entitier, and may be likened to igneous rocks, in which the mineral constituents fall out upon the lowering of the temperature and ensuing solidification." He quotes an introductory remark to a paper1 of mine, as follows: "The true chemical character of copper-mattes does not yet seem to have been definitely determined, i.e, it is still more or less of an open question whether they are true chemical compounds, or mixtures, such as igneous rocks." This quotation, taken alone, would convey the impression that Mr. Bolles's conclusion is entirely new. Had he quoted also another paragraph from my paper in question, it would be clear that he was, to a certain extent at least, anticipated. I take the liberty, therefore, to state the substance of my own work. In the paper referred to, I showed the existence of the phenomenon of liquation in mattes, and, continuing, said: " A more direct method to test whether a matte is a compound sulphide or a mixture of individual sulphides was attempted by applying hydraulic separation. A clean piece of matte was selected containing practically no magnetic oxide and of the following composition: Cu, 37.96; S, 24.45; Fe, 33.63; Zn, 1.25; Pb, 1.02 ; Sb, 0.26 ; As, 0.065 ; insoluble, 1.15 per cent. ; Ag, 26.7 ; Au, 0.04 oz. per ton. In December, 1879, I was sent to the Bassic mine of Colorado and then to Lone mountain, near Silver City, N. M., and to various copper-camps in Arizona. I staged from Glorietta, N. M., to Tucson, Ariz., stopping at Silver City to see the Cosette mine. This mine led to the opening of the Lake Valley mines, and is a deposit of similar formation. New Year's day, 1880, found me crossing the Rio Grande above the Jornado del Muerto. At Aleman, Victorio's band crossecl four hours ahead of us. We picked up four wounded soldiers to take to Fort Bayard, for during the day the colored troops under General Hatch had been driving the Indians back through the San Andreas mountains. The traveler of to-day little realizes the dangers of these trips, when over very rough roads we made about 100 miles in a day and a night. I subsequently made this trip six times, up to 1882, and each time I missed an Indian attack by from one to four days. The day I arrived at Silver City news had come of the massacre of 75 women and children at the San Francisco ranch. The fighting-men of' Silver City had gone to rescue others. I was the only passenger from Socorro, N. M., until we picked up the soldiers. The next day we came suddenly on 5 of Victorio's band, but we had picked up several miners, so our stage bristled with guns, and we mere let alone. At or near my stone quarry, 6 miles from Socorro, 9 men, were killed by the band that, a day or two after, killed George. Daly, Lieutenant White, and all their men. The plight of the Japanese mining business is pitiful. Coal mines were given the highest priority for all materials they needed, yet between the end of the war and June 1948, the government was obliged to subsidize them to the extent of 22 billion yen, this being the difference between the consumer's price and the producer's price. Most of the metal mining companies have been operating at only one fifth to one third of war-time production rates, and financial losses have been terrific. The chief difficulties have been a plethora of office workers and a dearth of equipment, supplies, and miners. The principal material needs at metal mines are steel rails. cars, plates, nails, rubber hoses, and belting, to say nothing of modern core drills which are totally lacking. Until recently the great shortage was in coal; for lack of fuel the smelters and factories failed to produce the very metals and equipment now needed to operate the mines. Nation-wide shortages have created a monstrous inflation of prices throughout all the economy, currently amounting to 200 times the prewar figures. AT the Pittsburg meeting of the Institute, in March, 1910, the death of Mr. Metcalf was announced, and Col. H. P. Bope, of Pittsburg, delivered in memory of him a brief but eloquent address, which, though expressing the sorrow of Mr. Metcalf's friends, and, in general terms,. the debt of gratitude which his country and his profession owed to him, was not intended to be a complete survey of his life and work. With Colonel Bope's permission, and with the aid of some of the statements in his address, I substitute for it, in our Transactions, this more detailed, yet still inadequate memorial. As Colonel Bope justly remarked, the men who could do justice to this theme-such men, as Jones, Chalfant, Bennett, Oliver, and Park-passed away before Metcalf, leaving him almost the last of the generation of great steel-makers who made Pittsburg the Sheffield of America, and who discharged a double function, as the rear-guard of the old metallurgical practice and the van-guard of the new. I knew many of them; would that I were better qualified to celebrate their achievements. William Metcalf was born Sept. 3, 1838, at Pittsburg, Pa., where his father, Orlando Metcalf, was an eminent member of the bar. At the age, of sixteen, he entered the Rensselaer Polytechnic Institute, at Troy, N. Y., from which he was graduated in June, 1858. Returning to his native city, he became an assistant engineer in the Fort Pitt Foundry, of which. he was made Superintendent in 1859. This famous establishment produced the largest castings and heaviest machinery then known in the United States;-and Mr. Metcalf's intense, intelligent and incessant study of his business prepared him as a manufacturer for a patriotic service to his country more valuable than, as a soldier, he could have rendered in the field. The call came in 1862, when the government needed, above all things, a supply of field, naval and siege artillery. The

There is a road into the microscopic realm that has remained untraveled through all these years of intense activity with high-power optical and electron microscopy. The road is worthy of careful scouting by metallurgists and other investigators, for it leads into relatively new country and it makes some areas accessible that heretofore could be reached only by very indirect paths or by the use of imagination. And when the road passes through familiar territory it frequently permits a new view of commonplace things that should prove of value from time to time. An accepted way to interest people in new sights such as this is to present an illustrated travelogue. This I propose to do, using many pictures taken in my recent exploration of this road. In the manner of travelogues, I shall touch briefly upon a large number of different subjects in physical metallurgy and shall attempt to give an exhaustive treatment of none, for the objective is to provide a means for further research, to interest others in it, and to indicate what appears at the moment to be profitable directions for it to take. The method I shall present involves X-rays, but does not make use of the usual accompaniments of X-ray research such as reciprocal lattices, Fourier series, or the stereographic projection. The method is so simple in its fundamentals that it could have been developed 2o years ago, or perhaps even 30 years ago. It is well to have a destination for our travels, so that when we are through we shall have explored some region of importance, despite our preoccupation with the novel means of transportation and our interest in the sights to be seen along the way. So let us name the Cold-worked State as our destination, and make side trips into the territories known as Recovery, Recrystallization, and Precipitation-hardening. A great many investigations have been made of the nature of cold-worked metal, and a great variety of methods used, many of which are indirect, such as X-ray line intensities, X-ray line widths, calori-metric measurements, and magnetic measurements. Since comprehensive reviews of these investigations have been published in recent years, they need not be discussed here. The investigations that were the direct forerunners of the present work should be first mentioned. In 1931 I became interested in the structure of individual spots in X-ray diffraction patterns.l When a crystal is placed in the narrow pencil of X-rays in a Laue camera, the spots recorded on the film are not always uniformly black, but may have an internal structure. The meaning of this may be understood from Fig. I, which represents a narrow beam containing X-rays of many wave lengths (''general radiation") penetrating a crystal in the direction of the arrow and forming a pattern on the vertical film at the right.

COPPER operations in the Congo mean the operations of the Union Miniere du Haut Katanga, because there are no other copper industries there. There is a mine at Bwana M'Kubwa, a little way to the South, in Rhodesia, which has been operated on a small scale, and-another farther south, the Falcon mine, but in quite a different section of the country. This Bwana M'Kubwa mine has recently been reorganized financially and the Minerals Separation interests have taken an extensive share in it, so that it may come into operation. The Union Miniere's operations are in Katanga, the most southeastern province of the Belgian Congo, and the company's concession is in the southeastern part of that province. The usual route for going into the country is by way of Cape Town, thence over the South African Railways through Kimberly and Mafe- king to Bulawayo, then by the Beira, Mashonland and Rhodesia Railways to the Rhodesia-Congo border, passing Victoria Falls on the way, and finally by the Belgian road, the Chemin de Fer du Katanga, to Elisa- bethville, the African headquarters of the company. From Cape Town to the border it is about 2150 mi. and from the border to Elisabethville about 158 mi., making a little over 2300 mi. from Cape Town, by rail.

RECENT years have seen important practical advances in the construction of recording instruments for use with thermocouples. The difficulties of the problem will be appreciated when it is remembered that a 10° F. change in temperature of a base-metal couple at 1500° means a change in the electromotive force of about 0.00035 volt. In a circuit having a resistance of 350 ohms, this means a change in the current of 0.00000,1 amp.; and despite this requirement of great sensitivity the instruments must be sufficiently robust to withstand the rough usage which is so often their lot. Two methods are in common use for the measurement of the electromotive force produced by a thermocouple: 1. The milliammeter method, in which the current produced by the thermocouple in a circuit of known resistance is measured and from. this the electromotive force is deduced by Ohm's law. 2. The potentiometer method in which a known potential difference is opposed to the thermocouple electromotive force. The use of thermocouple and milliammeter for measuring temperature introduces some possible sources of error, for the reading depends on a number of factors, including the following: (1) Electromotive force set up at the hot junction, (2) electromotive force set up at the cold junction, (3) resistance of the circuit including thermocouple, lead wires, and meter, (4) field strength of magnets, (5) strength of controlling springs in meter, (6) friction at pivots, of pointer on paper, etc. It is obviously necessary to so design and maintain the installation that the reading is independent of all the factors except the first. The electromotive force set up at the cold junction can easily be taken care of provided it is constant. This has been approximately accomplished by burying the cold junction in the ground or actually secured by locating it in a container, the temperature of which is kept constant by means of a thermostat.
