IT IS becoming increasingly evident to management that it has other obligations than merely to earn dividends for stockholders. The head of one of America's largest organizations has stated it in these words: "There rests upon them a far broader responsibility than the mere production of goods and services, or solely the interests of their stockholders. They must assume the important obligation, through proper policy, of attuning industry to a rapidly changing world, from social as well as economic standpoints." Stockholders might as well reconcile themselves, therefore, to the fact that management cannot always put their interests first in the obligation of business enterprise: and that the legitimate requirements of customers and employees have acquired a new significance which must be recognized if the business of today is to prosper.

TWO papers, "Calcium, Strontium, and Barium Metals," by Charles Hardy and Paul M. Tyler, and "The Mining of Gems and Ornamental Stones by American Indians," by Sydney H. Ball, were presented before the Rare Minerals and Metals group at its session Tuesday afternoon in the Auditorium. Donald M. Liddell, chairman, presided. Mr. Tyler summarized the first paper, outlining the uses, history, occurrence, manufacture, production and trade, markets and prices of the three metals. In discussion, in response to the chairman's query on "what are they doing in Russia with calcium, strontium, and barium," Guy C. Riddell replied that nothing is being done on a production basis. The great rare metals plant in Moscow is active, however, on other elements. "They are making radium chloride, uranium oxide, vanadium, cadmium, tungsten, molybdenum, selenium, antimony compounds; and mercury, nickel and arsenic are under production at interior plants. The rare metals plant is busily conducting research on beryllium, rhenium, lithium, bismuth, strontium and zirconium. These are the main rare metal activities. The full realization of the potential of computers in geological in- formation system demands new approaches to the machine representation of information. At the same time, the feasibility of such a system, particularly in commercial field, demands greater freedom in input preparation and a degree of standardization in the arrangement of subject matter system. The paper describes some of the basic notions of project "GEOSEMANTICA 70". The aim of the project is to devise means of storing real geological informations in a machine rather than the representation of the information in human language form. This is seen as the only long-term solution to the problems of the complex vocabulary of geology and the complex syntax of geological description. Effectively, a machine language is being defined, consisting of a set of symbols and a date structure for representation of geological and related information. Beyond this, is the definition of a set of rules allowing the use of constrained text as an input/output medium. The investigation is oriented primarily to the representation and handling of information about mineral deposits and the associated geographic, economic and engineering information.

Edward Stafford, Chester, Pa.:—Doring all my business life, I have been engaged in the manufacture of Bessemer and open-hearth steels, but, during my long connection with the Shoenberger Steel Co. of Pittsburg, I had some experience in the manufacture of high-grade puddled iron for horseshoes, and in making, by Dr. Otto Wuth's process, extremely pure, low-phosphorus puddled blooms (analyzing from 0.005 to 0.01 per cent. of phosphorus and sulphur), which were melted with low-phosphorus pig-iron in acid open-hearth furnaces, to make extra locomotive fire-box steel. I have also seen the Danks puddlers in operation at different times and places, notably where they were most successful, at the Otis Steel Works, Cleveland, Ohio; then under the management of our friend, Mr. S. T. Wellman. These Danks blooms were made solely for open-hearth melting-stock, to which they were well adapted. (The unavoidable presence of bits of ore-fix imbedded in the mass of the metal always prevents the profitable manufacture of merchant iron from Danks' blooms.) With the experience just described, I was to some degree in position to value fairly the means, methods and results of Mr. Roe's mechanical puddling from the metallurgical or technical and economic points of view, when given an opportunity by Mr. Roe to see his puddling-furnace or machine in operation in Pottstown, Pa. Briefly, the furnace, with water-cooled bottom, is rectangular in plan, about 20 by 8 ft. in the clear, suspended by trunnions at the middle of the long sides, at a height of 17 or 18 ft. above the general level. The oscillation (65" each way from the vertical) is accomplished by geared segments (attached to the downward-projecting side or trunnion-plates) with which engage pinions driven by a reversing engine. THIS paper is a general discussion of developments in our reverberatory smelting practice during the past five years. It deals briefly kith changes in furnace types ; changes in furnace feed ; de- crease in the amount of slag produced; relation of slag assays to copper loss in the slag; increase in the grade of matte and furnace capacities. The reverberatory is but one unit in the copper plant ancl 'any discussion of it must be considered with reference to the other units and to the plant as a whole. A change in the grade of concentrates at the concentrator puts an entirely new aspect on reverberatory smelting and, likewise, a change in the grade of matte at the reverberatory affects the rate and cost of converting. That our American civilization will have extensive postwar problems in such fields as economics, unemployment, and social adjustment is now well understood by all readers of the press and listeners to the radio. But precious little is heard from these sources regarding the impact of the war on education, though education is one of the fields where the effect of the war is going to be felt most-for youth is fighting the war. Unquestionably, serious educational problems will ;rise in the postwar period, challenging the best efforts of our educators. Most acute will be the problems at the college level of education, for it is this age group that will have had its educational process most thoroughly disrupted. The return of these students to our college and university campuses wiI1 bring about a new set of conditions which we might as well try to foresee and begin to prepare for now. To begin with, the average returning college student who has had his education interrupted by war service will certainly be more mature in both years and mental outlook, and possibly married. As a result he will want to finish his college education as quickly as possible. His natural action will be to shop around among the various schools of the country to see where he can get the most credit for work he has done or thinks he has done. It is just possible that what might impolitely be termed "dark - market" schools may arise to cater to his needs. These schools will not think of them- selves in this light, of course, but will be conscious only of a keen sympathy for the veteran student and an urgent desire to help him solve his pressing problems. A considerable number of American colleges are going to be pretty well impoverished before this present war is ended and unless some professional organization takes it upon itself to place this possible situation under supervision and regulation, we may well suffer a serious setback to the

No matter where we go in business and industry, we find- engineers in key positions, charged with great responsibilities.

THE responses to the request of the Finance Committee have been coming in with gratifying results, .but there have also been about a dozen letters received objecting in various ways to the voluntary subscription. These can be summarized as: First.-That the dues should have been increased, and thus impose the same burden on everyone. This would not have met the present situation, as under the constitution no increase could be effective until 1922. Second.-The Institute should 'live within its means, and reduce its expenses to correspond with its income. As far -as possible this was done by deferring the publication of Volume LXIV until 1921, although the papers published in that volume, were presented at the meeting in February, 1920. It is to avoid being obliged to do this again that the subscription is asked, as we feel that it is, a duty we owe to our membership_ to give them the papers presented at as early a date as possible.. Our financial situation is due to the very large increase in the cost of publication; owing to the high price of paper and printing. The cost of paper is now decreasing, and we hope that there will be' wage adjustments that will permit a lower cost for printing. Under present conditions each volume of our TRANSACTIONS costs three times as much as it did in 1917 and we would be able to publish only one' volume per year. Third.-That there are too many papers published that are 'of no interest to the writer of them .complaint.-This is undoubtedly true, but it must be remembered that the membership of the Institute includes all branches of mining and metallurgy and that all these branches are entitled to be' represented in our TRANSACTIONS by papers.

THE numerous theories of hardening which have been advanced in recent years are all satisfactory in accounting for some of the phenomena observed in hardening metals, but none so far presented account for all of the facts observed. Some years ago one of the authors, R. S. Dean,' presented a theory to account for some of the properties accompanying work hardening. The present paper develops this theory further in the light of recent experimental work and extends it to other forms of hardening. Many of the ideas included have come from the writings and personally communicated thoughts of others. We have attempted to give proper credit in every case, but it is possible that we have not always done so. As an historical basis it is desirable here to review very briefly the hardening theories which have been current. The first comprehensive theory of work-hardening phenomena was due to Sir George Beilby.2 He contributed the idea that with cold work part of the structure of the metal was rendered amorphous and that-it was to this amorphous material that the cold-worked metal owed its difference in properties. According to Beilby's theory this amorphous material was a supercooled liquid and, therefore, had the characteristics of a vitreous material. That such a theory is not capable of explaining the property changes in metals has been repeatedly pointed out. This theory also allowed a slip to take place only once on a given plane, which, as has been pointed out by Jeffries and Archer13 is not consistent with the observed length of an, individual slip and the amount of elongation which can be obtained by wire drawing. The modifications, which have been proposed to this hypothesis to make it coincide with the experimental facts, have to a considerable extent robbed the theory of its clean-cut characteristics. WHEN the white pioneers of the eighteenth and nineteenth centuries advanced from the coastal settlements of southern Africa into the interior of the subcontinent, they found it inhabited, more or less sparsely, by brown or black peoples mainly of pastoral habits but equipped with a fighting spirit and certain fighting weapons. Some of the tribes were smiths, others were miners and metallurgists; all used fuel, either industrially or domestically. Some of that fuel was wood, some cattle dung, and in some places the natives mined outcrop coal. Coal was first discovered by Europeans in Natal about 1840. After proper deliberation and after allowing due time for a consideration of all the implications, the Natal Government decided in 1881 (40 years after) to import an English expert to investigate and report on the discovery. Things then moved rapidly, and in what to a geologist is the remarkably short space of eight years, Natal collieries were producing at the rate of nearly 30,000 long tons per annum or 100 long tons per working day!

THE problem of maintaining the mining industry is two-fold; finding new supplies in the face of increasing difficulties, and making such advances in the arts of extraction and preparation as to use supplies of lower grade. Progress in mining and reduction methods and in transportation makes ore today of that which was waste yesterday. These are the fields of the metallurgists and the transportation engineers. The geologists and mining engineers must work together on the problem of ore finding. As the old prospector fades from the scene, men with equal hardihood and patience and equal power to meet the physical obstacles which confront the seeker after ore, must take his place, armed with all that has been learned from human experience about the causes, the controlling conditions, the indications, and hiding places of the metals. THE making of courses of study and curricula has long held first place as the favorite pastime of educators. As a game, this activity is as fascinating to some as golf or bridge, 'and the golfer's hope of a low score is matched by the teacher's ambition to some day evolve a sequence of studies that shall prove the ideal preparation for a life of maximum service and, profit. There are few in, this gathering who have not tried their skill at this game and still fewer are those who have been long satisfied by the product of their efforts. A curriculum is hardly printed in the college catalog before conditions arise which seem to make changes desirable, and strong will power is needed to maintain the program long enough to give it a fair trial. Metallurgical curricula are not less subject to change than others, 'and; indeed they have seemed, at times, to change more rapidly than other curricula because of the changing 'needs of the industries and the demand that the graduate be trained to meet the new conditions. THE utilization and collection of waste materials have gone on for centuries, and have become a habit of the human race. The degree to which the salvaging of waste plays a part in a nation's industry depends largely on the availability of raw materials within the political confines of the country itself, or its ability to purchase such material from outside. When purchase is necessary careful economical use of the raw materials results. These economies, as a rule, are represented by lengthening the life of the given article as well as much re-use. For many years the steel industry of Italy and Japan has depended largely on importations of scrap, yet both are important. As long as the expenses incident to the conditioning and marketing of materials manufactured from salvaged waste are less than the cost of virgin material, the salvaged material will be re-fabricated and in many cases will compete with primary materials. One of the most obvious methods for furthering the efficient utilization of our limited mineral resources is the salvaging of mineral wastes. This method, moreover, in¬creases the available supply of a given material. If the price depends on a balance of supply and demand and the recovery from wastes enlarges. the supply, there can be no question but that it influences the sales price of primary.

THIS gold problem is full of complications and can hardly be handled adequately or comprehensively in any short period of time. Perhaps I might begin by mentioning a few aspects of the subject about which I suppose there will be no disagreement. The first of these is that we already have a stock of monetary gold in the United States far in excess of what is needed to support any desirable increase in the present volume of currency and credit. The second is that this already superabundant gold stock is certain to be considerably enlarged during the course of the war, and presumably during the months of readjustment following its conclusion. Some billions of additional gold, we may reasonably presume, will come into the country during these next few years, thus increasing the aggregate monetary gold stock from the present eighteen billions to perhaps twenty- two or even twenty-five billion dollars.

MANY things must be considered in coming to a decision as to what type of crushing and grinding equipment is to be used for preparing run-of-mine ore for concentration, amalgamation, flotation, or cyanidation. This paper is intended in no sense as a thorough discussion of these various factors, but rather contains a few observations based on a wide experience in the manufacture and application of milling machinery. One important governing factor is the tonnage to be dealt with. In large plants treating several thousands of tons in eight hours, a large jaw or gyratory crusher of substantial construction is standard equipment for reducing ore to 8 or 10 in. or finer. In open-pit work, using power shovels with 4- or 5-yd. dippers, a jaw crusher should have a receiving opening of 48 by 60 in., or 60 by 84 in., so that dynamite or hand sledging will not be required for breaking to a finer size before primary crushing. The coarsely broken ore is then conveyed by a belt to vibrating screens, the oversize from which is again conveyed by belts to secondary crushers having openings of 12 or 14 in., the product from which is conveyed to storage. From storage, the material goes to a finishing gyratory for reduction to 1/4 in. or finer.

Discussion of the paper of Prof. Henry M. Howe, presented in abstract by Bradley Stoughton at the Cleveland meeting, October, 1912, and printed in Bulletin No. 71, November, 1912, pp. 1181 to 1227. J. E. JOHNSON, JR., Ashland, Wis. :-This material is largely beyond the understanding of most of us practical men, but there are certain portions of that diagram that are of enormous importance. We have been conducting a, very extensive investigation of the quality of charcoal-iron and of all iron, and we have found that this eutectic point here (indicating on chart) is a sort of balance point between the good irons and the bad ones, and I have some slides to show what practical results we have found depending on this point here on the d diagram; and it would be a mistake for men who were -concerned with operation and were getting practical results, to think that these things are of no importance. They are exceedingly hard to understand, and I confess that a great deal of them is beyond me, but there is no doubt that the quality of iron depends to an enormous extent on the location of the carbon content of the iron to the right and left of this point, and the position of that point is dependent upon the silicon, and I wish to make a plea to the practical and operating members of the Institute not to disregard this material on account of its being highly scientific, because I hope to show later that there are matters of the highest practical importance that depend directly upon certain portions of this diagram.
